This paper is one of a series published by the Bureau of Mines on mining and milling methods and costs. It describes operations in the Alma district of Colorado in September 1937, supplemented by some additional data collected in July 1938. Contract No. H0110929 was awarded by the U.S. Bureau of Mines in February, 1971, to DeTer Company, Incorporated, of Mountain Lakes, N. J. The contract provided for the modification of the contractor's Model 5000 Pressure Foam Generator to fit it for the suppression of coal dust in mines, a detailed testing program in a working coal mine, and for additional modifications and testing for the suppression of fires in coal mines. The contractual program was completed in April, 1972. The results of the dust suppression tests showed conclusively that the modified DeTer equipment effectively reduced the level of respirable dust in a working coal mine well below the present and future acceptable levels set by the Mine Health and Safety Act of 1969. The fire tests, carried out in a simulated mine entryway erected on the surface, demonstrated the ability of the DeTer equipment in suppressing fires of varying degrees of severity within an acceptably short time.

This report describes the development of the instructional design and content of a training program for shaft construction miners and supervisors. The recommended training approach is based on the results of a needs, task, and competency analysis of the jobs performed by conventional shaft sinking and raise drill personnel. Learning objectives were derived from the task analysis and the appropriate training delivery system was chosen using a selection technique which employed learning algorithms. The training described is aimed at improving the safety and efficiency of constructing shafts by new hire and experienced miners and supervisors. A self-paced, self-teaching, modular approach to training, using criterion-referenced tests was proposed. Recommendation was made to divide the training into three parts: Orientation and Safety; Task Instruction; and Practical Exercise. Training requirements for conventional shaft sinking and raise drilling were described. Training program content was detailed in the form of module and lesson design approaches. In addition, the report recommends a method for developing, implementing and validating the training program. The authors conclude that such an implementation would meet the major objectives of improving the safety and efficiency of shaft construction work operations.

"INTRODUCTION The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mining substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes reports and articles published during the period January 1, 1975, to December 31, 1979. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960; 2 the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960; 3 the 5-year lists of publicatioll3 and articles, from January 1, 1960, to December 31, 1964,4 from January 1, 1965, to December 31, 1969,5 and from January 1, 1970, to December 31, 1974; 6 and the annual lists of Bureau publications and articles from January 1 to December 31, 1975,7 from January 1 to December 31, 1976,8 from January 1 to December 31, 1977,9 and from January 1 to December 31, 1978.10"

The accompanying supply/demand flow diagrams and 10-year tables for mineral and fuel commodities present essential data required by government, industry, and others to formulate policies and programs that can help assure an adequate and continuing supply of mineral raw materials. The 10-year data base terminates with 1974 figures because adequate world information was not available beyond that date. The selected mineral supply/demand tables and flow diagrams comprise but one "output" from the massive body of information and data collected and com-piled by the Bureau of Mines on a continuing basis covering mineral production, consumption, prices, shipments, imports, exports, and stocks, as well as industry activities in all States and abroad.

The Minerals Data Source Directory is a compilation of descriptive information on the availability, content, and location of minerals data in the Federal Government. It is intended to assist Government personnel and the general public in locating and acquiring minerals information. Included in the Directory are descriptions of data bases, publications, information systems, and information offices containing data pertaining to ail aspects of mineral production, consumption, trade, and related information. These mineral data sources include the Federal agencies such as the Department of the Interior's Bureau of Mines and Geological Survey whose major mission is the collection and dissemination of mineral information. Also included are agencies such as the Departments of Agriculture, Commerce, Labor, State, Transportation, and Treasury, the Central Intelligence Agency, the Environ- mental Protection Agency, the Federal Reserve System, the interstate Commerce Commission, and the Securities and Exchange Commission, whose primary mission is the collection of data in nonmineral subject areas, but in which the mineral industry is a component.

Costs of disposing of steel slag are estimated based on the present method and a proposed alternate method for a steel mill in the Pittsburgh area. Estimated cost data were calculated by the Bureau of Mines and do not reflect the investment and operating costs and credits of a specific steel mill and processing plant. The alternate method of steel slag disposal would result in an appreciable cost savings to the mill and concurrently supply the industrial and commercial markets with low-cost, high-quality construction materials.

ASBESTOS is a name applied to a group of naturally fibrous minerals. As indicated in a later section devoted to a detailed discussion of the early history of asbestos, the tern may be defined as a. fibrous form of serpentine or amphibole. It does not include fibrous forms of other minerals, such as wollastonite, nemalite (fibrous brucite), or the fibrous forms of calcite or gypsum. A material that has the characteristics of silk or cotton and at the same time will not burn is unique. Because it combines these qualities with other advantageous properties, asbestos has specialized uses for which no substitutes are yet available. Asbestos furnishes a major raw material for a great variety of essential products and their manufacture constitutes a vast industry. The United States leads all countries in the manufacture of asbestos products. The value of such commodities manufactured in 1952 exceeded $332 million. They are not only of vast importance to budding construction and industry but axe absolutely, essential to certain important fields of use, for example, steam packings and friction materials, such as brake-band linings on automobiles.

This report supplements the date contained in Bureau of Mines Information Circular 6156, "Special features of core drilling in the salt beds of Western Texas and New Mexico," by J. S. Wroth. That circular dealt with the drilling of the first 12 of the 24 potash tests made by the U. S. Bureau of Mines in cooperation with the U. S. Geological Survey; this report is concerned with the drilling of the last 12 tests. ACKNOWLEDGMENTS The writer is indebted to R. E. During the past five years under contract with the U. S. Bureau of Mines (BOM Contract J0308002). West Virginia University's Mining Extension Service (WVU-MES) has designed, developed) and delivered to the mining industry a comprehensive training program for Mine Rescue (MR) teams and a management planning tool for Mine Emergency Preparedness. The Mine Rescue team program is systematically built on a set of training objectives, backed up by content, allowing mine operators to conduct team training activities. These materials are user-ready, provide the MR principles and practices for both initial and advanced training, and supply teams with exercises geared to problem-solving activities. In addition to an instructor's program guide, the eight (8) modules that comprise the initial (20 hour) MR training are: an Introduction to Mine Rescue, an Introduction to Self-Contained Breathing Apparatus (SCBA), a set of modules covering each approved minimum 2-hour SCBA (i.e.) the Draeger BO 174-A. the McCaa) the Aerolox. & the Scott Rescue-Pak), and a manual on Auxiliary Apparatus as well as the Chemox Auxiliary SCBA. Advanced, annual refresher training (40 hour) is covered by seven (7) modules that spell-out the principles and practices needed to establish surface organization, to handle mine gases as well as mine ventilation, to conduct exploration, for fires, firefighting, and explosions, to rescue survivors and recover bodies, and to accomplish a mine recovery. Approved by MSHA in 1984 to meet requirements for 30 CFO. Part 49, these materials provide a basis for trainers' instruction, for comparison of team capabilities, for modifying programs resources, and services, and for program planning. The Mine Emergency Preparedness Program (MEPP) is used by management as a tool in the preparation of company personnel for handling a mine emergency operation. As a wholly new program. MEPP depends upon development of a Mine Emergency Organization and Emergency Operations Procedures. It also requires regular scheduling of drills) periodic mock emergencies, and evaluation of organizational responses and program performance beyond required training of mine rescue teams. MEPP materials are arranged into three sets of guides: 1) the Preparedness Program System Guides include an Executive Summary, a Program Director's Guide Mine Emergency Organization, and Emergency Operations Procedures; 2) the Emergency Organization (MEO) User's Guides cover the Rescue and Advisory Division, the Technical/Safeguarding Division, and the Surface Support Division; and 3) the Emergency Procedures (EOPS) User's Guides detail Containment Level Procedures, Notification Level Procedures. Mobilization Level Procedures, and Deployment Level Procedures.

AN EXTENSIVE characterization was conducted on the neutral oil components in a low-temperature bituminous coal tar. A total of tai individual compounds identified with respect to individual isomers, and at least 55 other compounds were indicated to be present. The amounts were determined in all instances. A comparison of isomeric distribution in the tar with thermo-dynamic equilibrium distribution, and kinetic distributions indicated that the composition of the tar largely reflected the structure of the coal from which it was formed. Detailed descriptions are presented for the separatory and qualitative and quantitative procedures for the characterization of the neutral oil component. These include micro fractional vacuum distillation, displacement liquid chromatography, gas-liquid chromatography, countercurrent distribution, and infrared and ultraviolet spectrophotometry. Descriptions are given for the synthesis of authentic specimens of alkylindenes, The ultraviolet and infrared spectra of 134 polycyclic compounds, ranging from alkylindenes to alkylphenanthrenes, either found in the distillable neutral oil, or thought likely to be present, are also given.

This report has been prepared, not only for the purpose of recording the results of the first series of coal-dust tests conducted in the experimental mine of the Bureau of Mines, but also to place before the mining public a description of the mine and an account of the objects sought in its establishment. Soon after the organization of the technologic branch of the United States Geological Survey, J. A. Holmes, then chief of the branch, concluded that for the solution of various problems relating to the causes and prevention of mine explosions it would be best to carry on large-scale tests in a mine rather than in a surface gallery. The idea of utilizing the underground passage of a mine for making explosion experiments did not at' first meet with general approval among investigators in this country or abroad. Many thought a mine passage was not a proper place in which scientific tests could be conducted, as great difficulty in controlling conditions was expected. However, after all arguments for and against such an investigation had been carefully considered, plans for opening an experimental mine were definitely adopted by the Bureau of Mines in 1910, and an allotment of funds was made to carry out the project. The first endeavor was to find an existing mine suitable for the purpose, but the mines offered by owners were either worked out, were wet, had poor roofs, or presented complications of various kinds, so that it was finally decided to open a mine if a site could be obtained having natural conditions that would fill the various requirements. A most desirable location was found on property of the Pittsburgh Coal Co., near Bruceton, Pa. The president of this company, Mr. W. K. Field, the general manager, Mr. G. W. The Bureau of Mines investigated the resources, costs, capacities, market relationships, and short- and long-run supply of phosphate rock and phosphoric acid. The 206 mines and deposits evaluated in 30 market economy countries contain an estimated 35.1 billion mt of recoverable phosphate rock (demonstrated resource level). U.S. resources are sufficient to satisfy the domestic and export markets for phosphate products well beyond the year 2000. Because of resource depletion at current producers, however, new properties (with higher cost levels) need to be developed if U.S. production levels are to be maintained. Existing worldwide capacity can satisfy expected demand through the early 1990's. Expansion at existing mines or low demand growth could mean that no new property development will be needed before the late 1990's. Worldwide, almost $8 billion could be required for development of new phosphate rock properties between now and the year 2000, given 3-pct annual growth in demand. Most properties that could develop in the 1990's would require price increases of 20 to 50 pct to break even. To earn a 15-pct rate of return on investment, prices must rise to nearly double the present level of $24 to $29 per metric ton.

"INTRODUCTION In view of the large tonnage of low-grade iron ore and iron-bearing material known to exist at the western limits of the Gogebic range, the Bureau of Mines undertook an investigation of the area for the purpose of evaluating the iron-bearing formations as sources of iron for possible future utilization.After 6o years of exploration an, development on the Gogebic range, the area investigated by the Bureau represents the known western limit of direct-shipping ore mined from operations on the Gogebic range.An area about 2 miles in length between the villages of Pence and Iron Bolt in Iron County, Vic., was selected for investigation, and trenches wore excavated through the overburden and fully across the iron-bearing formation to obtain 108 bulk samples for beneficiation tests. Exhaustive tests involving gravity and flotation methods, magnetic separation, and magnetizing roasts followed by magnetic separation were conducted on the samples to determine the ammability of the individual formations and the entire iron-bearing zone to beneficiation.Empirical data on the character and mineral content of the formations arc tabulated herein, as well as the results of the beneficiation tests."

"FOREWORDVirtually all government agencies undertook many additional responsibilities during the period immediately preceding World War II; these responsibilities increased vastly in importance and scope after the actual declaration of war following the attack on Pearl Harbor. The Bureau of Mines was one of the agencies thus affected, and it was called upon to perform many duties foreign to its normal peacetime activities.The Health and Safety Division of the Bureau of Mines, at that time designated the Health and Safety Branch, was given several important and difficult duties and responsibilities of an unusual nature because of the war while of necessity-continuing its normal functions of assisting the mineral industries in the preservation of life and health and the protection of property, this being of especial importance in wartime because of the pre-eminent importance of having maximum output of essentially all types of mineral products. Some of these additional functions were given to the Health and Safety Division because the organization of the Division, with its field set-up dividing the Nation into districts with competent, experienced personnel in charge of its work, provided the nucleus of personnel and procedure through which rapid and smooth expanded functioning was feasible.In addition to the responsibilities directly attributable to definite war activities, such as the administration of the wartime Federal. Explosives Act and the Mineral Production Security Branch a new branch (then designated division) was formed to investigate coal-mine health and safety problems after the enactment of the Federal Coal-Mine Inspections and Investigations Act, which became a law on May 7, 1941, but which actually began to function actively after the declaration of war in December 1941.The purpose of this publication is to provide a brief historical record of the activities of the Health and Safety Division as a whole and of its individual branches during the war. Mine fires have occurred since the mining of coal was begun, and they are still occurring. The resulting economic waste may become considerable (219),3 especially if a fire is allowed to assume major proportions or to get beyond control temporarily. It is important, therefore, to act promptly whenever a fire is suspected and to have every action count. To do this effectively, it is necessary to know at the earliest possible moment and thereafter what is happening in a remote or inaccessible area. It is equally important to know before¬hand what may be expected as a result of any proposed combative measure. The logical method of combatting a fire demands the cooperation of both mining engineer and chemist. They should decide the course of action to be taken, drawing upon the mining engineer's intimate knowledge of the physical structure of the fire area, the cost and time required for proposed operations, and the probable efficiency with which they could be carried out, and upon the chemist's knowledge of the results to be expected therefrom.
