There has been a recent surge of interest in existing and proposed institutional mechanisms that would govern the exploration and disposal of nonfuel minerals within the U.S. ocean jurisdiction. The Minerals Management service, a bureau of the Interior Department, has begun to promulgate regulations to allow the exploration and leasing of lands for nonfuel mineral development on the outer Continental Shelf of the united States. At the same time, a bill has been introduced in the U.S. Congress that would create a new ?national seabed? and authorize the allocation of exploration licenses for marine nonfuel minerals. Because only limited efforts have been devoted to the discovery of marine nonfuels in areas beyond the territorial sea of the United States (and no production has occurred), exploration and the generation of resource information are two primary foci of these regulatory and legislative efforts. Generally, minerals exploration activities (and associated R&D on exploration and production technologies) are eligible for the same institutional incentives available for other industrial efforts, including tax preferences for research and experimentation, patent protection, small business innovation research grants, and even the new leniency in antitrust rules

The summit of L_ihi submarine volcano changed dramatically after seismic activity beneath L_ihi during the month of August 1996. Bathymetric re-surveys of the L_ihi edifice using SeaBeam, Simrad and deep-towed Reson-Focus multibeam systems showed the presence of new north-south striking fissures, normal faults and a new pit crater located at the site of a former 300-meter high volcanic cone. Comparisons between the pre-1996 SeaBeam data and the new bathymetry show a net loss of about 100 million cubic meters of rock volume on the summit. This loss is localized at a new pit crater -- the 300-meter deep by 1,300-meter wide Pele's Pit. Submersible observations with Pisces V show the northern edge of Pele's Pit to be bounded by a normal fault located north of the site of the former Pele's Vents cone that has disappeared into the new pit crater. A new hydrothermal field, the Ikaika Vents, extending from a water depth of 1,311 meters to 1,287 meters has formed at the northeastern edge of the floor of Pele's Pit. Submersible observations of these new Ikaika Vents during September 1996 showed vigorous venting at the site with extensive white-colored bacterial mats hanging off the rock face above the vents. Follow-up mapping and sampling of the vent sites during August 1997 showed vent temperatures of up to 198°C, dense populations of vent shrimps around the vents and a centimeters-thick veneer of fine-grained polymetallic sulfide mineralization along the rock walls above individual vents. The mineralogy of the sulfides shows a barite, chalcopyrite, sphalerite, and pyrite composition.

"With the acceptance of an application and a signed contract for prospecting deep-sea sulfides (2012) between the Russian Federation and the ISA, at present it is particularly important to assess the quality of oceanic sulfide minerals and to reliably estimate their resources.Some procedures of geochemical classification (chemical analyses, mineral composition of SMS) and calculations (density of ore, density of the mineral part of the ore, porosity and moisture contents) were used for estimation of mineral resources potential.The key characteristics for estimating the predicted resources of hydrothermal ore fields are the metal contents and the density of wet and dry sulfide ores. However, in the future it is impossible to provide an estimate of the predicted resources without taking into account the following important factors:- the quantitative ratio of main sulfide minerals;- proportion of non-metallic components (opal, quartz, talc);- the replacement of primary minerals by copper sulfides;- texture-structural features of sulfide ores.The offered mineral classification of the SMS is based on the prevalence of minerals in the ores and partly on their composition. The main ore-forming minerals of SMS are pyrite, chalcopyrite and sphalerite. Sulfide mineralization is accompanied by the presence of nonmetallic minerals, where quartz and opal prevail, and where we also meet aragonite, talcochlorite and anhydrite."

The particles that make up the deep-sea sediments have two main sources: 1) those that are created in situ from dissolved components and 2) those that are washed into the ocean in solid phases from the continents, atmosphere, space and interior of the Earth. Many particles as they sink through the water column reaches the seabed and are known as pelagic sediments with terrigenous, biogenic, authigenic, and cosmogenic components. Among the minerals found in the terrigenous fraction of pelagic sediments are quartz, clay minerals, feldspar, micas, ferromagnesians, and the biogenic fraction with remains of siliceous organisms, such as, radiolarian and diatoms. The chemical nature of marine sediments is controlled by the contribution of particulate matter derived from various sources with varying compositions for the fixing of elements during deposition and the compositional changes carried out within the sediments during diagenesis. In the last decade there have been several studies on the mineralogical composition of seabed sediments, suspended particulate materials and cores, together with paleontological and geochemical data are used for paleoclimatic and paleoenvironmental reconstructions, analyze changes in sea level, stratigraphic correlations and identify past and present sources of sediment and terrigenous input pathways and to describe the current ocean mass (Martins et al., 2001, Oliveira et al., 1998). There is also a scientific and economic interest in the authigenic fraction of pelagic sediments formed from other materials for polymetallic nodules. The study of sediments associated with polymetallic nodules helps to know the genesis, evolution and occurrence of these deposits (De Koven et al., 2003, Dubinin et al., 2008).

One of the primary responsibilities of the International Seabed Authority?s Secretariat (the Secretariat) is to assess the quantities of metals present in seabed polymetallic nodules in the International Seabed Area under the Authority?s jurisdiction. To carry out this responsibility, the Secretariat periodically undertakes an assessment of the reserved areas in the Clarion-Clipperton region of the northeastern Pacific (CCZ) using the data submitted by the registered Contractors and maintained in the Authority?s POLYDAT database. The results of its most recent assessment demonstrated that the information submitted by the Contractors, though satisfactory for some purposes, does not permit the in situ quantities of metals in these areas to be estimated with a degree of confidence that is comparable to many land-based mineral resource estimates. Our strategy is to divide the work into two distinct but closely related efforts; one to draft a Prospector?s Guide that provides a narrative description of the key geological and oceanographic data that may be related to deposit abundance and metal content, and another that we call the Geological Model, that summarizes and documents the quantitative resource assessments accomplished in the project.

IHC Merwede is world market leader in the construction of specialist dredging equipment; it is a company with a rich history. The Netherlands is a coastal western country for which water management is a very important issue. Without the enclosure of the coastal areas with dikes and dunes almost two third of the Netherlands would be flooded. These activities are mostly performed by the dredging industry and are the foundation of the dredging industry as it is today. Besides land protection this industry also carries out infrastructure maintenance and performs land reclamation projects. In essence the dredging industry is specialized in horizontal excavation activities and operations in shallow waters with the purpose of gathering bottom sediments and disposing it at a different location. The development is that the activities are moving to deeper waters to a depth of up to 150m. A few years ago IHC Merwede received a request to perform the shallow water excavation techniques at a depth of approximately 2000 meters for the deep sea mining market. In response to the increasing number of requests for deep sea dredging and mining application solutions, IHC Merwede combined all of its activities in this sector to create a new, specially equipped operational unit, IHC Deep Sea Dredging & Mining (IHC DSDM).

Results of the two main drilling operations on hydrothermal fields demonstrate that the two dimensional submersible operations need to be followed by drilling expeditions to study the third dimension of hydrothermal systems and understand hydrothermal and ore forming processes. Two types of environments were drilled recently in basaltic environment on slow spreading ridge, and on a sedimented ridge. Similar work has still to be done and targets to be discussed in other environments such as back-arc basins for felsic rocks environments and slow spreading ridges for ultramafic rock environments.

The area of the Exclusive Economic Zone (EEZ) of India is about 2.014 million km2 and the resource evaluation of placer deposits is one of the objectives of Government of India. Placers are detrital metallic minerals found on beaches and in the near shore areas. Quantitatively more important are placer deposits of light heavy minerals such as zircon, ilmenite and rutile. Rivers and other drainage channels are the main carriers of the placers which contain heavy minerals like magnetite, ilmenite, garnet, zircon, monazite, rutile etc. The present beach as well as part of the shelf was land during Pleistocene as a result of the world wide lowering of the sea levels. The coast line shifted a number of times. Hence, the heavy mineral placers on the beaches are expected to extend to offshore areas chiefly with Pleistocene lowered sea level strands. India has extensive deposits of heavy mineral placers along the beaches. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along many parts of the east and west coasts. Along the central west coast of India (12??N - 19? N lat.) the placer containing 14 - 17% ilmenite form an estimated reserve of 4 million tons. On the Ratnagiri coast of Maharashtra, the proportion of heavy mineral varies between 54 and 70% in the bulk samples, consisting mainly of 14 - 39% magnetite and 16 - 30% ilmenite. The National Institute of Oceanography (NIO) surveys show that the sediments off the central west coast consist largely of silty sand, sand silt and clay. The core samples show that a reddish brown clay overlay olive gray clay which in turn overlay heavy mineral rich sands. The heavy mineral concentration ranges upto 90% and has mainly ilmenite and magnetite with minor quantities of apatite, rutile, zircon, kyanite etc. Siddiquie et al. reported 42 - 75% TiO2 in the ilmenite.

Metal-rich sediments precipitating from hot saline brine pools were first discovered in 1965 in the Red Sea.1-2 The subsequent discovery of high temperature black smokers and associated massive sulphides in 1977 at latitude 21oN on the East Pacific Rise3 came more as a confirmation than a revelation. Formation of massive sulphides through precipitation from circulating sea-water had been predicted by Oftedahl in 19584, and the mechanisms well evaluated in basaltic-hosted Cyprus-type 5 and in Kuroko-type deposits.6,7 Sea-floor exploration from 1977 through the 1980?s in sediment-starved mid-oceanic ridge (MOR) settings had little impact on land-based exploration. This is primarily because: a) MOR spreading centres were recognized as poor analogies to even Cyprus-type basalt-hosted deposits; b) their preservation potential was limited due to rapid oxidation and c) the metallic deposits studied were small and therefore not directly comparable to the far larger ore bodies on land. More recently underwater mineral deposit research has focused in a variety of back-arc environments associated with felsic submarine volcanism, environments more similar to those predicted for the formation of Kuroko-type deposits (e.g. Okinawa Trough, 8 Lau Basin, 9 Manus Basin, 10 Aeolian arc, 11). Most studies, while scientifically interesting, were hampered, in general, by a lack of good descriptive data, a reliance on isolated grab samples, and a lack of sub-surface observations. This research has therefore had only limited direct impact on exploration strategies with the possible exception of research conducted in areas where faulting provided enhanced vertical exposures. 12

President Reagan's Exclusive Economic Zone (EEZ) Proclamation of March 10, 1983, extended United States ocean jurisdiction 200 nautical miles offshore our coastal states and territories. The accompanying policy statement noted that this action was a result of recently discovered deposits of polymetallic sulfides and cobalt-rich manganese crusts, which could be a major source of minerals important to the U.S. economy and security. Within these 3 billion acres of exclusive economic jurisdiction, the United States has sovereign rights to explore, develop, conserve, and manage the mineral and other natural resources of the seabed. The President has directed the Department of the Interior (DOI) to encourage exploration and production of minerals from this area. The DOI, through the Minerals Managment Service (MMS), is responding to this presidential directive by developing a leasing program for nonenergy minerals in the EEZ. The authority to develop this leasing program is the Outer Continental Shelf Lands Act of 1953, as amended in 1978, which authorizes the Secretary of the Interior to grant leases for oil, gas, sulfur, and other mineral resources on the Outer Continental Shelf (OCS). The Solicitor of D01 has determined that the definition of the OCS for legal purposes extends at least 200 nautical miles offshore of our coastal states to the EEZ boundary. Section 8 (k) of the Act allows the Secretary to lease minerals, other than oil, gas, and sulfur, on the basis of competitive bonus bidding and under such terms and conditions as he may prescribe at the time of offering the area for lease.

"SeaTech Solutions International (S) Pte Ltd, Singapore are the designers of world’s first seabed mining ship. The ship is now under construction and expected to be delivered next year. The Deep Sea Mining industry is eagerly awaiting commencement of her seabed mining operations and the success of this story will go a far way in accelerating investment in Deep Sea Mining and hopefully we should see many such projects take off and many such ships launched in the near future.Based on own experiences SeaTech discusses in this paper, various important issues that need to be considered for design of such Deep Sea Mining ships, the challenges faced and possible solutions to address them.From a ship designers’ perspective, there are not many direct previous references available, the seabed mining methods and associated equipment are also a new technology & products are still developing, there is no standard method and equipment for processing of mineral ore onboard, and above all there is the huge challenge of loading, storage and discharge of ore cargo efficiently in the confines spaces. Associated with the uncertainties of such issues is the uncertainty of weight, space, power, services and maintenance requirements, which can vary through the design and construction period and put the initial ship design at huge risk. Sufficient design margins need to be provided and a constant & strict control is absolutely necessary to ensure that the budget on each technical aspect is not exceeded. The local strength of the vessel particularly needs to be robust to take ultra-large loads due to huge equipment and their lifting /handling equipment/winches and tall mining process modules."

The Mid-Atlantic Ridge in the central North Atlantic and the Gorda Ridge within the U.S. Exclusive Economic Zone off northern California and southern Oregon are yielding new discoveries of seafloor hydrothermal mineralization. The TAG hydrothermal field in the rift valley of the Mid-Atlantic Ridge near 26 degree N, 45 degree W has been a site of international collaborative research since the discovery there of extensive manganese deposits associated with low temperature hydrothermal activity in 1973 as part of the TAG (Trans-Atlantic Geotraverse Project). The first high-temperature hydrothermal activity, massive sulfide deposits and vent biota discovered in the Atlantic were found at the TAG hydrothermal field in 1985. Collaborative dive series with DSV ALVIN in 1990 and in 1991 with the two Russian MIR submersibles in the TAG field have found and sampled large inactive sulfide mounds in addition to the previously known active sulfide mound. The active sulfide mound on the floor of the rift valley is about 250 m in diameter and 40 m high with a concentric zonation of mineral types and flow regimes decreasing in temperature from 365 degree C black smokers at the center to white smokers and diffuse flow toward the margins. The recent dive series in coordination deep-towed instrument surveys have delineated a zone extending about 5 km along the lower east wall of the rift valley of inactive sulfide mounds up to a kilometer in diameter. MIR Mound in this zone consists of a central sulfide zone about 400 m in diameter and 50 m high surrounded by a halo of low-temperature deposits to 200 m wide. Inactive sulfide chimneys contain the first primary, free gold grains found at a hydrothermal site on a mid-ocean ridge (P.A. Rona, Y.A. Bogdanov, E.G. Gurvich, N.A. Rimski-Korsakov, A.M. Kennecott?s Ledgemont Laboratory developed the Cuprion Process to recover metal values from manganese nodules in the early 1970s. A reducing leach of monovalent cuprous ion attacks the manganese oxide matrix, converting the manganese dioxide to manganese carbonate and releasing the copper, nickel, cobalt, and zinc as ammine complexes. Cuprous ion is generated by contacting leach liquor with carbon monoxide. Copper, and nickel, are recovered by solvent extraction and electrowinning. Cobalt is precipitated as cobalt sulfide and recovered as cobalt powder. Manganese, molybdenum, and zinc can be recovered optionally but have not been included in this process. Kennecott authors have described aspects of the process, but the Cuprion process has not been revealed except in patents. Tables are included for capital and operating costs and revenue. Even though economic recovery of nodules is not anticipated in the foreseeable future, some of the process steps may have application in other places. The Ledgemont Laboratory was a unique operation we think worth documenting. The report is based upon work done up until the mid 1970s. The report represents the work of the entire Kennecott nodule team. It is this author?s intention to save this result and credit the work of that nodule team. The paper is dedicated to the memory of Dr. Herbert Barner, a key member of the team who died in 2003.

The United Nations Law of the Sea (LOS) Convention includes provisions (Article 76) for establishing the outer limits of a coastal State's continental shelf and for denoting the seaward extent of sovereign rights over natural resources. Determination of a coastal State's continental margin, according to Article 76, must consider eight factors: 1. The territorial sea baseline 2. The 2,500-meter isobath 3. The foot of the continental slope 4. A line 200 nautical miles seaward of the territorial sea baseline 5. A line seaward of the foot of the continental slope connecting the points where sediment thickness divided by distance to the foot of the slope equals .01 6. A line 60 nautical miles seaward of the foot of the continental slope 7. A line 100 nautical miles seaward of the 2,500-meter isobath 8. A line 350 nautical miles seaward of the territorial sea baseline Figure 1 shows the preliminary limits for each of the Article 76-based definitions for a portion of the U.S. Atlantic continental shelf. The additional areas gained beyond the 200- nautical mile Exclusive Economic Zone (EEZ) are highlighted. The first three factors are baselines from which the distance provisions of Article 76 are measured. Factors 4-8 are distance- from-baseline provisions for establishing the continental shelf limits. Factor 5, also known as the Depth of Sediment Limit or "Irish Formula", was calculated using sediment thickness data from seismic linesand isopach maps. All other factors were determined from digital hydrographic data. The Depth of Sediment Limit is the most advantageous method for the area shown in Figure 1. It is especially useful for introverted coastlines such as the Georgia Embayment and New York Bight areas. In mid 1993, Bauer Spezialtiefbau GmbH, based in Germany got the order to develop a sampling tool capable of penetrating all different types of seabed sediments including cobbles and boulders and into bedrock. BHP and their partners Benguela Concessions Ltd., had been convinced by the Bauer Trench Cutter Technology and a large scale test in Germany that this system will be the right one to fulfill their expectations for sampling the diamond area off the coast of Namibia. The technique of the tool is based on Bauer's standard cutter technology, which is widely used for the installation of cut-off and diaphragm walls all around the world. The two counterrotating cutter wheels with 12.1 tom torque each cut an area of 3 x 1.2 m (up to 3 x 3 m are possible). The material mixed with seawater was then pumped to the separation plant on board the vessel Geomaster with a capacity of approximately 700 m3/h. Cutter wheels and mud pump were mounted on a special cutter frame and connected by wire ropes and hydraulic hoses to the vessel. An outer frame with four telescopic legs supported the cutter vertically on the uneven seabed and allowed a controlled penetration of the tool up to 6 m into the diamond bearing ground. The tool required a total power installed of approximately 800 kW. All hoses, the 6-inch mud hoses as well as the hydraulic hoses, were stored and compensated on drums on board suitable for a water depth of up to 200 m. Launch and recovery of the tool was effected through the moon pool of the vessel and the 25 m high, special designed drill tower. The 65? to sampling tool had been commissioned in early 1994 in Cape Town. After intensive testing the sampling programme of more than 4000 holes could be successfully completed by January 1995.

In the quest of studying the assigned blocks of seafloor for deep water mining, each member country of the ISA is thirsty for accurate information as to the level of resources available. Manganese nodules represent a large portion of the resources and are as precious as they are hard to locate and harvest. Resolving such challenges is what drives the technology development and yields instruments and products capable of serving this field of research. This presentation will study how manufactures of oceanographic instruments have pushed the technology envelop to in order to transform a collection of sensors and instruments into a seamless and adapted assembly working to serve the researcher and prospector in the challenging field they operate. Deep water data collection is characterized by the following challenges: ? Deployment, recovery and handling of the vehicle ? Producing high resolution at great distances ? Positioning that data with accuracy to relocate Teledyne Marine will present the work performed in its engineering laboratories to produce sub systems and systems now capable of delivering key information necessary to the proper cataloguing and exploitation of deep water mineral mining. Understanding and controlling the alternative resources available to each country will allow better management of current traditional land based minerals.

In June of 2013, Odyssey Marine Exploration conducted sea trials of the newly installed SeaBat 7150 full-ocean multibeam sonar system on the M/V Dorado Discovery over the Fierberling Guyot in the northeast Pacific Ocean. Fieberling Guyot is located approximately 990 kilometers west of San Diego, California and it rises abruptly from the deep ocean floor (~4300 meters) to a minimum depth of approximately 438 meters. The SeaBat 7150 operates at two distinct frequencies, 24 kHz (shallow to 3000 meters) and 12 kHz (full-ocean depth greater than 2000 meters). Onboard operational data are managed by a suite of state-of-the-art software. A SQL Server 2012 database provides the highly specific management and visualization tools as ArcGIS 10, Micromine 2013, and Geobank 2013 database. The 7150 is mounted on a gondola one meter lower than on previous system and greatly reduces bubble interference. The 7150 generates 880 beams

Nautilus Minerals is exploring for high-grade gold, silver, copper, and zinc-rich submarine massive sulphide deposits (SMS) within the territorial waters of the sovereign state of Papua New Guinea. Work to date has shown that these systems contain spectacularly high metal grades. To date a total of 88 surface sulphide grab samples have been collected from Nautilus’ Solwara 1 Prospect within EL 1196 in the Manus Basin, returning average grades of 15.5 g/t gold, 191g/t silver, 10.8% copper, and 4.7% Zn. Drilling in January/February 2006 confirmed the presence of this high grade system, with sulphide intersections up to 19m below the sea floor, with a best intersection of 11.6m at 9.1 g/t Au and 13.1% Cu.

IHC Merwede, a Dutch supplier of ships and equipment for dredging and mining activities, and DEME, a Belgian dredging and environmental services group, will enter into a joint venture for deep-sea mining activities. Under their cooperative agreement, IHC Merwede will be responsible for the development and construction of technical solutions, while DEME will be responsible for operations. Together the companies will offer a unique pioneering total solution. The joint venture will be known as OceanflORE.
