Geothermal Energy has a great potential for meeting the electrical and thermal energy requirements of many countries and territories lying along tectonically active zones within and surrounding the Pacific Basin. Energy requirements for many of these small, scattered volcanic island nations preclude development of conventional generating facilities large enough to incorporate any economies of scale. However, by attempting to discover and develop shallow, relatively low temperature, geothermal reservoirs associated with recent vulcanism on many of the volcanic islands, exploration expenditures and risks, and problems associated with the development of high temperature resources can be reduced. Exploration and development drilling for these resources can be accomplished with truck mounted rotary drilling rigs that are less costly and more suitable for operations within the island infrastructures than the conventional rigs normally used in the drilling of deep, high temperature geothermal resources. Experience over the past decade with small, modular, binary (Rankine) cycle generating units indicates that geothermal energy can provide a reliable source of baseload electricity in the amounts required and at a cost that is competitive with other alternative and conventional energy sources. Development of shall, moderate temperature, geothermal resources with small, modular binary cycle generating units can provide ideal additions to the energy sources of many of the Pacific volcanic island nations within the framework of their island economies.

Although, mining of minerals such as polymetallic nodules and sulphides from the deep sea floor has been delayed due to the combination of factors such as current availability of Cu, Ni, Co, Mn (and other metals) on land and their fluctuating prices; these deposits are still considered as the alternative source for metals in the 21st century. Exclusive rights for exploration in the ?Area? (beyond the national jurisdictions of any country) given to eight countries and consortia by the International Seabed Authority and the estimated resource of 300 million tonnes in a typical area of 75,000 km2 is expected to yield about $17.5 billion (at December 2008 metal prices) in 20 years life span of a single nodule mine-site. In order to recover 3 million tonnes of nodules, an area of 300 sq km only will be mined annually (i.e. <1 km2/day) for an optimum abundance of 10 kg/m2. However, during mining, large quantity (22 tonnes/day) of sediments associated with nodules would be resuspended that could lead to certain environmental impacts on the benthic ecosystem. Several small-scale benthic impact experiments in the Pacific and Indian Oceans, have given some insight into the possible environmental impacts and the restoration processes, but the possibility of extrapolating these findings to a commercial mining scale remains an issue to be considered. An estimated capital expenditure of $1.05 billion and operating expenditure of $4.2 billion for a single deep-sea mining venture will have to be weighed against the availability of mineral ores on land as well as the metal prices in the world market. None-the-less, development of technologies for mining and metallurgical processing, as well as formulation of regulations and guidelines for potential ?contractors? to mine these minerals have been progressing consistently. These coupled with recent efforts by certain ?entrepreneurs? to initiate mining of seafloor massive sulphides in the EEZ of certain countries, indicate the continuing interest and support the perception that such deposits could well be the future sources of metals. This paper analyzes the current status and discusses the economic, environmental, and technical issues that need to be addressed for sustainable development of deep-sea minerals.

Up to now, much data on marine minerals, as well as on marine geochemistry, have been accumulated. Modem computer databases provide optimum flexibility and power for manipulating these data. The best worldwide marine mineral database is currently the Marine Minerals Bibliography and Geochemical Data Base created by Carla Moore et al. at the National Geophysical Data Center in the United States. In fact, in the course of studying marine minerals and geochemistry we may collect not only digital-character type data but also graph and image (black-white, grey and color image) data types. For instance, correlation diagram between chemical compositions of minerals, spectroscopic graphs, (e.g. infrared spectra, Mossbauer spectra, etc.), grey or color images from both optical and electron micro- scopes (scanning or transmission electron microscopes) as well as seabed photographs. Charles L. Morgan et al. (1993) reported that 10,000 photographs and some video images of the seabed in the Clarion-Clipperton region of the northeastern tropical Pacific have been collected by the Ocean Minerals Company. If both graphic and analytical information were stored in a database, it would be very useful and convenient to marine geologists. This system would not only be able to search for all the data based on one parameter, but also for both size and composition distributions. If possible, geostatistical methods could be combined with fractal dimensional methods. Of course, this would require enormous efforts. Before multimedia technology emerged, it was very difficult to create image databases. The emergence of large-capacity compact discs, high-speed central processing units, and high-speed digital signal processing techniques makes it possible to establish multimedia database management systems (DBMS), image-text DBMS, that involves graphs, text, images, and sound. In order to store image fields in a DBMS, we have to take into account two problems: (1) image access format and (2) image compression code standard.

The Urals massive sulfide deposits are concentrated in Silurian -Devonian fold belt extending for 1500 km with length from 50 to 150 km. By paleodynamic reconstmction it is established that they were formed in submarine parts of island arcs, in inter arc and back arc basins, marginal seas. When "black smokers" were found in rift zones of present oceans, problem searching their analogues in the Urals Paleozoic complexes was arisen. For solving this problem and demonstration of seafloor origin of massive sulfide many quarries and drill cores were carefully sketched and studied. Particular attention was given to correlation between ores and synchronous sedimentary rocks and fossils. Various laboratory methods were used for comparing sulfides from ore hills with ore-clastic sulfides.

The technology available for mining of underwater mineral resources such as placers and phosphorite, typically occurring with variable amounts of overburden, has remained largely unchanged for decades. The traditional bucket ladder dredge with maximum digging depth of 48 m and monthly capacities about 500,000 m3 still reins as the only heavy duty mining system capable of working the tough materials characteristic of heavy metal placers. Attempts at adapting the bucket wheel cutter-suction dredge to these severe conditions have not yet been successful except in moving small volumes from shallow depths. High capital cost (20-30 million U.S. dollars), high cost of overburden removable, and turbidity generation for the bucket ladder are often significant negative factors in mining operations where this system remains the only viable alternative. The Japanese continue to advance the technology of their submersible dredge pump system powered by specially adapted, direct drive electric motors. Present systems are designed primarily for working surficial deposits of aggregate to depths as great as 90 meters, the pump suspended by cable from a surface vessel with an eductor pipe leading from the pump to the vessel. Such a system may prove adaptable to a variety of surficial deposits including phosphorite, shell and heavy minerals in addition to aggregate. However promising for the exploitation of surficial deposits, little advantage can be expected for the deeper buried and more difficult deposits.

Remotely control led drills capable of being lowered to the sea-floor from ordinary research vessels have been developed over the past two decades. These drills are currently being used in geological survey programmes on the continental shelves (Canada, Japan, Norway, United Kingdom) and for studies of mid-ocean ridges. Generally the drills fall into two categories: 1) those which are powered from the surface and controlled by an operator, and 2) those which are battery powered and follow an automatic programme. Some drills have a television camera mounted on them sending a picture to the surface as an aid to site selection and geological interpretation. Typically the drills are capable of drilling a core 2.5 - 5 cm diameter up to 10 m long. While most of these drills are designed for <1000 m depth, some can drill in water depths of as much as 3500 m.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. Around 235 million tonnes of marine aggregates have been dredged in the last decade from the UK continental shelf alone. The current distribution of marine aggregate production licence areas in North West Europe reflects the relationship between a variety of factors such as the natural distribution of deposits of sand and gravel, the demand for aggregates, the technical capabilities of the dredging fleet and environmental considerations. Whilst the sand and gravel deposits targeted by the marine aggregate industry are generally relict and therefore geographically fixed, the remaining factors have evolved over time and will continue to do so in future. Applications for new licences must not only reflect the current situation, but anticipate future trends. The main markets for marine aggregates are the construction industry, centred around the larger centres of population and coastal protection projects along the coastline of Europe. The aggregate industry as a whole does not create demand but simply meets it. Many factors influence the overall demand for aggregates and guidance exists for those in authority and industry who need to plan for the supply of aggregates. Adequate supplies should be maintained at the best balance of social, environmental and economic cost, whilst ensuring that extraction and development are consistent with the principles of sustainable development.

Cold Ocean Placers: Polar storms, interstadial littorals and crustal adjustments. Polar storms with consistent strong winds in the Southern, Antarctic Ocean are responsible for placer deposits on both the east and west coasts of Australia, on the west coast of New Zealand, as well as on the coasts of South America and Africa. Arctic winds, confined by both land and ice, generate similar placers in Labrador and Greenland as well as on the coasts of Scotland, Norway, Hudson&apos;s Bay, Nome, Goodnews Bay, Kamchatka and the north coast of Siberia. Tasman and Labrador seas have several parallels to Newfoundland, including north-south polar waterways, young spreading ocean floors, and youthful coastal escarpments with glaciated coasts. Black sand beds in beach deposits on the modern and Pleistocene transgression strandlines, skewed to the distal ends of beaches, and set into either bedrock or sediment fill, are the locus of the light-heavy mineral placers with titanium, zirconium and rare earth elements; chromium; iron; and tin. Gold and platinum group elements are the ultra heavy minerals at one end of the spectrum and tend occur in proximal placers generated, either directly from bedrock sources, or as minor by-products in distal light-heavy mineral placers. Diamonds are unusual in that the value is only in the larger stones, despite the formation of beach sand and aeolian placers in the littoral zone, and the sites of concentration are in very high energy bedrock traps, on terraces that are mined to depths of 100 metres below sealevel.

Because of the higher Au, Ag, and Cu contents, they have received much attention as immediate commercial mining targets by private companies and nations. Some of them already proposed the technologies necessary for the commercial mining. However, the technologies for survey, excavation, lifting, and ore dressing have not yet well been examined from viewpoint of the economy. Interest in Canada has focused mainly on study of metallic mineral occurrences and the development of a scientific data base and technology for identification and appraisal of potential mineral resources. After the simulated ‘mining’ experiment (INDEX) in the Central Indian Ocean (in 1997); the restoration of benthic environment was monitored for 4 years (2001-2005) at 5 locations in and around the test site and at 3 reference stations (20-80 km) from the test site. A comparison of long-term monitoring data with the pre-mining and post mining observations has shown that: • The concentration of silt fraction which was the highest (50-60%) at most locations during ‘pre-mining’ and ‘post-mining’ phases, had reduced (40-50%) during monitoring phases. • There was a corresponding increase in clay concentration (50-60%) during the monitoring phase, implying change in the size of sediment particles settling on the seabed, a trend that was also observed at the reference locations. • The initial increase in water content and decrease in shear strength after the experiment, which appeared to be returning to normal in monitoring-1 (2001), was reversed during subsequent monitoring phases (2002-2005), indicating changes in benthic environmental conditions. • Sediment organic matter and pore-water chemical data have not only indicated partial restoration of geochemical properties after the experiment, but also cyclic changes during the monitoring period.

Fisheries make a significant regional contribution to the economy of Canada. In the Atlantic Region, over 70 thousand workers depend on the primary or secondary fishing industry. Fisheries are vulnerable to pre-emption of space by other marine industries and to contamination by chemical discharges. Markets may be affected even by the threat that products may be tainted. Fish may be killed by drags and dredges, and their physiology and behaviour affected by suspended sediments are stirred up by mechanical devices. Virtually no evidence exists of adverse impacts £ran ocean mining on fisheries, but projections from other marine activities such as fishing itself, dredging and other marine discharges give reason for caution. Department of Fisheries and Oceans policy calls for review of ocean mining proposals to ensure adequate protection of fish stocks, fishing activities and fish habitat, and compensation for losses attributable to any industrial project. Adverse impacts can be minimized by careful attention to details of location, technology and timing, and to close co-operation and information exchange between industry and the regulatory agencies.

The Neptune Group was established in 1999 to apply for exploration permits within New Zealand’s 200nm EEZ. These applications were to investigate and commercialise hydrothermal Seafloor Massive Sulphide (SMS) deposits identified by international researchers and to locate others. SMS are volcanically related seafloor accumulations of copper, lead and zinc with high levels of gold and silver. Neptune has three granted exploration licenses within the New Zealand EEZ and has application in other jurisdictions. Neptune undertook the world’s first commercial drilling exploration work of SMS in December of 2005.

A geologist can be likened to a medical pathologist trying to figure out from faint clues how something had lived and how it died, often long after the event. Present-day seafloor hydrothermalism has empowered geologists/pathologists to dissect a living system, in this case volcanogenic massive sulfides (vms) deposits of copper, zinc, lead, silver and gold. On the other hand, a considerable amount of our understanding of seafloor hydrothermal processes and its products stem from our knowledge, much of it from industry, of these same processes and products that formed ancient ores in oceans as much as 2700 million years ago and are now mined on land.

The XRF Core-Scanner system performs non-destructive analysis of elements from Mg to U, in concentrations of ppm levels on split cores with digital images. Using the AVAATECH XRF Corescanner system, we conducted high resolution element analysis of deep sea sediment cores from Clarion-Clipperton fracture zone of the northeastern Pacific to reveal recent environmental changes. Comparison of data estimated by the XRF core scanner with ICP-AES showed relatively weak correlation coefficients except Mn contents. Down-core variations of most elements seem to be matched with each other and reflect changes of sediment colors. Especially Mn/Al ratio significantly change at distinct color boundaries. The variations of Mn/Al ratio with sediment colors are suggestive of changes in redox condition and further divided into two types probably affected by activities of benthic organisms. Be isotope age datings of select core (BC08-02-13) indicate that the color boundaries are approximately coincident with late Pliocene and Pleostocene also early Pliocene and late Pliocene boundary. The U. S. Bureau of Mines participated in a two-year joint State of Oregon/Department of Interior Placer Task Force study on the economic and environmental aspects of Oregon&apos;s marine placer deposits. The effort culminated in a research cruise off the southwest coast of Oregon to investigate the geological and biological characteristics of the continental shelf deposits. The Bureau&apos;s role was to collect and study the placer material off the continental shelf and to determine its strategic potential and significance. In-depth characterization of the sediments by optical and electron microscopy verify that the placer material from Cape Blanco contains up to 3 pct ilmenite, 0.5 pct chromite, and small amounts of zircon and gold. However, harsh sea conditions and equipment failures prevented sampling below a four-foot depth at the Cape Blanco site. Results to date indicate that the deposits sampled off the southwest coast of Oregon do not represent a significant source of strategic minerals. However, further study of the deeper sediments off Cape Blanco may uncover significant concentrations of chromite. This presentation encompasses the site geology, the geophysical and biological activities of the expedition, and the results of the Bureau&apos;s mineralogical and chemical investigation. The combined findings of the Bureau and other Task Force agencies have provided information needed to expand the country&apos;s limited knowledge of marine mineral resources and has assisted state and federal agencies in the formulation of offshore mineral policies.

The elucidation of the theory of plate tectonics has provided a conceptual framework for understanding the formation and distribution of different types of ore deposits. For example, we now recognize that certain kinds of mineral deposits are generally associated with a particular type of plate boundary (i.e., massive sulfides often occur along divergent plate boundaries, whereas porphyry copper deposits are typically found along convergent boundaries). During certain geologic time periods, plate reorganization events have changed the relative proportion of different types of plate boundaries. Corresponding changes have been observed in the abundance and distribution of ores deposited during these times. The present study examines the temporal aspects of this relationship; i.e., do plate reorganization events play an active or passive role in ore formation? In other words, do plate reorganizations simply provide a more favorable tectonic setting in which ore formation can occur over significant time periods, or are they directly linked to the mineralization process? We have examined this question by comparing regional tectonic histories with the ages of known massive sulfide and porphyry copper deposits. Because these deposits, in particular massive sulfides, form as a result of hydrothermal activity, we have also compared regional tectonic histories with proxy indicators of this process in the marine sedimentary record. These indicators include increased mass accumulation rates of Ca, Fe, Mn, and opal, characteristic changes in the Sr/Ca and Mg/Ca ratios of biogenous carbonates, and shoaling of the carbonate compenstion
