INTRODUCTION Chuquicamata mine is a large copper open pit located in the north of Chile. It has been in production for more than 80 years and now is in the later stages of its life with declining grades and increasing haul distances. As any old mine with long established organizations and procedures, it has faced one of the most difficult managerial problems: to conduct changes. Since 1994, the new management team has been devoted to a modernization pro- gram focused mainly in restructuring business operations. downsizing the labor force and introducing a mine planning pro- cess consistent with the company's goal. The explicit identification of the latter issue has been made because of the management’s conviction about the importance of it in the profitability of the business. The mine planning process at Chuquicamata mine has evolved from an old manual technique towards a modern computarized system, however the fundamental aspects and the procedures involved in this process have been the same. For in- stance, the cutoff grades policy has not changed during the last said 20 years, regardless of the changes to grade distribution, commodity prices, plant capacities, etc. To review and rethink this process, the strategy was to work with a small group of inside engineers and the management in order to interact with several mining consulting firms. The idea was to open a discussion about the fundamental principles used in the mine planning activities and, at the same time, to explore new ideas to improve the operating practices that have been followed for a long time. Thus, the goal of this paper is to present the mine planning approach that was the result of this work and the improvements that were obtained. THE CHUQUICAMATA MINE The Chuquicamata division is one of the five operations of Codelco and is currently devoted to operating the Chuquicamata mine; a copper open pit, concentrator, smelting and refining complex. It also operates Mina Sur which consists of an open pit mine, a leaching-solvent extraction and electrowinning process. There is also a dump leaching and a Sx-Ew plant for treating the low grade suifide ore (under the cutoff grade) from the Chuquicamata mine. Prior to reviewing the mine planning process, capacities for the Chuquicamata sulfide line were 640 000 tpd of run of mine material, 160 000 tpd of ore and 4 200 tpd of concentrate. This meant a total annual movement of around 230 Mt in the mine and a treatment of 57 Mt in the concentrator with a stripping ratio of approximately 3: 1. The old exploitation strategy consisted of an "open scheme", which means that all benches must have a berm with enough space to allow the traffic of large haulage trucks. This fact implied working with a great flexibility, but the consequences were flat slope angles. One of the reasons for using this operating practice in short term planning was that the grade consistency from the pit has always been a controversial variable. Schedules were designed to meet grade targets accurately and they were modified immediately when deviations become apparent. This reality led to working with a great deal of independent pushbacks and it required flexibility in the traffic system. The cutoff grade policy has been the same for a long time and the figure was 0.5 %CUT either for sulfide or oxide ore. This was the reason why a balance was produced between the mine and the concentrator. The mine is operated principally with benches of 26 m but in the upper part of the pit there are benches of 24 and 30 m. The main production equipment is shovels of 28 and 34 yd3 along with trucks of 200 and 240 st. Regarding the crushing facilities, there are two main systems located inside the pit and an old one in the periphery, close to a stockpile and near the concentrator. In the north part of the pit there is a crusher for waste material and in the north-east area is located the ore crusher facility. Both restrict a significant area of the pit and the mine sequence is considering to move the ore crusher again to the south-east sector where it used to be located. Relating to the waste crusher, the idea is to move it up to a bench near the surface in order to use the same conveyor belt and, at the same time, liberate an important sector. THE MINE PLANNING PROCESS The objective of the mine planning process is to develop a mine plan for the life of the deposit, in harmony and consistent with the company's goal. It includes the origin and destiny of tonnages and grades from the mine(s), along with the necessary resources to carry out this plan such as: fleet requirement, consumable goods, manpower, etc. From the financial point of view, it means to establish the cash flow for each time period of the mine life. That is. the revenue, capital investment and operating cost associated with each period of the plan. The fundamental principles involved in the mine planning pro- cess have been a controversial issue for a long time. One of the reasons for these divergent views could be produced by the difficulty of modeling a complete extraction policy for a geological re- source. This particular problem has to deal with several decision variables that are time dependent. So far, there is no mathematical formulation for managing such a problem, and the approach to solve it is based on a circular analysis combined with certain heuristic tools. So, a global model rather than a formula, requires a clear understanding of mine operations as well as economic theory and its application to a non-renewable resource. In order to manage this complex problem, the mine planning process can be conveniently split off in three stages which are conceptual, feasibility and operational planning. The characteristics of each stage are basically the timeliness in which they are developed and the kind and number of variables involved. As a result of the Farmington explosion, the U. S. Bureau of Mines commissioned the National Academy of Engineering to a determine what steps could be taken in a short time frame to significantly reduce fatalities as a result of underground fire and explosion in coal mines. Three areas were named by the Academy as having the greatest potential; survival, communications, and rescue. The Bureau subsequently awarded a $3-5 million contract to the Special Systems Division of Westinghouse Electric Corporation for the development of prototype equipment and procedures. These were recently tested in a simulated emergency situation and will be delivered soon. Contractor recommendations for utilization and for further development effort will be studied and appropriate action taken.

This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

In this study, a unique excavation system was characterized, utilizing waterjet technology as the primary tool for material removal during rehabilitation of reinforced concrete and shotcrete structural liners. Through empiric testing, this research seeks to validate the hypothesis that waterjet removal of these support systems will result in less unintended damage than conventional removal methods. The intent is to develop a viable technology that will reduce the collateral damage caused to surrounding liners during excavation, improve the adhesion between shotcrete and the substrate for longer lasting ground support, and improve overall safety for workers in underground environments. An analysis on the fracture mechanisms and operating parameters of each method was completed. Instrumented shotcrete panels were physically tested and examined through visual inspection and ground penetrating radar (GPR) to compare substrate damage according to each testing method. After testing was completed, the data strongly indicates that waterjet cutting causes less collateral damage to the surrounding intact liner and substrate when compared to that of conventional impact hammers. This research is intended to provide a scientific basis for additional applied research in the rapid excavation and repair of shotcrete support systems.

Most would agree with Price that attention to safety is increasing because responsible companies care about their workers and the workers? colleagues, families and communities. However, cynics might say that the safety spotlight is powered by the corporate bottom line. Direct costs created by workplace injuries total $51.8 billion annually and include workers? compensation payments, medical expenses, civil liability damages and litigation expenses. This sum represents a staggering one quarter of each dollar of pretax corporate profits. Indirect costs may run as much as 20 times the direct costs of on-the-job accidents and illnesses. Examples of indirect costs include training replacement employees, investigating the accident and implementing corrective measures, lost productivity, repairing damaged equipment and property, and costs associated with lower employee morale and absenteeism. What?s interesting is that up to 90 percent of incidents are due to human error, not faulty equipment or other factors.

After almost 60 years of application in this country froth flotation is still by far the most important process for concentrating metallic ores as well as a number of nonmetallic ores including fluorspar, phosphate rock, and potash. Its use on iron ores and coal is increasing. In the metals groups the largest plants and the greatest progress are found in copper and molybdenum mills, and the section of this paper that deals with applications will be found most pertinent to that field. During its long reign the flotation process has passed through several phases of evolution and has achieved progress in economy, efficiency, and simplicity of operation. Much of today's success in the flotation of low-grade ores can be attributed to that progress. Even more important to us than our ability to cope with today's conditions are tomorrow's problems, which we can contemplate with some prescience and confidence. Our annual production of copper, lead, zinc, and molybdenum--to mention only the most important metals occurring in the U.S. as sulphides--must be held at a high level in the face of a declining grade of ore. It is probable that the tonnage of such ores mined and processed will double in this country before the turn of the century. Not only will many of the existing flotation mills be enlarged again and again, but larger mills will be built here and abroad to meet our needs. At this moment, in fact, there are at least three proposed new foreign mills or expansions that envision 100,000 tons daily milling rate on copper ores. Computer oriented simulation techniques can be effective in the design and analysis of complex mining systems. In fact, a number of computer software products are available for mine systems simulation. While providing a useful tool for the investigation of mine planning problems, the availability of graphic output was limited or non-existent. Computer graphics is a natural extension of mine simulation methods and provides a more dramatic level of understanding and interface with an engineer. With today's high cost of venture development, the need for an easy to use but complete systems model which includes the major elements of mine planning with an interactive graphics interface has never been more apparent. In this paper, the underlying philosophy of design of an interactive interface to a complete surface mining simulation model is described. The basic structures of the surface mining system and the simulation model are discussed. The methods and algorithms used to implement the various subsystems are presented. Practical considerations of the design of displays and user interaction are illustrated, especially as they apply to the application of the package by a mining engineer. A simple example is provided to demonstrate the concepts embodied in the model and to show how a simulation is built from mine data.

Diatomite deposits, the skeletal remains of tiny aquatic plants called diatoms, are found in many parts of the world. Only a few of these de- posits are of commercial value. Open pit mining is used in nearly all deposits now being worked. Processing methods range from simple drying, crushing, sizing and packaging to carefully controlled and highly sophisticated calcining and air classification procedures, employing the latest control and testing techniques. The major uses of processed diatomite are in filtration as filter aids and fillers and extenders.

The Chimney Hollow Reservoir Project (CHRP) is located southwest of Loveland, Colorado. CHRP is a component of the Windy Gap Firming Project, operated by the Municipal Subdistrict of the Northern Colorado Water Conservancy District. The inlet/outlet tunnel (IOT) for CHRP contains a reinforced concrete lined alve Chamber with PC membrane waterproong that was ecavated via seuential ecavation method to a diameter of feet. The IOT was ecavated using both drill and blast and road header with ground support consisting of steel sets, rock bolts, wire mesh and shotcrete. The IOT will withstand 300 feet of water head and rock ll surcharge load from the dam embankment constructed over the tunnel.

Several case histories from Glencore’s Sudbury Operations show how passive seismic monitoring data is used for geotechnical decision making. The data comes from three different seismic arrays monitoring two open stoping deposits, and a narrow vein cut and fill/blasthole operation. Mining depths range between 1000 to 1680m below surface. The deposits are hosted in hard igneous rocks typical of the Sudbury basin, with characteristically high horizontal stress (approximately 1.8 times the depth of overburden). Rockbursting is the main geotechnical risk, due to the strong brittle nature of the rock and local high mining extraction. Fault related seismicity includes both fault slip events, and the stress channelling effect as the mining front approaches a major fault structure. Planar data trends generally line up with known faults and often indicate early stage fault activation. The structures are risk ranked based on their seismic response. This has been particularly useful at the Nickel Rim South Mine (NRS) where the structural fabric (jointing and small-scale faulting) is generally parallel to the more through going faults. The persistence of structures is difficult to measure, and the NRS faults generally have low offsets and thin gouge. The visual difference between the more persistent structures that occasionally generate large seismic events (up Mw 2.9 to date) and localised joints/slips is often minor. The seismic monitoring data clearly shows the more active structures. This information is highlighted on mine plans to help guide enhanced ground support and seismic re-entry protocol barricade locations. Pillar loading/yielding is a key element to the blasthole operations where a primary/secondary mining sequence is used. The secondary pillars are mined in a yielded state with just-in-time development. An example of the seismic signature of a secondary stope is shown with emphasis on the need for high location accuracy given the stope widths of 12.5 to 15m. The ratio of the shear wave energy to primary wave energy (Es/Ep) has long been used as a method to estimate source mechanisms; the higher the ratio, the more likely the event is fault slip versus rock fracturing. Data sets are filtered on Es/Ep ratios to highlight both fault slip populations and stress fracturing mechanisms. Examples of seismic data quality checks, high stress development, and re-entry protocols are also shown in the case histories.

During the 116th National Western Mining Conference and Exhibition in Denver, CO, the host city was often referred to as world?s mining capital, so it was fitting that the conference looked at the mining industry through a global lens. In the current world economy, the mining industry must keep a sharp focus on such things as commodity prices and global supply and demand as well as local issues that can have a dramatic impact on a mine?s social license to operate. In short, companies should mine locally but think globally. During the three-day conference at the Colorado Convention Center, a range of global and local issues that effect the industry were discussed. A record 1,144 people attended the conference.

Phosphate mining and beneficiation in the State of Florida are presently being carried on by 12 different mining companies with a total of 21 mining and flotation plant locations. Their combined production of both washer rock and flotation concentrate was approximately 28,000,000 long tons in 1968. This accounted for 70-72% of the total U. S. production and close to 30% of the world's output of this mineral. From this extensive activity in the Florida phosphate field, one basic flow sheet for beneficiation of the ore has developed over the years as the most commonly employed. In fact, all of these plants with the exception of two beneficiate Florida pebble phosphate using a basic operation as illustrated in Figure I. The two plants which differ from this general approach are not using raw matrix as feed. In one instance, +14 mesh pebble is ground in a rod mill to release free silica which is subsequently removed in a cationic froth flotation circuit using an amine acetate blend and kerosene. This technique generally results in a 4-7 BPL unit upgrading of the feed pebble. The other exception to the standard flow sheet illustrated in Figure I is an operation which is beneficiating tailing piles. In this case, the material is first subjected to cationic froth flotation in order to upgrade the feed to a point comparable to normal matrix. Thereafter, after, the phosphate is floated in an anionic rougher circuit followed by cationic flotation of the silica in a cleaner circuit.

In compliance with the current Russian environmental legis­lation, possible impact of industrial activities on the environment is restricted by acceptable limiting values (maximal allowable concentrations - MAC) of individual chemical substances in the natural environment - water, atmospheric air and soils. These norms have federal status and are valid for the whole territory of Russia. Disposal of the substances, for which no MAC is estab­lished, is forbidden by the law. Many gold mining companies use cyanide in precious metal recovery. This paper overviews the Russian experience in pro­tection of natural water reservoirs from technogenic impact of cyanic technologies. Major toxic compounds, contained in liquid and solid rejects from hydrometallurgical treatment of gold ore using cyanidation, are cyanides (CN), thiocyanates (SCN) and cyanide metal com­plexes. Unlike western classification of various cyanide types, in Russia any inorganic cyanide compounds (simple and in com­plexes with metals), with the exception of iron cyanide com­plexes, are considered toxic and the acceptable limiting value is established for them. MAC is 0.05 mg/I for fish reservoirs and 0.1 mg/I for drinking water. For iron cyanide complexes MAC is 0.15 mg/I for fish reservoirs and 0.25 mg/I for drinking water. Russian norms for thiocyanates are practically as rigid - the acceptable limiting value for them in fish reservoirs is at the level of 0.07mg/l (0.15 mg/I for potassium thiocyanate) and for drinking water - O. lmg/1. Norms for metals are established on the basis of total content regardless of the form in which they are present in water - as cations or complex ions. It should be noted, that in case several toxic compounds of the same limiting value (for cyanides, thiocyanates and base metals the limiting value is toxicological) are present in water. Their allowable concentra­tion is calculated as the sum of actual concentration of each com­pound, divided by the corresponding acceptable limiting value, with the result not to exceed one (compounding effect). Differences in cyanide classification and the necessity to include thiocyanates dictate different analytical methods. This, in a number of cases, results in certain discrepancies in analytical results. Until recently chlorination was used as a basic process of detox­ification of wastewaters. Calcium hypochlorite powder or hypochlorite pulp, prepared of lime milk and chlorine shipped to the plant, were used as a reagent. Chlorination is an efficient method: it allows to completely destroy plain and complex cyanide, in addition to iron complexes, and thiocyanates. A good example of high efficiency chlorination can be found at the Mnogovershinniy mill near the Okhotsk Sea located in the salmon spawning area, for which we designed an automated chlorination plant for tailings dam. Since plant start-up ten years ago, the required concentrations of cyanides and thiocyanates have been kept at the MAC level required by environmental regulatory agen­cies and no harmful affects on ichthyofauna has been reported. One major drawback of chlorination is high cost of the major reagent, as well as secondary contamination of detoxified waters by chlorides. Secondary contamination by chlorides becomes obvious in the course of detoxification of wastewaters of com­plex composition, which require increased reagent consumption. Recent changes in economic conditions in Russia caused the necessity to direct efforts to reduce the costs of precious metals recovery, and in particular, wastewater treatment. We have con­ducted certain work in this direction and obtained positive results. We hope that our experience described below will be of interest to other specialists particularly taking into account the current low gold prices.

The objective was to determine operating protocols for a lead and silver column flotation cleaner, being considered for installation at Sunshine Mining & Refining Co.'s Kellogg mill in Northern Idaho. In this column, tetrahedrite and galena were floated, and pyrite and other gangue minerals, including siderite and silica, were depressed. The procedure was to develop a dynamic simulation using a linear transfer function approach. The transfer function related cause and effect variables such as the influence of collector and depressant dosages on recovery and grades. Bench-scale flotation tests followed by pilot column testing provided the data used to develop a linear transfer function. The transfer function was derived using a spreadsheet. This model was applied to simulate how the flotation column could be made to respond to disturbances in feed grade. The results were that xanthate, zinc sulfate, and sodium cyanide were found to be suitable controls for grade and recovery. Simulations showed the best sequence of manipulations of these reagents, and these sequences were useful for future operator training. The conclusion was that linear transfer functions were able to simulate lead and silver recovery, develop scenarios for operator training, and provide a foundation for future on-line control.

Abstract. The shaft was drilled on U.S. Government land in the Piceance Creek Basin and was funded by the U.S. Bureau of Mines. It was drilled to 723 meters (2 371') to provide access to rich deposits of oil shale, nahcolite and dawsonite for geotechnical test work and environmental mining research. Rotary drilling and dual string, reverse-air, jet-assist circulation methods were used. Drilling required 8 months. Site preparation, running and cementing the casing required another 4 months. A 2.44-meter (96-inch) ID steel welded casing, 5.1 cm (2 inches) thick was installed and 2 700 tonnes (63 000 sacks) of cement were slurried and pumped into the annulus.

Frothers play a crucial role in sulphide and PGM ore flotation recovery, and AECI Mining Chemicals studies on PGM ores have shown significant flotation kinetic increases with the optimal frother-collector combinations. Using Senfroth 200 as the industry baseline, remarkable kinetic increases were observed with AECI Mining Chemicals developed frothers in the first concentrate. Even in the worst-case scenarios, 4E PGM recovery increased by 5% at a slightly higher concentrate grade. It is important not to limit frother dosage to a fixed value. Instead, enough frother should be added to maintain a stable bench float, measuring the dosages by frother volume before and after tests. Frothers can be specialized blends and their importance should not be underestimated. The results produced by formulating and innovating frothers to address specific industry challenges have been encouraging. Testing a frother on a plant scale does not have to be as daunting as with collectors, enabling the identification of the best frother-collector combinations at an industrial scale. AECI Mining Chemicals bench scale testwork has motivated plant-scale trials that have successfully transitioned to commercialization. This paper compares the results from metallurgical and froth stability tests and shows that occasionally frothers that have a less stable froth can have improved valuable mineral recoveries, while still exhibiting better drainage for reduced entrainment and mass pull. It was shown that caution should be used when relying only on simplified froth stability tests in the evaluation of new frothers.

Utah Development Company (UDC) operates five large opencut coal mines in the Bowen Basin of Central Queensland, Australia. In total, over 20 million tonnes of coking coal are exported annually from the five mines. Typically, the coal seams dip at 5 percent, are 2 to 10 metres thick, and sub-crop some 20 to 40 metres below surface. In the main, the operations are single seam, but multiseam (2, 3 or 4 seams) operations do exist and will form an increasing proportion of the mining activities as depths increase. Draglines are used as the major stripping equipment, highwall depths currently ranging from 20 to 65 metres. Whilst project feasibilities were based on stripping to a 60 metre highwall, it is now proposed to continue opencut mining to depths exceeding 100 metres. This will entail large quantities of prestripping (ahead of the draglines) and overcoming problems associated with steepening seam dips, including haulage of coal from the pits.

After a number of years of engineering and operating assignments and through many types of evaluations, the need for a simple analytical method of evaluating mine haulage alternatives became obvious. Haulage, like 50 many other facets of mining, is generally a sequence of interconnected events that change, often drastically from mine to mine. Often the operator or the mine engineer has neither the time, manpower, facilities, or information needed to prepare a detailed evaluation. For many studies or for routine variance analysis, that detail may not be necessary. The intent of this article is to present an approach for analyzing mobile mine haulage that is simple and straight-forward. These methods are not designed to replace more formal and detailed procedures that have been developed previously and are available in our technical libraries. They are offered as a tool to be applied to preliminary designs, feasibility studies, and variance analyses where more complete detail is not warranted. These methods will eliminate combinations that are not economical or appropriate before more intensive and complete evaluations are undertaken. These methods may also be used to evaluate ongoing operations and to plan changes in those operations. This presentation describes a series of steps that have evolved for the handling of haulage evaluations. It concentrates on the factors having major impact on the results. Because the approach is a sequence of distinct steps, a case study was chosen as the best method of presentation. This case is a composite of several actual situations that have been encountered within the last few years.

In 1982, the result of a 3-year study was published as "A Guide to the Understanding of Ore Reserve Estimation". The principal conclusions were that computation formed only part, and perhaps not the most important part, of an estimate and that the estimate should recognize that geological, mining engineering and metallurgical judgements formed an essential part of the eventual result. Subsequent expectation/realization studies of several mines have produced case histories which form the principal basis of the paper. These imply that geology is even a larger factor than thought earlier.

The Alpine-Himalayan system, the only major active tectonic belt mainly exposed in a continental mass, is of increasing interest to exploration geologists as well as to theoreticians. Answers to the broader problems of plate tectonics are being sought in this intricate system where the geosynclinal concept was born and where the geotectonic cycle was first applied to metallogeny. The search is all the more intense because it involves scientists from more than a dozen countries with a stimulating variety in perspective. The international Geodynamics Project has allocated the Alpine-Himalayan system to two separate study groups with one directing its attention to the Alpine-Mediterranean region and the other giving consideration to the Himalayan region. This geographic division is accepted in this paper, with remarks being confined to the former and to the west of boundary zone between the European-Asian and the Southeast Asian plates as envisioned by Dewey and Bird (1970). The region is well-mapped in some parts and it includes some of the most intensely-studied geology, most classic mines, and newest orebody discoveries. Within the region, an Alpine-age copper-molybdenum metallogenic belt extends from Rumania to Pakistan. The belt can be considered in terms of plate tectonics, and there is the possibility of using plate tectonics concepts in exploration.
