Uranium mill tailings represent a potential threat to the human habitat by containing large amounts of radioactive and chemically toxic substances in high concentrations. These: undesired components enter the human habitat in various pathways such as by erosion and water or air transport. The main objective of this investigation was to evaluate the actual movement and model the potential movement of contaminants by seepage of water from the tailings into the subtailings soil. This report represents various models of the movement of contaminants using both theoretical approaches and empirical evaluation of data available from other investigations. The data consist of field measurements and laboratory determi¬nations of major and trace cations, the dominant anions, pH, and Eh of moist solids, extracts, and waters from the tailings and surroundings. Evaluation and interpre¬tation of data were accomplished by using Eh-pH diagrams, various statistical methods and the WATEQFC computer program. Data analyses show that the critical area of investigating movement- is the interfaces between tailings and the external environment. The chemical differences at interfaces seem to result in a sink system for contaminants. The tailings-soil¬-water system shows extreme complexities because of chemical and physical hetero¬geneity of the system preventing the use of a single comprehensive model to represent real conditions. The validity of the simplifying assumption used has been shown and increasing complexity has been built into the models. Analogs of these models can be used for evaluation of similar systems.

The original organic act establishing the Federal Bureau of Mines in 1910 and the amended act of 1913 indicated that promotion of the health and safety of mine workers was to be ore of the chief functions4/ of the Bureau. Many of the field and laboratory studies pursued by the Bureau are designed to improve conditions under dish minors must work. As the Bureau has no legal authority to enforce safety rules, it must rely upon cooperation of employer, employees, State mining or other departments, and labor organizations for success in promulgating its finding and making recommendations. The staff of the Safety Division, which is essentially a service organization of the Bureau, is composed of 28 safety instructors, 29 engineers, 18 clersk, and 7 others engaged in promotion of an educational program in an effort to improve conditions in the mining industry. The work is directed from 14 safety stations in the United States and 1 in Alaska. The work of the personnel, of the mine safety car that operates in. the anthracite region of Pennsylvania was supervised and directed by the district engineer in charge of the Wilkes-Barre (Pa.) Safety Station.

The Cuyuna iron range in Crow Wing County, Minn., is the principal producer of manganiferous iron ore in the United States. The ore is mined from a manganiferous iron formation in the bedrock of the Cuyuna district. This iron formation is divided into two general lithologic types-thin-bedded and thick-bedded. The unoxidized, thin-bedded iron formation is composed of iron silicate with associated fine-grained carbonates of iron and manganese. The thick-bedded iron formation carries iron and manganese oxides with intimately associated silica. Oxidation and leaching of the original iron formation have been the most influential factors in producing manganiferous iron-ore concentrations in quantities large enough to exploit on a commercial basis. The unoxidized and the partly oxidized and enriched iron-formation materials are suitable as a source of ferrograde manganese ore. These materials have been classified according to their amenability to mineral dressing and degree of oxidation and leaching.

This is one of a series of papers describing mining and related subjects affecting mining in western mining districts and mineralized areas. The parts of this paper pertaining to current production, mining and milling methods and practices, and general conditions affecting mining were collected principally during a field survey made in May 1935. Some original data obtained on previous visits to the area are also included. The history, geological background, and past production of the mines and district are largely abstracted from previous publications, for which due credit is given later in the test. The principal districts in the Black Mountains are the Oatman or San Francisco and the Union Pass or Katherine. This range contains the principal producing mines of the State, in which gold is the only important metal. Although the total production of gold is relatively small as compared to other districts where the precious metals are obtained as a by-product in copper min¬ing, the area is one of considerable economic importance to the State.

"The emission of hydrocarbon gases from coal beds and contiguous strata causes many accidents in coal—mine workings, the number of fatalities so caused being second only to those due to falls of roof. Gases tend to increase in amount with depth of coal mining, hence the danger of explosion is increased with depth. The pressure of the gas in virgin—coal areas at a distance from mine workings likewise tends to increase with depth from the surface, probably due to corresponding increase in hydraulic head and possibly, when the gas is held in nonporous formations, to greater ground pressure. The rise in gas pressure with depth under usual conditions is shown in wells drilled from the surface and in some coal fields in drill holes into the face of workings; however, under normal conditions of coal formation gas does not issue into workings under high pressure because the coal and adjacent strata have many bedding and joint planes which allow the gas to escape freely at the face of the workings. The rare occurrence of instantaneous outbursts of gas, with violent effects referred to later, constitute the exception.Variations of volume and pressure of fire-damp or methane found in different coal beds by wells at a distance from mine workings, are analogous to variations in volume and pressure of natural gas found in different gas and oil sands, although in general the pressure tends to increase with the depth. Sometimes, however, in tight sands higher in the formation the pressure of gas therein is abnormally high, and on drilling the well deeper gas in the lower strata may be found at lower pressure."

The U.S. Bureau of Mines studied mineral resources of the Dragoon Mountains Unit, Coronado National Forest (54,264 ac), Cochise County, AZ. This study involves literature and field investigations with a focus on mine and prospect sites, which were inventoried and mapped; maps are contained in this report. Rock-chip samples were taken from mineralized zones and from some mine dumps; assays of the 477 samples are in appendixes. Mineral deposits are genetically and spatially related to Tertiary-age granitic intrusive activity. Most metallic mineral deposits are also strongly fault-controlled. Colored marble resources (270,000 st) are valued at approximately $6.5 million, if all were to be developed and sold as landscaping material in the form of-marble chips. However, with current demand, it is unlikely that regional markets could absorb all this material. Economic modeling of copper-zinc-silver skarns suggests none would be profitable to mine and capitalize at early 1993 commodity prices, mainly due to the small estimated size of the deposits (30,000 st to 40,000 st maximum). In the entire Unit, 140,000 st of inferred subeconomic skarn resources were estimated by USBM on five different skarn trends; measured subeconomic resources are negligible. Exploration by industry, 1992, was small-scale (on 2 skarn trends and 1 auriferous fault zone).

"SUMMARY AND CONCLUSIONSIn initial attempts to mine taconite by conventional open-pit methods, the material tended to break into tabular blocks that were too large to be handled by conventional shovel dippers and were unsatisfactory in an ordinary crusher feed. A great amount of secondary blasting was necessary, which added considerably to the cost of mining.The Bureau of Mines and others are engaged in studies designed to contribute to the solution of taconite-mining problems. These studies concern problems related to drilling techniques and patterns, types and methods of use of explosives, and other factors relative to effecting maximum fragmentation at minimum cost.This report is concerned with study of the application of shaped charges in drill holes, the effectiveness of shaped charges as compared to capped charges in secondary blasting, and the merits of different drilling patterns and methods of detonation of conventional-explosive charges.Fragmentation of taconite at or near the surface is controlled or strongly influenced by joint and bedding planes. Since all tests in this study were made in a jointed and bedded area, a definite conclusion as to the relative effect of a shaped charge in a drill hole, as compared to a conventional charge at greater depths and tighter ground, is precluded. However, application of shaped charges in primary blasting of taconite appears to be of no advantage.In secondary blasting of taconite, conventional, capped charges produced better breakage than shaped charges of the designs tested.Based on the results of conventional blasting practice in horizontal-, inclined-, and vertical-hole tests, no better fragmentation is obtained from blasting either horizontal or inclined holes, compared to vertical holes.Holes drilled in staggered parallel rows that intersect both series of joint planes at the greatest possible angle, give maximum breakage compared to rows parallel to one of the series of joint planes.Methods of detonation made little difference in breakage; but the millidelay caps produced the best conditions for moving the broken rocks."

1. Domestic Production and Use: In 1979, 12 companies operated 32 primary aluminum reduction plants, with 3 firms accounting for 64% of production. Washington, Oregon and Montana accounted for 32% of the total production; Gulf Coast States 20%; other Northern States 32%; and other Southern States 16%. Based on published producer prices output of primary metal in 1979 was valued at over $6 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1979, building accounted for about 24%; packaging 23%; transportation 22%; electrical 11%; consumer durables 8%; and other uses, 12%.

This paper is one of a aeries being published by the Federal Bureau of Mines on methods and practices used in mining and preparing crushed stone for market. Performance, in terms of units of work or tons produced per machine and per operator man-hour, is given whenever that information can be obtained. Direct operating costs are useful for comparing different methods and are included if available. In addition to descriptions of equipment and methods used the Bureau considered it desirable to discuss the engineering reasons for the choices that have been made, This paper is particularly concerned with the operation of the Liberty quarry and plant of the Campbell Limestone Co, The plant is in Pickens County, adjacent to the main line of the Southern Railway, and is about 18 miles west of Greenville, S, C. This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

In the fall of 1933 a new discovery of gold was made in the old Mojave mining district of California about 70 miles north of Los Angeles. It led to mining operations that have surpassed in their results all reasonable expectations and are of exceptional promise for the future. In less than 3 years, exploration has opened up a number of veins, from some of which a substantial amount of high-grade ore has been shipped, while a large tonnage of milling ore has been disclosed. Two mills, operating on ore averaging better than $12 a ton, will probably produce more than a million dollars worth of gold in 1936, and a considerable increase of their output in the following year is anticipated. While continuance of these operations for a number of years is already assured by ample reserves of ore, future discoveries of still other veins are reasonably possible, as occurrence of gold throughout the volcanic rocks of the district is widespread and the veins now being mined showed little to attract attention at the surface.

"The following report is submitted, in compliance with the request made by the Honorable W. H. Sproule, Chairman of the Committee on Mines and Mining, to the Director of the United States Bureau of Mines, that the bureau investigate the most modern processes for the production of radium from its ores. A thorough search of technical publications and patent office files was made. Outstanding authorities on the subject as well as persons claiming novel or secret methods were interviewed.Unlike most other elements, it is not possible for radium to occur naturally in a pure or concentrated form. This is because radium is one of a series of unstable elements which, by a constant, spontaneous, atomic disintegration, change from one element to the next in the series. Uranium is the ""grandparent"" of radium. The rates at which radium atoms are ""born"" and ""die"" are so related that only one part of radium can exist in equilibrium with three million parts of uranium. Consequently radium is only found associated with uranium minerals, and the ratio of radium to uranium is never more than one to three million. Since uranium is a rather rare element, the scarcity of radium is almost beyond comprehension. Nevertheless minute traces of radium can be detected in nearly all rocks.The carnotite ores of Colorado and Utah were the chief source of radium for many years.In the fall of 1922 news of the very rich deposits of radium ore discovered in the Belgian Congo caused most complete cessation of domestic production. The Congo ore contains pitchblende and a number of alteration products, including the new minerals bequerelite, curite, krasolite, stasite, and dewindite. Reports indicate that a considerable amount of ore containing over 50 per cent uranium oxide has been produced. It seemed certain that radium could be extracted from the Conga ore at a much lower cost than from the relatively low-grade carnotite; and in order to preserve their elaborate marketing organizations, the larger American producers made agreements with the Belgian syndicate to market the foreign product in this country. The retail price of radium has been held at $70 per milligram, but large orders are filled as low as $50. Extraction of radium from carnotite by the usual methods does not appear to be profitable at that price with one exception, all American firms ceased production after their accumulated stocks of ore had been treated. The United States Radium Co., which continued to treat carnotite for several years, finally shut down its plant."

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA), San Bernardino County, California During field work, BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1,188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) full access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion, $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

"INTRODUCTION The Bureau of Mines began a study of various methods for producing magnesium metal from magnesite ores in 1936 at Pullman, Wash., with the cooperation of Washington State College. This work included a study of the basic principles involved in the reduction of magnesium oxide by carbon, which soon led to the development of a continuous process. In May 1939, a small pilot plant was operated, which included a small single-phase arc furnace with a hydraulic feed mechanism and an oil-spray device for shock cooling the metal vapor. 5/Subsequently, the Ford Motor. Co., Dearborn, Michigan, began a study of this process on a larger scale. A pilot plant with a nominal capacity of 10 pounds of magnesium metal per hour was constructed and operated intermittently. A larger unit with a nominal capacity of 100 pounds of magnesium per hour was partly constructed when war activities prevented experimental work.In the meantime, the process was greatly improved through continued investigation by the Bureau of Mines at Pullman, and these improvements were successfully tested by continuous operation in a small pilot plant having a normal capacity of 4 pounds an hour."

The Bureau of Mines' Oil Shale Data- Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

This Bureau of Mines report is an expansion and update of Information Circular 8719 and comprises maps and tables listing the name, location, and other pertinent data concerning certain fuel-related projects. The maps show the locations of the planned or proposed facilities. The tables include information on projects involving the proposed or planned development of fuel resources, as well as the development of storage, transportation, and conversion facilities. The report covers the 24 States west of the Mississippi River including Alaska and Hawaii. Of the 808 projects for which information is provided, 219 concern coal mines, 246 concern electric generating plants, and 115 concern uranium mines; Energy Supply and Environmental Coordination Act coal conversion notices are also included. Because of the dynamic nature of the energy industry, many uncertainties exist and some of the listed projects may never become realities. Also, no attempt has been made to determine the degree of certainty or viability of each project.
