Germany?s industry heavily depends on the continuous import of mineral commodities such as manganese, copper, nickel, and molybdenum. Due to the strong increase in metal prices since 2002 Germany?s federal geological survey, the Bundesanstalt für Geowissenschaften und Rohstoffe (Federal Institute for Geosciences and Natural Resources, hereafter called BGR) applied for a license area for the exploration of deep-sea manganese nodules in the Pacific manganese nodule belt between the Clarion and Clipperton fracture zones. A 75,000 km2 covering license area was eventually granted to the BGR by the International Seabed Authority (ISA) in 2006. It is separated into two parts: ?W1? (17,000 km2) and ?E1? (58,000 km2; Fig. 1). The BGR obtained initial information on the abundance and grade of nodules in the license area from samples collected during three cruises with R/V Valdivia and one cruise with R/V Sonne between 1976 and 1978 (Rühlemann et al., 2009). Since the accuracy of navigational data obtained during these cruises is outdated and sample coverage is unevenly distributed and sparse in many parts of the license area, BGR has started a new exploration program to investigate the German license area according to the rules, regulations and procedures issued by the ISA for the exploration of Mn nodules in the Area.

Msjflkcisokng During the past sixteen years, GNS Science has developed a number of radiometric methods for dating massive sulfide samples from submarine arc and back-arc volcanoes. This has improved our understanding of the formation of these hydrothermal systems, the frequency and duration of their activity, and assisted marine mineral exploration companies in assessing the economic potential of these deposits that can be rich in copper, zinc and gold (up to 90 ppm Au in some chimneys). The radiometric dating methods that we employ utilize radium isotopes that are extracted from the host rocks without their parent thorium isotopes, by ascending, hot, acidic hydrothermal fluids. When the hydrothermal fluid discharges into cold seawater, chemically similar barium and radium co-precipitate as barite, a common mineral contained within the black smoker chimneys that grow upwards from the seafloor. From the onset of mineralization, the isotopes 228Ra and 226Ra (with half-lives of 5.75 yrs and 1600 yrs, respectively) begin to decay, so that the 228Ra/226Ra and 226Ra/Ba values decrease with time. Thus, samples can be dated using these ratios once the initial values, i.e., the values at the onset of mineralization, have been established, ideally from active chimneys. 228Ra decays to 228Th (half-life 1.91 yrs) and from the 228Th/228Ra values, the growth-rate of individual chimneys can be estimated. The isotope 210Pb (half-life 22.3 yrs) is occasionally used for dating the mineralization, although several samples from a chimney are needed to determine an age from the 210Pb grown from 226Ra, using the isochron technique.

During the last ten years seven applications for nodule-bearing areas of the World Ocean Floor International Region (IR) have been made by national companies of Russia (Yuzhmorgeologiya), France (IFREMER/AFERNOD), Japan (DORD), India (The State Department of Sea Resources Development), China (COMRA), Korea (KORDI) and the Interokeanmetal Joint Organization (IOM) of some East European countries and have been registered by the Preparatory Commission of the United Nations International Seabed Authority (ISA). Besides these groups registered within Resolution 11 of the Final Act of the III United Nations Conference on the Law of the Sea there are four international consortia registered in the USA [Kennecott (KCON), Ocean Mining Associates (DMA), Ocean Management Incorporated (OMI), and Ocean Minerals Company (OMCO)], which have interest in areas in the IR and can be considered as potential applicants. All registered areas (with the exception of the Indian Ocean) including the areas of potential applicants and also 6 areas, reserved for the ISA are located in the Clarion-Clipperton Zone of the Pacific Ocean. If within each area not less than one deposit of polymetallic nodule-bearing ores can be discovered, then, the total number of such deposits, for the present moment, is 20.

Recommendations have been drafted following an international multidisciplinary panel discussion organized at UNESCO/IOC by the Académie des Sciences d?Outre-Mer on 15 December 2010 conveyed, according to its mandate, to the French government and to an international pool of scientists and stakeholders. These take into consideration the relevant Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982, the Rio ?Earth Summit? Convention of Biological Diversity of 5 June 1992 as well as the activities and recommendations implemented for the world?s oceans and seas, in particular by the International Seabed Authority (ISA) and the recent reports and scientific works (including those implemented by the ISA Kaplan, Ifremer, COI-Unesco). The recommendations integrate, for one of the ecosystems, the conclusions of the project of the conclusions of an IOC-UNESCO / Government of Flanders project (2004-2010) implemented by Dr. V. "INTRODUCTIONToday’s metal mining focusses on land based ore deposits which only consider one third of the Earth’s surface. Through an increasing global demand of strategic metals used in the electronic and green industry (Zepf et al. 2014), ‘uneconomic’ sites of lower grade in more technical challenging grounds such as greater depth and/or more remote areas are developed by the mining industry often resulting in higher environmental impact. However, considering the steady growth of the Earth population a shortage of certain metals may occur (Krausmann et al. 2009). In 2010, the United Nations allowed commercial exploration for seafloor massive sulphides (SMS) in international waters with currently six contractor licenses being granted.Although the number of discovered vent sites has steadily increased since the first discovery of hydrothermal venting at the Galapagos Rift in 1977 (Corliss et al. 1979) with more than 600 sites being known today, their economic potential is poorly constrained. So far Nautilus Minerals Inc., a Canadian mining company, is the only company having conducted a NI 43-101 resource estimate for the Solwara site, located in the territorial waters of Papua New Guinea. Other studies using bulk geochemical data from 95 sites published in literature do exist (Hannington et al. 2011, Monecke et al. 2016) suggesting a global resource potential for today’s known SMS deposits of 600 million tons with a median grade of 3 wt.-% copper, 9 wt.-% zinc, 2 g/t gold and 100 g/t silver. However, the geochemical data being used originated mainly from easily recoverable, mainly non insitu surface grab-samples and are under current mineral resource classification schemes such as JORC code or NI 43-101 not even accepted for resource estimations. Furthermore surface samples such as high-temperature sulphide chimney and talus material are not representative for the entire deposits with information regards thickness and continuity of individual sulphide layers obtained through drilling being scarce. In addition, it remains unknown what geological processes occur once hydrothermal activity ceases and whether metal tenor becomes enriched, depleted or disappears."

In 1995 the Marine Minerals Technology Center (MMTC) of the University of Hawaii conducted a sidescan sonar survey and sampling expedition of the submarine geology and hydrothermal systems surrounding the active volcano White Island. The island is located in the Bay of Plenty, within the geothermally active Taupo Volcanic Zone off-shore of the North Island of New Zealand, and is the site of numerous shallow-water hydrothermal systems. The survey system, an EdgeTech DF1000 sonar, was a dual frequency 100 kHz & 500 kHz sonar capable of imaging the seafloor at better than 1 m resolution and possibly detecting gas bubbles within the water column. Sidescan imagery clearly shows sand channels, debris slumps, submarine landslides, and volcanic ridges all around the island to roughly 800 meters offshore. However, analyses of the both raw and processed acoustic data indicate that the sonar was not able to image any of the shallow-water hydrothermal gas seeps known to exist around the island. Vents were located using a commercial fish finder and knowledge from local tour guides and divers. Eleven gas samples from three different sites were collected by divers for analysis of chemical and isotopic composition. Rock samples were collected from thirteen underwater outcrops for correlation with existing data on subarial island flows sampled by previous investigators. Thin sections and XRF analysis were done for each rock to determine mineral assemblages along with major and trace elements, which were used to tie submarine samples to specific subarial stratigraphic layers.

This study examines the possible relationships between compositional variability in non-hydrothermal manganese nodules and large-scale environmental parameters. In the central SW Pacific (145-180° W and 20-O° S) the level of primary productivity, the rates and proportions of carbonate, silica and organic matter supply to the sediments, and the position of the seafloor relative to the Calcium Carbonate Compensation Depth (CCD) appear to directly influence nodule composition. Four zones of nodule composition are apparent. These zones correlate fairly well with the level of primary productivity in surface waters, as estimated by satellite-based measurement of chlorophyll content. The observed correlations between surface productivity and nodule composition are consistent with the contention that the dominant source of several transition metals in these deposits (i.e , Mn, Ni, Cu. and Zn) is provided by removal of fine-grained particulate matter from the water column by biological means. Subsequent decay of organic matter in sediments augments the content of these metals in the nodules through oxic and sub-oxic diagenesis. The opposite behavior of Fe and Co content may in part result from mineralogical and dilution effects.

"Ferromanganese (Fe-Mn) nodules and crusts are prime targets for future deep-sea mining ventures due to their unusual enrichment of critical metals, such as Ni, Co, Cu, Ti, Te, Zr, Hf, Nb, Y, and REE. These metals are used in an ever increasing variety of high- and green-tech applications such as alloys, batteries for hybrid cars, fiber-optic cables, or liquid-crystal displays.1 Recovery and processing of these deposits will most likely be cost-intensive and require new solutions.2 Thus, innovative approaches towards the development of sustainable metallurgical processes represent one component that can positively affect the marine mining value chain. Dynamic mineral recrystallization of Fe- Mn oxide phases is a geochemical process that may have notable potential for future hydrometallurgical applications.Our research focuses on Mn oxides – potent trace metal scavengers with high sorptive capacity3 – and biogeochemical mechanisms that control Fe-Mn nodule and crust formation, alteration, and trace element enrichment. Biogeochemical redox cycling of Mn is characterized by microbial oxidation of aqueous Mn(II) to Mn(III,IV) oxides and (a)biotic reduction of these oxides to Mn(II)aq. During this cycling dissolved Mn(II) is in direct contact with solid-phase Mn(III,IV) oxides and can back-react via abiotic pathways (e.g., 4 and references therein). This results in continuous dynamic recrystallization of the Mn mineral substrate through coupled dissolution (trace metal release) – reprecipitation (trace metal incorporation) processes.4 We recently demonstrated in new experiments, that Ni is cycled during manganite recrystallization. It has been shown that, although Ni readily undergoes mineral-fluid repartitioning in the absence of Mn(II)aq, dissolved Mn(II) significantly catalyzes Ni exchange between solid phase and solution. Over a period of 50 days about 30 percent of the Ni atoms in Ni-substituted manganite (natural abundance composition) were exchanged with a 62Ni(II)aq isotope tracer at pH 7.5. Based on these outcomes we employed similar techniques to investigate the impact of dynamic recrystallization on Mn oxide phases in deep-sea ferromanganese nodules and crusts from three circum-Australian locations (South Tasman Rise, Lord Howe Rise, Coral Sea) and the Central Pacific Basin."

Based on geochronological data it was confirmed that hydrothermal discharge has an episodic character: active and inactive periods of the seafloor massive sulfides (SMS) formation alternate (Cherkashov et al., 2017). There is an assumption of correlation of the periods of magmatic and hydrothermal activity with the stages of glaciation (Lund et al., 2016). During the cold periods, the level of the ocean was reduced from 70 to 150 m depending on the glaciation scale (Spratt, Lisiecki, 2016). As a result, the hydrospheric pressure on the upper mantle decreased and could provide increased magmatic and hydrothermal activity (Lund, Asimow, 2011). This assumption is confirmed by the correlation of warming and cooling stages with increasing of hydrothermal input to the bottom sediment near hydrothermal fields. According to data (Lund et al., 2014, 2016; Middleton et al., 2015) the peaks of hydrothermal activity, expressed in the layers of metalliferous sediments at the East Pacific Rise and the Mid-Atlantic Ridge, roughly correspond to the last two periods of cooling (20 and 60 ka). To test this hypothesis, we tried to compare the sequence of warm and cold periods in the Pleistocene with the dating of SMS reflecting the periods of hydrothermal activity. Results SMS samples were obtained from 12 sites within the Russian Exploration Area at the MAR segment 12-20°N. The results of dating 198 samples by the 230Th/U method demonstrated the absence of correlation between hydrothermal activity periods in different hydrothermal fields (Cherkashov et al., 2017). It was proposed that each field has its own evolutions scenario. Considering this point, only the oldest SMS dating for each field which fixed the beginning of hydrothermal activity was selected for comparison with the cold/warming periods.

Prospectivity modeling of seafloor massive sulphide (SMS) deposits has been completed over the Kermadec Arc-Colville Ridge area using the GIS based weights of evidence and fuzzy logic modeling techniques. SMS deposits are the current equivalent of ancient onshore volcanogenic massive sulphide (VMS) ore deposits. These high-grade deposits are formed on the seafloor and commonly consist of a black smoker and metal rich sediment mound complex resulting from the discharge of hydrothermal fluids (up to 400°C) from fractures on the seafloor. Metal sulphides are continuously precipitated in response to mixing of high-temperature hydrothermal fluids with ambient seawater. Accumulation of metal sulphides has led to SMS deposits being potentially major sources of copper, zinc, lead and other metals such as gold, silver, which to date remain untapped. Modeling of SMS deposits was undertaken to illustrate the power of GIS modeling for seafloor resource evaluation and how it can be used to quickly identify and rank in terms of the most likely prospective areas of the seafloor where new SMS deposits might exist. The mineral deposit modeling was constrained by the mineral systems concept which defines those parts of a mineralisation system that are critical to the ore-forming process. The deposits are typically formed in extensional tectonic settings, including both submerged tectonic margins and sea-floor spreading. Volcanic vent systems and underlying dykes, stocks and sills are the sources of heat that are responsible for converting sea water drawn down through fractures in the oceanic crust into an ore-forming hydrothermal fluid. This fluid is then capable of leaching metals and elements from surrounding footwall rocks, which are then transported upwards via the convection of hydrothermal fluids. The ore materials are then precipitated within the black smoker field as massive sulphides due to the mixing of high-temperature (250-400°C), metal-rich hydrothermal fluids with cold (about 2°C) oxygen bearing seawater.

Many attempts have been made to design and build an AUV that is small, meets the sensing objectives and is cost effective. Many inventors have already designed smaller vehicles but the problem observed is an increased vehicle instability resulting in instrument instability where data gathered is not trustworthy. Additional problems include instrument weight to vehicle weight ratios and the lack of space for power storage and electrical components. The UFOceanic seeks to remedy these concerns by employing a completely different design and propulsion system. Still in the design stage ? now with a mock-up unit for testing, the results are encouraging. We have chosen a very low voltage embedded systems design using multiple PIC processors and fuzzy logic programming. We are designing the craft to rotate for stability and to provide friction reduction to minimize the need for instrument stability compensation and propulsion power. Additionally, we are looking and experimenting with a number of power plant drive systems including flywheels, GNP (plasma), fuel cells and more conventional systems. We of course plan for the UFOceanic to run for months at a time supported by a self-charging system.

"Seafloor mining provides significant potential economic benefits for many Pacific nations that may be “land poor” but “coastline rich,” meaning they have the potential to utilize and profit from the mineral wealth within their Exclusive Economic Zones that extend 200 nautical miles (360 km) out from their coastlines. Within international waters, mineral wealth is the “Common Heritage of Mankind” with additional benefits for sponsoring states and their people.The Solwara 1 Project build continues with significant progress over the last twelve months. The Seafloor Production Tools (SPTs), Subsea Slurry Lift Pump, riser pipe, launch and recovery systems and winches are now complete with delivery to test facilities and the vessel ongoing. Recent focus has been on submerged trials for the SPTs, but the vessel build continues to progress to schedule. Nautilus appreciates the great support thus far from our all our stakeholders.Our focus is to develop the world's first commercial high grade seafloor copper-gold project in an environmentally and socially responsible manner and to launch the deepwater seafloor resource production industry.Nautilus’s marine research continues, including a 3.5-month series of exploration cruises for Seafloor Massive Sulphides in the Bismarck Sea, as well as fabrication of purpose designed exploration equipment."

"REVIEW OF ISA's DRAFT EXPLOITATION REGULATIONS – HAVE KEY STAKEHOLDERS' CONCERNS BEEN ADDRESSED ADEQUATELY?In early August 2017, the ISA published a revised draft of the exploitation regulations. My presentation will focus on the extent to which key State and Contractor issues raised in formal submissions in November 2016 have been addressed in the revised draft and any additional key issues in the revised draft which are likely to cause significant concern for Contractors.ABSTRACTFollowing the ISA's call for submissions in response to draft zero of the exploitation regulations in July 2016, 43 responses from stakeholders were received by the ISA in November 2016. My presentation will start by briefly looking at how the ISA has continued to engage with stakeholders following the publication of draft zero of the exploitation regulations, including at payment regime workshops in London (November 2016) and Singapore (April 2017) and at the environmental workshop held in Berlin in March 2017. It will also touch on the publication in February 2017 of what was in effect a very preliminary draft of the environmental regulations before moving on to consider in detail the extent to which key State and Contractor issues have been addressed in the ISA revised draft exploitation regulations which were published in August 2017. My review of the formal submissions will include, amongst other things, commentary on:(i) the level of Stakeholder response (State Parties to UNCLOS, Sponsoring States, Privately owned Contractors, State Owned Contractors and NGOs);(ii) the quality of the submissions (particularly by States and Contractors); (iii) the key concerns raised by State and Contractor stakeholders and how those issues have been addressed in the revised draft exploitation regulations; and(iv) how all stakeholders need to further engage with the ISA to ensure that the exploitation code adequately addresses the legitimate and reasonable concerns of each Stakeholder group (e.g. Contractors, Sponsoring States, Developing States and NGOs)."

The Government of India started its deep seabed exploration programme during 1982. This programme was started as one of national importance and several national laboratories were involved to realize the development of requisite technologies for deepsea mining and processing. After a concentrated effort on surveying, using its own as well as hired ships, India succeeded by mid 1980s in identifying a prospective site in the Indian Ocean as an exclusive claim for development. India was registered as a Pioneer Investor and became the first country to obtain this status on 17th August 1987. India has been allocated an exclusive mine site of 150,000 km2 in the Central Indian Ocean. Our country also developed considerable expertise in the metallurgical processing for extracting metals from these nodules. The Department of Ocean Development, Government of India, the organization which is designated as the nodal agency responsible for implementing the deep seabed mining programme has drawn up a long term plan which will enable it to fulfill its obligations as a Pioneer Investor. The work toward the design and development of a mining system has been entrusted to the Central Mechanical and Engineering Research Institute, Durgapur. As a part of this programme they have developed a nodule collector and a riser system which have been tested in very shallow waters only. Since this technology development for deep sea mining applications is highly time consuming and very expensive, this programme is also being used to develop components for intermediate applications. In view of the long timeframe required for perfecting a deepsea nodule mining technology, the Government of India is also keen on developing shallow water mining systems for utilizing the placer deposits. One of the richest heavy mineral deposits in the Indian Exclusive Economic Zone is available on the west coast of South India in the state of Kerala. The coastal stretch between Kanyakumari, on the southern tip of India, and Alleppey along the west coast at a distance from the tip of approximately 210 km, there is a good multimineral reserve. The initial survey indicates that the estimated reserves in the surveyed areas are approximately as follows: Ilmenite 1.4 million tonnes Rutile 0.14 million tomes Zircon 0.13 million tomes Sillimanite 0.53 million tonnes

Since 1985, numerous constructional sulfide-sulfate deposits in the form of mounds, pinnacles, chimneys, and sheets have been located between 40°45' and 41°05'N latitude in Escanaba Trough, the sediment-covered axial valley of the Southern Gorda Ridge. Single-channel seismic data indicate that three volcanic edifices up to 6 km in width penetrate as much as 500 m of turbidites that fill the valley; pillow and sheet flow lavas are exposed on the sea floor where these volcanoes breach the sediment surface. Observations from deeply towed camera systems and submersibles show that the largest hydrothermal deposits occur along the step-faulted northern flank of the central volcanic edifice and on the peripheries of steep-sided, sediment-capped hills, approximately 1 km wide and 100 m high, that rise above the valley floor. The sulfide deposits are highly oxidized, eroded, and partly buried by unconsolidated sediment; aprons of sulfide talus extend downslope from the mounds. Two types of sulfide have been sampled by dredging and submersible. The predominant mound and chimney material is pyrrhotite-rich massive sulfide with low amounts of Zn, Pb, Cd, and Ag. Coarse-grained zones with high porosity mark the location of myriad fluid channelways. Thin crusts of barite associated with pyrrhotite-rich sulfide have Au contents up to 2 ppm. The topic area for this paper covers the United States portion of the northern Gulf of Mexico, extending from the Rio Grande delta east to the Florida peninsula. Declaration of an Exclusive Economic Zone in 1983 expanded Federal economic jurisdiction on the continental margins from 12 to 200 nautical miles seaward from the coast. The nation-wide area of the EEZ totals 3 million square nautical miles, with approximately 186 thousand square nautical miles in the Gulf of Mexico. In the Gulf, the continental shelf has an area of 81 thousand square nautical miles, extending to a depth of 600 ft. and having widths of 6 to 120 nautical miles. Specific areas on the shelf offer the greatest potential for containing aggregate and other hard mineral resources. The primary geomorphic features along the Gulf coast include: barrier islands, chenier plains, tidal inlets, bays and lagoons, estuaries, and deltaic headlands. These features are composed of terrigenous siliclastic sediments, except for the west Florida coast, south of 29°N latitude, which is dominated by carbonate sediments. On the shelf, the primary features are linear sand shoals and associated sand sheets, relict delta lobes and channels, and banks related to salt diapirs and coral reefs. The composition and distribution of sediments in these coastal and shelf features are determined by numerous geologic factors including: seabed topography; riverine sediment discharge; sediment dispersal patterns due to currents, waves, storms and tides; tectonics and subsidence; and repeated fluctuations in sea level.

With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.

In a commercial effort to characterize deep seabed manganese deposits in the Clarion-Clipperton region of the northeastern tropical Pacific, Ocean Mineral s Company carried out 16 expeditions to the region between -1978 and 1981. During these cruises OMCO collected substantial data. Activities included acoustic profiling, video and photographic imaging of the seabed, and sampling of the deposits with dredges, box cores and free-fall grab samplers. In 1990 the samples, photographs, technical reports and computer data bases which resulted from this work were archived at the Marine Minerals Technology Center at the University of Hawaii. This preliminary examination of the collection focuses on the biological observations made from almost 10,000 photographs of the seabed and the manganese nodule size distributions and compositional data from the free-fall grab recoveries. Regional trends are evident in all three data types. The biological examinations of the seabed photographs show significant geographical trends, with greater abundances of organisms being noted in the northeastern extreme of the region, decreasing toward the southwest (11.4 to 2.7 observations per 100 m2; 460 to 190 g per 100 m2). Accumulation of cobalt -rich ferromanganese crusts on Pacific seamounts located off-ridge in the Hawaiian EEZ, represents a complex process that involves geologic aging of the seamounts, geographic transportation- of the seamounts on the Pacific plate during the past 80 million years, and geochemical history of the oceans for that period. A comparative study of the building and erosion processes of the young Loihi Submarine Volcano, located south of the Island of Hawaii , and the 80 million year old Cross Seamount, located west of Hawaii , shows that both edifices show wide armchair-shaped talus chutes and intervening ridges of exposed dikes. The similarity between the observed mass wasting process on Loihi and Cross suggests that the slopes of submarine volcanoes are geologically unstable from the time of their origin on the seafloor through their entire geological history. The slopes of Cross are covered by coalesced ferromanganese crust covered talus, steep exposed dike faces, and crust covered dike ridges. A study of the stratigraphy of the crusts shows a range of thicknesses and number of unconformities present. The thickest crusts, up to 8 centimeters, are found preserved within the larger coalesced slabs along the shallower slopes of the talus chutes and along the crests of the ridges between water depths of 400 and 1800 meters. The platinum content was used in stratigraphic correlation between the crusts in the coalesced slabs and those collected from ridges with the PISCES V submersible. We will look at the commercial requirements of the investment community (debt and equity) in order to provide funding to a deepsea mining project, and contrast this with the position put forward in the draft Exploitation Regulations. We will then recommend suggested amendments to the Exploitation Regulations to assist future investment on this growing industry.
