The Bureau of Mines conducted research to evaluate the optimum design for a rock-breaking explosive charge that could be fired unconfined in a gassy or dusty coal mine without the danger of igniting the flammable atmosphere. Charges of various shapes, with and without cavities, were tested in a gallery using 3-by 3-by l-ft concrete blocks as simulated boulders. For these tests the optimum charge, in terms of cost, weight, and convenience in handling, consisted of a flat l-1/2-lb charge of permissible explosive seven-eighths of an inch thick and 7 in in diameter encased in a l/2-in thick layer of fine salt (NaCI). This work demonstrated that it should be possible to produce an inexpensive explosive rock-breaker charge that would be safe to use in underground coal mines.

"INTRODUCTION This report describes the results obtained from a diamond-drill exploration project performed by the Bureau of Mines on the nickel deposits of the Yakobi Island, Alaska. The Federal Geological Survey 6/ completed a detailed geologic study and mapped the area during the summer of 1940, and a Bureau of Mines examining engineer 7/ made a preliminary examination of the deposits in June 1941, at which time core drilling was suggested as the logical means of determining the extent and grade of the deposits. Equipment and supplies were unloaded on the beach at Yakobi Island on October 21, 1941. The drills were moved to Bohemia Basin, where actual drilling operations wore begun under the direction of a Bureau of Mines engineer 8/ on November 7, 1941. Two core-drill holes were completed on December 7, 1941. Upon the request of the drilling contractor, operations were recessed owing to severe winter conditions. Work on the project was resumed April 27, 1942, under the direction of another Bureau of Mines engineer 9/ and was completed August 15, 1942. During the 1942 season, 13 core-drill holes were completed, and 10 surface pits and a tunnel were sampled. A total of 5, 191 feet of core-drill hole was drilled in 15 holes during the entire project. The results of drilling and sampling form the basis of this report."

This first Annual Report covers the work on Contract No. H0377043 "Cable for Face Equipment", from August 1, 1977 to July 31, 1978. It reports the progress in the three areas of over-and short-circuit protection, cable ampacity research and cable couplers. Field trips have established many interesting facts related to circuit breaker settings and cable size. For example, the determination of cable sizes depends on the RMS duty cycle current determined by a particular piece of equipment, but the actual selection of the cable to be used is often a function of the maximum allowable circuit breaker instantaneous settings as specified in Title 30. In order to avoid nuisance tripping as a result of instantaneous starting current field, laboratory and analytical studies are being conducted to determine proper settings and cable sizes Also an extensive program has been established to monitor the performance of high voltage cable couplers and determine their modes of failure. Various equipments are being designed for laboratory testing, and an extensive reeled cable experiment is also under way.

As part of the Phase I study activity, a questionnaire was sent to a representative sampling of mining companies to obtain information on the uses, use conditions, personnel policies and other user concerns associated with front-end loaders. On-site visits to several of the mining companies were also parried out and the questionnaire was used during these visits as well. Five major areas were dealt with in the user questionnaire. These included: 1) Front-End Loader Critique - An open-ended form was employed to permit the mining companies to describe the particular things they liked and disliked about front-end loaders, in general, and/ or specific models in particular. 2) Usage - A form indicating the functions performed by front-end loaders and the numbers, makes and models of front-end loaders being used by mining companies. 3) Environment - A form where the user indicated the various types of conditions encountered in their use of front-end loaders. 4) Personnel - A form for describing factors pertaining to the qualifications of front-end loader operators. 5) Miscellaneous and Comments - A form permitting the user to comment on his feelings toward standardization of front-end loader operator stations.

The Bureau of Mines has developed a statistical approach to the laboratory evaluation of response bias and precision in gas detectors. The techniques described employ a computerized analysis and a new method of data presentation called composite graphing. The underlying theory, its practical application to the data, and the experimental equipment and procedure are described.

Three complete connector assemblies and six separate contacts were submitted to a series of tests to establish the connectors permissibility and compliance with U. S. Bureau of Mines research Contract #H 0110423 D.C. portion. Test Procedure TPC-0118 was coordinated, and the test plan approved by the Bureau as fully complying with the intent of the contract for the direct current connectors. The components and connector assemblies have been demonstrated in testing that they meet or exceed all the requirements of the test procedure.

The methane content of virgin bituminous coalbed can now be measured accurately in the field with exploration core samples from vertical boreholes. The gas content of the coal per unit weight can be used either to design a mine ventilation system or to determine if degasification of the coalbed will be necessary before mining, and to determine the gas resources in the coalbed. The equipment necessary to conduct the test costs less than $50. The gas content of the coal in place in the ground is determined by summing the gas lost from coring, gas measured during desorption, and the residual gas in the coal. Upon removal from the borehole, the core sample is placed in an airtight container and desorbed for several weeks until the desorption rate is below 0.05 cm3/g for 5 consecutive days. The gas lost from the core while it was being cored and the residual gas are estimated by a new graphical method. The amount of gas remaining depends upon whether the coal is friable or blocky. Friability appears to relate to the depth of the sample below the surface, fixed carbon percentage, Hardgrove grindability index, and proximity to tectonic disturbance. Friable coals emit nearly 96 pct of the total gas during desorption whereas a blocky coal emits only 60 pct of its total gas. Coalbeds that are ill defined as to their blocky or friable nature must be tested in the laboratory for unambiguous analysis.

In this report, recommendations are made for programs to develop workable techniques to stop or prevent acid mine drainage formation in those underground coal mines where acid production could take place. These recommendations include development of mine closure technology, development of surface water infiltration control procedures, study of the effect of roof collapse on mine water characteristics, evaluation of the long-term effects of flooding underground mines above drainage, investigation of the effectiveness of section sealing in active mines, development of a simple model for predicting mine water quality and quantity, preparation of a manual on mine drainage abatement procedures, and development of a program to disseminate information on mine drainage abatement to the coal industry. These recommendations are based on an in-depth evaluation of information acquired over years of research on acid mine drainage formation, on numerous laboratory and field studies of methods of preventing or minimizing acid mine drainage formation, and on review of the geological, hydrological, and mineralogical factors involved. A Bureau of Mines study is in progress to determine the effectiveness of passive water barriers in suppressing coal-dust explosions. A 2.9-ft3-capacity water-filled plastic tub was found effective in suppressing dust explosions propagating at speeds of 250 to over 1,000 ft/sec. Work directed at determining the limitations of water barriers showed that the passive water barrier technique is also feasible for the suppression of weak dust explosions propagating at speeds of 100 to 250 ft/sec. For relatively slow accelerating flames, dynamic wind forces appear to be the important quantity governing fragmentation of the plastic tub and subsequent water release and dispersion, whereas dynamic impulse appears to be the significant quantity for rapidly accelerating flames. The acoustic approximation (relation between static pressure and flame or wind speed) is shown to be valid in a long single mine entry. This relationship appears to be useful in predicting the regions within a long single entry where passive water barriers are effective in quenching a dust explosion.

Most of the investigations made before the turn of the century, used Moissen's pyrophoric manganese.3/ This material was made by electrolysis into a mercury cathode and distillation in vacuo. The purpose of the investigation and analysis described in this report is to assess the data flow requirements that are required for remote supervisory control of a continuous mining system. Since these control concepts as applied to continuous underground mining are still in a formative stage at the present time during the first half of 1975, assumptions had to be made based upon engineering judgment as to what embodiment of mining machinery and control methodology seemed most feasible for achieving such a system. Based upon these assumptions and estimates of the control system's accuracy and response requirements, it was then possible to estimate the communication requirements for the assumed system configuration. 2. Approach The team members responsible for this study visited numerous coal mines to observe room and pillar mining operations in both high and low coal. The objective was to observe the methods of operating a variety of continuous mining machinery and haulage equipment with a view toward defining the problems to be overcome in the application of automation to the coal extraction process. Descriptive information concerning the mining equipment was obtained through contacts with the manufacturers. Conferences with Bureau of Mines personnel, equipment manufacturers and developers, and mine operators were held to explore the current thinking and developments being pursued toward automation and increasing both production and productivity.

A novel instrumentation system has been developed which enables simple, quick, and accurate measurement of vehicular dynamics within low speed ranges. The system, consisting of a microwave transceiver and microprocessor data acquisition and reduction system, measures the deceleration dynamics of low-speed mining and construction equipment. It makes the basic measurement, calculates key parameters such as average deceleration, initial velocity, stopping distance, and brake system delay time, and produces autoscaled graphs of velocity, acceleration, and displacement versus time.

This report assesses the economic, legal, institutional and technical factors that affect the current and future status of implementation of mine monitoring systems in the United States. It begins with a description of a poll of the Mining Production Research Committee and the Mine Monitoring and Communications Committee of Bituminous Coal Research that was conducted to establish industry monitoring needs and constraints. Existing systems in the United States and foreign countries are then reviewed and compared with the requirements set forth by the industry committees. At the same time, state and federal mining laws are reviewed, and equipment currently available from suppliers of mine monitoring systems and components is discussed. A framework for cost/benefit analysis is established and a series of case examples for various monitoring functions are presented. The total values of the market for mine monitoring systems in 1980 and 1990 are estimated on the basis of industry statistics and system cost estimates.

The experience of the past 2 years has demonstrated clearly that mine explosions with heavy loss of life can be prevented. The investigations of the Safety Division of the United States Bureau of Mines disclose that during the fiscal year 1934 there were only 28 deaths from mine explosions in the United States, and during the fiscal year 1935 there were 54 deaths, a very favorable reduction when compared with an average death toll of 265 from this cause during the 20-year period prior to 1929. Although the frequency of occurrence of explosions has not decreased greatly during the past 7 years, there has been a marked decrease in severity, indicating that the coal-mining industry is taking more effective precautions to prevent the spread of explosions. A number of large coal-producing States, which in past years have experienced numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 5 years or even longer. A study of several hundred mine explosions occurring in the United States during the past 10 years or more indicates that the factors mainly responsible for these explosions are inadequate or defective ventilation and disregard of the hazards from explosive gas. Both of these factors are subject to control, and if controlled it is safe to say that deaths from explosions would be reduced to a negligible number as relatively few explosions are now initiated by dust.

A LOW-TEMPERATURE carbonization assay test is described, and factual data derived from this test are presented. The test procedure outlined in this report incorporates a mild-steel retort of improved design, an accurately controlled method of heating, and a complete collection and condensation system for the solid, liquid, and gaseous products of carbonization. The test described establishes, under closely controlled conditions, the relationship of temperature to yields of products on carbonization. Noncoking or weakly coking coals and other carbonaceous material are particularly amenable to testing by the assay. Mass balances of 100 percent± 0.3 are obtainable by this test. It is believed that the efficiency of the test and the accuracy of the type data obtained have been materially increased.

The U.S. Bureau of Mines and Western Fuels Utah, Inc. entered into an agreement to plan, install, and evaluate a micro-computer based monitoring and control system at Deserado Mine, an underground coal mine. The U.S. Bureau of Hines contracted the Colorado School of Mines (CSN) to independently evaluate the project. CSM evaluated and documented costs, benefits, problems, and management and labor perceptions in this report. Recommendations are provided for mine operators and monitoring system vendors considering future installations.

The Quartz Hill Molybdenum Project, In Southeast Alaska, was the first mining project to attempt the permitting of a submarine tailings disposal system in the United States, since the passage of the National Environmental Policy Act of 1969 and the Clean Water Act of 1977. Over $20 million was spent by the project developer in baseline data gathering and In funding the preparation of the four Environmental Impact Statements and other environmental documents required at various stages of the project between 1977 and 1988. Because of the timing and a unique set of environmental, legal and regulatory requirements which applied to this project, innovative approaches were developed. This report describes those requirements and the developments, and gives a full historical account of the campaign for permitting submarine tailings disposal at Quartz Hill, until denial of the NPDES permit application by EPA in September 1 990. The extensive studies done for Quartz Hill suggested that under certain conditions the selection of submarine tailings disposal can be the overall environmentally preferred alternative for a mining project. The Quartz Hill story illustrates the complexity of the existing permitting structure and paints out the desirability of rationalization to achieve a more effective system.

This paper describing t o concentrating practice of the Phelps Dodge Corporation, Morenci Branch, at Morenci, Ariz., is one of a series of articles on concentrating methods and posts being prepared by the Bureau of Mines. The Morenci concentrator, locally known as No. 6 concentrator, treats 5,000 dry tons of ore per 24-hour day by primary tabling followed by two stages of flotation treatment, at 48-mesh size and 65-mush size respectively.
