Reverse osmosis (RO) and nanofiltration (NF) are widely regarded as being best available technologies (BATs) for removing contaminants of concern from water. In recent years, NF or RO treatment has increasingly gained more acceptance in the mining industry for treating mine water to remove a wide assortment of contaminants, either for meeting discharge standards or for internal re-use in mining processes. Consequently, the number of NF or RO membrane mine water treatment facilities has steadily increased. Although NF or RO membrane filtration can be a powerful tool in mine water treatment, especially when multiple contaminant removal is required, it also has many potential disadvantages. Besides the generally higher capital and operational costs for the high pressure membrane processes, organic constituents in mine water may foul the membranes, while inorganic compounds such as gypsum, calcite, or silica are liable to scale the expensive membranes if proper pre-treatment processes are not implemented. Additionally, because these membrane treatment processes generate a substantial reject or brine waste stream in addition to the clean treated water or permeate stream, brine management also needs to be considered carefully when deciding upon the viability of an NF or RO mine water treatment process. Because of these issues, it is important to conduct detailed analyses of the trade-off between selecting NF or RO vs. using chemical treatment processes when designing a mine water treatment facility.

To accommodate growth in air service and to follow the Master Plan for long-term airport development, the Metropolitan Washington Airports Authority established thed2 Development Program at Washington Dulles International Airport. A sub-surface Automated People Mover (APM) System is under construction to replace the Mobile Lounges as the primary people mover system at Dulles. To minimize disruption to airport operations the majority of the APM System’s crossings of Taxi lanes will be undertaken using Tunnel Boring Machines (TBM) or the New Austrian Tunneling Method (NATM). This paper explores the planning and design of these shallow tunnel segments for future generation aircraft loads, within the constraints of minimal construction access under post 9/11 security requirements and the context of the overall airport expansion program.

Recent accelerated exploration efforts in southwest China have progressively quantified the vast phosphate resources in the Yunnan Province. To date, according to Chinese geologists, potential reserves in the province may be on the order of 4 Gt, which would equal the entire US reserve base. Development of this vast reserve is underway at two sites located 60-70 km southwest of Kunming, the provincial capital of Yunnan. The first, the Kunyang open-pit phosphate mine, produces an estimated 1.5 Mt/a of 22-30% P20,5. The other project located north of Kunyang is the Haikou mine, which the Chinese consider a possible 2.0-Mt/a operation. Because average ore grades run 3% less than those of Kunyang, beneficiation will be necessary. While the latter project has been initiated on a small scale, it is basically still on the drawing board. Brown and Root and the US Bureau of Mines are assisting on the project. Both operations are under the direction a regional administration which reports to the Ministry of Chemical Industries in Beijing. Combined production from both mines could represent some 70% of China's future productive capacity. Ore reserves in the region are estimated at 400 Mt by local officials. Geology of the District The phosphates are considered Cambrian in age and rest on a Precambrian dolomite. The Indian Ocean, Chinese geologists say, may have been the original source. The line of deposition stretches on a trend from Vietnam in the southwest, through Yunnan, into Sichuan Province to the northeast. Because the area is considered very stable from a geologic viewpoint, large quantities of phosphate have been deposited and large outcrops are known to occur everywhere in the province, according to Chinese sources. The Kunyang and Haikou ore bodies are thought to be two wings of an anticline with the former the southern portion, and the latter the northern portion. Each ore body strikes on an east-west axis. While there are many localized phosphate operations throughout the province, the Kunyang mine is the premium producer. Kunyang's Mining Development The Kunyang open-pit mine was opened in 1966. During the early years, operations were considered somewhat disorganized. Systematic mine planning and normal operations were not initiated until just two years ago, according to mine management. In 1979, Kunyang finally reached its design capacity of 1.5 Mt/a. The ore body consists of two phosphate beds separated by a band of shale. The top layer of phosphate varies from 4 to 8 m, averaging 6 m. The middle shale layer is 2 in. The third layer, which is not as rich as the top, is approximately 4 m. The mining industry in northern Ontario is known mostly for its huge nickel deposits. Inco’s and Falconbridge’s nickel mines in the Sudbury Basin are the best known. And with nickel prices being what they are, interest in the region continues. And how. Inco and Falconbridge want to merge. Teck Cominco wants Inco, but without Falconbridge. Xstrata made a hostile bid for Falconbridge, which Falconbridge rejected. And, in June, Phelps Dodge trumped them all when it made an approximately US$40-billion friendly offer for Inco and Falconbridge in a two-part deal.

The recovery of manganese from lower grade resources has been studied for a number of years. Of key importance of prior work, was the discovery that higher valent manganese resource can be readily leached with sulfurous acid. This eliminates the need for high temperature reduction roasting that is conventionally used in processing high grade material. High temperature roasting is energy intensive, emits a large amount of carbon dioxide, and would not be economical for processing lower grade material. While the prior work provides important information to extract manganese from lower grade resources, the production of unwanted by-products, and high water and energy usage has limited its commercial use. This paper describes the results from laboratory work that demonstrate solutions to problems, which to this point preclude commercial development. Preliminary mass and energy balances show that a significant opportunity exists in producing manganese with this hydrometallurgical scheme in a low cost, environmentally friendly manner. Emphasis of the work is on low water use, low overall energy use and economic destruction of unwanted by-products.

Many mining operations have gained an impressive expertise in trouble shooting and maintenance with their existing fleet over the years. Whether it is an in-house maintenance group or an external service group - most of the systems weak points are well known and can be corrected by maintenance personnel. As some of these issues get more and more serious each year, too much time is lost in unscheduled downtime, often taking hours to be repaired and to find the failure with obsolete diagnostic tools (Fig. 1.). Many of the breakdowns result from failures that cannot be detected in advance. The maintenance system is much more reactive than preventative. The state of the art of mining equipment today uses advanced, efficient, and reliable systems for electrical drives, control and diagnostics of the machines. The demand for highly sophisticated solutions on such mining equipment is well known. Mining operators need to ensure the highest level of productivity, lowest operating costs, least maintenance and highest reliability in a drive system. The paper will introduce you to the state of the art of drives technology for dragline (Fig. 2) and shovel mining equipment (Fig. 3).

Underground mining method selection (UMMS) is one of the most important issues in mining engineering. Underground mining method should be primarily selected to make use of underground resources optimally. It is nearly impossible to change the mining method once selected by the reasons of rising costs and mining losses. Because of these reasons, UMMS process is extremely important in mine designs and economics. The strategy of underground mining method selection has been studied by different researchers in the literature. Boshkov and Wright (1973) proposed a classification system; Morrison (1976) suggested a selection chart; Laubscher (1981) proposed a selection methodology; Nicholas (1981) presented a classification system; Hartman (1987) developed a selection chart and Miller-Tait et al. (1995) modified the Nicholas? system and developed the UBC mining method selection process. In reality, UMMS is one of the important Multiple Attribute Decision Making (MADM) problems and mining engineers have always some difficulties in making the right decision in the multiple criteria environment. To make a right decision on UMMS, all known criteria related to the mining method selection should be analyzed and the problem solved according to suitable decision making techniques. A review of the literature reveals that decision making techniques have been used for UMMS applications. Kesimal and Bascetin (2002), Bitarafan and Ataei (2004), Bascetin et al. (2006), Alpay and Yavuz (2007), Karadogan et al. (2008) and Samimi Namin et al. (2008) used decision making techniques in UMMS applications. In this paper, two different MADM methods: Analytic Hierarchy Process (AHP) and Fuzzy Multiple Attribute Decision Making (FMADM) are applied to select the optimal underground mining method for a chromite mine and final solutions are then compared. THE AHP METHODOLOGY The AHP method developed by Saaty gives an opportunity to represent the interaction of multiple factors in complex unstructured situations (Triantaphyllou, 2000). The method is based on the pair-wise comparison of components with respect to attributes and alternatives. A pair-wise comparison matrix n×n is constructed, where n is the number of elements to be compared. The method is applied for the hierarchy problem structuring. The problem is divided in to three levels: problem statement, object identification to solve the problem and selection of evaluation criteria for each object. After the hierarchy structuring, the pair-wise comparison matrix is constructed for each level where a nominal discrete scale from 1 to 9 is used for the evaluation as shown in Table 1 (Saaty, 1980; Saaty, 2000). The next step is to find the relative priorities of criteria or alternatives implied by this comparison. The relative priorities are worked out using the theory of eigenvector. For example, if the pair comparison matrix is A, then, [Amax=××- [1] ] To calculate the eigenvalue ??max? and eigenvector w=(w1, w2,..., wn), weights can be estimated as relative priorities of criteria or alternatives. [ ] Since the comparison is based on the subjective evaluation, a consistency ratio is required to ensure the selection accuracy. The Consistency Index (CI) of the comparison matrix is computed as follows: [CImax--= [2] ] where ?max is maximal or principal eigenvalue, and n is the matrix size. The consistency Ratio (CR) is calculated as: [CR= [3 ] where ?RI? Random Consistency Index. Random consistency indices are given in Table 2. [ ] Table 2. The Diesel Emissions Evaluation Program (DEEP), a research consortium formed in 1997 by Canadian mining companies, labour unions, and provincial and federal government departments, completed its work by mid-2006. This program, in which Vale Inco participated with both direct funding and in-kind contributions, investigated the ability of currently available technology to significantly reduce underground concentrations of diesel particulate matter (DPM) with high efficiency and low maintenance over a long-term period (years of life).While DEEP?s testing showed that engine maintenance is a critical component for lowering DPM, it was clear that reduction of DPM to the very low target levels of ~0.05 mg/m3 was not possible with maintenance alone. The best candidate technology for achieving low DPM levels was particulate filter systems. Furthermore, successful deployment of such systems was highly dependent on removing them from having to rely on human intervention for their regeneration. The search continues within Vale Inco to identify a reliable and rugged system.

Two new inorganic-organic hybrid polymers, Al(OH)3-polyacrylamide (Al(OH)3-PAM) and Mg(OH)2-polyacrylamide (Mg(OH)2-PAM) were synthesized and successfully applied for the treatment of oil sand tailings. The results indicate that both Mg(OH)2-PAM and Al(OH)3-PAM were unaffected by the change in pH, and could be applied to oil sand tailings with varying sand-to-fine ratio (SFR). The optimum dosages for the Mg(OH)2-PAM and Al(OH)3-PAM were about 330 g/ton and 650 g/ton, respectively for SFR 3.75. The flocculated oil sand tailings dewater quickly producing 66-68% solids. The flocculated tailings produced similar filtration rate before and after shear. Mg(OH)2-PAM treated oil sand tailings produced twice the filtration rates (220 ml/min) compared with Al(OH)3-PAM. This study clearly indicates that Mg(OH)2-PAM and Al(OH)3-PAM is a viable solution while decreasing the mass-production of tailings and increasing the rate of water-recycle.

Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME's future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME's Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. From 1993 through 1999 Cyprus Amax Minerals Company successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized, and an environmental issue was appropriately remediated. The projects stretched over three continents, from arctic Russia to the Atacama Desert, from 16,000feet to sea level, from city suburbs to remote wilderness, from a low of $130 million to over $1 billion. Open pit and underground; mill and leach; gold, copper, molybdenum, and coal were all encompassed. The breadth of diversity experience from these projects inspired Cyprus Amax to create a “best practices” project management protocol, to steer corporate expansion into the next millenium. This paper summarizes those best practices, while high-lighting project management pitfalls to avoid.

The PT Freeport Indonesia‘s Deep Ore Zone(DOZ) copper deposit is located in the province of Irian-Jaya, Indonesia. Currently, a block cave mine is being developed around this deposit. Production is scheduled to start in year 2000 and to ramp up to25,000 tpd by year 2003. The air quantity requirement for this mine is equal to 780 m3/s. To supply this quantity, the mine will require five centrifugal fans (one 450 and four 750 kW fans). This study summarizes the technical aspects related to the installation and commissioning of one of these fans. The fan was installed on the surface in a parallel arrangement with two others. It has a design capacity of 240 m3/s of air at 2.2 kPa of static pressure. The study presents the installation details from the underground shaft excavation and portal development through fan testing and commissioning. It also presents the results of a monitoring system that was installed to determine the fan duties.

In this paper, uniaxial compression tests were conducted on intact rocks and broken rocks that were reinforced by grouting, and the effects of grouting on the strength of broken rocks were analyzed. The results show that after grouting reinforcement, the bearing capacity of broken rocks with different lithologies increased, and their uniaxial compressive strength recovered by approximately 6%–16%. The results indicated that the stronger the rock, the smaller the strength recovery of the consolidated body formed after grouting. At the same time, using borehole camera observation and deep overburden strata separations, the fracture development characteristics of surrounding rocks of the gob-side retained entry were analyzed and divided into different regions. On this basis, a guided grouting method was proposed; that is, shallow hole grouting was first used in the plastic zone of the broken surrounding rocks to form the isolation layer, and then deep grouting holes were arranged in the elastic-plastic zone of the transition zone to guide the slurry flow to the shallow unfilled zone. Therefore, the broken surrounding rocks were reinforced into an integrated body and selfbearing capacity improved.

The stability of surfactant-free foam films was studied using the thin film pressure balance (TFPB) technique. In pure water, it was not possible to produce foam films due to weak film elasticity and strong hydrophobic force. In the presence of NaCl, however, the hydrophobic force was sufficiently dampened to allow metastable films to form. At 10-5 M NaCl, the equilibrium film thickness reached a maximum of approximately 130 nm at pH 6.0-7.3. The thinner films obtained on either side of this pH range was due to the increased ionic strengths associated with the HCl and NaOH additions for pH control.

Sag Mills are becoming bigger in size almost every year. Concentrator plants are also becoming larger with more SAG and Ball Mills units with Gearless Mill drives installed in one plant. In contradiction to this development, concentrator plants are being built in increasingly remote areas, where the power supply and network conditions are not necessarily covering the needs for the operation of such plants. This paper describes sources of harmonic distortions and possible approaches to solve this problem. It also illustrates the permissible tolerances in terms of commutation of power electronics, based on already realized installations. Furthermore it explains how, and with which measures, harmonic currents created by non-linear loads with SAG and Ball Mill drives can be handled, and how harmonic standards can be fulfilled accordingly. Finally, this paper gives an overview about the technical impact of a strong versus weak network, and the economic relationship between them.

Sustainability of energy supplies has been an issue of general interest for a long time. Whilst in the past the continuous productive use of natural commodities was in the fore, its compatibility with the environment and climate and ultimately also social aspects have recently gained more and more attention. Today many discussions focus on the climate compatibility of individual options to act. Fossil fuels, in particular coal and lignite, are generally challenged because coal use makes a significant contribution to global man-made CO2 emissions. The drastic increase in the consumption of fossil fuels is not explained by the fact that coal utilisation technologies are not or cannot be sustainable but rather by the growing world population and the endeavours numerous national economies trying to catch up economically. Coal is the world’s No. 1 fuel and, in the view of many experts, will keep this position also in the foreseeable future. The access to its deposits plays a significant role for the economies of the emerging countries. Consequently the aspects of energy security and economic efficiency need to be considered at eye level with climate compatibility. In Germany, however, the public acceptance of fossil fuels and of large industrial projects is in the focus of attention.

The National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory (SRL), investigated a means to evaluate the potential impact of surface conditions above underground mines on emergency response activities. Recent events have highlighted the need to conduct critical emergency operations on the surface above underground work areas. Accessibility and usability of the surface, such as the ability to drill holes or deploy seismic monitoring or through the earth communications systems, are an important consideration for emergency response planning. This paper identifies critical surface conditions such as: surface waters, valley fill, highways, railroads and significant structures that must be considered in emergency response planning and in the conduct of emergency operations as they relate specifically to the seismic detection of trapped underground miners. Results of case studies indicate a need to consider the impact surface conditions may have on emergency response capabilities.

As underground mine operations expand, the ventilation systems supporting them become complex. Complexity increases with periodic ventilation changes. New diagonal connections require a rebalance of resistance to maintain airflow in affected splits in the system. Incidents of mine fires and explosions have occurred in U.S. coal mines when diagonal connections resulting from ventilation changes have resulted in changing airflow directions. MSHA regulations prohibit the reversal of airflow and poor ventilation practice in general, but regulations cannot stipulate or recommend proactive preventative measures because every situation is different. This paper discusses the phenomenon of diagonal branches and recommends practical precautionary measures that can be taken to prevent airflow reversal in planned ventilation changes.

The Norwegian Lake Tap Method was successfully used to tap into the side of Lake Dorothy 36.5 m (120') below the lake surface. The lake tap allows water to flowinto an access tunnel from the lake lowering the water elevation below its natural out-fall. When the lake reaches a predetermined elevation below the outfall, a 1.5 m (60?) valve in the tunnel will be shut and discharge from Lake Dorothy will stop temporarily allowing construction of a dam located 2.9 km (1.8 miles) downstream at Bart Lake. The lake tap and tunnel were one phase of the $64 million Lake Dorothy Hydroelectric Project, owned and operated by Alaska Electric Light & Power Company (AEL&P), a private utility located in Juneau, AK. The Lake Dorothy portal site and tunnel are located approximately 25.7 km (16 miles) southeast of Juneau, AK, in the remote Tongass National Forest at an elevation of 701 m (2,300') above sea level in the mountains above the Taku Inlet. Thirty degree snow covered mountainsides and limited access by helicopter were just two of the many factors which challenged this unique project. The lake tap and tunnel development consisted of 250 m (820') of horizontal tun-nel, averaging 3.6 m x 3.6 m (12' × 12'), excavated using conventional drill and blast methods in highly competent Granodiorite and Tonalite rock, placement of one 3.9 m (13') long concrete plug, or bulkhead, located at the tunnel midpoint, and one 3 m (10') diameter lake tap into the side of Lake Dorothy. This paper will provide an analysis of the logistical and engineering challenges involved in the development of one of only a handful of lake taps in North America. AEL&P and contractor J. S. Redpath Corporation worked together to complete this critical project phase safely and on schedule, in a location accessible only by helicopter and plagued by constantly changing, harsh weather conditions. A strict schedule had to be maintained to ensure the timely operation of the downstream dam and power plant.

Ghana’s physiographic and geologic features are the basis for its long mining history. The Gold Coast colony has been a significant producer of gold. The gold of the Akan forest (Ghana) was a terminus for caravans that plied Saharan trade routes. Now it also produces significant quantities of manganese, bauxite, and diamonds In addition, the country produces kaolinite, silica for glass, salt, and both aggregate and dimensioned stone. Most secondary minerals are consumed locally but some amounts do find international markets. Ghana revised the mining laws and regulations in 1986. These revised laws dramatically increased gold production and improved the country’s economy. The success of these laws spawned imitators in other African states such as Cote d’Ivoire, Mali, and Burkina Faso. Representatives of these countries claim Ghana was their model. Environmental regulations exist but an intensive adversarial atmosphere is lacking. Ghana has also offered the mining industry incentives like accelerated depreciation rates and exemption from import duties on related supplies and capital equipment. The country has also pursued an aggressive policy to restore the nation’s business infrastructure.
