The haulage system employed to convey coal from the face to the outside, dates back to 300 B. C., when slaves carried the mineral from the face to the consumer. The British discovered coal on their island about 800 A. D. and they were the first people to make practical use of coal and make coal mining a successful operation. The Britons carried cargoes of coal in their trading expeditions long before Columbus discovered America. The early history of mine haulage in the British mines relates to women with baskets, a practice still in use in Korean mines. Coal was discovered in America in 1679. The first mine worked in the United States was opened at Richmond, Va., in 1770. The haulage inside consisted of a crude sled loaded with, sacked coal ready for the market and drawn by a mule. The tipple consisted of the very simple operation of loading the sacked coal to the back of a lame mule, which represented the transportation system between mine and boat. The capacity of the boat was one ton and this large production of coal was intrusted to a small boy, who delivered to any place in town his bushel basket filled' with winter fuel. One daring coal operator shipped fifteen tons of coal by boat to Philadelphia and the man in charge had to seek employment to pay his board while finding customers for his fuel. A production of five tons per day would hardly attract attention to any system of haulage, add three ciphers and the importance of mine haulage is made very plain to the management. I will consider a production between 3000 and 5000 tons in eight hours and endeavor to bring out the essential features necessary to make the haulage system a regulated precise factor. There are two phases to mine haulage, the mule trip from the room to the motor or gathering party and the main haul to the outside. The motive power, whether done by mule, wire-rope or electric motor cannot be effective if left to the power alone. Conditions must offer no obstacle and it is the removal of obstacles that make the haulage system. This paper will consider a flat seam with the usual jump ups and downs or natural obstacles to be met and mastered by the successful tail-rope or electric system. The pit car is no longer a screening system scattering the fine coal from the room to the outside, adding to the costs by giving employment to road cleaners and polluting the ventilating system with a fog of coal dust. I am not an orator and have never said a word in public during my thirty years' experience in the coal mines of Colorado; but, being requested to speak by our worthy chairman, and as I am deeply interested in the future welfare of this organization, 1 will make an effort to say a few words in behalf of the Rocky Mountain Coal-Mining Institute, which we are about to organize. As 1 understand it, it is the object and intent of this organization not merely to assemble occasionally for the purpose of discussing various problems in coal-mining, and thus to obtain the best possible results in economic operations, but its especial duty will be to devise ways and means whereby accidents in coal mines will be minimized. Figuratively speaking. we are about to plant a tree in the State House of Colorado, and desire its roots and branches to extend over Wyoming on the north, New Mexico on the south. and Utah on the west. So we expect this tree to bear fruit over a vast area. We must remember that the planting of a tree, even in good soil, is useless unless we cultivate, prune, and nurture its development. If we will not do so, the tree will not bear the desired fruit. So, in order to make the Rocky Mountain Institute a success, we must not only start it off in good shape, but we must keep on adding to its strength in various ways, so that it will become a known factor and a recognized power over this broad territory. In other coal-mining states and countries of the world much has been accomplished through similar organizations to reduce loss of life among men engaged in the production of coal, and there is no reason why our institute in the West should not be equally useful and attain the same results. There are many ways by which this organization can be made beneficial to the men engaged, in various capacities, in handling the "dusky diamond." I will endeavor to confine my brief remarks to the necessity of a crusade of an educational nature among three classes of men that are directly and indirectly connected with coal mines. First-We need to educate ouselves. It is amazing how few of our number, holding positions of trust, and having charge of men in and around coal mines, are conversant with our brief mining laws and cognizant of our duties in enforcing them. Going down the line to our company men and miners, I think 1 can safely say that not over 5 per cent of them are in any way familiar with the statutes that have been enacted for their especial benefit and protection. This condition, 1 think, can be, and ought to be, remedied, and. if thoroughly done, the effect in reducing loss of life will soon become apparent. Now, to reach the officers or men in charge I consider an easy matter, which could be accomplished in this manner: Have our general managers or owners of coal properties issue a circular, compelling every superintendent pit boss, fire boss, or other officer having charge of men, to send them a copy of the mining law in their own handwriting every six months. But to come to the masses engaged in coal-mining. to get these men of various nationalities educated in the mining law, will be a difficult task indeed; but I think I have an original scheme that is practical, and which, if put in operation, would work wonders in educating our company men and miners. This plan is as follows: Have every school in every coal-mining district devote one-half hour on Friday afternoon after school hours to the familiarizing of all male pupils between the ages of twelve and sixteen years with the contents of our laws governing coal mines. At the end of each term of school, award small prizes- say, $5, $3, and $2- to those that are best posted, the principal of the school to be the sole adjudicator. Now, someone may say that this is causing extra work to our teachers, with no compensation. In this respect, I will vouch that 95 percent of our teachers will do this work gratis, providing we can show them the benefit of the system. If we go a step farther, and put an incentive before our teachers, probably it would be a good scheme to award a prize-say, $20 or more-for the best set of practical amendments to our mining laws complied by any school and its teachers, judges of the amendment to be members of this Institute and appointed by the President. There is no denying the fact that we need to be educated, and that we should adopt some system that will encourage a knowledge of practical and scientific mining amoung our present forces and the rising generation. Grant, Assistant to Manager of Navajo Mine, Utah International, Inc., Fruitland, New Mexico. Mr. Grant was delegated to open the meeting due to the untimely death of Past President A. F. Geiger. The eightieth regular meeting and convention was called to order by the President, John T. Atkins, at 9:15 a.m. Monday, June 25, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. President Atkins welcomed the members and their guests to the convention and noted that the annual business meeting would be held Tuesday afternoon at 2:00 p.m. in the same room. A convention update was made by the Conven¬tion Liaison Officer, Loren V. Linville. This was followed with a program report by the Program Chairman, Doug Ingram. The chair then called on Clifford Barrett, Upper Colorado Regional Director of the Bureau of Rec¬lamation of the United States Department of the Interior. He presented the Bureau's Citizen Award to RMCMI former president Ira E. McKeever for his outstanding contributions to the joint private/ Federal effort and the open planning process for AQUATRAIN. According to Barrett, "from 1981 to early 1984, McKeever led private industry work in the AQUATRAIN project, a proposal for a 1,400 mile long pipeline system. AQUATRAIN was conceived as a possible alternative to solve the government's problem of rising salinity levels in the Colorado river, as well as the private sector's need for a more economical coal transport method. The Citizen Award cites McKeever's efforts in developing a model for future cooperative ventures between government and industry that can benefit the nation." Following this presentation, the formal program of the 80th meeting and convention began with the president, John Atkins, introducing the convention kickoff speaker, Andrew Franklin, President of Nerco Mining Co., Inc., followed by the convention keynote speaker, Dr. Margaret N. Maxey of the University of Texas. These speeches are printed in this Proceedings together with those of all other convention speakers. I'm Andrew Franklin, President of Nerco Min¬ing Company, and I'm delighted to be here to kick off the annual convention of the Rocky Mountain Coal Mining Institute. This has always been a very special convention in my eyes and I'm sure this year's will be no exception. I am also here to share my thoughts on the western coal industry and how we're all affected - for good and bad - by public policy decisions. Although the title of my talk is "Western Coal: An Industry Under Siege," I believe a more accurate title might be "Western Coal: The Pit and The Pendulum," because of the wide swings in public policy and coal development in the past 15 years which have cut a zigzag path for growth over this period. As one of the nation's largest coal producers, Nerco is well aware of the problems facing western coal production. Nerco Mining Company is the western coal mining subsidiary of Nerco Inc. We have been "in coal" for more than 25 years through our parent company, Pacific Power & Light. To state my conclusion at the outset, I feel it's extremely important that consistency and common sense should guide our national policy for the development of valuable energy resources. In particu¬lar, we must reduce the wide swings in government policy and activities which have affected energy development. In short, we must decide what kind of game we're playing so that the "players" and the "referees" can keep their eyes on the "ball." Business today faces two main types of uncertainty market uncertainty and public policy uncertainty. As businessmen, we expect and are used to facing the familiar challenges and uncertainties of the market in which we operate. Over the past 10 years, the market has appeared to be bullish on coal. His speech of welcome to the Institute follows: The President's Remarks Guests and Members of the Rocky Mountain Coal Mining Institute: It is my privilege and pleasure to welcome you to the 56th regular meeting of the Institute. A look at the program will show that the various chairmen and their committees, headed by General Chairman A. Z. Dimitroff, have been hard at work to prepare a program which I am sure you will find to be informative as well as entertaining. I think that a special vote of thanks and appreciation is due Glenn Sorensen, who stepped in to head the Program Committee when Clint Cornelius moved from this area.

MR. PRESIDENT AND CO-WORKERS IN THE COAL INDUSTRY: I was requested by our president to prepare a paper on Longwall Coal Mining, to be read before this honorable organization. There are three general systems of Longwall, Longwall advancing and Longwall retreating, and the Nottingham system which is worked in England and South Wales. In Fremont county, where I am employed, the Colorado Fuel and Iron Company are working their mines on the advancing system. The face is started generally from the bottom of the shaft or other mine opening, or, at the outside of the pillar left to support the shaft or slope-bottom and advances toward the boundary of coal area. As the roads in this system are maintained by pack walls, it is sometimes called gob-roads system, and by these means the mine is opened up rapidly and consequently early returns are secured from the capital invested. By this method, there is no expense for narrow work, and a minimum amount of timbering of the roads is required. Now what I call ideal Longwall work is where there is about eight inches of dirt mining-and four and one-half feet of coal, .and when the entries and rooms will gob themselves, so that there will be no rock or dirt to haul out to the surface. But this is not the case in the mine I am in charge of. The entries and rooms will not gob themselves, therefor we have to haul the rock and dirt to the surface, which runs up the cost of production. Now the ideal roof in Longwall is composed of tough elastic and pliable strata that yield gradually by bending when the coal is removed, and throwing a sufficient weight or roof pressure on the coal face to break the coal when the same has been mined or undercut. Timbering should be done systematically, the coal well spragged before the miner starts to undermine the coal. Cogs or cribs are alright in their place, but I am not a believer in crib in Longwall working because they are too strong for the roof and do not leave the roof to squeeze .down gradually and break the roof around the crib. Longwall work requires particular skill on the part of the miner, and a familiarity with the conditions affecting room and pillar work, and a good room and pillar mail may not be successful in. Longwall work. A good Longwall miner realizes more than any one else the importance of being regularly at his place every working day. A day lost causes his place to fall behind the others which makes his work harder, and his daily output is further reduced by the amount of small coal that is liable to result from the excessive pressure where the face falls behind. The bad results are also felt by the miner working on each side of such place, as the roof pressure is often insufficient and the coal does not break as well as when the face is kept in a uniform line.

MR. C. M. GODDARD: Mr. Poli invented this little safety switch box. This junction box he has does improve the appearance mentioned in the underground junction boxes used in the foreign countries, where this thing is compulsory. There was some arrangement whereby the attachment could not be made with the switch in. The switch has got to be out of place before they can put the terminals into this box, which avoids all possibilities of short-circuits, except where protected on the inside of this box. In mines that are not gaseous, this is not so essential, but he has invented a very small junction box which probably. could be built for six or eight or ten dollars; if those things are necessary, for the handling of mining machines and their apparatus, takes current off the transmission line, and he has something that would meet that requirement, and I think when it is looked into it will meet the approval of the Bureau of Mines. He had this little box yesterday, and some of the members had looked it over and think, if they will look more favorably into it, they will find something to their advantage. PRESIDENT PRYDE: I think it is a good idea to bring in safety appliances and devices at this meeting. There were two more devices brought in here this morning; one a safety powder flask, and the other a carbide can. We have talked a great deal about permissible powder. It is going to take a little time to change over, and we would have to use the black powder cans. I will leave them in the window, if you care to investigate them.

Preceding the regular meeting, "Harvest from the Sky" was shown, an action-packed movie demonstrating how man and machines provide Denver with water. This vividly colored picture illustrated the magnitude of the job, highlighting the construction scenes at the 23-mile Harold D. Roberts tunnel, many scenes of which were taken underground at the face. Presiding was Mr. John Peperakis, Alanager, Sunnyside Operations, Kaiser Steel Corporation, Sunnyside, Utah, who called the regular meeting to order at 9:30. Mr. Peperakis introduced Mr. Otto A. Wiesley, Chairman, Industrial Commission and Utah Labor Relations Board, Salt Lake City, Utah, who spoke on "Functions and Policies of the Industrial Commission of the State of Utah." It was with obvious pride that he discussed the Medical Panel in use and the successful operation of the Indus- trial Commission in Utah, stressing the fact that the most important word in their vocabulary was "cooperation." When the writers were asked to prepare a paper on this subject for this meeting of the Institute there was some question in our minds as to what to say that would be of interest to the members. You all know that Utah has some wonderful seams of good coal, on which have been opened some of the most modern mines in the United States, and that her coal operators have been putting forth many efforts to reduce losses due to accidents as well as disease. While I believe that the physical condition of Utah's mines is as good as in any other state we are not unaware of the fact that a great deal can still be done and we are always willing to frankly discuss the accident situation in the state. Dr. Murray has assembled some interesting figures showing the monetary loss due to accidents and disease which I will will proceed to give you to show the necessity of continued efforts in welfare work regardless of humane considerations.

His speech of welcome is as follows: "Members and guests of the Rocky Mountain Coal Mining Institute: It is my distinct privilege to welcome you to the fifty-fifth regular meeting of the Institute. We have again gathered to meet our treasured friends, to make new acquaintances, to hear important papers by outstanding authorities, and to generally enjoy ourselves in the setting of the beautiful city of Colorado Springs. It is the prerogative of your President to appear as optimistic as he desires in the opening remarks to this Institute. I must admit that I have had to cast aside some bare and significant facts to the contrary. However, there must be a great deal of optimism present in an industry that can survive the adversities that have confronted. the coal industry within recent years.

PRESIDENT LITTLEJOHN: Gentlemen, you have heard Mr. Dyer's paper. The meeting is now open for discussion. MR. NORMAN: I would like to ask the gentleman what is the distance between your crosscuts for the ventilation of rooms and entries in the state of Utah?

CHAIR: I see a great many safety men in the audience and I hope you will all take part in using up the time that we have left. The point brought up by all was the necessity of education. It is very hard to know just how this is going to be done. We get very little encouragement to do this. At a recent meeting at Rock Springs, 100 in attendance, and most of them mine officials. Another condition which contributes to accidents is the labor turnover in many of our States. With many companies I am told from actual statistics the labor turnover is 125 per cent. Each field has different mining conditions so that men coming from one field are not always familiar with the mine conditions in the field they come to. These are conditions which have to be overcome. WM. LITTLEJOHN: Mr. Harrington brought up the subject of sprinkling. I will try to tell what we are doing at the Utah Fuel Company camps. Our dust at Castle Gate is the most inflammable gas that has yet been tested at the Pittsburgh station of the Bureau of Mines, so it is up to us to use every precaution to keep it down. I will try to tell what we are doing regarding sprinkling from tanks. We now have in operation two tanks in our locomotive roads, one in Castle Gate, one in Sunnyside. These tanks are something like 500-gallon tanks with pump on one end of truck which gets its power from the power wire and has a half circle perforated pipe on the other end of tank. This is simply hooked on to the locomotive. When the pump is started up it throws a fine spray of water all around which wets the roof, the sides and floor. We found this very successful from an economical as well as a working standpoint. A roadway that we probably would have had to pay a man at least two shifts for, covering the full distance, with the ordinary hose and spray, we can do in half a day and do it more thoroughly. We are also figuring on at the present time using the same system on rope haulage ways, which of course will have to be run by a reel from the feed lines, handling say four hundred feet each way before reconnecting. We haven't got it finished, but are working on it at the present time. MR. COLBURN: I would like to say a few words -about this question of education. Education was mentioned by all three sections of the Safety Committee. Education regarding safety might be divided into two branches. One branch is for the official at the mine to keep him acquainted with the latest developments in safety equipment and safety methods. The other part of education is for the workmen. The United States Bureau of Mines is co-operating in both directions. Safety Clubs are organized around the Bureau of Mines First Aid Training, but it is the idea to expand those clubs and teach the miner the advantage of such-things as the closed safety lamp, and also the regulations that have been made for his safety. In Illinois we can't operate with the closed lamp, because the miners in that section of the country are not educated to the advantages of the safety lamp. Another form of education has been taken up by the National Safety Council, consisting of voluntary organizations similar to the Institute, to which all mining men are invited to attend. Such conferences nave been held in the Lake Superior district, in Butte, and in Globe, Arizona, this year. These are to be extended throughout the coal mining regions. CHAIRMAN PRYDE: The Union Pacific Coal Company has also built two tank cars of 600 gallons capacity each. The tanks are connected with hose, so that water can flow from one tank to the other. A centrifugal pump is mounted on a truck, and connected to the front tank. This pump takes its power from the trolley wire. The discharge from the pump is perforated, so that it sprays the floor and sides of the entries. We expect to use this water train on main haulage ways where we have no sprinkling line.

This tipple differs from the ordinary tipple only in that it embodies numerous refinements for grading and otherwise preparing the coal. Coal from the mines is delivered to the tipple over a surface tram. There are two tracks for loads, which will hold about forty cars, and one track for empties which will hold about the same number. The loads are fed to the dump by gravity from both tracks and are controlled by two squeeze blocks. These blocks are of the type originally designed by Mr. W. J. Elwood, but unlike the original blocks which were of wood and operated by hand levers, are built of steel and operated by com¬pressed air at 100 pounds pressure. They are capable of holding securely twenty-four three-ton cars on a grade of 2.5%. The dump is of the complete revolving type and has a capacity of five cars per minute. After being dumped the empty cars go to the usual kick-back and onto the empty track by gravity. The hopper under the dump has a capacity of approximately fifteen tons, and the coal from this hopper is fed to the shakers by a reciprocating feeder. The screens are of the usual shaker type. They are eight feet wide, seventy-two feet long in two sections, balanced, pitch 12° 30", travel six inches and the eccentric shaft makes 100 revolutions per minute. The upper section of the screen is shorter but heavier than the lower section, and contains the slack and nut screens, consisting of plates with 1 5/8" and 3" round perforations respectively. The lower section contains plates with 4 ½ ", 6" and 8" round perforations respectively, from top to bottom in the order named. The shaker is so arranged that nearly all changes for making the different sizes of coal are made by merely shifting levers. The most complicated change has been made in two and a half minutes; most of the other changes can be made in less than one minute and some of then without stopping the shaker. One of the refinements is what we call the degradation screens. Just before the coal leaves the shaker it goes over a screen with 1 3/8" round perforations, which takes out the fine coal made while the coal is going over the other perforations. This fine coal goes into hoppers and onto the degradation conveyor and to the slack chute. The different sizes of coal, excepting the slack, are delivered by the shaker onto three picking tables. These tables are horizontal for twenty-four feet and then hinged to form the loading booms, so that each picking table forms a unit of continuous conveyor. Centrally located under the picking tables and under the floor, is the refuse conveyor which runs at right angles to the tables. The impurities picked from the coal are dropped into openings in the floor and onto this conveyor, from which they are discharged into a bin of 100 tons capacity. From this bin the refuse is loaded into railroad cars through a gate. The slack may be loaded directly into railroad cars through a chute from the hopper under the shaker, or it may be conveyed to the rescreener. Gates are provided by which all or any part of the slack may be loaded either directly into railroad cars or conveyed to the rescreener. The rescreener is a shaker four feet wide with sixteen feet of plate perforated with 3/4" round holes. The framework is wood, the pitch is 5° and it is driven by eccentrics having a 5 3/4" throw running 143 R.P.M. It is hung on 1"x10" ash boards, rigidly fixed at the support and on the shaker, so that the spring of the boards allows for its movement. The eccentric rods are also of ash, rigidly fixed and spring to allow the movement of the eccentrics. The dust going through this shaker drops into a bin of 80 tons capacity and is loaded into railroad cars

Safety Measures Employed at the Dawson Mines Preventive measures for eliminating and localizing explosions is a subject of special interest to Coal Mining operators at the present time. I shall endeavor in this paper to present the practical methods which have been developed at the mines of the Stag Canon Branch of the Phelps-Dodge Corporation, Dawson, New Mexico. Adobe Dusting Adobe is used for practically all dusting on the main haulage roads. It is obtainable in sufficient quantities adjacent to the mines. Loaded into railroad cars by a clam-shell loading crane, and transferred to the mine pit cars at the nearest available point, it is readily distributed along the motor roads by means of the mine locomotives. Of first consideration for adobe dusting is the preparation of the roadway. It is essential that all loose coal and dust be removed, at least to a depth of three or four inches below the top of the rails. The adobe, in a more or less moist condition is unloaded by hand from the pit cars and stored along the previously prepared roadway, to be later scattered to a depth of several inches over the floor, and over the ribs and roof such as is possible by the use of a shovel. The adobe soon loses its moisture and becomes pulverized. Due to the disturbance caused by passing motor trips, men and animals, the dust is effectively scattered along the ribs and roof of the roads. The velocity of the intake air aids materially in sustaining the suspension of this inert matter. Another scheme for distributing the fine dust in use is to chain the top of a pine tree to the rear of the trips, both empty and loaded. Dragging it along the motor roads stirs up the dust and aided by the intake air it is carried for long distances into the workings. The adobe is continually loosened and raked, all rock, coal, etc., being collected in piles and later loaded out in pit cars. One man is employed for each six thousand feet of entry. Dusting Main Return Air-Courses The air-courses are first thoroughly cleaned. All the loose coal and rock is loaded out, the ribs and roof washed down several times. Every five or six hundred feet, the stoppings between the main and return entries are broken through and small doors installed. Blowers are used to force the fine dust into the return air-courses through these openings. Thus suspended the dust travels a considerable distance before it is deposited on the floor, ribs and roof. The material used is chiefly adobe, sun dried, and screened on the outside. A two ton car load of this dust will cover several hundred feet of airway as very little loss occurs, often depositing from 2 to 6 pounds per running foot of entry. Methods of Insertion Blowers are used to force the dust into the main returns. One unit consists of a small Buffalo blower mounted on a truck with a two H. P. motor. A six-inch pipe is attached to the blower and runs the full length of the truck with a projection over the end. A hopper is built over the pipe and connected.
