On April 21, 1980 the Oil, Chemical and Atomic Workers Union (OCAW) submitted a petition urging the revision of the Mine Safety and Health Administration (MSHA) permissible exposure limit to radon daughters in underground mines. This petition asks for: 1. Annual worker exposure to be lowered from the current 4 WLM/year to 0.7 WLM/year; 2. Full economic protection for workers whose exposure exceeds the proposed 0.7 WLM/ year; and 3. The primary means of lowering workers' radiation exposures shall be environmental controls. I will present the scientific rationale for the lower standard requested in our petition to the Department of Labor. [1. Radiation Exposures to Uranium Miners] Two types of radiation exposures are present in the environment of uranium mines: A. [External Exposure] to gamma sources which until 1978 was considered as negligible compared with internal alpha radiation. R. E. Utting (1), in an investigation of three Canadian uranium mines, found levels of exposures adding to an annual dose equivalent of 3 rems (30 mSv)/year. He concluded that gamma dosages may be a major fraction of the maximum permissible dose for many individual miners. The U.S. experience has shown that there is significant gamma exposure in U.S. uranium mines and, therefore, it could contribute to the total radiation exposure to the lungs in combination with internal alpha radiation. Before ventilation improvements in uranium mines, the contribution of external radiation to total lung dosage was relatively small. After improvements in ventilation, the reduction in internal radiation exposure appears to be in 1980 as low as 1/10 of the 1950 dosages. However, ventilation improvements do not affect external gamma radiation. Gamma radiation remains at the same 1950's level, and it represents today a higher proportion of the total radiation burden to the miner's lungs. MSHA regulations (57.5-47) state that if gamma exposure is below 2.0 milliroentgens per hour, then workers are not required to wear gamma dosimeters and cummulative gamma radiation records need not be kept. Assuming an exposure of 1.9 milliroentgens per hour per 173 hours/month for 12 months,a miner would accumulate a dose from external radiation of 3.9 rems/ year. This dosage would, of course, go unrecorded. MSHA, therefore, should consider a downward revision of the external radiation permissible exposure limit of 2.0 milliroentgens/hour. MSHA should make clear that this exposure level, when added to the internal exposure, does not make for sound health physics -even though the measured current levels do not approach 2.0 milliroentgens/hour. B. [Internal Exposure] to alpha radiation is still the larger contributor to lung irradiation in uranium miners. The target organ is still the lung. The parameters to be considered in determining the biological radiation load appear in Table I for radon daughters present in the upper respiratory tract (URT). The last two decades have witnessed the resurgence in popularity of a century old tool for shaping laws and public policy – the ballot initiative. In recent years, anti-mining special interests have used the initiative process to secure voter approval of measures to ban modern surface mining for gold and silver. In November 1998, voters in Montana approved such a measure1 – the effects of which have been devastating to the mining industry in that state. In November 1999, anti-mining groups sought to place a nearly identical provision on the general election ballot in Colorado. They did not succeed, but the battle over mining’s future continues in the most important forum of all – the court of public opinion. The Colorado measure failed, in large part, because its proponents failed to convey a positive environmental theme. The mining industry also exercised early-on the rights available under state law for administrative and judicial review of the initiative, instead of relying upon the limited relief that would have been available had it waited until after the secretary of state approved the measure for the November election ballot. This article will summarize the ballot initiative process in Colorado and the proceedings that took place over Initiative No. 215.

Adverse ground behavior events, such as convergence and ground falls, pose critical risks to underground mine safety and productivity. Today, monitoring of such failures is primarily conducted using legacy techniques with low spatial and temporal resolution while exposing workers to hazardous environments. This study assesses the potential of novel simultaneous localization and mapping (SLAM)-based light detection and ranging (Lidar) data quality for rapid, digital, and eventually autonomous mine-wide underground geotechnical monitoring. We derive a comprehensive suite of quality metrics based on tests in two underground mines for two state-of-the-art mobile laser scanning (MLS) systems. Our results provide evidence that SLAM-based MLS provides data of the quality required to detect geotechnically relevant changes while being significantly more efficient for large mine layouts when compared to traditional static systems. Additionally, we show that SLAM-specific processing can achieve an order of magnitude better relative accuracy relevant for change detection than quality metrics derived from traditionally deployed tests would suggest while reducing SLAM drift error by up to 90%. In collaboration with an operating block cave mine, we confirm these capabilities in field tests on a mine-wide scale and, for the first time, demonstrate methods of rockfall detection using MLS data. While more work is required to investigate optimal collection, processing, and utilization of MLS data, we demonstrate its potential to become an effective and widely applicable data source for rapid, accurate, and comprehensive geotechnical inspections.

"BACKGROUND Strata mechanics of three underground coal mines in central Utah were recently studied using a specialized finite element technique [1, 2, 3, 4]. The purpose of these studies was to examine relationships between mining and related seismicity. The longwall mining method was predominant, but room and pillar mining and barrier pillar mining were also used in the mines studied. In every case, high correlation between face advance and seismicity was observed. The specialized finite element technique allows for whole mine subsidence estimation at a kilometer scale and for stress concentration at a meter scale near a working face. Comparisons of observed mine subsidence with model subsidence allows for model verification and justifies detailed analysis of the evolution of stress at seam level. Yielding is expected near a longwall panel face and as the face is advanced the extent of yielding is expected to increase. The total number of element failures in a finite element mine model also increases, so a high correlation with associated seismicity, say, event count, is not so surprising. A brief review of recent coal mine studies in Utah is presented in the sequel. The procedures are given in some detail in application to trona mining. COAL MINES The analysis procedure begins with the geologic column and proceeds to specification of strata properties including elastic moduli and strengths. Joints are an integral part of the geologic model and joint set specifications include dip direction, dip, spacing, stiffness and strength. Spatial variability of strata properties in situ may be taken into account during analysis. Topography is important, especially to Utah coal mines that are developed from outcrop in regions of high relief. Mesh generation follows specification of data input. Finite element analysis is next, followed by reporting of results. In this regard, all finite element computations are based on first principles. No model “calibration” is done that involves adjusting computer input to obtain a fit to mine measurements such as subsidence profiles. Figure 1 illustrates the concept of a dual node – dual mesh finite element concept. Dual nodes are roof and floor nodes in mined areas. These nodes replace the seam. The dual mesh is a much refined mesh with displacement boundary conditions obtained from the big mesh and thus replaces the effect of mining in the region outside the dual mesh. The refined dual mesh allows for details of stress, strain and displacement near a working face of interest. Strata Properties Strata properties include elastic moduli and strengths of intact rock between joints and joint stiffness and strength for each joint set present. Both properties sets may be obtained from laboratory test data, although testing joints poses a sampling problem in the field. The statistical variability observed in laboratory test data, say, in unconfined compressive strength tests is often characterized by much variation. In fact, the coefficient of variation, ratio of standard deviation to mean, is often greater than 35 percent. When sample values are mapped back to the mine location, one may observe spatial variability as properties vary from place to place as shown in Figure 2. Spatial variability may be incorporated into a finite element analysis with probabilistic assignment of properties to elements in accordance with measured variability. The result is a more realistic model of rock in situ."

Pyrite cinder is generated by roasting pyrite for sulfur dioxide production. It contains up to 62% iron, but also may contain other hazardous or toxic materials such as Zn, Pb, As, T1, Cd, Cu, Sn and S. Furthermore, the physical characteristics are not properly suited for conventional sintering. As a result pyrite cinder is considered to be unsuitable for iron and steelmaking or for outside storage because of its potential for causing environmental problems. In recent years industrialized nations have put increasing pressure on the manufacturers to either use such waste products or properly dispose of them. In this study, solutions to both the iron recovery and disposal problem were attempted by pelletizing the pyrite fines with internal carbon. The pellets, after hydrothermal hardening, were reduced and melted in a furnace for hot metal production. Hot metal of usuable quality was produced and the hazardous materials were either collected with the fumes or in the slag.

In the grinding of dry non-metallic materials such as rocks, ores, gypsum, lime, and cement clinker, it is recognized that only a relatively small portion of the energy is utilized for actual size reduction, and the major portion of the energy used is converted into heat. As a result, heat is generated inside grinding mills imparting to the ground product a higher temperature than that of the mill feed. In some cases, as for instance in grinding cement clinker and gypsum into finished cement, it may be desirable to keep this temperature increase within certain limits, to avoid any change in the properties of the product and, because consumers may specify a maximum temperature of the finished product for reasons associated, with the tulimate use of the cement. The actual proportions of heat and useful work are somewhat indefinite. Some tests have indicated that nearly all the energy is converted into heat, and. other investigators have found that they could account for "everything except the noise." Investigations sponsored by the American Institute of Mining and Metallurgical Engineers, and carried out with an adiabatic calorimeter, indicated that a surprisingly high 19 percent of the energy might actually be used for size reduc¬tion. However, for the purpose of the following discussion it will be assumed that: (Fig. 1) 10% is lost in motor and gears 10% is lost by radiation and convection from the mill body 10% is used for size reduction, and. that 70% of the energy input leaves the mill as heat in the ground. product. A typical example (Fig. 2) would be a 7x22-ft tube mill operating in open circuit, driven by a 400 hp motor, charged with 77,000 lb of grinding media and producing 70 bbl or 26,300 lb of cement per hour. Reducing this cement from a clinker size of 96 percent passing a No. 16 mesh sieve to a specific surface of 3,230 sq cm per gm (Blaine) will increase the temperature of the cement approximately 143F above the temperature of the feed, as explained later. If the tempera¬ture of the clinker therefore is 125F, the finished cement will be 268F, which in some cases may be too hot. : When cement temperatures approach a range during grinding where dehydration of the gypsum becomes a problem, a logical consideration would be some means of reducing the temperature before it attains the range conducive to gypsum dehydration. Regardless of the varying degrees of heat generated within the mill or mills during grindingto various finenesses, consideration of the maximum safe limit for any type of cement being ground, which may vary fromplant to plant, govern in refining the mill circuit to obtain a safe temperature range. All plants are not necessarily required to do the same cooling job, and may or may not use cement coolers following the grinding circuit. (Not discussed in this paper). In the past, various means have been employed for controlling this temperature increase, Such means have included water cooling of the outside of the mill shell; equipping the shell with cooling fins; injection of moisture inside the mill; ventilation through the mill; and., in cases of closed-circuit grinding, drawing cooling air through the classifier; the purpose in all such cases being to remove heat from the grinding system.

"In 2008, the world quietly hit a milestone that did not receive much fanfare or publicity, but it hit one that marked a turning point in the history of mankind and the way the planet is and will be inhabited in the future. It was in 2008 that, for the first time, more than half of the world’s population, an estimated 3.3 billion people, resided in urban areas. The world’s population had moved from being a majority of agricultural and rural society to an urban society. Andrew Whalley, deputy chairman for Grimshaw Architects, said this change in where and how people live will continue to increase urban populations and, by 2050, it is estimated that more than 6.4 billion people will live in urban areas. To meet these needs, Whalley, speaking during the keynote session of the 2105 Cutting Edge conference in Denver, CO, said future cities will have to be reimagined and redesigned to be more efficient. A large part of that design will be in the infrastructure of those cities.At the Fourth Annual Cutting Edge Conference, Sept. 21-23, much of the discussion was around how the tunneling and underground construction industries improve cities in a number of ways, including societal, environmental and in overall efficiency. There was talk, not just about the improvements that society enjoys at the completion of such projects, but also about the challenges faced by the owner and contractor in the construction of such projects.The conference, titled Urban Tunneling, brought together some of the top minds in the industry to not only discuss the issues faced today, but also those that will shape the industry in the future.For his part, Whalley spoke about a number of projects around the world and how they have impacted society in ways beyond simply providing a better means for transportation of people or water. Notably, he spoke about the Crossrails project in London.London is a city of 8.6 million people and a history that dates back nearly 2,000 years. It is a great example of the challenges the industry faces in bringing modern efficiencies to an established city.Running more than 100 km (62 miles) with more than 42 km (26 miles) of tunnels passing through 40 stations, including 10 new stations, the project is the largest in Europe and will transform the way people move about the city."

The Zoro pegmatite project in east-central Manitoba occurs 20 km east of the historic mining town of Snow Lake. A composite sample (Master Comp) was prepared fromthree pegmatite zones within Zoro Dyke “D1” including the North, Central, and South Zones for mineralogical analysis and heavy liquid separation (HLS). The mineralogical examination was conducted on a subsample crushed to ca. P80 of 600 μm to determine the overall mineral assemblage, liberation of spodumene, and assess the potential recovery of spodumene by flotation. XRD and QEMSCAN results show that the sample consists of spodumene (10.5%), quartz (29.3%), plagioclase (29.0%), K-feldspars (21.3%), micas (5.1%), tourmaline (2.9%), and Fe-Mn-phosphates (0.1%). Spodumene is well liberated (88%), but also forms complex particles (7%), and middlings with quartz (4%). Liberation of spodumene increases from 81 in the + 600 μm to 95%in the − 106 μm size fraction. Liberation of quartz, feldspars, and micas account for 89%, 94%, and 83%, respectively. Electron probe micro-analyses and LA-ICP-MS showed that the average Li concentration is 3.7% in spodumene, 2196 ppm in micas, 1001 ppm in tourmaline, and 115 ppm in K-feldspars. Thus, spodumene accounts for 96%, micas 2%, Fe-Mn phosphates 1%, and both K-feldspars and tourmaline for < 1% of the total Li in the sample. The mineralogical data indicate the potential to recover spodumene by flotation with minimal Li losses due to other than spodumene carriers. Heavy liquid separation was conducted on the Master Comp which was crushed to − 6.4 mm, while the − 600 μmfractionwas removed fromthis test. The coarse fraction − 6.4mm/+ 600 μmwas subjected to HLS tests with eight heavy liquid-specific gravity cut-points (2.65 to 3.10 g/cm3). HLS indicates that it is possible to produce a high-grade lithium concentrate (close to 6% Li2O) after the rejection of iron silicates with magnetic separation.

Geomembranes have been used in the mining industry since the early 1970s in solution and evaporation ponds, tailings impoundments, and heap leach pads. Traditionally, heap leach pad lining systems have consisted of a single geomembrane liner placed directly over a prepared subgrade of locally available soil. Heap fills are constructed by placing a layer of highly-permeable drainage stone (overliner) over the geomembrane. Crushed ore is then placed on the leach pad in 3- to 10-m (15- to 30-foot) thick lifts, sometimes reaching final heights of several hundred feet. The crushed ore is irrigated with a chemical solution which dissolves the precious metals from the ore. The nature of the chemical leaching solution depends on the metal being targeted. Low pH sulfuric acid solutions are generally used to leach copper and nickel; high pH cyanide solutions are used to leach gold and silver. The metal-laden pregnant leach solution (PLS) passes down through the ore pile and is captured in a drainage system. Metals are extracted from the leach solution and the solution is then recycled back onto the leach pile. When under load, geomembranes are vulnerable to damage from large stones both in the soil subgrade and in the overlying drainage layer. Although intact geomembranes are virtually impermeable, installed geomembranes will have a small number of holes due to imperfect seams or damage during construction and filling operations. These holes serve as open pathways for leakage into the soil below. Smith and Welkner (1995) estimated liner leakage rates ranging from 5 to 10,000 L/ha/day, depending on the type of heap pad liner and level of construction quality assurance (CQA). Thiel and Smith (2003) reported liner leakage rates up to 2,000 L/ha/day for a valley fill facility with heads ranging from 15 to 35 m.

It is common in coal-cleaning operations to produce a fine waste stream which contains a considerable amount of coal, but which is not economical to recover both because it is mixed with large amounts of difficult-to-remove clay slimes, and because the fines are often heavily oxidized. Conventional froth flotation machines cannot produce an acceptable product from such material in a single stage of flotation, and even flotation columns often have difficulty cleaning this type of feed. A new type of flotation column was designed specifically to deal with these problems, and was installed and tested in a coal-cleaning plant in Ohio. The feed coal contained 39.8% ash as fine clay, and 2.83% total sulfur, and was 80% passing 176 micrometers. The coal was a thickener product which had oxidized for some time, and was very difficult to float. However, using the new column it was possible to recover up to 85% of the calorific value in a product containing less than 11% ash, and up to 60% of the calorific value in a product of less that 8% ash. The bulk of the pyritic sulfur was rejected from the coal as well. Multistage flotation tests showed that the flotation column was able, in a single stage, to produce the best froth flotation product that it was possible to recover from this coal.

A flowsheet for the recovery of nickel and cobalt from laterite ores has been developed which involves acid leaching followed by hydroxide precipitation of the metal values and then releaching of the hydroxide cake with ammonia. Investigations of the chemistry of extraction of nickel by LIX® 84-I and a developmental reagent, XI-84-IT, along with the physical properties of the organic phases are described. Based on these investigations, suggestions with regard to design of a solvent extraction plant and operating conditions are made.

The mineralogy and textures of cyclone dust, sludge, and occasional build-ups in the American Iron and Steel Institute (AISI) direct iron making pilot plant at Universal, Pennsylvania have been studied by reflected light, transmitted light, and cathodoluminescence microscopy, and phase compositions have been determined by SEM-EDS. The cyclone dust consists of particles of carbon, metallic iron, sulfur-bearing iron, and wustite. Measurements of particles in the sludge indicate that 69% are less than 2.5 µm across, 21 % are 2.5-5 µm, and 10% are larger than 5 µm. Mineralogically the sludge particles are mainly carbon and metallic iron, with minor wustite and sulfur-bearing iron. Build-ups that sporadically develop in the furnace consist of olivine, hercynite spinel, metallic iron, wustite, pyrrhotite, pseudobrookite, akermanite-ferroakermanite and gehlenite. The microtextures shown by the build-ups indicate that much of that material has precipitated at the build-up loci. This study has been supported by AISI and the U.S. Department of Energy.

Cerro de Pasco Corporation operates five large base metal mines in Peru having a combined production of some three million tons of ore a year. An integrated complex of concentrators, smelters and refineries produces annually about 25,600 short tons of copper, 48,100 short tons of lead, 60,500 short tons of zinc metal, 102,300 short tons of zinc concentrate, 8,272,000 ounces of silver and substantial amounts of bismuth, cadmium and selenium. Geology plays an important role in these operations. The organization of detail geologic work in and around the Cerro mines was set up by John M. Boutwell in 1918 and a geology department was established in 1920. Growing through the years, the department technical staff now numbers over thirty men and. their work covers all phases of geological investigations. Many outstanding geologists of the past and present, too numerous to name here, have studied and contributed to the knowledge of the deposits and the ever growing list of Cerro "alumni" must rival that of any other mining organization. Numerous papers on the geology of Cerro&apos;s mines can be found in the technical literature and several doctoral theses have been presented on Cerro subjects as indicated in the attached bibliography, Specimens of Cerro&apos;s ores can be found in museum, college and university collections throughout the world. Yet, as with all mines and mining districts, the geologic knowledge of Cerro&apos;s deposits in Peru is being revised and added to constantly. This presentation cannot hope to cover adequately all the phases of the geology and mineralization. For a more complete background and discussion of the mine you are referred to the bibliography. Here I shall outline only briefly the more important geologic features and describe some of the newer developments of recent years The credit for the data presented here belongs to the many geologists who have worked or are now working for Cerro de Pasco Corporation, but I must assume sole responsibility for any omissions or variations in the interpretation of their work.

Filtration of copper concentrates in the mining industry is carried out in cycles, mainly cake formation, expression, and blowing. Each of these cycles depends on the solid (mineralogy, porosity, particle size distribution), water, and air (density, viscosity, permeability, and relative permeability) properties that define the performance in each cycle. The fundamental phenomenon in cake formation and expression is a one-phase flow (water) through a porous bed of solid particles (the cake), while in blowing it is a two-phase flow (water and air) through the cake. Sometimes, due to a change in the properties of the mineral, a filtration plant is unable to maintain the capacity at the specified humidity. One alternative to solve this problem is to heat the air during the blowing cycle, which in turn heats the water in the cake, this process significantly decreases the water viscosity and only marginally increases the air viscosity. In this work, this strategy was studied at a laboratory scale. The results show a significant decrease in the blowing time as the temperature of the air was increased.

The disposal of the phosphate slimes produced by Florida beneficiation operations is perhaps the biggest single problem of the phosphate mining industry. This is an old problem which has not been solved and which is becoming increasingly severe. In a typical phosphate mining operation, the phosphate rock mined is initmately mixed with sand and clay, constituting what is known as matrix. During the beneficiation, the clay and other fine materials are separated usually at -150 mesh, and washed from the phosphate rock in a form of diluted slurry known as phosphate slimes. The quantity of slimes solids and their composition vary considerably with the location but usually represent from 25 to 35% of the ore mined. Because of the affinity that clays have for water, large volumes of water are required to separate the granular material in the matrix forming a dilute slime suspension (1.5 to 3% solids) of colloidal material, which settles very slowly, and thus requires immense impounding areas, which never becomes totally usable land. Ten small and intermediate-sized [11 GJ/hr to 264 GJ/hr (10,000 lb/hr steam to 250,000 lb/hr steam)] coal-fired boilers in the upper Midwest have each been tested on both a bituminous eastern coal and a subbituminous western coal. The purpose of this study was to determine the feasibility of substituting western subbituminous coal for eastern bituminous coal as a means of reducing the SO x emissions from this class of boiler and to demonstrate the feasibility of greatly expanded western coal utilization as a means of reducing the use of oil and gas. The scope of this study was such that the representative boiler types were tested on both eastern and western coal for a period of time sufficient to completely characterize their individual emission and operational characteristics.

The present article reports the recovery of potassium from mica scrap using carbide lime waste and NaCl. The acid leaching of mica [4 M H2SO4 at 90 °C] can recover a maximum of 25% potassium. However, in the chlorination roasting (with CLW and NaCl) water leaching process, it was possible to recover potassium to the tune of 94% [900 °C, 50 min roasting; mica:CLW:NaCl 1:0.75:1]. The formation of water-soluble phase like sylvite (KCl) and water-insoluble phases like anorthite ( CaAl2Si2O8) and nepheline ( NaAlSiO4) confirms the complete breakdown of the mica crystal structure. The extraction mechanism proceeds with the formation of a transition state followed by the release of potassium as KCl. The characterisation studies using ICP-OES, XRD, FTIR and FESEM support the proposed extraction mechanism. The salt produced by the evaporation of roast-leached liquor confirms the presence of sylvite and halite only, which can be separated to get the fertiliser grade KCl.

During 1995, the estimated consumption of lithium minerals in the western world was 139 kt (153,000 st).This amounted to 18 kt (20,000 st) of lithium carbonate equivalent (LCE). Overall tonnage demand for lithium minerals increased by 10.8 kt (11,900 st) during 1995from 1994. From 1992 to 1995, overall tonnage demand has increased 62%, from 85.5 to 139 kt (94,240 st). There are four major producers of lithium minerals. Gwalia Consolidated in Western Australia is the largest producer of spodumene. It supplies high-grade spodumene concentrate, fine-spodumene concentrate, glass-grade spodumene and chemical-grade spodumene.Tantalum Mining (Tanco) of Manitoba, Canada, produces high-grade spodumene concentrate, fine-spodumene, concentrate and montebrasite. Bikita Minerals in Zimbabwe is the largest manufacturer of petalite. It supplies high-grade and container-glass petalite.

In the current operational facility, due to the absence of pellet pot facility, a novel technique is developed wherein the pellets with different chemistries prepared in the laboratory are fired in an induration machine by placing them inside the Inconel baskets. In the present work, an attempt is made to optimize the pellet chemistry by developing 2 different flux pellets, viz., low basicity (B2: CaO/ SiO2 = 0.3) pellets and high basicity (B2 = 0.9) pellets, and further the effects of basicity on pellet properties, viz., cold compressive strength, porosity, swelling index, reducibility index, and softening and melting temperature, are studied. It has been found through the multiple operational trials that increasing the basicity of pellets from 0.3 to 0.9 results into improving the pellet strength, reducibility and softening and melting characteristics. Moreover, it is observed that the swelling index of pellets is reduced by adding 2% MgO to both low and high basicity pellets that could be attributed to the formation of high melting point slag in pellets. The operational trial has resulted into producing pellets that exhibit a combination of desired mechanical strength, improved swelling, and reducibility index and possess better softening–melting behavior among all the chemistries studied.

In our work as health physicists*, we do a lot of public speaking and interaction with the public on issues related to development of uranium mining and milling (?uranium recovery?) in the US. Accordingly, this paper is presented in a ?question and answer? format in which we have tried to capture what are some of the most common concerns we hear from citizens and address them. We have attempted to do so based on the best scientific information we have, representing information well documented in peer-reviewed scientific literature and consensus positions from both national and international scientific standard setting bodies and related committees.
