A brief resume follows of some recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous-Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors during their inspections of bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, following further consultations with representatives of management and mine workers, and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. The inspectors were active in making prompt investigations of hazardous mines that had been closed by order of the Coal Mines Administrator to determine if enough improvements had been made to allow the mines to reopen. Federal coal-mine inspectors also had temporary authority to close mines they found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.

National Institute for Occupational Safety and Health method 7703 is a portable field procedure for the analysis of workplace air filter samples for hexavalent chromium (CrVI) content immediately after the samples are collected. The field method prescribes CrVI extraction from air filter samples with an ammonium sulfate/ammonium hydroxide extraction buffer using ultrasonic extraction (UE). Strong anion-exchange solidphase extraction (SAE-SPE) is then used to separate CrVI from trivalent chromium and other interferences. Portable spectrophotometric measurement of CrVI is then conducted using the 1,5-diphenylcarbazide (DPC) method. However, it has been found that the ammonium extraction buffer does not dequately bring insoluble CrVI compounds into solution during the UE process. Thus, it was deemed necessary to modify the field method so that it would provide acceptable recoveries for insoluble CrVI compounds. To this end, a more alkaline extraction solution—sodium carbonate/sodium bicarbonate buffer—was investigated. The modified procedure using the highly alkaline extraction solution was demonstrated to be compatible with SAE-SPE cartridges when determining insoluble CrVI in air filter samples. It was found that the carbonate/bicarbonate buffer was equally effective for complete dissolution of both insoluble and soluble forms of CrVI. Furthermore, the modified procedure met desired performance criteria established for air sampling and analytical methods. THE PURPOSE of this investigation was to develop methods for analyzing coal derivatives and products from the Fischer-Tropsch synthesis. As part of this investigation it was necessary to study the mass spectral characteristics of many classes of compounds. The mass spectra of alcohols, the trimethylsilyl ether derivatives of alcohols, acetal-type compounds, ketones, esters, and naphthenes were correlated with structure, and analytical methods were formulated. A method was devised to determine the ratio of branched to normal hydrocarbons up to CIS in the Fischer-Tropsch product. Low-ionizing-voltage mass spectrometry was combined with type-analyses to analyze tar acids and neutral oils from coal. The necessary sensitivity correlations at low-ionizing voltage were developed, particularly for phenolic compounds. Special analytical techniques were developed for the mass spectral analyses of specific compounds and compound types including (1) oxides of nitrogen, (2) hydrogen sulfide, (3) isomers of butenes and pentenes, and (4) hydrogen deuteride. An investigation was made of the effects of various hydrocarbons and oxygenated compounds on tungsten filaments in the mass spectrometer. The operating characteristics of rhenium filaments under similar conditions were studied. Several improved sample handling techniques were developed, including an automatic manometer and a self-filling micropipet. Studies were made of anomalous and negative peaks in the mass spectra of certain gases.

Waste disposal schemes using spent shale in embankments require a thorough knowledge of its geotechnical engineering properties for environ-mentally safe disposal. In this context, the objective of this laboratory investigation was to determine the physical properties, geotechnical properties, and composition of spent oil shale retorted by the PARAHO and TOSCO processes. Physical properties consisted of mechanical analyses, Atterberg limits, and specific gravity determinations. Geotechnical engineering properties were determined by compaction, maximum-minimum density, unconfined compression, triaxial compression, permeability, direct shear, Ko, cyclic tri-axial, resonant column, and Los Angeles Abrasion tests. Petrographic, chemical, and scanning electron microscopy analyses were used to determine compositional features. Unprocessed shale is hard and durable and more properly described as a carbonate rock instead of shale. PARAHO is classified as a GP, while TOSCO classifies as an SM. PARAHO requires no moisture for compaction to maximum densities; however, TOSCO does. Retorting causes a loss in durability but creates self-cementing characteristics, which for PARAHO a 3-to 8-fold strength increase was observed, while for TOSCO the increase was 1.5 to 3 folds. The shear strength, compressibility, and dynamic properties of compacted PARAHO are comparable to those for sandy gravels. Compacted PARAHO is semipervious, while compacted TOSCO can be semipervious to impermeable.

Ventilation of underground workings consists of establishment of such control of air currents that the underground workers may work in safety, with maximum comfort and efficiency, mad without impairment of health; and that the mine openings may be made subject to such control of air flow as to remove from the workings at ordinary times harmful gases and dusts, and at time of emergency, such as fire or explosion, there may be maintained as much or as little air flow as may be desired covering portions of the mine or the mine in its entirety. Control of air flow is the keystone of any ventilating structure, and this very essential feature is obtainable only by the installation of mechanically operated fans, to ether with other ventilating devices such as doors, overcasts, regulators, etc. Every mine, large or shall, coal or metal, should from the outset be equipped with a fan. While much has been written about natural ventilation and many claims have been made that in specific mines there is sufficient natural al" flow, there are few if any mines, coal or metal, where natural ventilation supplies anything like adequately safe or healthful conditions for underground workers even at ordinary times; and at a time of mine fire or explosion the mines depending upon natural ventilation are practically helpless, and certainly are decidedly dangerous to those unfortunates forced to be in them.

General statement.-The briquetting tests conducted by the technologic branch of the United States Geological Survey had their beginning in the testing of coals and lignites at the Louisiana Purchase Exposition, St. Louis, Mo., in 1904. Briquetting tests were made at the fuel-testing plants at St. Louis, Mo., and at Norfolk, Va. Similar tests to be made at the experiment station of the Bureau of Mines at Pittsburg, Pa., form an essential part of investigations looking to the determination of the fuel value of the coals and lignites belonging to or for the use of the United States. The tests have comprised (1) the manufacture of briquets to determine the adaptability of different coals and lignites to the process and the merits of different binding materials; (2) physical tests to establish the fitness of the briquets to withstand weathering, transportation, and handling; and (3) steaming tests to prove the calorific value of the briquets in boilers of different types used by the Government, and, by comparison with the raw coals, the benefits to be derived from briquetting. Details of the tests have been issued in other publications. list of Government publications on fuel testing and briquetting is given at the close of this volume. Tests at Norfolk.-The fuel tests conducted at Norfolk included a detailed investigation of a number of Virginia and West Virginia coals that are bought by the United States Government for the Navy and for use in constructing the Panama Canal, and are extensively used by the merchant marine, manufacturing plants, and railroads. Through a cooperative arrangement with the Navy Department steaming tests of the coals were undertaken to determine the relative merits of the same coal when burned raw or as briquets in marine boilers. Preliminary arrangements were made between Joseph A. Holmes, then expert in charge of the technologic branch of the United States Geological Survey and now director of the Bureau of Mines, and Rear-Admiral Charles W. Rae, Chief Engineer of the United States Navy. The tests were made on board the U. S. torpedo boat Biddle, designated for the purpose, beginning December 6, 1907, and ending January 27, 1908. The coal used in these tests came from the Sewell and Beckley beds in the New River district of West Virginia. With the particular equipment used in the tests both coal and briquets were far. from smokeless; consequently the data of this bulletin are applicable only by analogy to parallel operation with a coal more nearly smokeless, but nevertheless applicable with much reliability. The possibilities of coals of different composition are indicated by the data to be published in a bulletin of the Bureau of Mines, wherein the present authors describe a number of tests in which only a very slight amount of smoke was emitted while burning raw coal from the Pocahontas No.3 bed, West Virginia, and briquets made therefrom at rates of combustion very much higher than any rates used in the torpedo-boat boiler. At a combustion rate of 120 pounds of the Pocahontas briquets per square foot of grate surface there was scarcely any smoke. It was the original intention to make a set of preliminary steaming tests alongside a dock (which tests furnish material for this bulletin) and to finish with a set of running tests at sea; but the running tests were never made, for lack of time and men.

ANTICIPATING the eventual use of the huge tonnages of nonmagnetic taconites of the Mesabi range of the United States, the Federal Bureau of Mines is classifying and evaluating these deposits in detail. This introductory report describes work begun in 1954 as part of a long-range program to sample, classify, and evaluate important occurrences of nonmagnetic taconite on the Mesabi, range. Included in this report are brief discussions of the geology, history, and potential of the Mesabi range district and mining industry, together with a more detailed presentation of the sampling and metallurgical evaluation of these nonmagnetic taconite deposits. A total of 898 field samples was collected. Most of these were taken in the region between Grand Rapids and Chisholm, Minn., but a few came from the area between Chisholm and Buhl, Minn. Of the total samples, 865 were from open pit bank faces where the greater vertical distances presented by the cherty members facilitated the taking of a large number of samples. Conversely, the narrow face presented by the slaty members confined and limited the areas from which samples were taken. In addition, 33 of the field samples were taken from rock dumps in order to determine, in a preliminary way, the characteristics of these materials.

The possible utility of selected compositions in the systems SrO-ZrO2-MgO and SrO-ZrO2-Dolomite for commercial refractory products was confirmed in this study. Specifically the compositions of interest are located in the sub-systems SrZrO3-ZrO2-MgO and SrZrO3-ZrO2-Dolomite. Both sub-systems have regions that are not affected by hydration, but the sub-system SrZrO3-ZrO2-MgO has a larger candidate compositional region. Solid state phase relations were determined for the subject systems over the temperature range 1600°C to 1300°C, with compatibility diagrams presented for each. The systems appear to show good refractory character with no apparent low melting compositions. As the compositions of commercial interest lie mostly in the higher ZrO2 portion of each system, information is presented regarding the firing treatment required to develop stabilized cubic ZrO2. A list of suggestions for further study of these systems, to further delineate the characteristics required for possible commercial utilization, is presented.

Carbon-13 nuclear magnetic resonance (18CNMR) spectra of nine 2-substituted pyridines, seven 3 -substituted pyridines, and nine 4-substituted pyridines have been obtained and analyzed. Substituents included both electron-releasing groups and electron-with hawing groups. Substituent effects on the magnetic shieldings of the ring carbons, except for those in the 2-positions of 2-substituted pyridines, were found to be quite similar to the effects reported for the monosubstituted benzenes, Thus, at least to a first approximation, the two classes of compounds have similar shielding mechanisms. Shieldings of the carbon atoms in the 5-positions of 2-substituted pyridines and those in the 6-positions of 3-substituted pyridines were found to reflect electron release or withdrawal by substituent groups, The pyridinium cation and the compounds 2,2'-dipyridyl and benzonitrile were also investigated.

Finite-element,, mathematical models that solve LaPlace's and Richard's equations numerically were used to locate the phreatic surface within tailings pond embankments and to define the subsurface flow of water from the pond. Both must be known to design structurally and environmentally safe tailings dams. The permeability distribution within and beneath the embankment, the fluid potential values upgradient and downgradient from the embankment, and the geometry and elevation of an approximately impermeable layer at some depth beneath the embankment were used as computer inputs in analyzing over a dozen finite-element models of tailings dams varying structurally from simple to complex. Results predicted with the finite-element model were confirmed with measurements in a laboratory model of a tailings pond and in the field. Of particular importance to the design of safe slopes, all data indicated that the phreatic surface within a tailings dam is concave upward, a configuration opposite that in most earth dams. The close correlation between predicted and experimental values confirmed the practicability of using the finite-element technique to design safe tailings dams.

This annual report deals with a multi-faceted research effort to increase mine electrical system safety. The project can be broken down into six task areas. Task one deals with the development of tests and instrumentation to perform these test- that are designed to detect incipient faults on mine power systems. This program also encompasses evaluation of the tests and automation of data collection and recording using a microprocessor. Task two concerns the prediction and suppression of mine electrical transients. This program involves digital simulation and suppression hardware evaluation. Task three deals with the reliability and fail safe assessment of various components of the mine electrical system including both the protective system and bulk power system components. Task three deals with theoretical analysis, laboratory testing and in-situ testing in coal mines of power system devices. Task four is an effort to design an optimal mine electrical distribution system. The initial effort is along the lines of refining analytical tools such as the load flow model. Task five is an attempt to optimize the selection of molded case circuit breakers makes or models on the basis of total annual cost. Task six assesses the availability of equipment to satisfy existing federal regulations.

In the spring of 1944 the Congress passed Public Law 290 (58 Stat. 190, 30 U. S. C. Sec. 321) "authorizing the construction and operation of demonstration plants to produce synthetic liquid fuels from coal, oil shales, agricultural and forestry products, and other substances, in order to aid the prosecution of the war, to conserve and increase the oil resources of the Nation, and for other purposes." Section 2 reads: "In order to carry out the :purpose of this act, the Secretary of the Interior is authorized- (a) to conduct laboratory research and development work, and, with pilot plants and semi-works plants, to make careful process engineering studies, along with structural engineering studies, in order to ascertain lowest investment and operating costs necessary to determine the best demonstration plant designs and conditions of operation;

This report contains Bureau of Mines analyses of 291 samples of crude petroleum from the Gulf Coast Area of Louisiana and Texas. Included are 65 analyses from 51 Louisiana fields and 226 analyses from 216 Texas fields. Analyses from the Texas fields include 90 from 58 Upper Gulf Coast fields, 47 from 28 Middle Gulf Coast fields, and 89 from 40 Lower Gulf Coast fields. The analyses represent fields that produced 1,000 barrels or more per day during at least one of the years 19.57 through 1961, with the exception of 23 analyses from the Texas fields. The fields considered are listed by state and geographical groupings, with field names arranged alphabetically within each grouping. The tabulation also includes information concerning the geological sources of the samples. General characteristics of the crude oils and analytical and computed data determined from the analyses are summarized. Crude oil production data are given for the fields for 1960 and 1961 and are cumulative through 1961.

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

Chromite deposits along the Border Ranges Fault in southern Alaska were investigated by the Bureau of Mines. This report, part 1 of a two- part series, describes the deposits. Part 2 describes the mineralogy and the results of metallurgical tests. Fieldwork began in 1981 and continued through 1983. Ninety-four subeconomic podifom chromite deposits in eight mafic-ultramafic complexes were investigated. Previously unreported chromite deposits at Red Mountain on Kenai Peninsula, on Kodiak Island, and near Tonsina are described. Deposits range in size from less than a thousand tons to over 1.25 million tons of contained chromic oxide (Cr203). Grades range from about 5 to 10 pct chromite. Excluding all deposits more than 10 miles from tidewater or existing roads and all deposits containing only chemical- or refractory-grade chromite, about 2,200,000 tons of Cr203 are contained in 41 hard-rock deposits. A placer deposit contains an additional 556,000 tons. These 42 deposits constitute a subeconomic indicated and inferred reserve sufficient to meet the Nation's chromite demands for about 4 yr, or the metallurgical industry's demands for over 5 yr, at 1981 consumption rates.

Poisonous hydrocyanic acid gas (HCN) is sometimes evolved in dangerous quantities from cyanides used in metallurgical and chemical operations. This gas is much used for fumigating buildings, ships, greenhouses, and such commodities as grain and cotton to destroy rats, mice and insect pests. Wherever cyanide fumes are evolved, thorough ventilation is necessary in order to render the sur- rounding air safe to breathe. Many persons have been killed by entering tanks and fumigated places too soon, and a simple test for this gas would promote safety. In view of the need for an easy method for quantitatively determining HCN in air, the three color reactions used originally for testing HCN in solution tions *** were modified and adapted. The reactions employ (1) picric acid (CH(NO2)3OH) which is yellow but combines with hydrogen cyanide to form a red- purple dye, isopurpuric acid****; (2) phenolphthalin (CH1604), which is a reduc- tian product of the phenolphthalein (CH4) used for acid indicator, this colorless substance is oxidized***** by presence of HCN to pink colored phenolph- thalin; and (3) guaiacum which oxidized from colorless to blue******. Phenolph- thalin and guaiacum require the presence of copper compounds which catalize the color formation by reduction of cupric cyanide. A variety of shaft and hoist equipment exists in the United States. Nearly all hoist systems are electrically driven. Machine elements which comprise the hoists and ancilliary equipment include bearings, shafting, drums, gear reducers, couplings, brakes, clutches, sheaves and electrical motors. Volume I, Systems Description, describes the various components encountered in most mine hoist and shaft installations, and brief descriptions of functions and constructions. Hoist ropes and balance ropes are specifically excluded from this report. Associated with the hoisting system is the headgear, shaft and equipment, loading/dumping facilities and the actual conveyances and their rope attachments. Volume II, Inspection and Maintenance Procedures, discusses scheduled Inspection and preventative maintenance in general terms. Preventive scheduled inspection and maintenance procedures assist in the smooth operation of mine hoisting plant, by the prevention of unscheduled or catastrophic equipment failure and its attendant downtime. Schedules and overall maintenance planning is required at the management level. Records and equipment logs must record inspection and maintenance, and unusual operations or incidents. A cross reference between MSHA regulations and various equipment components is included as part of the report. A discussion of the various non-destructive testing methods which may be applied to hoisting equipment is also included.

VARIABLES OF composition and environment affecting storage stability of gasoline-type fuels were studied, utilizing radioactive tracers and other analytical techniques. Changes in gasoline composition brought about by aging were determined and correlated with gum formation. The amounts of reaction of selected gasoline components, measured by radioactive tracers, were determined in a gasoline-type blend and in a mixture of 17 selected pure gasoline components. The data show that sulfur compounds, nitrogen compounds, polycyclics, and olefins enter into gum-forming reactions. Certain sulfur and nitrogen compounds were found to be most reactive in the gum-forming process. Results of this study indicate that the aromatic constituents of gasolines may contribute substantially and directly to gum formation. A mixture of tetralin and indan-type compounds is reactive, and this mixture appears to be the main aromatic portion entering into gum formation. A secondary but significant amount of naphthalenes also appears to have reacted in the gum-forming process. Analyses of the sulfm compounds in a fresh and an aged fuel indicated that elemental sulfur, hydrogen sulfide, thiols, sulfides, and disulfides were depleted during aging, but thiophenes and residual sulfur compounds were not depleted by fuel deterioration.

The year 1977 generally was a year of growth in overall world mineral industry activity, although there were downturns in major elements of the world's iron and steel industries. The sharp upturns in market economy nation activities that were noted in 1976, following the reduced performance levels of 1975, were moderated, and in the centrally planned economy nations, overall mineral industry activity apparently continued to increase, but at a pace in keeping with that of 1916 rather than at the higher rates of the earlier 1976's. Noteworthy during the year, if only in a negative sense, was the inability of world powers to reach any significant agreement on issues relating to deep seabed mining. Interest from a commercial viewpoint centered around deposits or so-called manganese nodules. These materials, which indeed are chiefly manganese in terms of their content on a quantitative basis, really were of commercial interest primarily far their copper, nickel, and cobalt content. Participants at the Third United Nations Law of the Sea Conference looked into seabed mining rights, but reached no mutually agreeable decisions.
