A prototype Fire Safety Evaluation System has been developed and is ready to be evaluated by a Peer Consulting Panel and for performing field tests. The system can be used to determine combinations of widely accepted fire safety equipment and under-ground coal mine features that provide a level of safety equivalent to those required by the Code of Federal Regulations-Title 30 for underground coal mines. In this evaluation, equivalent safety performance is gauged in terms of overall level of safety provided rather than by a component by component comparison.

This report describes the results of a program to design, procure, install, and evaluate a multi-channel underground telephone system of modern design in the Sunshine Silver Mine near Wallace, Idaho. Although the evaluation portion of the program was deleted, this report contains a cost benefit analysis for such a system using estimates of operational data for the Sunshine Mine. The results show a centrally switched telephone system of conventional design with ruggedized phone enclosures and special environmentally sealed dial pads to be the most economical.

The Old Dominion Co, at Globe, Ariz., like the: Phelps Dodge Corporation with which it is closely allied, considers safety a major operating problem. Safety is fostered by this company in consideration of both the humanitarian and economic aspects; the officials, take pride in promoting the welfare of employees, and the management has found that the safest way is the most eco¬nomical and that unless an organization is operated economically it can not continue to exist successfully. In planning and operating any safety, organization, terry things must be taken into consideration because an Enterprise can not be operated solely for safety any more than it can for any other single part of the operations. All work must be planned and executed for the common interest.

DIRECT subsidies for mine production in this country began as an outgrowth of wartime 'price regulation. The price-fixing authorities realized that the volume of production to be required from domestic copper, lead, and zinc mines would invoke costs of production considerably higher than the established ceiling prices. Accordingly, beginning Feb. 1, 1942 the Premium Price Plan was set up, which undertook to pay premiums to mines for production in excess of quota, of 5¢ per lb of copper and 2Y4¢ per lb of zinc or lead. Quotas, except for small mines, were initially established at the average rate of production in 1941, but were later reduced arbitrarily on an individual basis. Subsequently, additional "B" premiums were set for lead and zinc of 2Y40 per lb and a further "C" zinc premium of 2%¢. Additional copper premiums were negotiated on an individual basis, mainly with small mines. Quotas under each of these successive categories were the production obtained at the next lower premium level. In other words, under ceiling prices of 12¢ for copper, 6,14¢ for lead, and 83¢ for zinc, it was possible for high-cost operations to receive prices plus premiums of 17¢ or more for copper, 12¢ for lead, and 16% 0 for zinc on a portion of their production. On the other hand, some of the larger operators received only slight premiums and in at least one instance none at all. The average price plus premium for copper was 12.25¢ in 1942 and rose to 13.65¢ in 1945. That for lead was 6.99¢ in 1942 and 8.73¢ in 1945, and for zinc it was 9.06¢ in 1942 and 11.200 in 1945.

This Bureau of Mines report presents three methods for designing bulkheads to impound water underground: (1) thin and thick plate design; (2) South African plug design; and (3) single and double bulkhead seal design. Related areas critical to the long-term effectiveness of underground water impoundments are also addressed. These include bulk-head anchorage, concrete specifications and placement, the grouting of permeable strata, and the sizing of barrier pillars. A case study involving hydrostatic tests conducted on a single bulkhead seal constructed in the Safety Research Coal Mine of the Bureau's Pittsburgh Research Center is presented in an appendix.

The Upper Devonian Kettle Point black shale of southern Ontario is poorly exposed. Structural maps pre-pared from the data of numerous wells show that the upper surface of the formation has low regular relief, and that the lower surface reflects domes in the Middle Devonian and also local subsidence of the Devonian rocks due to solution of salt in the Silurian Salina Formation. The appearance of minor amounts. of marcasite, pyrite, and calcite, m that order, as interpreted from the evidence of concretions from the type locality at Kettle Point is thought to have been influenced by a rise m the pH within anaerobic sediments preceding compaction.

Series of carbon compounds as anode materials were prepared for super lithium ion capacitor using graphite and active carbon (AC) as raw materials. Their electrochemical properties were investigated by constant current charge-discharge test. The results showed that the compound anode had good capacitive performance as well as Li-ion battery performance. The potential of the capacitor could be as high as 3.5V vs Li/Li+ when compared with 2.5V vs Li/Li+ in the AC-AC capacitor, accordingly, the energy density increased from 21.7Wh/kg to 40.3Wh/kg. The compound anode also had excellent rate performance that as the current density increasing from 0.1A/g to 1A/g,the capacitance decreased only 1.3F/g, and good cycle performance that the capacitance holding remained 96.7% after 10 times cycles even at the highest potential of 3.5 V vs Li/Li+.

TO THE AMERICAN MINING CONGRESS. AMERICAN INSTITUTE OE MINING ENGINEERS. MINING AND METALLURGICAL SOCIETY OF AMERICA. The committee that makes this report was appointed at the meeting of the American Mining Congress, at Denver, Colo., in. November, 1906. The appointment had in view the drafting. of a law for the regulation of quarrying and metalliferous mining under the police laws of the States, with the hope that the uniform adoption of such a law could tend to reduce the number of accidents in mining. Since its. appointment, the committee has had' under serious and continuous consideration the matter with which it was charged. At the meetings 0f the American Mining Congress in 19o7, 1908 and 1909, it reported progress. At the meeting in 1909 it was authorized to present its report not only to the American Mining Congress, but also to the American Institute of Mining Engineers and the. Mining and Metallurgical Society of America, and to present its report in printed form during the interim between meetings of the American Mining Congress. The committee collected from the officials of the States of the Union copies of their mining laws. With the assistance of the Engineering and Mining Journal copies of the laws 0f Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New aland, and certain European countries were also obtained. These laws were subjected to careful study. The first publication of the committee was a summary of the more important metalliferous mining laws 0f this country. Upon the basis of the existing laws of the States of the Union, Great Britain, and the English speaking colonies, a tentative draft. was prepared and printed in limited number in 1909, for convenience in securing the advice and criticism of a considerable number 0f persons engaged in the mining industry. In this way valuable suggestions were received. At the request of the chairman of this committee, Mr. Frederick L. Hoffman, statistician of the Prudential Insurance Company, of Newark, N. An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

THIS paper gives a brief summary of the process of manufacture of sterling silver, and some of its more important physical properties, as observed in commercial production of rolled sheet and wire. Although papers have been published by Turner and Smith,1 Rose,2 Sperry3 and Jordan,4 there are few technical data available, and unfortunately the time allowed for the preparation of this paper has not been sufficient to make it as comprehensive as the title might indicate. ANALYSIS OF STERLING SILVER Fine or pure silver is too soft for coinage and the manufacture of articles in which strength and resistance to wear are desired. From the earliest times of which we have record, copper has been the metal generally used to harden silver. Analyses of coins and silver articles from ancient tombs show varying amounts of copper, and old Roman silver objects in the British Museum have approximately the same analysis as our sterling. The first authentic record of the establishment of a standard alloy is during the reign of Henry II in England. During the twelfth and thirteenth centuries, the people in the Eastern Provinces of Germany had a reputation for the standard and purity of their silver coinage, and it is said that Henry II employed some of these Easterlings, as they were called, to improve and standardize the English coinage, which had become debased. A casual reading of the geological literature extant to-day would give one the impression that carbon is an element which by some chance or another always existed at or near the surface of the earth, and was never of a magmatic origin. The carbonaceous matter in shales is said to be of vegetal derivation; petroleum is stated to have been derived from vegetable matter or from marine animal bodies; if carbon or bituminous matter is found in igneous rocks or associated with metallic ores, the statement is made that deeply buried carbonaceous sedimentaries were undoubtedly the source from which such carbon or bituminous matter was derived. This, I do not consider a reasonable or common sense view of the matter. Carbon is one of the elements of which the earth is composed. In the table giving the periodicity of the elements it comes sixth in the order of increasing atomic weights. It is an element formed like all the rest were formed, and must be as common to the interior of the earth as the rest of the eighty-odd elements so far discovered. The spectroscopic analysis of light from the sun, and the stars, shows the presence of carbon in the sun and in the colder stars. Thus with carbon, an element, found throughout the universe as well as on the earth, it is entirely reasonable to consider it as present in the interior of the earth with the other elements. Such being the case, the magmatic origin for the various forms of carbon in rocks and ores is a rational and logical conclusion. If but a small fraction of thought and effort was made along these lines, which is made in fostering the idea of the organic origin of the carbon found in the earth's crust, untold advances in this phase of geological science would result.

This report describes instrumentation which is part of a system for extinguishing mine fires by pumping material through surface boreholes in order to seal off all underground passageways leading to the fire area. Major instrumentation systems include a closed circuit television probing system and an acoustic seal checking system. The latter consists of a speaker probe, a receiver probe and related signal processing equipment. All probes can be winch-deployed down a 6-inch diameter borehole. The CCTV unit can be rotated 360 degrees in the horizontal plane, and contains sufficient lighting to reliably assay conditions for sealing or rescue within a 200 foot radius. The acoustic seal checker monitors the completion of a seal as it progresses by use of probes lowered through boreholes on either side of the seal.

SINCE the Sixth Book has described the iron tools, the vessels and the machines used in mink, this Book will describe the methods of assaying1 ores; because it is desirable to first test them in order that the material mined may be advantageously smelted, or that the dross may be purged away and the metal made pure. Although writers have mentioned such tests, yet none of them have set down the directions for performing them, wherefore it is no wonder that those who come later have written nothing on the subject. By tests of this kind miners can determine with certainty whether ores contain any metal in them or not ; or if it has already been indicated that the ore contains one or more metals, the tests show whether it is much or little ; the miners also ascertain by such tests the method by which the metal can be separated from that part of the ore devoid of it ; and further, by these tests, they determine that part in which there is much metal from that part in which there is little. Unless these tests have been carefully applied before the metals are melted out, the ore cannot be smelted without great loss to the owners, for the parts which do not easily melt in the fire carry the metals off with them or consume them. In the last case, they pass off with the fumes ; in the other case they are mixed with the slag and furnace accretions, and in such event the owners lose the labour which they have spent in preparing the furnaces and the crucibles, and further, it is necessary for them to incur fresh expenditure for fluxes and other things. Metals, when they have been melted out, are usually assayed in order that we may ascertain what pro- portion of silver is in a centumpondium of copper or lead, or what quantity of gold is in one libra of silver ; and, on the other hand, what proportion of copper or lead is contained in a centumpondium of silver, or what quantity of silver is contained in one libra of gold. And from this we can calculate whether it will be worth while to separate the precious metals from the base metals, or not. Further, a test of this kind shows whether coins are good or are debased ; and readily detects silver, if the coiners have mixed more than is lawful with the gold ; or copper, if the coiners have alloyed with the gold or silver more of it than is allowable. "The Kerr-Addison mine is on the northeast shore of Larder Lake in the township of McGarry, District of Timiskaming, Ontario. It lies just south of the highway leading to the town of Kirkland Lake, 25 miles to the west.The property was first staked in the summer of 1906, by a party of prospectors led by a Dr. Reddick of Ottawa. Subsequent assessment work resulted in the erection of a 20-stamp mill in 1908. Gold from this mill was used in the first gold coins to be minted in Canada. The operation did not prove successful, however, and mining was suspended. In 1914 a consider-able amount of underground development was undertaken by the Associated Goldfields Co., without success.In 1936 Kerr-Addison Gold Mines Co. carried out large-scale sampling from four adits driven into the hillside at the mine. Results were not satisfactory, but it was decided to drill one last deep diamond drill hole from surface. The hole cut a wide section of gold ore. With this encouragement, further development outlined a large tonnage of ore, and a 500-ton mill was put into production in May, 1938. In 1939, its first full year, the mine produced 54,480 ounces of gold and 2,732 ounces of silver. By 1955 the mill had been expanded to a rate of 4,549 tons daily, and in this year 427,193 ounces of gold and 23,490 ounces of silver were produced.From 1938 to the end of 1955 the total production, from 17,473,797 tons milled, has been 3,607,462.74 ounces of gold (0.2064 ounces per ton), and 182,278.56 ounces of silver, with a total value of $131,073,037."

With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. Citation of cases from the United States and British Commonwealth nations is explained under Case Citation Explanation. Space and time limit exhaustive treatment of subjects and covering all geographic and jurisdictional areas. This chapter is intended as a broad outline and is based on the author's master's thesis at the University of Missouri-Rolla, 1992. The U.S. Bureau of Mines conducted experiments on the use of lightweight concrete in the density range of 100 Ib/ft3 for liners in underground mines. Three test sections were completed: a monolithic, portal-type structure with integral walls and arch constructed aboveground; an underground test section constructed in a mine drift using plywood forms; and a second section constructed in a drift using an air-supported formwork. The lightweight concrete in the two underground test sections was placed using piston pumps and a slickline. Fiber reinforcement was added to the concrete in the mine sections without any apparent problems with either pumping or placement of the concrete. In another experiment, the Bureau and Hecla Mining Co., Mullan, rD, used lightweight concrete in the density range of 25 Iblfe to replace timber blocking in a raise preparation structure. Other experiments are described in which low-density, lightweight concrete blocks were produced for mine ventilation doors, stoppings, and barricades. Other mine uses reviewed include pillars and collapsing beams. An advantage of low-density concrete is that it will display up to 50% deformation at a constant yield stress. These hlllovative concepts in deformable concrete lining systems will aid mine operators by decreasing capital and maintenance costs, increasing the available space in underground haulageways, and providing productivity gains and improved resource recovery in the soft, caving, squeezing, or bursting grollnu conditions often found in deep mines.

"A tunnel project poses many challenges; the operation of the Tunnel Boring Machine (TBM) being one of them. Mechanized tunneling is known as a safe and effective alternative to other methods in terms of schedule and cost; however, efficiency can be severely affected by a bad TBM selection and qualification and employment of inexperienced operators. The success of a mechanized tunneling project involves a comprehensive and interdisciplinary consideration of all contributing factors such as TBM technical specification and selection, TBM design and procurement including ancillary equipment and tunnel linings. The tunnel equipment selection along with the operation can make or break the project. The objective of this paper is to address the importance of the skills and qualifications of the TBM crew with particularity to the TBM Operator. The study includes the Owner and Consultant involvement in the selection and pre-qualification of the TBM crew and specifically the TBM operator as well as the role of Contractor and TBM manufacturer in TBM operator training. This paper also analyzes the possibility of issuing a TBM operator certification, and discusses the benefits and significance of periodic training and certification programs. INTRODUCTION Training in the tunneling industry is not a new topic. The industry continues to evolve and become more complex with technology advances and expansion of mechanical tunnelling to mechanized shaft construction, large diameter drilling and mining industry applications. The need for professionals trained to operate mechanized tunnelling equipment is ever increasing, while there is a significant number of veterans who will be ageing out in the next 5 years. Consequently attracting young professional is a very important aspect of sustaining a qualified pool of professionals. For any given tunnel project, the owner and the engineer spend up to several years, studying the ground conditions during preliminary and final design. Post contract award the contractor spend additional months studying the ground again to develop the optimum means and methods for construction. All this time and money spent at the beginning of the project has the purpose of developing the optimum tunnel design, assessing the risk associated and implementing mitigation measures to reduce risks to acceptable levels. Following the tunnel design process, sophisticated TBMs are being specified and sourced to ensure the best tool for the job. The question raises here: Are there available experienced/trained professionals capable of operating these sophisticated machines?"

Abstract - Quartz veins at the Mufferaw gold prospect and Komis gold deposit, northern Saskatchewan, are examples of oblique-extension veins that crystallized in shear and tensile fractures, which propagated and then opened oblique to their walls during a single continuous deformation event. The Mufferaw gold prospect consists of an interlinked mesh of conjugate shear fractures, tensile fractures, and veins. Oblique-extension veins crystallized in conjugate shear fractures, which opened during dilation of intersecting tensile fractures under the same far-field stress system. At the Komis gold mine, tensile and dextral shear fractures cut across granodiorite dikes. The tensile fractures formed perpendicular to the dike margins during stress transfer from the less-competent country rocks to the more-competent dikes. During extension of the dikes oblique to the bulk extension direction in the country rocks, the tensile fractures were reactivated as sinistral shear fractures. The reactivated tensile fractures and dextral shear fractures opened oblique to their walls, parallel to the bulk extension direction, and were sealed by the deposition of oblique-extension veins during the same deformation event.

GENERALThe lode, for purposes of description, may be said to be divided into two portions which are usually referred to as the Southern and Northern Orebodies.The southern ore-body is the larger and in places attains a width of 200 feet. The northern ore-body is, generally speaking, comparatively narrow. These ore-bodies have a northerly pitch of approximately 45' and a westerly dip of 60. In the southern ore-body a grid of ore chutes is provided at 31 ft. 8 in. (5 square set) intervals and this necessitates an elaborate arrangement of cross-cuts, portion of which have to be driven through the foot-wall. Crushed country rock adjacent to the foot-wall makes it necessary for drives to be placed at least 60 feet from the lode.In the northern ore-body the ore chutes are arranged along a longitudinal drive, thus making a much simpler layout. These layouts were described in detail by A. R. West (Proceedings A.I.M.M. No. 117). In opening up a new level from the shaft plat, a heading is extended in a westerly direction until a point approximately 60 feet from the footwall of the lode is reached.At this point the direction of the cross-cut is altered to a bearing approximately 90 to the general strike of the ore-body, and the cross-cut continued until the hanging-wall is intersected. From the information obtained together with that from diamond drilling, the outline of the ore-body is plotted as closely as possible, and this serves as a basis for the layout of the level. Drives south and north from the main cross-cut are made in order to determine the southern and northern extremity of the southern ore-body.
