Biological treatment of metals-impacted water using sulfate reduction is a viable means of treatment that has been applied in pilot and full scale at numerous projects. One of the fundamental challenges with this type of treatment is the selection of an appropriate substrate to support the sulfate reduction process long-term. The substrate degradation products provide a carbon source and an electron donor for metabolism by sulfate-reducing bacteria and consequently organic characteristics are critical; however, the physical attributes of the substrate are equally critical to an efficient and optimized substrate mix. This paper explores the affect of particle size (a.k.a. grain size) of several substrate mixes on the treatment efficiency of sulfate reducing treatment systems. Substrate selection can be separated into two phases of evaluation, the primary selection phase and the secondary optimization phase. The primary selection phase considers such fundamental attributes as source availability, economics, bioavailability and longevity. These fundamental activities are conducted in order to identify potential candidate ingredients of the substrate mix which are regionally available, economically viable and consistent with the biogeochemical aspects of the project. Recent work has been conducted in the development of testing protocol for organic substrates to quantify bioavailability (Martinez Hernandez et al. 2010, Place et al. 2006) as part of the primary selection phase. Once the substrate ingredients have been selected based on the primary criteria, the mixture of these ingredients is then developed based on an optimization process, including consideration of the substrate ingredient?s particle size distribution.

What prompted the merger of the two long-established American Mining Congress/National Coal Association (AMC/NCA) groups that combine the coal, hard-rock, industrial- and agricultural-minerals sectors of mining? Both associations have been facing similar stresses for several years - structural changes in their respective industries, the changing personality and role of government and well-financed and organized opposition groups. In 1993, the AMC board of directors undertook efforts at reorganizing the association. One board member, who serves on both boards, suggested it might be time to give serious consideration to merging the organizations. This is an idea that had been discussed more or less informally at least three times during my tenure at NCA. Negotiations toward a merger began after that and were consummated in February of this year.

The Powder River Basin (PRB) of northeastern Wyoming and south-central Montana is the largest strippable reserve of compliant coal (0.6 or less lb of sulfur per million Btu) in the United States. In mining parlance, it is the Mother Lode! Wyoming’s portion of the Basin provides one fifth of the coal produced in the United States annually, and the state has been the nation’s top coal producer for the past six years. Based on 1993 production statistics and estimated strippable compliance coal reserves, Wyoming may remain the nation’s top producer for the next 76 plus years. Past articles on the PRB have focused mainly on production. After living and working in the Basin for the past five years, I have developed an appreciation for the area and its major industry that transcends size and production data. In the fall of 1993, MINING ENGINEERING’s publisher and I decided to present a series of articles that would cover many other aspects of the Basin. Ten topics were outlined, and specific individuals, selected for their knowledge and experience, were asked to contribute articles about their specialties. Although Montana has four large mines producing coal from the PRB, this series of articles will concentrate on the Wyoming portion of the Basin.

This article is part of a presentation Strauss made Dec. 3, 1988 at the sixth annual American Mining Hall of Fame (AMHofF) banquet in Tucson, AZ. At the banquet, the Mining Club of the Southwest honored Strauss by naming him the 1988 recipient to the AMHofF. (Industry newswatch, page 6). Introduction In the last two decades, there have been two previous periods of sharply rising copper prices. One was in 1973-74; the other in 1979-80. In both cases, a short period of high copper prices was followed by steep and prolonged periods of low prices. In the language of the market analyst, the high prices were called spikes. Is it likely, then, that three or four years from now the present price of copper will show up as a spike in the charts? There are substantial differences between the current position and the markets of 1973-74 and 1979-80. In 1973-74, US copper prices were subject to government-imposed price ceilings of $0.60 per lb through early December, 1973. These were increased to $0.68 per lb through May, 1974. Meanwhile, mines outside the United States were free of restraint. Rising demand in London pushed the price above $1 per lb in the third quarter of 1973. In early April 1974, it reached a peak of $1.50 a lb. In May of that year, the US ceilings were removed and the domestic price began to rise. What were the causes of this price strength? While ceilings held the domestic price below the world market, domestic consumers acquired all the tonnage offered by US mines. Meanwhile, in the world market, buyers feared prolonged shortages. The Club of Rome had warned that world economic growth would be limited by impending depletion of mineral resources. There was al so concern about a copper cartel that might increase copper prices even more. In early 1974, at a special United Nations session, developing-country spokesmen warned the industrialized world to expect high commodity prices. Also adding to the concerns of copper buyers was the fear that when US wage contracts expired in mid-1974, protracted strikes might ensue. The combined effect of this atmosphere was that consumers accumulated large amounts of copper, far above their normal carry. By midsummer, the position changed radically. While some strikes did occur in the United States, they proved short-lived. The most significant development was a massive economic recession. The energy crisis was causing enormous dislocations in the world economy. Construction activities were sharply reduced and automobile sales plummeted. Public confidence was shaken. Copper sales fell precipitately as consumers decided to draw down their swollen inventories. The price came down too. In April 1974, the London price- as noted-was $1.50 per lb. By the end of the year, it was down to $0.57 per lb. In 1973-74, the copper price rise was fed by fears of shortages, cartels, and strikes. In 1979-80, the market rose on the strength of good demand plus political and military instability. The price rise was also fed by inflationary trends, exemplified by speculation in precious metals. Prior to this second spike in copper prices, the market had been depressed despite economic recovery. Despite reduced US output, copper production in the rest of the world was increasing. Though consumption was rising, surplus stocks reached unprecedented levels. At the end of 1977, the aggregate of stocks at the refineries and in the exchange warehouses was 1.5 Mt (1.67 million st). That was more than three months' shipments at then rates of consumption. In 1978, the statistical position improved. Shipments of refined copper that year were 8% greater than in 1977. The result was reduced visible stocks but -just as was to be the case in 1984-86 - the price remained depressed. In 1979, an even sharper drop in visible stocks occurred as shipments rose by another 4%. This time, though, the price responded. In December 1978, the price in current dollars had been less than $0.70 per lb. By the end of 1979, it was above $1 per lb. And in the first quarter of 1980, it averaged more than $1.20 per lb. Military and political developments were a factor. The hostage crisis in Iran was followed by the Soviet invasion of Afghanistan. To many, it appeared that war might result if the Soviets pushed on into Pakistan. At the same time, speculation drove gold and silver prices to incredible levels. As silver prices rose above $40 per oz), copper above $1 per lb did not seem unreasonable. Then, in March 1980, the precious metals price boom collapsed. Copper prices also retreated, though not as much. In February 1980, the copperprice averaged $1.32 per lb. By December, it had dropped to $0.85 per lb. In 1981 and 1982, the decline continued. The present copper situation Why is the current situation different from these two previous episodes of high prices? First of all, today's inventories are far lower than they were in either 1974 or 1980, when the price declines began. The stocks at refineries and in exchange warehouses are substantially less than they were then. More significantly, consumers today have very limited holdings compared with stocks they carried in 1974 and 1980. Even if faced with a downturn in their own business, copper consumers will not be able to stay out of the market. To the extent they have any business at all, they will have to buy copper. And on the supply side, there is also a significant difference. The year 1988 has been unusual. US production is up sharply, responding to higher prices. But production is little changed in the rest of the Free World. Indeed, several of the major producing countries have mined less copper this year than in 1987 despite the prices increases. Peru has had labor problems that have cut its output. Zambia and Zaire suffer from shortages of expatriate technicians, not to mention spare parts. They also suffer from the failure to maintain equipment or perform adequate development. In Chile, the two largest mines, Chuquicamata and El Teniente, have not met their production targets. Chuquicamata is struggling with high arsenic content in its ore. And, in late 1987, severe rockbursts hampered operations at El Teniente. In addition, depletion of some mines in Australia and South Africa has offset rising output at other properties. Indeed, when final mine output figures for 1988 become available, it may well be

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. Montana sapphires were first discovered in alluvial deposits in the Helena area in 1865 and subsequently were discovered in other alluvial deposits in southwestern Montana and also in a lamprophyre dike at Yogo in central Montana. From about 1900 until the late 1930?s, when synthetic sapphire began to come into widespread industrial use, Montana sapphire mines produced large quantities mainly for watch bearings with lesser production for the gemstone market. The Yogo deposit is now mined for the gemstone market and two of the alluvial deposits are mined to produce sapphires for the fee-sieving of sapphire-bearing gravel and for the direct sale of gemstones. The generally pale-colored sapphires from the alluvial deposits in southwestern Montana are heated to enhance their colors whereas the generally blue sapphires from the Yogo deposit require no treatment. Markets for sapphires from both the alluvial deposits and the Yogo deposit are strong. In spite of reported historic production in excess of 70 tonnes, mineable resources appear to remain at most major deposits. Also abundant untested lamprophyre dikes in central Montana may host sapphires similar to those at the Yogo deposit.

There are many examples, historical and recent, from the underground coal mining industry where during emergency response the response and ultimately the outcomes, could have been significantly improved if adequate systems had been in place for the collection and management of relevant information preceding the incident, the acquisition of information during the incident and the use of the information for risk mitigation and decision making purposes. The subject and process of knowledge management is possibly the most critical for would be rescuers of endangered coal mine workers, as it has been demonstrated at numerous coal mine incidents that a lack of or mismanagement of crucial information can be fatal for both the rescuer and/or the endangered coal mine worker. This paper will underline the scope and importance of robust knowledge management systems for emergency response within the underground coal mining industry and the process by which it is being achieved within the Queensland Mines Rescue Service and the NSW Mines Rescue Service.

"The basic objectives of mine roadways are to provide sufficient cross sections in order to meet the needs of accommodation of equipment, transport, personnel travel and ventilation. However, many roadways become damaged to the extent of needing maintenance, generally dinting, and in some cases requiring re-ripping. The damaging of a roadway is a result of several factors including geological properties of surrounding strata, method of roadway formation, support systems and so on. Among these factors, strata conditions play important effects on the stability of roadways and other mining activities. Weak rocks cause excessive roadway closures, and water softens some rocks and worsens the closure problem. In Indonesia, over 250 Mt of coal is now produced from almost surface mines. In the near future, some coal must be mined from underground. Unfortunately, the mechanical properties of coal measures rocks are not so good to open underground mines. In this paper, a scientific discussion on the effect of water on the stability of roadways is given on the basis of results obtained by means of in-situ investigation and laboratory tests both in Japan and Indonesia."

Banks frequently manage large privately owned mineral land trust accounts for estate heirs. The bank has a fiduciary obligation to follow the “Prudent Man Rule”, which requires that trust properties be managed at least as well as a prudent and knowledgeable owner could. However, banks may not have internal staff proficient at mineral property values, lease contracts, royalties, mining practices, etc. This is an opportunity for experienced geologic consultants and certified minerals appraisers to provide needed help. Items valuable to Trust managers may include: 1. Marketing privately owned mineral trust lands to mining or oil & gas firms, assuring competitive offering prices and terms; 2. Negotiating favorable new mineral lease and purchase-option contracts; 3. Monitoring progress of mining, royalty payments, land reclamation, and environmental clean-up work; 4. Balancing future mining income with later industrial, commercial or housing development, timber harvest, etc.; 5. Assuring that Depletion Allowance tax advantage is taken for actual mine royalty payments, but not for annual non-mining lease (rental) income; 6. Appraising in-ground mineral value for bank audits, estate tax valuations, and equitable property division between heirs; and 7. Serving as expert witness, representing the legal interests of the bank, trusts, and the mineral heirs in litigation. Banks do welcome reliable advice which assists them in achieving the “Prudent Man Rule” and improving mineral income to their land Trust accounts.

"The evaluation of data and information provided by the existing traditional indicators in sustainability assessments is most important. Therefore the Institute of Mining Engineering I from the RWTH Aachen University developed indicators and an assessment system for the mineral raw materials industry on operation, company and sector level on behalf of the Federal Ministry of Economics and Labour (Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciences and Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR). In the course of the development of indicators for the raw materials industry quality indicators on different levels of the sustainability assessment procedure have been identified and developed. The following paper describes some of the results focussing on the development and integration of quality indicators into sustainability assessment systems."

A variety of grades of very white muscovite mica are now being produced from sedimentary sands and clays in Central Georgia. The mica is naturally concentrated near the base of the lens-shaped kaolin deposits and also disseminated in associated quartz sands. The same weathering and bacterial alteration processes which have transformed the kaolins from dark organic muds to white pigment-grade industrial clays have also removed discoloring iron from the micas and developed unusually white muscovite. Further, chemical alteration has removed some potassium from the muscovite atomic structure, resulting in an easily delaminated mica which can be cleaved to unusually fine, high bulking, high aspect ratio products. The peculiar alteration history of these sedimentary micas enables production of some of the whitest, finest particle size, and thinnest aspect ratio muscovite mica products on the world market today. Raw mica feed is obtained from kaolin and sand processing by-products, and also from beneath the useful base of abandoned kaolin mines. The processed ultrafine and filler grade muscovite mica products are used for paint, plastics, cosmetics, mold release, thermal and electrical insulation, epoxy, and dry wall joint cement markets.

The Andacollo gold mine is located near the small town of Andacollo, Chile (population 14,000) in the fourth region. It is approximately 35 miles by paved road from the coastal city of La Serena, and Santiago lies about 300 miles to the south (see map.) Site elevation varies between 3300 feet and 4200 feet. The climate at the site is moderate but arid, with an average annual rainfall of only five inches. Because there is little rain, and the temperature varies only a few degrees (57"F to 75°F); there are no freezing, solution dilution, or pad saturation problems. The climatic conditions are ideal for heap leaching.

Editor's note: This is the first of two articles on maintenance. Part two, "Effective maintenance downsizing techniques," will appear in the October issue of MINING ENGINEERING. Most mine managers are aware that the cost of maintenance rarely goes down unless work is done less often and with fewer people. Fewer people translates into downsizing and seldom means making maintenance more efficient. Even so, mines that have struggled unsuccessfully to improve maintenance and are now pressed to reduce maintenance costs may opt for downsizing. On the other hand, mines with an immediate need to reduce costs may be forced to downsize because they cannot wait for needed improvements to take effect. This can be bad news for maintenance. In any case, the mine must downsize correctly to ensure effective maintenance is sustained.

Like most of you, I would rather work on a job than talk about it. But it is fruitful to spend some time taking stock of important developments in the heavy construction field. One of the strongest recent movements affecting the industry has been the push for safety. I regret that it is a recent development. Not that builders were against safety. Too often though, it was easier to continue with dangerous old work methods than to try something new. Too often, it was easier for equipment manufacturers to build production tools with little consideration for worker safety. And too often, accidents and gruesome disasters occurred. The ultimate result of on-the-job injuries in construction and other industries was the Federal Government's Occupational Safety and Health Act of 1970. Individual states were required either to accept OSHA or pass updated regulations at least as stringent as the Federal requirements. These new rules must be strictly obeyed -- not just because they carry civil and criminal sanctions -- but because they correct unsafe conditions and reduce hazardous acts. Though some OSHA measures have been criticized as superfluous, most of them do in fact save lives and limbs. Equally important, the tunneler who follows the new safety regulations can be fairly certain of an efficient, uninterrupted operation. Regulations do sometimes bring rewards.

The U.S. Geological Survey has completed a dig-ital coal resource assessment of six of the top-producing coal beds and coal zones in the northern and central Appalachian Basin coal regions. These include the Pennsylvanian-aged Pittsburgh, Upper Freeport, Lower Kittanning, Fire Clay, Pond Creek, and Pocahontas No. 3 coal beds and coal zones. Resources were calculated on all of the coalbeds/zones, with the exception of the Lower Kittanning coal bed. Preliminary original resources are estimated at about 93 billion short tons (84 billion tonnes), of which about 66 billion short tons (60billion tonnes) remain. Much of the remaining coal in all five coal beds/zones is thinner [<3.5 ft (1.07m)] and deeper [>1,000 ft (305 m)] than the coal that has been mined, but economic resources are still available and mining in each coal bed/zones will continue throughout this decade and into the next given current market conditions.

On Nov. 13, 1985, Colombia&apos;s Ruiz volcano erupted, killing an estimated 25,000 people and burying several villages. Damages were estimated to be about $US300 million. The following is an account by SME member Antonio Rivera of the volcanic activity that led to the eruption. His account also includes a description of the geography and some geology of the affected area. Mining operations in the area were mostly unaffected, although some operations were forced to close until the roads leading to them could be repaired. Introduction The Ruiz volcano is located on the Central Cordillera of Colombia about 28 km (17 miles) southeast of Manizales, the capital of the state of Caldas. Ruiz is one of nine volcanoes that form a complex volcanic chain within the middle portion of the Central Cordillera. The Cordillera has 30 other volcanoes in the southern part of Colombia. Ruiz volcano Ruiz&apos;s elevation is 5200 m (17,060 ft). It is covered by an ice cap estimated to be 20 m (66 ft) thick at its summit, an area that covers 17 km2 (6.5 sq miles). Drainage is composed of several rivers that flow into the Magdalena River on the east and Cauca River on the west. The rivers flowing to the east are Guali, Azufrado, Lagunillas, and Recio. The rivers that flow to the west are Claro, Molinos, and Chinchina. There is a road from Manizales to El Refugio, a ski area located on the northeast flank of the volcano at 4800 m (15,750 ft) in elevation. The Ruiz volcanic complex was built in two stages. The first is a shield type of volcano (mainly lavas) formed about a million years ago. The second is a younger stratovolcano overlaying the ancient one. It consists of lavas and pyroclastics and was built over the past 500,000 years. Twenty-four eruptions of Ruiz are known to have occurred during the last 14,000 years. Its products mainly consist of lava flows, pyroclastic flows, mudflows (lahars), and directed lateral explosions. Historic eruptive record 1595 - Debris avalanche, blast, pyroclastic flows, mudflows, ash flows, and ash fall. 1828-1829 - Ashes (phreatic). 1831-1833 - Gas emissions and ashes. 1845 - Mudflows and pyroclastic flows. 1985 - Sept. 11- Fumarolic activity, phreatic eruption, ash fall, and small mudflows. 1985 - Nov. 13 - Ash and pyroclastic fall, major destructive mudflows (magmato-phreatic eruption). From 1845 through 1984, Ruiz volcano always had a slight fumarolic activity. It was restricted to the crater area. In November and December 1984, the fumarolic activity increased and the first ash emission and vapor-sulfur formation started. Small local earthquakes accompanied these volcanic activities. The volcano had a small erup¬tion on Sept. 11, 1985. It was manifested by phreatic explosions that ejected fragments of the vent and formed ash deposits 25 mm (1 in.) thick around an area 2.5 km (1.5 miles) from the crater. Fine material was blown by the wind and reached Manizales and neighboring areas, producing a small layer of ash up to 10 mm (0.4 in.) thick.

The support of the roof in coal mines remains a critical safety issue with 3 fatalities from roof falls in 2007 and 430 injuries from roof falls in 2006. A snapshot survey by the authors of room design and support details as well as unplanned falls of ground in the industry revealed some useful data concerning support use, seam details, fall dimensions, bolt lengths and spacing and the stand-up time.

INTRODUCTION The Premise Not much time has to be spent in a tunneling project to realize the tremendous interdependence that exists among the various unit operations. The research that is to be described attempts to examine one set of these linked operations, namely, the effect of cutters on muck handling properties. All too often research focuses on too minute an aspect of a problem for the results to be of much immediate, practical use. The goal of this research is to avoid this specificity. Apologies are tendered if this goal is missed. It is known that the mode of flow of bulk solids under the influence of gravity -- emptying a bin or hopper -- is dependent on several basic parameters. The size of the particles and the distribution of sizes (consist) determine whether the solids will first flow out of a given aperture; the cohesion of the solids will determine if flow will continue after the bin is opened; and the angle of internal friction determines the size of the flow regime (1,2,3). It is well understood that the latter two parameters affect the behavior of bulk material on a conveyor belt. Cohesion of material to a belt is always an undesired problem. Heaping of material on a belt depends on the material&apos;s internal friction. It is also known that varying the particle size, and the packing density of the material can affect the material&apos;s angle of internal friction (4,5). The question was posed whether sufficient variation in a mechanical tunneling machine&apos;s (mole) cutting function could be arranged to affect materially the handling properties of the muck

Introduction It is estimated that nearly 40% of all the gold ever mined in free world countries has been produced by South African operations. There is concern that this immense productive capacity will soon decline. Such a decline could reduce world gold supply and lessen the ability of market economy countries (MEC) to exert the major influence upon the world gold market. This paper addresses three general issues concerning South African gold production: • How much gold remains to be recovered from the demonstrated resources of the 44 evaluated South African mines; • How long can production at current levels continue; and • What will be its cost. Table 1 provides production data on the world&apos;s 10 largest producers for the years 1971, 1981, and 1983. As shown, South African gold production declined significantly from 1971 through 1981. As of 1981, annual South African gold production had dropped by more than 311 t (10 million oz) in 10 years. Despite this, its mines still produced 656 t (21 million oz) that year, about half the world total. From 1981 through 1983, this trend was reversed. Annual South African gold production increased by more than 21.8 t (700,000 oz). The trend reversal was also evident in the US, Canada, and Australia. This illustrates the general, inverse relationship between gold price and gold production. In South Africa especially, as gold prices increased substantially during the 1970s, the average grade of ore mined (pay limit) was lowered as new, lower grade areas and materials were exploited. Gold production declined in volume. But gold revenues increased, and the lives of the operations were extended. The 1981-83 period was one of declining (US dollar-based, average annual) gold prices that resulted in increasing South African production as average ore grades were raised. South Africa currently accounts for 50% of world production (Fig. 1). Figure 2 illustrates South Africa&apos;s contribution to total MEC production in 1971 and 1983. Although South Africa&apos;s relative share of production has declined, it still represents the single most important source of new gold supply. In 1983, it supplied more than 65% of total MEC production. South Africa currently produces more than twice as much gold as the Soviet Union (ranked second in world production), and 11 times more gold than the US (ranked fourth in world production).
