*This paper was not read as it arrived too late. In the beginning of the last century "cottage industry" gave way to the factory system, and at present manufacturing that was once performed in homes is done wholly in factories. Division of labor came into being at the same time. In earlier years rarely more than a half-dozen men worked at the home of the master workman. Each group performed all the labor involved in changing crude material to the finished article, and many of the masters in a cottage industry themselves took the raw material and converted it by their own efforts into a highly specialized product ready for the market. Mining has in a degree moved in the same direction. But for the most part every man still has his own room. Pick miners in many places get their cars at the room neck, push them to the face, undercut their coal, drill their shot-holes, load and fire them, complete the breaking down of their coal, fill their cars, push them to the entry and also test their roof for weak spots, examine for gas, timber their rooms, bail them out and lay their own track. Mining is still in a way a "cottage" industry, only the cottage is a room in the mines instead- of a home. The men who gather the coal and take it to the tipple are in a measure like the middlemen who went from cottage to cottage and gathered the product of the owners or "masters", to use the term then prevalent. The change in ordinary industry from old methods to new came with machinery. The machines then introduced needed power for their operation, and distribution of power from house to house was too great a task for those times. Power could not readily be taken to machinery where water power only was available. It was necessary for the machinery and its workers to go to the power. All low cost coal has been mined. Engineers are searching for a safe and effective way to mine coal seams' deep within the earth. The most modern of these is the RL, an acronym for Robotic Labor. Mining robots are programmed to do specific jobs but can think on their own during an emergency. MR's, or mining robots, usually have a same basic shape. A torso is mounted on treads. Designers chose treads because it gives the robot a great deal of mobility. The torso has two arms. One arm is equipped with a human hand. The other has a human-like hand. Mining is done underground. A small robot goes around punching holes in the coal. A small charge is inserted in the hole. The MR ignites the charge with his laser. It explodes after three minutes. The MR returns to the station where his battery is recharged. Mobile cement barricades are moved between the blasting area and other working MR's. After the charge explodes the barricades are moved to another area. The MR returns and cuts the coal chunks into pieces. Another robot comes and loads the coal and carries it to the loading bin. From there it is taken to the surface where it is weighed and shipped. The whole process was done by robots. Humans just supervise but help in an emergency or malfunction.

Twentymile Coal Company?s first longwall face in the late 1980?s was oriented approximately 45 degrees to the major coal cleats and 45 degrees to the primary horizontal stresses. This combination of stress and coal cleating resulted in frequent violent bursts of coal along the longwall face. The bursts created particles of sufficient size and force with the potential of causing injury to employees and occasional damage to shield components. Partial web cutting was subsequently developed in an attempt to relieve the stress on the coal face and required the shearing machine to travel to the tailgate and back for a full 36 inch web. The partial web cutting pattern is focused on first cutting the lower 90% of the seam to relieve the stress as the shearer travels from the headgate to the tailgate. The web depth during the headgate to tailgate pass is typically in the range of 70% to 80% and varies with conditions to maximize production rates. The top and bottom of the seam in the remaining 20 to 30% of the web are then cut out to allow the shields and face conveyor to advance. 100% of the web is cut at each gate end for a distance of approximately 19 shields. This paper addresses some general mine geology and the procedures and benefits of partial web cutting with respect to safety, production and maintenance on a high production longwall face.

MR. STOUT: The picture shows the plan of the "V"-system as worked at Berwind mine, in a small strip of coal adjacent to the 4th right entry. The dotted line (indicating) show the position of the break rows as set for each of the three consecutive breaks. In two cases the break rows failed to function properly and as a result, the roof caved along the points of the "V's" as well as back along the faces a short distance. This affected the ventilation to a certain extent, but was remedied immediately by cutting through the points near the cave and setting additional timbers. At the present time we are putting in the break row of heavy red spruce props, making the row straight instead of curved as is shown in the picture; in this way we believe we can better control the breaks. The three "V" entries were driven up 14 feet wide, for a distance of 260 feet without cross-cuts. A very neat and substantial line brattice was carried up each entry as the places advanced. The principal factors in determining the success of this system are ventilation, roof control, and transportation. We are well pleased with the results from these three "V" places and now have four other places, about 500 feet to the west of these, driving at the present time in which we hope to get still better results. A MEMBER: What centers did you use there? MR. STOUT: We used 70 feet. This may be increased or decreased according to local conditions. MR. F. W. WHITESIDE (Chief Engineer, Victor-American Fuel Co.) Will you please describe roughly how your cars are handled? MR. STOUT: Cars are brought from the parting and pushed up along the faces by a storage battery locomotive. The faces are about 70 feet long and we found that five or six cars can be loaded and transported very conveniently. It is important to get a quick exchange of cars, and in this way we were able to keep the shovelers busy at all times. A MEMBER: What is the grade in your "V" entries? MR. STOUT: Five per cent in favor of the loaded trip. A MEMBER: What is the angle of your "V" faces? MR. STOUT: The angle at the throat is 45 degrees. MR. SAMUEL ANDREWS: In what direction does the air travel? MR. STOUT: The air travels down the dip entries and is deflected up the first "V" entry, and travels along the points, and returns down the last entry. There is no more difficulty in ventilating "V" faces than in ventilating rooms, providing the points are kept open. A MEMBER: What amount of air do you have in that section? MR. KAISER (Superintendent, Berwind Mine): Eighteen thousand cubic feet per minute. MR. ANDREWS: It is necessary, Mr. Stout, to brattice these places?

The 69th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in Manor Vail Lodge, Vail, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President Joseph E. Ward, former District Manager, Denver Office, Coal Division, Joy Manufacturing Co. and now retired. Mr. Ward, after reading a brief biography of President O. F. "Os" Lewis, introduced him to the assembly. Biographical sketch read as follows: Mr. Lewis is President, General Manager, and a Director of Colowyo Coal Company. "Os" was born in Reno, Nevada. He attended the University of Utah at Salt Lake City, Utah, and later the Denver University in Denver, Colorado. His career in the Western Coal Industry started back in 1923 when he was employed by the Central Coal and Coke Company of Salt Lake City, Utah, as a clerk, then chief clerk and as a traveling sales representative for a period of 13 years. Later, in 1936, when that company was acquired by an affiliated company of Harris Coal Company, he was transferred to Denver as Assistant Sales Manager, Purchasing Agent and later as Executive Assistant to the President.

At the time of mine accidents one frequently hears the expression "there will be accidents as long as there are mines", or it may be varied to state that the accident in question was unavoidable, or something similar indicating inability to prevent accidents. However, it is the opinion of the writer, after over twenty-one years experience in both coal and metal mining, seven years being spent wholly in safety work, that by far the greater number of all accidents is due to carelessness or negligence. This carelessness or negligence may be on part of the victim of the accident or of one of his companions, or on part of his employer or possibly even of the inspector or safety man, and in some cases all of these agencies are involved. It manifests itself in various guises, one of the most serious being violation of state mining laws or regulations or of mine rules, and frequently the rules of ordinary common-sense. The cause very frequently is that trait in human nature to "take a chance" and it has been the writer's observation that the worst offender is the old-time miner who has come safely through many years experience, who was mining when the "safety man was a baby", and who clings to old-time ideas and practices and has "no use" for "newfangled" present-day "notions". Unquestionably, there are accidents, wholly unavoidable and many are caused by ignorance and by the new-comer in mining, yet as previously indicated, the writer's observation is that the old-timer is by far the worst offender, bringing grief to himself, companions and employer. Of the numerous manifestations of carelessness and negligence in connection with mine accidents, which have come to the notice of the writer, only one will be treated in this paper, viz: Violation of State Mining Law, and mention will be made only of explosions and major accidents in coal' mines with which the writer came in personal contact as investigator. In most cases, in addition to mine inspection after the accident, the writer heard the evidence given at Coroner's inquest and thus was enabled to for¬mulate fairly definite impressions as to events and conditions leading up to the occurrence.

The Rouse Mine, belonging to the Colorado Fuel & Iron Company, earlier known as the Santa Clara Mine, is located at Rouse, Huerfano County, Colorado. Operations at this property started about the year 1899, after the old Rouse mine had been drowned out by a large flow of water coming from the strata underlying the Cameron seam. The present new Rouse mine was opened by a slope on what is familiarly known as the Walsen seam in the Walsenburg district. This slope has an average grade of 12 per cent bearing approximately, south 45 degrees west, and having at the present time a total length of 6300 feet. This seam has an average thickness at that property of five and one-half feet; however, there are sections of the mine where the thickness is from seven to eight feet. The mine has been developed. since the time it was opened on what is known as the Room and Pillar system ; water level entries have been driven right and left off the slope, and in some cases the rooms are driven directly up the pitch; and in other cases entries have been driven with rooms turned on water level courses. The first flow of water of which we have ally record was encountered in 1901 in what was called the "Second West Entry." This flow, however, was small, and did not require the installation of any large pump unit. From 1901 up until 1909 the flow increased normally as the field was developed. In January, 1909, the first large inflow occurred, coming from a break in the seventh west entry, making a total flow at that time of about 500 gallons per minute. This necessitated putting in larger pumps, and the first pump to be installed of the centrifugal type was a 600 gallon Worthington. By the year 1911 the water had increased, due to additional development, until it was found necessary to install an additional 600 gallon Worthington centrifugal type pump. In December, 1912, a break occurred in the eighth west entry, between the fourth and sixth cross entries, making 2000 gallons per minute. This flow decreased after a period of three weeks some 500 gallons, but on account of the quantity of water then being handled at the mine, and in view of the fact that we needed some reserve pumping equipment to take care of these flows, and additional 600-gallon Worthington centrifugal type pump was installed in June, 1913. An the latter part of 1914 a 250 gallon Reese roturbo was installed to take care of the water, which was being made in the lower workings of the slope. We found after the installation of the centrifugal pumps that the water decreased to a certain degree in the uppermost workings. This led us to believe that the field was being drained, more or less, and the head reduced ; however, our ideas in regard to this were again upset in December, 1915, when we encountered a flow in room 6 off the first cross entry on the ninth east entry. This flow was not as large as previous flows had been, but made 200 gallons per minute.
