It is crucial to reestablish a domestic rare earths minerals production industry to help secure the Nation's clean energy future, reduce the U.S. vulnerability to material shortages related to national defense, and to maintain our global technical and economic competitiveness. Given that the Chinese dominance of the rare earths market has adversely impacted supply stability and endangers the United States and its allies' assured access to key materials, rare earths should qualify as materials either strategic or critical to national security. Further, the U.S. government should facilitate the reintroduction of a globally competitive rare earth industry in the U.S. Realization of this objective requires: ? Developing domestic processing capability so that the U.S. is not primarily dependent on China as a source of rare earth ore, and almost exclusively dependent of China for processing of the ores. ? Providing a mechanism where access to Federal lands for rare earth exploration and extraction is possible, and ? Training engineers to design and operate rare earth ore processing facilities

"Due to recent coal bursts in Australian coalmines, research of coal bursts has attracted intensive interest from mining researchers and engineers worldwide. Previous research has shown that the sudden drop of fractal dimension may be a precursor of catastrophic failure of rock. This paper examines the fractal characteristics of temporal-spatial distribution of acoustic emission signals released during the compression loading process of coal. This research suggests the possibility of coal burst forecasting based on acoustic emission data. The concept and calculation equation of fractal dimension is introduced in this paper. Additionally, uniaxial compression experiments of Australian coal samples are conducted, and the acoustic emission waveform and 3D location are recorded simultaneously by eight sensors Express-8 AE monitoring equipment in the loading process. The experimental results indicate that the continued slowdown of fractal dimension in time sequence can be used as a precursory signal of coal sample brittle failure. The fractal dimension of the spatial distribution of acoustic emission events decreases with the evolution of coal fracturing.INTRODUCTIONCoal bursts refer to the catastrophic failure of overstressed coal subject to the dynamic and static loads. In recent years, coal bursts have occurred in major coal mining countries and this phenomenon has attracted the research interests of international mining and geotechnical scholars. A total of five coal burst accidents happened in Australian coalmines since 2014. On October 20, 2018, a coal burst occurred at Longyun Coalmine in China’s Shandong province, which led to 21 fatalities. Unfortunately, even after decades of research, it seems neither more accurate forecasting methods nor comprehensive controlling measures put forward by researchers have solved the problems posed by coal bursts.As an instantons energy releasing process, coal bursts are always associated with energy dissipation in the forms of acoustic emission, micro seismicity, and electromagnetic radiation (Yamada, Masuda, and Mizutani, 1989). It is believed by many researchers that the frequency–magnitude relationship of micro seismicity induced by rock failure satisfies Gutenberg-Richer relationship as well (Feng et al., 2017). Hence, based on the principal and theory of earthquake source locating, micro-seismicity monitoring equipment has been adopted in many coalmines to locate seismic event origins associated with coal and rock failure in an attempt to better forecast coal and rock bursts. Although many parameters such as b value (parameter of Gutenberg and Richter’s law) (Lu et al., 2015) have been adopted as indicators of risk, the forecasting of coal bursts is still of low accuracy. The same is true with earthquake prediction, as it remains as a worldwide problem even after decades of research and practice. Acoustic emission (AE) methods are now widely adopted to detect rock failure processes under an applied stress for application predicting the abrupt failure of rock in the laboratory (Li et al., 2017). Previous studies have found that significant overlap exists between research regarding AE and micro seismicity with respect to generation process (both are concerned with the generation and propagation of elastic wave) and event origin location, as geophysical signals of both are same (Lockner, 1993). That is, the frequency–magnitude relationship and early-warning indicators found by AE research in the laboratory have a potential applicability to in-field micro seismic monitoring of coal bursts. Through experimental study, Feng and Seto found that the temporal distribution of acoustic emission counts of rock have distinct fractal structures during load-increase processes (Feng and Seto, 1999). The urban environment presents special challenges for the design and construction of earth retention systems. Complications arising from difficult subsurface conditions are compounded by the presence of urban infrastructure and existing and prior construction. The proximity of adjacent structures as well as intense prior use can cause special concerns including the potential for archeological artifacts or contaminated ground or ground water. Utilities and structures may be particularly vulnerable to the effects of ground movement, dewatering and vibrations. Difficulty of access, congestion and limited work areas may severely restrict means and methods of construction. Dewatering may be limited or prohibited because of concerns for disposal of clean or contaminated water, depletion of aquifers, drawing of contaminants to the site or dewatering induced settlements.

INTRODUCTION IN PREPARING this paper for the District 4 Meeting, three factors had to be considered. First, the paper must fit the time alloted; second, it must give a general picture of the geology for those unfamiliar with the property; and third, it must contain some new material in order to be of interest to local delegates. The most comprehensive extant discussion of the geology of the property of McKenzie Red Lake Gold Mines, Limited, is contained in Horwood's report on the general Red Lake area ( 1). This report is the 'bible' of the area, and a general paper on the geology of this particular mine would almost certainly appear to be a condensation of it. It was thought, therefore, that the most suitable procedure would be to base the general outline on Horwood' s report, to extend that outline where possible from information gained since its publication, and finally to leave dangling for the contemplative geologist some of the ideas and problems which ?are currently under consideration. LOCATION AND HISTORY The property of McKenzie Red Lake Gold Mines, Limited, is in Dome township, in the Red Lake mining division of northwestern Ontario. The mine is on McKenzie Island, about four miles north, by water, of the Hasaga mine and old Howey mine.

The recent seismic events have shown that earthquakes have an immense destructive power. Chile was hit in February 2010 with a seismic intensity of 8.8 on the Richter scale, and had loss of about 700 killed persons, while Haiti was hit in January 2010 with 7.0 killing about 220?000 people. The event in Haiti showed that the seismic events can lead to a disaster if no preventive measures are taken. On the other side, the seismic event in Chile has hit a well-prepared country with moderate consequences. The earthquake with 6.6 Richter in Japan in March 2011, have further shown how severe the consequences can be if critical equipment is involved. Fortunately, the equipment in a mine has not the potential hazard as a nuclear power plant. Anyway, we are diligent and it is obvious that the seismic risk may lead to a real disaster even if the probability is small. The GMD is an important component in the grinding circuit of a mine. This paper maps out earthquake-prone areas including expected earthquake magnitude calculated according to relevant standards, focusing mainly on the building code IBC 2009. An overview is provided on how this standard is applied to mining equipment to minimize damage and aid large mills in operation to successfully withstand seismic effects. The differences in stresses and forces on the GMD and foundation are shown based on a turning and stopped mill simulation during an earthquake. The results demonstrate the need to maintain active and operating earthquake detection systems. Aside from detecting an earthquake?s magnitude, the sensor information can also be used to reduce the harmful effects that an earthquake has on mining equipment. As follows the earthquake requirements are defined. The last part of this paper explains how to fullfill these requirements.

We in the SA mining industry continually use imported, foreign safety concepts and systems that will not work fully in a South African context. ?The 4th Wave: Culture-Based Behavioural Safety?, as developed by Lance Bloch, an international award-winning clinical psychologist with 12 years? experience in the mining industry - focused mostly on Platinum - is making waves. He has been very successful in creating people-centred, empowered, high-performance safety cultures wherever he has worked. Not only does the 4th Wave transform the corporate culture of a mine, improving safety and production and building an environment of Ubuntu, but it also uses people?s cultures as a means of winning hearts and minds in the battle for safe production. Powerful relationships are built through engagement at all levels, leading to all being focused on the best needs of the company and its constituents as a whole. The programmes are no less than nation-building - something most necessary in the industry, with the pressures from community, unions, the DMR, and politicians. This presentation will describe and discuss the 4th Wave as an advance on previous safety technology and programmes, as particularly relevant to platinum mining in South Africa today.

"Operational challenges associated with solvent extraction (SX) plants include the effective on-line management of solids introduced from a variety of process streams. Solids are carried over from leaching circuits due to incomplete solid–liquid separation, may be formed as a result of chemical precipitation within the SX circuits, or introduced from downstream electrowinning operations. Solids in SX settlers result in operational challenges that impact plant availability and reduce optimized name-plate design capacity operation. Most available SX crud and bottom solids removal systems are limited in their effectiveness to handle high total suspended solids in SX circuits. Operations are often forced to take settlers off-line for complete removal of contained solids. These cleaning operations are hazardous, high risk, labour-intensive and costly in terms of production down-time and organic extractant and diluent reagent losses. Production pressure results in operations being reluctant to take SX settler units off-line for solids clean-out, resulting in continued operation of the SX, at reduced levels of mass transfer performance. Crud ForxTM is an SX solids removal system, for the on-line removal of interfacial and bottom solids associated with hydrometallurgical SX processes. A case study conducted at Glencore’s Mutanda Mining copper and cobalt operation in the Democratic Republic of Congo demonstrated the effectiveness of the Crud Forx. Benefits identified were an overall improvement in SX fire risk reduction, SX occupational health and safety and an improvement in copper mass transfer. INTRODUCTION Hydrometallurgical copper extraction and purification processes are often associated with ultra-fine solids distribution profiles throughout the process flowsheet (Virnig et al., 1999). The level and impact of the undesired deportment of solids to process streams varies from operation to operation, but the common denominator for all operations that employ solvent extraction (SX) as a copper upgrading and purification step is that, at some stage, they will have to manage solids (crud) within the SX circuit. Available crud removal systems in the industry have had limited success in continuous, effective interfacial crud and bottom solids removal from SX settlers. Most operations use basic removal methodologies which, at best, only result in delaying the requirement for taking the affected SX settler stages off-line for complete clean-out. This operational methodology results in production loss, increased SX organic extractant consumption and adds occupational health and safety risk to SX operations. The integrated Crud ForxTM/Crud FrogzTM SX solids management system assists operations in on-line SX solids management. The system has been proven to significantly reduce the requirement for off-line cleaning of settlers."

SINCE the inception of dredge mining, the attention of engineers and operators has been directed primarily toward mechanical improvements and refinements calculated to, reduce operating costs and to increase recoveries. The result has been to develop an efficient excavating and value-saving machine, which, in some instances, has an actual capacity of 15,000 cu yd. per day. Steel hulls and superstructures minimize the risk of destruction by fire and lengthen the life of the plant. Dredges now restore, to some extent, agricultural possibilities to mined ground. Large buckets, with correspondingly heavy parts, are able to handle heavy wash and massive boulders. Mechanical weaknesses have been strengthened. The use of manganese steel in bucket lines and tumblers permits the application too the bank of a digging force that can be withstood only by solid material, such as rock, cement or frozen ground. Various alloys of steel have been applied to certain duties and experiments in their heat treatment are still progressing. Haulage by tractor or truck is in common use. Discarded and worn steel parts are repaired or rebuilt by the use of the oxy-acetylene flame and the arc-welding machine. Gold and platinum saving is more efficient, although still subject to improvement. Dredging for tin ore is in successful operation. Crews are now highly specialized and experience has developed improved methods of work; particularly in the manipulation of dredges to build levees of tailings and to leave open waterways where desired. To sum up by the distribution of overhead expense over several units, ground under favorable conditions can now be dredge-mined for 5)2 c. per cu: yd., in spite of the increase in cost of supplies, power, and labor during, the past few years. Improvements in prospecting methods, however, have not kept pace with mechanical developments. Standard practices of ; testing ground today produce only wide approximations of values; although they obtain information concerning the character of the deposit and bedrock. It is interesting to note that few important changes in the methods of ten years ago are .to be recorded; the latest comparisons between pros¬pecting results and mined recoveries-have been at such variance as to cause confusion to the operator, and, in a degree, the sacrifice of the confidence of the capitalist. THIS paper does not deal with all sands used in the glass industry in Missouri; it covers only that used in the plate-glass factory at Crystal City. However, it is probably safe to say that other sands, pro- [ ] duced throughout the state for this purpose, are of identical nature. The glass sand used in Missouri is commonly called the St. Peter deposit, which is ascribed to the Ordovician Rock series in the form of sandstone. This St. Peter deposit, aside from a few small outliers, covers a large area of eastern Missouri. It forms, through a broad curve, the northeast margin of the typical Ozark region between Cape Girardeau on the southeast and Mineola, Montgomery County, on the northwest. The belt is extremely irregular, varying from one to ten miles in width; its length is 150 miles in a straight line. [ ] The outcrop near the entrance to the Crystal City mine appears in the form of a sandstone bluff approximately 30 ft. high, running along Plattin Creek (Fig. , I). Above the sand rock an overburden of Joachim limestone appears, which, thickens to nearly 300 ft. and forms the hill commonly called Buck Knob. TRANSFER to the Bureau of Mines of the responsibility for conservation and production of helium, and announcement that a proposal has been made to the President for commercial operation of the Los Angeles has attracted new attention to the helium program of the Government. The matter is one in which mining engineers, and the mining industry in general, have a peculiar interest. Helium is a byproduct of the petroleum and natural gas industry. It is found in certain of the natural gases which have themselves been discovered, in the main, in the search for oil. If it is to be produced on a large scale, the conservation and development of the fields will necessarily be done by the men of the oil and gas industry. There is no known or expected source of supply of quantities of commercial importance save in the natural gas fields. Not all gas wells supply helium and none of them supply it in important percentages. If it were necessary to prospect a field, develop it, lay pipe lines and build production plants for the helium alone, the cost would be prohibitive. On that basis helium would necessarily be restricted to essential war uses, where cost is subordinate to need. As a byproduct of the natural gas in certain, at least, of the fields in the United States there is distinct reason for anticipating that it may be produced in amounts and at a cost that will permit its regular use in commercial airships.

The experimental points which describe capillary pressure curves are determined at apparent equilibria which are observed after bydrodynamic flow has ceased. For most systems, the time required to obtain equalization of pressure throughout the discontinuous part of a phase is prohibitive. To permit experimental points to be described as equilibria, a model of capillary behavior is proposed where mass transfer is restricted to bulk fluid flow. Model capillary pressure curves follow if the path described by such points is independent of the rate at which the saturation was changed to attain a capillary pressure point. Aemodified suction potential technique is used to study cyclic relationships between capillary pressure and moisture content for a porous mass. The time taken to complete an experiment was greatly reduced by using small samples. INTRODUCTION Capillary retention of liquid by porous materials has been investigated in the fields of hydrology,l soil science,2 oil reservoir engineering,3 chemical engineering," soil mechanics,5 textiles: paper making: and building materials In studies of the immiscible displacement of one fluid by another within a porous bed, drainage columnsl and suction potential techniques2 have been used to obtain relationships between pressure deficiency and saturation (Fig. 1). Except where there is no hysteresis of contact angle and the solid is of simple geometry, such as a tube of uniform cross section, there is hysteresis in the relationship between capillary pressure and saturation.2 The relationship which has received most attention is displacement of fluid from an initially saturated bed (Fig. 1, Curve R2), the final condition being an irreducible minimum fluid saturation Swr. Imbibition (Fig. 1, Curve A), further desaturation (Fig. 1, Curve R), and intermediate scanning curves have been studied to a lesser but increasing extent.2 ,3,9-12 This paper first considers the nature of the experimental points tracing the capillary pressure curves with respect to the modes and rates of mass transfer which are operative during the course of measurement. There are clear indications that the experimental points which describe these curves are obtained at apparent equilibria which are observed when viscous fluid flow has ceased; and any further changes in the fluid distribution are the result of much slower mass transfer processes, such as diffusion. "IntroductionThe SABREX Blast Modelling Program was developed jointly by the companies of the ICI Explosives Group, of which C-I-L Inc. is a member. SABREX (Scientific Approach to Breaking Rock with Explosives) is a modular computer program which incorporates new technology with a number of tested programs that have been in use world wide.SABREX predicts the performance of blasts in terms of (I) fragment size and distribution; (2) muckpile profile and face velocity; (3) grade fracture; (4) collar breakage; (5) a rupture envelope which depicts crack penetration behind and beneath blastholes; and (6) a complete cost analysis including explosives, drilling and accessory costs. The predicted blast results are displayed as dynamic colour graphics and in tabular form.SABREX uses data on the detailed geometry of the drilled and loaded pattern, detonation characteristics of the explosives and the dynamic properties of the rock to generate blast predictions. SABREX blasting calculations take into account the effects that shock and quasi-static pressures exert on the rock around the blastholes. While physical effects occur very rapidly in rock blasting, it is possible to view and model the sequence of events as discrete sections.The program can be run on a microcomputer and is currently operated by C-I-L technical service staff in Canada for the use of drilling and blasting operators.Figure I is a diagram representing the modules of the program and associated technology that is used to complement the program.Any, or all, of the modules may be used in a particular study or blast optimization. Because the BOBCAT module of the SABREX program has been described in previous papers(7.8.9), this discussion will concentrate on the newer modules: CRACK, HEAVE, RUPTURE ENVELOPE and to a limited extent, KUZ-RAM, which present a more detailed picture of the blasting process.Each of these modules is discussed in terms of the information they offer the operator in analyzing the blast. Specific examples of recent usage in Canadian mining situations are included to illustrate the ability of the model to produce practical results that can assist in optimizing actual blasting operations or solving problems that do exist."

To convert the railway-bridge across the Oude Maas between Dordrecht and Zwijndrecht into a vertical lifting bridge, a drastic adaptation of the existing piers is necessary. Extra piles have to be placed quite close to the present piers to bear the extra weight of lift-towers and bridge-sections. This article describes the special technology applied to drive steel tubular piles l800 mm. in diameter and 36 m. in length vibration-free into position. At the same time a method of pile-point-reinforcement has been applied to minimize the settlements.

As part of its mine subsidence research program, the Bureau of Mines and the American Electric Power Co. cooperated on a study, conducted at the Price River Coal Co. No. 3 Mine, directed toward developing the capability to estimate the surface subsidence resulting from longwall mining in a geologic, topographic, and mining environment common to coalfields in the Western United States. Subsidence was monitored at the No. 3 Mine over two adjacent longwall panels. The subsidence study area was reduced when the two planned panels were reduced in length because of equipment failure and a mine fire. Subsidence was measured for 21 months. Subsidence continued for 6 months after mining had been completed. A maximum of 2.2 ft of subsidence occurred over the two longwall panels mined at an overburden depth ranging from 300 to 1,500 ft.

A common problem recently encountered with the increase in the rate of input feed at Enrichment Plant 2 of the Sarcheshmeh Copper Complex is the loss of value to the tails, translating to lower recoveries. The feasibility of the direct transfer of part of the high-grade concentrate from rougher stages to an appropriate position along the circuit was studied, and two positions were proposed for direct transfer of the concentrate. One position was the feed flow into cleaner cells, and the other was the feed flow into the recleaner cell. The results indicated that transferring the concentrate from the first unit of the rougher stage to the feed flow into the cleaner cells was feasible, with no limitations, while the second position required the installation of a set of hydrocyclones. It was found that the transfer of concentrate to the proposed positions not only addressed the problem of limited cell capacity, resulting in debottlenecking of the circuit, but also improved metallurgical separation efficiency up to 1.4%.

The following brief paper is intended, to apply to the concentration of the silver-lead ores at Broken Hill, New South Wales, generally, but more particularly to the process as applied to the ores in the Block 10 mine. The attached plans are similar inmany respects to those prepared, recently for the Block 10 company.Most of the information here given is already well known to those members who are conversant with the concentration practices of this field, but it is the writer's object to give just a few of those figures which he found difficult to obtain when first engaging in practical work. At that time no text-books were at hand from which it was possible to get sufficient details for practical working purposes.It is first supposed that the mine has been thoroughly explored and has been found to contain a lbde sufficient in size ·and quality to warrant the erection of a concentrating plant. The points then to determine are:-(1.) The quantity and cost of water available for steam-making and ore-dressing purposes.(2.) The most convenient site for the mill.

"A unique deposit of barite exists near Brookfield, Nova Scotia. The crystals are extremely fine and the whole deposit virtually free of heavy metals. The deposit size was not large enough for conventional uses, such as the production of barium carbonate and drilling mud. In an effort to obtain maximum utilization, a program was begun to determine if U.S.P.-grade pharmaceutical barium sulphate for X-ray diagnosis could be produced. Early work was sufficiently encouraging to institute a development program under the federal Program for Advancement of Industrial Technology. This has been very successfully completed. Canadian and U.S. process patents have been issued, clinical trials have been successful, a production plant has been designed and the plant’s production sold. The processing plant will include magnetic separation for the removal of iron minerals, fine grinding by paddle milling to minus one micron and acid leaching. The process is unique in that at no time is the barium taken into solution.Information is given on the deposit, process, markets, use, plant capital and operating costs, and projected profits. The initial production plant will have an annual capacity of 2,000 tons per year of end product. Capital cost is $850,000 and annual turnover more than $1.5 million. As this capacity only represents approximately 15% of the North American market, rapid plant expansion is foreseen."

A rotary displacement method was used to install permanent steel casings for bored piles through an asbestos tip. This method was chosen in preference to alternative driven systems because it was quieter and more versatile if obstructions were encountered. New equipment was designed and made specifically for the project, and stringent health and safety regulations had to be observed.
