F. C. Bond: This is an outstanding paper on comminution theory and represents a considerable advance in mathematical formulation. It clears the way for a discussion that should ultimately decide whether the work index should be considered as a parameter according to the Third Theory or as a constant. In the empirical differential equation dE = —Cdx/x [1] either Corn must be treated as a variable to satisfy known crushing and grinding conditions. The author has chosen the exponent n as the variable, with C as a constant. According to the Third Theory, in the general case n is a constant equal to 3/2, and C is a variable related to the work index Wi. If x is placed equal to P (the size in microns which 80 pct of the product passes) and F is the size 80 pct of the feed passes, then C equals 5 W1, and dE = 5 -5 Widx/x = 10 Wi 10 Wi w = vP vF which is the basic equation of the Third Theory. It is apparent that this integration involves the error of treating the parameter Wi as a constant, just as the author's treatment involves the error of integrating his variable n as a constant. These errors are probably relatively unimportant, considering the small range of the variables. When more is known about the factors contained in the work index, Eq. 1 can be revised as a partial differential equation. The Third Theory exponent of 1/2, or n = 3/2 in the Charles' differential equation (Eq. l), was not chosen primarily because it is the average between the Kick and Rittinger exponents; this may be merely fortuitous, since it is illogical to define truth as the average between two errors. It was first discovered from the study of a large mass of crushing and grinding data and confirmed by laboratory testing. The general correspondence of the Third Theory equation to actual crushing and grinding results over the entire size reduction range argues strongly that a fundamental phenomenon is involved. The a posteriori theoretical explanation of the constant Third Theory exponent is that the work done in breaking rock is proportional to the length of the crack tips formed. Compressive force applied to the rock results in deformation and strain energy. When this locally exceeds the breaking strength a crack tip forms, the surrounding strain energy flows to the crack tip and extends it to split the rock, with release of the energy as heat. Under rapid impact the crack tip may form before the strain has reached equilibrium, resulting in less energy expenditure and probably a coarser product. In any case, the elastic limit of a brittle material is practically the same as its breaking strength, and the work necessary to form the crack tip is the work required to break. The crack length of a ton of broken rock cannot be measured directly. However, the particle shapes of feed and product are similar, and the crack length is considered equal to the square root of one half of the new surface area formed. It is, therefore, proportional to 1/vD, where D is the equivalent product particle diameter. This is the basis of the Third Theory equation. Many secondary factors can be imposed upon the crack length breakage. These may cause the Third Theory work index to increase or decrease somewhat as the product size becomes finer. The work index is properly a parameter rather than a constant, making it an increasingly valuable practical criterion of the work input required in crushing and grinding.

"Western Coal" in this paper is limited to those deposits of subbituminous coal and lignite in the States of Montana, Wyoming, and North Dakota. The characteristics of the coal are discussed as well as the history of mining and current mining operations for steam coal. The future of the region is tied closely to the ultimate conversion of coal to oil and gas products. Problems of industrial water supply and environmental considerations are covered together with a brief review of current legislation's actions affecting strip mining.

This paper tells the story of the rapid commercial application of stirred milling technology at Anglo American Platinum?s many Concentrators. The first stirred mill ? a 10 000 litre IsaMillTM; the largest at the time, was commissioned in late 2003. The project development work was presented at SAG 2001. This operation was ?proof of concept? and vindicated the decision to scale up the technology; allowing a rapid and extensive roll-out of mainstream regrind mills as well as several further flotation concentrate regrind mills, over the next six years. Currently 23 stirred mills are in operation with 64 MW of installed drive capacity ? this paper describes the projects? roll-out and the significant results achieved to date. Many operational problems have been solved along the way, some of these will be described. The introduction of the technology has seen a step change in metallurgical results and progressively decreasing operating costs.

A brief résumé follows of recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.

The Phu Kham Copper-Gold Operation (Phu Kham) is located in northern Laos, approximately 140 kilometres from the capital, Vientiane. The operation is a producing asset for Australian-based copper and gold producer, PanAust Limited (PanAust) and is operated by Lao-registered company, Phu Bia Mining Limited (Phu Bia Mining). PanAust holds a 90 % interest in Phu Bia Mining. The Government of Laos owns the remaining 10 %.The Phu Kham Operation has recently undergone a series of process improvements to treat the anticipated competent ores scheduled for 2017 and 2018. The operation’s comminution circuit, which comprises a semi-autogenous (SAG) mill and two ball mills, each with 13 megawatts (MW) of installed power, was expected to be SAG mill limited when treating competent basement rock. Ausenco Services Pty Ltd (Ausenco), was engaged to help optimise and enhance the productivity of the Phu Kham comminution circuit over an eight-month period. The work involved participating in and overseeing the redesign of the SAG mill liner systems and developing operational strategies for maximising throughput through to the end of mine life. Ausenco’s comminution optimisation tool, Ausgrind, was used to benchmark and analyse plant data with empirical models, predict circuit performance for varying ore characteristics and evaluate liner wear and predict the life for varying operating parameters. Variances between the actual and the predicted values were assessed in detail to identify missed opportunities, and guiding operating parameters were redefined to maximise throughput and productivity. In combination with the redesigned liner system, optimised process controls for varying ore competencies, and improved operational practices and troubleshooting strategies, increased Phu Kham overall production, exceeding the milling capacity when treating competent ores. (Pittsburg Meeting. March, 1010.) GENERALLY speaking, the practical study of combustion has been made mainly from the stand-point of the steam engineer. This. narrow view-point has left open a large field for scientific research on the application of combustion in other arts, where the conditions of heat-utilization are widely different from those presented in the steam-generator. The great economic importance of the boiler and the ease of measuring its performance, together with the comparative uniformity of conditions in the steam-generator, is, probably, quite largely responsible for the practical neglect of the study of the use of fuels in other arts save only on the basis of their thermal value. Yet these other arts show quite plainly that a thermal-value basis alone is Dot sufficient. For example, in burning lime, under ordinary conditions of firing, a cord of wood will do as much work as a ton of coal, though the latter affords more than twice the number of heat-units. Similar results are evidenced in burning brick, in the roasting of certain ores, in reheating billets, and in many other arts where heat is to be applied over extended areas to fragmental masses of more or less refractory materials. In these arts much is to be gained by a careful study of the application of the heating-agent in the form of the long flame, and in the production of the heat in contact with, or in direct proximity to, the object to be heated. Of necessity, in boiler-practice, combustion cannot be maintained in actual contact with, or in close proximity to, the object to be heated. Speaking in a general way, heat is imparted from burning bodies to things to be heated in two ways : directly, by radiation, and indirectly, by transfer of the sensible heat of hot gases by convection or contact; by conduction from the hot uses. I was delighted to be invited to be patron of this Joint Conference, but the challenging task you have set yourselves, and your speakers' depth of expertise, deny anyone, even the patron, the opportunity to be patronizing. Australia's history has been inextricably linked with the fortunes of our great mining industry. That link will remain. Just as the gold rushes of the last century, and the discoveries at Kalgoorlie and Broken Hill changed the lives of generations, so the more recent development activity in iron ore, bauxite, nickel, coal, and uranium are having a significant impact on the lives of Australians today. The minerals industry has contributed to Australia's jobs and prosperity. Mining is not free of problems, but so long as safeguards are strong and appropriate the net benefits the mining industry brings Australia will continue to be enormous. We rely on our mining industry to find, prove, develop and sell our minerals profitably, and my Government is committed to maintaining a healthy mining industry. In the past year there have been positive signs of a resurgence in exploration and development. The North-West Shelf ventures are spending $50 million on a feasibility study to work out the extent of future investment in that project; exploration expenditure for minerals other than petroleum increased by 34 per cent in 1976-77 to $134 million; petroleum exploration increased dramatically last year almost doubling to $94 million-this year it is projected to reach $125 million.

A users friendly PC Computer Program has been developed to implement a systematic design of the powered support. The required input data are: (1) thickness, RQD, and compressive strength of the immediate roof; (2) mining height; and (3) type, thickness, and tensile strength of the main roof. Several important parameters for support selection under a given geological condition are generated through the implementation of the program, including type of support most favorable for the geologic condition, minimum inclination angle of the legs with respect to the horizontal axis, suitable setting load ratio of the front to rear leg for the 4-leg supports, optimum setting load, and support capacity.

Because the cutting and polishing of stones are parts of the work of the Bureau of Mines in its study of rocks and minerals and in the determination of specimens sent in for identification, it was decided that a circular covering the subject in a general way would be of practical interest. As several books and periodicals give details of the problems in cutting and polishing, this report will not duplicate their information more than necessary. Schytill and Geldart diagrams were developed for the TiO2-C-Cl2 system at 1 073 and 1 273 K, so as to define the hypothetical relations between particle sizes and chlorine velocity for simultaneous fluidisation of mixtures of anatase concentrate and charcoal for carbochlorination. It was concluded that the operating limits on chlorine gas velocity will be controlled by the behaviour of the reducing agent, mainly because of its lower density. An increase in temperature from 1 073 to 1 273 K will have only a small influence on the fluid-dynamic behaviour of the mixture. For bubble fluidisation, the maximum sizes 0.413-0.478 mm for anatase and 0.529-0.611 mm for charcoal will be adequate. When the particle size distribution is large, fluidisation will be feasible only if conducted in two stages, otherwise the residence time of the small particles in the reactor will be very short. The Metallurgical Branch of the Bureau of Mines, as a part of its duties under the Organic Act, works to prevent wastes in industry and to disuse inmate information on the fundamentals of metallurgical processes. During the war, the necessity of large production was increasingly emphasized. Such duties necessitate from time to time the study of units of full commercial size, the operation of which is beyond the facilities of the Branch. When developments have reached this stage; work has been continued in cooperative agreements with operating companies that have been willing to contribute the use of their plants and staffs and to allow the publication of the results obtained for the common good of the industry.

Analytical predictions of the rate and magnitude of settlement of deposited oil sands tailings slurries generally overestimate how fast pore pressures will dissipate. Field deposits of nonsegregating tailings to mature fine tailings show continued high pore pressures near the surface which impede surface reclamation. In geotechnical analyses which predict the consolidation behavior of soft soils a finite strain theory is used. Effective stress-void ratio and void ratio-hydraulic conductivity relationships determined from laboratory large strain consolidation tests, are used in the finite strain predictions. This theory, however, cannot predict the full range of sedimentation, consolidation and pore pressure dissipation which occurs in large scale deposits of thixotropic tailings slurries. A new large strain consolidation model which assumes that the creep rate of the slurry exceeds the pore pressure dissipation rate is being investigated. This model is relevant for rapidly deposited, low permeability thixotropic slurries where the upwards drainage path increases by several meters a year, such as, in oil sand fine tailings ponds and nonsegregating tailings deposits. The model will be verified by analyzing the 10m high column of fine tailings at the University of Alberta which has been monitored for over 20 years and in which the excess pore pressures are still very high.

Australian steelmakers produce up to 30 000 t/yr of electric arc furnace (EAF) dust. Current disposal techniques include sending EAF dust to landfill, stockpiling, and paying zinc smelters or registered waste removalists/processors to take the dust. Many of the complex overseas pyrometallurgical and hydrometallurgical treatment routes cited in the literature are not considered economic. Governmental, environmental and social pressures on producers to consider more sustainable disposal options are mounting, and there is now a strong push to consider recovering potentially valuable or recyclable components, such as zinc and iron units, from EAF dust. As well, there remain strong economic drivers for producers to find lower cost disposal solutions. Characterisation studies undertaken at CSIRO Minerals have revealed important physical differences in the nature of the zinc- and iron-bearing phases contained in domestic EAF dusts. These differences have been exploited using simple and cheap mineral processing techniques such as water washing, wet cycloning and wet magnetic separation. This has allowed a significant upgrade in the zinc content of EAF dust to be achieved, together with a reduction in the levels of key smelter penalty elements, such as chlorides and fluorides. The zinc-rich portion of the dust is now a more attractive smelter feed while the iron-rich part of the dust could potentially be briquetted or pelletised with a reductant and recycled to recover iron, and thus close the loop on dust processing. The basis of the separations tested together with laboratory results from several Australian dust samples are presented and discussed in this paper.

THE area dealt with in this paper is included within a radius of about 3 miles of the Poimena township. Several thousand tons of tin have been won from this field, and probably £200,000 spent in exploiting it.PREVIOUS LITERATUREThe field has been reported on by Government geologists on four occasions and several ,articles on it have appeared in the mining journals. The really valuable metalliferous deposits may be classified as follows :-1. Lodes (of which the Lottah mine is typical).2. Dykes- (a) Indurated or hard (as shown by the formations at the Anchor and Cream Creek mines). (b) Soft (eg Hayley's Lease).

"At an average of 90.3% (for the period of 1 January 2009 to 30 September 2011), Zincor’s zinc recovery was well below the industry standard of 96%. The losses through the residues, in particular the iron residue, were the biggest contributors to the overall zinc loss. It was believed that this loss could be decreased with the implementation of seed recycling. A plant trial was run to test the implementation of a seed recycle. The rate of seed addition through recycle was increased over a 4-week period. The presence of seed decreased the insoluble zinc loss by providing additional surface area for iron to precipitate onto, and reducing coating of unleached neutralising agent. The soluble zinc loss was also decreased at low and moderate seed recycle volumes. The improvement was attributed to agglomeration growth of the recycled particles, which improves the dewatering characteristics of the precipitate. In contrast, the soluble zinc loss increased at high seed recycle rates. This result was attributed to particle crowding and a low wash ratio.INTRODUCTION The Zincor refinery, which closed in December 2011, was situated just outside of Springs in the Gauteng Province of South Africa and employed the conventional Roast-Leach-Electrowin process, which accounts for 75 to 80% of the annual primary zinc production in the world. The refinery fed up to 220 000 t/a of zinc sulphide concentrate. The major portion of the raw material was sourced in Southern Africa from the Rosh Pinah and Black Mountain mines. Between 20 000 and 40 000 t/a of material was imported to make up the deficit and to improve the grade of the feed material. The iron contained in the zinc concentrates, at an average of 6.03% (for the period of 1 January 2009 to 30 September 2011), resulted in the formation of zinc ferrite during roasting, which is insoluble under atmospheric leach conditions. At Zincor, most of the zinc ferrite was dissolved in the residue treatment plant at elevated temperature and high acid strength. The leach liquor from this aggressive leach contained between 15 to 30 g/L of iron, mostly in the ferric form, and was known as the hot iron solution (HIS). The presence of iron in the liquor had an adverse effect on the zinc operation, particularly on the current efficiency in the electrowinning circuit. Therefore the iron needed complete removal."

"The start-up of new plants, extending from the commissioning of equipment to the production ramp-up, is a critical period where the processing circuit operation must be done in a structured and well controlled way to enable the gradual, safe and rapid achievement of production targets. The magnitude of the many risks associated with this pivotal period is accentuated in the actual context of low commodity prices. However, the implementation of a method that analyzes risks associated with a start-up, their probability of occurrence and their impacts leads to the identification of a series of preventive actions that can be applied in order to reduce potential negative impacts.Soutex has been involved in numerous start-ups over the last few years and has developed a structured methodology to assess this crucial period, maximize the pre-start-up preparation, ensure a smoother and safer ramp-up period and minimize the time needed before reaching commercial production.This paper describes a method to identify preventive actions to apply in order to reduce risks related to a plant start-up. Then, the various steps of the method are demonstrated using the industrial case study of the Canadian Malartic gold plant situated in Abitibi, Québec. The specific preventive actions, during start-up, the organisational measures and the ramp-up plan are detailed as they were effectively achieved. Finally, the post start-up actions are presented as well as some key results illustrating the achievement of their prior defined objectives.IntroductionPlanning a new plant or new circuit start-up in a mine installation involves various risks, both at the economical and safety levels. Unprepared staff and equipment can lead to safety issues that could threaten plant staff as well as the environment. Moreover, a poorly prepared start-up could often lead to equipment break-down, production stoppages and delays, leading to important economic impacts, delaying commercial production and therefore affecting directly the profitability of mining projects.It is common in the industry to have structured commissioning procedures for major equipment taken separately. Technical personnel from the equipment manufacturing company would usually come on site in order to perform the pre-operation verification, dry runs and the first hours of operations. This kind of assistance is usually focussed on one piece of equipment and neglects the interactions between the various equipment of the production chain. The commissioning phase is usually maintenance oriented and the information given by the manufacturing representative seldomly flows through the operation staff (in the case of this paper, the denomination “staff” refers to both managing and operating employees). The global process is usually not taken into consideration by the technical personnel sent on-site by the manufacturer during the commissioning phase. Many papers can be found describing the commissioning of new equipment focussing on the technology (Côté and Adante (2009), Wells et al (2007)) but without dealing with its integration process in the complete production chain."

Computer-controlled machine sorting may, if properly applied, have a dramatic effect on overall economics of a mine operation. Radiometric and photometric sorters have been used for many years and new developments will be reported, such as a sorter for fine particles and a conductivity/magnetic sorter. Application examples with emphasis on precious metals will be given. Economics for some of the projects will be reviewed and discussed. Sorting underground is shown to be particularly attractive, but machine sorting would be profitable in most cases based on savings in transportation and milling/beneficiation costs only.

Coking time was investigated as a function of coal properties, carbonization parameters, and the interactions between these variables. The results indicate that coal properties and carbonization conditions interact to influence the coking time, and these interactions may be determined quantitatively. Prediction equations were developed and used to simulate the effects of bulk density, flue temperature, and oven width on coking times for coals having a wide range of properties. The data presented provide additional information on the carbonization process to permit the coke oven operator to maintain closer control of coke production and coke uniformity.
