The final session of the Rocky Mountain Coal Mining Institute was called to order by retiring President, A. Z. Dimitroff. The report of the Auditing Committee was given by E. C. Horne, Acting Chairman of that committee. Motion was made by Dock Schloss that the report he accepted; seconded and carried. Oren Bridwell, Chairman of the Resolutions Committee, gave the following report: Resolved: That the members of the Rocky Mountain Coal Mining Institute in convention assembled, hereby ratify and confirm all official actions of the officers, the Executive Committee and other committees of the Institute between June 29, 1960, and the present time.

Improved methods of mining have accompanied the introduction of mechanical loading, of which there are a great many varieties, but this multiplicity of mining brings new problems and greatly increases the importance of managing over a few years ago. Few mines operating today have been opened with the intention of mechanizing throughout. The problem of mechanization is to change over a mine heretofore operated by hand methods and to select machinery that will fit the old system with the least number of changes, the aim being not to disrupt or to completely change the original plan. The organization of mechanical and electrical forces is a problem in mechanical loading, and each individual mine presents its own problems. Plans which may succeed in one mine may fail in another and upon the management rests the responsibility of deciding the best method in each case.

FEBRUARY 26TH. MORNING SESSION: The sixteenth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in one of the private dining rooms of the Albany Hotel, Monday morning, at 11 o'clock, with the President, F. W. Whiteside, in the chair, one hundred and one members being registered. The minutes of the previous meeting were read and approved. The Treasurer reported the finances of the Institute in excellent shape. The President appointed J. B. Marks, J. S. Veach and W. A. Ream as a Resolution Committee, and Frank A. Young, M. B. Urquhart and G. A. Murphy a Nominating Committee. There being no further business the meeting adjourned. AFTERNOON SESSION: The afternoon session was called to order in the Ball Room of the Albany Hotel, with approximately one hundred members present, President Whiteside presiding. A. L. Jones read his paper entitled, "The Power Problem of the Coal Mine," and C. E. Drennan, his paper, "Why Alternating Current." These papers were thoroughly discussed, after which the meeting adjourned. EVENING SESSION: At 6:45 p. m. two hundred and fifty-three members and invited guests met in the Ball Room of the Albany Hotel for the banquet. Harry F. Nash was toastmaster, and George Sanford Holmes the principal speaker. Following Mr. Holmes speech, H. N. Wheeler delivered his humorous oration of the "Annexation of Cuba;" following this certain members of the Institute gave an entertainment depicting a fictitious meeting of the United States Coal Commission. Chester Mott, formerly a member of the Institute wrote the words and songs of the entertainment, and directed it. After the show the assembly enjoyed a dance.

The sixth Annual RMCMI Mine Rescue Evaluation was held during the 1997 Institute convention at Sheraton Steamboat Resort, Colorado. The Mine Rescue committee, co-chaired by Becki Boam and Gary Cook, is one of 18 committees of the Institute. In 1997 the largest number of teams participated in the program. There were nine: BHP Minerals - La Plata Mine, BHP Minerals - Navajo Coal Co., BHP Minerals - San Juan Coal Co., Bridger Coal Co., The Coteau Properties Co., General Chemical Co., The Sabine Mining Co., Solvay Minerals and Western Energy Co. Professional evaluators who provided challenging scenarios for the 80 participants were Jack Knight of Milton, Florida; Wilson Begay, Chris Saxon, and Gaylon Yazzie all of Western States Security; Mary Bailey, Bailey Associates; Tom Bass, California Department of Corrections; and Art Saenz, BDC. Seven members made up each team plus one or more trainers and represented the states of Montana, New Mexico, North Dakota, Texas and Wyoming. Ten different scenarios were presented during the two day evaluation. Each team was given the pertinent information to solve the problem as they assembled at the site. Mine Rescue families and friends participated as victims providing realistic scenarios to simulate the stress of an actual rescue incident. Each team was unaware of the circumstances until arriving at the various scenes in and around the Sheraton resort. [ ] These teams are providers of prompt rescue and medical care for accident victims at their respective properties. The members act with immediate and professional knowledge to save lives and prevent further injuries. Sponsors who contributed financially to the 1997 program are: Argo Industrial, Antelope Construction, Fisher Safety Supply, Flanders Electric Motor Service, Inc; Intermountain Electronics, Inc.; King Energy Services, Inc.; Rocky Mountain Electric Motors, LS.; TerraMatrix and Triune Inc. On Saturday evening, June 28, a reception was held for all mine rescue participants and spouses who had advance registered for this social event. The RMCMI Board of Directors was invited to attend and meet with the teams. As convention attendees, all mine rescue participants and registered families attended the Monday night country western reception and Bar-B-Q. This was followed by an adult western melodrama. [ ] Glass awards with the RMCMI logo and a Mine Rescue figure were presented at the Tuesday Mine Rescue buffet breakfast to all nine teams, each of which had achieved proficiency at level 3. Gary Cook is to be commended for his solo last minute supervision of the Mine Rescue program, due to Becki Beam's unavoidable absence. The teams look forward to the 1998 convention at Snowmass Village Resort, Colorado Thursday and Friday, June 25 and 26.

Profiled below are the eight RMCMI 1999 Scholarship Award winners. Seven of the eight attended the 95th Regular Meeting and convention at Crested Butte, Colorado in late June. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. In addition to receiving a $1,500 tuition credit, thanks to the Patrons of the Institute annual funding of scholarships, each received recognition at the luncheon with a brass plaque signifying this honor. The winners are guests of the Institute Sunday through Tuesday and have an incredible opportunity to meet many in the coal industry who could be potential employers. The state vice presidents host the winners and pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year if they remain a full time student and if recommended by the dean of their college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criteria for these annual awards is that the recipient (1) is a full time sophomore student who will use the tuition credit the junior year. (2) Be both a U. S. citizen and a legal resident of the member stare. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. Contributions to this worthwhile project are tax deductible to each individual RMCMI member or his company. Through donations of $100 or more to the Patrons of the Institute, each Patron receives a plaque and a year bar for each additional year contributions are made. [ ] ARIZONA WINNER Jennifer Jannusch University of Arizona Jennifer is the daughter of Peggy and Larry Jannusch of Phoenix. She graduated from Shadow Mountain High School in the top 15% of her class. She has been on the Dean's List and won the National Collegiate Engineering Award. Jennifer belongs to the Association of Engineering Geologists, SME, Best Buddies, and enjoys running, painting and languages. [ ] COLORADO WINNER Alan S. Maste¬rs Colorado School of ties Alan is the son of Lee and Ellen Masters of Lakewood, Colorado. He graduated from Lakewood High School and has been on the Dean's List at CSM. He resides with his wife, Karen, and children Morgan, Nicole and Scott. Spending twelve years as a mechanic and semi-truck driver, Alan decided to return to school to pursue an engineering degree. Having maintained a 4.0 G.P.A. at Arapahoe Community College, he was accepted at CSM where he continues to excel. He firmly believes that the future of our country will be enhanced by our ability to utilize our natural resources. Alan enjoys time with his family, fishing, water skiing, bowling and reading Tom Clancy or John Grisham novels.

I read a book the other day called Opportunity 2000. The book, Opportunity 2000, talks about what's going to happen in the next nine or ten years as we propel ourselves through the 1990s into the 219 century. The book, Opportunity 2000, is a futuristic book, somewhat like Megatrends. It said that by the year 2000, baby boomers will be old people, and when you got here before the baby boomers, how does that make you feel? It said that there will be more women in the American work place by the year 2000 than men. The book, Opportunity 2000, discusses diversity. The big challenge for the 1990s is ?diversity?. We'll have the D-word in the 1990s. We had the G-word in the 1980s ? ?global.? Diversity in terms of more immigrants, more minorities, more females into the American work place, but also value systems diversity. We'll have to deal and adapt to four different generational clusters in dealing and interacting with employees and management in the 1990s-value systems diversity. Executive Summary The future of coal as an important energy source in the 21st century will depend heavily on whether or not our industry is recognized for its performance. We have had a major role in powering our nation through the 20th century ... but many today do not understand that role nor do they know that 56% of our nation's electricity today comes from coal. Corporate communications, marketing, and public relations must be a high priority of our industry if we are to survive in the society of the 21st century as a viable energy option for powering our nation. The time to start is now. The place to start is locally. The way to strengthen local and regional efforts is to network on a regional and national level with associations who have the ability and the will to develop effective communications strategies. Introduction The Minnkota Power Systems is a regional association of 26 electrical suppliers. Serving more than 96,000 customers in a 34,500 square mile service area in Minnesota and North Dakota, the association includes 12 municipal utilities, 12 distribution cooperatives, a municipal power agency, and a generation and transmission cooperative. The Minnkota Power Systems generating capacity totals 613 megawatts, and 83% of it is fired by lignite coal. On an annual basis, 80% of our total energy is derived from coal. We are proud of our long association with the coal industry. Our pride shows in the very visible role that coal plays in our marketing and public relations efforts. In 1993, the Minnkota Power Systems had one of the lowest wholesale rates in the country, at 3.1 cents per kWh. Average residential rates were 5.8 cents per kWh. Minnkota Power Cooperative, One of the Minnkota Power Systems, is a generation and transmission cooperative headquartered in Grand Forks, North Dakota. The 66th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in the Opticon Theatre, Snowmass-at-Aspen, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President, Stanley C. Shubart, Secretary-Treasurer, Schloss & Shubart, Inc., Denver, Colorado. Mr. Shubart welcomed the guests and was pleased at the large attendance, in view of the fact, that the site for the convention had to be changed at the last minute from the Stanley Hotel in Estes Park to Snowmass-at-Aspen. He stated that Joe Ward, our General Chairman, could not be present due to the serious illness of his wife, Thelma. He called on Bob Wilson, Chairman of the Registration and Hotel Committee, to give his report on applicants for membership since the last meeting. Mr. Wilson stated that there were 89 applicants and 242 registrations, an all-time record. A list of new members follows.

The Bituminous Coal Industry has for the past year been faced with a most serious problem. I am sure that you have had your own individual and local problems, as do we all. In my thirty years of practical experience with coal mining, I have never found an operating man nor a coal mine without problems. The very nature of mining, with so many unknown factors involved, precludes the absence of problems. But they are not insurmountable, and one should not dwell on them interminably. They should be recognized as a challenge to our ability and ingenuity to solve them, and once the proper solution is found, it should be applied and the problem dismissed. However, we find ourselves at the moment in the midst of a serious challenge to our very existence. In the early thirties, many in the industry welcomed the re-establishment of Unionism as a balance wheel, in the belief that the stabilization of wage scales would also stabilize prices and eliminate disastrous price cutting practices. The ultimate effects of having twenty-six years of benevolent paternalism in the administrative branches of Federal and State Governments with their labor courting policies, could hardly have been anticipated. And so with wages spiralling under government sponsorship, we have finally reached the point where competitive fuels, such as natural gas and oil are more attractive to the consumer, from the economic angle of cents per BTU cost, than coal.

Dear Member: The Proceedings for the Institute for the past year are enclosed. We hope you will read them, for there are some good ideas expressed, and the papers are far above the average. The job of publishing the Proceedings has always worried the Secretary. The Secretary, being at the same time the Treasurer, has to pay the bills, and this time he enlisted the co-operation of some of our friends. You will find this co-operation shown in the ads in the proceedings. Read the ads just as carefully, even more so, than you do the text. They carry messages from our friends. Don't forget the winter meeting in Denver, the last of February, the 26, 27 and 28. Another good paper to be read then will be that of A. L. Jones on the subject of "Power Problems of the Coal Mine." In the meantime you can do two things for the Secretary. Let the few who haven't paid their dues remit quickly so we can get our books closed. The Wednesday morning session started with a film "The Greatest Good" presented by the Colorado Mining Association, courtesy of A. George Setter. President Joe Taylor opened the business meeting at 9:30 a.m. He called for a report from the Auditing Committee. The report was read and a motion was made for approval. It was made, seconded and approved. The report from the Resolutions Committee was submitted by Mr. Robert Delaney, Chairman of the committee. It reads as follows: RESOLVED: Whereas, in the year since the last convention of the Rocky Mountain Coal Mining Institute, the Institute and the coal mining industry generally have suffered the loss through death of the services of:

The Annual Business Meeting of the members of The Rocky Mountain Coal Mining Institute held during he 84th Regular Meeting of the Institute was called to order by the president, H. Dean Jacot at 11:30 a.m Tuesday, June 28. 1988 in Peak Room 5 of Beaver Run Resort at Breckenridge, Colorado. Twenty three were present and a quorum was established. The president stated the purpose of the annual meeting is to inform members of the status of the affairs and activities of the corporation during the year. It was moved by Loren Linville, seconded and carried to approve the minutes of the previous meeting as published in the 1987 Proceedings. The chair called for reports of the various com¬mittees and these reports will he placed on file in the RMCMI office. Bylaws and Resolutions. Chairman Loren V. Linville reported there were no bylaws revisions. He further reported that the Board had adopted two resolutions: (I) Noting the passing of members since the last convention-Richard T. Brownrigg. Don A Dewey, John T. Maulshy. Hugh D. Nyquist and Mike Zakotnik. (2) Recognizing the superior skills of J. Brett Harvey. RMCMI Vice President of Utah. For recruiting 26 new members from the State of Utah and named him as #1 Recruiter in the Institute?s 1988 membership drive. Linville further commended the Executive Secretary officers, chairmen and committees loran excellent job in planning the 84th Regular Meeting and convention. Membership. In the absence of chairman Ed Sullivan. the secretary reported there are currently 718 active or dues paying members, 51 Life Members and 250 delinquent in dues payment. In the 1988 membership drive. 132 new members have been recruited and 74 of them attended this convention making up 27V, of the total attendance. Patrons of the Institute. This report was given by the secretary for chairman Ira McKeever. A total of 124 plaques has been prepared during the low year life of the program. It has been culled to 119 possible donors as some firms have gone out of business or consolidated. Of this number 46 renewed their annual $100 donation and three new Patrons have joined prior to the convention for a total of 49. During the convention. four new Patrons donated $100 each. tour former Patrons pledged $100 each and seven would be-new Patrons pledged $100 each for a total of 15. This would bring the grand total to 64 if all pledges are received prior to the close of this fiscal year as opposed to 59 renewals in 1987. Program. Co-Chairman Pete Nielsen announced the convention program theme "Broadening OUR Horizons" was well received despite the loss of three speakers during the final days prior to convention. Because the remarks of the Monday luncheon keynote speaker ran over the first time-to-be-tried Monday afternoon Poster Session was delayed almost an hour in beginning. This well thought out feature will he run again next year but in a different time frame. Nielsen thanked his co-chairmen, Bill Balaz and the Poster Session chairman Marcie Greenberg. Publicity. Chairman Tom Egan reported three newsletters including the convention newspaper were sent members during the year. He and Bob Jacob of Bob Jacob Public Relations were at registration daily to secure business card ads and to solicit advertising for the Proceedings. Scholarship. Chairman Keith McGinnis reported that six of the seven scholarship recipients were present at the convention. The University of Arizona at Tucson was added this year and it was the only university visited this year by the chairman. Each scholarship recipient was introduced to the membership at the Monday morning Welcome Session, presented a plaque and responded. The input Iron each winner was most favorable to the program. Each was appreciative of the many contacts made and the educational seminars and programs. McGinnis noted that the mining engineering department at the University of Wyoming may be dropped during the coming year. Joe Dunlap suggested that every member rally support of this department. it may be clearly seen that one of the most rapidly increasing items in mining operations is the cost of the timber alone, to say nothing of the cost of installation. Consequently, any practical means that may be used to lengthen the life of mine timber will greatly tend to decrease mining costs and result in important economies in operation. The four principal agents by which mine timbers are destroyed are, decay, insect attack, fire and mechanical abrasion. Decay and insect attack are credited with more than 50 per cent of the total amount of timber destroyed in the mines. Numerous methods may be used to conserve mine timbers, such as better selection, preparation, storage and segregation. It frequently happens that good timber goes into places where poor timber would do as well, and timber of inferior quality is sent into places where only the best grade should be used. However, the most effective method of conservation is by treatment with some standard preservative to prevent decay. Some of. the benefits to be noted from the use of preserved timbers are; the reduction in operating costs by decrease in timber purchases; cuts down interference with mining operations due to timber failures on main haulageways; prevents excessive falling of roof in entries by maintaining timber in sound condition; conserves timber supplies and makes possible the utilization of inferior woods; reduces the danger of mine accidents; improves mine ventilation; lessens fire hazard. Our experience thus far with preservatives, while not of a sufficient period of time to establish just what length of life we may obtain from timber so treated, results obtained during the past four years indicate that the intelligent use of preservatives will effect sufficient economies in mine timber costs to justify the expenditures made for this purpose. MR. BAKER (Concluding): Now, if there are any questions you gentlemen would like to ask about our particular operations, I will attempt to answer them. J. H. EMRICK (Sullivan Machinery Company, Denver, Colo.) ; I was wondering how much penetration you get. MR. BAKER: We get between one-sixteenth and one-eighth of an inch; it is a dipping process. With pressure treatment you get-a greater absorption; that is, better than one-sixteenth of an inch. As long as there is no mechanical abrasion, it seems to serve the purpose. MR. EMRICK: Does that apply to the condition of the timber before it is treated? If it is perfectly dry, will it absorb more treatment than if it is partly green? MR. BAKER: Certainly; one of the things we do is to have it thoroughly seasoned before it is put into the preservative. We put some green timber into the mine once, and the fungus went after it right away. MR. EMRICK: What was the difference in the depth reached by the preservative? MR. BAKER: It hardly penetrated at all when it was green. It has to be sound and well seasoned. MR. EMRICK: How long was the timber dipped or treated? MR. BAKER: According to the seasoning. If it was well seasoned, it was left in the hot bath for an hour; if not so well seasoned, it was left for about a couple of hours. C. M. BILLINGTON (General Superintendent, Rocky Mountain Fuel Company, Lafayette, Colo.): Have you found it necessary to treat timber that has been charred? MR. BAKER: No. However, I suppose it has the sane effect; in lots of places they char timber for the purpose of treatment. MR. BILLINGTON: Have you ever tried lime and salt? MR. BAKER: No, this is the only thing we have tried, the creosote and the Aczol; the Aczol is a foreign product. WM. LITTLEJOHN: Which I is preferable, the Aczol or the creosote? MR. BAKER: I couldn't say as to that. MR. LITTLEJOHN: Have you had any tests as to the value of either? MR. BAKER: We have had some of the Aczol timbers in service for a little over four years; we have had some creosote timbers in service

CHAIRMAN EMRICK: We have a very interesting program this morning, of a mechanical nature, and I am sure you will all be very much interested in it. At the conclusion of each paper there will be time given for discussion, and we will be glad to have all of you enter into the discussion. Before we start the program, I want to ask the men who have been appointed chairmen of committees to come and get these folios, which contain papers concerning their particular committees. The Nominations Committee, of which David Brown is chairman, has a folio here. It has been customary every year to have a photograph of those in attendance taken, and I presume it is the will of those in attendance this morning to have their pictures taken. We plan to do that about a quarter of twelve, approximately, this morning in the room instead of going outside as we have heretofore. Frank Miller has an interesting an¬nouncement to make. Frank, if you will just take about five minutes to tell your story.

PRESIDENT PRYDE: I think that the overcutting machine undoubtedly presents a great many benefits, especially where the roof is frail. I have found a good substitute for the Arcwall, getting a lighter machine by equipping a machine with a turret truck, you get a much lighter weight, and while the cutter is not movable vertically, you cut not on top of the seam, but about the middle of it. MR. SC'HLOSS: I would like to ask Mr. Pryde the advantages of cut- ting with this turret-mounted Shortwall machine. PRESIDENT PRYDE: It is better for development work in narrow places. In development work you have a lot of narrow places. MR. LITTLEJOHN: Mr. Chairman, we were compelled at Winter- quarters, one time, to introduce them for reason of sand rolls'. We have in that mine a condition-we have sand rolls from twelve inches to two and a half feet, sometimes higher than that-usually twelve inches to two and a half feet, and we had to get some of the C. E. 7's on the turret there and used them for advance work not only in the entries, but in rooms; not only in that particular district, but in fact all the districts in the mine-we have abandoned the power trucks. You can cut without unloading, and that is one of the principal advantages, and when the sand rolls come in it enables you to cut over the top of the sand roll, but the particular objection, we were working a nine-foot wall, and some of the coal was twelve feet thick, so that the miners have raised a little objection to the drilling.
