When selecting a solution for improving resiliency at facilities, such as airports, utility and transit sites, there are many options to protect structures and equipment against potential flooding. Each case involves an evaluation of the several key factors such as: design flood parameters, the geography and geological conditions below the site, the facility, and the layout of buildings and equipment to be protected. Upon reviewing these conditions and conducting a cost analysis of various options, the most suitable approach to protecting a facility can be determined. This paper will compare the conditions at various New York City sites, and give detail to the solutions utilized at these sites to improve resiliency and protect each facility. Flood wall types varied as did the strategies for raising critical equipment, to meet the Federal Emergency Management Agency (FEMA) and American Society of Civil Engineers (ASCE) 7 guidelines. Due to granular soil conditions, some sites may experience soil seepage below the flood wall resulting in the need for underground cut off systems. The authors will also present detail regarding the solutions used to control seepage. Various cut off systems will be discussed such as grouting and sheeting, explaining the factors that may impact the choice of systems. Another consideration in flood resiliency is the potential for a buoyancy condition on basement slabs when localized flood barriers are employed on first floor doors and windows. The authors will discuss the potential impacts of this condition on facilities and methods to mitigate this issue. 1. INTRODUCTION New York City is an urban coastal Metropolis with varied geology and low land areas. This includes but is not limited to sandy soils at Coney Island and the John F. Kennedy Airport. Soft marshes are found near Flushing Queens and LaGuardia Airport. Heavy rains and coastal storms caused disruption to daily life and heavily affected the economy of this vibrant City. For instance, in lower Manhattan business was interrupted in the Financial District. Power outage was widespread; commuter trains and subways were stopped and put out of service. Additionally, numerous residential homes were damaged in Coastal Neighborhoods such as the Far Rockaways and Staten Island. 1.1. Superstorm Sandy Flood Statistics On October 29, 2012 Superstorm Sandy impacted numerous facilities in the New York City Metro area. The resulting damage cost New York City more than $42 billion in repair costs. $33 billion was allocated to repair housing and infrastructure, and $9 billion was allocated to protect transit systems1. One of the major issues that impacted the city in terms of its preparedness was the high flood surge. The surge surpassed the former base flood elevation and reached as high as 13.88 feet (above mean lower low water - MLLW) in Battery Park at 9:24pm that evening. Tottenville, Staten Island experienced more damage where the water was recorded at +16 (North America Vertical Datum of 1988 - NAVD88), which is equivalent to 18.7 feet above MLLW (see Fig. 1). Not only was the surge at record levels, the waves in New York Harbor were also at record level where some buoy stations recorded waves of up to 32.5 feet. The City released “A Stronger, More Resilient New York” in June 2013, a plan laid out to rebuild communities impacted by Sandy and improve the resiliency of the infrastructure and buildings in New York City. Figures below help to illustrate the extent of the inundation relative to the projects being discussed.

In developing countries throughout the world, gold ores are being processed by mercury amal-gamation, a technique long banned in the U.S. - unless a retort operation is used for mercury recovery - due to mercury toxicity and its effects on the environment. Amalgamation is a simple process that involves contacting a ground, slurried concentrate or ore with mercury in a slightly agitated vessel, usually for several hours, The amalgamated mercury is separated by gravity and then filtered through a fine cloth to collect the gold amalgam as a sponge, which is then fired to remove the final remnants of mercury and produce high quality gold. However, in Peru and other developing countries in South America and throughout the world, tailings are simply discarded into uncontrolled drainages and ponds and the sponge is fired in the open air. Clearly, in this case, environmental friendly and, to make matters worse, is typically conducted by family members of all ages without proper protection. Furthermore, the technique is inefficient, yielding approximately 50% gold recovery. For the past two years, faculty members from Montana Tech in Butte, MT, USA and the Universidad Nactonal del Altiplano in Puno, Peru have teamed to study the La Rinconada Mine Complex located in southern Peru approximately 100 kilometers north of Lake Titicaca and 25 kilometers west of Bolivia. The mining complex is over 5,000 meters above sea level and exists at the foot of a receding glacier in the Andes Mountains. A suite of soil and water samples collected in 2001 documented extensive Hg contamination in the Rinconada area [1]. The present paper summa¬rizes a follow-up investigation in July-2002, in which water samples were collected at numerous locations along the 200 km length of the Rio Ramis, from the Rinconada mine com¬plex to Lake Titicaca, In addition, we report new results of Hg analyses of fish from Lake Titi¬caca, The results of this study have relevance to safety and health concerns for the miners as well as people in downstream communities.

The adsorptive and granulate forming MetClean™ process has been used at many locations in Northern Sweden, Norway, Denmark, France, Spain, Mongolia, Japan and Australia. It has been pilot tested and used in full scale treatment plants to remove metals from:mine watersleachate from solid waste in incineration flue gasleachate from fly ash damsleachate from landfill and waste ponds.The following paper provides details of pilot and plants tests on the effectiveness of MetClean™ in removing arsenic, antimony, barium, cadmium, copper, molybdenum, nickel, radium, uranium, vanadium and zinc. Results show that MetClean™ may reduce the concentration of these metals in treated effluent water to the one part per billion (ppb) range.The paper also finds that, for specific metals, the optimal adsorption condition depends on the:pH levelmolar relation between the specific targeted metal and the addition of iron (II) or manganese (II)type of oxidation agentssalinity levelpresence of other metals.The most effective pH level varies according to the targeted metal but falls within the pH 5 to pH 11 range. A compromise pH level may be set when more than one metal is targeted for removal at the same time and through only one process step. The removal efficiency of one or both metals may be affected by operating at a compromise rather than optimum pH level.The MetClean process generates non-hazardous solid waste. Keywords: AN-KN Phase Transition, Lattice Parameters of AN-KN, X-ray Diffraction The lattice parameters of the low and high temperature phase of KNO3-rich (in NH4NO3) solid solutions have been determined by the X-ray diffraction method. The low temperature single KNO3 phase (KN II) are from 92%-100% KNO3 in NH4NO3 composition range and from room temperature to 393 K showing in X-ray diffraction patterns. The high temperature KNO3 phase (KN I) showed very broad composition range between 20% to 100% KNO3. The lattice parameters of KNO3-rich (KN II and KN I) solid solutions have been calculated at different temperature range. The volumes of orthorhombic KN II phase decrease from 0.3208(3) to 0.3195(3) nm³ at the room temperature as the compositions increase from 95% to 100% KNO3. The lattice constants of the hexagonal KN I phase show that there is no significant change in a-direction when the temperature increases. Details X-ray results and lattice expansion equations during heating will be presented.

The following is a summary of a very recent report prepared at Texas A&M University for the National Cooperative Highway Research Program and entitled "Downdrag on Bitumen Coated Piles". Anytime the soil settles more than the pile, downdrag or negative skin friction will develop. The load in the pile increases with depth up to a certain point and then decreases down to the pile point. This phenomenon has been quoted as being the number one culprit for deep foundation failures. In Chapter 1, an introduction to downdrag is given. The most common criterion for downdrag is to consider it in design as soon as the settlement of the soil surface after pile driving exceeds 0.5 in. Coating piles with bitumen is an effective way of reducing downdrag forces and therefore allows to use smaller piles for the same load. This results in cost savings. Coating piles with bitumen increase the cost of piles by about 33% and therefore the decision to use bitumen is generally based on economic considerations.

Despite modest improvements in the performance of domestic interest rates and gross national product,1 fixed investment in domestic producers' durable equipment continued to weaken during the second quarter of 1982 and declined at a 12.8 percent annual rate compared with the first quarter.2 Large declines occurred during the second quarter in expenditures on many of the major mineral-consuming industries such as aircraft, computers, agricultural and construction machinery and mining and oil field equipment. These data appear to be consistent with the low level of business investment plans for 1982 reported in the DOC's Bureau of Economic Analysis survey of expenditures on new plant and equipment.3 Domestic and foreign industrial production and mineral industry production activities continued to decline in the most recent period because of weak demand conditions (Tables 1 and 2). The U.S. mining production index declined 7.7 percent between April and June as compared with 1.2 percent for total U.S. industrial production (Table 1).

The Bureau of Mines examined the effects of high humidity and water droplets on the GCA Corp. real-time aerosol monitor (RAM--l). which uses a lO4mm cyclone preseparator. Tests were conducted both in a laboratory and in a full-scale model mine entry. The laboratory tests were conducted in a test chamber saturated with moisture and water droplets. Under these extreme conditions. the RAM-I responded by indicating dust concentrations of 1-1/2 to 2 mg/m3? although the air was dust free. Within the first 2 h of each test. water accumulated in the cyclone and affected the cyclone particle separation characteristics. resulting in readings of 3 to 4 mg/m3. In addition. condensation formed inside the RAM-I case and affected the liquid crystal display (LCD). However. the full-scale mine entry tests revealed that the RAM-I can function ac-ceptably in an atmosphere of water vapor and water droplets similar to the most severe conditions found in an underground mine.

The economics of a mineral processing circuit is dependent on the numerous sensors that are critical to optimization and control systems. The sheer volume of sensors results in mines not being able to keep the sensors calibrated. When a sensor goes off calibration, it results in errors which can severely impact plant economics. Normally, these errors are not detected until the error grows and becomes a large (“gross”) error. Undetected errors are not remedied until the next calibration, which on average are a year apart Beamex (2019) [1] across all industries. Classical statistical methods that depend on linear relationships between input and response variables are typically used to find gross errors, but are not effective for highly non-linear and non-stationary operations in mining and mineral processing industries. Calibration of sensors is time-consuming and generally requires physical intervention that results in equipment downtimes causing production losses. Therefore, in situ detection methods are warranted that do not require physical removal of sensors to compare with standard measurements or well-calibrated sensors. Data-mining based techniques and algorithms have high success rate in tackling such problems. This paper presents results from a groundbreaking multi-year big data research project whose goal was to develop data-mining-based original techniques in a multi-sensor environment to identify when sensors start to stray, rather than wait for errors to grow. The carbon stripping (gold) circuit in the Pogo Mine of Alaska was selected for this project. Maintaining strip vessel temperatures at optimum levels is crucial for maximizing gold recoveries at Pogo, and hence the focus was on the temperature sensors of the two strip vessels. An automated algorithm to detect errors in strip vessel temperature sensors was developed that exploited data from multiple sensors in the strip circuit. This algorithm was able to detect with a high success rate when bias errors of magnitude as low as ± 2% were artificially induced into strip vessel temperature data streams. The detection times of about 1 month were much less than the industry average calibration frequency of 1 year. Thus, the algorithm helps detect errors early, without stopping the circuit. The algorithm alarms can serve as triggers when calibrations are done. Experimental methodology along with results, limitations of algorithms, and future research are also presented in this paper.

AngloGold Ashanti Metallurgy has recently been involved in the successful installation of intelligent, expert control systems on the milling circuits. The benefits of expert systems in these highly interactive circuits are obvious. Existing comminution tools, which have been developed and can now be incorporated into online control, include improved modelling techniques and understanding, robust and competent simulation methods, sampling techniques, and optimization methods. The minerals processing industry has seen the benefits of predominantly research-based centres turning their focus to commercial applications of comminution circuit modelling packages, which in turn can be utilized within expert control systems. Expert mill control has been successfully installed at AngloGold Ashanti South Africa?s Mponeng and Kopanang Gold Plants. Expert control has also been installed at AngloGold Ashanti?s West African Sadiola Mine operation. The implementation of the systems has produced a number of positive outcomes. Plant surveys usually result in the identification of sub-optimal areas, and the control philosophy is then configured to ensure that these areas (along with the entire circuit) are optimized and maintained. Outdated PID loops have generally resulted in oscillatory control with large amplitude deviations from set-point. Significant improvements in SAR Metallurgy operations have been realized, firstly through achieving stability in the load and cyclone control, and secondly through online identification and implementation of optimized set-point conditions for mill mass, discharge density, etc. Soft sensors are configured to accurately estimate parameters that were historically not measurable, viz. breakage rate, mill load condition, onlinekWh/t-75 microns, mill discharge density and cyclone overflow grading. The Mponeng Plant system achieved circuit stability and improved overall grind. The Plant was able to pay back the control installation after 3 months, based on the additional recovery obtained from the finer grind. The system at Kopanang Plant has also resulted in enhanced plant recovery as a result of a finer grind and a lower residue gold content. The payback for this system was calculated at approximately 6 months. AngloGold Ashanti Metallurgy is currently expanding the installation of expert control to its other operations. It is also evaluating the performance of various suppliers of advanced control systems.

The Manhattan section of the New York Water Tunnel No. 3 constructed by the Schiavone/Shea/Frontier-Kemper Joint Venture is a $668 million project. The contract includes a tunnel drive of 8.85 km (29,045 feet), tunnel lining of 14.77 km (48,468 feet)and construction of nine shafts ranging in depth from 143 m (469 feet) to 169 m(555 feet). Construction methods for excavation of the shafts are presented including raise bore, ground freezing, soil excavation, blasting, slashing, muck handling, rock support and shaft final concrete lining.

In constructing the NORAD Combat Operations Center, controlled blasting techniques were employed to achieve smooth walls and to avoid shattering the rock beyond excavation lines. Extraordinary measures were taken to stabilize the rock to permanently preserve the openings. Rock stabilization was accomplished by means of reinforced concrete and gunite linings, rock boltings, installation of chain-link fabric, and epoxy resin and cement grouting. A particular zone of weakness at B vital location was supported by exceptionally thick reinforced concrete lining, rock bolts, and cement grout.

Abstract Earthborne vibrations from blasting and other sources, including rock bursts, can now be recorded effectively. The nature and magnitude of vibrations from various sources have been investigated and certain applications of the knowledge thus gained have been made. Vibrations from blasting have been measured on special equipment over a range from an electric blasting cap at a few feet, through the largest quarry shot in history to date ( 1,-362,985 lb.), to the first atomic bomb, in uew Mexico on July 16th, 1945. Laws relating amount of explosive to amount of vibration at different distances have been developed and tested. Special studies have been made of the effects of vibrations on buildings, particularly from the standpoint of possible structural damage. Recorded vibrations are used to study the effects of modern short-period delay shooting. It ?has been found that short-period delay firing is extremely effective in reducing vibrations under the right conditions, but with certain limitations. In quarry shooting, there appears to be a minimum number of holes below which vibrations are not appreciably reduced by short-period delay firing. In several instances this minimum has been near 7. Vibrations in the ground from rock bursts and the effects of mining in stresesd ground have been studied both underground and on the surface in a search for a rock burst warning system. Introduction Earthborne vibrations from blasting and other sources, including rock bursts, can now be recorded effectively. Analyses of blasting records have been yielding increasing funds of information of practical as well as theoretical interest. The nature and magnitude of the vibrations have been investigated with special reference to their effects on structures.

A new loading apparatus was fabricated and used to conduct true-triaxial compression tests on KTB amphibolite, a crystalline basement rock. Tests in dry jacketed samples reveal that the intermediate principal stress has a significant effect on the onset of dilatancy and on rock strength, contrary to the implicit assumption made by Mohr-type failure criteria. Failure is induced through a shear fracture that dips steeply in the direction of the least principal stress. Experimental results lead to a new generalized strength criterion in terms of all three principal stresses. Unjacketed KTB amphibolite specimens, exposed to confining fluid, are considerably weaker than the jacketed ones, despite the negligible porosity and permeability. Failure is facilitated by several closely spaced subparallel tensile cracks normal to the least stress direction. SEM analysis suggests that microcracks developed upon dilatancy onset are penetrated and extended by the confining fluid, bringing about the unexpected rock failure mechanism at reduced stress levels. Before 1914 , Chile , because of her extensive resources of natural nitrates , practically monopolized the world markets for one of the leading fertilizer materials . Since nitrogen also is an important war material , constituting in fact the principal ingredient in many high-powered explosives , the World War and the widespread insistence upon national self- sufficiency for war materials brought about the development of nitrogen fixation plants in all of the larger countries . The production of by- product ammonia from gas and coke plants was likewise stimulated . As a result , Chile , even after the ocean lanes were reopened , was forced to fight for her lost markets . Since the world capacity to produce is still far in excess of annual consumption , the competition between natural and synthetic supplies has been keen and prices have fallen below pre-war levels . Chile has recently succeeded in unifying her industry , utilizing the most efficient process now in operation, and the Government is a partner in the new company that will take over all of the present producing companies . These developments place Chilean nitrate of soda , in a much more favorable position among the markets of the world . More intense competition will undoubtedly follow and , in order that those interested may become familiar with the fields upon which the nitrogen conflicts of the near future may be waged , the following general summary of the nitrogen industry has been prepared .

The occurrence of dust in mines has always been a source of trouble, but for any years, and virtually up to the beginning of the present century, relatively little of a definite nature was known as to the numerous ill effects of dust in mining operations. Even today, with the west amount of time given and attention paid (for at least 40 years in various, countries) to research and observation en dust in mining, and in spite of the experience with it, much information remains to be obtained, before definite, well-authenticated statements can be made as to numerous features connected with the occurrence of dust in Dines an of its effect upon the health and safety of the worker. One statement that can be made with relatively good assurance of being uncontradicted in that dust is a real menace to the well-being of mine workers, and this includes both health and safety. In addition, dust in and around mines and mining plants is one cause of large financial losses to mine owners and operators. FORMATION OF DUST IN COAL MINES IN THE UNITED STATES One definition of mining is "the processes by which useful materials are obtained from the earth's crust; " since virtually all of the useful materials of or in the earth's crust either are solids or must be reached by penetrating through solids, the materials that are moved in mining must necessarily be broken or disrupted, so that almost every phase of the work of loosening the material and transporting it is likely to produce dust.

The Sectional Committee on Classification of Coals, functioning under the sponsorship of the American Society for Testing Materials and the rules of the American Standards Association, in its 1934 report recommended to the American Society for Testing-Materials5 that Specifications for Classification of Coals by Rank be adopted as tentative. These specifications, slightly modified as recommended by the Sectional Committee, in its 1935 report,6 wore approved as tentative standards by the society in 1935. The specifications rover the classification of coals according to their degree of metamorphism, or progressive alteration, in the natural eerie s from lignite to anthracite. The basic scheme of classification is according to fired carbon and calorific value (expressed in B.t.u.) calculated to the mineral-matter-free basis. The higher-rank coals are classified according to fixed carbon on the dry basis, and the lower-ran]: coals according; to B.t.u. on the moist basis, that is, containing its natural bed moisture but free of visible surface moisture. Agglutinating and weathering indices arc used to differentiate between certain adjacent groups.

The final objective of a mine ventilation project is to find a way of supplying the working faces with the necessary quantity of air to dilute all the possible air contaminants to safe limits and to maintain the temperature, humidity and oxygen content within desirable limits. To accomplish the aforesaid, decisions have to be made at early stages of planning and design of a mining operation. That is, ventilation and mine planning are closely related and interdependent, and experience has proved that improvisation as related to mine environment is rarely optimal in ventilation engineering. Mine management should be concerned with two general aspects of ventilation problems. The first is related to the statuatory requirements which are usually the minimum standards that have to be maintained. During the last two decades, mining laws have become increasingly stringent and management of operating mines had to face the effects of these externalities. In some cases these required either a production rate reduction or additional mine development. The second aspect that management should not overlook is the technical and economical importance of mine ventilation on the overall mining cost. In coal mining it is necessary to move, on an average, five tons of air through the mine for each ton of coal produced. The power cost incurred is perhaps the single most important direct cost assigned to ventilation but it is not the only one. Other costs that should be considered include the supervisory labor cost, fan depreciation and maintenance, doors, stoppings and regulators construction cost and maintenance, the additional mine airways development and maintenance because of ventilation requirements. An effective prototype face support system to minimize rockfalls in rockfall-prone mines was developed and patented during a project sponsored by the Mine Health and Safety Council (MHSC). An experimental development model (XDM) roof support unit was developed and evaluated. Mines with rockfall problems in the face areas can use the roof support system to reduce fatalities and injuries in the face area of stopes. The roof support system consists of two similar support units connected to each other via two crank mechanisms. Each unit consists of a headboard supported by a ?wishbone? structure (top and bottom leg). In the first design a threaded bar with struts similar to a scissors jack keeps the legs apart. (In the final version that was field trialed, the threaded bar mechanism was replaced with a hydraulic cylinder). All the components are manufactured from steel. To move the system forward the first support unit is collapsed, the second remaining in the loaded position. The first unit then hangs from the second unit to which it is connected. The first collapsed unit is then manually cranked forward and prestressed. If the required position is still not achieved, the other unit is released and moved forward. The specification for the system was determined and presented at a workshop with industry participants. Different concepts were developed and evaluated against the system specifications. A technology demonstrator was then developed and tested on surface. The technology demonstrator development process included detail design, building and testing of components and subsystems, design reviews and the building and commissioning of the technology demonstrator. The testing of the technology demonstrator was done in a 500-ton hydraulic press, in a mock-up stope and underground. A risk analysis, in which technical, logistical and economic aspects were assessed, was done to determine the critical areas of the system. During the next phase of the project working prototypes were developed for underground tests and evaluation. This process indicated that it was necessary to adjust the system specifications and a redesign was called for. In an iterative process test units were built for purposes of evaluation, specification verification and field trialing. After the successful conclusion of the trials the equipping of a complete production stope started for purposes of integrating the system into the current mining process.
