In recent years, economies of scale have continued to drive copper projects to larger throughputs to offset depleting lower grade resources. A decade ago there were only a small number of projects that stretched beyond 100,000 Mtpd throughput rates. Nowadays and moving forward virtually all the major copper projects are sized beyond this, with throughput rates up to 250,000 Mtpd now under evaluation for a number of key projects in Chile and Peru. This paper explores the development from the 160 m3 flotation cells, through to the 257 m3 cells and nowadays to the 660 m3 machines. The contributions of specific copper concentrators to this growth phase are reviewed herein. The historical basis of flotation machine scale-up is also briefly discussed. Metallurgical results as well as layout, maintenance and operational aspects are highlighted.

The copper catalyzed gold oxidation and reduction mechanisms in ammonium thiosulfate solution were investigated by Eh-pH diagram based on the optimum reagent combination for 60 mass% -75 µm silicate ore at 16g/t Au with the maximum gold extraction of 92% and the minimum ammonium thiosulfate consumption of 23 kg/t-ore for 24 hour’s leaching at ambient temperature. The gold recovery by cementation was nearly 100% by Zn and Al powders at Metal/Au mass ratio of 30, and around 95% by Cu powder at Cu/Au+ mass ratio of 50. In order to oxidize the gold efficiently with the less thiosulfate consumption, the stable region of [Cu(NH3)4]2+ should be as wide as possible in the region, where [Cu(S2O3)2]3- was more stable than [Cu(NH3)2]+. In order to reduce gold from the pregnant solution with the less metal powder’s (Zn, Cu, Al) consumption, the stable region of [Cu(S2O3)2]3- should be wider than [Cu(NH3)2]+ on copper precipitation. Zinc powder may recover gold more efficiently than copper powder with the similar trend on the effect of ammonia, copper and thiosulfate. However, the large amount of copper will be co-precipitated along with gold since the stability of zinc ammine and thiosulfate complexes are higher than that of copper’s. Aluminium may reduce gold efficiently at higher thiosulfate concentration and pH. These results were confirmed and compared with the optimum reagent combination for finer grind sample at 100 mass% -75 µm, which is the optimum ore size for the standard cyanidation at 1.0 g/ l NaCN to obtain about 95% gold extraction. The optimum reagent combination was concluded as 0.5 mol/l NH4OH, 0.0001 mol/l CuSO4*5H2O and 0.05 mol/l (NH4)2S2O3 with the result of 94% gold extraction and 3kg/t-ore of ammonium thiosulfate consumption. Gold and copper stabilities were well agreed with the result of coarser grind ore thermodynamically. The lower reagent combination will reduce gold oxidation power, but significantly minimize the reagent consumption. From this pregnant solution, nearly 100% of gold was successfully recovered by zinc precipitation at Zn/Au+ mass ratio of 30. Aluminium and copper precipitations resulted in less than 40% of gold recovery at Metal/Gold mass ratio of 30. The reagent consumption cost on this lower reagent combination followed by zinc precipitation was $1.6/t-ore, while the cyanidation was $3.1/t-ore. Thiosulfate oxidation mechanism indicated the similarity to Belousov-Zhabotinsky reaction.

Freeport-McMoRan Copper & Gold (FCX) is committed to preserving and enhancing biodiversity in the areas in which we operate. As a member of the ICMM, FCX is committed to implement the 10 Sustainable Development (SD) Principles throughout our business. FCX is also a member of the Wildlife Habitat Council (WHC), a nonprofit coalition dedicated to protecting and enhancing wildl ife habitat. In alignment with ICMM SD Principle 7 and our Environmental Policy, FCX has set a performance goal to prepare a biodiversity inventory in 2010 and land management plan by end of 2011 for all active mining sites. In 2010 FCX established a Biodiversity Task Force to assist sites in biodiversity management; optimize use of resources around the globe; implement FCX goals and targets; and align biodiversity programs with ICMM principles and guidance. The task force consists of Environment and SD Department management, scientists and engineers from FCX sites, and WHC staff. The Task Force recently issued a biodiversity inventory guidance document to set expectations and provide consistency across the sites when developing a biodiversity inventory and land management plan.

This is a new era for the minerals industry. Never before has there been more need for effective communication. So said Robert Anderson, chairman and chief executive officer of Hanna Mining Co. He was speaking to the American Mining Congress's Communication Workshop. The question is whether there is enough industry concern to meet the challenge. Anderson observed that increased workshop attendance, in continuing tough times, reflects the industry's concern for communication. But, why were students, faculty, engineers, supervisors, and managers not at the conference? Communication applies to every manager, Anderson said. But he was the only operating manager present. And only one company sent operating supervisors. The remaining conference participants were public relations personnel, generally with nonmining backgrounds. And the program dealt mostly with public relations issues. Role of Communication in the Minerals Industry. It is well known that the minerals industry faces economic, political, and social problems. Economic shifts and foreign competition have created an international minerals industry and an international marketplace. This, in turn, calls for worldwide communication. Other factors effecting communication are: • Governmental protectionism as well as regulatory reforms call for increased interaction with governing officials. • Changing social values have created environmental issues and anti-industry attitudes. This intensifies the need for improved public relations. • Traditional work values are shifting towards self-actualization and humanistic movements. The work force is better educated and more informed. Employees demand more satisfaction, equality, and job autonomy. • The mining industry's task of managing its human resources is complicated by layoffs, job uncertainties, and bleak outlooks concerning employee morale and motivation. Technology and Information for a New Era As noted, this is a new communications era, one propelled by technology and information. Technology has led to reduced demand for raw materials by developing substitutes. Copper demand, for example, will never fully recover. Copper cables are replaced by fiberoptics; copper transmission lines, with aluminum. Technology has shifted the US from traditional to high tech and service industries. The speed, frequency, and scope of information transmission have greatly increased. But the most significant characteristic of this information is not the pace of advancing technology. It is the dramatic increase in the importance and frequency of our personal transactions. Knowledge has replaced raw materials and capital as the strategic resource. Information has replaced energy as the transforming resource. And the game against nature has become an interpersonal game (D. Bell, Post-industrial society, Physics Today, '76). In Megatrends, John Naisbitt says that information will soon double every 20 months. So, professionals will become "information workers." And communication will be the life channel of the information age. Thomas Wolfe said you can't go home again. Hanna Anderson said we are, indeed, facing a new day. It will never again be "business as usual." We must move into the information age with the rest of society. We cannot trust that the world will continue to rely on our products. Nor can we place the responsibility and control for problems and solutions outside the minerals industry. Improved communication is not a panacea. But, Anderson said, it is critical to the minerals industry. What is Communication? The word communication is overused. It is applied to every aspect of our lives. Satirist Tom Lehrer got sick of hearing about the need to communicate. He said, "It seems to me that if someone is having all that trouble communicating, the very least he can do is shut up!" Obviously, we cannot follow that advice (though we might wish that some others would do so). Communication is always going on. It is inevitable. Yet we have many misconceptions about com-

The Camp Dresser & McKee (CDM) has been retained by the Sacramento Regional County Sanitation District (SRCSD) to design the Mather Interceptor, a portion of the South Interceptor and Mather Interceptor program. The Mather Interceptor consists of 14,667 feet of 54 to 72 inch gravity interceptor. Approximately 90 percent of the alignment will be constructed via tunneling. Cobbles and boulders in a sand/gravel matrix dominate the ground conditions combined with seasonal perched groundwater table at some of the deeper reaches of the alignment, impacting design consideration. This paper will present the results of a comprehensive geotechnical investigation conducted for this project and in-depth technical evaluation of various trenchless techniques feasible for tunneling in the cobble and boulder laden formations of this project. This paper will also present the risks and issues of the design alternatives and selection criteria.

The Lower Concourse C Extension (LCE) 108-in Storm Sewer consists of a 2,797-foot long, 27 to 55-foot deep, 108-in I.D. storm sewer tunnel. Situated beneath active taxiways and a terminal apron at Hare International Airport (D), the tunnel diverts ows from existing storm sewers located within the footprint of a future satellite concourse. The project was delivered via Construction Manager at Risk (CMAR) as part of Chicago Department of Aviation’s (CDA) ongoing O’Hare 21 Capital Program. This paper presents project details, multiple stakeholder coordination, subsurface risks and challenges, TBM performance, and impacts to existing infrastructure.

INTRODUCTION A number of tunnels supported and permanently lined by steel-fiber-reinforced shotcrete (SFRS) have been built in North America in the 1980s. The material is more economical than, and technically equal or superior to, conventional shotcrete using wire mesh. The design and construction of SFRS-lined tunnels is straightforward, and only a few new design principles, laboratory tests or construction equipment modifications appear necessary in order to use this material. Modern tunnel Contractors may use cyclic drill-and-blast methods on some tunnels, with intermittent shotcreting as part of an orderly cycle. The Dry Mix method is most suitable for cyclic, intermittent, relatively small-scale shotcreting. However, modern Contractors excavating tunnels continuously using large long Tunnel Boring Machines (TBMs) or Roadheaders may prefer Wet Mix shotcreting on a mass production basis. In either case, the use of steel-fiber-rein¬forced shotcrete (SFRS) promotes the rapid and economical excavation of tunnels. The addition of microsilica will improve SFRS properties and reduce rebound, and is expected to become standard practice with SFRS in North America, as it now is in Scandinavia. HISTORICAL REVIEW Steel-fiber-reinforced shotcrete (SFRS) at the present time (1985) is essentially conventional shotcrete with straight or deformed steel fibers added, and in general SFRS for tunnel linings encounters the same problems that conventional shotcrete does. The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

"The close vicinity of mining companies to other sites that are used for commercial and residential purposes or to areas under conservation as well as the fact that the people become more and more sensitive to emissions have led to a negative attitude towards mining operations in the neighborhood. It is above all the use of drilling and blasting techniques that give rise to objections, in the course of which demands for more environmentally-friendly production methods have been voiced. It is in this context that production methods without the use of explosives are considered as an option. After all, the use of such production methods is the only alternative for some quarry operators. The question is what are the true benefits of these techniques and what is the relation between a possible improvement of the environmental effects on the one hand and the technological potential as well as the costs on the other. It is intended to assess the mining techniques for solid rock in their entirety. This paper will therefore look at the aspects for assessing mining techniques in the context of their environmental impact and the costs."

As the current boom in the global mining industry rumbles on, mining companies have had to step up their efforts to replace mined reserves. Many of the majors are replacing and adding to their reserves and resources through acquisitions. This situation has allowed junior mining and exploration companies to do what they do best. They have been re-examining once uneconomic gold, copper and other metals properties with an eye to partnering with a major to develop them. And mines that have been closed for years due to poor economics are being given another look.

Accurate estimation of equipment costs is a key factor in feasibility study and evaluation of design alternatives of mining projects. In this paper, capital and operation costs of backhoe loaders are estimated using multiple linear regression (MLR), based on principle component analysis (PCA). These cost functions are consisted of five independent variables; bucket size, digging depth, dump height, weight and horse power. The MLR is conducted in two steps. At the first correlation between independent variables is omitted using PCA technique. Thereafter, MLR functions are established using selected significant PCs and total cost functions are constituted as functions of initial variables. At the end, accuracy of functions are evaluated using mean absolute error rate method.

Push backs used in the production planning of open pit mines play an integral role in generating annual cash flow. Although several algorithms for push back designs have been proposed, none have studied the optimum number of push backs. In this paper, different algorithms have been implemented for the push back design of a cross section of a copper deposit and the results discussed. Moreover, the optimum number of push backs has been determined using analytical and multiple attribute decision making (MADM) methods based on minimizing the risk associated with grade uncertainty, and minimizing stripping ratio, while maximizing net present value (NPV). According to the findings, the optimum number of push backs has been proposed to be between three and six, as lower quantities of push backs are more likely to achieve the calculated net present value, and have smoother stripping ratios for different pushbacks. This approach was examined in an operating mine and the optimum number of push backs determined to be four.

One would be hard pressed to find another project as complex as this one given its configuration, the variety of issues to address and the required construction techniques. Contract C710 is currently under construction as part of Sound Transit’s Link Light Rail, connecting downtown Seattle with Sea-Tac Airport. The paper describes the construction-to-date of the deep mined station under Beacon Hill using the Sequential Excavation Method (SEM). This deep “binocular” station is being mined through some of the most challenging soft ground conditions in the USA. The excavated volume of the station is approximately 60,000 cy (46,000 m3) and the station comprises a variety of geometries and cross sections ranging from 235 sf (22 m2) up to 1,670 sf (155 m2). This underground complex includes platform, concourse, cross-passage and emergency ventilation tunnels together with station egress and ventilation shafts. Various excavation sequences are in use for the different tunnels including the twin-sidewall drifts for the impressive45 ft (13.7 m) wide by 42 ft ( 12.8 m) high concourse cross adits. This station has two train platforms approximately 165 feet (50m) below the surface. This station, constructed in highly variable glacial deposits including water bearing sands and silts approximately 50 ft below multiple perched water tables in an urban setting, creates a very unique and challenging situation. I will talk today about a porphyry copper exploration program now underway in the Amazon jungle in the southeastern part of Ecuador near the border with Peru. The project is unusual for two reasons: first the deposits are of Jurassic age, 153 m.y.o., which is unusually old for porphyry copper deposits and they may be the most significant pre-Tertiary age porphyry deposits known. Second, the district was found only six years ago which makes this the most recent discovery of a totally new porphyry copper district. The new porphyry district, known as the Zamora River Copper Belt, or the Corriente Copper Belt, is a north trending area 50 km long by 10-15 km wide, which is nearly aligned with the axis of the Jurassic age Zamora batholith and with the course of the Zamora river. Gencor in 1994 initiated a regional grassroots gold exploration program based on reconnaissance geologic mapping and geochem sampling which did not find a gold mine, but which identified the San Carlos porphyry copper system in April, 1995. In a later reorganization between Gencore and Billiton the Ecuador project was transferred to Billiton and between the Gencore work and Billiton’s a total of 10 porphyry copper systems were found over the next four years. In the period of 1997 - 1999 Billiton drilled a total of 11,000 meters of wide spaced core holes in the San Carlos, Panantza and Kutukus prospects. In October 1999 Billiton concluded a farm-out, joint venture agreement with Corriente Resources and Lowell Mineral Exploration for additional exploration of the Zamora property. This is funded by Corriente and managed by Lowell Mineral Exploration and a total of 28,000 m of core drilling was completed through August 2001. An immediate result of the Corriente Lowell project was the discovery of potentially commercial ore reserves in two new deposits at Mirador and Warintza. Additional closer spaced drilling was done in the Panantza deposit and additional drilling is planned at San Carlos, in targets related to Warintza, and elsewhere.

This paper discusses the technical issues and stakeholder collaborative processes which resulted in achieving a balance between the reclamation of abandoned mine sites, providing affordable housing, and preservation of open space at the French Gulch Site. Through this process, it was discovered that mine site reclamation would need to be conducted in conjunction with two priorities for community sustainable development: providing affordable housing for locals who work in the resort town of Breckenridge, and open space preservation. It was found that conducting these activities concurrently would result in providing resources necessary to complete mine site reclamation. The first phase of the affordable housing development is almost completed. This development resulted in redevelopment of mining impacted lands and was recognized by the U.S. Environmental Protection Agency (EPA) with a National Smart Growth Award in 2002.Negotiations are also underway to preserve the remaining 1,800 acres of land held by the mining company as open space. This transaction will in turn provide resources to address water quality issues associated with mine discharges.

The intention of this paper is to give researchers new to the field an overview of the beneficiation of ilmenite through roasting and magnetic separation, touching on the relevant fundamental aspects of magnetism.

Mega projects present unique challenges with regard to estimating costs. With such projects, which may span decades, these challenges often begin as soon as a project is conceived. The importance of having a sound, resource based estimate avail-able early in the process cannot be overstated because it provides the basis for ongoing project decisions. For the final phase of providing an updated cost estimate, often while bidding by contractors is underway, the Engineer?s Estimate (EE) must incorporate present market conditions; account for possible volatile material price swings; be based on actual labor and fringe costs; rely on meaningful productivity rates; and accommodate any recent technology advances while identifying and allowing for risk factors. This paper explains the benefits associated with consultants adopting a contractor?s estimating approach when preparing the Engineer?s Estimate on mega projects like the various tunneling projects in New York City.

Increasing pressure from State and Federal agencies to mitigate mining-induced subsidence damage to overlying structures has presented a unique problem to the coal industry in the western United States. Because sandstone escarpments are an environmental issue, millions of tons of coal reserves that underlie these escarpments risk being classified as unminable by regulatory agencies. At this time, the effect of subsidence on escarpments has not been well documented or characterized. The Bureau of Mines is using numerical modeling techniques to analyze escarpment response to longwall mining. Two- and three-dimensional finite element models have been constructed for a study area near Price, Utah, where longwall panels were mined near an escarpment. This status report includes preliminary results showing that the pattern of subsidence surrounding the escarpment can be simulated through numerical modeling. Models that include such structural details as joint and fracture patterns will better simulate subsidence patterns .and magnitude. By locating longwall panels strategically in relation to the escarpment, stability may be preserved throughout the mining process. Numerical modeling provides a method to analyze relatively quickly the effects of longwall panel location and resulting subsidence on escarpment stability. The goal is to provide a relatively accurate predictive tool for mine planning to determine if escarpment stability can be maintained while maximizing extraction of the coal reserves.

Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. In recent years, U.S. regulatory agencies have placed emphasis on identifying and regulating asbestos dust exposures in the mining environment, with a particular focus upon industrial mineral deposits in which asbestos occurs as an accessory mineral. Because asbestos minerals form in specific geologic environments, only certain predictable types of industrial mineral deposits can potentially host asbestos mineralization. By applying a basic knowledge of asbestos geology, the costly and time consuming efforts of asbestos monitoring and analyses can be directed towards those mineral deposit types most likely to contain asbestos mineralogy, while saving efforts on the mineral deposits that are unlikely to contain asbestos. While the vast majority of industrial mineral deposits in the Western United States are asbestos-free, there are several types that can, in some instances, host asbestos mineralization, or be closely associated with it. These industrial mineral deposits include a few types of aggregate, dimension, and decorative stone, and some deposits of chromite-nickel, magnesite, nepheline syenite, olivine, rare earth elements, talc, vermiculite, and wollastonite.
