1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. Exploration expenditures in Alaska last year amounted to $8.9 million. This was comparable to 1985's $9.1 million. Development expenditures dropped 29%, $24.3 million in 1986 vs. $34.1 million in 1985. The exploration industry is restructuring and stabilizing after the loss of major mineral firms during the last few years. These included Anaconda Minerals, Asarco, Hecla Mining, Enserch Exploration, Phillips Minerals Division, Exxon Minerals, Noranda Inc., General Crude, Mohawk Oil & Gas, Inspiration Development, Teton Exploration, and St. Joe Minerals Division. Some of these companies were mineral subsidiaries of oil companies and were either dissolved or redirected to programs outside of Alaska. However, recent entry exploration firms include Echo Bay Mines Ltd., Long Lac Minerals, and Exvenco. They are busy evaluating prospects and mineral developments in the southeastern panhandle. In the 1970s, about $254 million was spent on Alaska mineral exploration. Of this, about 5% ($12 million) was for nonmetallics and coal, about 26% was directed at precious metals ($66 million) mainly gold, and 69% ($175.3 million) for the base metals zinc, copper, molybdenum, tin, tungsten, and nickel. Since the early 1980s, trends have reversed. Of the nearly $196.3 million spent from 1981-1986, 48% has been for precious metals ($94.3 million) and 40% on nonmetallics and coal. In the last two years, nearly 70% of the Alaskan exploration dollar has been spent in search of precious metals. Three gold skarns were explored during the year - the Nixon Fork project in western Alaska (Battle Mountain Mining Co.), the Nebesna and Rambler lodes of the northern Wrangell Mountains (Nebesna Mining Partners), and the Zackley project near Paxson in southcentral Alaska (Nerco Minerals). Nearly 7.6 km (25,000 ft) of diamond and rotary drilling were conducted on these three properties. Compliance standards for respirable dust which are reduced because of high quartz concentrations have become an industry-wide problem. Research on the physical and chemical character of quartz-classified particles in respirable coal mine dusts indicates that they may exist in intermixed layers or may be coated by clay or coal material. The relative amount of intermixing varies with the coal seam being mined. If most of the quartz particles of a mine dust are "pure," then the dust may have a high fibrogenic risk potential because of truly free silica and the compliance standard should be lowered. If, however, the quartz is locked inside another material matrix, or coated, a reduced compliance standard may not be appropriate.

Cyanide (CN) is used to recover gold from its ores in many locations worldwide. In spite of the established history of gold mining in Alaska, modern cyanidation methods have been used at only one location, the Ryan Lode Mine at Ester Dome, near Fairbanks. Ore was processed by heap leaching between 1987 and 1989, when permitting issues caused operations to be terminated. Those issues have since been resolved, and plans to reopen the mine are currently being discussed. Plans are also proceeding to develop several other ore deposits in the state, all of which include the use of cyanide for gold recovery [6]. Since tailings and effluent water produced from these mines will require treatment, it is important to develop detoxification methods suitable for the Arctic and sub-Arctic conditions found in Alaska. Several methods exist for removing cyanide from mining wastewater. However, most industrial users prefer chemical treatment systems, and typically use sodium hypochlorite, hydrogen peroxide, or sulfur dioxide/air/copper to oxidize free and complexed cyanides [9]. Biological treatment has been used successfully at two sites in the United States [30,32] and field tested at several others [20,27,28]. In addition, one mine uses "natural processes", which include natural oxidation, photodegradation, and degradation by naturally occurring bacteria [33].

The lacustrine Green River Formation of Eocene age in the Green River Basin, southwest Wyoming, contains the world's large resource of natural sodium carbonate in bedded trona (Na2CO3? NaHCO3? 2H2O). In this study, 126 billion tons are estimated to be present in 22 beds, ranging from 4 to 36 feet in thickness. These 22 beds underlie areas of about 50 to more than 775 square miles at depths ranging from about 650 to more than 3,000 feet below the surface. The total resource of trona ore in the basin for which drilling information is available is estimated to be about 149 billion short tons. The undeveloped deeper trona beds in the southern part of the basin may be exploitable by solution mining. Additional unevaluated sodium carbonate resources are present in disseminated shortite in strata interbedded with the trona and in shallow sodium carbonate brines in the northeast part of the basin.

The 6th International Mine Ventilation Congress (IMVC) was held May 17-22,1997, in Pittsburgh, PA. This marked the second time that the IMVC was held in the United States. The first congress, organized in 1975 by the Mine Ventilation Society of South Africa, was held in Johannesburg. Since then, the meetings have been held every four or five years, with the 1979 meeting being held in Reno, NV. This was followed by Harrogot, England, in 1984; Brisbane, Australia, in 1988; and Johannesburg, South Africa, again in 1992. The IMVC provides an international forum in the field of mine ventilation for the purpose of sharing technology and experience. The meetings are attended by ventilation engineers, academics, consultants, government employees and vendors interested in mine ventilation. As was evident from this meeting, significant progress has been made in the field of mine ventilation. However, disasters continue to occur around the world and long-term health problems continue to affect workers. So there is a need for further improvements in ventilation technology. The highlight of the conference was the technical sessions in which more than 80 papers were presented by authors from more than 20 countries. In addition to the technical sessions, the conference featured field trips to a number of mine properties throughout the United States. Five short courses were offered on topics ranging from respirable-dust control to mine fires and explosions. The conference also featured a trade show. It exhibited the latest advances in ventilation equipment, computer application software, consulting and engineering services, and health and safety equipment.

Numerous reactor designs for biological sulfate reduction have been reported. Fluidized-bed bioreactors (FBR) can efficiently retain biomass and allow high mass transfer and reaction rates. This work reviews the development of various sulfate-reducing FBR processes for treating acidic metal- and sulfate-containing waters and recovering metals from bioleaching liquors. The FBR process performance was evaluated with continuous flow experiments under various operational conditions: fluidization rates, influent pH values, metal, sulfate and salt concentrations, hydraulic retention times, electron and carbon sources, and temperatures. Substrate utilization and sulfide inhibition kinetics were determined with batch FBR-kinetic experiments. An artificial neural network (ANN) model was used to predict the performance of the FBR. Sulfate-reducing bacteria (SRB) were characterized in FBRs with molecular and culture-based approaches with the aim to gain a better understating of the bioprocesses. Based on the studies, FBRs are well suited for the combined removal of metals, acidity and sulfate from water.

HAPPY BIRTHDAY Not only is 1971 the Centennial Year of the AIME, but it also marks the One Hundredth Anniversary of the United States Portland Cement Industry. On September 26th in 1871 David O. Saylor of Allentown, Pennsylvania, received his patent Numbered 119,413 for the manufacture of portland cement. "Cement" had been used in the United States before that. This was, however, natural cement - a direct product of rocks as found in nature, usually burned at low temperatures in open kilns. During the early 1800s this natural cement played an important role in such projects as the building of the Erie Canal. It was only after the Civil War that small amounts of high priced portland cement was imported from Europe. The successful use of this material in construction led to Saylor's experiments and subsequent patent for the manufacture of a scientifically controlled product in this country. These one hundred years have witnessed four major "ages" of cement . . . three of them occurring in the last quarter century since World War Two. The first age was the "Age of Development", a seventy-year period which saw the growth of cement and its concrete end uses as major construction materials. Next followed a period called the "Age of Demand" when, after the war, cement became in short supply relative to large building requirements. In effect a cement shortage existed. The decade of the Sixties proved to be the "Age of Reaction", with its courses of action coming in response to the problems that arose when the industry's expansion programs provided too much capacity. Today cement, and the concrete industries, find themselves entering the "Age of Reason". A number of previous publications have attempted to provide the practicing ventilation engineer with simple guidelines on the optimal velocity to be used in mine openings. Some of these velocities were meant to be used in metal mining operations and some were meant for coal mining. A careful review of these publications reveals that the optimal velocities were determined based upon assumptions that are not existent today. As a result, they are not suitable for use in a modern coal mine. This paper takes a new look at this problem and determines a statistical relationship for optimal velocity that can be applied under both current and future conditions. The analysis performed here is based upon the determination of the optimal velocity for coal mine entries under variations in power cost, mining cost differential, airway friction factor, time value of money, airway lifespan, and quantity of air carried. A total of 8400 different conditions were analyzed for optimal velocity using computer calculation of the capital and operating cost values. Using the individual values of the optimal velocity derived in the calculations, a linear regression equation was fitted to the data to relate the optimal velocity to the other six variables outlined above. This regression relationship allows the ventilation engineer to make an easy, rapid determination of the optimal velocity.

Beneficiation studies were made by the Bureau of Mines to develop a process for concentrating phosphate minerals from the altered rock of the Phosphoria Formation. This report describes research on intermediate - and marginal-grade ores from southeast Idaho, The process developed consists of attrition scrubbing and sizing to produce a coarse concentrate; desliming at about 800 mesh (18.5 microns); flotation of the fine sands; roasting of the combined concentrates for removal of organic carbon and combined water; and leaching with SO2 for removal of magnesium and nonapatitic calcite. Results of continuous tests on three different ore types showed that approximately 80 percent of the available phosphate can be recovered at a grade suitable for phosphoric acid production. While leaching with SO2 is not necessary for all ore types, it is an important step in purifying concentrates containing excessive magnesium.

The basis for the selection of the ultimate pit for an open-pit mining operation is generally opaque. Some form of value-based analysis will generally guide the final decision; however, the value will often gradually plateau while the ultimate pit size continues to increase. There is no established framework to guide specialists in the selection of the ultimate pit, with such decisions regularly made on a somewhat arbitrary basis. The key component that is missing from the analyses typically used to select the size of the ultimate pit is risk. Once risk is quantified within the analysis framework, the decision-mak-ing range is significantly reduced and the process for select-ing the ultimate pit becomes more consistent, replicable and defensible. The technique outlined in this paper provides an approach to including risk in the process used to select the ultimate pit.

In busy and historic cities, traditional open box metro stations are becoming outrageously difficult, unacceptable for the citizen and uneconomical. Hybrid stations provide an interesting alternative. In-house experience of Gautrain (South Africa), West bay (Qatar), Cairo line 3A (Egypt), and Melbourne (Australia) all aim to reduce disturbance to the city and its inhabitants during construction. Constructed in rock or in deep soil under water table, they take advantages of the latest construction techniques from cement grouting to freezing, and from traditional excavation of cavern to large tunnels constructed by sophisticated tunnel boring machines (TBM). Today, they form the ultimate construction challenge.

An acid mine drainage sludge sample containing 3.6% Mn, 0.18% Ni, 0.15% Co and 0.39% Zn was obtained from the central part of West Virginia and leached with sulfuric acid at pH 3 and at room temperature. Air was bubbled through the leach solution to precipitate the iron content from the solution at pH 4.5. The leach solution contained 258ppm Zn, 105ppm Ni, 90ppm Co and 2050ppm Mn. Three distinctive solvent extraction studies were performed to selectively extract these metal ions in a sequential operation with DEHPA, Cyanex 272, and then Lix 84. The AIO ratio was 1 and the extractants were diluted 10 times with kerosene. A study of solvent extraction with DEHPA showed that Zn could be extracted without Ni or Co up to pH 2.75. A pH of 2.75 is considered to be the optimum pH to maximize the selective separation of Zn from Mn. The separation factor of Co over manganese suggests that the two metal ions be extracted together by Cyanex 272. The separation factor of Co over Ni indicates that these two metal ions can be separated most effectively around pH 5.3. Also, Ni can be effectively extracted by Lix 84 above pH 5.5.

The gangue in some magnetite ore bodies contains feldspar; the alkali content of the feldspar reduces the usefulness of these iron ores. One method of decreasing the feldspar content in magnetite concentrate is froth flotation. The amine flotation of feldspar from magnetite concentrate was investigated using zeta potential measurements, Hallimond tube flotation tests and laboratory-scale flotation tests. The zeta potential of various feldspars (microcline, albite, anorthite, oliqoclase and anorthoclase) were determined as a function of pH; the point of zero charge ranged from pH 1.4 to 2.5. Hallimond tube flotation tests using two amine reagents were conducted on the feldspars. Hallimond tube flotation tests using six amine flotation reagents were performed on the cobber tails (quartz, albite and microcline) from a magnetite concentrating plant; in all cases, over 85 percent flotation recovery was obtained at pH 8 and 10-5 to 10-4 [M] collector addition. Laboratory-scale (667 grams) flotation tests were performed on the magnetite concentrate in an attempt to float the feldspar which had reported to the concentrate. The effects of three different collectors, two levels of collector concentration, three pH levels, starch and HF acid were investigated.

Standing supports have been used in coal mines for decades to enhance roof support capability. Sometimes standing supports are used as a tool to resist the lateral movement of spalled ribs. Researchers from the National Institute for Occupational Safety and Health (NIOSH) are conducting a testing program for different types of standing supports (steel and timber) to investigate the effect of lateral loading on their vertical loading capacities and the factors affecting their lateral loading capacities. In this paper, the mine roof simulator (MRS), at the NIOSH Pittsburgh research facility, was used to determine the response of steel props to vertical and horizontal loadings. Finite element models (FEMs) were developed and verified using the tested steel props. To justify the testing program for testing standing supports with end-conditions of rock-like materials, the verified prop models were used to study the effect of a wide range of roof and floor materials (gray shale, shale, and claystone) on the critical buckling loads of the steel props. Also, several lateral loading scenarios were evaluated in which the steel props were laterally loaded at different heights. The critical buckling load for steel props setting up against a claystone roof and floor was found to be one-half of that shown by the MRS test where roof and floor platens are made of steel. Minimum prop performance was observed when the lateral load was applied at the mid-height of the steel prop, especially at small lateral displacement (less than 2 in).

12.1-BASIC AND PARAMETRIC CRITERIA IN THE SELECTION, DESIGN AND DEVELOPMENT OF UNDERGROUND MINING SYSTEMS STEFAN H. BOSHKOV AND FRED D. WRIGHT The criteria governing the selection of an underground mining system relate to several factors the importance of which varies with geographic location, the state of development of the industrial technology, the economic climate in the Nation and, perhaps, in the world-all these as functions of time. Thus, the best choice of a mining method depends upon sets of definable and undefinable values for numerous factors that may be considered fixed at the precise point in time. Subsequent changes in economic and/or technological developments may necessitate modification or complete revision of the existing mining system. A classification of criteria for selecting a mining system must be based on the broadest definitions. Specific cases may present simple solutions or pose very intricate questions, the answers to which are frequently based on judgment rather than explicit logically reasoned and derived results. Specific criteria may be of negligible consequence in some instances and of overriding importance in other cases. It would be foolhardy to attempt to point out, in the limited space available, all possible variations and interplay of factors, as well as to define the setting in which this interplay can take place. The reader is, therefore, referred to the case histories described in the subsequent parts of this section where actual practice will point out the variability of the problems encountered in the selection of a mining method. A popular thesis suggests that the proper approach to selecting the method of mining should be rooted in the inverse solution, whereby the limitations of the various methods in use serve as criteria to eliminate most of these methods from consideration in the specific case. This narrows the ultimate selection to one or perhaps two most appropriate methods. At this stage, a critical comparison analysis will lead to the ultimate choice. Although such a negative approach un¬questionably is valid in discarding obviously inapplicable mining systems from consideration, it falls short in defining the best system, which in practice quite often turns out to be a variation of a textbook standard, or a combination of two or more such standards. Because the deployment of capital and manpower over a long-term commitment closely follows the selection of the mining system, the decision-maker can well afford to spend a great deal of time and effort in evolving the optimum solution for the peculiarities of his specific case. Within the basic engineering tenets of economy and safety to which the design of a mining system must adhere lie numerous factors of constraint which may be grouped, somewhat arbitrarily but for ease of discussion, into several categories. The criteria that enter into the choice of a mining method derive from the following groups of factors: 1. The shape, size and spatial position of the ore deposit.

During blasting, rock breaks and moves but standard grade control practices do not adjust ore waste boundaries to cater for blast movement. Rock movement resulting from blasts can result in mischaracterization of grade boundaries resulting in ore loss and dilution. Ore loss takes place when ore is mischaracterized as waste and sent to waste dumps, and dilution occurs when waste is mischaracterized as ore and sent for processing. Las Bambas operations of MMG Peru, realized the economic impact of blast movement on ore loss and dilution and adjust ore boundaries using limited blast movement measurements. This is a step in the right direction but has limitations for everyday application. This paper discusses the advantages of disadvantages of current blast monitoring techniques and introduces an operational tool to estimate polygon movements for different blast designs and confinement conditions. Blast movement estimates from this new tool have been compared against the estimates from the current tools for several production blasts and the results were quite promising.

This paper presents the results of an experimental study undertaken to demonstrate the feasibility of using silica sand as a grinding media in stirred ball mills for ultra-fine coal grinding. Laboratory batch as well as bench scale continuous tests indicate that the use of silica sand can reduce the energy consumption by 50% and more over its steel media counter-part. Moreover, this approach has been found to eliminate the disadvantages observed with grinding using steel media such as high replacement cost, contamination of coal through media wear, greater degree of coal oxidation due to higher slurry temperature and greater level of noise dissipation. Additionally, coal-sand attrition system reduces the manpower time required which is often spent towards cleaning and storing of steel media in inert atmosphere to avoid rust and corrosion problems.
