BY this time almost everyone knows, in a general way, the corporate income distribution policies of the 1936 Revenue Act, and many of the practical problems arising there under. This article is not intended to be a technical discussion of that act by title, subtitle, section, or supplement, nor an analysis of inter- dependent sections of the various acts over many years woven on the fiscal loom f our Congressional machine. Such a discussion would require the spinning of a web of words too long for patience. Yet ,a general statement of the underlying plan of the 1936 Act, so far as it affects dividend policies, is perhaps useful.

IT its annual meeting on Oct. 21 and 22, the Engineers' Council for Professional Development announced the selection of J. P. H. Perry. vice-president of the Turner Construction Co. and prominent civil engineer of New York City as its new Chairman. He succeeds C. F. Scott, who becomes Chairman of its Committee on Professional Recognition. S. L. Tyler, Secretary of the American Institute of Chemical Engineers, succeeds A. B. Parsons as ECPD Secretary. R. E. Doherty is Vice-chairman. C. E. Davies remains as Assistant Secretary, as do R. L. Sackett as Chairman of the Committee on Student Selection and Guidance, O. W. Eshhach as Chairman of the Committee on Engineering Training, and Karl T. Compton as Chairman of the Committee on Engineering Schools.

(Canal Zone Meeting, November, 1910.) FEW men reach middle life without having had the experience of failure in one or more undertakings; and most of us can look back with gratitude to help or advice given us by friends at critical periods of our lives. If, as men, we ask and take the benefit of such aid, why should we expect our sons to be stronger? A parent can make no greater mistake than to send a boy, however steady and intelligent he may be, off' to school or college, and expect the boy always to cope successfully with all the new conditions and new difficulties that may confront him. This is undoubtedly more the case with a freshman, in his first year at college, than in later years, or than it is with a boy at day- or boarding-school, where the boy receives a greater degree of care and oversight than can be given to the young man entering college; of all periods in life, the youth in his freshman year-fresh from the overshadowing care of home and school-may need judicious advice and timely aid. The change from the restraint of home and school to the freedom of college life is sudden and marked, and it is in this the first year of the boy or young man of 17, 18, or 19 years of age, that some tactful, judicious aid should be near him in his work and course. Some boys go to college so well prepared that they become careless and finally fall behind in their work from over-confidence. Others meet trouble from ambitiously trying to do more than their previous preparation, or physical or mental strength, can sustain. Others fall behind from illness-from injuries-from natural inability to grasp at first, without more aid than comes to them in the regular course of instruction, the higher mathematics-or mayhap the modern languages, or other subjects presented by the advanced curriculum of the present day. The number of wells drilled in Ohio in 1943 was slightly in excess of the number drilled in 1942. Compared with the average annual completions for the five years preceding, the year 1943 was short 11 per cent, hut the average initial volume of gas wells was considerably improved. In 1942 the average initial open flow per gas well was 668 M cu. ft., whereas in 1943 the average was 913 M cu. ft. Although no large gas-producing areas were discovered during the year under review, some 30 small pools were found in 17 of the counties of eastern Ohio. These new pools averaged about 300 acres each, and most of them were not extensions but were separate pools adjacent to older production. The Clinton sand furnished most of these discoveries, although six were from the Berea, one was Newburg, and three were shallow sands. No discoveries were made outside former producing counties, and there was no new development the Trenton area of western Ohio. The number of oil wells decreased from 181 drilled in 1942, to 170 in the year 1943. The production of Pennsylvania-grade oil increased 7644 bbl. The total Corning production, however, decreased 91,325 bbl. The present price of Corning-grade oil, $1.31 per bbl., is too low, in the opinion of the operator, to justify exploration. Until something is done in correcting the price level of Corning grade, the production probably will continue to decline. The oil industry in Ohio is making a concentrated effort toward increased production and improved methods of recovering Pennsylvania-grade oil, and a.s this report is written a research and engineering program is being formulated for the benefit and information of the various producers of that grade in Ohio.

THERE are three active mines in the Chewelah-Colville district, the United Silver Copper near Chewelah, and the Old Dominion and the Chloride Queen near Colville. The Admiral near Valley is also doing development work. The Chewelah district is in the south central part of Stevens County in the Colville Valley. Chewelah, a thriving town of 1600 people, and the scene of operations of the Northwest Magnesite Co., is about the center of the district. It is situated in a farming community on the Spokane-Nelson branch of the Great Northern railway, about 65 miles north of Spokane. Only two or three of the mines in the district have been extensively developed, although many have been prospected. The general elevation of the valley, is about 1600 or 1700 ft., that of the mountain ranges on each side about 3000 to 4000 ft., with gentle slopes and rounded glaciated tops. Prospecting is often difficult because of much glacial debris.

SINCE the World War, excepting for a few brief periods of relief, the American petroleum industry has been obliged to meet its important economic responsibility to this nation hampered by the maladjustment that inevitably follows a marked and unwholesome over-production of its raw material, crude oil. Despite the warnings of the Federal Oil Conservation Board and the endeavors of many of the leaders in the business to stem the flow of oil from the wells of the country, the evil ,not only persists but, at the moment, seems more malignant than ever before. Unless the local and temporary restraints on drilling and production now in effect in California, Wyoming, Texas, and Oklahoma are continued, and, indeed, unless stricter and more comprehensive measures of the same sort are imposed and adhered to by the industry in those States, over-production in the enterprise during the current year will be more pronounced than in any other period in history.

(Pittsburg Meeting, March, 1910.) THE Fushun coal-field, now being opened up by the South Manchurian Railway Co., is connected with the main line by a branch, 30 miles long, from Sui Chia Tun, 10 miles south of Mukden, the capital of Manchuria. The coal-field, which lies on the southern bank of the Hun river, 25 miles east of Mukden, consists of a long narrow valley,. running east and west between hills composed of granitic and volcanic rocks. At the foot of the northern hills, the Hun river flows westward towards the Liao river, which drains the greater part of South Manchuria. At the foot of the southern hills, resting immediately upon volcanic rocks, and overlain by 20 ft. of alluvial, is a thick layer of Tertiary shales, carrying near the base two coal-seams. In many places the lower of these two seams is in immediate contact with volcanic lauds and basalts, the flows of which were evidently both prior and subsequent to the formation of the coal-seams. This contact has practically destroyed the lower seam for commercial purposes. The value of the field lies in the upper seam, which, for a length of nearly 8 miles, varies from 100 to 130 ft. thick. Of this seam, 85 per cent is good coal. The seam dips to the north conformably with the shales, at angles of from 25° to 30°, and appears to have an uninterrupted dip for about 1.5 miles before being possibly cut o$' by the northern hills. The coal-bearing shales extend east and west for a length of about 20 miles, but towards the east the continuity of the seams is broken by intrusive rocks. The coal is of the sub-bituminous variety, low in ash, bright in appearance, and breaks with a conchoidal fracture. The Committee on Technical Nomenclature, of which John T. Faig, Professor of Mechanical Engineering at the University of Cincinnati, is Chairman, appointed by the Society for the Promotion of Engineering Education, has recently issued a report advocating uniformity in the use of symbols to designate engineering and mathematical terms: The selection of the symbols was based upon a canvas of a considerable number of engineers, editors of engineering papers, and professors of engineering throughout the United States. Meeting, May 2,1913. The Annual Meeting of the New York Section was held at the Engineering Societies Building, Friday evening. May 1913, at 8 p.m. Dr: Kunz presided. The Annual Report of the Secretary-Treasurer was read and accepted. Mr. Colvocoresses offered the following amendments to the By-Laws: ARTICLE II: First paragraph amended to read as follows: "The officers of this Section shall be. a Chairman, Vice-Chairman, Secretary, and Treasurer." In the second paragraph the word "four " to be changed to " five." ARTICLE V : The following paragraph to be inserted: ' The funds of this Section shall be received by the Treasurer, and shall be paid out only by check signed by the Treasurer, and in case of his absence or inability, the Chairman, Vice-Chairman, or the Secretary may act for the Treasurer." On motion duly seconded the amendments were adopted as read. The Nominating Committee, appointed by the Chairman, recommended the following men for officers : Chairman., Louis D. Huntoon ; Vice-Chair-man, Arthur S. Dwight; Secretary, Thomas T. Read, and Treasurer, E. Maltby Shipp. There being no other nominations, Mr. Rand moved that the Secretary be authorized to cast the vote for the members in favor of the men nominated. Motion carried. In reply to the circulars mailed regarding the summer outing the Secretary reported that 89 members approved and 9 did not approve of such an outing. The Chairman introduced Dr. M. M. Armstrong's paper is very interesting and can be regarded as a pioneering work of applying geostatistics on washed coal. The density levels used in her study are uniformly spaced, which facilitated curve fitting through a proper experimental design. Most of the existing coal washing plants in the US, however, gather washability data at non-uniform intervals which, in turn, affects the goodness of curve fitting. We would like to emphasize the importance of having a proper experimental design, if a similar geostatistical application is to be conducted on washed coal. We, at the University of Arizona, tried the variogram on recovery (Kim, Barua, and Baafi, 1982, SME preprint 82-143) which showed a similar pattern as Fig. 4 of Armstrong's paper. In both cases, the first experimental variogram value is invariably and inexplicably higher than the second variogram value. Although Armstrong ignores the first point because of "small number of sample points," we did not do so because there were 17 sample pairs. As a consequence, we concluded that the obtained experimental variogram was unsatisfactory and that further research is warranted. In other words, this disagreement in variogram interpretation between M. Armstrong and the University of Arizona begs the question whether the experimental variogram of Fig. 4 truly reflects the spatial correlation in washed coal, assuming there is such a correlation. Finally, we wish that Armstrong could have done a similar study on clean sulfur, which is a vital interest to the coal mines in the US. Her implied remark on sulfur in the concluding section of the paper may turn out to be incorrect because our experimental variograms on clean sulfur at different density levels were even less satisfactory than those on recovery. ?

WHAT information do you have on precision investment casting? Please send me all available information on the removal of paraffin from oil wells and pipe lines. How can I find out how to remove magnesium oxide from lime? I want a good book on the pickling of steel. Can liquid oxygen be used as an explosive in a mine? Where can I get a bibliography on the plasticity of metals? These questions, selected from the scores of questions asked the Engineering Societies Library staff every day, indicate some of the diversity of the requests received. The samples chosen relate to interests of AIME members but the questions that come to the Library by mail, telephone, telegraph, and in person cover all fields of engineering, science, and technology. Some questions can be answered quickly; others require extensive searching. Those that can be answered in a few minutes or ten, twenty, or even thirty minutes are usually done without charge. For the more difficult questions a charge is made. In this way those requiring considerable service pay for it and the Library finds it possible to serve more persons.

THE paper by C. H., Lieb on the "Economics of Oil-Producing Practice" (June issue, M. & M.) contains much food for thought. The engineers should be gratified that an executive with Mr. Lieb's. responsibility should recognize their standing in the industry. Yet after giving them that recognition, he proceeds to spur them on to greater accomplishments by pointing out that their job is only partly done and in some instances poorly done. The operating policies in this paper when applied to new pools with flowing wells are sound. Neither do I take exception to their application to pumping wells. But I do wish to comment on what lie says about price when applied to the many more wells that are approaching abandonment that is, the small producing wells. Mr. Lieb states in effect that higher prices would be detrimental from the long range viewpoint. I doubt that the present prices of crude will provide an ample return from the hundreds of thousands of small wells that have possibilities of substantial recovery by means of water-flooding, repressuring with gas, and air drive. Probably expenditure for experimental work can he justified, but at this time it must usually be considered as experimental. Recently I visited a property where it was estimated that $250,000 would be spent on a 160-acre tract for flooding purposes. The rate of r e t n r n and amount of profit at today's prices are uncertain. It can be argued that if this type of recovery is not economic with crude at $1 then it can he delayed as it is now possible to secure economically an ample supply of crude from our flush fields. But these old fields still retain large quantities of crude in a dormant state, and should not he abandoned per-

A MEMORABLE year has just passed in the field of coal utilization. Because of the war, oil conversions in industrial, commercial, and domestic installations have been made to the equivalent of 20,000,000 tons of coal. The war emergency has resulted in a great shifting of various types of coals to various markets. Huge tonnages of metallurgical-quality coals have been withdrawn from steam and domestic business and sent into the iron and steel industries. Marginal coals have replaced these coals in the steam and domestic field.

Giving the keynote address in the final session of a conference dealing with closely related topics has a disadvantage in that much of what can be said has been said. It also has an advantage, however, because it presents the speaker with the opportunity to integrate and analyse the material presented by the various speakers. I would like to look to the near future in Australia and the United States of America, to the risks, problem areas, and changes of a rapidly evolving post-industrial era-an era we are beginning to experience where industry no longer 'calls the tune'. We miners have been quick to point out and emphasize, that ours is a 'high-risk' industry in the world of business and commerce. Yet, clearly those who have survived, and been successful, have learned to anticipate and cope with risk and change. This ability has been a 'distinguishing feature of the industry's leaders who, in market studies and commodity selection, exploration and development, mine planning, metallurgical pro- cessing, and general administration and operation 1. identify areas-of risk or inevitable change, 2. analyse, test and quantify those factors of risk or change, and 3. design methods, systems, equipment to eliminate, moderate, or control or economically compensate for predicted risks or changes.

THE GROUND now being worked by the Fairbanks Exploration Co., near Fairbanks, Alaska, has been known to be gold bearing since 1901. In the early days it was worked by drift mining and other small-scale methods. In 1922, Hammond started prospecting the gold-bearing ground and obtaining options on the properties desired. Two years later the present Fairbanks Exploration Co. started taking up the options, and preparing to exploit the ground. For the prospect drilling Keystone drills were used, with holes at the points of equilateral triangles 600 ft. apart. Holes were also put down more closely spaced to determine the limits of dredging ground. In the first drilling casing was used to the bottom of the holes, but in later work the casing was put down only to the bottom of the thawed ground, and the rest of the hole put down without casing. The gold content was determined by panning, each 2 ft. of depth being determined separately. Where no casing was used the size of the hole was determined by using water to measure its volume. The greatest concentration of gold occurs at or near bedrock. All the gold-bearing streams head in one big dome. Gold, however, is not found clear to the head of the creeks, the pay being first found some distance downstream from the head.
