Law of the Sea. - The Ninth Session of the Law of the Sea Conference resumed July 28 at Geneva and will run for 5 weeks. The 160-nation Conference began in 1973. Two of the major factors to be discussed are the transfer of technology to the UN-controlled Enterprise or mining authority, and how the 36-member Council will make decisions. As the session completed its third week, delegates expressed little hope of completing a treaty text this year. There was a feeling, though, that substantive issues might be settled so that a treaty text can be completed next year. The Deep Seabed Hard Mineral Resources Act signed by the President on June 28, provides an interim regulatory procedure for ocean mining activities conducted by U.S. nationals that may be superseded by a law of the sea treaty.

A new mine has begun production of antimony ore and concentrates in Serbia, Yugoslavia. The mine is operated by the mining and metallurgical enterprise "Aajaca." Initial production is running at approximately 45 thousand tons of ore per year, yielding about 1,500 tons of concentrate. The mine is located on the mountain Kopaonik-Raiceyoj Gori. It is planned to expand production eventually to approach the level of 300,000 tons of ore per year. This level will be a significant addition to the world supply of antimony and will place Yugoslavia among the world's major producers. Currently the United States produces only about 6 percent of its primary requirement for antimony. COBALT -Anglo American Corporation, Ltd. reportedly is considering restarting the Tenke-Fungurume copper-cobalt project in Zaire. Construction on the project was suspended in January because of inadequate financing and political uncertainties. Technical feasibility and financing on a smaller scale than previously envisioned are now being considered. However, an increased copper price may be necessary before any decision to proceed is made.

Those flat lying, bedded or replacement, non-fossil fuel deposits which exist within the U.S.A., and which are amenable to longwall mining, are identified by reference to three principal factors associated with their physical/geological environments. These are their depth, extent and structural continuity. Technical feasibility is assessed in relation to the likely cutting speeds which can be achieved in the identified minerals with existing longwall shearer machines. Economic comparisons are made between traditional mining operations in those deposits for which technical feasibility is demonstrable. Continents are made concerning those technical deficiencies which appear to preclude the application of existing longwall equipment to the identified deposits and suggestions are made regarding the lines of research aimed at improving longwall technology.

MICA is a group name for a number of complex hydrous aluminum silicate minerals that have a sheet or platy structure and extremely variable and complex compositions containing various metallic ions, particularly those from the alkali group. Muscovite and phlogopite, the two varieties of significant commercial value, are the principal consideration of this report; muscovite has major importance industrially. The mica crystal, because of its laminated structure, can be split easily and accurately into thin films that are transparent, flexible, elastic, tough, and waterproof and have outstanding dielectric and insulating characteristics. This combination of properties is not duplicated in any other known substance. The world production of mica can be divided into two main classifications: (1) Sheet mica and (2) scrap mica (including flake mica). In general, separate divisions of the industry produce these two classes of mica, which differ widely in their uses and in the forms in which they are marketed. A glossary of mica terminology is given in appendix A.

Brass, a deliberate alloy of copper and zinc, has been known since before Roman times. There are two main methods of making brass: (1) Cementation or calamine process - crushed zinc ore (calamine, ZnC03 , or calcined calamine, ZnO), is mixed with charcoal and small pieces of metallic copper and heated to about 900°C in a closed crucible, (2) Alloying - metallic copper and zinc are melted together in a reverberatory furnace. According to most modern authorities (e.g. Smith and Forbes 1955), the calamine process was the only one used in western Europe prior to the 18th century. At that time, the alloying technique began to take over, because metallic zinc was successfully produced on a large scale for the first time. Previously, this had been a problem because zinc vapourizes at 906°C or about the same temperature at which it can be reduced from its ore. Thus, some means had to be devised to collect and condense the zinc vapour (Tylecote 1976). Metallic zinc was known, however, earlier than the 18th century A.O. Several early finds have been made, including a rolled sheet of metallic zinc found in excavations at the Athens Agora dating to the 3rd to 2nd century B. C. (Farnsworth et al. 1949). The Chinese were producing zinc by at least the 10th century A. D. and, by the 17th century, Chinese zinc ingots were being imported into Europe by the Dutch East India Company (Needham 1974). Metallic zinc is also mentioned in several European documentary sources from the 16th century (e.g. Paracelsus, Agricola). This study traces the changes in Western brass making methods from Classical to Renaissance times by examining documentary and archaeological evidence.

High productivity of the equipment employed is one of the key factors in reducing production cost in mining. One of the best ways to achieve it is an increase in availability. In order to identify the most adverse factors affecting it, reliability and maintainability analysis ought to be done. If its results are to be conclusive, a sufficient amount of credible and consistent data is indispensable. Following the experience from field studies done in underground mines, this paper discusses the current status of failure and maintenance reporting, as well as problems encountered. It exposes the importance of adequate data collection on failures and downtime as well as it reviews the benefits of analysis based on such material. The question of benchmarking with regards to mining equipment performance is also addressed. The paper concludes with some recommendations on data collection and processing, as well as stresses the need to standardize the most important reliability/ maintenance notions throughout the mining industry and to conceive appropriate performance measures.

"THE SUPER CYCLE IS GONE The utopia of the rising sales volume, for mining companies from 2002-2011, was entirely due to rising production volume and prices. The Australian mining sector experienced an 18 percent annual growth rate in revenues, and 11 percent growth in prices. (1) However, EBIT remained flat during the same time period. In addition, Australian mines saw a 7 percent annual decline in both labor and capital productivity. (2) Mines in the U.S. and Canada produced similar results, whereas the world-wide mining industry has seen a productivity drop of 40% since 2001. (3) The decade “Bull Run” of rising prices was trashed by companies that chased low-quality assets while increasing debt on their balance sheet. It seemed everyone believed the “super cycle” would last forever, while completely ignoring the history of cycle downturns. Worldwide mining operations are as much as 28 percent less productive today than a decade ago, according to new McKinsey research. The results from McKinsey’s new MineLens Productivity Index (MPI), which adjusts for declining ore grades and mine cost inflation, show that the pronounced decline in productivity is evident across different commodities and is seen in most mining players and geographies. (4) McKinsey sees three important areas of focus to address the root causes of productivity decline. 1) Embed effective management operating systems at mines 2) Prioritized operational excellence and capabilities development 3) Focus on innovation Reality has now settled back in and companies are struggling to make ends meet. The basic management staple of controlling costs and improving the production/productivity that was lost in the excitement is now back in play. Traditional cost-cutting approaches, such as across-the-board spending cuts, layoffs, and hiring freezes are only short-term initiatives and will not permanently improve a company’s cost structure or improve long- term competitiveness. This can only be accomplished by engaging front-line employees and empowering them to make necessary improvements in their daily work. It is time for leaders to lead and develop cultures of continuous improvement within their organizations in order to sustain their mining project to the end of mine life. Successful operating managers require two different skill sets of Leadership and Management; knowing how to lead people in their organization and how to manage the work they do."

Gold is often present in solid solution with pyrite in the Carlin Trend. The presence of organic carbon along with gold hosted in sulfide, referred to as double refractory ore, requires that ore with high carbon-in-leach (CIL) preg-robbing potential and poor leach recovery is routed to a roaster. During roasting, the pyrite is oxidised to (ideally) form hematite (Fe2O3), and the gold that was present as solid solution in the pyrite forms colloids within the hematite. The ideal texture of the produced hematite is porous to allow for the penetration of cyanide for gold dissolution. Temperature and other conditions of roasting, as well as ore characteristics (pyrite mineral associations, arsenic) can affect the texture and the type of iron oxide formed. Many of these alternate iron oxide minerals result in incomplete leaching. Comprehensive gold deportment studies have proven that the majority of the gold losses in Barrick GoldstrikeÆs roaster leach tailings occur within the iron oxides created through the roasting process.The iron oxide phase that hosts the majority of the gold in tailings is in the form of by-product maghemite (?Fe2O3), which is highly magnetic. Barrick Goldstrike has designed a magnetic recovery circuit to capture these iron oxides, and with subsequent reprocessing, recover the lost gold. Pilot plant results and analysis using scanning electron microscope mineral liberation analyser (SEM MLA) shows that up to 30 per cent of the gold in tailings can be recovered with a three per cent overall mass pull to magnetic concentrate. This magnetic concentrate can be economically reprocessed, resulting in a three per cent improvement in roaster recovery.CITATION:Douglas, W and Semenyna, L, 2013. Subsidence is controlled by a complex combination of mining and geologic factors. For example, a world-wide compilation of data shows that, as the percentage of shale in the overying rock mass decreases and the amount of sandstone increases, the angle of draw (and the area affected by subsidence) decreases. Limestone in the overburden appears to cause as much as a three-fold decrease in the angle of draw compared to a like amount of sandstone. Increased amounts of sandstone were accompanied by a greater surface subsidence relative to the mining height. The total thickness of overburden did not appear to influence the subsidence magnitude above super-critical panels. The greater the thickness extracted the smaller percentage of that thickness that shows up at the surface as subsidence. The greater the percent of the seam extracted, the greater the subsidence reaching the surface. The maximum subsidence above room and pillar panels is dependent on the pillar height and minimum width as well as the other factors listed.

Currently, underground mining of deeper massive deposits with lower grades, harder rock conditions in high strength environments, entails difficulties in caving, fragmentation and seismicity of the orebody.So far, the use of preconditioning (PC) with hydraulic fracturing (HF) has shown positive results in terms of seismic response and caving performance, while PC combined with explosives aims to weaken the rock mass, causing an additional effect on fragmentation.In particular, mines commonly referred to as ‘supercaves’, operated by caving methods, have the need to integrate mine to plant processes, where rock fragmentation appears as a key tool. In fact, it implies making mining and comminution processes more efficient to the plant and for mines, it justifies the search of innovative solutions in drilling and blasting techniques to precondition the rock mass. The following paper aims to show the feasibility of numerical blast modelling to weaken the rock mass using explosives, mainly through sensitivity analysis applied to designs to minimise bias and uncertainty in the results. It is shown how the presence of structures, their geometry and in situ stresses influence or interfere with the PC method being used.From the work, it is concluded that better knowledge on the application of explosives weakening allows specialists to strengthen numerical models associated with every design and therefore previously validate their applicability, helping to understand complex phenomena such as the propagation of mechanical waves in non-elastic heterogeneous media. In this sense, it is understood that while there are studies (Sanchidrián, Segarra and López, 2006) showing that the transfer of energy in the rock mass could be even greater in a confined environment, the more competent rock mass and higher in situ stresses interfere mostly on the effectiveness of a technique using explosives.CITATION:Gottreux, I, Córdova, E, González, P and Videla, J, 2016. This section of the Handbook deals with general principles to be evaluated in the development of a mining operation. It addresses the major issues that must be examined to fully evaluate a mining venture. Of course, one of the main topics to be evaluated is mine planning, which is covered in more detail in other sections (13, 17) of the Handbook and should be referenced in mine development projects. The topics to be discussed in this introduction include equipment and supplies, infrastructure, utilities, and project management. In any of the aspects mentioned, the current existing conditions at or near the mine site must be evaluated. This will include assessment of current use of utilities, infrastructure, housing, equipment suppliers, etc., as well as anticipated growth, both in the supply aspect of these systems as well as projected usage on these systems. After full assessment of both these aspects, an evaluation must be made as to the requirements the project will place on these items. Assessment must be made as to any up-grades required to bring the project on line, what impact the project will have on existing or expanded systems, and anticipated future growth impacts on support systems not only of the project but of other surrounding industry and urban devel-opment

That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

"IntroductionTHE APPLICATION of spectrochemical analysis to metals of the platinum group was advocated by Harvey (3) as follows: ""The spectra of the platinum group metals have been studied less than many of the more common metals. The rarity of occurrence of these elements makes the analysis relatively unusual. Potentially, the analysis of this group is an excellent application of spectrographic methods, particularly in contrast to the tedious chemical procedure"".Wichers (8) divides platinum-metal analysis into three broad divisions as follows :( 1) The detection and estimation of these metals in other materials, e.g., ores, where the amounts present are very small.(2) The detection and estimation of impurities in the refined metals themselves ....(3) The analysis of alloys of the platinum metals .....The present paper deals with the second division: analysis of refined rhodium.Research on spectrochemical techniques for determination of trace contaminants in refined platinum metals was begun at Queen's University in 1949, under the supervision of Professor J. E. Hawley. Since 1953, the work has been continued in the Metallurgical Laboratories of Falconbridge Nickel Mines, Limited. Techniques for spectrochemical analysis of refined platinum and palladium have been published ( 4, 5). A technique for analysis of refined iridium has been developed but not yet published."

The t10 relationship developed by Narayanan and Whiten has underpinned a number of the JKMRC models and the characterisation of ore competence through impact testing with the drop weight tester. This usefulness is based on a consistent relationship between the t10 value and the overall size distribution that was noted for brittle rocks. However, like all characterisation tests this should be used only when the controlling conditions apply, which in this case is single impact breakage between two metal platens and within the range of sizes in which fragment sizes are normalizable. For any other mode of breakage the relationship should be confirmed before being applied. Soft ores or bimodal ores with widely different competence between dominant components have non-typical breakage signatures. Breakage via single point impact abrasion, compressed-bed breakage, low-energy surface breakage and incremental breakage, to name some of the other breakage modes, do not obey the general t10 relationship, so their outcomes cannot be used to provide a direct comparison. Inappropriate use of the t10 parameter can result in misleading conclusions about efficiency of energy use. These issues and alternative comparison techniques are presented and discussed in terms of choosing appropriate measures of efficiency of breakage, ore competence and energy required for comminution.

This article deals with the effects of high-explosive and nuclear explosions in rock masses. We first highlight the strong influence of geological discontinuities, such as joints and faults, on ground motion characteristics. Then, we briefly introduce the Discrete Element Method, as a new technique for numerical simulations. II is shown to be far superior to continuum-based approaches, when dealing with the dynamics of discontinuous media such as jointed rocks. Finally, we simulate the ground effects from a generic contained nuclear explosion, which bears some similarity to the SHOAL event in granite. This calculation is intended to emphasize the influence of the near-source geology on the distribution of energy, and on the motion at various azimuths in the medium.

"In 2015, the estimated value of nonfuel mineral production in the United States decreased by 3 percent from that in 2014 (Table 1), mainly as a result of decreased metal and metallic mineral prices, especially iron ore, copper and precious metals. Lower metal prices were attributed to decreased consumption, especially in China and increased global inventories. Several U.S. metal mines were idled in 2015, including the only U.S. rare earths mine at Mountain Pass, CA. Downstream processors also were affected, with smelters and refiners either shutting down or idling production lines. Increases, however, took place in the value and quantity of production of industrial minerals, especially those used in the construction sector, including cement, construction sand and gravel and crushed stone. Trends in mineral-related sectors of the domestic economy, except for iron and steel manufacturing, aluminum manufacturing, coal mining and metals mining, all experienced growth (Table 2).Discussion of mine production is frequently segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). Industrial minerals can be further subdivided as construction aggregates and other industrial minerals. Metals tend to have higher unit values but very low production quantities compared with those of industrial minerals, which have higher production quantities but are lower-valued materials, such as crushed stone or construction sand and gravel. Therefore, for discussion and analysis of the performance of the nonfuel minerals industry, the value of production is used rather than the tonnage produced. Tonnages of construction aggregates are orders of magnitude larger than those for most other mineral commodities thus making direct comparisons based on weight meaningless (Fig. 1).Mineral industry performanceThe estimated value of domestic nonfuel mineral production, including metals ($26.6 billion) and industrial minerals ($51.7 billion), in 2015 declined to a total of $78.3 billion, from $80.8 billion in 2014 (Table 1). However, as shown in Fig. 2, minerals remained fundamental to the United States economy, contributing to the real gross domestic product at several levels, including mining, processing and manufacturing finished products. Net exports of mineral raw materials and old scrap were $14.4 billion. Domestic raw materials, along with domestically recycled materials, were used to produce mineral materials worth $630 billion. These mineral materials, including aluminum, brick, copper, fertilizers and steel, and net imports of processed materials (worth about $32 billion) were, in turn, consumed by downstream industries with a value added to the gross domestic product estimated to be $2,490 billion."

Prior to the actual development of an oil property it is difficult to determine the quantity of oil under the property and the rate at which this oil can be brought to the surface-factors that determine the ultimate value of the property. Consequently, there has been much confusion in devising accounting systems that, during the entire life of a property, will show costs and profits from which the producer can determine whether his property is being worked at a profit or otherwise. The Bureau of Mines publishes this report in recognition of a distinct need for a simple treatise on accounting methods adapted to the peculiarities of the petroleum industry. Probably many companies operating oil wells are not fully acquainted with details important to the welfare of their business, because their account books fail to furnish them with exact and adequate data. With the accountant rests the responsibility of providing the management with reports setting forth the details of the business expressed in fitting terms as well as in dollars and cents. These reports are a means whereby efficiency may be maintained, waste prevented, oil obtained and sold, and money suitably reinvested. They also enable a concern to study the progress of its business in order to conserve to the utmost the possible benefits from an exhaustible deposit of mineral wealth. When managements realize the extent of the waste at their properties more attention will be given to the character of the accountancy records. Herein are presented descriptions and discussions of balance sheets, profit-and-loss statements, and bookkeeping methods peculiarly adapted to the oil business. As far as possible, technical phrases have been omitted in order that those not familiar with accounting terms may be able to follow the subject matter. The systems of keeping books outlined in Chapter X have all been found practical. For brevity as well as clearness the major part of the work refers to the company operating only one property.

The accompanying supply/demand flow diagrams and 10-year tables for mineral and fuel commodities present essential data required by government, industry, and others to formulate policies and programs that can help assure an adequate and continuing supply of mineral raw materials. The 10-year data base terminates with 1974 figures because adequate world information was not available beyond that date. The selected mineral supply/demand tables and flow diagrams comprise but one "output" from the massive body of information and data collected and com-piled by the Bureau of Mines on a continuing basis covering mineral production, consumption, prices, shipments, imports, exports, and stocks, as well as industry activities in all States and abroad.

The 1967 Lignite Symposium was held at Grand Forks, N. Dak., on April 27-28, 1967. This was the fifth of these technical meetings and the fourth which was cosponsored by the University of North Dakota and the Bureau of Mines. These symposia have provided a meeting place where current developments concerning technology and utilization of solid fuels (lignite) are presented. There was a registration of 255 persons from 24 States, the District of Columbia, six Canadian Provinces, Germany, and India. Many segments of coal or energy oriented organizations at many levels were represented. During the meeting, 18 presentations were made covering developments in electrical power generation, mining, estimation of reserves, combustion, gasification, and chemical and speciality uses of low-rank coals; these are com-piled in this Information Circular to provide a record of the symposium and to permit wider dissemination of the information. Proceedings of the other meetings have also been published.3
