Ensuring the success of a major resource development project, whether in the Gippsland Basin or elsewhere, is typically both a complex and costly process. It is therefore imperative from the point of view of the proponents of such a project - and in particular the financiers - that everything possible be done to minimise administrative confusion and delay in the establishment phase of the project, and to put systems in place which enable the project to run smoothly and efficiently in the later stages of its development and operation. An essential element in this process is ensuring that the project management is able to come to terms with and deal effectively with the relevant planning and environmental laws.

Expansive soil formations can be found throughout the United States. When subjected to wetting, these formations have the potential to swell and exert large uplift forces on buildings and foundations. Lightly loaded structures, such as single family residences founded in areas of expansive soils, can be significantly damaged due to uplift movement from swelling actions. Designing an economical deep foundation that can resist uplift forces is critical to prevent damage to these structures. The current solutions to control uplift due to swelling soils, such as over-excavation and replacement of the expansive material or the use of drilled shafts can be costly. Piles made from recycled polymer materials could provide a solution. Due to a lower coefficient of friction along the interface of the soil-pile interface compared to traditional pile materials, solid recycled plastic piles can allow expansive soils to move nearly independently from the pile when wetted. This results in a much smaller magnitude of uplift force being transferred to the structure, which minimizes the risk of significant structural damage from excessive movements. This paper presents the results of research conducted on the use of recycled plastic piles in an expansive shale environment. The preliminary phase of the project involved the installation of six recycled plastic piles at a test site on the South Dakota School of Mines and Technology campus. Two of the piles were subjected to a full-scale compression load test in order to determine ultimate capacity. The remaining four piles were subjected to long-term monitoring of uplift movement during the course of the project. A concrete anchor was also installed at the test site for uplift monitoring. Data gathered during the field and laboratory testing was utilized in a non-linear soil-structure interaction model to predict the displacement behavior and internal stresses within a plastic pile and concrete anchor subjected to uplift forces from the swelling shale. While more research is needed to further understand the application for recycled plastic piles, the results from this research indicate that their use is a viable alternative for support of lightly loaded structures in expansive soil environments.

Measuring dynamic effects on existing structures such as dams and bridges during earthquakes or blasting is frequently done using strong motion detectors. However, a more comprehensive dynamic structural evaluation requires direct measurement of deflection, strain, and pressure changes during dynamic events. Many existing structures have vibrating wire gages already installed that can be used with modifications to the data acquisition systems to provide direct measurement of dynamic displacement, strain, and pressure. The project described in this paper provided the opportunity to demonstrate the feasibility of using vibrating wire technology to measure dynamic effects on existing structures.

Antimony has been utilized by mankind for thousands of years. However, due to recent environmental concerns, antimony is often considered to be an impurity element, Since antimnoy is commonly found in precious metal refractory ore bodies, extraction is essential. The Sunshine Mine in Kellogg, Idaho has recovered antimony from its precious metal tetrahedrite deposits since the 1940's. A plant was initially constructed as a primary antimony source during World War II. This facility also decreased the downstream smelting penalty for the silver copper-lead concentrate and provided an industrial commodity from a potential environmental nuisance.' This paper describes the Sunshine antimony processing- facility. Specifically, the relevant process chemistries involved in concentrate leaching, metal electrowinning, and sodium antimonate production will be discussed. In addition, ongoing areas of research to improve unit operations and treatments implemented to meet environmental' discharge requirements will be covered.

The Namibian Copper Joint Venture has been formed to undertake development of the Haib copper deposit, one of the largest undeveloped copper resources in Africa. The development programme includes extensive hydrometallurgical testwork that is being managed by Kvaerner Metals (formerly Davy International).Various parts of the programme have been contracted to four third-party laboratories. The testwork involves sample selection and characterization, amenability tests, and a parametric study on the leaching variables. All portions of the programme are described and the results a represented. The ores selected for testing are quartz feldspar porphyries. The amenability tests include ?mapping? studies to assess optimum leach conditions, tests at high oxidation potentials, oxidation with various bacterial strains, and heap leach modelling. The parametric programme includes such variables as ore grade, leach temperature, crush size, pH, and ferric iron content of the lixiviant. Testing was done on both whole ore and concentrate. Results show that bacterial leaching is effective and that ore grade and temperature are key variables. Crush size and pH have less impact on copper extraction. For mid-grade ore, about 0.25 per cent copper, extraction is projected to reach 50 per cent after two years when heap leaching tertiary crushed ore at 60°C and pH 1.5. The heap leach operation would fit well with the proposed roast-leach operation used to treat higher grade ores. The latter could supply the low cost heat and acid needed in the heap leach.

The Ag2O-mediated reactions of cycloaurated compounds with a general formula Au(L)Cl2 (L = bi-dentate C?N ligand) with thiosalicylic acid, N-acetyl cysteine or 1,2-benzenedithiol in DMF proceeds via ligand substitution of the Au?Cl bonds to afford the S-O and S?S adducts all in good yields. The reactivity of the dichloro, S-O and S-S adducts towards thiols were examined by reacting with cysteine in an aqueous medium, revealing that all of Au-Cl, Au-O and Au-N are labile for thiol displacement. The measurement of the inhibitive activities of these compounds against human cathepsins B and K showed that the dichloro and S-O adducts are effective inhibitors with IC50 values ranging from 0.1 to 2.6 -M, and that the S-S adducts are inactive.

This report summarizes the problems of topsail handling as related to present requirements of law and current equipment availability. The most prevalent topsoiling systems are reviewed along with a listing of advantages/disadvantages and best features of each system. Seven mining regions are included, along with an analysis of prevailing land use, types of soils and attendant physical, chemical am biological characteristics. There are several probable areas of future research "lined which can benefit mining, minimize the social impact of mined lands and speed the return of mined lands to more productive long-term use.

"Alkali/alumina and MgO/alumina molar ratio plots graphically portray both chemical and mineralogical changes accompanying potassic, phyllic, argillic, chloritic, and alunitic alteration of quartz monzonites and granodiorites hosting porphyry (as well as lode and greisen) ore deposits. The molar ratio plots can be used to identify different types of alteration. In most cases, the identification based on molar ratios coincides with petrographic data. In those instances where the molar ratio and petrographic identifications do not agree, the mineralogy might need to be re-examined. The Gippsland Basin in south-eastern Australia has an area of approximately 46 000 sq km. It is one of the world's major coal and petroleum bearing basins, with most of the former occurring in the smaller one fifth on-shore part. The stratigraphy, structure and economic resources of the Tertiary sedimentary pile is now well known through extensive drilling for coal and petroleum. In contrast, the older Cretaceous sequences through their lesser economic importance are relatively less explored. The sedimentational history of the Gippsland Basin has largely followed along similar lines of development to the many other southern Australian basins since the Cretaceous break-up of Gondwanaland. However, the scale of accumulation of coal and hydrocarbon source rocks is unprecedented and differentiates this basin, for reasons less well understood, from the others. Large scale open cut brown coal mining since the late-1920s has been carried out in the western extremities of the basin, while vigorous extraction of some two thirds of Australian petroleum products taken place in the offshore part. Brown coal seam thicknesses and economically winnable reserves are huge and outrank most other brown coal basins of the world. Development of the resource currently meets the need for electricity generation throughout the State of Victoria, but other future developments such as conversion to oil, being investigated.

"INTRODUCTION Red-iron-ore deposits in northeast Alabama have been exploited at vari¬ous times for nearly 6o years. About 3-1/2 million tons of ore have been produced in the Gadsden district; but mining activity has been dormant since 1926, and furnaces within this section of the State now suffer a shortage of red ore.To alleviate these shortages, work by-the Bureau of Mines was recommended after preliminary investigations. 4/5/ Diamond drilling, to determine the lateral and vertical extent of ores of known deposits in Greasy Cove and on Shinbone Ridge, was done from August 1946 to May 1947, as Project 9-106, Alabama Red Iron Ore. Three holes were drilled in each area.ASKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of domestic mineral resources to the end that they- make the greatest possible contributions to the national security and economy. Building the Unified Comminution Model The Unified Comminution Model (UCM) was formulated with the vision of bringing all comminution models onto a common base. The structure of the model relies on knowledge of the mechanical environment in the comminution devices to predict the modes and rates of collision in a device. A detailed understanding of the breakage modes and an ability to correctly test these modes for the ores in question is then required to feed into the UCM. A model structure has been developed that has the capability of dealing with multiple modes of breakage, such as low energy impact surface damage, chipping, sliding abrasion, cumulative impact body breakage and the transition of rock between modes. A critical review is presented on the shortcomings and limitations of utilising the discrete element method (DEM) to provide the mechanical environments. The assumptions and applicability of utilising DEM in milling models are presented and proposed routes to building a realistic mechanistic model are proposed. Based on this more realistic measures of collision energy have been derived from the DEM simulations, which better mimic the real breakage tests. Generic forms of the collision energy distributions have been observed and developed into functional forms for use in the simulation environment. The method of application of this model to a pilot SAG mill is presented.

Product take-back regulations implemented in Europe have presented significant challenges to the consumer electronic product and battery industries. Initially companies established single compliance organizations within individual Member States. These programs met business needs but were inefficient and costly. They were protected from pressures of marketplace competition and could not leverage economies of scale. In order to address these problems P&G, Hewlett Packard, Sony and Electrolux conceived a pan-European compliance organization to collect waste electronic equipment Europe-wide. This organization, called the European Recycling Platform (ERP), operates in competition with existing national compliance systems. Since 2005 ERP has collected 800,000+ tons of waste electronic products and delivered millions of dollars in cost savings. This presentation reviews the steps needed to establish successful competitive collection organizations that provide sustainable recycling at the lowest cost.

This paper 3/gives the results of a reconnaissance of mining districts in Clark County, Nev., made from November 18 to December 22, 1936, and from February 9 to March 8, 1937-in all, 63 days. While the field work Was being done, virtually all of the mining districts in the county were visited and many data on active and inactive properties were obtained. The report covers the locations of the various mining districts, the nature of the deposits, information on past operations, current activity, and general data likely to be useful to operators, investors, and others interested in mining. The geology of the deposits is discussed only briefly. The principal metal-mining districts in the county are Goodsprings, Eldorado, and Searchlight. The zinc-lead ores of Goodsprings have been the most important economically, followed by the gold-silver ores of Eldorado and Searchlight. In the industrial-mineral field, gypsum, limestone, silica sand, and borates are the principal products. Metal mining in the county is characterized by numerous small operations and the ores are either milled locally or shipped to distant smelters.

The work described herein is the opening phase of an extensive system of underground excavation undertaken under contract with a Malayan authority.The specifications called for the lining of all tunnels in earth or broken rock with circular segmented cast iron lining, similar to that of the London tubes, and it is the installation of these linings which it is proposed to discuss.Owing to the long deferred delivery quoted and the obvious need for speed of access to the internal installation, it was decided to defer driving the completed circular section and substitute two small timbered headings.These could later be opened out in turn to full section and lined without prejudice to traffic, since both of them had access to the internal workings.NATURE OF ROCKThe rock series through which the circular sections were driven consisted of:(a) A wide zone of intrusive porphyritic granite, consisting generally of orthoclase phenocrysts in a ground mass of micro pegmatite. This area showed advanced weathering, varying from a stage showing slightly tinted kaolin containing approximately 20% of small boulders to one of ultimate decomposition to pure kaolin;(b) A narrow zone of weathered augite diorite, consisting of rock masses of a maximum weight of some 100-150 tons, isolated by clay seams up to 1 ft. 6 in. in width.The whole area was in a state of quasi-hydrostatic equilibrium, which resulted in heavy pressure immediately after excavation. Freshly broken faces would appear to be quite solid but, within a few minutes, would commence to sweat and "slab off" under pressure and, unless support was placed promptly, the whole face would burst out and run from above. Mucking was slow, owing to the plastic nature of the clay and the ease with which it puddled into slurry.In zone (b) a good deal of trouble was experienced because of the fact that the somewhat heavy blasting necessary tended to cause movement of the large rock masses. Subsequent scouring out of the supporting clay bands by the waterflow permitted settlement of the ground on to the timbers and many reinforcing sets were therefore required.The timbering of the pilot headings and its relation to the cross-section of the circular tunnels is shown in Fig. 1. Long term stability of the pillars that have been remained after R&P extraction causes postponed subsidence. To prevent unforeseen subsidence and to diminish postponed subsidence 25-50% new method for its control has been developed by the author. It supposes to use drilling and blasting technology and other original approaches. New method has been fulfilled through the holes being drilled from the surface or from the active underground openings. Explosives had been charged into the holes and were blasted. This had increased bulking factor dramatically and prevented natural caving of the strata. Physical scale modeling corroborated efficiency of the new approach. The bulking factor has grown from 0.0623 to 0.1185 and surface subsidence has been diminished from 1.1 m to 0.2 m or 5.5 times.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. This paper discusses the trials and tribulations of obtaining Velocity of Detonation (VOD) readings in small diameter blast holes in an underground mine. Montana Technological University (Montana Tech) obtained a time-domain reflectometer (TDR) type VOD monitoring unit. Purchase of the VOD monitor was justified on verifying explosives performance used in Montana Tech’s practical underground mining class and provide a teaching aid for the school’s rock fragmentation class. Before demonstrating the unit to students, we figured we better learn how to use it first so we give the students an appropriate experience. Our first learning was in obtaining the correct coaxial cable for the VOD monitor and how to properly terminate the cable. Once the cable was on-site and terminated, VOD testing could commence. Use of the VOD monitor was tested underground in small diameter holes (1.5-inch, 38 millimeter) pneumatically loaded with ANFO. After a few failed trials, and follow-up discussions with the supplier, VOD readings were obtained for the ANFO loaded holes. Additional readings were obtained for a pre-split product and detonating cord to satisfy our curiosity that the unit was performing as specified by the manufacturer. This paper will share our learnings in the hopes that others can benefit.

Failure of rock materials is a process of crack propagation. Crack initiation takes place when the crack tip stress intensity K reaches a critical value called fracture toughness, K1C. The rock fracture toughness is known to be affected by the surrounding environment such as temperature, confining pressure and humidity. In order to examine the effect of humidity, a series of semi-circular bend tests were performed under various water vapour pressures in a rock material that is known to be anisotropic. Water vapour promotes stress corrosion of rock and therefore the fracture toughness was found to have a decreasing trend with increasing water vapour pressure. The rate of decreasing the fracture toughness depends on the microcrack density that promotes the migration of water vapour into the rock. Also in an anisotropic rock, the fracture toughness depends on the direction of crack in relation to the anisotropy of the rock material.

Industrial Minerals production in New Zealand is limited in both quantity and range, but imported in quantities that make New Zealand the world's biggest consumer per head of population. The use of industrial minerals is assured as both population and standard of living increase regularly. But to develop these minerals in the New Zealand environment requires the mineral, or its market (both local and export), to have characteristics that negate the remote geographical location. Volume and/or uniqueness can achieve this.

The first century of mining in northern Idaho's Couer d'Alene District will soon he drawing to a close. Like so many other great raining districts, it has been a period accompanied by a rich and colorful history. From its early days as a gold rush camp, the district has evolved into the leading silver producer in the US, but the going has not been easy: early-day labor disputes, the challenge of mining for profit in some of the deepest mines in the Western hemisphere, and the constant search for new reserves at great depths have taken their toll of mines-and miners-along the way. To these traditional mining problems have of late been added the burden of inflationary cost increases, pollution control, and reclamation. A recent visit to the district by MINING ENGINEERING, how ever, revealed that the deep commitment of the operating companies and the quiet competence and vitality of their engineering personnel are key factors in the continued prosperity of the district.
