"INTRODUCTION The idea of direct steel is by no means new. Although the work of Bessemer and Siemens provided simple and effective moans for converting pig iron into steel and established the ""blast-furnace route"" as the almost universal method of producing steel, metallurgists have not ceased to dream of direct steel. By direct steel is meant any process by which iron oxide in ore is reduced to Iron of the same or greater purity than the final steel or wrought iron. That is, carbon or alloying elements would be added as needed, not reduced in unwanted quantities into the iron and then removed more or completely by refining (Bessemer or open hearth) only to be readded in desired quantities.In general, direct-steel processes are ""sponge-iron"" processes, because reducing iron oxide without simultaneously alloying the iron with carbon, phcophorus, sulfur, and silicon present in ore and fuel succeeds only if the temperature is below the melting point of the iron. Such solid iron formed by reduction of iron oxide at relatively low temperature is sponge iron, which is butlery and porous. When the reduction proceeds at the higher temperature at which the particles of metal can weld together or finally even melt to yield pellets or balls that do not have the porosity and low-density characteristic of sponge iron, the product might preferably be called simply ""direct iron."""

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. This law (similar to the French law of 1810) is discussed in a separate section of this paper.

On the night of June 8, 1917, the flame of a carbide lamp accidentally set fire to the uncovered and frayed insulation of an armored power cable near the 2,400-foot level of the North Butte Mining CO.'s Granite Mountain shaft. How this, insulation accidentally became exposed is explained on page 15. The highly flammable oiled fabric set fire to the shaft timbers, and as this is a downcast shaft the fire spread with great rapidity, soon filling the mine workings with smoke and gas. At the time 410 men were working underground, 247 of whom escaped by various means, but most of the 163 remaining were probably overcome soon after the fire started, and perished. Only two men were actually burned. The cause of the disaster was purely accidental. The immediate effect was the unexpected reversal of normal conditions; the ultimate effect was great loss of life and the destruction of the main hoisting shaft, putting it temporarily out of service. The work of rescue and fire fighting continued eight days. The following pages present an attempt to draw some practical conclusions and suggestions from this disaster. The property of the North Butte Mining Co. consists of about 220 acres in the northeastern part of the Butte district, Montana. Next to the Anaconda Copper Mining Co. it is the largest producer of the district. In 1916, the year before the disaster, there were 1,160 men employed. The output was 560,947 tons of ore, which yielded 24,498,181 pounds of copper, 1,047,063 ounces of silver, 1,712 ounces of gold, and 412,953 pounds of zinc. The profit was $2,479,595. The total development work for that year was 21,694 feet. During the first half of 1917, the year of the accident, the daily tonnage of ore averaged 2,000, an increase of 400 tons over that of the year 1916.

This computer program determines the price per ton of coal needed to obtain a profit of 12 percent discounted cash flow. From a predetermined equipment and manning list, the program calculates all costs and prints seven tables, Including the equipment and manning tables and the discount cash flow table. Forty-four of the input variables may be readily changed to study their effects upon the final price per ton of coal or upon individual cost items. The method is adaptable for any type of mining and with additions, for beneficiation processes. This program was written in Fortran IV for use on the IBM 11302 and with few modifications can be used on other computers.

In 1911 the Director of the United States Bureau of Mines instructed the chief mining engineer of the bureau , during an investigation of coal-mine safety conditions in Europe, to ask the directors of the various mine-experiment stations whether they would favor a European conference . The majority of the officials in immediate charge of experiment stations favored the plan , and Victor Watteyne, inspector general of Belgium, suggested that the United States call such a conference to be held immediately after the Eighth International Congress of Applied Chemistry, which was to assemble in New York on September 3, 1912 . Accordingly, invitations were issued by the United States Government to those countries having mine-experiment stations , namely, Austria-Hungary, Belgium, France, Germany , and Great Britain, and to those that contemplated the establishment of such stations , Canada and Mexico . All but Great Britain and Canada accepted ; Mexico designated a representative , who later found it impossible to come. The Government of Great Britain in declining, expressed regret at its inability to accept ; an informal statement was made that the opening of the experimental gallery at Eskmeals , England , occupied the attention of the officials in charge . Delegates were appointed by their respective Governments as follows: Austria-Hungary, Julian Czaplinski , royal mining engineer. Belgium, Victor Watteyne , inspector general of mines . France, J. Taffanel, director of the Lievin experiment station . Germany, Carl Beyling, bergassessor, director of Dortmund experiment station. United States , Charles E. Munroe, consulting explosives expert and George S. Rice, chief mining engineer of the Bureau of Mines . Subsequently Mr. William O'Connor , a mining engineer and mine operator of Wales , who opportunely appeared at the Pittsburgh station with letters of introduction from the South Wales Institute of Engineers and from prominent mining officials of Great Britain , was unanimously invited to take part in the meeting as an unofficial representative of Great Britain . Messrs . Beyling, Taffanel , and Watteyne were met in New York on September 3, by George S. Rice, who accompanied them to Washington, where they were welcomed by Director J. A. Holmes , of the Bureau of Mines , and where , with the delegates to the Eighth International Congress of Applied Chemistry , they were presented to President Taft . Mr. Taffanel was unfortunately called back to France just before the scheduled time of the conference on account of a mine disaster ; the other delegates , including Mr. Czaplinski , convened at Pittsburgh on the morning of September 14. Mr. Rice, representing the Director of the Bureau of Mines , acted as temporary chairman , and called the meeting to order.

Noise from vibrating screens is generated in two ways: 1) Noise due to the material being processed and, 2) noise from the screen itself. Non-metallic decks had been shown previously to reduce material noise. The noise reduction and change in screening performance was quantified for six non-metallic decks using dolomite, granite and coal as the materials. The non-metallic decks were from 2 to 7 dBA quieter and from -1 to +10 percent less efficient as compared to a steel wire cloth deck of the same open area. Damping of the sidewalls and isolation of the drive mechanisms had been shown, in a development configuration, to reduce the noise of the screen itself. Tests of four prototype damping treatments gave reductions up to 4.9 dBA and the mechanism isolators gave an additional 2.1 dBA. The treatments were successfully life tested in two ways: 1) Lab tests to a simulated 25,000 hours were conducted on samples of the treatments in a corrosive salt spray to simulate coal plant wash water and, 2) the full size treatments were run on a full size screen for 5,000 hours.

This publication is the third of a series of reports on hazards and the prevention of accidents at blast-furnace plants that is being published by the Bureau of Mines, Technical Paper 106a being the first and Technical Paper 136b the second of the series. This bulletin, which is arranged in three parts, treats of the causes and prevention of blast-furnace breakouts, explosions, and slips. The first part discusses blast-furnace breakouts, the hazards therefrom, causes, and features of furnace design and methods of operation that tend to prevent breakouts or lessen their number, and points out safety measures to be adopted. The second part takes up the theory and causes of gas explosions at blast-furnace plants and reviews the better methods in use for handling gas. The third part analyzes the causes of hanging and scaffolding in blast furnaces, with the resulting slips that frequently cause injury to the plant and danger to the workmen, describes features of construction and furnace design and methods of operation employed to prevent hanging and slipping, and suggests precautions and safeguards.

Many of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed, in operating and anesthetizing areas. When ether was first introduced, candles and gas-lights and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions -many of them fatal to patients -have been attributed, with good reason, to sparks from static electricity. In this paper the authors present facts to show the prevalence of static electricity in the average hospital anesthetizing area, and the degree to which this easily developed electrical form of energy constitutes an explosion hazard. An effort is made throughout to explain how static electricity behaves, why it is a hazard, and why certain safety measures are needed and recommended. Following the introduction and a short general discussion of static electricity, which incorporates a glossary of pertinent electrical terms, an account is given of inspections and tests made in a number of hospitals. This account includes many suggestions that should be useful to any person who plans to make similar inspections and tests. However, a comparison of materials and equipment used with those described in the report will reveal, in many cases, the potential dangers and obviate the necessity for tests. The hospital work was supplemented by considerable laboratory research designed to determine the spark energies required to ignite anesthetic-gas mixtures and the exact amount of time involved in developing the usual static charges. The results of this research are reported and the implications examined. The paper concludes with a general discussion of static and related hazards in anesthetizing areas and of the most urgent preventative measures.

The performances of four anthracite-burning stokers have been observed under identical 74-hp. steam boilers. Fifty runs of 12 and 24 hours' duration were made in accordance with the test code of the American Society of Mechanical Engineers (ASME). The capacity of each stoker for burning anthracite has been determined, the heat efficiency at each fuel rate has been computed, and the various significant items of hear loss have been estimated. The operating data and results from each run are tabulated in this report in the form used in the test code. The heat efficiencies and most significant operating data for each run are also presented graphically for each stoker to establish the trends with increasing boiler outputs, The tests show that rice anthracite can be burned on stokers adapted to its use at heat-conversion efficiencies of 82 percent or more under continuous firing. These high efficiencies are maintained with fuel inputs 30 percent higher and lower than the peak efficiency rate. Moreover, a heat efficiency of 70 percent or more is obtained at 50 percent of the optimum fuel rate, even though the excess air into the furnace cannot be held below 150 percent.

Landstrom et al. (1985) suggested the possibility of cortical activation during exposure to WBV, however, it is not known how cerebral physiology (oxygenation and blood volume) responds in healthy women during different vibration frequencies. This study examined the role of backrest support and handgrip work on cerebral oxygenation and blood volume responses, during exposure to seated WBV. Methods Fourteen women (age: 23.9 ± 3.5 years) were randomly exposed to three frequencies of WBV (3, 4.5 and 6 Hz at approximately 0.9gr.m.s in the vertical direction) on a customized vibrating base (Advanced Therapy Products, Inc., USA) in a seated posture on three separate days. On the first day, the subjects completed an aerobic fitness test until volitional exhaustion on an arm cranking ergometer (Cybex, MET 300, USA). Each WBV session lasted 30 min (6 min baseline without WBV, 8 min WBV ‘with’ or ‘without’ backrest support, and 4 min recovery from WBV, 8 min WBV with ‘opposite’ backrest condition, and 4 min recovery following WBV). During 8 min WBV exposure ‘with’ and ‘without’ backrest support, subjects performed maximal voluntary rhythmic handgrip contractions with their right hand for 1 min using a dynamometer. To obtain regional oxygenation and blood volume responses, a NIRS sensor (MicroRunman, NIM, Inc., PA, USA) was placed on the anterior right frontal lobe just below the hair and close to fronto-temporalis region (Maikala et al. 2005). Results Baseline oxygenation and blood volume values were recorded during recovery from each WBV session of ‘with’ and ‘without’ backrest support. The physiological change in oxygenation and blood volume during each frequency (3, 4.5, and 6 Hz) for both backrest (‘with’ and ‘without’ a backrest) and workload (WBV only and WBV combined with rhythmic handgrip contractions) was calculated as the difference between the maximum values identified for each WBV condition of backrest and workload and baseline values (Maikala et al. 2005). Three-way analysis of covariance with repeated measures (frequency, backrest, and workload) with a fully crossed design was used to evaluate the differences in the oxygenation and blood volume responses (measured in optical density [od] units). Two sizes of Pennsylvania anthracite were gasified in the new-type Lurgi pressure generator at the Dorsten, Germany, works of the Steinkohlengas, A. G. These tests demonstrated that Chestnut-size anthracite and a Rice-Buckwheat mixture containing 27 and 19 percent ash, respectively, could be gasified satisfactorily at an elevated pressure in a fixed bed with oxygen and steam. These coals were especially prepared to approximate a rough-cleaned coal and a washed and screened product. The operating data obtained from the two tests and materials requirements are summarized. A wide range of reactant ratios could not be tested, nor could optimum operating conditions be determined, as the generator was being used throughout the testing program, employing normal operating practices, to produce gas for the gas grid; and the most economical coal, steam, and oxygen ratios may not have been used. Comparative costs are presented of the raw materials required for producing a high-B.t.u. gas, based on the operational data obtained from these tests and, to some extent, on data extrapolated from laboratory experimentation. A flowsheet of a proposed process for producing a high-B.t.u. gas by Lurgi gasification, followed by methanation, is also included.

Flame safety lamps have been used in gaseous mines since the Davy lamp was introduced, more than 100 years ago. During the last decade the flame safety lamp has been rapidly replaced by the electric lamp as a device for illuminating the miner's working place; in the United States the electric cap lamp has been widely adopted. For example, in 1911 approximately 45,000 flame lamps and no electric lamps were being used in the Pennsylvania bituminous mines, which were then producing 35 per cent of all the soft coal mined in this country; by 1918 the flame lamps had decreased to 17,000, whereas electric lamps-mostly of one maketotaled nearly 48,000. In Great Britain during the same years the total of 723,934 flame lamps decreased to 590,185 and the electric lamps gained rapidly from 4,298 to 156,521. No later reliable figures are at hand. However, before the flame lamp becomes obsolete, it is fitting that the Bureau of Mines compile a permanent record of a device which has served the mining industry for more than three generations, and not only made possible the development of entire districts that otherwise could not have been worked but undoubtedly saved the lives of thousands of underground workers. Flame safety lamps are capable of doing more than the name indicates. First, under normal conditions, they can be used in a mine atmosphere that contains an explosive mixture of gas and air without great danger of exploding such a mixture, though such use of a flame lamp should not be permitted. Second, to an experienced man they indicate percentages of gas much lower than the explosive limit, and thus can be used to indicate to workers the approach of an unsafe condition in the mine atmosphere. Third, flame lamps will not burn in an atmosphere greatly deficient in oxygen, and they therefore warn the users of such deficiency in time to withdraw to a place of safety. Flame safety lamps are still used rather widely in the United States for general illumination and to a still greater extent for detecting gas. Many coal-producing States require fire bosses to use these lamps in gaseous mines, and the regulations of several States specify that a gIven number of such lamps be kept available for emergency service.

A small electronic digital computer employing punched cards has been used to facilitate the solution of a variety of problems in Bureau of Mines pyrometallurgical research. In this work the computer has been found to be economical for solving both simple problems that occur repeatedly and those involving complex or iterative calculations. Each of these classes of problems and their respective solutions are described. These small computers can be used effectively by researchers when they work in consultation with a computer specialist. Close team work produces the required solutions in less time, and, oftentimes, in a more useful form. Participation in programming by researchers develops in them a skill for evaluating the suitability of problems for electronic computing.

Wustite beds were reduced with carbon monoxide and mixtures of hydrogen and nitrogen in the temperature range 900° to 1,300° C to determine the effect of temperature, gas flow, and surface area on the rate of reduction to iron. The composition of the gas stream as it passed through the wustite bed was continuously measured with infrared absorption cells and heated-wire methods. The change in composition was used to calculate the reaction rates. Arrhenius plots of the data give heats of activation of 34 kcal for particles using CO, 27 kcal for particles using H2, 24 kcal for pellets using C8, and 6 kcal for pellets using H2. The velocity of reduction is dependent on the area of reacting interface and the driving potential of the gas (reducing gas concentration minus equilibrium concentration) as well as the exponential temperature effect. The reaction rate was independent of the gas velocity over the range of conditions studied.

EXTENSIVE research and development was performed on the manganese-copper vibration-damping alloys to determine the relationship between the properties of the alloys and variations in composition, fabrication, Mid heat treatment. Mn-Cu alloys with unusually high specific damping capacity, 20 to 25 percent at a stress of 5,000 psi, have also the following useful properties: Tensile strength, 90,000 to 110,000 psi; yield strong, 60,000 to psi; elongation, 20 to 25 percent; hardness, 90 Rockwell B; and fatigue limit at, 28,000 to 30,000 psi. Both standard and special methods of testing were employed to obtain data on strength, modulus, hardness, resistivity, dilatation, micro-structure, crystal lattice, and damping capacity. The extensive tabular and graphical data on these properties are presented for alloys containing 50 to 85 percent as quenched d solution) and after various aging treatments. Expansion coefficients for all Mn-Cu solid solutions are graphed and a dilatometer study of contraction during aging is reported. Although high damping capacity is associated with aging to precipitate a-Mn from solid solution, with a cubic-tetragonal transformation and with the occurrence of antiferromagnetic ordering in Mn-Cu alloys, a tenable theory of the damping mechanism has not been reached.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. This report incorporates a review of available dewatering technology and an evaluation of its relevance to surface coal mines in the Interior Province of the United States. Guidelines for the selection, design and construction of dewatering systems are included. On the basis of documented experience, candidate dewatering systems were selected and evaluated with respect to their anticipated impact on the environment and mine operations. Included in the discussion is a summary of laws and regulations which can impact on dewatering operations. Following this discussion, geologic and hydrogeologic conditions within the Interior Province are described and potential dewatering problems at surface coal mines are identified. Model mines are developed which exhibit the most difficult dewatering problems identified, and it is demonstrated how available technology can be utilized to deal with these problems. Dewatering of coarse-grained, high permeability terrace deposits might be economically feasible today. Low permeability, saturated glacial tills or lake deposits appear to be significantly outside present economic feasibility for dewatering.
