The TRJV Mine is located approximately 43 miles northeast of Winnemucca, along the east flank of the Osgood Mountains in the Potosi Mining District, Humboldt County, Northwest Nevada (see Figure 1). The Turquoise Ridge Mine is an underground mine, and is a 25% joint venture partner with Newmont Mining. The TRJV mine utilizes the underhand cut-and-fill mining method due to the relatively low rock quality in the ore zones and the relatively shallow dipping 25-45 degree ore body geometries. This paper defines a rehabilitation risk rating system (RRRS) for prioritizing rehabilitation of drifts damaged in the mining processes including long term development drifts providing access to the mining areas. The ultimate use is as a mine planning tool for the organized scheduling of rehab in a timely manner. A few case studies of the most needy rehab areas identified by the RRRS mapping system is presented, and the type of rehab completed design for these areas. Suggestions on improving the rehab risk mapping system include the use of support history and rock mass strength rating factors.

INTRODUCTION Gwinnett County, Georgia, is a part of the rapidly expanding metropolitan Atlanta Georgia area. Located approximately 48 km (30 miles) northeast of Atlanta, Gwinnett County has a current population in excess of 600,000 and is projected to reach a population of 1,200,000 by 2025. As a part of the County’s master plan to supply drinking water for the expanding population and to increase system reliability, the Gwinnett County Public Utilities Department undertook the Shoal Creek Raw Water Intake and Pump Station Project. Figure 1 shows a vicinity map for the project. Prior to construction of the Shoal Creek Raw Water Intake and Pump Station Project the County had a single raw water intake to feed water from Lake Sidney Lanier (Lake Lanier) into a filter plant for processing into potable water. This project together with a newly constructed water filter plant provides Gwinnett County additional capacity and system redundancy to prevent interruptions to the drinking water supply. Lake Lanier is a man made reservoir with over 800 km (500 miles) of shoreline and was constructed by the Army Corps of Engineers in the 1950s for hydro electric power generation, flood control, and navigation benefits for the Chattahoochee River. Over time, Lake Lanier has become an increasingly important source of drinking water for the metropolitan Atlanta area. This paper focuses on the primary underground construction and lake tap components of the project including a 42.7 m (140 ft) deep pump station shaft 24.4 m(80 ft) in finished diameter transitioning to a 6.1 m (20 ft) finished diameter shaft, a3.05 m (10 ft) finished diameter by 19.8 m (65 ft) deep intake shaft constructed in an average of 21.3 m (70 ft) of water, and a 190.5 m (625 ft) by 3.05 m (10 ft) finished diameter modified horseshoe tunnel connecting the two shafts. This raw water intake system, in conjunction with the incorporated pump station with 8 pumps and dual1,829 mm (72 inch) pipelines, provides a system capacity of 1,091,062 m3/day(240 MGD) to two water filter plants and is expandable by the addition of pumps to1,500,210 m3/day (330 MGD). Parsons provided design and construction management services for the project. The $29.6 million contract to construct the project was awarded to W.L. Hailey &Company. Notice to proceed was given August 6, 2001 and substantial completion was achieved on January 20, 2004. Value engineering changes adopted for the project contributed to completing the project at a final cost of $28.8 million.

The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering The United States and the world in its quest to control the Rare Earth Oxides, Elements and Alloys, and the many industries dependent upon REO. What can be done?

The mining industry has had three difficult years. Commodity prices have remained low and investor confidence in the industry has been shaken. And even though the Asian economy appears to be improving, it will be some time before this improvement will translate into better commodity price conditions for mining. In addition, increased environmental and social restrictions that have been placed on the industry in developed and developing countries have made mining a more difficult proposition. And, if that is not enough, the global mining industry has found itself in fierce competition with Internet businesses for investor capital. Despite that gloomy picture, more than 10,500 mining industry professionals from about 70 countries gathered in Toronto, Ontario March 5-10, 2000 for the Mining Millennium 2000 conference. This meeting was a joint effort between the Canadian Institute of Mining, Metallurgy and Petroleum(CIM) and the Prospectors and Developers Association of Canada (PDAC).The joint meeting also featured two trade exhibitions and more than 150speakers. PDAC’s trade show attracted about 400 exhibitors and an additional 200 in the concurrent Investors’ Exchange. CIM’s exhibition attracted about 600 equipment and service companies.

In Novemeber of last year I visited a mica mine in Hunan Province, China. For nine months , we had been trying to sell Chinese mica to a customer in Belgium. Talking to the customer was like negotitating with a stone wall. The buyer refused to communicate any -thing other than his steadfast refusal to consider Chinese mica. He would not advise us what he wanted, what specifications or grades. He would give no indication if our price at market, or reasonable, or totally out to lunch. He would not even accept samples. It took no genius to guess that the mica buyer had at some time in the past bought a shipment of Chinese mica and had received a disaster. I invited the mica mine in Hunan in order to see for myself what could be done - without massive investment in equipment and instruments - to upgrade the quality of the mica for export. We had seen this type of customer reaction before. One disgruntled customer who had pur¬chased pigment grade barites direct from China ranted and raved about unreliable and inconsistent quality. It did no good to explain to him that China is a big country, with hundreds of mines scattered throughout many areas, each producing a different product. Our further explanation that Chinese export organizations also varied in degree and efficiency of customer service fell on deaf ears. Samples had no effect on his perception. Eventually we showed him photoraphs of two mountains of pigment grade barites. One lot was our sales of pigment barites to a major European minerals processor. Our Chinese barites stood proudly white and beautiful next to a hill of other material which now appeared at best mediocre and dull by comparison, and which the buyer had decided to reject after he received our Chinese barites. Finally the customer was sufficiently impressed to look seriously at our guaranteed specification and the outturn analysis performed by our other customer.

The Golden Grove Project area is located 220 km (137 miles) east of Geraldton in Western Australia (Fig. 1). The project is a joint venture involving Amax Exploration (Australia) Inc. (Amax), Electrolytic Zinc Co. of Australasia Ltd. (EZ), and Esso Exploration & Production Australia Inc. (Esso), each with 31 116% interest, and Aztec Exploration Pty., Ltd. (Aztec), with a 3 1/2% carried and a 3% contributing interest. The venture covers two significant volcanogenic massive sulfide deposits and some 40 km (25 miles) of highly prospective Archean volcanics. During the course of the past 12 years (to 1983), all four companies were responsible for operating the project at one time or another and all influenced the discoveries. The Gossan Hill and Scuddles deposits are typical examples of volcanogenic massive sulfide deposits associated with Archean explosive submarine acid to intermediate volcanic complexes. They are located in the northwesterly trending Yalgoo greenstone belt of the West Australian Archean Shield. Gossan Hill, located in 1972, is essentially a copper deposit with minor zinc lenses; to date, 97 diamond holes have delineated a geological resource* estimated to contain 13 Mt (14.3 million st) of of 3.4% Cu and 13 g/t (0.38 oz per ton) Ag in the main lenses with minor lenses totaling 2 Mt (2.2 million st) of 3.7% Cu and 17 g/t (0.49 oz per ton) Ag and 1.7 Mt (1.9 million st) grading 1.5% Pb, 14% Zn, and 87 g/t (2.8 oz per ton) Ag. Scuddles is a zinc-copper deposit with gold and silver credits. It *Resource estimate provided by Esso for inclusion in Aztec Exploration Pty. Ltd. 1982 Annual Report was discovered in 1979 and, to the end of 198 1, had been delineated with 42 diamond holes. On the basis of this drilling, a geological resource* of 26 Mt (28.7 million st) has been estimated in three coalescing lenses. The lenses comprise 7.5 Mt (8.3 million st) of 2.1 % Cu, 12 g/t (0.35 oz per ton) Ag, and 0.3 g/t (0.009 oz per ton) Au; 7.6 Mt (8.4 million st) of 0.4% Cu, 9.9% Zn, 73 g/t (2.3 oz per ton) Ag, and 0.7 g/t (0.02 oz per ton) Au; and 1 1.0 Mt (1 2.1 mil lion st) of 1.1 % Cu, 9.3% Zn, 8 1 g/t (2.6 oz per ton) Ag, and 1.5 g/t (0.044 oz per ton) Au. Over the many years since the development of the steam powered shovel, various powering and control techniques have been employed for the various shovel functions. While volumes have been published on this subject, this paper will be limited to a very brief discus-sion of one of the latest of these and its application to a unique machine. The evaluation of the subject machine is far beyond the scope of this discussion, which will be limited to the techniques and equipment employed, and the considerations involved in their choice. The basic requirements for any power and associated control system for any power shovel function have remained relatively un-changed over the years. To the extent possible, such an equipment grouping must be: Easy to install during fabrication Easy to maintain and repair by available personnel Life cycle cost competitive Adequately reliable Adequately responsive And as may be expected these factors are arranged in various orders of priority by different manufacturers and users. All the various time honored approaches have to some extent fulfilled these require-ments but were discarded or fell into disuse when more effective approaches were developed. The latest in this long line of develop-ments and perhaps the most promising is that of electro-hydraulic controls and hydraulic drive.

Marine ferro-manganese (Fe-Mn) crusts and nodules are metal-rich chemical sediments that are archives of paleoceanographic proxies and potential metal resources and targets of deep-sea mining. Traditionally, crusts and nodules are subdivided into hydrogenetic, diagenetic, and hydrothermal types. While hydrogenetic Fe-Mn crusts are a potential resource for Co, Te, Pt, and REY, nodules are enriched in Cu, Ni, Mo, and Li, and hydrothermal deposits may be enriched in individual metals such as Mo, Ba, and Li, depending on the temperature and composition of the hydrothermal fluid. The different types of marine oxidic Fe-Mn precipitates, therefore, have different economic potential. Hence, a robust classification is not only helpful in the general geochemical characterization of such precipitates (and as such is a useful teaching tool, for example), but may also simplify the evaluation of their importance as a potential metal resource, which helps to prioritize exploration targets for deep-sea mining.

Tracer gas sampling methods are useful for monitoring ventilation systems, especially in remote or inaccessible areas, and can be utilized for analysis of the ventilation system immediately following a mine emergency. However, the success of this technique is largely dependent on the accuracy of release and sampling methods. Analysis of sampling methods is crucial for rapid response and dependable results during emergencies. For the purpose of this study, four well-accepted sampling techniques currently used in the mining industry were compared using solid-phase microextraction (SPMe) fibers with sulfur hexafluoride (SF6), an industry standard, as the tracer gas. Current sample collection techniques include plastic syringes, glass syringes, Tedlar bags and vacutainers. SPMe fibers are used in a variety of industries, from forensics to environmental sampling, and are a solventless method of sampling analytes. To analyze these sampling methods, samples were taken from a 0.01 % standard mixture of SF6 and nitrogen and analyzed using electron capture gas chromatography. A relative standard error of less than 10% validated results to compare the accuracy of various methods. The technical and practical issues surrounding each sampling method were also observed and discussed.

Of increasing importance to the student of fuels economics has been the extent to which different primary energy sources can substitute for each other in the various energy markets of the nation. Knowledge of the nature and extent of fuel interchangeability can aid the fuels economist in projecting trends of energy utilization, as well as giving him a better understanding of the past and present conditions of fuel markets. It is also important to the consumer to know just how much flexibility he can maintain in his energy consuming operations. And, finally, various governmental bodies show keen interest in the degree of energy substitutability in determining public policies concerning the fuels industries. The presence of excess fuel production capacity in the United States during the early 1960's indicates that fuel interchangeability should become more prevalent in the increasingly competitive energy markets of the nation. Discussion of fuel intercompetition is almost always restricted to qualitative terms-because of the lack of comparable statistical data, between the different energy sources in geographic or "type-of-use" fuel, markets. There are exceptions, of course, such as, the excellent fuel consumption data which are available on steam electric generating plants throughout the nation. In other sectors, statistics are at best incomplete.' Inmost instances, indirect fuel consumption indicators, such as sales of fuel burning equipment, are extensively used to measure market shares of a particular fuel; however, these indicators are hard to evaluate precisely without prior knowledge of the total competitive market.

Introduction Rock bolting is a general term that encompasses pinning, roof bolting, rib bolting, and cable bolting. Rock bolting contributes the highest nonproductive cost and is the most significant safety risk in mining today. Total installed bolt costs are now more than $20 per bolt. Rebolting or repair work doubles this. And bolting accidents account for about 30% of all fatal and nonfatal lost time accidents. It is only logical, then, for the mine operator to install the highest quality anchors possible. Every bolt on the market - tensioned, untensioned, full contact, or point anchor - has designed capabilities in axial, shear, and fluctuating ground conditions. Bolts will provide a designed support if material specifications and installation procedures fall within the manufacturer's recommendations. This also assumes that there are no unexpected geological or operational changes. Proper material specifications and installation procedures should guarantee the mine operator a quality anchor. To help assure this, the Mine Safety and Health Administration (MSHA), the US Bureau of Mines (USBM), and the AMC Manufacturers group developed stringent ASTM materials standards. These govern mechanical point anchor bolts and bolts using threaded and nonthreaded rebar. There are also minimum standards that suppliers must comply with in the manufacture of frictional bolts. However, most frictional bolt standards are based on the manufacturer's own specifications. It would be impossible to set uniform regulations on frictional bolts. Each bolt provides support in a slightly different manner and thereby requires different material needs. Quality Control In any case, material quality can generally be assured through tight order specifications and periodic quality control checks. The problem with installing quality anchors does not solely lie with the material. It includes all the events that occur from the time a bolt leaves a manufacturer to the time it is installed. The anchoring ability of any major type bolt can be affected by transportation, storage, mechanical performance of installation equipment, installation demands of the operator, proper drilling accessories, and local geology. Table 1 and Fig. 1 document the negative events that can affect each bolt and the degree to which it can be affected. Drilling a hole of oversized diameter, for example, is an operator controlled factor. It will adversely affect most bolts. An over-sized diameter reduces, or even eliminates, the anchorage capability of a mechanical shell. It will reduce the support capacity of a split set to nearly nothing. And it will cause a partial or incomplete grouting around the resin bolt. Frequently, due to bit wear, holes are drilled undersized in diameter and may not be properly cleaned out. In this case, it will be difficult for the operator to push the mechanical shell into the hole, thereby causing him to drill another hole. In cases where the bolt is obviously not providing anchorage, operators will probably drill another hole and place another bolt. Rock Bolt Regulations It is the situations where a bolt is improperly installed in the hole, but gives the appearance of a good bolt, that are frightening. In fact, some safety officials and engineers believe that only 50% to 60% of installed bolts are working. These bolts cause irregular ground load transfers in other bolts and overload them. This causes hazardous situations and overstressing. It is these bolts that fail prematurely 200 to 255 mm (8 to 10 in.) behind the face and possibly contribute to the high accident rate. The image-based On-line Particle Size Analyzer (OPSA) system has been developed at the University of Utah to measure particle size distributions under plant conditions where overlapped and segregated particles are being transported on a moving belt conveyor. Evaluation of the OPSA system at several plant sites has been completed. The results show a consistent agreement between the particle size distributions obtained from the OPSA system and those obtained from laboratory screen analysis of belt samples. These results and the stable performance of the OPSA system during the field tests suggest that continuous quality control of crushed products is possible using the OPSA system.

INTRODUCTION Project Background The Washington State Department of Transportation (WSDOT) hired the Seattle office of Parsons Brinckerhoff to lead a team of consultants to produce an Environ-mental Impact Study and perform conceptual and preliminary engineering. The pur-pose of the Alaskan Way Viaduct and Seawall Replacement project is to replace the existing earthquake damaged and aging viaduct and sea wall, adjacent the downtown waterfront of Elliott Bay, with structures that have improved earthquake resistance and that maintain or improve mobility and accessibility for people and goods along the existing corridor. With an estimated replacement cost over $4 Billion and construction duration exceeding 8 years, it is one of the largest transportation design projects on the West Coast of the United States today. Seattle, Washington is a city of over 2 mil-lion people in the Northwest corner of the United States. Ever since the Klondike Gold Rush in 1897, Seattle has been considered a departure point to Alaska. Because of this, the street along the waterfront was named the Alaskan Way in 1930. Alaskan Way Viaduct and Seawall The Alaskan Way Viaduct (AWV) carries State Route 99 along the shoreline of Elliott Bay through downtown Seattle and is a vital part of Seattle’s highway system. The viaduct carries approximately 110,000 vehicles per day or 25% of all north-south traffic through Seattle (Figure 1). It is 3.4 km (2.1 mile) long with 3 lanes in each direction and was constructed of cast-in-place reinforced concrete between 1952 and 1956. The wear and tear of daily traffic, salty marine air, and several earthquakes have taken their toll on the facility. Studies in the mid-1990s provided early evidence that the viaduct was nearing the end of its useful life. The viaduct’s increasing age and vulnerability was apparent by crumbling and cracking concrete, exposed rebar, weakening column connections and deteriorating railings. In early 2001, a team of structural design and seismic experts began work to determine whether it was feasible and cost-effective to strengthen the viaduct by retro-fitting it. In the midst of this investigation, a 6.8 magnitude earthquake shook the Puget Sound region (the Nisqually Earthquake, located 56 km (35 miles) from Seattle and deep below the surface) caused moderate damage to the reinforced concrete structure. WSDOT closed the viaduct for inspection and repairs intermittently for several days over a period of several months.

The underground industry has been forced to reconsider risk management sincethe introduction and implementation of the “Joint Code of Practice for Risk Management of Underground Works in the UK” published in 2003 and the subsequent international version published by the ‘International Tunneling Insurance Group’ (ITIG) in January 2006.What does this mean for major tunnel projects in the US and elsewhere? The discussion will highlight the implementation of the Codes to date, risk management principles embodied in the Codes and the use of risk registers as a projectmanagement tool and the management of risk.

Mining equipment life may be extended through preventive maintenance and the proper application of quality lubricants. There are several practices mine operators should consider implementing to preserve their equipment. An exercise in review — Begin by reviewing original equipment manufacturer (OEM) recommendations regarding servicing and maintenance intervals for each part of the equipment, especially the engine. And the verdict is — If the manufacturer’s recommendations have been followed, good. If not, owners/operators should begin periodic service work on equipment, to help minimize equipment downtime and extend engine life.

During harsh weather conditions, the presence of fog, dust in the environment degrades the image’s quality, which affects the visibility of drivers of heavy earth-moving machinery in opencast mines. Due to low visibility, mining operations cannot be carried out as drivers are easily prone to accidents. This paper proposes a technique that includes developing a vision enhancement system called perceptive driving assistant system for increasing visibility of real-time video of the road in front of the vehicle for operators of heavy earth-moving machinery at opencast mines during harsh weather conditions to overcome the problem. The system consists of high-quality Internet Protocol cameras and thermal cameras for real-time image processing and other well-defined devices, which is quite capable of enhancing the visibility of the image, outlining edges of the road, and detecting obstacles present on the path of operators for smooth driving and reducing threat of accidents. A high-speed graphical processing unit has been used for quality-performance parallel computing, which is well suited for real-time operations to empower fast real-time operations. The calculated frame per second (fps) of image enhancement, object detection, and edge detection is 17.91, 15.91, and 25.09 fps, respectively. The actual frame rate is 26.07 fps, and after applying the algorithm, the final frame rate is 19.65 fps. The calculated accuracy of the object detection model is 81.23%. Field trials indicate that the developed system has performed adequately during foggy weather.

Predicting equipment failure behavior plays a critical role in providing a safe operation. Although various reliability evaluation methods are available for estimating failure behavior profiles, these approaches are based on mathematical formulation, leading to actual operation simplification and improper estimation of failure trends. This study proposes a discrete-event simulation (DES) approach to model fleet failure behavior. This approach can model the maintenance strategies in multi-component systems with minimum simplifications. In this regard, the first step was to collect a historical failure time dataset (e.g., the time between failures). Then, the DES model is established to predict the severity of failure events and design maintenance strategy considering actual operation circumstances. Afterward, the maintainability analysis was performed to estimate equipment downtime and availability. The achieved results showed that the system availability was about 85%. Also, the findings demonstrated that the DES could efficiently predict the equipment failure behavior using various stochastic events.

Response surface methodology is a well-known and powerful technique for determining optimum conditions in flotation systems. One disadvantage is the onerous task of the numerical calculations and curve platting. This paper describes a system in which the investigator simply selects the range of several flotation variables after which the design of the experiment, data analysis, generation of response surface equations, and response surface plats are automatically carried out using a digital computer and a computer-driven curve plotter. Several typical response surfaces of important variables in phosphate flotation are presented as examples. An overview of the flow charting of the system is provided in the addendum.
