The complexity of modem open pit load-haul-dump systems is described, and the need for realistic working models is pointed out. Both standard and probabilistic simulation procedures are discussed, probabilistic simulation being indicated as the more powerful and practical technique. Acquisition of the necessary pit operating data required for simulator construction and general modelling procedures are described. Finally, results from a typical open pit simulator are used to indicate the scope of the technique.

Most diamonds are liberated from their ores by crushing. Diamond and other coarse grained mineral ores require carefully optimised crushing circuits. Recent advances in computer technology have made possible the on-line capture of crushing plant performance data and, hence, the accurate empirical modelling of the crushing process. Such models are used in simulation studies to determine the optimum operating conditions for a given plant. A system is described which allows operating data from mineral treatment processes to be logged. Up to 16 channels of data may be recorded simultaneously at sampling rates in the kiloHertz range per channel. A data storage and analysis procedure is described which allows the system to make full use of its sampling capabilities.

Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

An analysis of the state-observability characteristics of a dynamic tank-to-tank model of a flotation bank indicates that the concentrate-flow rate of each tank can be estimated from accurate measurements of the pulp height in each tank and the final tailings flow-rate exiting the final tank. Therefore, there is an opportunity to construct an observer (model-based soft-sensor) which can estimate the concentrate flow-rate of tanks in a flotation bank. The concentrate flow-rate, i.e. mass pull, is generally measured by means of froth image analysers on industrial plants. A model-based soft-sensor will not only provide a means to validate froth image analyser results, but could potentially substitute them as they are less expensive to implement and maintain. The South African platinum mining industry is using a number of different mining methods, including variations of the same method, to extract the narrow reef tabular platinum deposits of the Bushveld Complex. These mining methods fall into three broad categories, namely conventional, mechanised and hybrid mining. A question sometimes asked in the industry is whether mechanized mining methods are more efficient than conventional mining methods. An objective answer requires the methods to be evaluated against multiple criteria simultaneously, whereby each criterion has a relative degree of importance in the overall decision. The most efficient method is the one that scores highest on each criterion. However, some of the criteria can be conflicting, such as by increasing dilution the shaft head grade decreases. The analytic hierarchy process (AHP) methodology was selected for the study because it is used to solve problems of this nature. A survey was carried out to determine the relative importance of each efficiency criterion by drawing on the knowledge and experience of mine technical services and project management practitioners in the industry. Efficiency data for four different mining methods drawn from the Egerton (2004) study were used as a case study. The conventional mining method ranked as the most efficient mining method from the four methods considered. The exercise indicates potential for the AHP to be used in the South African platinum mining industry as a tool for selecting optimal layout designs, conduct regular evaluation of the performance of production shafts, or objectively evaluate line managers for promotion. The work described in this paper is part of the methodology used in a current PhD research study at the University of the Witwatersrand. A modified germanium recovery process in conventional zinc metallurgy, based on the understanding that ferric hydroxide has strong ability to coprecipitate germanium element, was presented. The relaxed lab-scale experiments were conducted to evaluate its technological feasibility. The experimental results obtained show the new process has great competitive advantage over the conventional one.

Mine dumps created in terms of the pre-MPRDA regime (old order mine dumps) are currently not regulated by the MPRDA, and the common law owners of such dumps are free to process them without the need to obtain the relevant rights. The MPRDA Amendment Act purports to change this position. However, the wording of the Amendment Act raises a number of problems which render the post-amendment position at best unclear and at worst absurd and unworkable. The primary concern with the Amendment Act is that, on one interpretation, material placed on the same dump at different times may be treated differently at law. Thus, parts of a dump may be subject to one person?s right while others may be subject to another?s right. Moreover, case law has generally regarded mine dumps as movable property and, by extending the MPRDA to apply to all mine dumps, the Legislature is extending the ambit of the Act to cover movable property, a scenario not contemplated by the wording of the Act (even after its amendment) in relation to applications for rights. The better interpretation of the amendments, which are not yet in force, is that they will not apply retrospectively to old order mine dumps.

Scope We have conducted our audit in accordance with International Standards on Auditing. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes: examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements, assessing the accounting principles used and significant estimates made by management, and evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion. Audit opinion In our opinion, the financial statements fairly present, in all material respects, the financial position of the Institute at 30 June 2005 and the results of its operations and cash flows for the year then ended in accordance with South African Statements of Generally Accepted Accounting Practice.

Metal inventories are usually reported in financial statements of mining companies. However, the value of these inventories can be reliable only if the metals in stock are measured within acceptable tolerances. Reliable metal balancing requires accurate mass measurement, sampling, and chemical analysis. Many mining companies are usually unable to validate the accuracy of metals in inventories at the end of their financial year. This is mainly due to poor mass measurement, sampling, and chemical analysis practices. This has an adverse impact on metallurgical accounting and metal valuation. In addition, it puts a lot of stress on external auditors, who have the duty to recommend the approval of the financial statements to the board of directors. Although a full value chain of metal reconciliation includes the accuracy of Mineral Reserve definition and grade control at the mine, this paper discusses the implementation of best practices for mass measurement, sampling, and chemical analysis at processing plants. This is an important aspect of sampling and reconciliation that is required in order to improve the reporting of inventories in the financial statements of public mining companies. Tornados are the most violent weather events in the world, and we have all seen the forces and phenomena created by tornados in nature. Airgrinder AB has been working with a material treatment technology, which most easily could be described as an artificial tornado. The process consists principally of one air fan providing a high-velocity airstream that enters a mechanical cyclone. When the gas enters the cyclone, an outer vortex is created. This outer vortex rotates next to the cyclone wall, and at the bottom of the cyclone funnel the gas stream is turned and an inner vortex is created. The control of the air flow is tuned by a special device on top of the cyclone. The gas outlet is at the top of the cyclone and the material outlet at the bottom. The material is fed through a feeding device into the air stream channel prior to the inlet into the cyclone. The process is basically an improved grinding and dehydrating system, which is very efficient and environmentally friendly and can even be employed with very sticky materials. Also due to its rotating comminution, the material particles become rounded during grinding, hence more free flowing and easier to handle. MEFOS has already tested more than 30 different applications in the pilot equipment. The materials tested range from metallurgical slags containing 2?3% moisture to sludges with up to70% moisture. This technology has a potentially strong impact on mineral beneficiation, including the drying of sticky fine-grained materials, improved and selective gas scrubbing and the manufacture of free flowing powders.

This paper sets out to consider a specific type of corrosion protection system, which is referred to as a Duplex Coating system. The dictionary describes a duplex system as consisting of two elements or a “twofold” composition. The duplex system described in this presentation is such a two-part corrosion protection coating, viz, hot dip galvanizing as the firm base or primer, followed by a top paint system designed to combat severe corrosive environmental conditions encountered in nature. In principle, the duplex system is a cost effective and balanced, designed coating that is suited to the environmental conditions and service life requirements.

Physical testing of rock support for rockbursting conditions has been carried out for over 40 years. A review of this testing shows that it has been mostly component based, rather than actually testing support systems. Further, it is concluded that none of the testing is truly representative of rockburst loading in a similitude sense. Similitude conditions are not achievable, mainly because the real conditions in a rockburst event, such as seismic source location and magnitude, wave frequencies, amplitudes, and interactions, are not all known. Because such information is not available, and because the results of all testing carried out to date have not been able to define, for support design purposes, the capacity of support systems, ongoing physical testing of rockburst support systems is essential. It is essential that the test should simulate, or actually take place in, a supported rock excavation. A rock support system is a combination of individual support components that work together to retain and contain the rock. In doing this, the components are subjected to loading by the rock and to interactive loading between one component and another. It is necessary to prove the capacity of such rockburst support systems by subjecting them to severe loading, as in direct blasting. The direct blasting approach, pioneered more than 40 years ago, probably still provides the greatest validity as a significant test of rockburst support capabilities, even though it does not simulate a rockburst. Direct blast testing of rockburst support systems in a surface environment, such as in a quarry or on exposed rock cutting surfaces, could represent a practical development of the approach, facilitating the execution and monitoring of tests.

The conference was attended by traditional leaders in the North-West Province, officials from the Department of Local Government and Traditional Affairs, and executives from the mining industry. The presentation concerned traditional governance in mining, communities? rights in terms of applicable legislation, and the corporatization of community affairs.

Skorpion Zinc, an integrated zinc mine and refinery located in the south of Namibia, has a production capacity of 150 000 t/a of special high grade (SHG) zinc. The Skorpion zinc oxide resource will be depleted by 2017. Extensive exploration drilling for additional zinc oxides was conducted without success. With the abundant availability of zinc sulphide concentrates regionally (Black Mountain and Gamsberg in the Northern Cape or Rosh Pinah Zinc and new deposits in the Rosh Pinah region) the life of the operation can be extended by processing of zinc sulphide concentrates. The leach kinetics of zinc sulphides is vastly slower than for oxides, preventing the processing of zinc sulphides in the existing process under current conditions, and Skorpion Zinc faces the challenge to identify a suitable zinc sulphide treatment process that can be integrated with the existing plant. Various zinc sulphide processing options were identified through an extensive literature search and non-viable options were eliminated. Mass and energy balances were established for potential options and an economic evaluation (including capital and operating cost estimation) was conducted to identify a suitable process. It is concluded that ferric leaching of sphalerite in a sulphate medium under atmospheric or pressure leach conditions are suitable processes for Skorpion Zinc. These processes present advantages over all other zinc processing options when elemental sulphur is preferred as the final deportment for sulphide sulphur. Both these processes can be integrated into the existing refinery and will be able to process concentrates with a wide composition range.

Ruhrkohle in West Germany evaluates and compares the net present values of long-term periods from its coal mines by a computer assisted long-term planning system. Two main parts of this system are computer programs for the prediction of: (a) mineable reserves and their distribution in longwall panels as a function of dependent geological variables; (b) daily outputs and costs of longwall panels as a function of dependent geo- logical, layout and operational variables. This paper describes the investigations, which ended in the above computer programs: ? the collection of information from past workings and their organization in databases; ? the statistical evaluation of the databases, and ? the resulting correlation formulas. The correlation formulas vary the mean dependent variables as a function of independent variables which can be indicated with high reliability for planning projects in the long run. The system thus serves the purpose of facilitating long-term planning and excluding biased individual judgement of local planning staffs.

Over the past few decades the commercial application of heap bioleaching technology for the extraction of base metals has become increasingly important, due mainly to the depletion of high-grade ore reserves. Heap bioleaching is widely used for the extraction of copper from secondary copper sulphide ores. The design and engineering aspects of the process have received considerable attention, but issues related to the microbiology of the process have been subjected to less rigorous scrutiny. The major role of micro-organisms in bioleaching processes is to catalyse the regeneration of ferric iron and protons, from ferrous iron and by sulphur oxidation respectively. It is accepted that even the most carefully engineered heaps are heterogeneous in terms of temperature, pH, the presence of anaerobic pockets, irrigation efficiency, and dissolved solutes. Since interactions between solution chemistry, mineralogy, and microbial populations exist in heaps, a better understanding of the correlation between microbial numbers and types with changes in these chemical and physical profiles with time would be beneficial during process design and operation of heaps, and could result in faster start-up times and higher metal recoveries. This paper reviews the role of microbiology in heap bioleaching processes. Aspects such as microbial diversity, identification and monitoring of cultures, inoculation strategies, colonization behaviour, and tolerance to metals and salts are discussed, and the potential contribution of the knowledge to the improvement of the operation and design of heap bioleach processes assessed. Conclusions are drawn with respect to the role of genetic engineering, heap inoculation practises, and remaining areas for future heap bioleaching research and development.

During the course of 2011 the nationalization of mines emerged as one of the most contentious and emotive political issues under review. Some four years after the African National Congress electoral conference held in Polokwane, which had led to a change of leadership within the country's ruling party, elements within the ruling party's youth league, which had been virulently supportive of the change in leadership, turned on the incumbent President, using the mining question as its rallying call. At issue was the expressed perception that mining has, since the country's democratization, not delivered the anticipated benefits to the population as a whole, continues to be the preserve of the capitalist element of the South African community, and is therefore in need of radical reform. Aspersions were made that transformation within the industry had failed dismally and that mining companies had not delivered against their commitments to the Mining Charter and social and labour plans. The debate became extremely vocal and heated, evoked dramatic and emotive opinions, and vigorous skirmishes on the matter were fought in the media over much of 2011 and into 2012.

This paper investigates the effect of chemical and physical operational parameters on the reverse flotation of Timbopeba itabirite iron ore in a pilot-scale pneumatic flotation cell. Operational parameters include collector and depressant dosages, feed rate, superficial gas velocity and solids concentration. Results show that increasing collector dosage results in an increase in quartz recovery, particularly for the coarser quartz where recovery increases by nearly 30%. Increasing depressant dosage results in a decrease in both quartz recovery and hematite loss, for the coarser hematite particles. Increasing the feed rate has no effect on quartz recovery or hematite loss, suggesting that the pneumatic flotation cell is not residence time constrained. Increasing the superficial gas velocity results in an increase in quartz recovery to an optimum at a Jg of around 0.6 cm/s after which it decreases significantly, particularly for the coarser particles where recovery decreases by as much as 50%. Decreasing the solids concentration does not affect quartz recovery but results in significant decreases in hematite loss. Here, fine and coarse hematite loss decreases from around 25% to 12% and 10% to 2% respectively. Superficial gas velocity and solids concentration are operating parameters which have the largest effect on the flotation performance of the pneumatic flotation cell. Results suggest that this flotation cell should be operated at relatively low superficial gas velocities and solids concentrations. However, these are pilot-scale findings and would need to be tested at an industrial-scale where different operating conditions may be optimal. The fundamental ideas of Computer Aided Lignite Mining (CALM) with respect to hardware and software used at Rheinbraun are explained and outlined in detail. The computers used in the main data processing department and in the different departments in the mines are described. Special emphasis is laid upon the network connecting the computers at different places for data-exchange. Concerning technical applications, the main facilities of CALM are deposit and pit modelling, complex geomechanic computations and mass calculations, data recording from the production process in the pits and refining plants, and detailed information and planning systems for water management and mining equipment. Concerning administrative applications, the main facilities of the software are the accounting system with cost controlling and planning, the materials management system with stock control, forward planning and computer supported order procesing, a system for the administration of property within and surrounding the mines, and systems for personnel administration and payroll. The various software systems developed for these application and the influence of data processing technique, such as data base management and the interconnection of data processing systems, are demonstrated.
