Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

Abstract: The aim of the research presented is to study the effect of complex loading schemes on the fracturing process during loading and/or unloading. A first set of experiments was done using a poly-axial cell. These experiments in combination with numerical simulations showed a difference in micro-fracturing (shear and tensile cracks), but not in macro-failure between various loading/ unloading schemes. The second set of experiments was based on the three-point bending test and several cycles with or without rotation between cycles were applied. If the specimen was rotated by 90° or 180° about its long axis between the first and second cycle, no Kaiser effect was observed. Résumé: Le but de la recherche présentée est d’étudier l’effet de schémas de charge complexe sur le processus de fracturation durant la phase de charge et de décharge. Une première série d’expériences était réalisée utilisant une cellule polyaxiale. Ces expériences combinées avec des simulations numériques ont montré une différence de micro-fracturation (fissures de cisaillements et de traction) pour les différents schémas de charge et décharge, mais en ce qui concerne la macro-fracturation ce n’est pas le cas. La deuxième série d’expériences était basée sur des essais de flexion trois points avec plusieurs cycles, avec ou sans rotation entre les cycles. Der erste hier beschriebene Satz von Experimenten wurde mit einer dreiaxialen Belastungsmaschine angestellt. Diese Experimenten zusammen mit dazugehörigen numerischen Simulationen zeigten Unterschiede zwischen Be- und Entlastungsbeanspruchungen in Bezug auf mikrobruchmechanische Mechanismen (d.h. Scher- oder Zugrisse) an, aber nicht in Bezug auf den Makrobruchprozess. Der zweite Satz von Experimenten umfasste Gesteinsbeanspruchung in mehreren Zyklen von Drei-Punkt-Biegung, indem die Gesteinsproben zwischen den Zyklen um einen angegebenen Winkel (0°, 90° oder 180°) gedreht wurden. This paper presents the metallurgical results of column and stockpile leach tests with forced aeration to determine the usefulness of this process in the operational leaching at Sociedad Minera Cerro Verde S.A.A. The evolution of the aeration system is presented and also an innovative solution developed to overcome forced aeration’s main problem, which is the early obstruction of the aeration pipes located at the base of the stockpile, causing a decrease in air and oxygen levels and therefore a reduction in the metallurgical benefits.

The recent 20 years witnessed a boom and bust in the nickel laterite industry. Most notoriously is the story of the first three Western Australian nickel laterite projects which all suffered major ramp-up issues. Many hard lessons were learned by the industry and it has been widely reported that the major contributing factors included insufficient testing as well as a limited understanding of the materials handling characteristics at the front-end stage of the flowsheet. This paper compares the current "race to production" in the REE industry to the laterite industry 20 years ago and addresses the fundamental question: ‘Have mining and exploration companies with rare earth projects learned from past lessons and are they doing sufficient and appropriate testwork to prevent failure’? The authors will provide the perspective of a commercial metallurgical laboratory that has gone through the laterite cycle and is active in the present REE cycle.

Surface fractures, sometimes of significant size, are observed in eastern Kentucky over high extraction areas. Field observations were correlated with mine maps and a regional subsidence prediction computer model. The opening of large fractures is attributed to the presence of a pre-mining joint system, which exists near outcrop in the eroded Appalachian plateau. Lithological composition of the overburden influences the process of fracture opening. No correlation was found between the areas of the predicted maximum horizontal extensions and the actual location of fractures. In this paper a mechanism of fracture formation as a result of the high extraction mining is presented, with recommendations for mine planning to minimize surface damage.

The Tolukuma gold-silver prospect is located approximately 100km N of Port Moresby in the Central Province of Papua New Guinea (PNG). Epithermal "adularia-sericite" style mineralisation crops out over 1200m within an en echelon quartz veined zone 1 to lOm wide. At a 4g/t cut-off grade, a geological resource of approximately 1.47Mt @ 13.77g/t Au is indicated from 38 diamond drill holes completed since discovery by Newmont Pty Ltd in September 1986. At a regional scale, Tolukuma miner- alisation appears localised in a dilatant zone at the intersection of a 1150 magnetic structure, and the western margin of a N-S trending graben which is filled by a Pliocene volcanic complex contemporaneous with the Mt Davidson Volcanics 30km to the W. A l0km diameter circular Landsat feature, which may reflect magma emplacement at depth, occurs immediately N of Tolukuma and nearby mineralisation. Mineralisation at Tolukuma occurs in sub-vertical quartz veins at, or adjacent to the faulted contact between Pliocene basic and intermediate volcanics/intrusives, and quartz mica schists and phyllites of the Cretaceous Kagi Metamorphics. Most veins display evidence of multiple episodes of brecciation and textures indicative of cyclic boiling, including crustiform rhythmic banding and quartz pseudomorphs after platy calcite.

This research is aimed to investigate the failure mechanisms of the extra-thick top coal caving mining method.

Fire in a coal mine can be disastrous on many levels. In most cases, when a fire is detected, mining operations cease and all personnel are evacuated. Underground coal-mine fires are difficult to extinguish, can burn for a long time, and often result in an extended period of lost production. In a worst-case scenario, the mine is permanently sealed and abandoned, resulting in lost jobs, lost natural resources, and possible devastation of the local economy. In some cases, seals placed within the mine to isolate the fire could eliminate the need for sealing the entire mine and the subsequent extended delay in returning the mine to full operation. Previous attempts to place remote seals to extinguish mine fires in active mines have been largely unsuccessful. The West Elk mine experienced an underground fire in early 2000. The fire could not be accessed and extinguished from the active mine workings. A method of constructing seals remotely by drilling boreholes into the affected area was needed to help isolate and extinguish the fire. This paper describes the process by which remote seals were constructed that successfully isolated the fire and provided a means of extinguishing the fire by flooding the area with water. The period of lost production in the West Elk mine was considerably shorter than is typical in similar situations.

The new euphoria in diamond exploration brings with it a need to understand the challenges that new projects can face in different stages of the development and risks that the commercial outcomes from the new projects fall short of expectations. In many cases, the problems are related to a poor understanding of the technical risks and a failure to adequately address them during the course of investigation. Failure to evaluate all disciplines to the same level of certainty could lead to a situation where the important issues are only identified late in the project development, resulting in costly delays and financial difficulties. The diamond projects located in Canadian Arctic, with its challenging environmental, geographical, social, political and geological contexts are especially sensitive to the high variability of the outcome. This presentation highlights some of the technical aspects that could be the leading sources of risk in diamond projects and could ultimately result in inappropriate mine designs, reducing the economic outcome.

In March 2002 Newcrest Mining Ltd commissioned a 4 Mtpa gold-copper concentrator at its Cadia Valley Operations in New South Wales. This paper presents the design and construction considerations, commissioning and ramp up issues related to start up of the concentrator as well as current performance and future expansion plans. Commissioning of the plant was the culmination of six years of project planning, from discovery of the resource during the Cadia Hill drill out campaign in November 1996 to project implementation and plant operation. Current resource estimates stand at around 50 Mt with an average grade of 2.4 g/t gold and 0.8 per cent copper. At current processing rates the project life is expected to exceed ten years. The processing plant comprises a 9.75 m (32 ft) diameter Fully Autogenous (AG) mill, a single 6.7 m (22 ft) diameter ball mill, pebble crushers, gravity gold recovery circuit and flotation plant. Upgrades to the existing infrastructure and manning requirements at Cadia will be discussed as well as the resultant impacts on operating costs for the operation. The processing plant was expected to deliver 290 000 ounces of gold and 30 000 tonnes of copper in concentrate in its first full year of operation and progress against that goal will be presented.

Introduction Most high purity silica is produced from crystalline quartz, generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found that is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh's hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies, Illinois Minerals Co. and Tammsco Inc., mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, IL. Both companies mine from various locations within a 10-mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Co. mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, AR. Geology The southern Illinois white tripoli area is on the southern flank of the Illinois Basin. The commercial silica zone is a facies of the Clear Creek chert of Lower Devonian Age. To the north, where it occurs deep in the basin, the Clear Creek is a siliceous limestone. In the mining area, thin overburden has allowed access by surface ground water, which has leached away the carbonate content and left a quite pure silica residue. Fossils characteristic of sea bottom deposition, such as brachiopods and trilobites, are occasionally encountered in mining. The structure of the mining area is poorly known, due to infrequent outcrops. Strata in most mines are inclined at dips of 5° to 20°. There appear to be occasional high angle normal and reverse faults, but these are seldom of any significance in mining. The friable white silica zone mined in the Clear Creek chert is overlain by dark brownish-red chert and siliceous shale. Exploration drilling to date has not encountered the base of the microcrystalline tripolitic zone. Chemical content Leaching by ground water solution has removed virtually all the carbonate from the original siliceous limestone. Impurities encountered are red to yellow iron oxides, aluminous clays, and occasional black manganese oxides. The silica has no detectable formula water. A typical chemical analysis and physical properties are listed in Tables 1 and 2. Mineralogy and crystallinity Southern Illinois friable tripoli appears amorphous under the polarizing microscope. No crystal structure and only occasional, vague, patchy anisotropism is evident. However, the material gives an excellent quartz X-ray diffraction pattern. The 2101 lean duplex stainless steel has wide potential application in storage, heat exchangers, and in the oil and gas industries. This work investigates the electrochemical behaviour of 2101 duplex stainless steel with an addition of 0.15 wt% ruthenium, using potentiodynamic techniques in 1M H2SO4 at 25º, 40º, 60º, and 80ºC. The microstructures of samples were characterized using optical metallography and scanning electron microscopy. The results showed that the ruthenium addition moved the corrosion potential of alloy 2101 to a more positive potential. All samples containing ruthenium displayed longer passive regions at 25°C and 80°C compared to those without ruthenium. Alloys without ruthenium had higher critical current density (icrit) values when compared to the alloys with ruthenium. Ruthenium additions decreased the passive current densities and inhibited anodic dissolution. At room temperature the corrosion rate of alloys with ruthenium was lower than these without ruthenium.

Materiais poliméricos sofrem danos estruturais ao serem submetidos à radiação X. Estes danos podem causar reticulação, quebra de ligações entre outros danos. Em diversos serviços de radiodiagnostico e de radioterapia é utilizado placa de etileno vinil acetato, EVA, para auxiliar o posicionamento de pacientes crianças ate 2 anos em radiografias de tórax. O objetivo deste trabalho é verificar se este material é adequado para ser utilizado nestes serviços. Para tanto, amostras do material foram submetidas a dose de 25 kGy e avaliados por espectrometria de infra vermelho com transformada de Fourier, e a superfície por medidas de rugosidade e microscopia eletrônica de varredura. Os resultados indicam que o material apresenta degradação com dose de 5 kGy e aumento da rugosidade.

Support liners for underground applications include steel and timber sets, meshing and lacing, screen/mesh, shotcrete and thin support liners (superskins). Over the past few years, major advances have been made in the design and application of liners; especially shotcrete and thin support liners. For shotcrete in mines these advances include the common use of slick-lines to solve logistics problems, the design of alkali free accelerators, the use of synthetic fibres and the new generation application equipment. The field of thin support liners is a new one but advances have been dramatic. This paper discusses the progress made and the need for standardization in definitions and testing for thin support liners. It concludes that the newer technologies have a huge potential positive impact on the industries, from both safety and cost points of view. Le chemisage de soutènement pour extraction souterraine comprend des cadres d’acier ou de boisage, mailles et chapeau, cribles/mailles, béton projeté et des chemisages minces de soutènement (super-peaux). Dans les dernières années, des progrès considérables ont été fait dans la conception et application des chemisages, en particulier les chemisages de soutènement en béton projeté et les chemisages minces. Pour le béton projeté dans les mines, ces progrès comprennent l’utilisation courante de lignes de minerais broyés fin pour résoudre des problèmes de logistique, la création d’accélérateurs sans alcali, l’usage de fibres synthétiques et d’une nouvelle génération d’outillage. Le domaine des chemisages minces de soutènement est très récent mais les progrès ont été rapides. Cette étude présente les progrès accomplis et discute du besoin de standardisation dans les définitions et les tests pour chemisages minces de soutènement. La conclusion est que les technologies nouvelles présentent un énorme impact potentiel positif sur les industries, du point de vue à la fois de la sécurité et de la rentabilité. Während der letzten Jahre wurden grosse Fortschritte im Design und in der Anwendung der Verkleidungen gemacht; besonders bei Spritzbeton und dünnen Unterstützungsverkleidungen. In Bezug auf Spritzbeton in den Gruben schließen diese Fortschritte den allgemeinen Gebrauch von Rutschbahnen ein um Logistikprobleme zu lösen, das Design von alkalifreien Akzeleratoren, den Gebrauch von synthetischen Fasern und die neue Generation von Anwendungsausrüstung. Der Bereich der dünnen Unterstützungsverkleidungen ist neu, aber die Fortschritte sind drastisch gewesen. Diese Arbeit behandelt den erzielten Fortschritt, die Notwendigkeit der Normierung in den Definitionen und in der Prüfung dünner Unterstützungsverkleidungen. Sie kommt zum Schluß, daß die neueren Technologien, sowohl vom Gesichtspunkt der Sicherheit als auch der Kosten, eine sehr große potentielle positive Auswirkung auf die Industrien haben.

Foi estudado o efeito da temperatura no comportamento à corrosão sob tensão do aço inoxidável dúplex AISI 318 em solução contendo 115.000 ppm de cloreto, pH4 a temperatura ambiente e a 70°C. Ensaios de tração com baixa de taxa de deformação foram realizados. Foi avaliada a susceptibilidade do aço inoxidável dúplex AISI 318 à corrosão sob tensão no potencial de circuito aberto e em vários potenciais anódicos e catódicos. Os resultados mostraram que a redução do alongamento variou com o potencial aplicado. Os resultados experimentais mostraram que o aço AISI 318 ficou imune à corrosão sob tensão em potencial entre -750 mVECS e 1.000 mVECS na temperatura ambiente e entre -650 e -100mVECS para a temperatura de 70°C. Em potenciais maiores que o potencial de pite observou-se uma redução drástica no alongamento em ambas as temperaturas. No entanto, quando os potenciais aplicados foram abaixo de -650 mVECS para a temperatura de 70°C e -750mVECS para a temperatura ambiente, houve uma redução no alongamento final até a ruptura, provavelmente através do processo de fragilização por hidrogênio.

And they are willing to spend the necessary funds on those systems, provided they are affordable, environ-mentally friendly and sustainable. From June 20-23, professionals in the tunneling and underground construction industry from around the world gathered in Portland, OR to learn new ways of providing those systems using the latest technology available. The North American Tunneling (NAT) conference attracted 803 attendees and 108 exhibiting suppliers of equipment and services.

A rock mass classification system has been developed for support estimation in mines using caving methods. The developed system (MBR System) accepts readily-obtainable geotechnical properties, and mining geometry, to develop a rating that permits recommendations for drift support in block caving mines. The data base includes major active United States caving mines. The method is intended to be used for planning and estimating purposes and for preliminary support design. The Manual explains the organization and nature of the MBR System, its derivations, details of required input data, methods for assessing the data and for developing rock mass ratings, and techniques for selecting the most appropriate mine support recognizing mine requirements and desired stability. A worked example is provided.

The production of sulphuric acid at Port Pirie by the contact process began in March 1924 with the commissioning of the Electrolytic Zinc Co.'s roasting and acid plant. This plant, operated by B.H.A.S. Pty. Ltd. on behalf of the E.Z. Co., continued to produce sulphuric acid from the gases evolved when roasting Broken Hill zinc concentrate in mechanically rabbled furnaces until September 1954, when the plant was closed down.In this peri9d of approximately 30 years some 600,000 mono tons of 98·5 per cent sulphuric acid was produced, most of which was used for fertilizer production at Wallaroo and Port Adelaide. During World War II 14,400 mono tons of the above was produced in the form of 20 per cent Oleum and railed to the Salisbury Munitions Factory for use in the production of nitro-glycerine, gun-cotton and T.N.T.In the early post-war period various ways of converting at least some of the sulphur in the gases' discharged to atmosphere from the lead sintering plant were considered until, in 1949, it was decided to erect a modern contact acid plant. Much work remained to be done on the roasting plant to produce a gas of suitable grade for the contact process and also on the design of a purification section suitable for the treatment of D.L. gases.The acid section itself, however, was largely of conventional design and it was therefore decided that this would be erected first. To it was then attached a sulphur-burning section to allow it to operate as a "hot gas" brimstone acid plant until the roasting and gas purification plants had been designed and erected. In this way the urgent need for sulphuric acid in the fertilizer industry would be relieved, to some extent at least, as soon as, possible.
