"Over 600 longwall panels have been mined in Pennsylvania in the last 50 years. Of those 600 panels, 25 panels undermined interstate highways. Despite this quantity of panels, much is still unknown regarding the detailed effects of undermining highways. The Gateway Mine, the Emerald Mine, and the Cumberland Mine undermined I-79 with 17 panels between 1982–1989 and 2003–2008, respectively; mine Eighty-Four undermined I-70 with 4 panels between 1987–2000.Through the examination of the panels that undermined I-70 and I-79, it is possible to determine which factors have most impacted the highway alignments. In some locations, the highway intersects with panels at angles ranging from 45 to 80 degrees, and at others, it runs between two panels, which simulates the effect of gateroads on the subsidence. The panels width to overburden ratio varies between 0.64 and 1.7, meaning that the interstates were influenced by both subcritical and supercritical subsidence basins. The face advance rates and overburden depths also vary between the panels.Unfortunately, specific information detailing highway impacts associated with unique characteristics of the subsidence basins are limited. However, using the profile function model and influence function model within the Surface Deformation Prediction System (SDPS), the effects of overburden, panel size, and orientation of the road to highway can be indirectly assessed by profile and influence models of subsidence basin formation.INTRODUCTIONCoal mining has been an integral part of Pennsylvania’s history. Room-and-pillar mines have been active since the late-1700s when coal was extracted from outcrops. By 1830, the city of Pittsburgh alone consumed more than 400 tons of bituminous coal each day for domestic and industrial use (PADEP, 2019). In the late 1960s, the face of mining in Pennsylvania changed with the development of full extraction longwall mines. Since that development, over 600 longwall panels have been mined in the Pittsburgh Coalbed in Pennsylvania alone (PADEP, 2019).As longwall mining and other forms of full extraction mining have increased in popularity, the amount of planned subsidence impacting the surface has also increased. The stresses and strains induced by longwall subsidence can cause damage to the surface as well any structures, water supplies, or water bodies that lie above the panel. Since the behavior of soils and structures vary, one way to study the surface effects of longwall mining is to analyze the impact on flat, rigid, pavement surfaces. Examining factors that vary the impact of subsidence with respect to highway alignment can demonstrate the favorable orientation of an alignment to avoid or mitigate damage and critical impact zones in a subsidence basin."

Blastings always generates induced vibrations through seismic wave, these are lost energy from the blasting and therefore causing the disturbance of slopes and structures near the blast source. Most of the components of an open pit mine have to reach a physical stability, especially during its closure process. Aiming to develop a vibration prediction model using the historical records from an open pit mine located on Peru, this research has two main focuses depending on the distance from the blast source to the structure: to protect the final slopes and to protect the villagers houses. Both are based on the Devine model of the Square Root Scaled Distance (SRSD) to predict the Peak Particle Velocity (PPV). The Mid field model, where is found mainly final slopes from the pit, limited by the failure criteria of McKenzie based on the geo mechanical properties of the rock mass. The Far field model ranges distances where are located the most community households, limited by the German rule DIN 4150 for highly sensitive structures. Both scenarios resulted on a distribution abacus to limit the weight of used explosives to get the best operational advantage and structure safety.

Open pit anthracite mining at the Canmore Creek Mines, Canmore, Alberta, south of Banff National Park, resulted in several pit lakes by the early 1970’s. To enable future mining opportunities in the Rocky Mountains, operators decided to reclaim the site into a non-polluting landscape which would provide a memorable outdoor experience for residents and visitors alike, and would preserve wildlife habitat. Reclamation began with the stabilization and revegetation of spoil piles adjacent to Canmore Creek, and the backfilling and revegetation of Canmore Creek Mines No. 1 and 2 to create “Salamander Pond.” The company dammed the outlet of an open pit at Canmore Creek Mine No. 3 to raise the water level and create Quarry Lake. Reclamation concluded in 1980 when the Town of Canmore took ownership. Quarry Lake is now the centerpiece of 293-acre Quarry Lake Heritage Park, a popular destination for swimming, hiking, and fishing, visited by about 400 people on summer days. The Alberta Environment Conservation Authority described this as “The best mine reclamation in Western Canada.” Quarry Lake is an exceptional example of walk-away, pit lake closure, where the mining company created a valued post-mining asset and was released from future liabilities. INTRODUCTION One of the most important environmental issues associated with contemporary open pit mining is the closure of mine pit lakes, and the perpetual legacy these lakes can potentially generate. Ideally, successful pit lake closure includes the following: (i) the water quality within the pit lake, plus surface water and groundwater discharging from the pit lake, meets pre-mining, or other acceptable water quality conditions of the receiving environment, (ii) the termination of all active treatment processes, (iii) the return of the pit lake to the government for long-term care and maintenance, (iv) the release of the mining company from all future liabilities associated with the pit lake, (v) the return the environmental bond to the mining company, and (vi) the reuse of the pit lake for some post-closure, beneficial purpose. The achievement of these goals is known as “walk away, pit lake closure.” Peer-reviewed, publications of successful walk away, pit lake closure provide mining companies the ability to address public concerns regarding the safety of pit lakes which commonly occur during the permitting, operations, and closure phases of mining. To date, most published work on walk away, pit lake closure work has occurred in the coal mining sector in Germany and Australia (McCullough et al., 2009; Jones and McCullough, 2011; Kumar et al., 2013; Schultz et al., 2013). However, in North America, examples of walk away, pit lake closure are not widely discussed in the literature despite there being excellent examples from the coal mining sector in Alberta, Canada (e.g. Pleasure Island, Black Diamond, East Pit, Sphynx, Robb, Lovette, Siltstone, and Sterling), and from the iron mining sector in Minnesota in the United States (e.g. Portsmouth Lake, see MNDNR, 2018). Although seldom included in discussions of pit lakes from the metal and coal mining sectors, the aggregate and fabricated-stone mining sectors also produce pit lakes, and there are numerous examples throughout North America where these pit lakes have been successfully closed and transformed into post-mining resources. The difficulty of finding these good examples in the literature makes it challenging for companies to respond to public and regulatory questions regarding pit lake closure and reuse. As such, there is a pressing need document the motivations and approaches used in examples of successful, walk away, pit lake closure in North America so that the mining industry at large can learn from these examples and can better address public concerns.

Tunnels and underground projects are inherently more risky than vertical projects, which typically utilize more conventional design and construction approaches and are undertaken in the context of relatively ascertained and defined conditions. On tunnel and under-ground projects, there are a host of special risk factors, including unknowns and uncertainties as to the physical and behavioral characteristics of the ground, the inextricable interdependence and necessary interaction of design decisions and construction means and methods with those ground conditions as well as the manner in which risks are allocated among project participants for un-anticipated subsurface conditions. Public-private partnerships (PPP) projects, in their own respects (and independent of any major subsurface component), pose significant risk for all private sector participants. The main driver of owners to procure projects using PPP is financial, as often all, or substantially all, of the design and construction risk are transferred to the private sector consortium, including the design-build (D-B) team. For a concerning number of those public owners, that risk transfer regime includes rather onerous and aggressive contractual terms that allocate to the private sector participants substantially all risks associated with the encountering of unanticipated subsurface conditions. These aggressive risk allocation provisions, while directly impacting project participants upstream of the consulting engineer, have an indirect and corresponding risk intensifying effect upon consulting engineer professional liability exposure. There are many factors that result in increased professional liability exposure for consulting engineers involved in PPP projects. A major design feature to consider from the initial pioneering works until reaching full mine production of icy regolith at the South Pole of Moon will be the ramp. This will allow the access of equipment and personnel in and out of the excavation area. Although most of the requirements considered when designing a ramp on the Earth are similar, the fact of working in low gravity, with zero atmosphere, the potential exposure to high radiation, extreme temperature levels and drastic changes of illumination, from intense light to total darkness, are new factors to be included. Transversal sections are obtained according to the progression sequence of the production levels, with changes in length, gradient, friction factor of the terrain and curvature when required by the location characteristics and the specification of the equipment utilized. A MATLAB script was developed to calculate all the variables, in order to obtain 3D generated surfaces from the range of possible profiles.

During the 1980's. the Mine Safety and Health Administration (MSHA) proposed new regulations for the use of diesel equipment in underground coal mines, and the National Institute for Occupational Safety and Health (NIOSH) recommended that whole diesel exhaust be regarded as "a potential occupational carcinogen", and that reductions in exposure to exhaust pollutants would reduce excess risk. During the same time, the Bureau of Mines tested new emission control technology to minimize diesel emissions. The objectives of this paper are to discuss the major issues regarding diesel exhaust emissions. especially diesel particulate matter (DPM) , and to highlight emission controls that will be available. DPM is a potential health threat because it is respirable in size and is composed of nonvolatile carbon with adsorbed or condensed compounds. These compounds include potentially mutagenic or carcinogenic hydrocarbons such as polynuclear aromatic hydrocarbons and sulfates. DPM contributes to the degradation of air quality in mines with typical mean concentrations ranging from 0.2 to 1.0 mg/m3. In addition to adequate ventilation, control of DPM can be achieved by implemention of improved work practices, regularly scheduled engine maintenance, and emission controls.

"NIOSH recently completed a 15-month study at an underground limestone mine crusher booth which evaluated three research parameters: (1) the effectiveness of a single-filter filtration and pressurization system for improving the air quality inside the operator booth, (2) comparing the effectiveness of ? > 99 and ? > 95 experimental prototype filters in the system, and (3) evaluating the use of three different pressure monitoring devices to determine the performance of the filtration and pressurization system over time. The protection factor was quantified monthly using particle counters in the respirable dust range (0.3–10 µm), and gravimetric dust samples were gathered at the beginning and end of the overall study. Under static conditions and after outlier removal, the single-filter filtration unit installed offered a protection factor between 8 and 216, depending on the filter type and loading condition. The particle counting analysis shows that the ? > 95 filter offers a protection factor greater than 4-times that of the ? > 99 filter when evaluated over 60 minutes. The booth pressure monitors provided data that proved to be a valid indicator of system performance over time. INTRODUCTION Designed and installed correctly, enclosed cabs, operator booths and control rooms offer mine workers protection from physical hazards, such as flying rock, debris, and noise, as well as a more comfortable environment in regards to temperature and humidity [1]. But while it may be easier to quantify whether the A/C unit is working (measuring the temperature) or observe whether the cab offers protection from flying debris, it can be somewhat more difficult to quantify its performance in reducing respirable dust hazards. For over 15 years, NIOSH has been conducting applied research to improve the air quality inside of enclosed cabs of mobile equipment [2-5]. This work has led to the identification and mathematical modeling of enclosed cab filtration systems [6]. The same principles that govern the performance of filtration systems on mobile equipment are applicable to stationary enclosures such as operator booths and control rooms [1, 7]. Stationary enclosures are similar to enclosed cabs; however, the volume of the work area can be significantly larger. In addition, workers who perform their duties in stationary enclosures tend to stay within the room for a greater percentage of the day, as opposed to workers on mobile equipment who may enter and exit frequently. Structural integrity can be easier to maintain as well, as there is typically less vibration and stress placed on these compartments as compared to mobile equipment. In addition to offering protection from dust and flying debris, enclosures must ensure that workers have a healthy supply of fresh air to avoid elevated levels of CO2, which are known to cause headache and dizziness, impairing cognitive function. The American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) states that enclosures should have no more than 1,100 ppm of CO2 when outside levels are 400 ppm [8]. In addition, the American Society of Agricultural and Biological Engineering (ASABE) recommends a minimum airflow for enclosed cabs of at least 42.5 m3/hr (25.0 cfm) per person [9] to ensure an acceptable level of CO2."

Bleeder entries are critically important to longwall mining for the moving of supplies, personnel, and the dilution of mine air contaminants. By design, these entries must stay open for many years for ventilation. Standing supports in moderate cover bleeder entries were observed, numerically modeled, and instrumented by researchers at the National Institute for Occupational Safety and Health (NIOSH). The measurements of the installed borehole pressure cells (BPCs), standing support load cells and convergence meters, and roof extensometers are presented in this paper in addition to the numerical modeling results and visual observations made by the NIOSH researchers in the bleeder entries. The results include the effects of multiple panels being extracted in close proximity to the instrumented site as well as over one and a half years of aging. As expected, standing supports closer to the longwall gob showed the greatest load and convergence. The roof sag appeared generally independent of the proximity to the longwall gob. The BPC readings were driven by both the proximity to the gob and the depth into the pillar. The results of this study demonstrated that the entry roof can respond independently of the pillar and standing support loading. In addition, the rear abutment stress experienced by this bleeder entry design was minimal. The closer the mine development, pillar, or supports are to the gob, the greater the applied load due to rear abutment stress.

The application of roadheading and drag tool equipped machines requires an assessment of both cutting performance and tool consumption. Neither parameter can be assessed purely from compressive strength and tool consumption is often neglected, at a cost to the project. Results from in-situ monitoring show that a measurement of relative abrasivity using the Cercharscratch abrasivity test provides a basis for the assessment of tool consumption. This can be modified by also considering the effects of the machine specification and the rock mass quality.

A fuel-rich fire exists when the quantity of fuel exceeds the oxygen available to support complete combustion. The transition of a mine fire from Oxygen- rich to Fuel-rich combustion, at this time, represents a point-of-no-return in the fire fighting efforts. Once the transition has been made to fuel-rich the fire can spread at a rate 6 to 10 times as fast as in the oxygen-rich state. Utilizing available technology the fire fighters are left to seal the fuel-rich fie as the only technique to extinguish it. In order to minimize the devastating effects of a fuel- rich fire it is important to understand the means by which the fire becomes fuel-rich and by what means the fire may be returned to an oxygen-rich state. This paper covers: the development mechanism of a fuel- rich fire in a coal mine entry and the physical and chemical effects of applying water to a fire. Experiments concerning these matters have been conducted in a 30 cm square wind tunnel constructed at the Virginia Polytechnic Institute and State University as a model coal mine entry. This paper also addresses the results obtained in testing application of a water mist to fuel-rich fires in this model. These tests have centered on the development profile of a fuel-rich fire in a duct and demonstrate a means of regaining control of a fuel-rich fire by returning it to an oxygen-rich state.

Coal production in the United States in 2007 totaled 1.03 Gt (1,145.6 million st), according to preliminary data from the Energy Information Administration (EIA) (Ta-ble 1). This is a decrease of 1.5 percent, or 15.6 Mt (17.2 million st) from the 2006 record level of 1.05 Gt (1,162.7 million st). Although coal production declined in 2007, U.S. total coal consumption increased for the year. Coal consumption in 2007 in the electric power sector was higher by 1.9 percent, while coking coal consumption decreased by 1.1 percent and the other industrial sector declined by 5 percent. (Note: all percentage change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2007, while coal imports remained at about the same level. Total coal stocks increased slightly during the year, as some consumers continued to rebuild their stockpiles that had been seriously depleted in 2005 due to transportation issues. The growth in coal consumption during the year was primarily a result of the weather-related increases in the demand for electricity in 2007. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers) in the United States grew in 2007. Coal-based generation also increased, resulting in a 17.9-Mt (19.8-million-st) increase in coal consumed in the electric power sector. Coal use in the nonelectricity sector decreased by 3.8 percent to 74.7 Mt (82.4 million st). In the international markets in 2007, U.S. coal exports increased to levels not seen in recent years while coal imports were mostly static. U.S. coal exports totaled 53.7 Mt (59.2 million st), an increase of 8.6 Mt (9.5 million st) above 2006. Coal imports in 2007 ended the year at 32.9 Mt (36.3 million st), 91 kt (100,000 st) higher than in 2006. Coal prices in 2007 were split, with most domestic prices higher for the year while the international prices were overall lower. Over the past decade, the number of contractors working in underground coal mines has nearly doubled; however, the effect this has had on the industry's injury rates has been the subject of much speculation. The confusion exists because the U.S. Mine Safety and Health Administration (MSHA) database does not assign contractor hours to the individual mining operations where they worked. To better understand the safety record of the contractor segment of the industry, the National Institute for Occupational Safety and Health (NIOSH) undertook a comprehensive analysis of the data contained in the MSHA database. The first part of the study compared overall contractor and operator trends from 1983 to 2009 related to employment, hours worked and injury rate. One unexpected finding was that the larger contractors tended to have higher injury rates than the smaller ones. The second part of the study directly addressed the role of contractors on the safety record of 10 large underground coal mines. A detailed analysis provided both injuries and estimated contractor hours worked at these mines for the period 1992-2007. Comparison between the estimated contractor injury rates and the reported operator injury rates at these mines indicated that the contractor injury rates were significantly higher at most of the operations studied. Thunder Basin Coal Company received the 1987 Wyoming Excellence in Surface Mining Award for construction of the State's first major sediment control reservoir to be designed using the new settleable sol ids standard. Use of this standard resulted in construction cost savings of more than $250,000; reduced water quality monitoring; enhanced downstream channel stability because of more natural sediment loading; allowed simultaneous establishment of permanent waterfowl and fisheries habitat; and provided a quality recreational site. This article will address factors associated with the design and construction of that sediment reservoir and the benefits that were realized. Results from the first part of a two-part investigation of the stability of highwalls in open-pit coal mines in the Paleocene Fort Union Formation of the western Powder River Basin of Wyoming and Montana indicate that these highwalls are subject to time-dependent deformation. Field investigations and laboratory physical properties tests of coal and overburden rocks suggest that several factors influence highwall stability. Some of these factors are rebound of overconsolidated rocks, desiccation, water, orientation and spacing of fractures, and strength and deformation properties. Factors of safety for a typical highwall in the study area (calculated by the finite element method) may be less than 1.0 when open fractures are present and the highwall has degraded. Although it is concluded that most open-pit highwalls in the Fort Union Formation within the study area have adequate short-term stability, these highwalls do deteriorate and become progressively less stable. Because of this, postmining failures are common and stability conditions could become critical if mining were delayed and then resumed after a period of several months. The second part of the investigation will utilize field measurements of rock-mass properties and instrumentation of actively mined highwalls to obtain data for comparison with the results of the initial investigation. Because the height of highwalls will increase as the more shallow coal is exhausted, these data will also be used to predict the behavior of slopes higher than those presently found in the western Powder River Basin.

Large tonnages of copper and molybdenum sulfide ore are treated by flotation. Substantial savings could be realized, particularly in high-capacity concentrators, by use of a simplified flotation technique involving lower reagent consumption. Chalcopyrite and molybdenite from some deposits can be floated by use of only a frother as a single flotation reagent; acceptable concentrate grade and recovery can be obtained. Separation of molybdenite from copper sulfides may become simpler and less costly. The genesis of the ore and the ions present in the flotation pulp liquid phase appear to be the major success-determining factors.

In some 35 years in the explosive and construction industries, we have probably seen the extremes in drilling and blasting practices. All of you know that it is difficult if not impossible, to separate those two operations, particularly when we are searching for an optimum. Early in my career while doing engineering survey work for a major cross country pipeline construction company, we witnessed some of the wildest blasts imaginable, and they were wild for two reasons. Both the drill hole diameter and the drill pattern were such that when loaded with explosives, the factor in terms of pounds/cu. yd. was extremely high. On the other hand, in 1982 we were in an underground coal mine where just one hole was used to prepare a 20-ft. (6m) wide face. In this coal mine, they brought down 7 yd3 (5.35m3) of coal with just 1 lb. (.454 kg) of explosive. On a pipeline job, the factor may only be .1 yd3 per lb. of explosives. Open pit operations in the same geographical area may have almost the same type of rock, but similarities could end there. The several operators over the years will have installed different size-crushing equipment or variances will exist in other facets such as drilling, excavating, and haulage units. That tells us that if we have 6 operations in that common area, we are faced with a fact that there is an optimum drilling and blasting pattern for each of those six. We start at that point. We will note from Figure No. 2 the simple equations for determining either cu. yds. or tons. For a rock heavier than limestone, it may require only 10 to 11 cu. ft. (.31m3) for 1 ton (.91 metric ton) of rock in place.
