THIS mine, which is the property of the S. and M. Syndicate, London, is located at Moina, in North-West Tasmania, 18 miles from Stavertorr railway station and 36 miles from Devonport. There are metalled roads from both of these places, and, althoughhilly, these are good for team or motor traffic. Mails and passengers are provided for by a tri-weekly coach service from Sheffield, a railway town, distant 23 miles. The Moina mining field is situated on a main spur between the Forth and Iris Rivers, andat an elevation ranging from about 500 ft. above sea-level at the Forth River to 2400 ft. at the All Nations mine. The elevation at the mine office of the S. and M. mine is 1900 ft. The average annual rainfall, as recorded for the past eight years, is. 68 in.This inclildes, however, a couple of years during which the rainfall was much above normal, and taken over a longer period 60 in. would be nearer the average.

This Bureau of Mines report discusses recent applications of water in-fusion technology to control dust in U.S coal mines and presents recommended guidelines for determining coal seam infusibility. The techniques required to use water infusion are presented in detail. A Bureau case study indicated that water infusion reduced dust levels by 68 pct along a longwall plow face, bringing this section into compliance with the Z.0-mg/m3 Federal dust standard. Similar studies conducted by Occidental Research Corp. under a Bureau contract show water infusion at two longwall double-drum shearer operations produced dust reductions ranging from 38 to 50 pct. Water infusion was found to be cost effective, aver-aging 5 cents per ton.

The mineralogy, textures, and genetic significance of a silver-rich siderite vein and an apparently co-genetic galena vein from the South mine, Broken Hill are discussed.Both veins cut sharply across the Main Lode Horizon and appear to be coeval with thc A.B.H. Consols lode.The minerals of thc siderite vein apparently result from the preferential leaching of silver from Main Lode Horizon ore with a demonstrable "breakdown series" commencing with tetrahedrite, passing through silver sulpho-salts, and ending with simple binary compounds or with elemental silver.The siderite vein has been deposited by metahydrothermal fluids along the lines of Schneiderhohn's "secondary hydrothermal" mineralization.

Geomechanical-numerical methods are an established tool for planning of underground excavations worldwide. By describing the interaction between heterogeneous layered strata and support elements it is possible to determine their suitability. The German hard coal mining industry has more than twenty years experience in investigation and using these parameters to carry out numerical calculations. Today, nearly all excavations (shafts, pit bottoms areas, bunkers, coal faces, development drivages, gate roads etc.) are calculated by geomechanical-numerical tools in combination with empirical planning methods. A high accuracy of planning results, which is a special requirement in the German coal industry with its deep-level longwalls, bedded and weak surrounding strata and multiple seam mining layouts, depends on the extensive calibration of the numerical models, which is achieved by: 1) Taking a large number of underground measurements with empirical evaluation. 2) Carrying out physical modeling. 3) Using the characteristic features of the installed support elements. This paper compares the planning approach used for multiple and single seam mining and presents the advantages of this planning tool. The main focus is on the feasibility of rockbolting as the sole means of roadway support for multiple seam mining operations, though the paper will also look at how the costs can be improved by using a low bolting density in single seam layouts.

"My first reaction to Joanna LaForte’s discussion paper is that she has quite properly assumed that I would like the process of equitable participation between aboriginal landowners and mining companies to be a fast process. On the other hand, I have been a business lawyer long enough to know that the past experiences of the parties will have a significant effect on how they will proceed at any one time.In my article, I was trying to convey the importance of responding to the wishes, aspirations and fears of aboriginal communities in Arctic regions without land settlements. I agree that if it is necessary to wait for governments, the process will be quite slow. My article did point out that often aboriginal communities and mining companies who have become comfort-able that a project is in their mutual interest regard the government(s) involved as their common enemy. I agree that the education and training of aboriginals should “expedite the negotiations and end the power struggles equitably”. Also, I did not mean to suggest that the elders distrust of changes in traditional land use was solely due to concern for alienation and separation from their offspring; however, I suspect it is one reason for their caution. I also agree with this author that establishing opportunities that enable the young aboriginal community members to remain in the north and avoid the problems that await them in southern urban culture should be a common concern of the mineral developer and the Arctic aboriginal community.When this author suggests I am “overly concerned about how much land the aboriginals will control, how educated they may become, how ignorant they are of mining procedures, how objections from aboriginals will escalate expenses, etc.”, she attributes to me as “concerns” matters that were intended to be general information for my readers. My references to the increased land holdings and the improvement in education of aboriginal peoples was intended to deter mining companies from any attempt to be inequitable in their dealings with aboriginal communities."

To ensure the stability ofa tailings pond embankment, the height of the phreatic surface must be kept at or below a safe level. In this investigation, the Bureau of Mines analyzed various horizontal drain designs for tailings embankments to determine their effects on location of the phreatic surface. This report describes the investigation, and it includes 21 dimensionless graphs that can be used to estimate the drain spacing and length dimensions necessary to ensure the stability of embankments of various configurations. Analyses were based on the use of two computer codes, a three-dimensional finite-element code and a two-dimensional finite-difference code. The computer-generated results were compared with results obtained from a laboratory embankment model, other laboratory test results, and piezomet-ric data from two actual tailings embankments. Nearly the same phreatic surface locations were predicted using either of the computer codes. For one of the actual embankments studied, the predicted phreatic surface location was slightly higher than the measured location; for the other, the predicted location closely followed the actual surface trend. Phreatic surfaces of the laboratory model were slightly higher than the code-gener-ated locations, and the differences grew larger as drain length increased or drain spacing decreased.

The Bureau of Mines estimated the potential availability of tungsten from 57 mines and deposits in 19 market economy countries. The tungsten resources of China and the U.S.S.R. were also estimated. This resulted from an evaluation of tonnage-cost relationships indicating the quantity of tungsten available as ammonium paratungstate (APT), artificial and natural scheelite, and ferrotungsten at various average total costs of production including 0- and 15-pct rates of return on invested capital. The evaluated deposits contain 1.2 million metric tons (t) of recoverable WO3, of which approximately 52,000 t of AEYT can be produced at the January 1983 market price of $5.37/lb, 89,000 t of natural and artificial scheelite at a market price of $3.63/lb, and 1,700 t of ferrotungsten at $5.61/lb of tungsten. An annual availability analysis indicates that by the early 1990's new deposit discoveries, development of known prospects, or expansions of producing mines will be necessary to meet projected tungsten demand.

A cornerstone in the LKAB Green Pellet concept is to produce pellets with a small footprint in terms of energy con-sumption, CO2 emission and emission of other elements harmful to the environment, like dust, sulphur dioxides, nitrogen oxides, chloride and fluorine. The concept also encompasses our determination to make pellet products that contribute to low environmental impact and low energy consumption in our customer?s processes. The presentation will focus on the pelletizing process. It will describe both how we have attempted to decrease the generation of unwanted components in the process gas, and how we have tested or evaluated equipment for external gas cleaning. We will discuss and give examples from recent and on-going efforts and outline some of the future challenges we see, to meet our own environmental standards and also the tough demands imposed by EU and national legislation, while striving to boost production.

The lack of integration of mining and metallurgical information with sufficient detail for analysis causes inefficient operation and hence sub-optimal energy and water use. It is difficult to analyze the performance of mining and metallurgical processes without an integrated view of mine transactions, stockpile inventories, process flows and assays. To take action requires real time information from manufacturing assets, corrected for gross errors from trucks, shovels, conveyors, faulty sensors, bad instrument calibration. This paper presents an infrastructure with advanced tools that sift through available data, identify and eliminate gross errors, and transform the data into business information for continuous improvement and optimization. Collaboration is a key component of improving efficiency of energy and water use, and the evolution of Web technology enables collaboration and troubleshooting of plant information to more quickly act on issues to reduce wasteful operation. Amongst the unavoidable studies of the mining engineer who desires to reach the maximum efficiency, is the subject of patents. With the fundamental principles of the patent laws of this and other leading countries he should of course befamiliar, but still more should he keep abreast of that practical knowledge which will enable him to act or advise wisely when the patenting of a new invention, or the sale, purchasing, or adoption of a new patented machine or process becomes amatter for consideration. As every engineer worthy of the name is an inventor and more particularly every mining engineer he has a direct interest in watching the progress of legislation and administration concerning patent monopolies.His worldly prospects may indeed, to a considerable extent, depend upon the defeat of bad patent laws and the removal of incompetent officials, or the appointment of better ones. Better patent administration is always in Australia a valid requirement, and until engineers generally take up and press the demand, bad administration is likely to continue. Cleveland-Cliffs lron Co., which operates Marquette lron Mining Co.'s Republic mine, conducted a test whereby 35,000 tons of self-fluxed pellets were produced in the grate-kiln system from specular hematite flotation concentrates. A brief description of the pelletizing plant is presented along with pertinent operating details. Date is included which compare operating conditions and the chemical and physical properties of the green and fired pellets for the self-fluxing pelletizing test with the normal acid pelletizing operation. The success of self-fluxed sinter in enhancing the operation of the blast furnace during the past few years has reasonably led to the assumption that the use of self-fluxed pellets might result in even greater furnace efficiencies. A great share of development work in agglomeration has been directed towards techniques related to the production of self-fluxed pellets, but only a limited tonnage of self-fluxed pellets had been produced on a commercial scale until this past year when The Cleveland-Cliffs Iron Co. produced 35,000 tons of such pellets by the grate kiln system at the Republic mine during the period May 21-June 5, 1962. REPUBLIC'S GRATE-KILN PLANT The grate-kiln pelletizing process consists of four stages, namely: feed or balling circuit, traveling grate, rotary kiln and annular cooler (Fig. 1). The balling section is conventional and utilizes four 9x30-ft balling drums in closed circuit with 5x14-ft vibrating screens having 3/8-in. rod decks. The traveling grate is 12 ft wide by 126 ft long and has 14 windboxes — six in the drying section and eight in the preheat section. The rotary kiln is 15 ft ID shell and 114 ft long. The annular cooler is 40 ft in diameter and has 12 windboxes. The cooler is divided into two zones by a moveable curtain wall. The high temperature air from the first zone is used as secondary combustion air in the kiln. Normally the only heat supplied is through the burning of No. 6 oil in the single kiln burner. Hot gases pass counter to the pellet flow through the system. The exit gases from the kiln pass down draft through the preheat section through cyclones and are drawn through the drying bed prior to exiting via the stack. The temperatures are normally held within the following ranges: Kiln 2400-2445 °F Preheat 1850-1950°F Drying 480-520°F Exit gas 200°F Pellets 120°F The design capacity of the Republic mine grate-kiln system was 2500 Itpd. Sustained production in excess of 35% over design capacity has been achieved. No screening of the cooler product is practiced. PELLETIZING TEST CONDITIONS When a decision was made to proceed with a test at the Republic mine pelletizing plant to produce 35,000 tons of self-fluxed pellets, several potential failure factors had to be carefully considered. Research work on a batch and pilot plant scale indicated that the grate-kiln system at Republic would require some major changes in order to obtain optimum conditions. In many cases compromises were agreed upon as major equipment changes and revisions were not feasible. The pelletizing conditions which laboratory development tests revealed were required in order to insure successful production of self-fluxed pellets were: 1) Good mixing of limestone and concentrate and proper moisture control; 2) Higher gas flow rates in the preheat section than are normally used; 3) Higher preheat temperatures than normal; 4) Maximum kiln temperature 2350°F. There was just cause for concern about balling problems that might occur. Approximately 10% of dry pulverized limestone was to be added to the specular hematite concentrate just ahead of the Pekay mixers on the belt feeding the balling drum. Large scale

Rapid changes in technology and human resources trends require the mining industry to plan carefully for new work camps. The abandonment of the “mining town” concept and rapid increases in the adoption of long distance commuting have intensified the need for improved planning and monitoring of existing and upcoming operations. New mines will have an increasing Aboriginal participation in their workforce and will mostly to be located in remote and in extreme weather conditions. In this sense, the intensification of the use of the commuting system has increased the need for improved planning and monitoring of upcoming operations. Given that mining development is experiencing a surge in activity in Canada, particularly in remote and northern locations significant number of individuals will get jobs that involve mine camp communities. Some employees will spend half of their working lives at the mine site for a period of time that can last up to 30 years. Even though investments have been made towards particularly high quality physical environments, mine camp policies, programs and employee quality of life in mine camps have not been studied in any depth.

In stopes of the 2000- and 2150-ft. levels in the North mine section of North Broken Hill Limited, whence a substantial proportion of the company's production is being drawn, and especially in stopes which involve the portion known as the Northern orebody, occurs it light-coloured friable porous material which represents average grade ore from which the lead and zinc minerals, and certain gangue constituents, have been largely or wholly removed by leaching. The 2000- and 2150-ft. levels lie, respectively, 1550 and 1700 ft. below extreme base of the pre-mine oxidized zone. Composition of the cellular product shows it to be supergene. The 2004 Prospectors and Developers Association of Canada (PDAC) conference contained an air of optimism and excitement that has not been seen since 1997. Many segments of the mining industry are alive and well. This is largely a reflection of improved metal prices, themselves due to the strong euro and improvements in Asian economies. Those factors offset higher oil prices, a weaker U.S. dollar and concerns about the Middle East. This report is an overview of the conference. It is supplemented by an examination of conference handouts, abstracts and a few complete papers that are on the PDAC’s Web site www.pdac.ca. Sixty PDAC 2004 abstracts are available at the same site, along with 15 complete papers in PDF format. The conference was held March 7-10 in Toronto, Ontario. It was attended by a record 9,200 delegates from 85 countries. About 8,000 people from 74 countries attended the 2003 conference.

The 12th and 14th Street Viaducts, which carry Route 139, are located west of the Holland Tunnel in Jersey City, New Jersey. The two viaducts, provide access to and from the Holland Tunnel (which connects New York City and New Jersey) and carry upwards of 50,0000 vehicles per day from Jersey City and New York City to points west. The New Jersey Department of Transportation (NJDOT) selected AECOM to perform design services including rehabilitation and seismic retrofit for the 12th Street and 14th Street Viaducts while maintaining traffic at all times. Building a new parallel bridge just north of the 14th Street Viaduct was essential in avoiding extremely costly traffic delays. Installation of the new foundation, in close proximity to the existing viaduct, required drilling through some of the existing timber piles supporting the bridge. As a result, the existing bridge was required to be reanalyzed for this new foundation configuration. This proposed structure consisted of 8 piers each supported on a single six (6) foot diameter drilled shaft. Currently this portion of the bridge structure has been constructed. The shafts were constructed with rock sockets that were five feet six inches (5?- 6??) in diameter and were extended 11.2 feet (3.4 meters) into rock. A 2300 ton Osterberg Load Test was performed on one production shaft to confirm the capacity of the shaft. The rock socket for the test shaft was in sandstone. This paper will present a description of the design methodology and construction methods adopted for the foundations. In addition, the paper will illustrate the Osterberg Load Test including: equipment used, number and locations of strain gages, and interpretation of results. Additionally, regarding the close proximity of the new foundation, the paper will present the type of equipment used to drill through the existing timber pile foundation while minimizing the impact on the integrity of the existing foundation. We will also present the method of analysis for analyzing the redistribution of load on the remaining piles. The results presented in this paper will assist the design engineer by providing a comparison between the geotechnical design assumptions and the actual measurements obtained by field measurements for this rock formation.

The applicability of a stochastic approach to the simulation of gold distribution to assess the uncertainty of the associated mineralization is examined. A practical workflow for similar problems is proposed. Two different techniques are explored in this research: a Direct Sampling multi-point simulation algorithm is used for generating realizations of lithologies hosting the gold mineralization, and sequential Gaussian simulation is applied to generate multiple realizations of gold distributions within the host lithologies. A range of parameters in the Direct Sampling algorithm is investigated to arrive at good reproducibility of the patterns found in the training image. These findings are aimed at assisting in the choice of appropriate parameters when undertaking the simulation step. The resulting realizations are analysed in order to assess the combined uncertainty associated with the lithology and gold mineralization.

One of man's primary tools is the ordinary screen. Whether of mesh or punched plate, it is fundamental in principle, primitive in its origin, and common in its application through all the world; and yet the screen goes only a part of the way toward the completion of its job of separating materials according to size. It will give a practical and continuous separation according to "size," as generally understood (accurate according to the breadth), but the accurate and continuous separation as to thickness is not a practical function of the screen. Still, all through history, the thickness of particles of material must have been important to many people; therefore, one would expect that some standard method of sizing for thickness would long since have been evolved and that equipment applying that method would be readily available to any in¬dustry. This, however, seems not to be so.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.
