Deep ocean mining is experiencing a rebirth following many years of low levels of activity. Large scale mining is being projected as just over the horizon. A lot has been made of the advances in deep water oil and gas developments over the last thirty years, and how this technology is directly applicable to ocean mining. The authors present their views on this from a perspective of a legacy of participating in the development of manganese nodule mining systems in the 1970s, followed by thirty years in the deepwater oil & gas arena. While it is true that great advances have been made in subsea technology, the differences between mining and oil and gas recovery should not be diminished. Fundamentally, oil and gas are stored in compact reservoirs under pressure. Any intervention leads to flow of the material up a pipe to the surface. The seabed hard minerals are stuck in place, either adhering to sticky pelagic sediment (nodules) or bonded together as hard rock (massive sulfides). The minerals require complex machinery in order to be extracted, sized, concentrated and lifted to the surface. Once at the surface the ore must be dewatered, de-fined and transferred to shore for processing. The overflow from this dewatered product must return to the sea in an environmentally satisfactory manner. These steps involve technology unique to mining that has to be addressed in a methodical fashion before commercial mining systems can be designed. The presentation will discuss the critical technical challenges of deepsea mining and thoughts on different routes to commercialization. The program will address the critical technical challenges, as perceived by the authors, and steps required to address them. The Minerals Management Service of the U.S. Department of the Interior and the State of Hawaii Department of Planning and Economic Development are investigating the cobalt-rich ferromanganese oxide crust deposits found within the Exclusive Economic Zones (EEZ) of the Hawaiian Islands and Johnston Atoll. The objective of this investigation is to complete a preliminary resource assessment and an Environmental Impact Statement for potential leasing of mineral rights to these crusts. The results of this effort will be summarized and published in a Draft Environmental Impact Statement in March 1986. Three oceanographic cruises to deposit sites in the Hawaiian Islands EEZ were conducted by the University of Hawaii in 1984. As a result, data and sample analysis yielded the following resource estimates (in thousand tonnes): (1) total crusts - 378,500; (2) cobalt - 2,500; (3) manganese - 76,200; (4) iron - 59,700; and (5) nickel - 1,400. These estimates do not include key factors such as deposit continuity, recoverability, and environmental sensitivity. A preliminary attempt to quantify some of these factors for one particular deposit is in progress and will consist of detailed field studies followed by laboratory analysis. Similar evaluations of the Johnston Island EEZ have also begun and are based upon field work conducted by West German researchers and the U.S. Geological Survey. The Johnston Island EEZ appears to have crust resources about as large as those contained in the entire Hawaiian EEZ.

Remotely control led drills capable of being lowered to the sea-floor from ordinary research vessels have been developed over the past two decades. These drills are currently being used in geological survey programmes on the continental shelves (Canada, Japan, Norway, United Kingdom) and for studies of mid-ocean ridges. Generally the drills fall into two categories: 1) those which are powered from the surface and controlled by an operator, and 2) those which are battery powered and follow an automatic programme. Some drills have a television camera mounted on them sending a picture to the surface as an aid to site selection and geological interpretation. Typically the drills are capable of drilling a core 2.5 - 5 cm diameter up to 10 m long. While most of these drills are designed for <1000 m depth, some can drill in water depths of as much as 3500 m.

Gregg Marine, Inc. (headquartered in Signal Hill, California) has recently introduced an innovative seafloor drill system for offshore geotechnical site investigation and seafloor mineral exploration. The system is capable of working in water depths of up to 3,000 meters and is rated to drill to a depth of approximately 150 meters below mudline. The remote operated system integrates established drilling technology with proven Schilling telemetry and controls. The flexible nature of the patented wireline drilling technology enables the use of standard sampling systems (up to PQ-size core and 3? thin-walled tubes) as well as downhole testing systems (including CPT testing, vane shear testing, downhole sensors and borehole geophysical tools). The modular nature of the seabed drill system and the accompanying launch and recovery system (LARS) enables the use of local vessels of opportunity for projects resulting in reduced project costs and improved mobilization responsiveness times. This is a framework study financed by the Maritime Innovation Programme of The Netherlands and several institutions actively involved in the research of the environmental impact of deep sea mining; IHC Mining, MTI Holland, Delft University of Technology, NIOZ, IMARES, Boskalis Westminster, AllSeas and TNO. For this framework study the following mining activities have been identified to be relevant to assess the ecological impact of a deep sea mining operation: a) excavation, b) tailings return, c) vertical transport, d) vessel operations, e) ore transport and f) general operations. For this paper, only one mining activity has been selected as an example for the assessment of ecological effects. This is one of the main activities introduced by the new technology envisaged for developing deep sea mining: tailings return.

The deep sea hydrothermal deposits are one of the most prospecting resources, and various works to develop these mines are now underway. There are also various methods for the pre-site survey of the mines: acoustic survey, electro-magnetic survey, and others. However, as a precise method at the final survey, drilling/coring is indispensable to confirm the three-dimensional distribution and to grasp the dignity of the ores for the final decision of industrialization. This drilling/coring at the final survey is done at many points with distance of 15~25m between each point for on-land deposits. This means that 1km by 1km square area requires (1,000m/25m)2 ~ (1,000m/15m)2 = 1,600 ~ 4,500 holes. The drilling/coring depths will be around 30m or more for the hydrothermal deposits. This depth seems very shallow, but because the stratum is very brittle and is very difficult to core, the average core recovery ratio is around 50%, and 0% core recovery happens very often. Thus, the indispensable work of coring for grasping the dignity of ores is a very difficult work although the coring depth is shallow, and also the required number of holes is enormous. Conventional drilling/coring method on the ocean is to use drillship. However, the cost is very huge. Recently a new technique has come out which is to use remotely controlled drilling machine on seafloor. This machine seems to have a very good performance. However, it is reported that the available inclination of the seafloor where the machine sits on must be less than 15 degrees. The sea floor inclinations of active hydrothermal vents area are usually very steep and slopes of 45 degrees or more are prevailing and it seems very hard to carry out drilling/coring for the machine at these steep slopes, although it is impossible to mine the ore at these areas because the temperature is too high to work there. The inclination of the sea floor at the dead or paused hydrothermal vents area where ore recovery is possible may be not so steep, and the machine may work well. However, the required number of holes is still a very heavy burden. In order to solve these problems, the author proposes a new concept of drilling/coring system operated from a conventional research ship. This concept is still a desk plan, but the author wants to realize this system at any means.

President Reagan&apos;s Exclusive Economic Zone (EEZ) Proclamation of March 10, 1983, extended United States ocean jurisdiction 200 nautical miles offshore our coastal states and territories. The accompanying policy statement noted that this action was a result of recently discovered deposits of polymetallic sulfides and cobalt-rich manganese crusts, which could be a major source of minerals important to the U.S. economy and security. Within these 3 billion acres of exclusive economic jurisdiction, the United States has sovereign rights to explore, develop, conserve, and manage the mineral and other natural resources of the seabed. The President has directed the Department of the Interior (DOI) to encourage exploration and production of minerals from this area. The DOI, through the Minerals Managment Service (MMS), is responding to this presidential directive by developing a leasing program for nonenergy minerals in the EEZ. The authority to develop this leasing program is the Outer Continental Shelf Lands Act of 1953, as amended in 1978, which authorizes the Secretary of the Interior to grant leases for oil, gas, sulfur, and other mineral resources on the Outer Continental Shelf (OCS). The Solicitor of D01 has determined that the definition of the OCS for legal purposes extends at least 200 nautical miles offshore of our coastal states to the EEZ boundary. Section 8 (k) of the Act allows the Secretary to lease minerals, other than oil, gas, and sulfur, on the basis of competitive bonus bidding and under such terms and conditions as he may prescribe at the time of offering the area for lease.

Remediation and restoration of offshore marine habitats is a relatively new concept with attempts in European regions largely being instigated by requirements of various strategic directives including Article 2 of the Habitats Directive (1992), the EC Water Framework Directive (2000, Article 2 of the OSPAR Convention (1992) and the developing European Marine Strategy Directive. A field experiment to establish the practicality of various options for rehabilitating the seabed on the cessation of dredging has been successfully set-up. The purpose of this experiment is to investigate the practicality and effectiveness of gravel seeding as a potential restorative method which could be applied at marine aggregate extraction sites following cessation of dredging. Zone 2, within Area 408 (offshore Humber) was chosen as the experimental site as there is some evidence for persistence of sand which may have resulted from screening operations at this site.

Seafloor massive sulfides (SMS) in the western Pacific have received much attention as resources for gold, silver, copper, zinc, and lead (Lenoble, 2000). Since the end of the 1980s, SMS have been found in the back-arc basin and on oceanic island-arc areas. The typical representatives found are in the Okinawa Trough and on the Izu-Ogasawara Arc near Japan (Halbach et al., 1989; Iizasa et al., 1999), in the Lau Basin and the North Fiji Basin near Fiji (Fouquet et al., 1991; Bendel et al., 1993), and in the East Manus Basin near Papua New Guinea (PNG) (Kia and Lasark, 1999). The higher gold, silver, and copper contents in one of the areas increased the chance for profitable mining operation, which was considered by a private company (Malnic, 2001). The company gathered investment money and announced to start the commercial mining from 2010 (www.nautilusminerals.com). On the basis of geological information of the Sunrise Deposit of the Myojin Knoll on the Izu-Ogasawara Arc (Iizasa et al., 1999) and geotechnical characteristics of SMS (Yamazaki and Park, 2003), some preliminary economic validation analyses of the SMS mining in small production scale were reported by one of the authors (Yamazaki et al., 2003; Yamazaki and Park, 2005; Yamazaki, 2007). The results showed high profitability of the SMS mining.

The northeastern Pacific shows the highest nodule abundance among the oceans in the world, and thus has been drawing international attention for deep-sea manganese nodule development. The objectives of this study are to construct database using geostatistics and geographic information system (GIS), to quantify rating value using probability and statistical methods, to suggest suitable sites for manganese nodule development, and to verify results using three statistical approaches. The copper and nickel contents of the nodules were determined by chemical analysis. Factors related to slope, aspect, water depth, and topography were obtained from multi-beam echo sounding data. The transparent layer thickness was determined using a sub-bottom profiler. The probability method was used to calculate each factor&apos;s rating, and the layers for different factors were summed to produce the development potential index (DPI). Result maps were constructed for manganese nodules development. The distribution pattern of DPI showed to be controlled of nodule abundance and metal contents. Verification was performed by comparing the results with sampling data in three ways: success and prediction rate, linear regression, and test of independence.

Studies on polymetallic manganese nodules and Co-rich crusts in the EEZ&apos;s of the Cook, Line, Ellice and Phoenix Islands between 0-20°S show that Ni and Cu reach their greatest combined abundances of over 2% between 2-8°S on the southern margin of the equatorial zone of high biological productivity, as a result of biological fluxing of Ni and Cu to the nodules at and just below the CCD. By contrast, Co reaches it greatest abundance of 0.6% south of 8°S in nodules on non-biogenic clays well below the CCD where little biological Co supply is likely. Nodule abundances are greatest (up to 30kg/m2) in the Co-rich area in part due to AABW flow, giving highest overall metal quantities per sq meter in the nodules there, particularly of Co. There are approximately 110 x 106 tonnnes of combined Ni plus Cu plus Co expressed as Ni equivalent in Cook Islands EEZ nodules, approximately 12 x 106t. in Phoenix Islands ones, and approximately 1.4 x 106 t. in Ellice Islands ones, in areas of greater than 5kg/m2 nodule abundance. In the Co-rich crusts, Co averages about 0.7% and crust thickness about 1.6cm, both related to metal fluxes in and adjacent to the 02 minimum zone in association with which both maximum thicknesses and Co grades occur. Within the Cook Islands permissive area there are about 930 x 103 t. of Co and 630 x 103 t. of Ni in crusts, in Phoenix Islands crusts there are about 69 x 103 t. of Co and 55 x 103 t. of Ni, and in Ellice Islands crusts there are about

The Brothers hydrothermal system is host to two very contrasting vent fields and to date, is the only known example of this kind for any submarine arc volcano in the world. Firstly, there is the NW caldera field. It is perched on the caldera walls and is up to 1,200 years old, and represents a more ?mature? system dominated by water/rock interactions, though there is also evidence for magmatic contributions to the hydrothermal fluids. It is host to relatively high temperature (~300°C), focused venting of metal-rich fluids. Large Cu- and Zn-rich sulfide chimneys occur at this site, with high concentrations (up to 90 ppm) Au apparent in some chimneys. Vent fluids of the NW caldera site show sub-seafloor phase separation is occurring at this site. Silica concentrations in these vent fluids are consistent with the vent fluid temperatures. Secondly, there is the cone vent field that is much younger, and which sits atop the summits of a main cone (the Upper cone) and an adjacent satellite cone (the Lower cone) that occur inside the caldera, near the southern caldera walls. This field is dominated by S-rich vents with vent fluids more diffuse, lower in temperature (<120°C), very gassy and acidic (to pH 1.9), and relatively metal-poor. Fluids of the cone site have Mg and SO4 concentrations higher than seawater values, indicating these ions have been added to the hydrothermal fluid and are not being depleted via normal water/rock interactions. Variability occurs between the two cone vent fields, with the diffuse discharge observed at the Upper cone volumetrically small and chemically different from the Lower cone. For example, from the vent fluid Mn, Li, Rb, and Cs concentrations, it is apparent that the Lower cone has experienced a lower degree of water/rock interaction (i.e., more reaction) than the Upper cone. Vent fluid pH is higher for Lower cone, consistent with more reaction and neutralization of acidic gases. Fe/Mn is lower at the Lower cone due to decreased Fe solubility at the higher pH. The lowest pH sample (1.9) is from the Upper cone that has 39.4 mmol/kg of SO4, consistent with input of magmatic SO2 and disproportionation to sulfuric acid and S or H2S. Thus, the Upper cone site could be interpreted to have a shorter reaction path and residence time between the point of magmatic degassing and the seafloor venting than the Lower cone site. Isotopic compositions of the NW caldera and cone vent fluids show evidence for magmatic water with negative dD and d180 values, while 3He/4He values show the Brothers hydrothermal system has shifted towards more magmatic conditions over the past several years with both sites affected by magmatic events. Similarly, vent fluid sulfide d34S values and those for sulfide minerals from NE caldera chimneys also indicate disproportionation reactions involving magmatic SO2. Minerals such as chalcopyrite, bornite, chalcocite, covelllite and euhedral grains of hematite occurring in high temperature chimneys from the NW caldera site are consistent with a more oxidizing, magmatic fluid, while bulk sulfide geochemistry data show evidence for a higher temperature suite of elements (e,g., Mo, Co, Se) associated with Cu-rich chimneys. Gold mineralization occurs in these high temperature chimneys and is associated with the most recent deposition of high concentrations of Cu, where d34S values are most negative. Geophysical evidence suggests that the top of a magma chamber occurs ~2.5 km below the caldera floor, beneath the cone site in the SSE quadrant of the volcano. Very low velocities of <1 km-2 are seen in the seismic data between the magma and the seafloor, and are indicative of gas release. Harmonic tremor data provide evidence for a 500 m pipe-like ?conduit? located above the magma chamber (and below the cone), linking it with the overlying hydrothermal system, providing a mechanism for magma-derived metals to enter the hydrothermal system under the cone site. The NW caldera and cone sites are considered to represent stages along a continuum between magmatic-hydrothermal and water/rock-dominated end-members.

Coastal and marine aggregate (sand and gravel) mining on US continental shelves is a major activity that supplies industrial and commercial demands for these raw materials. Because Pacific, Atlantic, and Gulf coasts contain significant shoreline segments that are in a critical state of erosion, sand-gravel and mixed sediment (sands with a high percentage of silt-plus-clay) deposits are mined in efforts to mitigate land loss. Sandy shores, and to a limited extent gravel coasts, erode by shoreline retreat due to relative sea-level rise and sediment starvation in littoral drift patterns. Mostly gravel shores occur in high latitudes and shorelines often advance seaward due to isostatic rebound following the LGM (Last Glacial Maximum 18,000 YBP). Sandy and fine-grained shores occurring in middle and low latitudes of the conterminous United States are problem coasts that require beach renourishment and reconstruction of barrier islands. Muddy coasts of the Mississippi Delta region are especially problematic because some islands are literally disappearing in response to subsidence. Replacement of sediments lost to the littoral drift system or returned to sedimentary sinks by drowning is thus a critical endeavor that involves annually dredging hundreds of millions of cubic meters of sediments from the continental shelf area. The types of shelf sediments that are amenable to marine mining techniques, their occurrence, and means of detection are highlighted in this paper. Minable Sediments on the Continental Shelf Wide varieties of sedimentary bodies that occur on the continental shelf are amenable to mining for beach renourishment and barrier island (beach-dune-marsh system) reconstruction. Relict terrestrial deposits make up a small but important proportion of shelf sediments that were deposited on coastal plains, now drowned by the post-glacial sea-level rise to form continental shelves. Examples of these deposits include drowned moraines, outwash plains, eskers, and kettles along the northern Atlantic coast in addition to siliciclastics along middle latitude Pacific, Atlantic, and Gulf coasts. Special cases include carbonate sequences along tropical costs of Florida and the muddy coasts of deltas, mostly in Louisiana. Specific types of minable deposits thus include shoreface attached sand sheets, dunes, and ridges in addition to offshore inter-reefal sands (between coral reefs in the Florida Reef Tract), bank deposits, and sand waves (ridges) that extend into US territorial waters. Nearshore siliciclastics include ebb-tidal deltas and bars. Drowned river valleys occur along all three US coasts and can be exploited for their fluvial sands if the covering mud sheets are thin.

In order to better predict and manage benthic disturbance by deep seabed manganese nodules mining, we needed to conduct a benthic disturbance experiment at the selected area, which has a similar environmental condition as the preservation reference area. Therefore, we have performed environmental baseline studies from 2003--not only to select the benthic environmental impact testing site but, also to detect any environmental changes before and after mining activity. Since then, a large dataset of various parameters ranging from physical (e.g. temperature, salinity, current, weather), chemical (e.g. dissolved oxygen, nutrients, dissolved and particulate organic carbon), biological (e.g. bacteria, plankton, benthos), geological (e.g. Mn-nodule abundance, sediment shear strength) and others (e.g. bathymetric profile and slope, mass flux) have been accumulated. Using this dataset, descriptive statistics and cross-correlations were performed to select the benthic environmental impact testing site. Outcome of this analysis suggests that the potential benthic impact testing site would be a rectangular-shape area (10 km × 10 km) and located at 10°27&apos;~10°33&apos;N, 131°53&apos;~131°58&apos;W, which is latitudinally the same as the preservation reference area.

Deep sea mining operations by nature are performed (or planned) in challenging environments. Another typifying characteristic of deep sea mining operations is the relatively high investment cost. This combination challenges engineers to design configurations able to mine the desired production rate in an efficient way. As design choices made for individual systems impact other parts of the system, it is vital to follow an integral approach to establish the one optimal overall system. Dredging and especially dredge mining learns that the excavation system, the slurry transportation system and the processing plant cannot be considered as individual sub-systems. These systems in any ?traditional dredge mining? operation interrelate to such extend that they must be developed towards an integral solution. The nominal production, peak production and variability of these figures must match for all subsystems in the overall mining system to optimize the mining efficiency. We call this the ?game of capacities?.

Public Law 103-426 was signed into law in October 1994. Its provisions amended sections 8(k) and 20(a) of the Outer Continental Shelf Lands Act (OCSLA). The 8(k) amendment provides the Secretary of the U.S. Department of the Interior 001) with new discretionary authority to negotiate agreements for using Outer Continental Shelf (OCS) sand, gravel, and shell resources for certain projects of public benefit (e.g, beach, shoreline and coastal wetlands restoration that are under- taken by a Federal, State or local government agency). The new law also covers construction projects that are funded wholly or in part or authorized by the Federal Government. Under the law, the Secretary may assess a fee for use of the resource by taking into consideration the value of the resource and the public interest served. The law also requires that any Federal agency proposing to make use of OCS sand, gravel, or shell resources enter into a Memorandum of Agreement (MOA) with the DOI. An MOA would promote efficient coordination and resolution of inter- agency scheduling and issues. The law requires that Congress be notified before use is made of these OCS resources. The amendment to section 20(a) of the OCSLA clarifies that obligations concerning environmental studies extend to non- competitive lease situations and includes minerals other than oil and gas. The Minerals Management Service (MMS) is the DO1 agency responsible for interpreting and implementing the provisions of Public Law 103-426. The negotiated agreement approach is distinctly different from the competitive bidding requirements that have applied to all OCS minerals since the inception of the OCSLA. The MMS has opted to implement the new law in a nontraditional manner. Rather than issuinga body of new regulations to cover the negotiated agreement situation, or attempting to amend three sets of existing regulations, MMS is pursuing a less formal approach of providing guidelines. More weight is placed on the negotiation process itself and the legal agreement that consummates the process as the means for establishing ground rules, terms, and conditions under which qualifying projects may be conducted. This process must recognize and adhere to requirements of other laws, including the National Environmental Policy Act.

Polymetallic nodules are a widespread resource in the Pacific Ocean, particularly in the areas of Clarion-Clipperton (Cronan, 2000). The most abundant mineral phases are formed by iron and manganese oxides, with minor elements such as nickel, copper, cobalt, molybdenum and rare earths elements (Cronan, 1977; Cronan and Moorby, 1981; Iyer and Sharma, 1990; Mangini et al. 1990; Banerjee et al. 1991). In the Clarion-Clipperton Zone (CCZ), several authors mention that there are three main mineral species of manganese oxides, which have been recognized and which are associated with different processes of formation: todorokita (Mn2+, Ca, Mg) Mn34+ O7. H2), vernadite dMnO and birnessite enriched in Fe and (Na, Ca) 0.5 (Mn4+, Mn3+) 2O4. 1.5 H2O. In nodules of hydrothermal origin have been found todorokite, birnessite, vernadite, goethite and pyrolusite. Although there are many oxides and hydroxides of manganese and iron in amorphous and microcrystalline phases that make up the bulk of the nodule (Frondel et al. 1960; Cronan 1977; Dymond 1981; Calvert and Piper, 1984; Aplin and Cronan, 1985; Martin and Lallier, 1993; Achurra et al. 2009), identifying specific mineral phases is difficult due to the intergrowth of different phases and associated detrital material.

INTRODUCTION The UN-General Assembly adopted an Agreement on 28 July 1994 entitled ‘Agreement relating to the implementation of Part XI of the United Nations Convention on the Law of the Sea ((UNCLOS) of 10 December 1982’. The Agreement came into force on 16 November 1994, and consequently, the inauguration of the International Seabed Authority (ISA, or the Authority), located in Kingston, Jamaica. The Authority is the organization through which States Parties to the Convention (168, as of 25 July 2017) shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the Agreement, organize and control activities in the Area, particularly with a view to administering the mineral resources of the Area. The legal regime for the administration and development of the mineral resources of the Area as it now exists are available in Part XI of the Convention1 which contains the legal framework governing “activities in the Area” and in Annex III to the Convention which contains the “Basic Conditions of Prospecting, Exploration and Exploitation” with respect to the resources of the Area2. The 1994 Agreement relating to the Implementation of Part XI of the UNCLOS is the so- called ‘parallel system’; as elaborated in article 153 of the Convention. The essential elements of the ‘parallel system’ include assured access for States parties and their nationals to seabed mineral resources along with a system of site-banking, whereby ‘reserved areas’ are set aside for the conduct of activities by the Authority through the ‘Enterprise’ itself or in association with developing States or in joint venture with the contractor who provided the particular reserved site2.

The face of mining as we know is changing as mining companies all over the globe realize the reality of accessing the vast mineral wealth contained on, and under, our ocean floors. With some land based mineral deposits being fully exploited across the world, deep sea mining is set to revolutionize global approaches to the search for precious metals and other sought after minerals. Previously, the financial and technological implications of deep sea mining outweighed the benefits of access to the mineral rich deposits identified all around the world. The process of marine diamond mining off the west coast of southern Africa started in the late 1950s, and subsequently continued by De Beers to the present day, has proven to be an excellent proving ground for the development of technology and mining systems that ensure a sustainable and financially viable business.
