The current laboratory methods for assessing the vibration attenuation performance of seats involve repetitive trials with a number of human occupants, and raise certain ethical concerns. Moreover, the measurements with human subjects yield considerable variability in the data. Alternatively, several anthropodynamic manikins have been developed for effective assessments of the coupled seat occupant system [1]. The effectiveness of a manikin in predicting the response of a coupled seat-occupant system lies in its ability to reproduce the biodynamic response of the seated human body in terms of force-motion relationship at the body-seat interface, such as apparent mass (APMS). A number of prototype manikins have thus been developed on the basis of biodynamic characteristics of vertical vibration-exposed seated occupants of different body masses in the vicinity of 5th, 50th and 95th percentile male population. This study concerns with the analysis of a passive prototype manikin to enhance its ability to reproduce the idealized APMS response characteristics of the vibration-exposed seated human subjects defined in ISO-5982[2] for mean body masses of 55, 75 and 98 kg. Methods The APMS responses of a prototype anthropodynamic passive manikin were thoroughly characterized in the laboratory under different excitations and body mass configurations. The manikin was designed with sufficient flexibility to configure mechanical-equivalent models corresponding to seated body masses of 55, 75 and 98 kg, by adding/removing specified masses and springs (Fig. 1). The manikin, configured for a specific body mass, was positioned on a rigid seat without a backrest, which was fixed to the force platform of a whole-body vertical vibration simulator. The simulator was programmed to synthesize random vertical vibration with flat acceleration power spectrum in the 0.4-20 Hz frequency range with two different magnitudes: 1 and 2 m/s2 overall rms acceleration. The total static and dynamic forces of the manikin to and the seat were measured using the force platform, while a single axis accelerometer was installed on the seat pan to measure acceleration due to vertical excitation. Earlier work on this subject includes a study of the general practice of coal preparation in Illinois, made in 1914 and published in 1916/ and an investigation of Illinois coal-w.ashing methods, results of which were published in 1912 in a bulletin 2 that contained complete information on the methods then in use for sizing washed coa 1.

BACKGROUND A mine shaft is the lifeline to underground mines. Mine operators depend on safe, uninterrupted, and efficient movement of workers and materials. The shaft and hoisting system provides access to the network of openings used to recover the underground resource, provides vertical transport of miners and materials, and serves as an escapeway in case of an emergency. Accidents involving hoisting can be catastrophic. Such was the case in 1973 at the Markham Colliery in Derbyshire, UK when the conveyance overwound and fell to the shaft bottom, resulting in 17 deaths. Hoist and elevator machinery must meet the requirements specified in the Code of Federal Regulations (CFR), Parts 57 and 75. According to the Mine Safety and Health Administration (MSHA) data, many shaft-related accidents in the United States are associated with the hoisting cycle. MSHA statistics show that there were about 1500 shaft- related accidents in the 5-year period between 1992-1996. Most of these accidents resulted from the action, motion, or failure of the hoisting equipment or mechanism and involved movement of the conveyance which includes cages, skips, ore buckets, and elevators. A hoisting hazard may be characterized as an "unsafe hoist operating condition caused by insufficient or inaccurate information available to the hoist operator" (authors' quote). Earlier investigators have defined safety features and operating and maintenance standards for hoists, and reported on monitoring and control systems and sensors for hoists and conveyances [Farley, 1983; Ward, 19931. However, despite the considerable technological progress and hoisting control improvements in recent years, safety- related issues that require further investigation still remain. The hoist operator must constantly be aware of two important hoist-operating conditions: the position of the conveyance and the tension in the hoist rope. If this information is not available or is inaccurate, the hoist becomes unsafe. Current technology provides this information indirectly from sensors and indicators in the hoist room. However, unlike a building elevator hoistway, mine shaft hoistway problems often include: 1. poor ground conditions and excessive shaft wall and guide displacement; 2. rock bursts in deep mines (resulting in large rock movements and fragments blocking the hoist way); 3. water, ice, and salt buildup (impeding the smooth flow of the conveyance); 4. severe vibration from hoisting (resulting in loose guide support brackets, broken welds, or other alignment and conveyance mechanism malfunctions). The second issue relates to dynamic rope loads applied during normal winding, particularly during loading, acceleration, and stopping. Safety factors on wire rope are based on static load. They are artificially high to account for all cases of dynamic loads, even though the total load history on the rope (static and dynamic) during service is unknown. Therefore the tension, and thus the compliance with wire rope load safety factors, is unknown to the hoistman.

Volatilization in retorts has been, until recently, the only commercial process of producing spelter, hence the zinc mine operators have had to meet the terms of the zinc smelters in regard to the following requirements: (1) Minimum percentage of zinc the ore must contain; (2) the chemical combination of the zinc in the ore; (3) the proportion present of those elements that interfere with the suceessful recovery of the zinc when the ore is retorted. In consequence of these requirements, only a comparatively small proportion of the zinc ores mined can be shipped directly to the smelters.

This report presents the results of washability examinations of seven coals from the principal coal-producing fields of Montana. A complete performance test of the Baum-type jig operated at one of the mines is included, as are the results of cleaning tests made on two of the coals in a dense-medium pilot plant. The coals examined from the Red Lodge, Bull Mountain, and Forsyth fields are comparatively easy to clean. Ash contents of 5 to 10 percent can be obtained at yields of washed coal ranging from 90 to 95 percent. The coal from the Great Falls field, however, could not be cleaned readily to less than 14 percent ash, and the rejection of impurity would amount to over 25 percent. The two coals treated in the dense-medium pilot plant were characterized by sharp separation of impurity, high recovery efficiency, and satisfactory reduction in ash content.

Coal-bearing regions cover about 18,464 square miles or one third of Iowa, primarily in the south-central part of the state. Coal quality ranges from subbituminous to high volatile bituminous. Iowa's coal reserves are estimated to be 2.2 billion tons, less than one-half of one percent of total U.S. reserves. Coal beds are typically thin seams with a maximum thickness of five feet. Coal deposits in Iowa were fist mined in the 1840s for blacksmithing and domestic purposes. Demand for coal increased with the use of coal to fuel steamboats and railroads. Production peaked in 1917, when Iowaproduced9 million tons of coal. Since then, conversion to natural gas and fuel oil has decreased the demand for coal. Today, electrical power generating plants have created a continuing, but declining, demand for Iowa's coal. Coal production in Iowa is by surface mining methods. The Iowa regulatory program was conditionally approved January 21, 1981. Full approval was received March 28,1982, and the Abandoned Mine Land Program was approved March 28, 1983.

The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 829), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

"INTRODUCTION The Cphir Hill Consolidated mine was examined 2/ in January 1944. It was recommended that the mine be explored for the purpose of increasing of lead and zinc ore.The Bureau of Mines began exploratory work at the mine in June 1944 and completed it in June 1945. The work was planned to indicate ore that could be developed and extracted quickly and consisted of core drilling and trenching.ACKNOWLEDGMENTSIn its program of exploration mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Its the policy of the Bureau to publish the facts developed by cash exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, O. C. Ralston, chief, analyzes samples and performs beneficiation tests.The work reported on in this paper was conducted under the supervision of S. R. Zinmerly, removal engineer of the Western Region, and J. A. Marsh, district engineer of the Utah-Wyoming district. Subsequent to May 1945, the project was under the supervision of Paul T. Allman, chief, Salt Lake City Division, Mining Branch. The management and employees of the Ophir Development Co. wore very cooperative. In the interest of safety in underground coal mining, the Bureau of Mines recommends: 1. That doors used to control ventilation (a) Shall be installed in pairs to form air locks, (b) Shall be self-closing, (c) Shall not have latches or other devices for holding them open, (d) Shall be constructed and maintained to prevent excessive air leakage through or around them, (e) Shall be fire resistant. 2. That wherever practicable the use of doors shall be limited to development openings. The Mine Safety Board is of the opinion that the best practice in coal-mine ventilation makes use of a split system employing overcasts or undercasts with doors limited as far as feasible to development openings. The distance between air-lock doors on haulageways should be sufficient to accommodate a trip or train of maximum length. Where auxiliary doors are installed to control ventilation during emergencies, they should be so placed that they can be utilized readily in case of damage to the air-lock doors.

The investigations recorded in this bulletin were conducted by the Pacific Coke & Coal Co. in cooperation with the United States Bureau of Mines and the University of Washington. They cover one phase of a comprehensive investigation to determine whether coals from an extensive, undeveloped area of Pierce County, Wash., can be used in the manufacture of coke for the iron blast furnace. The completed investigation had three parts: (1) A geological survey of the coal property, (2) washing and crushing tests of the coals, and (3) coking and by-product tests. The geological survey, which was not conducted in cooperation with the Bureau of Mines and the University of Washington, included systematic tracing of the coal beds by test holes throughout the property, except some portions covered by an impenetrable layer of glacial drift. By this means all of the beds were correlated, their thickness and general character were determined, and tonnage estimates were made. Only such parts of the survey results as are necessary to a full explanation of the investigations described herein are included in this bulletin.

Operators of construction equipment perform various duties at work that expose them to a variety of risk factors that may lead to health problems. A few of the health hazards among operators of construction equipment are: (a) whole-body vibration, (b) awkward postural requirements (including static sitting), (c) dust, (d) noise, (e) temperature extremes, and (f) shift work. It has been suggested that operating engineers (OEs) are exposed to two important risk factors for the development of musculoskeletal disorders: whole-body vibration and non-neutral body postures. Method: This review evaluates selected papers that have studied exposure to whole-body vibration and awkward posture among operators of mobile equipment. There have been only few studies that have specifically examined exposure of these risk factors among operators of construction equipment. Thus other studies from related industry and equipment were reviewed as applicable. Conclusion: In order to better understand whole-body vibration and postural stress among OEs, it is recommended that future studies are needed in evaluating these risk factors among OEs.

The fluorescence of many minerals, when excited by different wave lengths, of ultraviolet radiation, has long been recognized as a spectacular laboratory phenomenon. Since the original display in the British Museum, the phenomenon has been used frequently for educational purposes and public demonstrations. Its practical application for the rapid detection of certain minerals in ores and mill products at the zinc mine at Franklin, N. J., has been described.3 Due to technical improvements in ultraviolet-radiation apparatus, fluorescence has found a new field of application in the tungsten-minim; industry. Although fluorescence of scheelite (calcium tungstate) has been known for a number of years, the practical application of the phenomenon is the outgrowth of a program of cooperative research conducted by Ott F. Heizer, manager of the Nevada-Massachusetts Co., Inc. , Mill City, Nev., and Dr. Paul F. Kerr of Columbia University. Special portable lights for fluorescing scheelite have been developed and utilized in underground geological work. Thanks are due Ott F. Heizer for permission to publish data included in this paper.

For the purpose of procuring data that could be used in estimating the value of the briquetting process as applied to American fuels, the United States Geological Survey, in cooperation with other interests, began in 1904, at the Louisiana Purchase Exposition, certain experiments involving the production and use of bituminous-coal briquets. It installed at St. Louis, and later at Norfolk, machines for the manufacture of such briquets, and the output of these machines has been tested in locomotive service on several different railroads in comparison with natural fuels. An elaborate and carefully executed series of tests involving the use of natural coals and of briquets made from the same coal, previously crushed, was carried out on a locomotive mounted at the testing plant of the Pennsylvania Railroad Company at Altoona, Pa.; and some preliminary experiments involving the use of briquets in marine service were made in connection with one of the Government's torpedo boats. A description of these tests is presented herewith. The results sustain the following general conelusions: 1. The briquets made on the Government's machines have well withstood exposure to the weather. and have suffered but little deterioration from handling. 2. In all classes of service involved by the experiments, the use of briquets in the place of natural coal appears to have increased the evaporative efficiency of the boilers tested. 3. The smoke produced has in no test been more dense with the briquets than with coal; on the contrary, in most tests the smoke density is said to have been less when briquets were used. 4. The use of briquets increases the facility with which an even fire over the whole area of the grate may be maintained.

The State of Washington has a federal program that gives the Office of Surface Mining responsibility for assuring the reclamation of lands affected by coal mining. Most of Washington's coal-bearing regions lie west of the Cascade Mountains. The state's coal reserves are estimated at 1.4 billion tons, about 0.3 percent of the nation's total coal reserve. Steeply dipping. minable seams range from 2.5 to 25 feet in thickness. The occurrence of coal in Washington has been documented since the early days of its settlement; at one time, coal production played a significant role in the state's economy. During the late 1800s and early 1900s, coal was second only to lumber in Washington's industrial production. Coal production declined as other sources of energy were developed. By 1959, production was at 200,000 tons. Regulation of the coal mine operations in Washington is conducted by the Office of Surface Mining's Casper, Wyoming, Field Office and its local office in Olympia, Washington. All permit applications and abandoned mine land reclamation are completed by the OSM Western Support Center in Denver, Colorado. Inspections of mine and reclamation sites are conducted by OSM reclamation specialists located in Olympia.

The Mine Improvement and New Emergency Response Act of 2006 (MINER ACT) established a Technical Study Panel (The Panel) to provide recommendations on the utilization of belt air and new technology that may be available for increasing the fire resistance properties of conveyor belt used in underground coal mines. The Panel Report recommended use of the Belt Evaluation Laboratory Test (BELT) as the method for testing and approval of flame resistant conveyor belts used in underground coal mines. The research conducted to establish the correlation of the BELT with large-scale belt fire flammability tests was done using 36- to 42-in wide conveyor belt. Due to today?s coal haulage capacity, the mining industry is using 72-in and wider conveyor belts. The National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine if the BELT will also qualify wider belts as fire resistant for use in underground coal mines. This paper describes the results of recent experiments comparing results from using the BELT and the large-scale tests for six different belts.

This report describes the preparation characteristics of 23 coal samples collected from nine of the more significant coalbeds of Fayette County, W. Va. In 1963 almost 5.4 million tons of medium to high volatile B coals of excellent quality for metallurgical and steam markets were produced in Fayette County. Of the 23 coal samples collected 11 would require some upgrading to pro-vide metallurgical quality products, 11 were acceptable as received, and 1 was a noncaking coal. Cleaning these coals to metallurgical standards would require only the removal of the sink 1.58 specific gravity material which would be quite easy as very little near-separating-gravity material was present at this gravity.

Roof bolter occupations in underground coal mines continue to experience overexposure to respirable dust. One potential source of dust in roof bolting operations is the exhaust from the roof bolter dust collection system. A wet exhaust conditioner (?water box?) has been developed to reduce dust emissions from the exhaust of the vacuum dust collection system on roof bolting machines. The exhaust conditioner consists of a muffler chamber and a water chamber with four internal partitions to direct airflow over the surface of the water. The National Institute for Occupational Safety and Health conducted a series of laboratory tests to assess the respirable dust capture ability of this device as compared to the standard exhaust muffler. To determine the dust collection efficiency, both devices were placed in the exhaust stream of a simulated roof bolter dust collection system. Gravimetric samplers were operated upstream and downstream of the exhaust conditioner and muffler to evaluate the ability to capture both respirable coal and limestone dust. Researchers observed a 41 percent reduction in dust concentrations for the water exhaust conditioner in the laboratory configuration. Significant levels of dust deposition in the sampling chambers may have contributed to this effective capture rate.

The chairman of this committee is the Secretary of the Interior or his delegated representative, and in all meetings held during 1960 and 1961, the Director of the Bureau of Mines, Marling J.
