Considering the simplistic assumptions and limitations involved in simple analytical solutions and practical difficulties involved in conducting conventional full-scale explosion tests for evaluating 120 psi seal designs, there is a need for developing new scientific methods and engineering practices for design, analysis and evaluation of mine seals.

Investigation of the costs of industrial accidents dates back to the 1920s. The Bureau of Mines was one of the pioneers in accident cost investigation with numerous studies published between 1928 and 1933. The bulk of these early investigations dealt only with costs which appeared as payouts on company books; that is, the direct cost of insurance premiums and the costs of medical expenses which resulted from industrial accidents. These early investigations, especially the Bureau's study of accident costs in Pennsylvania and Indiana coal mines provided the first real evidence that promotion of industrial safety pays back in dollars as well as in human life and wellbeing. In the 30s and 40s, investigations began to accumulate evidence that industrial accidents impacted more than just the direct operating expenses of a company (i.e., higher insurance premiums). The work of Heinrich pioneered these investigations, and produced strong evidence that the un¬insured costs of accidents far outweighed those costs covered by insurance. Heinrich developed and published a ratio of insured to uninsured costs of 1.4. Despite his cautionary statements about blanket application of this ratio it is used even today to estimate total costs of accidents. Simonds, in the late 40s and early 50s, extended the definitions of uninsured or indirect accident costs and developed what is now regarded as the principal method for estimating the total economic impact of industrial accidents. Simonds' method served as the basis for development of the logic of the Accident Cost Indicator Model (ACIM). However, several departures from Simonds' method were made to satisfy certain requirements imposed by the Bureau of Mines, and because information gathered during the course of our investigation justified a departure. High methane liberation and mining depth were two major factors which prompted the development of a high- capacity face ventilation system at Jim Walter Re- sources, Inc., No. 4 Mine. No. 4 Mine, one of four deep shaft mines presently under development, is located approximately 50 miles southwest of Birmingham, near Brookwood, Alabama (Figure 1). The coal seams under development are located in the Warrior Coal Field and include both the Blue Creek and Mary Lee Seams, Depth of cover averages 2000 ft. (610 m) with an average total mining height of 8 ft. C2.4 m). [ ] It is generally accepted that the methane content of a particular coal increases as the overburden depth is increased [l] ; experience to date has shown that the gas condition of the No. 4 Mine is no exception to the rule. To further compound the problem, the over- burden depth, coupled with the relatively soft nature of the Blue Creek coal, has resulted in an initial layout based upon 150 x 150 ft (45.7 x 45.7 m) centers. Considering the above-mentioned mining conditions, the means and the effectiveness of the face ventilation system becomes paramount where productivity is concerned.

The present study reports a processing route to recover metals from integrated circuits of discarded random access memory (RAM) units containing ~ 66% printed circuit boards and ~ 33% integrated circuits. The integrated circuits are manually separated, grounded, classified, and subjected to water fluidization for the effective separation of metals. The significant separation was achieved via water fluidization, and the underflow fraction was magnetically separated. The magnetic fraction was thermally exposed in a muffle furnace, and the process optimization was carried out using a Box-Behnken statistical design. The detailed characterization at subsequent steps significantly aids the understanding of metal-plastic separation and enrichment. A concentrate containing 97% metals (Fe-59%, Ni-9.5%, Cu-7.7%, Sn-13.4%, Pb-5.6%, Ag-1.6%) with 96 wt% recovery can be recovered from discarded IC units. The process pursued is simple, adaptable, and environment-friendly, and the product can be used in conventional smelters.

This paper reviews global REE resources, highlights potential REE targets in Africa, and emphasizes the need for further research and exploration in the DRC to unlock its REE potential.

This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cu ft), tons (/T, 2000 lbs) or acres (/A). 1 cu yd = 0.7646 m3 1 cu ft = 0.2832 m3 1st=0.9078t 1 acre = 0.4047 hm or m2 In several cases, the royalty is a percentage of the sales price of the finished product and is levied against either the amount produced or the amount sold. Bentonites are clay materials composed principally of minerals in the montmorillonite group. Distinctive physical properties of the montmorillonite minerals are responsible for selected bentonite deposits having become the raw materials source of industrial clay products which are virtually essential to the maintenance of high production standards in the petroleum, foundry, taconite and other basic industries. These versatile materials have no suitable substitutes in either their major applications or in hundreds of speciality products, The economics of the bentonite mining industry follows closely the established pattern of other non-metallic raw materials. Aggressive competition, advanced technologies, progressive marketing techniques, substantial reserves, and vast unmeasured resources insure the continued supply of high quality bentonite to industry at bargain prices. The purpose of this paper is to discuss the geology and economics of bentonite deposits, summarize both major domestic mining districts and foreign deposits, and report significant results of research and development.

The Bismark Mine is located in northern Chihuahua, 150 km southwest of Ciudad Juarez. The ore deposit was discovered in 1979, and was placed in production in 1992. The production rate is about 2400 tpd from an ore reserve of 8.5M tonnes. Grades average about 8 % Zn, 0.5 % Pb, 0.2 % Cu and 50 g Ag per tonne. Substantial inflows of water into the under-ground mine complicate the operation. Complex metallurgy poses another challenge for the operators. Bismark was operated through a joint venture, Minera Bismark, S.A. de C.V., with U.S. and Mexican partners, but since early 1993, it is wholly Mexican-owned and operated.

"Production of industrial minerals remains important to the rural economy of New Mexico. In 2014, 226 active mines and mills were registered in New Mexico and included four coal, eight potash, 11 metal, 33 industrial mineral and 170 aggregate and stone operations. New Mexico leads U.S. domestic production of potash, perlite, zeolite and travertine. Other production includes aggregate, humate, pumice, gypsum, salt, common and fire clay, scoria, limestone, fly ash, cement, magnetite, silica and decorative stone. New Mexico also has the potential for additional production of industrial minerals. One company is exploring for garnet. Cretaceous black sandstones in the San Juan Basin have drawn interest for titanium, rare earth elements (REEs), niobium and zircon, and other REE deposits are being explored. REE-thoriumuranium veins have been found in the Gallinas, Capitan and Cornudas Mountains and Laughlin Peak-Chico Hills. Exploration for beryllium has occurred in the Ojo Caliente No. 2, Cuchillo Negro and Victorio mining districts. Companies also are examining high-calcium limestone and high-magnesium dolomite for potential development, while aggregate continues to be important in urban areas and along highways. IntroductionIndustrial minerals and rocks are literally the building blocks of our way of life. They are an exceptionally diverse and vital group of raw materials that underpin almost all aspects of human activity, infrastructure and standard of living. Industrial minerals and rocks are used in the manufacture of many products, from ceramics to plastics to refractories to paper. Although industrial minerals permeate nearly every aspect of daily life, their presence and their roles are typically invisible. A widely used definition of industrial minerals and rocks is “any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the nonmetallics” (Bates, 1975). This definition includes the important construction materials sector as well as specialized industrial minerals, but complex interactions between consumer industries produce a number of apparent anomalies to this definition. Some metals are included as industrial minerals because their use is industrial rather than as a metal. Sulfur is now predominantly extracted as a byproduct of cleaning natural gas, one of the world’s major energy fuels.Production of industrial minerals has been and remains important to the rural economy of New Mexico. Industrial minerals constitute nearly 41 percent of the more than $3.1 billion generated by mineral production in New Mexico in 2014 (Table 1). Views about the proper aim of public policy are, of course, matters of perspective and debate. Regardless of perspective, one would assume some consensus around the view that public policy ought to encourage mine operators to seek independent and critical assessments of worker safety and health at their operations through voluntary auditing. However, a review of the law on this topic shows that there is little to no manifestation of such a policy. Indeed, the balance of this paper, with a couple of exceptions, is devoted to the existing legal pitfalls that should be considered before a safety and health audit is conducted at a mine. While attorneys, particularly litigators like the author, might tend to focus on the potential problems that could arise from any given situation, the fact that most of this paper is devoted to potential legal concerns associated with auditing is a realistic reflection of the current state of the law. Specifically, this paper addresses the interplay between voluntary safety and health audits conducted at mines regulated by the Mine Safety and Health Administration (MSHA), and the administrative and civil legal issues related to such audits. The paper first provides an explanation of how and by whom an audit is conducted. The paper also addresses whether voluntary safety and health audits may be considered privileged and kept confidential in administrative and civil proceedings. Finally, selected legal issues related to such audits that could arise in administrative and civil litigation are discussed.1

Separation of geochemical anomalies from background is an important and essential issue in the exploration of mineral deposits. Statistical methods are used to separation of anomaly from background. Fractal/multifractal and singularity methods are very suitable for the separation of weak anomalies. For interpolation, various methods could be used such as most distance-weighting methods, kriging, spline interpolation, interpolating polynomials, and finite difference methods. This paper addressed application of multifractal techniques together with finite difference procedure to detect the anomalous regions. Fractal models such as concentration–area, spectrum–area, and singularity index model were selected to identify Pb–Zn anomalies. In this research, 170 samples from 33 boreholes were taken in the Haft-Savaran area and analyzed for determination of Pb–Zn anomaly. Singularity method was a suitable method for separating Pb and Zn anomalies. Also, the results showed that the geochemical anomaly has occurred along NE–SW trend and is consistent with the sulfide mineralization process and the faults of the region.

Low-cost and environment-friendly green froth flotation modifiers of plant origin, such as guar gum, carboxymethyl cellulose (CMC), and starch, have been used in flotation of some sulfide and non-sulfide minerals. Certain green modifiers may be used as dispersants, flocculants, depressants, or activators. The functions of green modifiers in froth flotation highly depend on their molecular composition, flotation slurry chemistry, hydrodynamic conditions, etc. This paper will discuss the fundamentals, current applications, and potential new applications of guar gum, CMC, and corn starch in valuable minerals (phosphate, potash, and iron ores) and the unwanted gangue minerals (silica and clay minerals) flotation. In this study, improved flotation performance was achieved using some green modifiers in flotation columns with the more plug-flow environments than in conventional flotation cells approaching perfectly mixed conditions. This is because the hydrodynamic cavitation-generated ultrafine bubbles could help bridge ultrafine particles to form aggregates, promote the formation of flocs, and increase the stability of flocs.

The Coal Research Bureau of the School of Mines at West Virginia University, using a modified design of a Russian flotation device, was able to obtain a clean coal product containing 7.64 percent ash with 94 percent yield and 97 percent coal recovery. This favorable performance was obtained with the semi-pilot scale flotation cell operating as a simulated three stage unit on slurry taken from the fine coal circuit of a coal preparation plant. This experimental device, consisting of a sheet metal cyclone-like unit mounted on a U-shaped uplift pipe, uses a combined flotation and cyclone action to beneficiate the minus 14 mesh partially cleaned feed product. In addition to providing comparable analytical results, the airlift-cyclone possesses other attractive features among them being a low capital expenditure, utilization of moderate plant floor space, efficient "operation on high density feed slurry, and absence of moving parts.

One of the most important processing engineering tools for designing mineral processing facilities is linear circuit analysis. This technique, originally conceived and developed by Meloy, Williams, and Fuerstenau nearly four decades ago, provides fundamental insights regarding how unit operations interact and respond when arranged in multi-stage processing circuits. Researchers have successfully utilized this tool to improve the operating performance of industrial processing circuits incorporating coal spirals, magnetic separators, mineral spirals, and eddy current separators. More recently, advanced versions of this tool have also been developed to provide a standardized framework for circuit mass balance calculations, to output exact analytical solutions to mass yield and value-based efficiency expressions, and to estimate uncertainty propagation in separation circuits. This article reviews the historical development of linear circuit analysis, describes how the technique has evolved to address more complex circuit design problems, and presents industrial case studies that highlight the importance of this process engineering tool.

Automatic control of fine coal cleaning circuits has traditionally been limited by a lack of sensors. Although several nuclear-based analyzers are available, none have seen widespread acceptance. In this investigation, image analysis is used for on-line determination of ash content in fine coal slurries. The ash content of a flotation tailings stream is correlated to the mean gray level of the slurry. Based on a 90% prediction interval, an analysis of sensor performance indicates an accuracy of 73 ± 4% ash over a range from 65-90% ash. While this result is comparable to existing nuclear-based analyzers, the video-based system is only a fraction of the cost. The sensor is currently installed at the Middle Fork preparation plant owned by Pittston Coal Company.

The extraction of copper from sulfate leaching liquor was investigated using Acorga M5640 commercial extractant in kerosene diluent. The effects of important factors such as the extractant concentration, contact time, liquor pH, and temperature were examined on the separation factor Cu/Fe and the extraction efficiency of copper. The results indicated that nearly 92.32% copper was extracted from the leach liquor at 10% (v/v) Acorga M5640 concentration, 1:1 aqueous/organic phase ratio, 20 min contact time, pH 2.5, and 25 °C temperature. Also, the further increase in the values determined had no positive impact on the extraction of copper. Under these conditions, the separation factor Cu/Fe was obtained about 29.64. The extraction mechanism was studied applying the plot of log(D) – 2 pH against log [extractant] and it proved the association of two moles of Acorga M5640 for the extraction of one mole of copper. McCabe–Thiele diagram was constructed and a single-step extraction process was found to obtain themaximumextraction. Additionally, thermodynamic datawere investigated and the extraction process was endothermic and non-spontaneous at 298 K (ΔH = 27.05 and ΔG = 15.52 kJ mol−1). Moreover, the loaded organic phase was stripped and 80.94% copper was recovered after 20 min using 10% sulfuric acid concentration.

The reconstruction of the British mining industry which began shortly after nationalisation in 1947 continued until well into the 1950s with the support of the Government. This support diminished as plentiful supplies of cheap oil from the middle East made many coalmines un¬economic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined the financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A Government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal' (1). Plan for Coal aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The Plan proposed action along the following lines (a) increase output by major Investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output (b) invest in extending the life of existing collieries by gaining access to additional reserves, to give 12 million tons per annum extra output © by sinking new mines, produce an extra 20 million tons per annum. Figure 1 shows the contribution (2) expected from each of the three sources up to 1990/1. The measures taken were expected to offset the inevitable exhaustion of existing pits and provide the additional 40-42 million tons capacity needed to restore annual output in 1985 to 120 million tons. Parallel to this programme for expansion of deep mined output, opencast mining was to produce 10-15 million tons per annum. A recent review however, indicates that new mines are likely to yield only 10 million tons per annum by 1985, mainly owing to the need for public inquiries into proposals for new mining and the resultant fact that planning approval takes 'much longer than originally expected. Nevertheless the objective of 120 million tons deep mined output by 1985 is still considered achievable of means of a greater contribution from existing mines. This programme was originally estimated to cost 2,-56 million dollars at March 1974 prices, out revised estimates of the cost of Plan for Coal indicate that it may now exceed 6,960 million dollars at mid-1977 prices. Plan for Coal includes a substantial investment in new and reconstructed coal preparation plaints. At mid-1977 prices more than 322 million dollars Ls so be invested in coal preparation projects in the UK, at the rate of, about 70 million dollars a year. This rate 3f capital expenditure has been maintained over the past three years and covers investment in a wide range of coal preparation coals for the power station, coking and domestic markets.

The present work is concerned with selective dissolution of niobium from Gabal El Faliq concentrate sample by using fluoridefree process. The chemical analysis of concentrate sample revealed the presence of high amount of ZrO2, Nb2O5, Re2O3, and HfO2 assaying 33.6, 1.99, 4.8, and 1.2%w/w respectively. Several economic minerals including zircon, samarskite, fergusonite, and xenotimewere recorded in the studied sample. About 98%of Nb content was selectively dissolved at the optimumconditions of 1:2 concentrate sample: KOH weight ratio, 2.5 h fusion time, and fusion temperature of 550 °C. Organic solvent extraction process using Aliquat 336S in xylene was effectively used for preparing pure Nb2O5 (98.95%).

The first part of this paper comprises a general discussion on refractory gold ores and their mineralogy processing methods now in use are reviewed and test procedures for the important methods are discussed. Factors determining the selection of a process are outlined. The paper includes a survey of production plants using pressure oxidation, roasting and biological oxidation to process refractory ore. The status of processes under development is briefly reviewed.

The concept of mine safety is highlighted in the literature of sustainable mining but not extensively discussed. This study analyzes various aspects of underground and surface mine safety and emphasizes its importance in the context of sustainable mining. More specifically, this research attempts to find the relationship between mine hazards and demographic characteristics, examine and compare the perceptual difference among miners, and determine the impact of mine hazards on workplace safety and safety climate. Descriptive analysis, chi-square test, independent samples t test, and linear regression modeling were conducted to achieve study objectives. Results confirmed that mine hazards were significantly associated with age and experience. Miners perceived lower levels of management safety practices, followed by supervisor safety, coworker safety, and job safety. The analysis showed that underground miners reported lower safety scores than surface miners. There was a statistically significant difference between miners’ perception of safety climate (p < 0.05). The results showed that the higher prevalence of mine hazards predicts poor workplace safety and a low safety climate. The regression models revealed that mine hazards have a significant effect on workplace safety (p < 0.05) and safety climate (p < 0.05). In conclusion, the distinctive model of mine safety presented here contributes to the monitoring and design of comprehensive safety interventions and helps to better understand how certain factors interact on multiple levels to influence the overall safety of the industry. In this study, some suggestions are put forward to provide directions to develop a sustainable mine safety system.
