What does it mean to be a Competent Person (CP) in the context of compiling/signing-off on SAMCODE (South African Mineral Code) compliant documents? What do the registration and experience requirements mean? Who is ultimately responsible for the report and what does such responsibility prescribe?

Uranium is a naturally occurring radioactive material in the earth?s crust. Geological processes have resulted in concentration of uranium into ore mined for its gold content in South Africa. This uranium is present in the form of discrete particles of uranium minerals, generally oxides, which are normally insoluble. Chemical and physical processes during gold mining and extraction, particularly when carried out in conjunction with uranium extraction and sulphuric acid manufacture, act on the uranium minerals and the radioactive decay products of uranium. This may result insignificant accumulations of radioactive materials in certain parts of the process. There are a number of naturally occurring radioactive materials in the earth?s crust, such as Uranium-235, Thorium-232, andPotassium-40. This paper focuses on Uranium-238, together with its decay products, and how they affect the gold mines. Water plays a significant role in the redistribution of radionuclides, both as a physical transport medium, and as a solvent in which chemical reactions take place.

In-pit crusher location selection has had an important role recently, since increasing diesel prices. One way of reducing the haulage costs is to shorten the truck haulage distance by bringing the truck dump point into the pit. This study covers the work done on the optimum crusher location definition for a company that produces aggregate near Izmir, a city of Turkey located in the west. This paper will discuss the effects of pit geometry and mine access requirements on optimum crusher location selection that are mainly based on the establishment of minimum haulage distance. The method will be introduced first and then the computer algorithm developed for this study will be discussed later in the paper. In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

Water represents 80?85% of the volume of mineral pulp processed in flotation circuits. Imperatives for a more detailed focus on circuit water quality and its control have come from increasing requirements to use relatively impure primary water supplies (e.g. high salinity, treated sewage) and high proportions of recycle from tailings dams, thickener overflows, dewatered and filter products. An integrated methodology for examining process water quality and its effect on minerals separation has been developed coupled with minerals surface chemistry across the complete processing circuit. Unrecognised factors, including varying proportions of water streams (daily or hourly), colloidal precipitation, highly variable pH and Eh, reaction and dissolution of minerals, minerals surface layer coatings, residual reagents and their reaction products, and microbiological activity have been studied in eight mineral processing circuits. The methodology combines: solution survey and modelling; microbiological surveys; minerals surface analysis and modelling; and process response. It has been possible to match the predicted (model) pulp chemistry with that measured from surveys of the solution and mineral surfaces. Treatment methods have included: monitored and balanced stream combinations; organic species removal; flocculation and aggregation; induced precipitation; dissolved air flotation; ageing (oxidation, UV exposure); and chemical surface conditioning of minerals. Some specific achievements from the methodology applied in plant and laboratory testing, with examples from case studies, will be described.

The safe and optimal installation of roof support remains one of the biggest challenges in underground mining today. Traditional hand-held, roofbolt installation in conventional mining has been replaced, in a lot of mining operations, by mechanized equipment. This was a first step to moving the operators out of the unsafe working environment and a start on the trend toward a changed support regime in mechanized mining. However, the challenge of handling of the drill steel itself, as well as inserting resin cartridges and bolts, remains a major hazard and the cause of many lost-time injuries. The paper describes and discusses developments in this area, of mechanized bolting and on-board automation, presenting solutions to known problems, achievements to date, and future developments. The solutions presented will identify with addressing customer needs while touching on possibilities for further technology changes, keeping focus on the safety aspect for operators and the need to bring the operators even further away from the unsafe working environment. The-state-of-the-art technology in mechanized bolting equipment is presented and a brief outlook on the past, current, and future developments is given.

It is well known that the electrochemical precipitation of metals from aqueous solutions is conducted by the electrochemical standard potential scale. This scale indicates the order of nobility of different metals. Consequently, the standard potential scale shows the nocivity of metals when they are present as impurities in aqueous solutions containing metals. In the hydrometallurgy of cobalt, nickel and zinc are co-deposited during cobalt electrodeposition. Nickel has almost the same chemical, physical and electro-chemical properties as cobalt. Furthermore, the electrochemical potential of nickel is relatively higher than that of cobalt. For this reason nickel is preferentially reduced at the cathode in the presence of cobalt. The presence of small amounts of zinc in solution leads to contamination of cobalt electrowon. In spite of its lower electrochemical potential in comparison to cobalt, zinc is reduced on the cathode because of its higher hydrogen-overvoltage. But, in the hydrometallurgy of zinc, small amounts of cobalt present solution will contaminate the zinc reduced at the cathode. This is easily explained by the fact that cobalt is more electropositive than zinc. The co-deposition mechanism of sulphur at the cathode is not yet well understood. Great attention has to be paid to the mechanism of co-deposition of sulphur during cobalt electrolysis. This work aimed to investigate the influence of some parameters on the co-deposition of nickel, zinc and sulphur during cobalt electrowinning. The following parameters have been investigated: Co2+concentration in the electrolyte, current density and ammonium sulphate (NH4)2SO4additions. It has been established that important nickel, zinc and sulphur co-deposition takes place at relatively low Co2+ concentration in solution. The behaviour of these elements with regard to the cathodic phenomena has been established.

In extracting base metals from orebodies, sulphide as well as oxide, the main environmental concern is sulphur, whether in the form of sulphurous gases or sulphate in liquid form. Generally sulphur is in over supply in developed countries mainly because of strict legislation to capture it. In developing countries, on the other hand there is usually a shortage of sulphur because of less strict environ-mental legislation. Africa falls in this second category and the African continent imports substantial amounts of sulphur, despite the fact that large quantities of sulphur are emitted by smelters, thermal power stations, coalmines, fertilizer manufacturers and others. Other than making acid from gaseous emissions, existing methods to capture sulphur from gaseous and liquid effluents are uneconomical and it ends up in the environment either as ammonium sulphate (from gaseous effluents) or as gypsum (from liquid effluents). The CSIR?s Environmentek and Key Structure Holdings have developed a process whereby gaseous sulphur emissions and sulphates in liquid effluents can be economically captured and converted into elemental sulphur and metal carbonates. The elemental sulphur is of high purity as it is precipitated from a gas stream and is readily marketable. The metal carbonates (barium or calcium) can be recycled back to the process or marketed. The only harmful by-product of the process is carbon dioxide. Should natural gas or methane be available, the carbon dioxide could be reduced by about one third. Should solar, wind or hydro energy be available to generate hydrogen, the carbon dioxide emissions would be zero. Employing this technology could make Africa independent of sulphur imports and furthermore reduce the impact of acid rain and seepage of sulphate from gypsum and other waste dumps into the environment.

Efficient recovery of titanium from titaniferous magnetite ores continues to be a promising, yet unrealised opportunity, despite significant occurrences of titaniferous magnetite deposits worldwide and the existence of established industrial-scale practices. Current smelting processes only recover iron and vanadium, while the titanium is discarded in the waste slag. These slags are stockpiled and present massive environmental challenges, while still containing value as residual iron, vanadium and titanium. The complex mineralisation of these deposits does not allow for a significant opportunity to separate the titanium and magnetite minerals through normal physical upgrading processes. An upgrading process is therefore required to derive economic value. An efficient process technology could create an opportunity to unlock all three valuable commodities. South Africa’s Bushveld Complex, the largest known deposit of its kind in the world, is known for the high vanadium content but is also associated with relatively high concentrations of titaniferous magnetite. The quality of the Bushveld Complex was one of the drivers for the establishment of the Highveld Steel and Vanadium Company in the mid-1960s. The unfortunate demise of Highveld Steel and Vanadium created an opportunity to review current practices and evaluate the best available process for this complex ore in the context of the three elements of interest. Past and current processes, the nature of these deposits and the potential to recover titanium are assessed to highlight the potential of fluxless smelting of titaniferous magnetite to produce a titania-rich slag as feedstock to the pigment, titanium metal industry in conjunction with recovery of iron and vanadium. Ilmenite smelting practices are proposed as a suitable alternative to achieve the goal, namely sustainable processing. Mintek was contracted by Oriel Resources plc in 2004 to conduct a preliminary assessment study on smelting ferronickel from the large but relatively low grade Shevchenko nickel ore deposit in Kazakhstan. A detailed feasibility study (?DFS?) was awarded to Bateman BV following promising results from the preliminary assessment study (?PAS?) and small-scale pilot plant test work. As part of the DFS, a total of 450metric tons of ore was collected from three different locations in the deposit and shipped to Mintek. After sampling, the bulk sample was prepared for smelting. This comprised crushing, screening and calcining with each step done separately for the three different lots. The chemical composition of the ore from the deposit is relatively high in silica and therefore falls out of the MgO to SiO2 range that is normally processed by pyrometallurgical means to produce ferronickel. The main objective of the testwork was to demonstrate that a method could be found and successfully applied to smelt these siliceous ores and produce an acceptable nickel-containing alloy. A 2-m ID DC arc furnace was installed with a twin-cathode (electrode) configuration to replicate the proposed commercial-scale furnace and also incorporated an advanced design of water-cooled copper panels in the lower furnace sidewalls to withstand the aggressive nature of the high SiO2-containing slags. The reductant used was a high-volatile coal from Karaganda in Kazakhstan. The reductant addition was adjusted to achieve a 90% recovery of nickel. In the assessment of the process metallurgy, some deviation from equilibrium conditions was observed. This deviation is ascribed to the intermittent existence of a smelting bath partially covered with feed during the testwork. Optimization of smelting conditions should result in the metallurgy (slag metal equilibrium) being closer to the theoretical predictions and make the production of a 20% nickel alloy possible at 90% nickel recovery. The solution for the successful processing of these siliceous ores was found in the attainment of the necessary operational stability through the control of arc length, operating temperature, open-bath smelting conditions and flux additions of up to 10% dolime for the most siliceous of the three ore types. The test work carried out by Mintek provided the basis for the process flow sheet and engineering design of the DC arc smelting furnaces for the Shevchenko Nickel project.

In the United States, chromium has been consumed in three major markets: chemical, metallurgical, and refractory. The predominant end use for chromium in the United States is in the metallurgical market as an alloying element in the production of stainless steel. In addition to being a major stainless steel-producing country, the United States is a major world producer of chromium-containing chemicals and has used substantial amounts of chromite ore for refractory applications. Chromium use is not easily further subdivided within the chemical and refractory industries because there is insufficient publicly available information to do so; however, chromium use can be subdivided among metallurgical industry uses based on the American Iron and Steel Institute (AISI) reported shipments of stainless steel by market classification (agricultural, aircraft, automotive, etc.). It is the goal of this study to determine the distribution of U.S. chromium apparent consumption among major markets in the United States. The distribution is expressed in the form of dimensionless fractions that are computed based on documented chromium consumption by major market. The distribution of chromium among markets within the metallurgical market is computed in a similar manner. Distribution factors are first computed for the major markets, then for markets that are subdivisions of the metallurgical market. The distribution of chromium among major markets has changed substantially over the time period of analysis. The fraction of chromium consumed by the metallurgical market has increased while that of the chemical and refractory markets has declined. Within the metallurgical market, the service industry market accounts for the greatest fraction of chromium consumption followed by transportation. Electrical, machinery, and fabricated products markets account for a substantial share of the metallurgical chromium consumption.

A prediction model, developed by Central Mining Research Institute (India) for evaluation of fire risk rating of underground coal mine panels in bord and pillar working in respect of their proneness to spontaneous heating, is presented in this paper. The concept used in this model is innovative and user friendly. This model may be applied to a panel where extraction is carried out using any of the techniques: i) depillaring with formation of small pillars as final operation, ii) extraction by broadening of galleries, iii) depillaring with hydraulic sand stowing, and iv) depillaring with caving. Here, major fire risk parameters are short-listed and divided into three broad groups in accordance with the nature of their contribution to the spontaneous heating of a mine panel. The paper describes the procedure for estimating the fire risk rating of individual groups using separate objective type models developed for this purpose. Then it evaluates the overall fire risk rating of the panel by combining the fire risk ratings of all the three broad groups. The model is tested with the field data collected from different collieries spreading across the country and with the laboratory data for critical assessment of fitness. Since 1994, South Africa has been the subject of international attention, especially in regard to its transformation initiatives, which aim to redress the post-apartheid imbalances. Mining, as a major employer and one of the major industries in South Africa, has been the focus of the government?s Black Economic Empowerment initiative with the introduction of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The historical background to South Africa?s transformation and the role of the mining industry are pivotal to an appreciation of certain aspects of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The issues around Black Economic Empowerment and the enabling of a smooth transition to the South African mining industry of the future are explored in this paper.

Ongoing rockpass problems on mines within the South Africa region, prompted AngloGold Ashanti to embark on a risk assessment of major rockpasses. This commenced with the collection of relevant data to identify gaps in the available knowledge and identify existing problems. This was followed by an assessment of rockpass layouts to determine existing and potential interactions with other excavations. An initial risk assessment has been completed and the rockpasses have been ranked in terms of their risk profile. The lack of geological data and an easy and reliable method of surveying rockpasses have been identified as problem areas. Shortcoming is terms of rockpass management procedures have also been identified. Further work is required to quantify the risk in terms of probability of occurrence and consequences.

Many industries base their decisions on the assaying of tiny analytical sub-samples. The problem is that most of the time several sampling and sub-sampling stages are required before the laboratory provides its ultimate assays using advanced chemical and physical methods of analysis. As long as each sampling and sub-sampling stage is the object of due diligence using the theory of sampling it is likely that the integrity of the sought after information has not been altered and the generated database is still capable to fulfil its informative mission. Unfortunately, more often than not, unawareness of the basic properties of heterogeneous materials combined with the unawareness of stringent requirements listed in the theory of sampling, lead to the conclusion that massive discrepancies may be observed between the expensive outcome of along chain of sampling and analytical custody, and reality. There are no areas that are more vulnerable to such misfortune than sampling and assaying for trace amounts of constituents of interest in the environment, in high purity materials, in precious metals exploration, food chain, chemicals, and pharmaceutical products. Without the preventive suggestions of the theory of sampling serious difficulties may arise when making Gaussian approximations or even lognormal manipulations in the subsequent interpretations. A complementary understanding of Poisson processes injected in the theory of sampling may greatly help the practitioner understand structural sampling problems and prevent unfortunate mistakes from being repeated over and over until a crisis is reached. This paper presents an overview of the theoretical, practical and economic difficulties often vastly underestimated in the search for quantifying trace amounts of valuable or unwelcome components.

ABSRACT: In this paper numerical simulation of jointed block mass behaviour obtained in an experimental study has been presented. Singh et al. (2002) conducted extensive tests on the jointed model materials with several joint configurations. The results of this experimental study were used to validate the strength behaviour of numerical block mass model developed using professionally available software. This software basically contains different kinds of material models. From the results of numerical simulation the existence of strength anisotropy was observed. The strength anisotropy so obtained has been compared with the experimental values reported by Singh et al. (2002). The anisotropic curves in both cases are U-shaped with flat base. They show good agreement in sliding mode of failure zone in which inclination ß (= 90° - ?) of joint set-I lie between 20° to 40° for all cases of interlocking. ZUSAMMENFASSUNG: In dieser numerischen Papiersimulation des verbundenen Blockmasse Verhaltens, das in einer experimentellen Studie erhalten wird, ist dargestellt worden. Singh et al. (2002) leiteten umfangreiche Tests auf den verbundenen vorbildlichen Materialien mit einigen gemeinsamen Konfigurationen. Die Resultate dieser experimentellen Studie wurden verwendet, um das Stärke Verhalten des numerischen Blockmasse Modells zu validieren, das mit professionell vorhandener Software entwickelt wurde. Pt-based alloys for high-temperature applications in aggressive environments have been under development for over 10 years, and are targeted to be used as either as bulk, or as coatings. The alloys comprise Pt, Al, Cr, and Ru, and the microstructure has been improved by composition to a best possible analogue of the nickel-based superalloys, which these alloys could partially replace. This was necessary because the previous best alloy had a strengthening precipitate volume proportion of only approximately 40 vol.%, whereas the nickel-based superalloys have around 70 per cent, and a lower volume would mean that the strength would not be the best that could be obtained. The microstructures were assessed using electron microscopy, and have been related to the alloys? hardness values. The current microstructures are much more like those of NBSAs, with a high proportion of the strengthening ~Pt3Al precipitates. Since the samples have to be small (platinum is expensive), hardness has been used as an indication of strength. Nano-indentation studies showed that the hardness and Young?s modulus were higher for ~Pt3Al than the (Pt) matrix. More extensive oxidation studies have been undertaken on the previous optimum sample, and the effect of cooling rate after heat treatment has also been ascertained. In addition, the samples were studied after different heat treatment times, and cross-sections were made in order to characterize the alumina scale that formed. The oxide scales of Pt-11Al-3Cr-2Ru (at.%) up to 100 h exposure did not spall, and were at least as good as those of the ternary alloys. There was no discernable Al depletion zone in the substrate, although it could have been at a greater depth than thickness of the samples studied. Further additions to the Pt-Al-Cr-Ru alloys have been studied, to increase the melting temperature as well as to reduce the platinum content without compromising the properties. Reduced platinum content would have the benefits of reduced density and cost. The target elements include vanadium and niobium, of which vanadium is of special interest, since it is a South African product. Before these additions could be made, phase equilibria studies were undertaken so that the maximum addition could be ascertained, and also to check any possible ternary phases, which could be deleterious. Work on the Pt-Al-V system revealed a ternary phase, ~V27Pt54Al19 (at.%), which has a eutectic reaction with (Pt). The maximum V addition is likely to be around 15 at.%, otherwise ~Pt3V or the ternary phase will form, and not the required (Pt)/~Pt3Al phases.

"Many mines in South Africa were inappropriately closed and left unattended during the last century. These old mines are potential sources of environmental pollution and may pose a health risk to local populations, since the surrounds contain elevated levels of toxic elements. Soil from the old Edendale lead mine property in Mamelodi Extension 11, east of Pretoria, which was suspected to be contaminated with lead, was analysed. The mine, which primarily extracted galena, was decommissioned in 1938. During this study, the old mine property and surrounds were screened for zinc and lead using a field-portable X-ray fluorescence (pXRF) spectrometer. The metal concentrations, which ranged from 18 to 7 300 mg/kg for zinc and from 50 to 21 000 mg/kg, for lead, were plotted together with the GPS coordinates to produce a concentration distribution map for lead and zinc. This map revealed three anomalies of unacceptably high concentrations, possibly corresponding to areas where ore had been piled or dumped to waste from the old mine. Thirty-six of the soil samples that were analysed by pXRF on site were selected and analysed in the laboratory using inductively coupled plasmaoptical emission spectrometry (ICP-OES) for verification purposes. The zinc and lead concentrations obtained from the two analytical methods were compared using linear regression analysis. Excellent correlation was obtained between the results from the two methods (r2 = 0.99 for zinc and r2 = 0.95 for lead). IntroductionEarly economic development in South Africa was based mainly on mining. However, these activities left a legacy of approximately 6 000 improperly closed mines scattered throughout the country (SAI, 2009; van Schie, 2012). Due to their proximity to settlements, these abandoned mines may pose a potential health risk to humans and an environmental hazard. Mining activities generate large amounts of waste, mostly in the form of overburden and process tailings, which often contain high concentrations of toxic elements. Bioavailable toxic elements can contaminate crops growing in the polluted area (Kala, 2010; Marwa, Meharg, and Rice, 2012) or eventually migrate and detrimentally affect the groundwater (Rösner and van Schalkwyk, 2000). Moreover, sulfides accumulated in mine waste generate acid minewater (Rösner and van Schalkwyk 2000). Unfortunately, owners of mines, closed before the promulgation of the Minerals Act more than twenty years ago (Act 50 of 1991), avoided the compulsory rehabilitation of the environment enforced by this legislation. Toxic elements, such as lead, which were confined within ores, may become exposed through mining and are therefore more easily mobilized within the environment. Elements essential to human and plant metabolism, such as zinc, when exposed by mining activities, may become hazardous due to elevated concentrations (Aslibekan and Moles, 2003; Wuana and Okiemen, 2011). Humans exposed to potentially toxic metals may experience harmful effects as discussed elsewhere (Nriagu and Pacynar, 1988; Wayne and Ming-Ho, 2005)."

Detailed investigations have been conducted into 21 rockbursts which caused damage to excavations in deep South African gold mines, in many instances resulting in the death or serious injury of workers. The objective of this study is to determine the principal factors controlling the severity and distribution of damage, so that strategies to reduce the hazard of rockbursts may be developed. It was found that the source mechanism is often controlled by the mine layout, and regional structures such as faults and dykes; while local rock conditions and support systems strongly influence the location and severity of damage. In the short term the most important lever for reducing the rockburst hazard is the effective implementation of existing rock engineering knowledge and technology.
