The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. The traditional measure of Lost Time Injury Frequency Rate (LTIFR) as a measure of improvement in safety performance is recognised as inadequate and misleading, lulling managers into believing that safety is improving. It is a reactive measure, and steadily declining LTIFRs around the world have failed to be accompanied by a similar reduction in the fatality rate. This paper confronts the industry with the attitudes of some mining managers, such as one that allowed fatalities to occur in the case of a gold mining company at a rate of one death per 150 000 ounces of gold produced while claiming their safety record has improved, as shown by a falling LTIFR, and viewing fatality reductions as a long-term goal instead of an immediate priority. A quantum shift in management attitudes is required to focus on proactive measurements to detect the indicators of an impending disaster, and to predict conditions conducive to fatalities. Corporate CEOs are challenged to attend the funerals of all workers killed in the workplace. CEOs who fail to attend such funerals send a message to employees that the CEOÆs priorities lie elsewhere, and that profits take priority over workersÆ lives. The dichotomy of whether mining companies are run for the benefit of shareholders or whether companies owe social responsibility to the community is examined. The role of individual responsibility for personal safety is examined, together with the psychology of employees in the mining industry. A number of proactive measurable indicators are suggested to stimulate discussion on developing robust measuring tools to predict and therefore prevent fatalities.

This paper discusses the background, requirements, need and content of plans for management of drinking water self-supplied to mining-related operations, including construction camps, especially in remote areas of Western Australia. The paper discusses the importance of cooperation between regulators, the mine site operator and the consultant in preparing a plan fully compliant with the Australian Drinking Water Guidelines to protect the quality and safety of drinking water supplied to mine sites. The paper outlines some of the issues that need to be addressed in preparing a drinking water quality management plan, such as hazard identification, risk assessment, the multiple-barrier approach and the concept of critical control points. Accurate sampling of slurry streams is extremely important for metallurgical accounting in mining operations, not only for measuring the ore grade from the mine, but also for measuring the recovery of mineral by the mineral processing plant. Accurate sampling is also required for intermediate streams in complex circuits for determining efficiencies of processing units within the plant. As the profitability of the minerals industry is squeezed more with time, greater emphasis is being placed on efficient use of the resource and accountability of the various sections of the mining operations. This has led to increased awareness and interest in obtaining statistically correct sampling across the operations. Accurate sampling is not only required for metallurgical accounting, but is also required for on-line analysis of the slurry streams for elemental analysis and for particle size. Sampling of slurry streams for metallurgical accounting purposes has traditionally been one of the areas of concern in mineral processing plants. In the first instance, the sampler must be designed to comply with the fundamental principles of sampling theory and must provide a representative sample of the slurry stream. In the second instance, the sampler must continue to reliably provide a representative sample, regardless of wear of the equipment or build up of solids with time and other operating issues. To-date the main type of sampler that has been used in mineral processing plants for metallurgical accounting has been the Cross-Cut sampler. These have a cutter that periodically cuts across the full slurry stream. For large flow slurry streams, these are often followed by a secondary and perhaps a tertiary sampler, to reduce the flow-rate or sample, to a manageable size. This paper discusses a new method of sampling slurry streams that has been developed by Thermo Gamma-Metrics, previously known as Amdel Instrumentation. The new samplers overcome many of the problems associated with cross-cut samplers while providing a sample which is representative of the main stream, throughout the life of the sampling system. The sampler is called the SamStat (Sampling Station) and it is now proven in many applications across many countries and mineral processing plants (PGMs, Cu/Au, Pb/Zn, etc).

High-water rapid-solidifying material, called 'high-water material', is a new material developed by the authors over many years. The material can solidify nine times its volume of water into solid. The material is a fine kind of binder with special properties. The solidifying body of high-water material with water has quite a high early strength. The compressive strength of the material within three days can reach the same strength as conventional Portland in 28 days. One ton of the material can replace three tons of conventional Portland cement as binder. Some important achievements have been made in application of high-water material. In metal mines, based on the material, a new full-tailing cemented backfill technology has been developed. The characteristic of the new technology is that high-water material is used as binder and full tailing or alluvial sand is used as backfill aggregate. Because of the application of the new technology, major technical problems in backfill technology such as classifying of tailing, dewatering, transportation of pulp, low strength of hackfill body. environmental contamination and so on, have been solved.

Molten salt reactor (MSR) is a promising advanced reactor system aiming to the transmutation of minor actinides such as americium in order to reduce the inventory of ultimate nuclear waste. The fuel is a molten salt in which actinides are homogeneously dissolved in the liquid phase. A chloride salt may be retained for this concept, as it provides low melting point, high solubility of actinides, harder neutron spectrum. To avoid corrosion and precipitation issues, molten salt composition has to be carefully controlled with impurity content as low as possible. Obtaining pure actinide chlorides without contaminants such as oxide, oxychloride, hydroxide and water is still a challenge. To prepare actinide-bearing salt, the chlorination of actinides oxides was investigated in an unstirred reactor under flowing gas as solid-gas reaction. The carbochlorination of PuO2 were performed in the temperature range of 600 to 800°C with chlorine gas as a chlorinating agent and the presence of solid carbon. PuCl3 was successfully synthesised by this method and characterised by X-ray diffraction measurements but some impurities such as oxide phase remain inside the formed product. Refinements of anhydrous and hydrated PuCl3 phases by Le Bail method were also performed for crystalline materials definition. Conversion mainly depends on the chlorinating temperature and the contact between the oxide and the chlorinating agent. A conversion value of 70–80 per cent was achieved at 700°C from PuO2 with quite high specific surface area. The conversion rate was not improved with increasing the chlorination time. The volatilisation of Pu was observed during the carbochlorination experiments. To avoid a loss of Pu caused by sublimation, the chlorination temperature should be limited to 650°C despite that the conversion of PuO2 to PuCl3 was enhanced by increasing temperature. Both carbochlorination and hydrochlorination of AmO2 were also carried out leading to the formation of AmCl3. These first results suggest that americium oxide was chlorinated more readily than plutonium oxide. The purity of produced PuCl3 and AmCl3 still deserves further investigations.

Bendigo Mining Limited has established a modern underground gold mine and processing plant at Bendigo in central Victoria. The Bendigo goldfield produced around 22 000 000 oz of gold between 1851 and 1954. Approximately 4 000 000 oz were sourced from surface alluvial workings with the remaining 18 000 000 oz won from underground quartz reefs. The modern mine is accessed via the Swan Decline, which commences at the Kangaroo Flat site on the southern outskirts of Bendigo and progresses in a north easterly direction between the Deborah and Sheepshead anticlines, reaching a depth of almost 1000 m below the City of Bendigo. Development of this decline commenced in 1998. Since that time 20 km of underground development has been completed. Exploration drilling, on-reef development and bulk sampling carried out between 1999 and 2005 resulted in the estimation of a Probable Ore Reserve of 700 000 tonnes at 9.0 g/t gold for 207 000 oz of gold. These Ore Reserves were contained within four reefs located on the Deborah and Sheepshead anticlines. Reef mining commenced in late 2005 from the Shywolup and Greater Garrard reefs. Material mined was stockpiled on the surface in preparation for commissioning of the process plant which commenced in mid 2006. Mining and processing were carried out between August 2006 and May 2007 during which time 176 000 tonnes were processed at an average grade of 5.4 g/t gold to produce 26 735 oz of gold. Plant feed was sourced from four reefs. This paper discusses some of the issues which were encountered with the definition and mining of these geologically variable and nuggetty reefs. This paper covers exploration techniques, grade estimation, mine geological control, mining methods, geotechnical issues and reconciliations. It will also discuss some of the lessons learnt and how these will be applied to future Mineral Resource and Ore Reserve estimation, as well as underground operations.

Within CRLÆs lifetime there have been a number of products that have proceeded through their life cycles. In each case market forces and technological advances have forced the cessation of the product. The company has then had to develop alternative outlets for its copper. Sometimes it has produced a similar product to fill the same market. In other cases the extra copper is sold as cathode. Today, CRL produces no semi-fabricated copper products and all cathode is sold. More recently, CRL has ventured into the sale of technology and manufacture of cathode motherplates. This area, whilst it is not what had been a traditional area of core business, has been found to be profitable.

G-ResourcesÆ Martabe Mine in North Sumatra, Indonesia, is a US$700 M world-class and world-scale operation in a country which, with a few notable smaller scale exceptions, has had no significant hard rock mining development in more than ten years.The mine was commissioned in the middle part of 2012 and poured first gold on 24 July. At full production Martabe will produce 250 000 oz/a of gold and 2 - 3 Moz/a of silver at cash costs in the lowest quartile. The mine location is on the west coast of North Sumatra, which experiences annual rainfall of 4 m with no notable dry season, adjacent to seismically active fault zones, and relatively close to a rural community of 31 000 people with no significant industrial experience.The management team has successfully forged strong links with the various government departments and levels in Jakarta, North Sumatra Province and the local Regencies; developed long-term relationships with the various community groups within the local district of Batangtoru to build a sustainable social licence; has dealt with the physical and environmental challenges presented by the project location, and has successfully raised more than US$900 M over a period of three years for the original acquisition then the development of the project.Whilst in its infancy of operation, the mine is set up to deliver a long-term sustainable future for the company, the shareholders, and the people of Batangtoru and all stakeholders generally. This paper reports on an innovative professional development program for school science teachers run collaboratively between the Centre for Sustainable Resource Processing and Murdoch University. Ultimately the initiative aims at increasing the pool of school students with strong science and mathematics backgrounds while highlighting the challenging careers available in the mineral resource sector including the gold industry. The program is unique in that it seeks to develop a network of science teachers who may participate in a series of workshops, short courses and tours over several years. The objective is to raise secondary school studentsÆ awareness of potential careers within the minerals sector by exposing teachers to a real life, hands-on look into the mining and minerals resource industry. Though the program includes the breadth of the resource processing sector, the potential value to gold processing is in developing a greater pool of potential employees. The initiative allows teachers to develop a better insight into the practical applications of the theoretical sciences they are required to teach. The evolution of the program from the first trials with Western Australian teachers to the introduction of the initiative to Queensland teachers are reported on. Additionally, the results of a pilot study involving 40 participating teachers are described. This study used a questionnaire and follow-up interviews to gain quantitative and qualitative feedback from teachers. There is evidence that the professional development program has resulted in teachers acquiring a new found appreciation for the application of the fundamental chemistry and physics they teach within the school curriculum. Also reported are associations between teacher participation in this professional development program and changing attitudes towards the industry in a positive way. Finally, there is some indication that these positive teacher attitudes may result in their students developing a better understanding of the diversity and availability of career paths within this industry.

The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? Changes in feed size distribution can have significant effects in rod mill grinding. The product sizing resulting from wet batch milling of a tin ore showed little influence on fines production after truncating the feed at either the coarse or fine end. The addition of fine material caused a less amount of fines to be produced and a possible increase in grinding at coarse sizes, although this is complicated by the changing feed size distribution. The changes in feed size distribution caused no tendency for preferential grinding of the cassiterite.

At its Port Kembla Plant, Australian Fertilizers Ltd. manufactures Superphosphate and other Phosphatic Fertilizers.Phosphate Rock is received from Nauru and Ocean Island. It contains water insoluble tri-calcium phosphate, Ca3(PO4), to an average of about 86%.It is crushed to pass a 20-mesh x 26-gauge woven wire screen, and is then treated with Sulphuric Acid to give the product Superphosphate with a water solubie prosphate content of 20.5%, estimated as P205. Sulphuric Acid is made by the chamber process. Three sets of chambers are installed, on,e five-chamber set of timber frame work construction and the other two of more recent date, each with four chambers of steel frame work construction. A fourth chamber set is now being built.Sulphuric Acid is delivered for use. at about 70% H2S04, the strength depending upon the rock used.Mixing - The crushed rock and sulphuric acid are mixed in weighed and measured proportions respectiyely in one-ton batches in revolving cast fron pans, mechanically stirred. The mixture, while still slurry, is run into a closed horizontal concrete cylinder (den) where, with the completion of the chemical reaction, it rapidly sets as Superphosphate.Approximately fifty batches are required to fill a den. When full, the den is opened ana the mass cut out by a revolving cutter. The product is elevated and conveyed to any required position in the Superphosphate storage shed, where it dries and matures.Despatch - As required, the Superphosphate is excavated by a two ton grab and conveyed from the matured "dump" to bagging units where it is disintegrated, screened and bagged at twelve bags to the ton. The filled !Jags are closed by machine and delivered to railway trucks immediately.Mixed Fertilizers - Sulphate of Ammonia, Sulphate and Muriate, of Potash, and Blood and Bone are mixed with Superphosphate and thoroughly incorporated to give different mixtures to meet special plant requirements.

Mining is being carried out using the sublevel open stoping method at the Kayad underground mine. The mine will ultimately reach a depth of 390 m. Kayad village is only 100 m (horizontally) from the underground mining areas. As a result, blast-induced ground vibration is one of the major issues for the residents of the village. This paper deals with the process involved in optimising blast design parameters at the development face blast, slot raise blast and ring hole blast to control blast-induced vibration within safe limits while ensuring improved production, productivity and safety. In total, 1041 development face blasts, 110 slot raise blasts and 52 ring hole blasts were conducted, and 2612 vibration data were monitored in the village at different locations. Initially, electronic delay detonators were used, with an emphasis on controlling vibration in the surface structures. Subsequently, shock tube (Nonel) initiations were used as the blasting faces reached lower depths. A comparative study was also performed for both the initiation systems. The orebody width generally varied from 3.1 to 7 m, and ring hole designs were optimised accordingly. The number of holes in a ring was up to seven and the depth was up to 23 m, depending on the size/width of the orebody. The ring blasts were performed with 64–340 kg of emulsion cartridge explosive and detonated with explosive weight per delay of 10.92–17.16 kg. Extensive experiments were performed and blast-induced vibrations were controlled in the village. Deck blasting (ie up to four explosives decks) was used in a blasthole and the explosive charges were separated by delay detonators, which helped to control the vibration in the village. The actual detonation time of each deck was recorded by monitoring the in-hole velocity of detonation of the explosives, and the charging patterns were optimised accordingly to get the desired blast results.CITATION:Roy, M P, Singh, P K, Sarim, M, Jaitawat, P S and Joshi, A, 2015. The transition from exploration to feasibility is a stage in the development of mineral resource projects that is frequently not handled well. The transition marks a point in the project development process where resource evaluation priorities change significantly from the discovery of mineralisation and the rapid assessment of the potential tenor of the mineralised system, to the detailed assessment of the deposit.   Information used in the exploration process tends to be of a qualitative or theoretical nature initially, but gradually becomes more quantitative in character as geological knowledge relating to individual prospects grows.   The transition from discovery and rapid exploration of a new deposit occurs at a relatively early stage in project development, coinciding with the first attempt to prepare a resource estimate for the deposit. Fundamental assumptions regarding both structural and grade continuity and uncertainty inherent in existing information need to be made so that they themselves may be addressed during the collection of additional data.   The effective commencement of feasibility studies involve the introduction of new accountabilities either as a result of appointment of a project manager, and through needing to be able to quantify: ò     the quality of data being collected for resource evaluation purposes; ò     confidence associated with resource estimates; and ò     the need to develop an audit trail for the project, required to make the resource evaluation decision-making process as transparent as possible.   Quality assurance is a concept to which exploration geologists have frequently had little exposure. Being able to demonstrate the quality of data used in feasibility studies is, however, a crucial component of the overall risk management and reduction.   Development of a transparent audit trail for data assists in demonstrating the quality of data which is frequently perceived to translate directly to confidence inherent in resource estimates.   Establishing procedures for geological data collection and management also provides a more reliable framework for making decisions that impact on project execution, again resulting in improved confidence in resource estimates and associated geoscientific data.   Regular, independent technical audits, in principle similar to audits conducted for the ongoing certification of standards compliant quality assurance systems, are a major, positive factor in effective project management and execution.   Information used in project evaluation, feasibility and development must be based on facts. Facts are effectively observations that are ideally made systematically, recorded in a systematic manner, and by being collected effectively are not subject to change.   Effectively managing the transition from exploration to resource evaluation, feasibility and project development involves recognising the nature of changes in the nature, detail and scope of geoscientific data required at each stage of project development. In doing so it is essential to: ò     recognise when the change occurs (as early as preparation of the initial resource estimate for a project); ò     accept that the change may not be gradual; and, ò     ensure that the project evaluation team is adequately resourced.   These objectives require recognition of the value of previous experience and the need to instill a true team approach amongst both staff and contractors associated with the project. Regular formal and informal communications between staff, contractors and other stakeholders in the project are an essential tool in ensuring personnel are aware of factors affecting their role in the project.

Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project. With the bell-less top (BLT) charging system replacing the centuries old double bell charging method, the furnace efficiency has been greatly improved together with considerable reduction in the furnace down time and operational problems. But still there are many draw-backs which need further attention to achieve better efficiency and operational effectiveness. The performance and operational problems of the BLTs have been highlighted and possible solutions to overcome some of the major problems are discussed.

The combination of new tools with a more rigorous approach to understanding the interaction of mill liners with overall mill performance and economics, forms the basis of an integrated approach to liner management. Based on accurate liner wear measurements, some (limited) physical mill inspections and surveys, accurate calibration of the mill load and analysis of process data, a whole new approach to liner selection, relining intervals and mill control is proposed. Collection and analysis of this information in operating mills illustrates the mill performance improvement which can be attained through this careful measurement and modelling approach.A more holistic approach to liner management is proposed, including a broadening of the current work to cover the potential benefits of improved relining technologies and predictive liner wear modelling. Underground mine planning is characterised by a series of designs, starting with prefeasibility and culminating in operational. Information on the mineralisation and geotechnical conditions is available in increasing levels of detail, as development occurs. In the recently completed AMIRA Planning and Rapid Integrated Mine Optimisation (PRIMO) project, a methodology for producing good strategic and then tactical designs using new optimisation tools, was developed. At the strategic level, fundamental decisions must be made such as those relating to cut-off grade, bench heights, mining methods, access and haulage systems, properties of the mill, etc. The inputs are the block and financial models, geotechnical data, infrastructure and production costs, etc. Stope definition for strategic designs includes bench RLs (relative levels), orebody envelopes, and design and placement of amalgamated or simplified stopes. If multiple mining methods are under consideration, then stopes need to be associated with these. Access design must take into account decisions such as declines versus shafts, a template for level layouts and the topology of the access network. Some of the geotechnical and physical constraints are relaxed for strategic design stages. Strategic scheduling is high level, from a month to a year at a time. In the PRIMO project, software tools have been developed enabling the mine planner to rapidly produce a large number of such strategic designs. After the designs have been evaluated, the highest value designs are chosen and a small number of these can then be further refined at a tactical level. For these designs, the first step is determination of all stopes meeting physical and geotechnical requirements and constraints, allowing for complex stope shapes. Next, detailed layout of the mine access network is obtained, satisfying all operational and geotechnical constraints. Finally, more detailed scheduling is performed, over shorter time periods. The Melbourne University group has focused on optimal access design. In particular, the access network is optimised for minimum cost, taking into account the cost of haulage and development over the lifetime of the mine. Costs vary over the different parts of the network depending on the quantity of haulage and so a weighted network optimisation problem has to be solved. We have developed two software tools for this task, decline optimisation tool (DOT) and planar underground network optimiser (PUNO). DOT produces an optimal network of declines and crosscuts connecting access points on the levels to a portal or break-out point from existing infrastructure. PUNO designs the level layout, including footwall and hanging wall drives, development drives and connections to vent raises. A survey will be given of the capabilities of DOT and PUNO when used on some recent case studies. Our current goals include incorporating some aspects of ventilation design and modelling the development costs when additional ground support is required. This is an abstract only.
