1. Domestic Production and Use: In 1979, 12 companies operated 32 primary aluminum reduction plants, with 3 firms accounting for 64% of production. Washington, Oregon and Montana accounted for 32% of the total production; Gulf Coast States 20%; other Northern States 32%; and other Southern States 16%. Based on published producer prices output of primary metal in 1979 was valued at over $6 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1979, building accounted for about 24%; packaging 23%; transportation 22%; electrical 11%; consumer durables 8%; and other uses, 12%.

This report presents the results of a study for the Bureau of Mines to compare loan terms for non-fuel mineral projects in developing countries, from various International Financial Institutions (IFIs), and from private sector commercial sources. The study compares IFI and commercial loan terms for seven mineral projects in developing countries. The International Financial Institutions represented are: ? International Bank for Reconstruction and Development (World Bank) ? International Finance Corporation (IFC) ? Inter-American Development Bank (IDB) ? Asian Development Bank (ADB) ? International Monetary Fund (IMF) In addition, the costs of financing for these mineral projects were compared with the costs of long-term debt to the five largest U.S. mineral producers.

Federal Regulations require MESA to regulate the exposure of workers to inhalation hazards in the surface work areas of coal mining and processing operations. (1) The purposes of this study are listed below: 1. Determination of candidate inhalation contaminants for surface work areas of coal mining and processing operations. 2. Selection of appropriate sampling and analytical methods. 3. Performance of qualitative surveys of 56 representative coal mining and processing facilities. 4. Preparation of handbook to provide guidance for inspectors sampling for these contaminants. This report describes the work which was done to accumulate the information which was used in preparing the inspector's handbook. Specifically, this report contains descriptions of the surveys which were performed, analytical results obtained from these surveys, findings and conclusions, and recommendations for additional research.

This document presents a description of the results of a project aimed at producing a broad description of current mining training programs and an evaluation of their effectiveness with respect to reducing mine injuries. Aggregate training and injury data were used to evaluate the overall training effort at 300 mines as well as specific efforts in twelve categories of training course objectives. From such evaluations, recommendations were derived with particular emphasis being placed on identifying program characteristics that tend to be associated with effective training. Recommendations were also formulated with reference to role changes in industry and government interaction with respect to training programs, new or additional training programs, changes in the types of course materials and training methodologies, and recommendations concerning new areas for investigation.

On July 1, the Bonneville Power Administration announced a 25% power cutback because of lower than normal stream flow. In September, the Aluminum Company of America (Alcoa) announced plans to shut down one 23,000-ton-per-year potline at its Vancouver, Wash., primary aluminum smelter. Alcoa also announced that the last of four potlines at its Point Comfort, Tex., primary aluminum smelter would be restarted in October. A new 3-year contract was signed and workers at three Alcan Aluminum Ltd. primary aluminum smelters in Canada returned to work. It was estimated that it would take about 3 months before the smelters were operating at full capacity.

"THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented III this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960/ from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963,1 The leading general and technical libraries of the United States maintain files of the Bureau's publications. The mining industry of the United States has-long been severely criticized because of its high rate of accident occurrence, net only as compared with other major industries-in the United States but also with the mining industries of other countries particularly Europe. Statistics (often not of strictly comparable nature) indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These figures are by no means comforting to humanitarian mining men, irrespective of their status in. the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. This picture becomes much darker when the above statistics are augmented with data indicating that. on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar types of mines in Europe, particularly England and Wales, Belgium, France, and Germany. However, these foreign accident statistics should be carefully analyzed before we become very mush concerned about them, because they are clot strictly comparable owing to several considerations, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions axe definitely dissimilar to ours in many if not most phases, and numerous ether factors affect the comparability of foreign mine-accident statistics with ours. Unquestionably it should also be taken into consideration that the accident rate of the 130,000,000 or more constituting the populace of the United. States as a whole is much higher than that of any other major country in the world and is two, throe, or more times the rate of the European countries that have more favorable mine-accident rates than those of the United States. Moreover, it is significant that the mine-accident-severity- rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little mere, favorable than the comparable figures in the United States, namely, that mining-has an accident-severity rate about seven times that of the average of about 30 of the major industries of this country.

The Bureau of Mines has evaluated the potential availability of silver from 436 mines and deposits in 41 market economy countries (MEC?s) comprising five major economic categories of deposits: predominantly silver deposits and predominantly zinc, lead, copper, and gold deposits. This study evaluated the long-term cost and availability of primary silver production from 53 producing and 13 nonproducing predominantly silver properties in 11 MEC's and estimated the total recoverable silver from 370 properties as a coproduct or byproduct of zinc, lead, copper, or gold production. This study resulted in estimates of a demonstrated resource of 5.99 billion tr oz of recoverable silver as of January 1984. Of this total, 23.5 pet is in the 66 mines and deposits classified as predominantly silver properties. The largest quantity of recoverable silver, 43.9 pct, lies in the 121 properties classified as predominantly zinc, with 26.5 pct in 120 properties classified as predominantly copper, 4.1 pet in 21 predominantly lead properties, and 2.0 pct in 108 predominantly gold properties. At current silver prices, the economics of silver production favor silver that is a byproduct or coproduct of zinc, lead, copper, or gold, and much of the silver production in the United States from the predominantly silver mines is at an economic disadvantage in comparison with silver production in other countries.

A symposium was held on January 30 and 31, 1973, at Pittsburgh, Pa., to review the state-of-the-art in designing and utilizing diesel-powered equipment in underground mining. The Health and Safety Activity of the Bureau of Mines sponsored the symposium with major assistance from the following four participating organizations: The American Mining Congress J. Allen Overton, President The United Mine Workers of America Arnold R. Miller, President The National Independent Coal Operator's Association Cloyd D. McDowell, President The Bituminous Coal Operators' Association, Inc. Guy Farmer, President Seventeen papers were presented during four half-day sessions devoted to the general subjects of the diesel engine, the place of the diesel in underground mining, health protection using diesels underground, and maintaining safety of diesels underground. Eleven of the speakers were from industrial organizations here and abroad; one represented the Provincial Government of Nova Scotia; two were with the Department of Health, Education, and Welfare; and three reported on Bureau of Mines work related to diesels.

Two potential modified in situ methods are described for recovering the 68% "unrecoverable" hydrocarbons in oil reservoirs. For the 300 billion barrels of conventional light crude a Drip Drainage system is suggested by mining underneath a reservoir and producing from below by controlled gravity flow. For the 200 billion barrels of heavy or viscous oil and tar sands deposits a Flip Flop process is described using surface flooding with hot water saturated with surfactant and weighting additives. Mining engineering description of shafts and tunnels required are included as is discussion of the tunnel proximity to a reservoir. Petroleum engineering flow equations to describe production rates and candidate reserve areas of the U.S. are described. DCF economics are provided to indicate that current oil prices may be sufficient to commercially develop these recovery methods.

This paper, describing the mining practices at the Pilares mine, Pilares de Nacozari, Sonora, Mexico, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts. At present (1930) practically all the mineral production from the Nacozari district is from the Pilares mine of the Moctezuma Copper Co., a subsidiary of the Phelps Dodge Corporation. The ore is mined for its copper but contains associated silver in small quantities.

This publication contains 10 papers presented at a symposium on ATRS systems in Charleston, WV, on June 23, 1983. Included are papers by MSHA Technical Support (Roof Control), West Virginia Institute of Technology, the Bureau of Mines, and seven roof bolter manufacturers and/or designers of ATRS systems. These papers summarize the most recent developments in ATRS technology and can serve as a guide to potential designers, developers, and users of ATRS systems.

Although not immune from the problems affecting the U.S. economy generally, the mineral industry in 1991 contributed nearly $300 billion in the value of processed materials of mineral origin. Supporting this contribution, the Bureau of Mines continued the research and analytical programs highlighted in this annual review. Featured in 1991 were such relatively new programs as minewide monitoring applications in ground control and advances in processing of ceramics and composites, along with more traditional research into health, safety, and mining technology, minerals and materials science, and environmental technology. Under Bureau sponsorship, a National Minerals Policy Forum brought together some 200 executives from industry and Government concerned with minerals policy to begin a dialogue on developipng a policy statement on current minerals issues. A major feature of the forum was the keynote address by Secretary of the Interior Manuel Lujan, Jr.

"In July 1943, the Bureau of Nines received an appropriation to investigate the beneficiation of Minnesota iron ores through the use of lignite. The broad objective was to find a way to link the large deposits of lignite in North Dakota with the low-grade iron ores of Minnesota. It was proposed that sponge iron might be made through new methods of processing, and one of the objectives was to determine the possibilities of gaseous reduction of fine ore. The problem of obtaining high-hydrogen reducing gases from lignite was assigned to the Subbituminous Coal and Lignite Section of the Bureau of Mines in August 1943.Through the advice of technical consultants and men familiar with the mineral resources of Minnesota and North Dakota, a tentative program of development was outlined. The first proposal was to study the gasification of lignite briquets in a standard water-gas machine. Previous experience with gasification of lignite indicated that the raw fuel would not be suitable for use in the conventional water-gas process on account of degradation, but gasification of lignite briquets appeared possible. Through the cooperation of the Northern State Power Co„ a series of tests was made at the company's plant in Grand Forks, N. Dak., on lignite-char briquets made by the Lehigh Briquetting Co. at Dickinson, Dak. These briquets are made by the Lurgi process, and they have been used satisfactorily as a domestic fuel. The object of the tests was to compare gasification properties of lignite-char briquets with those of gas. coke made from Kentucky coal, normally used in the Grand Forks plant. The tests revealed that the lignite-char briquets were not suitable for gasification, in the standard water-gas process because of disinte-gration and low efficiency caused by loss of fine carbon.While these investigations were underway, a joint Minnesota-North Dakota Development Commission was formed to aid in planning investigations on development of mineral resources of the two States. Some members of this commission were technical men, who with consulting engineers on the Bureau's staff made up an unofficial technical committee, and assisted in solving certain problems connected with gasification of lignite and beneficiation of iron ores. This committee has been of 'real assistance in guiding the investigation.A technical meeting was held in Minneapolis on November 10 and 11, 1943, for further discussion of objectives and certain technical problems. Results of tests on lignite briquets were presented, and several reports analyzing other methods of gasification were discussed. The Reyerson-Gernes process for the continuous gasification of lignite in an externally heated retort was considered from several angles. This process differs from others in that the natural moisture in the coal is utilized to help gasify the coal, and the volatile matter is largely decomposed. Although this process had been carried out successfully in a small steel retort, no definite design for a commercial-scale retort had .been developed. It was first proposed that the process might be carried out in a Glover-West retort. However, it was brought out that a Glover-West retort would require modification to simulate the process correctly, and that good results might not be obtained even then owing to the leakage of gas through the refractory walls and to an anticipated low rate of heat transfer at the gasification temperature suitable for lignite. Further, the probable leakage of inert furnace gas into the water-gas would be adverse to the Objective to obtain a gas that could be purified to 96 percent hydrogen."

"In November 1942, a preliminary report on the Swartz Mining District by John H. Soule, an engineer of the Bureau of Mines, recommended an exploratory program of diamond drilling. The existence of zinc and lead deposits in this region had been known for many years. In 1943 and 1944, the Federal Geological Survey made a detailed study of the same area. Later work done by the Bureau of Mines in this district followed the suggestions made by these geologists.3/In the latter part of 1944, Felix A. Vogel, Jr., another Bureau engineer, made a study of the Grey Eagle mine in the Kingston Mining District, a few miles northeast of the Swartz district, and his recommendations for diamond drilling were followed in so far as funds permitted. Drilling was started in October 1943 and was completed in June 1945.4/In its program of exploration of Mineral deposits, the .Bureau of Mines 'Ms as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution t national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.With respect to this report, special acknowledgment for assistance is due to C. H. Johnson, chief of the Rolla Division, Mining Branch, and to various members of the Geological Survey."

The Bureau of Mines, as part of its Health and Safety Technology Program, is conducting research on the use of ground penetrating radar (GPR) for mine hazard detection. GPR offers a possibility of mapping immediate below-surface geologic conditions, including faulting and other anomalies, thereby exposing potential safety hazards to miners. This report summarizes a literature review of the current status of GPR research in and outside the Bureau.

In a Bureau of Mines supply evaluation, the known uranium resources in the United States are estimated to have a total recoverable uranium oxide (U3O8) content of 3,132,400 tons at prices up to $69.32 per pound. Only those resources were evaluated for which sufficient quantity data are available and process technology exists for recovering uranium. A total of 160,800 tons of U3O8 is available at $8 per pound from ore deposits presently mined and an additional 244,700 tons available at prices up to $30 per pound from similar but usually lower grade deposits. A total of 2,726,900 tons of U3O8 is available from four other resources: copper leach solutions, wet-process phosphoric acid, Florida phosphate rock Leached zone, and Chattanooga Shale. These resources contain from 30,000 tons of recoverable U30, at a price of $7.52 per pound as a byproduct of copper leach solutions to 2,557,300 tons at a price of $69.32 per pound from Chattanooga Shale.

This report documents efforts to design, develop and test a training approach which would assist front-end loader operators in the acquisition of skills and awareness to reduce the probability of their involvement in accidents in the mining environment. The goal of this project was to prepare and use (on a trial basis) a training method and materials which would be generally applicable to any loader and surface mining operation while at the same time, be adjustable by mine personnel to meet the specific needs of each mining operation. This effort resulted in the Front-End Loader Training System, a structured, performance-based training approach with diverse instructional aids and classroom and on-machine training experiences. Validation of the System at a large western mine demonstrated the utility and flexibility of the training approach and materials.
