THE increasing need for the products of our mines, mills, and processing plants, the loss of mine manpower to plants other than those concerned with the mineral industry, and the drafting of our younger men into military service have created an acute situation in many places as to workers and production. This, in turn, has focused attention on the need for conserving manpower by conserving the health and life of our mining people. Health A world-wide tendency is noticeable in the mineral industry toward protecting the health of workmen,-particularly younger workers, as well as older workers who can continue to produce in many places where manpower is lacking. This matter was emphasized at the Geneva Labor Conference for Coal Mines at the Committee's fourth session, held in Geneva, Switzerland, May 7 through 19, 1951. Papers concerning the health of workers were presented at the annual meetings of the mining sections of the National Safety Council, the Coal Mine Inspectors' Institute of America, the American Public Health Association, and other organizations. Safety Conferences Without exception, the attendance at mining-safety conferences in widely separated places throughout the country during the year was the largest to date. What is needed at the safety meetings throughout the country is more-widespread attendance by those who can sell the idea to the workers that they are the focal point in accident prevention and that safety is not going to be achieved alone or even in part by laws, decrees, or commands, but by quiet influence, unconscious suggestion, and personal' guidance. If these are acquired by the workmen, a safe environment and ample, capable supervision supplied by management, accidents will be fewer and less severe. Many safety conferences attempt to develop the foregoing idea by enumerating and describing training programs for supervisors and workers alike. Nothing can replace a course in first aid for all persons employed at any mine or plant as an introductory and basic step to a successful safety program. MEETING for the thirteenth time in New York as part of the five-ring circus known as the Annual Meeting A.I.M.E., the Coal Division experienced a wartime boom in attendance. Technical sessions were crowded and whereas 65 seats were set up for the annual luncheon meeting of the Division over 100 members showed up, many of whom had to be fed elsewhere. Possibly the Coal Division should adopt "13" as its lucky number. Discussions at technical sessions, formal and informal, were lively. Those papers containing material directly concerned with the war, or containing information that might be usable for war industries, were enthusiastically received. Some criticism was made in regard to the present method of handling discussions and it was suggested that better success would be had in getting discussions in the record by the use of hired reporters. This is being considered by the executive committee of the Coal Division.

THE following statement is contained in an article entitled "Mortgaging the Future." by Walter C. Teagle, president of the Standard Oil Co. of New Jer-sey, appearing in the current issue of the Lamp, the official organ of the Standard Oil Co.: "During the last eight months the domestic daily production. of crude oil has risen 300,000 bbl.. which means that no less a volume than 2,500,000 bbl. now are coming to market each day. . . . Every twenty-four hours 250,000 bbl. more than the consumer required are being added to our surplus oil storage. The temporary advantage of cheap petroleum products and the availability of fuel .oil, for a widespread use as a substitute for coal are not being weighed against the time when scarcity may follow on the heels of plenty and the public of tomor-row may have to pay for today's excesses. The over-production of crude and its consequences constitute a problem of national import which far outweighs the temporary advantages either to a part of the industry or to sections of the public.

THE utilization and collection of waste materials have gone on for centuries, and have become a habit of the human race. The degree to which the salvaging of waste plays a part in a nation's industry depends largely on the availability of raw materials within the political confines of the country itself, or its ability to purchase such material from outside. When purchase is necessary careful economical use of the raw materials results. These economies, as a rule, are represented by lengthening the life of the given article as well as much re-use. For many years the steel industry of Italy and Japan has depended largely on importations of scrap, yet both are important. As long as the expenses incident to the conditioning and marketing of materials manufactured from salvaged waste are less than the cost of virgin material, the salvaged material will be re-fabricated and in many cases will compete with primary materials. One of the most obvious methods for furthering the efficient utilization of our limited mineral resources is the salvaging of mineral wastes. This method, moreover, in¬creases the available supply of a given material. If the price depends on a balance of supply and demand and the recovery from wastes enlarges. the supply, there can be no question but that it influences the sales price of primary.

TITANIUM-RICH ilmenite deposits, situated in the Allard Lake area in Quebec some 400 miles down the St. Lawrence River from Quebec City and 28 miles north of Havre St. Pierre on the north shore of the Gulf of St. Lawrence, are undergoing an intensive development program by the joint efforts of the Kennecott Copper Corp. and The New Jersey Zinc Co. Easily accessible ore, amounting to about 125 million long tons and carrying from thirty to forty per cent titanium oxide, has been delimited. Plans are being made for construction of an electric smelter at Sorel, on the south bank of the St. Lawrence midway beween Montreal and Three Rivers, which will produce 650 long tons of high-grade titanium slag and 500 long tons of iron per day from 1500 long tons of ore. Occurrence of ilmenite ore in this area has been known since J. A. Retty reported his geological work in the lower Romaine River area for the Quebec Bureau of Mines in 1941. In this report Dr. Retty mentions the presence of anorthosite rocks, some of which were rich in ilmenite. Claims were staked by several interests but the small showings and complex metallurgy were too formidable for any organization not adequately equipped with capital, metallurgical knowhow, and market outlets. However, Kennecott became interested and through a newly formed Canadian subsidiary, Kennco Explorations Ltd., options were taken up under the direction of A. H. Robertson. DECISION to build a mill at the Bayard property was made in May 1942. Western-Knapp Engineering Co., of San Francisco, assisted by engineers of U. S. Smelting, handled the design and construction. Much of the milling equipment was moved from the Company's mill at Goldroad, Ariz. Wartime restrictions necessitated wood construction and paper sheathing except for structures adjacent to the Bullfrog shaft. Construction started in September 1942 and milling in March 1943. Bayard ores are processed in a single-ection mill. About half of the ore treated during the past year was hoisted through the Bullfrog shaft and the rest was trucked from other shafts. Coarse storage includes four bins, two of 120 tons each for Bullfrog ores and two of 85 to 120 tons each, served by a truck ramp. The low capacity figure refers to

Because of the influence of dispersion on miscible-displacement processes, diffusion and dispersion phenomena in parous rocks are of current interest in the oil industry. This paper reviews and summarizes a great deal of pertinent information from the literature. Porous media (both unconsolidated packs and consolidated rocks) can be visualized as a network of flow chambers, having random size and flow conductivity, connected together by openings of smaller size. In such a porous medium, the apparent diffusion coefficient D is less than the molecular diffusion coefficient Do, as measured in the absence of a porous medium. For packs of unconsolidated granular material the ratio D/D, is about 0.6 to 0.7. For all porous rocks, both cemented and unconsolidated, the ratio of diffusion coefficients can also be represented as D/Do = 1/FF where F is the for- mation electrical resistivity' factor and 4 is the porosity. If fluids are flowing through the porous medium, dispersion may be greater than that due to diffusion alone. At moderate flow rates the porous medium will create a slightly asymmetrical mix zone (trailing edge stretched out), with the longitudinal dispersion coefficient approximately proportional to the first power of average fluid velocity (if composition is nearly equalized in pore spaces by diffusion). If the velocity in interstices is large enough, there will be insufficient time for diffusion to equalize concentration within pore spaces. In this region, longitudinal dispersion increases more rapidly than fluid velocity. At low velocities in interstices, transverse dispersion is characterized by a region in which transverse diffusion dominates. If the fluid velocity gets high enough, there will be a transition into a region where there is stream splitting with mass transfer but with insufficient residence time to completely damp-out concentration variations within pore spaces. There are several variables that must be con- trolled to get consistent longitudinal and transverse dispersion results, viz., (1) edge effect in packed tubes, (2) particle size distribution, (3) particle shape, (4) packing or permeability heterogeneities, (5) viscosity ratios, (6) gravity forces, (7) amount of turbulence, and (8) effect of an immobile phase. INTRODUCTION Diffusion and dispersion in porous rocks are of current interest to the oil industry. This interest arises because of the influence of dispersion on miscible-displacement processes. In a recovery process utilizing a zone of miscible fluid, there is the possibility of losing miscibility by dissipating the miscible fluid or by channeling or "fingering" through the miscible zone. Diffusion and dispersion are two of the mechanisms that may lead to mixing and dissipation of the slug. On the other hand, dispersion may tend to damp-out viscous fingers which may be channeling through the miscible slug. 58 Hence, dispersion may be detrimental or beneficial (if it prevents fingering through the miscible zone). Therefore, it is doubly important that we understand these processes. In this paper we review, summarize and interpret a great deal of information from the literature. In particular, we will briefly discuss molecular diffusion in miscible fluids. Then we will discuss what differences to expect for diffusion in a porous rock. If there is movement of the fluid through the rock, then there may be an additional mixing or "dispersion". Furthermore, the dispersion longitudinally (in the direction of gross fluid movement) and transverse to the direction of fluid movement will not be equal. We will discuss both types of dispersion as well as several variables which can affect dispersion (viscosity differences, density differences, turbulence, heterogeneity of media, etc.). This group of variables has sometimes led to difficulty when comparing literature data. DIFFUSION OF MISCIBLE FLUIDS If two miscible fluids are in contact, with an initially sharp interface, they will slowly diffuse into one another. Nucleation theory is applied to martensite nucleation in substitutional iron alloys. Composition fluctuations are neglected, and a steady rate of nucleation is predicted for any composition and temperature. The maximum rate of nucleation (as a function of temperature) is shown to be measurable only for on extremely narrow composition range, being too great or too small outside this range. A number of experimental observations, including completely isothermal transformation in some alloys and composition-dependence of M. temperature in others, are compared with the calculated behavior. IN a previous report,¹ nucleation theory was applied to the formation of isothermal martensite in an Fe-Ni-Mn alloy. The experimental observations of Cech and Hollomon² were accounted for quantitatively. It now is of interest to examine the predictions of nucleation theory with respect to martensite transformation in substitutional iron alloys of other compositions. Since Fe-Ni alloys have received considerable attention, both as to their transformation kinetics and their free energies, they will be treated in detail, although the results apply with equal validity to other substitutional alloys. In substitutional alloys, where composition fluctuations can be neglected in volumes of critical nuclear size, the rate of nucleation of martensite in subcooled austenite is¹ n - Nv exp (—W*/kT) [I] where the free energy of formation of the critical size nucleus is W* = 8192 p (?² s³) [2] In the expressions for n and W*, the symbols have the following meanings: N is the number of atoms per unit volume; v, the atomic vibration frequency; 8, a function of the elastic constants of austenite and the shear angle of martensite; , the austenite/mar-tensite inter facial free energy; and ?fc is the free energy change per unit volume accompanying the transformation. Jones and Pumphrey² have determined the austenite to martensite free energy change as a function of nickel content and temperature for Fe-Ni alloys. Their expression is ?F = 2500 C + 1.25 (1 —C)?FFc cal per mol [3] where C is the atom fraction of nickel, and ?Ffe is the free energy change per unit volume for pure iron as tabulated by Zener4 (or, equivalently, Fisher"). From Eqs. 1 to 3, it is possible to calculate isothermal nucleation rates as a function of temperature and composition for Fe-Ni alloys. The only unknown parameter is (?² s³). The best value of this parameter for Fe-Ni alloys, determined from M. temperatures in a manner to be described shortly, is (?² s³)= 9.92 (10)21 cgs units [4] Taking this value of (?² s³), C-curves for isothermal nucleation were calculated for Fe-Ni alloys of several compositions, and are plotted in Fig. 1. It is evident from Fig. 1 that completely isothermal nucleation of martensite in Fe-Ni alloys can be observed experimentally for only a very narrow range of compositions. Cech and Hollomon find that a nucleation rate of about 10' nuclei per cc per sec is as fast as they can follow dilatometrically, and a rate of about 10-1 nucleus per cc per sec is about the slowest that can be measured conveniently. If the nucleation rate is to lie between the limits 10-1 10 the nickel content of an Fe-Ni alloy must fall in the atomic fraction range 0.299 5 C 5 0.302. Nickel contents lower than 0.299 correspond to nucleation rates too great to follow, and those higher than 0.302 to nucleation rates too slow to measure in a reasonable time.* In view of the narrow corn- position range in which successful isothermal measurements can be made, it is not surprising that only one substitutional alloy has been described' that comes close to being in the proper range.

As in preceding years, the most intensive drilling activity during 1934 took place in the old fields of the western part of the Polish Carpathian petroleum province (district of Jaslo). ANYTHING that may be said about "too much coal" must seem rather incongruous just at this time when two-thirds of the mines in the United States have been idle for nearly four months and a temporary coal shortage looms as more and more of a possibility. It is the purpose of this article, however, to deal primarily with the fundamental ills of the bituminous-coal industry, which, when summed up, can be expressed in one word-overdevelopment. During recent years the bituminous-coal industry in the United States has been seldom, almost never, in a state of normal business health with production run-ning evenly, prices steady and the market absorbing the output from week to week. There has been either a condition of feverish activity or apathetic sluggish-ness. We have had, for example, the intense strain on production during the war years with heatless days and lightless nights, followed by the slump late in 1918 which lasted through the greater part of 1919 when coal was a drug on the market. Then came the panicky demand of 1920. Competitive buying forced prices up to the highest levels in history. This demand in turn fell off suddenly in November, 1920, and the market remained apparently paralyzed all through 1921. During the latter year, lack of buying forced intermit-tent suspension of mining in all fields and prices averaged less than actual cost of production.

Industry Adopts Research: Seventy-Ave years ago Thomas A. Edison began in a modest way and with limited funds to gather about him men of various talents to form the first industrial research laboratory. His laboratory at Menlo Park, N. J., became famous for many discoveries and inventions, but possibly the most important of all may yet be the industrial research laboratory itself. Today, private industry operates 2500 research laboratories in which 135,000 persons' are directly and indirectly creating new processes and products and improving old ones, as well as developing new information to help keep the fountain of knowledge from running dry. In this change-making function, the scientific personnel comprises 41 pct; the technical personnel 26 pct; and the balance, 33 pct, nontechnical. The term "industrial research" has become so broad as to include almost everything beginning with the search for and discovery of the laws governing the properties of matter and energy to the development and testing of processes, methods, and equipment. These classes of investigation commonly merge so that no sharp boundary can be traced between them. The National Research Council therefore defines industrial research as "the endeavor to learn how to apply scientific facts to the service of mankind."' Currently, expenditures for research by industry are variously estimated at between $450,000,000 to $700,000,000 a year,' or about twice the expenditure for 1940. The President's Scientific Research Board" estimated that the national research and development for 1947 (excluding atomic energy) was as follows: A few companies spend as much as 5 pct of their gross receipts for research, but 1% to 2 pct is considered a good proportion by many." Shortages: Commendable as is the record of growth and accomplishment of science in industry, it is only a beginning. America and the rest of the world have merely sampled the fruits of industrial research; most industries have yet to make research the key to their future. A top research consultant, T. A. Boyd, of General Motors, states ". . . perhaps 90 per cent of all companies still have no research laboratories."Y or example, of more than 17,000 manufacturing concerns whose gross sales exceed $500,000 a year, less than 2500 have research laboratories. A still smaller proportion of the 184,230 manufacturing establishments in 161 industriese have or could afford their own research facilities. Yet, the small and mediurn-sized com,panies with less than 250 employees each, produce one half of the dollar volume of manufactured products.' How are these companies to participate in and share the benefits of research? INTRODUCTION The decade from 1969 to 1979 saw the crest of a wave of investments by companies and investors, primarily from the major industrial nations, in the metals and minerals industries of the so-called lesser developed countries. This was brought about by two major considerations: 1). The higher ore grades and therefore the higher profit potential of the mineral deposits in the third world countries, and 2). The desire, particularly by the European countries and by Japan, to ensure a safe supply of raw materials not available in their own countries. The decade began with the start of the Toquepala mine in Peru and the major investments in the Bougainville mine in Papua New Guinea and the Ertsberg mine in Indonesia. It ended with the start-up of Southern Peru Copper Company (SPCC) Cuajone mine in Peru and Inco's Soroako mine in Indonesia and the investments in several major alumina or aluminum projects in Australia and Brazil. Concurrent with this huge flow of funds into the mineral resources industry of the developing world was the build-up of a psychological fear in the host countries of exploitation/domination by the foreign investors. This resulted in an increasing trend towards: 1). Nationalization of existing mineral ventures, and 2). Tougher legal/fiscal frameworks for new ones. NATIONALIZATION Nationalization appeared in its earliest form as "Mexicanization" of the petroleum industry in Mexico in the 1930's, followed later by Mexicanization of the mining industry in general. This was enacted with the Mexican Mining Law of 1961 which required that 51% of the equity be owned by Mexican nationals. Later in the decade the equity share for foreign investors was reduced to 33 1/3% for the developers of the Frasch sulphur operations in the Isthumus of Tehuantepec. However, the law was not fully implemented in the copper industry until late 1970 with the purchase of 51% of the ownership in the Cananea Mining Company. The trend toward nationalization of the copper industry progressed to Chile where in 1967 under the Government of Eduardo Frei the major North American copper companies were induced to sell a one-half interest in their Chilean mines to the State. Likewise, in 1970, "Zambianization" took place, when the two major operating companies Roan Selection Trust (Amax) and Zamanglo (Anglo American) were restructured into Roan Consolidated Mines (RCM) and Nchanga Consolidated Mines (NCCM) providing the government with 51% of the equity ownership. Whilst the earlier forms of nationalization in general constituted a fairly priced buy-out (El Teniente, Chile for US$80 million, RCM for US$117.8 million, NCCM for US$178.7 million), the total nationalization of the Chilean mining companies in 1970 under Salvador Allende did not. Later, "Western" countries joined this trend and on October 29, 1973, Mr. Gough Whitlam proclaimed that "overseas capital must continue... in partnership with Australian capital" and "in some special energy cases we have an objective of 100% Australian ownership". In 1974 Mr. Pierre Trudeau stated: "The Liberal Party of Canada sets as an objective that new resources projects in the natural resource field should have at least 50% and preferably 60% Canadian equity ownership". FOREIGN INVESTMENT The situation for the foreign investor in the worldwide resource industry rapidly deteriorated from then on. New features appeared in mineral exploitation and operating agreements, centering not only on local government/local companies ownership but also on increased taxation. The new tax rate (mineral tax, royalty, and income tax) for the semi-government companies NCCM and RCM in Zambia became an effective 73%. Likewise the much publicized and discussed renegotiated Bougainville agreement brought dramatic increases in the total "take" by the PNG Government. ON the Minnesota Ranges, 600 million tons of material have been moved in the past three years to produce 172 million tons of direct-shipping iron ore. Increasing wage rates and cost of equipment and supplies, coupled with the larger amount of waste material to be moved in comparison with the quantity of ore make it imperative that tile industry adopt all practices and methods which will enable it to move earth at progressively lower costs. Drilling. Prior to and during the war practically all blastholes drilled were 6-in. in diameter and put down by drills using strings of tools weighing from 2000 to 3000 lb. Present trends indicate that heavier drilling equipment making 9-in. holes wit11 3000 to 6000 lb tools will be more economical. Holes up to 12 in. diameter will be made with this equipment. Forging and hardening practices for bits to increase footage is receiving attention. One manufacturer expects to market 9-in. bits having sintered carbide inserts in the reaming and cutting edges. Oxygen and oil to burn holes in the rock are being tested for making blastholes at a considerably greater speed than can be obtained with a blasthole drill on the same size hole. To dale, however, the cost has been prohibitive.

During the last few years, several authors1-6 have advanced mathematical solutions, both exact and approximate, to the pressure behavior of a well producing from a region bounded by a circular discontinuity. The most recent solutions were reported by Carter, and by Bixel and van Poollen. Varter solved the appropriate equations analytically. Bixel and van Poollen reported a numerical solution and provided correlation charts for the interpretation of flow tests; their method uses an overlay technique and is valid for wide ranges of mobility and storage capacity ratios. The mobility ratio is defined as the ratio between k/p of the two zones, and the capacity ratio is defined as the ratio between $c of the two zones. We have developed independently an analytic solution, programmed for the CDC 1604, that agreed with Carter's.'1 The same differential equation, assumptions, boundary, and initial conditions were used. We ran 30 drawdowns and 30 buildups of a unit capacity ratio and of varied mobility ratios. We also varied the radial distances to the discontinuity, and the radii of drainage. We examined the results and obtained correlations that were simple to apply and useful in flow test interpretation. The results and the correlations reported here in graphical form allow the determination of the mobility of the two zones and the radial distance to the discontinuity. They eliminate the need to fit field data to a curve as is required in the overlay technique.6 Thus, the advantages of the present correlations are that they require less effort and they provide a unique answer. They also provide guidelines for selecting the parts of the flow test plot to be used in the interpretations. Moreover, the results obtained from the programmed analytic solution define the time intervals where the approximate solution reported by Hurstl and discussed by Larkin2 are applicable. Normal buildup and drawdown plots resulted in an early straight line, a long transition zone and a late (second) straight line. However, the second straight line will not occur if the drainage radius is not at least 10 times the radial distance to the discontinuity. The mobility of the imer and outer zones can be calculated from the slopes of the first and second straight lines, respectively, by the normal methods of the flow test analysis. We found that the radial distance to the discontinuity may be determined from the abscissa value for the point of intersection of the extensions of the two straight lines. Results similar to some of these were reported by Adams et aL7 The approximate solution compared favorably with the exact one during the first and second straight-line periods. However, during the transition zone, deviation occurred between the two solutions. Discussion of Figures Figs. 1 through 7 summarize the results of this investigation. On Figs. 3 through 7 there appears the equation of each respective plot. D. Wotson, R. M. Monser (Watten Spring Laboratory, Stevenage, Herts., U. K.) - This is a valuable and interesting paper and will make an important contribution to the development of a general theory of silicate flotation. In particular the dominance of surface reactions which produce fluosilicic acid and its ions has been convincingly demonstrated. In a paper to be published shortly, however, we offer some evidence which is not consistent with the feldspar activation theory proposed by Prof. Smith. This theory, given in Eqs. 17-20, suggests that activation takes place through the exchange of SiF6 ions for OH- at aluminum sites. This results in a negatively charged site facilitating adsorption of RNH3 Firstly, we have determined the flotation response (using the vacuum flotation technique) and the adsorption of dodecylamine on a natural feldspar (albite) and on the same feldspar after washing with perchloric acid at pH3. This pre-treatment was shown to remove surface adjacent aluminum atoms. It was found that although the acid washed feldspar floated much less easily than the untreated sample, the function of fluoride ion - giving activation over the pH range 4-6.5-was preserved. Moreover, the amount of dodecylamine adsorbed either with or without fluoride present is little affected by acid-washing, despite the depression caused by this treatment. This suggests that surface aluminum atoms can be of little importance in the fluoride activation mechanism. Secondly, we have determined the changes in solution concentration of F- and H+ (or OH-) accompanying reaction of the surface with fluoride ion. The ratio of H+ lost from solution to F- lost is high, ranging from 6.9 at pH4 to 1.0 at pH 7.5. This is consistent with reaction of HF (6 molecules for every Si removed) at the surface, producing SiFi-ions, but not with the re-adsorption of these ions.

THE subject of electric signals for the despatching off mining cages through shafts has received cousiderable attention recently from various mining companies. The Anaconda Copper Mining Co. has found it necessary to develop a system that is reliable, safe and simple in operation, and easy to repair. The movement of all mine cages or skips is under the direction of a station tender, who rides on the cages when men or supplies are being lowered or raised. When ore is hoisted, he is stationed at a skip pocket for loading and despatching the skips. For the station tender's use, two signal systems are installed in each hoisting compartment, and he is the only employee authorized to use them. One system is known as the "AC" or Station bells, as it is operated from the 110-volt, 60-cycle, power service; the other system, called the "DC" or shafts bells, takes its energy from closed-circuit primary batteries. As a supplement to the two main signals, a buzzer system is installed. The general arrangement is similar to "the main signal, except that there is a mine buzzer at each station. When a signal switch connected into the buzzer system is pulled down, all buzzers are operated, thus notifying the station tender that he is wanted at some particular level. Placed on the station posts, and within easy reach of the men on the cages, are the signal pull switches for the main signals. The station, or "AC," pull switches are furnished with a short rope as shown in Fig. 1, while the shaft, or "DC," pull switches are equipped with ropes that extend down the shaft past the next station. To avoid all confusion in the use of the three signal systems, a standard arrangement has been adopted in all mines for the location of the pull switches. Fig. 2 illustrates the position of the pull switch at the various mine stations for the main signal systems, but it does not show the buzzer pull switch; this is fixed to the roof timbers about 25 ft. back from the shaft. If the skip pockets are a considerable distance below the station, a pull switch for each main shaft compartment is connected to the "AC" system and placed at this point. However, if the distance is short, a light cord is attached to the station pull switches and dropped down to the skip pocket.

DREAMS do come true at times, although it is evidently better to believe in engineers than to "believe in fairies" if most dreams are to be translated into fact. It was a fine dream that David H. Moffat had when he projected a railway directly west from Denver; a dream of opening a new empire in northwestern Colorado, and of quickening transportation from the Middle West to the Pacific slope. But Moffat had been a miner and had become a banker. He knew that dreams, untranslated into works, benefit no one and pleasure only the dreamer, so he employed an engineer, H. A. Sumner, to study and plan the route to be followed by the rails. Previous main lines had run to the north, the Union Pacific, or the south, the Santa Fe. The Denver and Rio Grande, it is true, wriggled its way bravely across Colorado but, in order to reach a point 74 miles in an airline west of- Denver, travelled 281 miles following two canyons and crossing Tennessee Pass at 10,240 ft. Valuable as such a road is, it could never accomplish what Moffat had in mind. It was known that no low pass could be found directly west of Denver but up to 9000 ft. the topog-
