It is widely accepted that mineral deposits are decreasing in metal grades. To remain profitable and meet market demand, mining companies are expanding their operations by increasing the tonnage treated. These expansions may include new concentrators with higher nameplate tonnages or upgrading the capacity of existing ‘brownfield’ operations. In many cases, the brownfield upgrade route is preferred as it is less capital intensive; however, brownfield upgrades are never straightforward and present many metallurgical and engineering challenges.For example, to increase feed throughput at a brownfield site, there will be a requirement to modify the mine development plan. This may result in the ore mineralogy varying beyond the current feed fluctuation range. To accommodate these ore variations, a combination of mineralogical analysis and small scale testwork can be used to develop a new process flow sheet to achieve the product recovery/concentrate grade requirements. In general, however, flow sheet development does not usually consider site specific layout constraints and equipment requirements. At sites where future expansions were never considered, taking this silo approach could lead to project delays and compromise the circuit design.Engaging an experienced technology partner ensures the nominated project team is involved throughout all stages and aspects of a given brownfield upgrade – from conceptual flow sheet development, through to detailed engineering, construction and commissioning. The recent Carmen Copper Corporation (Carmen Copper) circuit upgrade has been completed in technology partnership with Outotec. The circuit upgrade was extensive and included new equipment additions to the comminution, flotation and dewatering circuits. Carmen Copper’s intimate knowledge of the ore characteristics, in conjunction with a trusted, knowledgeable technology partner, facilitated a robust circuit design, and fast-tracked the project execution. The over-all apparent single-phase permeability of fracture-rock systems was studied using two different two-dimensional models. In a strict sense the results are applicable only to these models, yet may give some insight into real reseruoir behavior. The regular fracture-matrix model can have any number of regular fracture sets. All fractures within each set have the same orientation, width and spacing. The gross behavior is amlytically equivalent to that of an anisotropic permeable medium. In the heterogeneous fracture systems, individual fracture conductivities vary within a two-dinensioml network pattern. A computer program calculates the overall permeability after the conductivities are randomly placed in the network. The calculated permeability depends upon the distribution of these conductivities and the particular fracture pattern into which they are placed. Although detailed information on actual reseruoir fracture systems is not available, this study shows how some of the possible variables may affect obserued gross reservoir characteristics. INTRODUCTION Characteristics of reservoir rocks are determined by direct (core analysis) or indirect (logging and production tests) examination. Both methods, singly and together, are widely used in reservoir evaluations. For fractured reservoirs a problem exists in relating characteristics of cores to the in situ reservoir properties. Knowing fracture characteristics can be of value in determining production mechanisms. Because of the limitations of observation, the intimate details of a fractured rock system will never be known. One approach in analyzing fractures is to study the behavior of some conceptually simple models. The two models analyzed contain features which may be realistic, yet are mathematically tractable. Flow is considered in two dimensions only, with the plane of interest at right angles with the fractures. This concept represents the horizontal flow in a reservoir system with the fractures oriented vertically. Only single-phase, laminar flow is considered. The regular fracture-rock system permeability is calculable from a simple analytical expression. The heterogeneous system requires a computer program for calculating overall permeability.

The Victorville cement plant of the Southwestern Portland Cement Co. is located about 1 mile from the city of Victorville, Calif. Two transcontinental railway systems, the Atchison, Topeka & Santa Fe, and the Southern Pacific Railroad, afford shipped facilities. The plant is modern and well kept, as the officials, especially the higher operating officials, take pride in the appearance of the place. Dust has been practically eliminated by the installation of dust collectors and wet grinding. The plant has a rated capacity of 5,000 barrels of cement daily.

One phase of Bureau of lines work in health and safety is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that devices embodying these features will be available the Bureau has established schedules of minimum requirements for oxygen breathing apparatus, gas masks4/, supplied-air respirators (hose mask, air-line respirators, and abrasive blasting helmet hoods, or masks)5/, and dispersoid (dust, fume and mist) respirators6/. Approval test, of oxygen¬-breathing apparatus are conducted by the Safety Division; approval tests of other types of respiratory protective equipment are conducted by the Health Division. These divisions comprise the Health and Safety Branch.

The authors previously developed a methodology that combines injury and citation measures into an overall mine safety performance evaluation tool, called the safe performance index (SPI). It can be easily adopted by mine operators to monitor trends in their injury and citation experiences as a risk assessment method. In this paper, six normalized safety measures and the SPI are used to evaluate the health and safety risk that existed at mines in the two years preceding the occurrence of a fatality. The percentage of mines is given for which the risk was high or where trends of some of the safety measures indicated moderate risk. In 50% of the mines, this mine safety performance tracking method could have been helpful to the companies, state agency or the U.S. Mine Safety and Health Administration (MSHA) in recognizing and addressing emerging problems with actions that may have been able to predict high-risk conditions, the fatality and/or other serious injuries. The approach would have given extra scrutiny to the risk for mines that encompassed 74% of the fatalities during 2007-2010.

Since 1910 the Bureau of Mines has given training in the care and use of oxygen breathing apparatus under conditions that may exist during mine fires and after mine explosions. In 1929 the Bureau supplemented this instruction by initiating a course in advanced mine rescue training to prepare mine officials and others to organize men for mine rescue and recovery operations. The course of instruction has been developed and expanded since its inception to keep abreast with new ideas, methods, and equipment. Four miners' circulars were issued to be used in the training course. The first of this series (Miners' Circular 33) deals with mine gases and the various methods of detecting them; the second (Miners' Circular 34) gives instructions for sampling and analyzing mine atmospheres; the third (this circular) describes methods and equipment for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures in sealing and unsealing mine fires and in conducting recovery operations, These circulars have been revised from time to time to keep them up to date.

The Australian coal industry has undergone sevenfold growth over the last 30 years and since 1985 has been the world's largest coal exporter. Three quarters of Australia's coal production is exported so its future is dependent on it remaining internationally competitive with other energy sources and other coal exporting countries. Coal is likely to increase its share of the energy market during the nine- ties as oil prices increase, new coal-fired capacity is commissioned and some form of nuclear energy is developed which is of acceptable safety standards to the community for use in the 21st century. Gas may take a part of coal's anticipated market share by the Year 2000. While coal exports will increase from China, Colombia, Indonesia and Venezuela and satisfy some of this additional coal demand Australia will also expand its export production, due to its existing advantages. The United States, Canada, South Africa, Poland and USSR seem unlikely to enjoy the same degrees of expansion and some, particularly Poland and USSR, will decline. Australia will always find it difficult to compete in the more distant markets due to levels of ocean freight, although its high quality coals will tend to partly offset such disadvantage.

The Bureau of Mines investigated modified sulfur concretes as one part of a program for utilizing sulfur in construction materials. The use of modified sulfur was studied as a means of preventing the stressing action in the concretes caused by the allotropic transformation of sulfur on solidification. Unmodified sulfur concretes have been prepared that have compression, flexural, and tensile strengths equivalent or better than Portland concretes. However, most of these concretes have been vulnerable to deterioration by weathering, temperature fluctuations, and freeze-thaw cycling. The sulfur was modified by reaction with dicyclopentadiene or dipentene before use as an aggregate binder. Sulfur concretes and modified sulfur concretes were pre-pared from acidic and basic type aggregates. Physical properties of the optimum mixtures were determined and compared with each other and with Portland cement concretes. The best results were obtained by reacting sulfur with 5 pct dicyclopentadiene to prepare modified sulfur concretes. Field testing of the concretes are in progress. Present results show that modified sulfur concretes are superior to unmodified sulfur concretes and equal or better than Portland concretes in compressive, flexural, and tensile strengths. Long-term aging characteristics of both modified and unmodified sulfur concretes are being determined.

From time to time the Bureau of Mines has issued publications dealing with the various classes of explosion-proof mining machinery that have been tested and approved as permissible for use in mines having atmospheres that may become inflammable by reason of the inadvertent presence of gas or dust. These publications are confined almost entirely to description of the features contributing directly or indirectly to the prevention of explosion or shock hazards, and are intended to give inspectors, safety engineers, and others already familiar with the general safety requirements more detailed information on the safety features of the design of a particular machine. As a background for papers describing permissible machines and to avoid the necessity of duplicating descriptions of methods of conducting investigations and tests of such machinery, Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, was published in 1929. Three bulletins giving detailed descriptions of the three most numerous types of machines have been issued, viz., Bulletin 313, Permissible Storage-Battery Locomotive and power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment.

This U.S. Bureau of Mines report considers, from a psychological perspective, the perceptual process by which miners recognize and respond to mining hazards. It proposes that if the hazard recognition skills of miners can be improved, mining accidents may be reduced to a significant degree. Prior studies of hazard perception in mining are considered, as are relevant studies from investigations of military target identification, pilot and gunnery officer training, transportation safety, automobile operator behavior, research into sensory functioning and visual information processing. A general model of perception is introduced, and selected concepts from the psychology of perception that are applicable to the detection of mining hazards are reviewed. Hazard recognition is discussed as a function of the perceptual cues available to the miner as well as the cognitive resources and strategies employed by the miner. The development of expertise in responding to hazards is related to individual differences in the experience, aptitude, and personality of the worker. Potential applications to miner safety and training are presented.

Mining has been typified of late as a boom and bust, cyclical industry operating against a steady decline in the size and quality of mineral deposits. Decreasing deposit grades and increasing costs of traditional mining techniques, all in the face of another commodity downturn, are forcing mining companies more than ever before to seek out new and innovative ways to operate. New technologies are emerging to model, control and track resources through the mining value chain, to move material about mines more efficiently, and to identify and separate ore from gangue early in the extraction process.Discovering such technologies however is only the first challenge for mining companies. Actually implementing technological change successfully has proved to be an even bigger challenge. Like for many industries, fulfilling the promised benefits for the expense and timing envisioned, has not been easy when innovative technologies are introduced.Citing the author’s insights and experiences in a number of emerging technologies, this paper explores barriers to implementing technological change in the mining context. Key elements of a change management framework, first developed for implementing mine management systems, are described to give mining executives insight into how they and their organisations can succeed through technology-driven change.CITATION:McCarthy, B, 2016. An investigation is made of the feasibility of developing compact transmit antennas and/or other means to efficiently couple VLF to MF band radio energy between portable wireless communication units in coal minus. The completely wireless communication ranges between two portable radios equipped with practically-sized reference loop antennas in representative coal mine environments are estimated. Antenna technology is assessed with respect to transmit moment, range, intrinsic safety, battery and wearability requirements to determine the most suitable antenna types for use by miners. It is concluded that air-core bandolier loop antennas, and perhaps ferrite-loaded loop antennas, having peak transmit moments of about 2.5 ampere-m2 will be the most effective antenna choices for portable units. This choice, however, will not allow the range goal of 1350 feet to he attained in mines having unfavorable signal attenuation and noise environments. Rectangular air-core loops are compared with grounded horizontal-wire and vertical-wire mode exciters for fixed station applications. The potential for significantly increasing the wireless communication range by inductively coupling to communications and power lines in a mine is evaluated and found to be considerable based on theoretical coupling equations. Lastly, the theoretical performance of a hybrid noise cancelling diversity receiving technique that utilizes both the electric and magnetic field components of the ambient noise to improve the receiver output signal-to-noise ratio under certain adverse conditions is estimated and shown to be favorable when the magnetic and electric field noise components are highly correlated.

For more than 20 years, Belgium, leading all the coal-mining countries, has made increasing use of sheathed explosives, which wore first suggested by the late E. Lemaire, predecessor of the author gas Director of the Institut National des Mines. It appears to the author that it will be valuable to show how the use of sheathed explosives has developed in Belgium, how the various difficulties encountered in their manufacture have been overcome gradually, and the tyros of sheathing that have survived and the reasons for their survival.

After conventional drill and shoot methods were determined to be unfeasible due the fractured nature of the ground, a "coyote" blast was designed to produce 250,000 tons of rock from Rhone-Poulenc's Maiden Rock silica pit located near Butte, MT. This paper will cover the design and excavation of the explosive drifts, the placement and priming of 190,000 pounds of explosives, and the backfilling of the drift to provide confinement of the charges.

A specialized loading system for tensile and fatigue testing of wire rope was constructed and installed in the U.S. Bureau of Mine Wire Rope Test Facility in Bruceton, Pennsylvania. The computer-controlled closed-loop servo-hydraulic test system which can apply up to 800,000 pounds of force on the rope while stretching it up to 30 inches will be used in the development and verification of hoist rope retirement criteria for ropes in the 1 to 2 ½ in. diameter range. Characteristics and capabilities of the system are discussed.

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. An extensive literature search was conducted and the bibliography is included in the report. Research done under Contract No. J0265052 by the Cleveland-Cliffs Iron Co.
