The common law requires an employer to take reasonable steps for the safety of employees. In general, the duty of care means that the employer, acting personally or through its employees or agents, must take reasonable care for the safety of its employees (Van Deventer v Workmen?s Compensation Commissioner; 1962 (4) SA 28 T; Oosthuizen v Homegas (Pty) Ltd 1992 (3) SA 463 T).The duty of care includes the provision of safe premises, safe machinery and tools and a safe system of work. The obligation is not an absolute one, but is restricted by the concept of reasonableness. The common law duty may, in certain cases, include the assessment of hazards and risks. 2 International law Great emphasis has been placed in the Western world on the prevention of occupational diseases and injuries. Detailed statutes and regulations govern specific industries in many countries. See, e.g. the Control of Substances Hazardous to Health Regulations of the United Kingdom and various regulations applicable to the use of asbestos and lead, fire protection, mines and quarries, petroleum, etc. Risk management is an important part of managing health and safety. In the United Kingdom, the Management of Health and Safety at Work Regulations, 1999, require every employer to make a ?suitable and sufficient assessment of the risks to health and safety of his employees to which they are exposed whilst they are at work?. The particularity of the assessment is determined by the risk in question.

The authors have proposed and discussed storage of low temperature materials such as LNG, LPG and frozen food in rock caverns. In this case, as the rock mass around the caverns will receive effects of low temperature, it is necessary to consider the thermal behavior and the stability of caverns. In this study, strength and deformation characteristics obtained by the uniaxial tension test and the compression test at low temperatures were discussed. Using the results, temperature and stress distribution around caverns when LNG was stored, were analyzed. Then thermal behavior of the rock mass around caverns was discussed. Die Autoren haben Lagerung von Niedertemperatur-Materialien wie LNG, LPG und tiefgefrorenen Nahrungsmitteln in Felskavernen vorgeschlagen und diskutiert. Da in diesem Fall die Felsmasse um die Kavernen den Effekten der niedrigen Temperatur ausgesetzt ist, ist es erforderlich, das Thermalverhalten und die Stabilität der Kavernen zu berücksichtigen. In dieser Untersuchung wurden Stärke-und Deformationseigenschaften, die durch ein-axialen Spannungstest und Kompressionstest bei niedrigen Temperaturen erhalten wurden, diskutiert. Mit diesen Ergebnissen wurden Temperatur- und Stressverteilung um die Kavernen bei Lagerung von LNG analysiert. Dann wurde das Thermalverhalten der Felsmasse in der Umgebung der Kavernen diskutiert. Les auteurs proposent et discutent l'entreposage de matériaux à basse température, tels que le GNL, le GPL et des aliments congelés, dans des cavités rocheuses. Comme, dans ce cas, la masse rocheuse entourant la cavité subit les effets des basses températures, il est nécesaire d'étudier le comportement thermique et la stabilité des cavités. Dans cette étude, les auteurs discutent des caractéristiques de résistance et de déformation, obtenues par essai de tension uniaxial et essai de compression à basse température. En se servant des résultats, ils analysent la répartition de la température et des pressions autour des cavités, lors du stockage de GNL. Ils discutent ensuite le comportement thermique de la masse rocheuse autour des cavités.

The paper presents research on the influence of the goaf methane inflow on a fire. The problem was investigated by a computer simulation of a fire developing in a goaf. A relevant mathematical model of the fire was selected, which considered both burning of coal and methane. The combustion process is very sensitive on the oxygen and methane concentrations, which was indicated on graphs of the fire temperature evolution. Examples of computer simulation for various location of the fire were considerd. Analysys of results confirms the influence of the content of the goaf methane on development of fires.

In 1999, Eramet bought the ferromanganese plants in Porsgrunn and Sauda (Norway) and Marietta (USA). With an ownership in the Comilog mine, the plants will operate with a high amount of Comilog ore. The properties of Comilog ore are reviewed and compared to a number of industrial operations. Important ore properties are chemical and mineralogical analyses, CO reactivity and mechanical strength. The advantage of Comilog ore is its contribution to lower energy and coke consumption. However, special precautions must be taken regarding the amount of fines and water introduced in the furnace, as Comilog ore is more porous compared to other Mn ores.

The bulk of high carbon ferromanganese produced in India continue to have more than 0.35% phosphorus since they are produced by carbothermic reduction process. The low phosphorus manganese ores are depleting fast and ferromanganese manufacturers will have no option but to use medium and low grade ores having high phosphorus content resulting in high phosphorus in the product. A systematic study was taken up at NML to solve this problem. Initially, a thermodynamic analysis was carried out for which Ba-P-O ternary predominance diagrams were constructed at several temperatures to predict the most suitable conditions for selective removal of phosphorus from high carbon ferromanganese. These conditions required a usage of a flux having a high level of basicity, moderate oxygen potential as well as low melting temperature. The experimental results showed that it was possible to remove phosphorus from high carbon liquid ferromanganese from 0.56%to 0.18% using BaCO3 based fluxes at the rate of 16-wt% of the ferromanganese charged. However, the Mn loss varied in the range of 2-5%. The objective of the subsequent study carried out at the laboratory scale was to optimize the flux consumption as well as minimize the Mn loss with effective dephosphorization by using BaO based calcined pellets instead of BaCO3 based powders. It was felt that the handling of pellets under plant conditions would be easier and also eliminate the loss of flux as a dust, which occurs when powder is added. These pellets were forced towards the bottom of the melt for better efficiency. For this purpose, a plunging system was designed and fabricated in-house that helped in reducing the flux consumption to less than 5% and also improved the kinetics of the process. The desired results were achieved within 10 minutes of the addition of the flux. The know-how is ready for transfer to interested parties and authors are willing to conduct large scale trials with them.

The paper circumscribes the base metal casting industry in Southern Africa. It essentially consists in the founding of copper and zinc alloys. The challenge related to the scarcity and the unaffordable quality patterns and dies faced by the industry is discussed. New manufacturing technologies for foundry tooling called Rapid Prototyping that can possibly be used to alleviate the above mentioned challenge are then presented and their benefits assessed.

"Copper and copper alloys remain key materials for society today, with important uses found in the electrical, transportation, and construction industries. Copper demand is rising, with projections indicating that by 2025 global refined copper demand will increase to 29.5 million tons, up from the 22.4 million tons anticipated for 2015. This will require the opening up of dozens of new mines and numerous new smelters over this time period. Fortunately, Africa has significant reserves of copper, and African copper can once again play a key role in contributing to meeting the rising global demand for copper. This paper provides a brief overview of the current copper smelting operations in Southern Africa. INTRODUCTION Copper and copper alloys are essential materials for today’s modern world. The familiar green copper patina colour seen on buildings and other structures sometimes belies its true “green” characteristic – copper is essential for key emerging technologies such as wind turbines, tidal generating systems, solar energy systems, electric cars and the like. Consequently, it is believed that there will be continued growth in copper demand in the years ahead. Projections indicate that by 2025, as an example, global refined copper demand will increase to 29.5 million metric tons, up from the 22.4 million ton level anticipated for 2015. This will require dozens of new mines, and of the order of the equivalent of 10 to 12 new 0.5 million tons of copper/year-sized copper smelters (after factoring projected copper produced by electrowinning (EW))—overall, a huge undertaking. Fortunately, Africa has significant reserves of copper, and African copper can once again play a key role in supplying this rising global demand for copper. Africa’s share of global mined copper production was about 10% in 2014; however this will increase significantly in future if announced new projects eventuate. Southern Africa has an important role to play in this process. The present paper provides a brief overview of copper smelting in Southern Africa."

Product designed characteristics like reliability and maintainability affect maintenance cost, service performance, and therefore product support strategy must be defined during design stage in terms of these two dimensions. Furthermore product support and service delivery strategy has considerable influence on the total life cycle cost and the economic viability of industrial systems/products. he paper presents a concept for the development of service delivery strategy for industrial products with a special reference to mining systems. In this paper we emphasize that the strategy for product support should not be centred only on ‘product’ but it should also take into account the service delivery capability of the manufacturers/suppliers and users service organization, users competence and capability, product use location, logistics and infrastructures, etc., to arrive at the best performance and economic results. Such strategy should invariably include services supporting the client apart from considering services supporting the product. The discussion in the paper is based on the experiences from the manufacturing industry engaged in manufacturing of mining systems and the observed trends in technology and management of operation and maintenance of mining systems. The Unit of Toxicological Risk Assessment of the Finnish Institute of Occupational Health (FIOH) is conducting a 'Health Risk Assessment for Metallic Chromium and Trivalent Chromium' under the sponsorship of the International Chromium Development Association (ICDA) and the International Stainless Steel Forum (ISSF). This risk assessment will be conducted in accordance with the current European Union legislation in force (Council Regulation 793/93/EEC, Commission Regulation 1488/94/EEC, Dir. 67/548/EEC), but also to meet the regulatory obligations as set out in the European Commission REACH legislation proposal (Consultation Document, the Registration, Evaluation, Authorisation and Restrictions of CHemicals). Further aims include outlining the criteria for the setting of occupational exposure limits for metallic chromium and trivalent chromium compounds. Human Health Risk Assessment according to the current legislation shall entail hazard identification of the toxic end points (acute toxicity, irritation/corrosivity, sensitisation, repeated dose toxicity, mutagenicity, carcinogenicity, reproductive toxicity) including, as appropriate, dose (concentration) - response assessment, and derivation of the N(L)OAELs (No (Lowest) Observed Adverse Effect Level) and/or DNELs (Derived No Effect Level). Exposure assessments for workers, consumers and humans exposed via the environment take into account all the known intended uses. Risk characterisation will compare the typical and/or reasonable worst case exposure estimates to the N(L)OAELs or DNELs to determine Margins of Safety (MOS) for all human populations by each exposure scenario and type of effect, followed by conclusions about the presence or absence of risk. Although all of the key elements of existing legislation remain in REACH, the principal change is that, the burden of proof will be transferred from the member state authorities to industry. The new proposed format of Chemical Safety Report (CSR) will include Risk Management Measures (RMM) as an essential part of the report in addition to the risk assessment. The RMM plays a role in the evaluation of further testing needs and advocating reasons for possible waiwer of requirements. The research programme started in March 2002 and will be completed within the time frame of two years.

The rockfall hazard is the major contributing agency to fatal accidents in South African platinum mining operations. The majority of these accidents occur in close proximity to the working stope face. The collapse of fractured or blocky ground between individual temporary support units or the closest permanent support line to the stope face has not yet been adequately addressed. A large-scale stope support system testing facility funded by the Safety in Mines Research Advisory Committee (SIMRAC), has been designed and constructed to test support systems and stimulate innovative thinking by mining personnel, support manufacturers and suppliers by providing a facility where the interaction of stope support systems, a rigid stope face and a discontinuous hangingwall beam can be observed during quasi-static and dynamic conditions. Tests have been carried out on various types of stope support systems, focusing on the temporary support systems used in the immediate stope face area. The interlinking of the temporary support units with mesh or safety netting has been explored in the prevention of falls of ground between support units during gravity driven falls of ground. These tests illustrate the facility?s ability to be used to stimulate innovative thinking and provide a testing ground for the development of temporary support systems in order to reduce the risk off all of ground injury to mining personnel at the stope face.

Zincor uses a Roast-Leach-Electrowinning circuit to process zinc sulphide concentrates. It also processes zinc oxide fume, originating from a slag smelting operation in the Democratic Republic of the Congo (DRC). Zincor achieved an average zinc recovery of 90.3% during the period January 2006 to May 2007. The bulk of the losses occurred in the iron and lead silver residues, both as soluble and un-dissolved losses. The un-dissolved losses in the iron residue constituted around 33% of the total zinc lost from the circuit, and were largely attributed to the presence of zinc-ferrite in the calcine used for neutralization during iron removal. As part of Zincor?s continuous improvement programme, the un-dissolved zinc losses in the iron residue were targeted by: the partial replacement of calcine with zinc oxide fume (from the DRC); and the preferential use of ?low-ferrite content calcine? as neutralizing agents in the iron removal circuit. These initiatives, coupled with other operational factors, resulted in a marked improvement in recovery to 92.6% during June to December 2007. The zinc oxide fume, directly fed to the circuit, required investigation of the halide rejection capacity of the Zincor circuit. Rejection of chloride via the magnesium bleed operation was considered adequate. Fluoride was mainly rejected via the iron (~70%) and lead silver (~27%) residues. Fluoride rejection via the lead silver residue varied significantly, probably as a result of variations in the sparingly soluble CaF2 content in the feed. The mechanism for fluoride rejection in the iron residues is uncertain. The fluoride rejection capacity of the Zincor iron residue (comprising of mainly jarosites, schwertmannite and ferrihydrite) at 2 ? 4 mg/L F in solution, was estimated at 0.14 ? 0.19 kgF/tFe residue.

Information and Communications Technology (ICT) is defined as ‘The goods and services that support the electronic display, processing, storage and transmission of information’. Early in 2002 the South African Department of Trade and Industry (DTI) commissioned a study into the diffusion and adoption of ICT in eight sectors of the economy. The platinum mining Sector was one of these. The key findings presented in this paper are based on the platinum sector component of that study. The paper examines the theoretical basis behind technology transfer and innovation diffusion and presents the results of an ICT diffusion survey carried out in the South African platinum mining sector. ICT is shown as the modern day technological tool which is an accelerator of economic development. The current state of ICT diffusion in the platinum mining sector is defined and projections for the near future are given. Recommendations which will ensure smooth and full adoption are presented and justified.

This article presents the analysis of ventilation systems used in dead-end headings, while being drilled, in coal mines. Special emphasis is put on methane and dust hazard. Mathematical model for distribution of methane concentration in a heading is given as well. This model takes into consideration sources of methane emission and change in air flow rate due to leaks in a duct line. Solving equations presented in this article enabled giving dependencies describing distribution of concentration along the heading. On the basis of these dependencies there is a possibility of determining places with higher methane concentration and ways of combating this hazard. Determining the distribution of methane concentration in dead-end headings ventilated by a separate ventilation system is of great importance as far as work safety conditions are concerned. The information obtained may be of use when finding proper places for installing methane sensors. Three kinds of separate ventilation systems were distinguished: forcing, exhaust and overlap. The development in construction of fans and spare parts of a duct line enables using both forcing and exhaust ventilation systems in headings developed by continuous miners, with length above 1000 m, in the conditions of methane, temperature and health-detriment dust hazards.

Production of ferro-chromium in the submerged-arc furnace is highly energy-intensive. Several process rates have been attempted to reduce the specific energy consumption in the production of this alloy. An exhaustive understanding of the thermo-chemical features of the production process can be used to reduce the specific power consumption significantly. The knowledge can be used to reduce the energy drain through undesired reactions in the process can be minimised. Plant trials have shown that specific energy consumption up to 100kWh/tonne of hot metal can be obtained by adopting this strategy. The process requires modification in operation practice and does not require any capital investment unlike other processes adopted for reducing power consumption. The principle of thermo-chemistry involved in this process development and results of plant trials are discussed in detail.

The structural age of the capital mining machinery, representing a part of the system of the Electric Power Industry of Serbia, has been dictated by the initiation and development of open pit coal mines. For example, the oldest bucket wheel excavators were installed some thirty-four years ago, and the average life of the relevant machinery exceeds twenty-two years. Operation of both capital equipment and machinery has direct effects on economic and business activities of open pit mines, and consequently forced us to make a decision and study thoroughly the problem of establishing the optimum exploitation life of capital mining equipment at the open pit coal mines of the Electric Power Industry of Serbia. The aim of this paper is to define and discuss the relative problems as well as to find out the possible solutions and establish the methodology for estimating the optimum exploitation life of machinery. The study was successfully carried out by a team of scientists engaged from and coordinated by the Department of Computer Science of the Faculty of Mining and Geology, University of Belgrade. This paper presents the key observations covering the subject problem. In 2002 a coal dust explosions occurred in the Polish collieries “Jas-Mos” and “Rydultowy” in the Upper Silesia coal basin. In the “Jas-Mos” colliery the coal dust explosion was initiated in the face of gallery by explosives and causing ten death. The stone dust barrier extinguished the flame, stopped the explosion development and saved forty nine miners working in that area. In the “Rydultowy” colliery methane inflammation caused three deaths and seven serious burns and ignited the coal dust explosion. The coal dust explosion was stopped by stone dust barrier and did not cause any victims itself. This paper presents the investigation carried out by the Central Mining Institute Experimental Mine “Barbara” and shows that the stone dust barriers remain still a basic mean for suppression of coal dust explosion in mines. The investigation were aimed at determining the cause of explosion and circumstances that led to their propagation. The evaluation of the state of dust explosion hazard in the areas of accidents have been performed, and the range of flame estimated.

Mine-impacted water, including acid mine drainage (AMD), is a global problem. While precipitation of dissolved metals and neutralization of acidity from mine-impacted water is accomplished relatively easily with lime addition, removal of sulphate to permissible discharge limits is challenging. This paper presents a high-level comparison of four sulphate removal technologies, namely reverse osmosis, ettringite precipitation, barium carbonate addition, and biological sulphate reduction. Primarily operating costs, based on reagent and utility consumptions, are compared. Each process is shown to be subject to a unique set of constraints which might favour one over another for a specific combination of location and AMD composition. Access to and cost of reagents would be a key cost component to any of the processes studied. The total cost calculated for each process also depends on the type of effluents that are allowed to be discharged.

In typical conventional narrow vein stoping operations, the use of temporary support components to offer some support to workers, whilst the permanent and generally more elaborate support system gets installed or constructed, still results in injuries to people. The authors wishes to explore the probability and practicality of making use of new generation support products to make the support operations safer as well as enhance productivity in the stope face. This paper will examine the use of Autorock Drills as a means to drill roof support holes and install appropriate support components into these holes, as well as the application of ?Thin Spray Liners?, commonly called TSL?s as an additional means of creating a safer operating environment. The installation of netting as a means of roof protection and other support aspects such as cemented roof-bolts will also be explored. These proposed items are envisaged to improve the safety of our people and reduce production down time and increase production and productivity.

This publication records the proceedings of the Tenth International Ferroalloys Congress, INFACON X, and the third INFACON hosted in South Africa. The Proceedings of the previous two South African congresses in 1974 and 1992 serve, as this volume does, as a valuable record of the papers presented at these important events. This publication comes at a time in South Africa?s democratic development where the theme ?Transformation Through Technology? is very appropriate. The ferroalloy industry has played an increasingly significant role in transformation and black economic empowerment in South Africa, particularly through the advancement and sharing of technology. INFACON X plays an important role in this process, and the stakeholders and organisers of this Congress are thankful for the opportunity to hold this event at this time of transformation in our country. The world of ferroalloys, as well as that of the steel and stainless steel industries, has continued to change rapidly. Recent innovations, better use of resources, increased awareness of environmental issues and ongoing efforts to improve occupational health and safety are among the topics addressed at INFACON X and in these Proceedings. The theme of ?Transformation Through Technology? has been chosen to reflect the regional and global developments in the ferroalloy industry, and the crucial role that technology plays. The Proceedings of INFACON X, the first Congress in Southern Africa of the new millenium, represent a milestone in the technical developments in this major global industry. It contains almost eighty papers in twenty Sessions, from authors in twenty countries, covering raw materials, reductants, energy, electrodes, refractories, furnace design, post taphole services, modelling, simulation, control, sensors, fundamental issues and the applications of ferroalloys as related topics. The major ferroalloys, namely ferrochromium and ferromanganese, are covered extensively in many interesting papers. This comes as no surprise, since South Africa is the leading producer of ferrochromium and also plays a major role in the supply of manganese ore and alloys. Papers on ferronickel, silicon and ferrosilicon ensure that all the large-volume ferroalloys are addressed. These Proceedings of refereed papers of high quality will serve the ferroalloy industry for many years to come, as has been the case with previous INFACON events. For the first time in the history of INFACON, the Proceedings will be available both in bound and in a searchable electronic CD-ROM format. We appreciate the time and effort that the authors and referees have devoted to making this publication a really valuable document. Their contributions are recorded for posterity and reflect the advancements they and their colleagues have made to benefit the ferroalloy industry. Without these ongoing improvements, the industry would stagnate and not fulfil its role in the advancement of mankind. All papers included in these Proceedings were peer-reviewed by at least two referees. About 130 referees were sourced internationally to fulfill this function, and their valuable technical and editing inputs are gratefully acknowledged. Finally, I would like to thank the Technical Programme and Publication committees, led by Dr. Lloyd Nelson and Dr. Noël Machingawuta respectively. Without the tireless efforts of these individuals and their Committee members, the technical programme and these Proceedings would not have been the success they certainly are.
