The New Mexico Department of Transportation (NMDOT) and the Federal Highway Administration (FHWA) have let a contract to Sierra Blanca Constructors for a design / build contract along 38 miles US 70 in Lincoln County, New Mexico. The project will improve safety of travel along the corridor and facilitate the adopted economic development goals of the state. Proposed improvements include widening the existing highway from two lanes to four lanes, providing left turn lane options at selected locations, improving access for businesses and residences, aesthetically enhancing retaining walls, improving storm drainage and replacing the existing pavement with a 30 year mechanistic imperialistic perpetual pavement design. The US 70 Hondo Valley highway project is situated in a narrow valley with steep limestone walls, passes along a Scenic Byway and numerous historic ranching communities with structures that date back three centuries. The scope of work included requirements to monitor and mitigate blasting, noise, and vibrations. The contract was very presumptive with regard to blasting design and procedures. These included visual impact mitigation to treat and stabilize slope cuts, the Migratory Bird Treaty Act protecting roosting and nesting birds from airblast, and the protection of historic and cultural features such as acequias, wells, and structures. Public involvement affecting the rock blasting design has come from citizen task forces and committees concerned with highwall aesthetics and preserving the scenic byway and cultural resources. Constraints placed on the blasting program from agencies and the communities are often at odds. For instance, blasting must produce stable yet natural-looking walls to preserve aesthetics. Restrictions have been placed on pre-splitting and smooth-wall blasting yet safe slope are of the highest priority. This paper presents details of the design/build process undertaken by the contractors to conduct blast rock in an environmentally sensitive region. Blast designs consistent with good construction practices and used to comply with the many federal and state highway stipulations are described.

By now the term AFMAG has been fairly well introduced to the mining industry. Several papers have been presented and published concerning AFMAG (references 1 and 2). However, the term AFMAG remains rather new to the industry, and the exact place which AFMAG occupies in the minerals exploration field is still somewhat uncertain in the minds of many who may have use for this new and interesting method of electromagnetic exploration for conductive minerals. It is the purpose of this paper to again review the basic theory of the AFMAG system, to describe and - illustrate the equipment and data presentation as used in aerial surveying, and to provide some idea of the cost and nature of airborne AFMAG surveys. This paper is primarily of a general descriptive nature and presents AFMAG theory in a schematic rather than mathematical form; emphasis is placed on the equipment, the present method of data presentation and survey operations, since it is believed that such, information will now generally best serve to inform the mining industry of the characteristics of the AFMAG system.

This paper summarizes the weight of epidemiological evidence to evaluate the hypothesis that asbestos exposure is causally associated with increased risk of gastrointestinal (GI) cancers as suggested by Selikoff in an early study of insulation workers. This review looks at populations that develop GI cancers, namely stomach, colorectal, colon and rectal. Guidelines for assessing causality are strength of association, biological gradient and consistency of the associations. Exposure?response (E?R) was evaluated using three methods to estimate exposure. Rate Ratios (RRs) for lung cancer and percent of mesothelioma are used as surrogate measures of asbestos exposure for all the cohorts of exposed workers. Quantitative or semi-quantitative estimates of cumulative exposure to asbestos were also used to assess E?R trends and were compared to E?R trends for lung cancer and mesothelioma in individual studies. Surrogate measures are important since there are few individual studies that have assessed E?R. None of the various methods to estimate asbestos exposure yielded consistent E?R trends and the strength of the associations were consistently weak or non-existent for the four types of GI cancers. The epidemiological evidence detracts from the hypothesis that occupational asbestos exposure increases the risk of stomach, colorectal, colon, and rectal cancer. This report details the work done to provide the U.S. Bureau of Mines with a customized Wireless Ground Monitor Wireless Ground Monitor was modified as follows: 1. A voltage regulator was added to prevent false trips with line voltage variations. 2. A Ground Wire Trap was designed to eliminate problems with parallel paths and provide spark suppression. 3. A three phase filter was designed to reduce 60 Hz leakage current. 4. A portable tester was designed to permit complete test of installed systems. 5. The design was modified to insure trip with an open ground wire in the event of a failure of any one semi-conductor component.

This report covers the investigation of the MacArthur copper deposit and several adjacent claims in the Mason mining district; Lyon County, Nev. (fig. 1). As a part of the Bureau of Mines program of investigation and development of domestic mineral deposits, a project was begun first on the MacArthur claims. Work was done later on some adjacent claims in the immediate area, as shown by figure 2. Field work was begun by the Bureau of Mines on January 16, 1950, and completed on October 25, 1950. Eight diamond-drill holes were completed, for an aggregate of 3,414 linear feet, Analyses were made of' each drilling interval. The report includes a brief history of the district and a description of the deposits and of the work done by the Bureau of Mines.

"A new technology for ironmaking based on direct gaseous reduction of iron ore concentrate is under development. This technology would drastically lower CO2 emission and reduce energy consumption by nearly 38% of the blast furnace requirements. Experiments were performed using iron oxide concentrate at 1150oC in a bench-scale facility, which was the highest temperature that could be reached in the facility. The reduction extent was determined at residence times of 3.5 - 5.5 seconds in which the reduction extent approached 43% with 0% excess H2 and 95% with 860% excess H2. Separate kinetics measurements showed that the rate is much faster at 1200 - 1400 oC. Experiments were also carried out using syngas (mixtures of H2 + CO). About 90% reduction in 3.5 seconds with 860% excess hydrogen contained in the syngas demonstrated sufficiently fast reduction for a suspension process and the feasibility of usingsyngas instead of pure hydrogen.IntroductionDespite the improvements in the modern blast furnace (BF) process, it suffers from many drawbacks. The process requires the feed in the form of sinters or pellets and high-grade coking coal. Thus, BF iron production is projected to decrease gradually [1]. The main factors for this are the environmental regulations [2] and the high capital investment cost.A large number of new ironmaking technologies have been developed or are under development [3]. Most of these processes, however, are not sufficiently intensive to replace the blast furnace because they cannot be operated at high temperatures due to the sticking and fusion of particles. Therefore, a new technology is under development for producing iron directly from fine concentrates by a gas-solid suspension technology, which would reduce energy consumption by about 38% of the amount required by the blast furnace and drastically lower environmental pollution, especially CO2 emission, from the steel industry."

Contact with trolley wire in the mines of the United States has taken a considerable toll of life throughout the years that trolley locomotives have been employed as a means of' transportation. A study3/ of the records over a 15-year period for one State alone showed that, of 98 fatalities resulting from contacts with electrical circuits and equipment, 75 were caused by direct or indirect contact with unguarded trolley wire in coal mines. The law relating to guarding trolley wires in the mines of this particular State, as amended in 1935, reads in part as follows: "All trolley wires carrying 220 volts or more, and less than six feet six inches above top of rail, must be guarded at all points under which men and animals are required to pass***,'" The natural conclusion to be drawn from such records is that lack' of guards or shields must be held responsible for these fatalities. As a preventive measure, it has been advocated that every foot of trolley wire in mines should be guarded. Although some such drastic steps may appear to be amply justified, closer examination of the records nor this and other coal-mining States shows that absence of guards is not entirely responsible; but rather that other factors, such as carelessness and neglect it the observance of certain well-established simple rules concerning installation and location of trolley wires, also are responsible. In other words, if trolley wire is installed carelessly and its maintenance is neglected, it should not be expected that the mere installation of guards will overcome such carelessness and neglect. This publication discusses Various types of guards that have been used in Coal and metal mines of this country, together with related steps bearing upon the problem of 'preventing shock and fatalities from contacts with trolley wire. The material herein contained is taken largely from Information Circular 6577,4/ now out of print, and has been revised to include some types of guards that have been used in metal mines, together with a discussion of guard materials not covered in that publication.

This report summarizes the work performed under USBM Contract No. H0155155, "Demonstrating the Noise Control of a Coal Preparation Plant." A Consolidation Coal Company coal preparation plant (the Georgetown Plant) was selected for demonstration of various noise control techniques and materials in a commercially operating plant. At the start of the project, the 1650 tons per hour (tph) plant was surveyed to document the existing sound levels and worker noise exposures. On the basis of the survey, individual noise sources were characterized and assigned priorities for treatment. Four categories of noise control treatments were installed in this plant: ? Resilient impact pads ? Curtains ? Chute liners ? Resilient screen decks. Currently (1977) available resilient impact pads and curtains were found to be suit-able for general use in coal preparation plants; in the Georgetown Plant, they provided significant noise reduction [6 to 10 dB(A)]. The overall performance of the chute liners which also provided useful noise reduction, was strongly dependent on the specific installation. Although the resilient screen decks have the potential for 7 to 9 dB(A) of coal/screen impact noise reduction, blinding and delamination (in composite decks) en-countered at the Georgetown Plant represented major design problems for these products. This program achieved noise reductions of up to 10 dB in various areas of the Georgetown Plant (within the restrictions imposed by the plant's operation) resulting in significant reduction in worker noise exposures.

This U.S. Bureau of Mines report summarizes common obstacles found when attempting to implement health and safety strategies in small mines and small businesses in general industry. Recently, the U.S. Mine Safety and Health Administration focused much of its attention on addressing health and safety issues at small mines. Some of the more innovative interventions practiced by small businesses in general industry are discussed for consideration of their applicability to the mining industry. The most effective intervention strategy that was developed for small businesses is the Occupational Safety and Health Administration Consultative Program. The details of this program and other intervention strategies used by small mines and small businesses are presented.

These inspection standards have been prepared for use in the Federal inspection of bituminous and lignite mines. They are a revision of "Tentative Coal-Mine Inspection Standards," published as Bureau of Mines Information Circular 7204 in February 1942 and employed a guide for Federal inspections. Numerous changes have been made in the original standards owing in part to recognition of shortages of some types of safety equipment due to the war, in part because of need of additional standards to cover certain mine conditions' arid' practices, and in part to conditions not foreseen when the original standards were prepared. About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however; failure to carry out the suggestions made in such of the other standards as are applicable may also' lead' to the loss of lives.

Near misses recorded and reported by workers can provide awarenessto the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, it is unclear what the value of these reports are, if any, and how they influence subsequent actions or controls to reduce on-the-job risks. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. Of those, 167 were valid near misses that occurred at work. Researchers coded the reports using a qualitative 5 × 5 risk matrix. Of the 167 near misses, 19% were deemed low risk, 25% moderate risk, 30% high risk, and 26% critical risk. Several patterns in the near-miss incidents were documented, including classification of incidents and common corrective actions referenced (i.e., elimination/substitution, engineering control or redesign, work process/procedures, and personal protective equipment). The analysis provides insight into ways that risk communication and management programs can be improved to reengage workers and their situational awareness on the job.

"There is an old saying that ""It is too late to lock the stable after the horse is stolen"". Is not this just what is being done by many mine operators today when it comes to buying safe electrical equipment for gaseous and dusty coal mines?The ""open type"" of electrical equipment or even the ""half safe"" type represents the unlocked stable. After the mine disaster, and after men have lost their lives, the lock is put on - that is, safer equipment is installed.For example, an open type of electric coal drill was used in a gaseous mine in West Virginia, This was the probable cause of the death of 27 men. A half safe type of electric coal-cutting machine was used in a gaseous mine in Pennsylvania. This was likely the cause of the death of 36 men. An unapproved, unsafe type of flame safety lamp was used in a gaseous and dusty mine in Utah. This was the all¬eged cause of the death of 171 men. All three disasters happened within the last six months, and seem to have been avoidable if proper equipment had been used.It is understood that more rigid requirements will be enforced in West Virginia. The committee of State mine inspectors made definite recommendation for im¬proving the conditions in the given mine in Pennsylvania. The Industrial Commission of Utah have already issued new orders which will remedy the use of unsafe lamps in that State.These acts and recommendation are all good and will help prevent accidents in those States in the future. Is it not a pity that such recommendations and order were not made a little earlier before the tell of life had been exacted? Is it not a pity that other States will not take these lessons to heart and safeguard their mines before and not after disasters take place?Electric current can cause accidents in five general ways as follows: (1) By shock to persons; (2) by igniting powder; (3) by igniting gas; (4) by igniting coal dust; and (5) by setting fire to inflammable material such as timber and coal. A great many accidents from these causes are preventable if proper care is taken. Most of the accidents caused by sparks and flashes from electrical apparatus would not take place if approved electrical equipment was used. By approved equipment, the writer means equipment that has been tested and formally approved by the Bureau of Mines. So far as known, up to the present time, no disasters have been caused by sparks or flashes from equipment having the Bureau's approval."

To maximize productivity and improve minerals processing technology, the U. S. Department of the Interior, Bureau of Mines, is investigating a particle agglomeration technique as a means of increasing the percolation rate of leaching solutions through heaps of clayey or finely crushed, low- grade, gold-silver ores. Bench-scale and pilot-scale experiments conducted on different ores indicated that the percolation rate of cyanide leaching solution was enhanced markedly by mixing the ore with a binder, such as lime or portland cement, moistening the mixture, then mechanically agglomerating and aging the feed prior to heap building and leaching. In addition, the rate of silver and gold extraction markedly increased without sacrificing total recovery of values. The use of concentrated cyanide solution instead of water during the agglomeration procedure substantially decreased the leaching time required to obtain maximum recovery. Results from bench-scale and pilot-scale experiments using the particle agglomeration technique are discussed.

The following notes on the cheap milling of a soft lowgrade ore-body in the State of Chiapas, Mexico, may be of interest. The ore-body in question was worked, not by itself, but incidentally in connection with a large extraction of concentrating-ore; and one 10-stamp battery of a 30-stamp mill used for re-crushing tailings, and provided with copper-plates, was set aside for the treatment of this particular ore, of which, during a period of 17 months, 10,274 tons, of 2240 lbs. each, were handled. The heavy liquid separation (HLS) process was investigated by the Bureau of Mines to develop a means of concentrating minerals from natural ores, Various spodumene ores were tested in a 0.4-inch diameter cyclone using pure tetrabromoethane (TBE) as the heavy liquid. Studies were initiated to examine the influence of (1) pulp density (2) feed grade, (3) cyclone pressure, (4) cyclone apex opening size) (5) cyclone vortex finder opening sand (6) mineral particle size on the separation efficiency. Each of these factors was found to affect the heavy liquid separation in some degree; the mineral particle size exhibited the greatest effect and the ore feed grade the least. Conditions necessary to yield an 85 percent spodumene concentrate with an 85 percent recovery were determined to be: 70 psig pressure, 10 percent solids, 0.08-inch apex opening, 0.11-inch vortex finder opening and a minimum amount of minus 200-mesh fines in the feed. Operation of multiple cyclones in series resulted in spodumene concentrates assaying over 90 percent and indicated mineral recoveries exceed-in 90 percent.

This bulletin is the third of a series a showing the results of ment purchases of coal according to specifications as to its quality and giving typical forms of proposals for supplying coal and general information relating to government coal purchases . Numerous calls for authentic information concerning the purchase of coal according to its heat value attest a growing interest in the subject. Many of the commodities of life have long been purchased according to specifications requiring chemical or physical tests , or both, to determine whether the material delivered meets the requirements , the price to be paid depending on the results of the tests . Until recent years coal consumers purchased coal merely on the statement of the dealer as to its quality , relying on his integrity and on the reputation of the mine or district from which the coal was obtained. It is surprising that the important question whether value was being received for the money expended was not sooner seriously considered . The purchase of coal by specification is an important step toward the conservation of our national mineral resources , for it results in an increased use of the lower grades of coal. The poorer coals find a market by competing with the better grades , not as to the price per ton but as to the cost of an equal number of heat units. This paper gives in detail the results of government purchases of coal for the fiscal year 1908–9 and the list of contracts with abstracts of specifications for the fiscal year 1909–10 , and summarizes the information on this subject obtained by the Survey. It is hoped that this information will promote a better understanding of the specification method of purchasing coal and furnish data valuable alike to coal dealers and coal consumers , so that equitable contracts can be more readily made.

Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. This proceedings volume contains papers presented at technology transfer seminars sponsored by the National Institute for Occupational Safety and Health (NIOSH) on New Technology for Ground Control in Retreat Mining. The seminars were conducted at five locations: Uniontown, PA (March 26, 1997), Norton, VA (April 8, 1997), Pikeville, KY (April 10, 1997), Charleston, WV (April 17, 1997), and Evansville, IN (April 22, 1997). The papers presented here describe several new, highly practical technologies developed by the NIOSH Pittsburgh and Spokane Research Centers3 to improve safety during pillar retreat operations. Two central issues are addressed: pillar design and mobile roof supports (MRS's). Proper pillar sizing is essential for safe pillar extraction. The Analysis of Retreat Mining Pillar Stability (ARMPS) program and its large data base of actual mining case histories are presented. LAMODEL, a second computer program, can be used for analysis of multiple-seam and other complex mining situations. Other papers address pillar design to avoid massive pillar collapses and the proper role of coal strength testing. MRS's have greatly improved safety where they are used for pillar line support. We studied the application of MRS's at 20 mines throughout the Eastern United States. Conclusions regarding the most effective section layouts, cut sequences, and support placements are reported. Field and laboratory tests of MRS's are also described.

"SkimAir®, Outotec’s Flash Flotation unit, is placed in the grinding circuit to float the valuable liberated mineral particles from the circulating load of the grinding process while still relatively coarse. Esperanza copper-gold deposit located near Sierra Gorda, Chile, hosts 535 Mtn ore grading 0.57 % copper, 0.27 g/t gold. A series of laboratory and pilot flotation tests were conducted to find out the flotation performance of different ore types both with and without the Flash Flotation. This data was used in modeling and simulating to find the optimal flow sheet for the highest Au and Cu recoveries with required Cu concentrate grade. Simulations with the HSC Chemistry 6.1 software showed that with the SkimAir® and Flash Cleaning it is possible to achieve the required copper grade of 27% Cu with 5% higher recovery for gold and 2% higher recovery for copper compared to the circuit without the Flash Flotation. The pilot tests with simulations were the back up for the installation of four Outotec SkimAir® SK 2400 Flash Cells in the Esperanza circuit for the processing 95.000 tpd of copper-gold ore.INTRODUCTIONEsperanza copper-gold deposit is located near the town of Sierra Gorda, 2nd Administrative Region in Chile. Deposit hosts 535 Mtn ore grading 0.57 % copper, 0.27 g/t gold. The main copper minerals are chalcopyrite and bornite. Gold is carried by native gold and solid solution of copper.Antofagasta Minerals S.A. conducted a series of flotation studies at SGS Minerals Services. The studies included both laboratory and pilot scale work. In the pilot scale study the applicability of the Flash Flotation technology was studied with High-grade Andesite and High-grade Porphyry samples (SGS Mineral Services). The Flash Flotation technology gave significantly higher recovery for gold than the conventional flotation circuit. The recoveries for copper were slightly higher using the conventional flotation."
