To compete in Today's Market, Mine Managers have two, often conflicting tasks. They are to improve productivity, allowing the mines to compete in our world markets and to improve the environment in which our miners must work. To Maintain and improve the environment to ever increasing acceptable levels requires monitoring. In years passed this required considerable labor, which was provided by the Ventilation Department. They continuously took manual samples using hand-held instruments, sampling gas level such as CO for fire and methane for explosive risks. In addition they took continuous air velocity readings with hand-held instruments which allow them to calculate the ventilation air movement in each area of the Mine. This manual gathering of information was not only expensive and slow but marginal at best. It was marginal because the gas sampling was sporadic rather than continuous, as sample reading taken in one part of the mine would likely not be repeated for another 8 hours. If problems did occur, they likely went unobserved until they reached crisis proportion.

IN wartime, the fabrication and use of metals assumes increased importance, for a modern war of sizable proportions cannot be undertaken with- out a vast supply of this material. Light alloys of aluminum and magnesium, which were comparatively unknown in the last war, will play an important role in this one. Due to research on a vast scale in the interim of years, industry is today well equipped to fabricate metals on an enormous scale. Research for the past year has been most productive and a comprehensive survey in the space of this article would be impossible. It is hoped that the stressing of a few items here and there out of a great quantity of able work will indicate in a small way the advances made within recent times. Specific references to the literature will be omitted at the Editor's re- quest but some authors of papers that I have found of special interest are mentioned.

For Greek kaolin producers, a considerable proportion of whose output is from deposits containing more than 4 wt% Fe2O3, the colouring resulting from iron oxide impurity represents a serious problem that necessitates upgrading of the ore to meet commercial specifications. Autoclave leaching with oxalic acid for 1 h at 120 degrees C and 5-6 bar was shown to reduce Fe2O3 by up to 90% without affecting the structure of the kaolin, which maintained its physicochemical properties. The iron oxalate product can either be removed from solution or precipitated as iron hydroxide with recycling of the oxalic acid

For 11 years, under authorization of the Synthetic Liquid Fuels Act of April 5, 1944 (30 U.S.C. 321-325), and amendments, the Bureau of Mines has carried on an extensive research and development program to establish methods for producing oil from coal and from oil shale. This act was passed by the 78th Congress primarily because of the stress of wartime demands for liquid fuels to supply our armed forces during World War II. The act was progressively extended by the 80th and 81st Congresses, as later peace-time demand for oil and oil products continued to increase.

IN INDUSTRIAL and domestic daily life carbon monoxide is the most frequently encountered toxic gas. hazardous concentrations of carbon monoxide may be present in the vicinity of many industrial operations, such as metallurgical processes, coke ovens, and fuel- and synthesis-gas producers, and may be encountered in confined spaces, such as dwellings, garages, workshops, vehicular tunnels, and mining operations, in connection with the use of heaters, boilers, internal-combustion engines, after blasting operations, and after fires and explosions. Evaluation and control of the health and safety hazard caused by carbon monoxide depend primarily on the analytical detection of the presence of carbon monoxide and determination of its concentration in air and in various gaseous mixtures. The choice of method of analysis in any particular situation depends on such factors as required accuracy, range of concentration involved, convenience, speed of analysis required, quantity of sample available, qualitative composition of sample or atmosphere to be analyzed, and possible effects of interfering gases. Some of the methods described require only adequate understanding of operational techniques, whereas others require thorough appreciation and skill in applying the principles involved. The instruments and analytical procedures commonly used for detecting and determining carbon monoxide are described in detail, and reference is made to more specialized methods:

The Mining Engineering Department at Montana Technological University (Montana Tech) has a new Mine Safety and Health Administration (MSHA) approved program for Part 46 and Part 48 mine health and safety training. The training program will utilize the facilities and faculty from Montana Tech’s Mining Engineering and Safety, Health, and Industrial Hygiene departments to provide superior mine health and safety training to the mining industry. The faculty of each department includes professionals with experience in safety training and the mining industry. The training program incorporates adult learning techniques and extensive hands-on activities in all training modules. The instruction will exceed MSHA requirements. The resources available on Montana Tech’s campus will be utilized to strengthen the training program providing the mining industry with a world class mine health and safety training program.

The prevention of accidents is considered a necessity at all branches and divisions of the Phelps Dodge Corporation copper-producing operations, and since there is a continual exchange of data on safety accomplishments between the various units, their safety programs are fundamentally similar. Variations in accident-prevention methods result from a difference in emphasis rather than from a difference in the elements themselves. The main copper-producing operations of the corporation ore conducted in Arizona and distributed as follows: Copper Queen Branch, mines division, Fisbee, and smelter division, Douglas, Aria.; Morenci Branch, mines division, Morenci, and smelter division, Clifton, Ariz.; New Cornelia Branch, Ajo, Ariz.; and United Verde Branch, mines division, Jerome, and smelter division, Clarkdale Ariz. As it is not feasible to describe here the safety programs of all branches and divisions, the program at the Clarkdale smelter has been selected for discussion. The United Verde Brach includes the mine and smelter purchased by the Phelps Dodge Corporation in February 1935 from the United Verde Copper Co. The mine at Jerome and the reduction works at Clarkdale are designated, respectively, as the mine and smelter divisions.

This report discusses the nonfuel critical minerals position of the United States-both current and future (to the year 2000). We have assumed that there will be no major global disturbances-military, political, or economic-during the rest of this century. However, international relationships, strategies, and conditions that affect the supply of minerals are very tenuous, normal trading patterns can be easily upset, and national and ideological objectives can and do interfere with "normal" free market conditions. For example, the Department of Defense has reported that the Soviet Union is engaged in a strategy designed to reduce the availability of strategic minerals, through either physical disruption, market manipulation, or domination of producing or neighboring states. Although such a strategy poses serious concerns for the United States and the free world, the impacts of disruptions are not covered in this publication. Historical Perspective The modern industrial economy of the United States is founded on the production and use of minerals.* Two hundred years ago our forebears began taming a raw continent, developing a base for agriculture and a rudimentary minerals producing system. In the 19th century, with the aid of imported labor and capital, the development of America's vast natural resources was undertaken, and the transition from an agricultural to industrial society was underway. By the century's close, the United States had emerged as a great industrial power, partly through the development of such mineral resources as iron in Minnesota and coal in Pennsylvania.

Investigation of gas explosions usually reveals that the combustible gases have come from transmission and storage facilities or from natural gas or oil wells. However, combustible gases such as methane and hydrogen can derive from biological processes. Hazardous situations have been created in the past by the use of abandoned mines for the disposal of sewage and rainwater, by the interconnection of storm and sanitary sewers, by sealing the openings in manhole covers when repaving the roadway over a sanitary sewer, and by the construction of buildings over or near garbage fill areas without adequately providing for the release of combustible gases.

Yielding rock bolt support systems have been developed to accommodate ground movement in shifting ground such as in coal operations; in creeping ground such as salt, trona, and potash; and in swelling ground associated with some clays. These systems, designed to remain intact despite ground movement, should enhance mine safety and help contain costs in areas where rebolting of rigid non-yielding systems is typically required. Four such systems were tested in straight tensile pulls in the laboratory. They include the Slip Nut System from Dywidag Systems International USA, Inc., Ischebeck's bolt mounted Titan Load Indicator, Rocky Mountain Bolt Company's Yielding Cable Bolt, and a rock bolt installed variation of the yielding steel post developed by RE/SPEC Inc. The first two systems are currently marketed products and the latter two are prototype systems. Each system responds to load and displacement by yielding in a unique manner. All are designed to yield at predetermined loads. A description of each system and its yield function is provided. Each system was tested over its prescribed yield range in a test machine. At least five tests were performed on each system. Each system yielded and continued to provide support according to its design. Each shows promise for ground control use in shifting or creeping rock. This work helps to illustrate the comparative differences in performance between these specialized systems and the applications where they may be most useful.

Australian researchers have developed new technologies aimed at improving safety and productivity at openpit mines. A data acquisition and feedback system for electric rope shovels has been shown to substantially reduce cycle times and decrease excessive machine duty caused by stalls. This data acquisition system was developed by the Cooperative Research Center for Mining Technology and Equipment (CMTE). It has been tested on a P&H 4100A shovel at Coal & Allied’s Hunter Valley operations and a P&H 4100XPB at BHP Billiton Mitsubishi Alliance’s Goonyella Riverside Mine in Central Queensland. In addition, CMTE member P&H Mine Pro Services has used the technology to acquire field data from a P&H 4100XPBrope shovel at RAG’s Belle Ayr Mine in Wyoming’s Powder River Basin.

PanAust Limited (PanAust) has successfully constructed and commissioned two mining operations in Lao PDR over the past decade and undertaken major studies for three new mine developments. The management of potentially acid generating mine waste and tailings in close proximity of local communities sensitive to water discharge quality have been recurring themes that have confronted PanAust’s project study, development and operational teams. Further compounding challenges, such as the effects of intense annual tropical monsoonal conditions, staging of embankment raises and regular lifting of spillway structures, integrating mine waste and tailings management into production plans and ensuring the long term stability of structures, have been addressed by implementing leading practice management solutions.A recognition of the criticality of managing the substantial business risks associated with these crucial activities led to the early establishment of a governance structure to ensure that the highest standards are embraced for planning and execution. Importantly, these are guided and monitored by a panel of highly experienced and qualified international specialists reporting directly to PanAust’s Managing Director – the Tailings Independent Review Panel. This paper describes the unusual hazardous conditions encountered in mining thick, inclined coal beds under heavy cover in Carbon County, Utah. This description includes heavy roof conditions, sloughing ribs, steep pitches, and severe bouncing experience. Emphasis is placed on the top bench system of mining and development in the top half of a 16-ft seam, under the roof rock, which is bolted, and the recovery of the bottom coal on retreat; success of bolted roof and ribs; and shuttle car haulage on pitches up to 25%. The use of protective cages for operators of face equipment, the guarding of belt conveyor systems to prevent injury associated with deliberate entry, and the positive lockout of electrical equipment is described and illustrated. Most coal mining areas of the Western United States are characterized either by thick beds, steep pitches or heavy cover. Individually, each of these may present inherent safety hazards that in- fluence mining. When all are met at one location, the combined effect is to make the safe operation of the mining property a challenge to management. These combined conditions are met in the coal mines of the Columbia-Geneva Steel Div. of the United States Steel Corp., in southeastern Utah. This coal bed measures up to 16 ft in thickness, the pitch is as much as 25% and mining is under a cover approaching 3000 ft. The Sunnyside coal bed is found in the Book Cliff Mountains, a great escarpment extending from west of Castle Gate, Utah, some 180 miles to Grand Junction, Colo. West of Green River, Utah, the Book Cliffs swing sharply to the north because of the domelike uplift of the San Rafael Swell to the southwest. It is in this northerly extension of the Book Cliffs that the Sunnyside coal in the Blackhawk Formation of the Mesa Verde Group, Upper Cretaceous Age is found. The strata are transected by numerous faults with from a few inches to as much as a hundred feet of displacement. All of these faults have had some effect on the mining operation, either in roof control or, in the case of major faulting, the pattern of mine development. "The Crandall Canyon Mine (CCM) is located in the Wasatch coal field in central Utah. Extensive longwall mining at CCM preceded a decision to recover coal left in barrier pillars on each side of a set of main entries extending far into the mine. During mining in March 2007, a major bump occurred that led to cessation of mining in the barrier pillar on the north side of the mains and to the start of mining in the south barrier pillar. Subsequent loss of ground control in August 2007, through coal pillar bursts had tragic consequences with loss of six miners and shortly afterward three rescue team members. A U.S. Mine Safety and Health Administration (MSHA)report describes the events in detail (MSHA, 2008).An important lesson to be learned from CCM is the need to select a computer program suitable for pillar design. Computer programs are engineering tools and selecting the right tool for the job is essential. In this regard, minimum program requirements include capability for computing stress distribution within a pillar and adjacent roof and floor strata. The reason is simple: strength of rock is stress dependent; both vary from point to point in pillars and adjacent strata. Preferably, one should follow the evolution of stress as the mining plan is executed from start to finish to assure safety or to warn of a potentially hazardous situation developing as mining progresses.The approach to the problem posed by barrier pillar mining at CCM is conventional in the sense of applying well known finite element modeling techniques to analysis of a proposed mining plan. The engineering purpose is to evaluate the mining plan with respect to ground control questions including roof, floor and pillar safety. Results of previous two-dimensional finite element analysis indicated pillar safety was by no means assured (MSHA, 2008; Pariseau, 2008; Pariseau, 2011). Geometry of barrier pillar mining is limited in two dimensions for example, crosscuts are not seen in vertical cross sections. While three-dimensional analyses are preferred, even moderately sized regions often lead to very large problem sizes that exceed computer capabilities. However, a recent development in finite element modeling of tabular deposits allows for whole mine analysis in three dimensions. This technique involves a dual node - dual mesh concept. Both have been used separately in much earlier work, but are only now used in combination. It is possible to have an estimation of subsidence at a kilometer scale and details of stress, strain and displacement about barrier pillars, main entries and pillars, and so on at a meter scale (Pariseau, 2014). No compromise involving empirical formulas or similar guess work is required. Indeed, all calculations are based on first principles: physical laws, kinematics, and material laws. Effects of joints and in situ variability or uncertainty in strata properties, elastic moduli and strengths, may be included for greater realism. An important objective of the present study is to assess the role of three-dimensional pillar geometry in arriving at conclusions regarding barrier pillar mining versus two-dimensional results."

As the chief field of the gold dredging industry in Otago is the district traversed by the Molyneux River (called above Cromwell the Clutha) and its tributaries, a brief reference to the geology of that region and the origin of its alluvial gold will not be out of place. The prevailing rocks are metamorphic schists, chiefly mica and quartz schists, pr.obably of Silurian age. Though these rocks do not contain many payable quartz reefs, gold appears to be distributed in small quantities all through them,chiefly associated with the quartz lamime and lenses. The river drift, however, contains numerous pebbles of quartzite, quartzoze conglomerate, and fme-grained slate. Seeing that these rocks are hardly known to occur in situ within the watershedof the Molyneux River, though Devonian and carboniferous rocks of similar character occur to the north-east and south-west, it seems probable that the schists were at one time overlaid by carboniferous and Devonian rocks, and that these have been removed by denuding agencies. Be this as it may, it is certain that the schists themselves have been greatly eroded by the action both of water and of ice, and that the resulting drifts have themselves, in many cases, been sorted and re-assorted by the same agents.Consequently the drifts are very varied in character and often developed on a grand scale. In geological age they vary from Early Tertiary (though some may be older) to Recent.

This publication describes the control of fires in inactive coal deposits in the Western United States, including Alaska by the Bureau of Mines. Material presented should contribute to a better understanding of the purpose, process, and benefits of the program. Forty fires were extinguished or controlled in the Western United States and Alaska from 1948 to 1958 under a national program directed by the Bureau's Health and Safety activity. Thirty-five fires were controlled by smothering; three were controlled by the isolation method; and two were extinguished by removing the burning coal, smothering it with incombustible material, and backfilling the fire zone. The fire-control projects were distributed as follows: Alaska 2, Arizona 1, Colorado 9, Montana 9, New Mexico 4, Utah 2, and Wyoming 13. The total cost of the 40 fires extinguished or controlled was $1,203,957. Of this cost, 12.8 percent was engineering and administrative and 87.2 percent was contractual services.

The rapidly increasing use of motor vehicles in the United States has introduced an entirely new problem in the proper ventilation oftunnels , subways , and other confined spaces through which such machines must pass . This problem was brought to the attention of the Bureau of Mines by the New York and New Jersey State Bridge and Tunnel Commissions with reference to the ventilation of the proposed vehicular tunnel under the Hudson River . This tunnel , consisting of twin tubes 29 feet in diameter and 8500 feet long between entrance and exit , presented an unprecedented problem in ventilation both on account of its length and on account of the traffic density , which is expected to reach a maximum of 1900 vehicles per hour . An exhaustive study by the tunnel engineers of all available data on the amount and composition of automobile exhaust gas disclosed very little information on the percentage of carbon monoxide in motor exhaust gas from the average run of automobiles and trucks under actual operating conditions on the road. It was well known that carburetor adjustment and other operating factors changed the percentage of the poisonous constituent , carbon monoxide , from practically 0 to 12 or 13 per cent ; but no safe estimate could be made of the most probable figure without further investigation .

The degree and manner of packing of bulk materials influences all phases of their loading, such as by a front end loader or a dragline, and their mechanics of flow, such as through a binhopper or an ore pass. The most important quantity in analyzing the handling of a bulk material is its shear strength which depends primarily on the same parameters as those that determine the packing state. Some of these are size, size distribution, moisture content, particle shape, particle orientation, and cohesion. The variables that affect the packing state arc vibration, pressure, intensity of deposition, velocity of deposition, and, when the material is confined, container used. The analysis of packing by a number of investigators has been done almost entirely with spherical particles. Most of these studies have dealt with monosized spheres. There is scant information on particles with angular shapes. Since most of the investigations by far have been concerned with ceramics and powder metallurgy, the particle sizes and ranges of size distribution have been small compared to those generally found in mining after fragmentation.

An analysis of low-voltage shielded trailing cables is performed to develop a method for calculating the differences in operating costs between shielded and non-shielded cables. Two types of shield constructions are considered (SH-C and SH-D) for the three major underground coal mining methods. Data from laboratory and in-mine testing are presented in addition to an analysis of safety benefits. Recommendations for further investigations are proposed. Example calculations with sensitivity analyses are presented. Recommendations for further investigation include costs impact considerations.
