After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. "Global population is a key factor in future energy requirements, especially considering the important elements of global energy resources, electricity production, the accessibility/non-accessibility of electricity, greenhouse gas emissions and the states of nuclear reactors. Everyday human requirements depend on industrial products, and industries need a considerable amount of electricity to run. Nuclear fuel is inexpensive and bolsters industrial growth. As uranium reserves are being consumed rapidly, an alternative source of energy in the nuclear industry is thorium. Here, primary energy supplies by various sources from 1993 to 2011 as well as estimates of future needs to 2020 are discussed. This study finds that primary energy sources are mainly fossil fuels, renewables sources, and nuclear and hydro energy. In addition, growth depends on increases mainly in renewable sources.Recovery of thorium from its ores by using hydrometallurgical routes were described and discussed. The final part of this paper was presented a case study of the thorium extraction from Korean monazite ore leach liquors by using Prieme JM-T diluted in A150 diluent as an extractant system. And possible separation of the thorium from rare earths (REs) and base metals were calculated by measuring of separation factors and finally, the recovery of thorium from loaded organic of Prieme JM-T was established.THORIUM IS FUTURE NUCLEAR FUEL?Global energy consumption is increasing everyday with the high population growth, high industrialization of numerous countries and the higher level of good and services consumption that follows it. If we look at specific sectors of the economy, oil consumption grew by 0.8 million barrels per day, globally, whereas the increase was 0.4 % for natural gas and coal 1.8 % for nuclear power and just under 2.0 % for hydroelectric power (Asheley 2009). Use of renewable sources of energy for power generation and transportation increased by 3% in 2014 (BP 2015)). Thus alternative source of energy must be identified and developed to meet this increasing demand. Thorium is a potential one for the nuclear industry."

Quality assurance of drilled shafts is highly dependent upon the construction practices used during the excavation and concrete placement process. When performed under slurry, challenges are presented in maintaining borehole stability and placing a uniform and continuous concrete column. An integral part of the construction operation is to evaluate the as-built integrity to verify the drilled shaft is capable of safely transferring the required loads to the subsurface. One such case is exemplified by a project involving the expansion of an existing public transit rail line. The expansion required the construction of a new bridge bent supported by seven 5-ft diameter drilled shafts of various lengths. The specifications for the project required both Cross-Hole Sonic Logging (CSL) and Thermal Integrity Profiling (TIP) for drilled shaft integrity evaluation. Both of these post-construction non-destructive tests (NDT) are designed to detect anomalies or the presence of regions with reduced concrete quality. However, the implementation and methodologies of performing each of these NDT methods are significantly different. Cross-Hole Sonic Logging uses ultrasonic signals emitted from a transmitter in one access tube to a receiver in another access tube. Thermal Integrity Profiling measures elevated concrete temperatures during the curing process using embedded thermal wires. Both test methods require different access details and therefore have different costs associated to the contractor or owner to perform. This paper provides a detailed comparison of these NDT methods as performed on these seven drilled shafts. The associated financial and time costs to perform each method are compared and the results are discussed in detail. INTRODUCTION Drilled shafts are a fundamental deep foundation element that can be designed to resist large bending moments as well as to transfer large compressive axial loads through weaker upper soils to competent soils or rock below. Often times when the upper soils are very soft, lateral support by casing or slurry, or a combination of both, may be used to hold back the softer soils from collapsing into the hole before concrete has been placed. Due to the blind nature of drilled shaft construction and the qualities issues that may arise during the placement process, it is essential for design engineers to specify non-destructive testing (NDT) to assess the quality of the as-built drilled shaft. CSL and TIP testing are two NDT methods designed to detect areas of lower quality concrete or soil inclusions throughout the length of the drilled shaft and determine its overall quality. Each method uses different technologies and methods to achieve the results required to determine the as-built condition of the drilled shaft.

MR. CHAIRMAN, Members of the C.I.M., and Friends -particularly friends, because I am not entirely a stranger in your city. I was last here some five years ago and it has given me a great deal of pleasure this evening to be able to say "Hello" again to those I had met at that time, when Bourlamaque and V al d'Or were very busy centres of intensive and successful gold exploration. My remarks this evening have to .do with Canada's Place in the Atomic Age. They will be of a general nature but I hope to tell you ?enough to whet your appetite so that you may be provoked into per-.suing the subject further. Now, atomic developments have become quite commonplace. Words like radioactivity, reactors, nuclear fission, and so on are known to everyone, even the youngsters. I re-member two or three years ago one of my office boys came to me and said "Mr. Joubin, I would like a raise." I gave the request a few seconds of serious thought and finally said "Alright, Jimmy, we'll give you a raise." However, he made no effort to leave, so after a -couple of seconds more I said, "Is there something else ?" and he said "Yes, Mr. Joubin, could you make that raise 'radioactive' to the first .of the year ?"

"The Quintette coal property lies in the Rocky Mountain foothills of northeastern British Columbia (see Figure 1). Quintette and the adjacent Bullmoose property of Teck Corporation are soon to become the first commercial coal mines in the Peace River Coal Field, which is estir1ated to contain 10 billion tonnes of metallurgical coal reserves.Denison Mines Limited acquired the original Quintette coal licenses in 1969 and 1970. Exploration began soon after and the first feasibility study was conducted in 1975. Denison devoted the following six years to extensive planning and feasibility studies of the project. During this period, the provincial and federal governments also undertook studies to assess infrastructure requirements and economic viability of development in this part of the province. Many of the proposed mine sites such as Bullmoose and Quintette were at least 100 to 150 kilometres from the towns of Chetwynd and Dawson Creek, the nearest centres serviced by good highways and a railroad, and a complete network of services would have to be provided if such mines were to be developed. The overall project became known as the North East Coal Development.Concurrently with the feasibility studies, numerous technical and sales missions to Japan were made by representatives of Canadian industry and government, culminating in January 1981 with agreements for Quintette Coal Limited and Teck Corporation to supply a total of 115 million tonnes 8 million tonnes per year for 15 years of primarily metallurgical coal to the Japanese Steel Industry."

This Bureau of Mines report presents several factors that currently enter into the design, manufacture, and testing of windows and lenses used in explosion-proof enclosures. Emphasis is also given to the sealing concepts for lenses. Criteria for adhesives and sealants are suggested based on the survivability of an explosion-proof enclosure as a structure, rather than upon the minimum material properties of its constituents. Procedures for surface preparation of adherends are also discussed.

The threat of rock bursts along with the danger from methane gas and coal dust explosions belongs to particularly dangerous phenomena in Polish pit-coal mines. This phenomenon results mainly from the physical-mechanical properties of the rock mass as well as the geological-tectonic structure of the Upper Silesian Coal Basin. In the postwar years in Polish coal mining thanks to a multi- directional activity, a decrease of rock bursts and their effects has been noted. For example, the number of rock bursts reported in 1965 amounted to 71 in comparison to only 23 in 1974. The ratio of rock bursts calculated for 100,000 tons of coal extracted from rock bursting strata amounted to 0.08 in 1965; however, in 1974 it amounted to 0.023 /Fig. 1/. These results were obtained in face of a continually growing potential threat from rock bursts caused by the systematic increase of extraction from rock bursting strata, exploitation at gradually greater depths along with the extension of exploitation into deposits enclosed in different types of pillars and other parts of deposits surrounded by workings. Despite the achievements of science and mining practice in this field, this threat has not yet been fully studied and controlled as it should be, As a result, research on preventing rock bursts is being continually widened in Poland. This research has a complex, multi-staged and long-range character. Theory, laboratory and field work in the mines are working on a solution to the problem.

To aid industry and Government in planning water developments the Bureau of Mines in 1963 canvassed mineral producers to determine water use in 1962. Water use by the mineral industry comprises only 2 percent of the water withdrawn by industry as a whole. The major water-using mineral industries are natural gas processing, phosphate rock, sand and gravel, and iron ore. Analysis indicated the following conclusions: 1. Total water use and new water intake is dependent on the quantity of material processed and the process water requirements of the particular indus- try or commodity. 2. Recirculation is dependent on the processing requirements of a par- ticular commodity, the manner in which the water is used, cooling and condens- ing requirements in certain large industries, the quality of new water intake, and the need to treat new and discharged water. 3. Consumed water is dependent on the quantity of water recirculated, the temperature and humidity in the area, and the proportion of water used for cooling and condensing. 4. A threefold increase in water use by the mineral industry by 1985 is forecast.

Large quantities of ferromanganese sludge are generated as waste material by blast furnace during the manufacturing of ferromanganese. These slags are very rich in manganese, zinc and lead (5 to 40 %). These residues have been deposited in a pond in periphery of the steel industry. Considering the market value of the metals, these brownfield sites can now be considered as secondary resources. We have developed a hydrometallurgical process for selectively leaching Zn, Mn and Pb in order to produce compounds of Mn and Zn pure enough to be economically recoverable and a residue rich in Pb. Batch laboratory experiments were carried out to determine appropriate leaching conditions to maximize zinc extraction (100 %) and manganese extraction (90.0 %) with sulfuric acid and to generate a residue containing 15 to 30% of lead. This Pb residue is recyclable by another process.

On Dec. 20, 2013, an 8-m (26.2-ft) diameter Robbins hybrid single shield/earth pressure balance tunnel boring machine (EPB TBM) was launched to bore the Grosvenor decline tunnel for Australia?s Anglo American coal mine. The machine was built using onsite first time assembly (OFTA) in order to fit within a tight project schedule. Assembly at the remote jobsite near Moranbah, Australia took about four-and-a-half months, and then the machine was walked down into a launch tunnel. Two decline tunnels, at grades of 1:6 and 1:8, will be used for mine access to new coal seams. The hybrid machine is tackling mixed ground conditions ranging from sand and clay to varying types of sedimentary hard rock up to 120 MPa UCS, as well as coal seams. Methane gas is expected to be present throughout the tunnel, so the machine has been designed as explosion-proof-compliant to ERZ-1. ?Grosvenor is the first underground coal mine in Queensland to use a TBM for drift construction,? said Glenn Tonkin, Grosvenor project director. ?We are proud to be pioneering this technology.? Only about 300 m (984 ft) of ground in each decline tunnel is expected to require EPB mode, while the rest of the tunnel will be bored in hard rock mode. Thus, the design was optimized toward hard rock excavation.

ITALY is by- far the poorest in mineral resources of the so-called great pou7ers of Europe. Before the World War this shortage was not so serious as the essential minerals that could not be mined domestically at a profit were bought in the world markets. In those days tourist trade and remittances from Italians abroad helped to provide Italy with foreign exchange. During the World War, when certain mineral products were scarce and when prices rose in some instances to several times normal, the Italian Government began to regulate consumption and imports. It was not until later, when the Fascist regime established the corporate state, that Italy seriously considered adopting a of self-sufficiency. Private industry was grouped under separate corporations, for the principal industries; including mining and metallurgy and the heads of the large producing companies, became members of these corporations. The sudden, violent collapse of large areas of room-and-pillar mines poses a special hazard to miners and mine operators. This type of failure, termed a "Cascading Pillar Failure" (CPF), occurs when one pillar in a mine layout fails transfering its load to neighboring pillars causing them to fail, and so forth. Recent examples of this kind of failure in coal, metal and nonmetal mines in the U.S. are documented. Mining engineers can limit the danger posed by these failures through improved mine design practices. Whether failure occurs in a slow, nonviolent manner or in a rapid, violent manner is governed by the local mine stiffness stability criterion. This stability criterion is used as the basis for three design approaches to control cascading pillar failure in room-and-pillar mines, namely, the containment approach, the prevention approach, and the full extraction mining approach. These design approaches are illustrated with practical examples for coal mining.

This regional report covers the mineral industries of Canada and 40 countries and areas in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1990 and 1991. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

"This paper charts, briefly, the :salient facts of international trade in minerals and their products and Canada's place in it. It also reviews inter-national agreements, economic groupings and national measures to channel and regulate production and trade in minerals. Canada's mineral industry now produces raw materials worth $3.7 billion per year, making this country a giant among mineral producers. Two-thirds of this production is exported, chiefly to the United States, accounting for about 30 per cent of Canada's merchandise exports and topping all other classes.However, several other nations are also pressing the development of their mineral resources and markets. The Soviet Bloc, China and principally Australia and Africa are becoming important suppliers of basic raw materials to some traditional markets of Canada in Europe and Japan.The outlook for Canadian mineral exports to the countries of the Common Market, Great Britain and Japan is good, although some tariff barriers remain troublesome.Concerning the United States, our most important market, Canada is seeking to have that country lift import quotas on lead and zinc, and re-cent statements by U.S. authorities give hope that this may be achieved soon. Moreover, Canada wishes to obtain easier access to the American market for several of its metals and minerals.Canada is now participating in the Kennedy Round of tariff talks under the auspices of the General Agreement on Tariffs and Trade (GATT), and is seeking to open wider doors for its exports of products.In summary, Canada has done reasonably well in some mineral commodities on world markets, but has lost ground in others. Any slackening of Canada's efforts in the development and marketing of mineral resources would soon lead to the decline of its role in the world miueral economy."

This paper deals with the actual application of a direct digital control to simple as well as complex industrial process control loops, Fundamental descriptions of preliminary research and design are described briefly, as is the development of the present day controller and control computer. The results and effects of direct digital control in various types of single and cascaded loops as opposed to the use of conventional controls are discussed. Computer supervision of a process and control override are taken into account, in addition to methods of short and long term plant economic optimization.

Surface deformation monitoring is required all over the mining industry. For example oil and gas companies need this information to support exploration and production activities and to detect impacts from surface subsidence of existing hydrocarbon fields. Also opencast mines require large area information of subsidence due to dewatering of the overburden. Because of this, a lot of surface deformations measurements with GPS or traditional geodetic measurement techniques have been conduced during the last decades. This paper presents the actual capabilities to analyze GPS data using the state of the art Bernese GPS Software for GPS post processing. A new way of monitoring subsidence is a combination of GPS and satellite InSAR data. Considering this it is hoped that a combined strategy will permit receiving overall more information by integrating high point density of InSAR and accuracy of GPS. DMT is one of the leading actors on GPS services especially for monitoring surface movements from underground activities e.g. mining, water pumping or oil and gas exploitation. The paper will discuss preferences and problems of this approach on results of a current project of DMT.

"This paper details the events leading up to a slope failure that occurred at Kalgoorlie Consolidated Gold Mines (KCGM) and the remediation method executed using rope access specialists.n January 2016, KCGM Fimiston Pit experienced a double bench wall failure where approximately 80 000 t of material fell from the wall that blocked access to a ramp and caused minor damage to equipment.The event was triggered by heavy rainfall and occurred along unfavourable eastward dipping structures that lead into weaker shale/porphyry bands, which in turn left more material on the face. A remediation plan was formulated that would allow for the continuation of open pit operations while a full geotechnical assessment of the failure area could be conducted. This was accomplished by means of rope access specialists who abseiled down the wall and blasted off the remaining overhang using a portable drill rig and prepackaged explosives.This paper provides a brief overview of the KCGM operations, how the instability was identified and monitored, details of the failure event, outcomes of the geotechnical assessment and details on the remediation work.Citation:Graf, C and Sullivan, R, 2016.
