Property sales and acquisition are prominent features of today's coal industry. Before selling or buying a site, a company must know the property's economic net worth. Any evaluation of economic net worth would be inadequate if determinations of a property's environmental liabilities and costs were omitted. Short-term and long-term costs can result from liabilities related to reclamation, water treatment, subsidence, and hazardous waste disposal. A structured, interdisciplinary approach can aid in the delineation, summation, and scheduling of these costs and liabilities.

Permissible electric nine lamps are approved with the. understanding that if actively marketed they will be listed in Bureau of Mines publications so that state mine departments, compensation bureaus, mine operators, miners, and others interested in safety equipment for mines may know the permissible lamps available and the important safety features of each. The last list of permissible electric mine lamps was issued as Report of Investigations 33045 in June 1936, a supplement to Bulletin 332.6 All lamps described in Bulletin 332 are either obsolete or have been materially modified, as covered by extensions of the original approvals. These modified lamps and the new designs approved since 1930-totaling 12 cap lamps and 23 lamps of miscellaneous types-comprise the present list of actively marketed permissible electric mine lamps. This bulletin presents the Bureau's test requirements and procedure relative to permissible electric mine lamps and describes briefly the lamps, giving tabulated details of each.

Commodity price down cycles are a fact of life in the mining industry. And companies pre-pare for them as best they can. Evenso, operations are still curtailed or closed during those cycles, profits shrink, layoffs are inevitable and many companies do not survive. However, one of the few good things that occurs during down cycles is the new, innovative exploration, mining and processing technologies that come about during hard times. To survive the lean times, the mining industry turns to improved technology to decrease costs and hold the bottom line. And, because mining is a cyclical business, each down cycle brings about technology improvements that carry over into the good times.

Spodumene was recovered from pegmatite by flotation in laboratory and pilot-plant tests using an anionic collector emulsion. A similar process applied to beryl pegmatite gave encouraging results.INTRODUCTIONOver the past two decades lithium and beryllium have aroused increasing interest in the metallurgical world. Both these light metals have potential uses in nuclear shielding and cooling and in lightweight alloys, and there is a growing demand for lithium chemicals for ceramics, air conditioning and lubricants. The use, technology and history of lithium has been surveyed by Schreck (1961).For many years, the only commercial production of lithium and beryllium was from pegmatite deposits amenable to hand cobbing. The most important minerals of these ores are spodumene and beryl, which are respectively lithium aluminium silicate and beryllium aluminium silicate. Norman and Gieseke (1940) investigated the treatment of lithium ores by froth flotation. The process of flotation of the pegmatite constituents away from the spodumene was applied commercially in 1951, and the operation has been described by Goter, Rainey and Hudspeth (1953). Subsequently, the flotation of the spodumene from the pegmatite was studied by Munson and Clark (1955) and Browning and McVay (1961), and this method has superceded the reverse flotation process commercially. Muskett, Tasker and Hobson (1962), in applying the method of Browning and McVay in pilot-scale tests, reported difficulty because of activation of quartz and felspar by iron salts introduced during milling of the ore.The flotation of beryl, reported by Ashton and Weir...

Faced with a severe disposal problem of their fines from a coal mine in the heart of the Appalachian Mountains of extreme eastern Kentucky, Eastern Coal Corporation has built a special plant to pelletize the fines into high quality coal pellets meeting the requirements of the metallurgical market. These low-ash, low-sulfur pellets measuring 3/4 x 3/8 in. contain less than 1.5% moisture and have the same stability as raw coal of the same size. Although Eastern Coal is mining 6000 tpd, the company had, until recently, no provision to recover the fine coal which was included with the plant effluent pumped to a 12-acre refuse pond. The pond, impounded behind the coarse refuse dump, rose 15 ft last year and obviously no pond can stand many years at this rate. Limited pond space in this rugged area of steep hills and narrow valleys dictated a revised disposal method.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." Mechanical loading, adopted long ago in open-pit, coal, and non-metal mines, was not used extensively in underground metal mines until the World War. In less than a decade it became standard practice in underground work in many mining districts. In 1924 the Missouri School of Mines and Metallurgy, in cooperation with the Federal Bureau of Mines, published a bulletin entitled "Mechanical Underground Loading in Metal Mines," which was prepared by Charles E. van Barneveld, mining engineer, Bureau of Mines.

The Stawell Goldfield, the westernmost of the main Victorian fields, has produced over a million and a quarter ounces of gold from one and three-quarter million tons of ore. The lodes are quartz reefs and sulphide bodies occurring in sediments of lower Ordovician or upper Cambrian age. The lodes are confined to a relatively narrow suite of weak rocks lying between stronger ones above and below and there is a definite relationship between fold structure, pitch and strength of folding and ore.LOCATION HISTORY AND PAST PRODUCTIONThe town of Stawell, situated 150 miles north-westerly from Melbourne on the main railway and road to Adelaide, is the most westerly of the main gold areas of Victoria. Alluvial gold was found at Pleasant Creek (now Stawell West) in 1853 and the usual "rush" followed. Numerous alluvial leads, some surface, others buried under up to 100 ft. of Tertiary sediments were worked. The alluvial gold was soon exhausted, but in 1857 gold-bearing reefs were found on the slopes of a prominent ridge on the northern edgeof the present town. Early reef mining was by small working parties mining to shallow depths only and treating their ore at public crushing plants. Some of the early returns were very high grade. The next stage was the amalgamation of claims and the formation of companies, with their own treatment plants. This stage continued till the last mine closed in 1921. These companies had, by present standards, small holdings and far too many shafts were sunk, resulting in less efficient prospecting and operation.Since 1921 there have been one or two small scale attempts to revive mining but without success. Phosphate fines (size ≤ 45 μm), from the Red Sea Region, Egypt, were subjected to beneficiation process to recover the phosphorite grains from such fines. The sample is characterized by low P2O5 content (18.78%) associated with gangue minerals such as silica (22.77% SiO2) and carbonate (2.01% MgO) indicating its low grade. Phosphate pre-concentrate was prepared by gravity separation, using Falcon, where 63.37% of the phosphate, with 24.94% P2O5, 1.46% MgO, and 10.54% SiO2, was firstly recovered reducing the mass flow to the subsequent beneficiation process. However, the gravity tailing was the feed for the reverse phosphate flotation using bench scale column flotation where oleic acid was used as a carbonate gangue collector and amylase enzyme as a phosphate depressant. Under the appropriate flotation conditions (0.1% amylase, 5·10−4 mol/dm3 oleic acid, and temp. 30 °C), phospho-concentrate assaying 0.61% MgO, 13.14% SiO2, and 27.85% P2O5 with a P2O5 recovery of 55.45%, was finally obtained without the use of expensive depressants, e.g., phosphoric acid or sodium silicate. A tentative flow sheet for the whole process was postulated.

"Shebandowan is about 600 miles west of Sudbury and 50 miles west of Thunderbay close to the trans Canada highway. Shebandowan Lake is about 38 miles long. The ore body is located between No. 1 and No. 2 shafts at the lower end of the lake. The economic mineralization lies between 200 and 2000 feet below. Years ago development of this ore body would probably have entailed draining the lake and using the open pit method to mine the ore.The water of Gold Creek which flows into Lake Shebandowan is representative of all local waters and is very close to rain water in purity. It is obvious that any industrial water discharged would have a measurable impact on the local water. The dissolved solids content is low and consistent with what is normally found in northern Ontario.A Koepe headframe is the only visible evidence of the mine from the lake. The Koepe headframe is esthetically pleasing and quiet in operation. The structure is of concrete to control noise. Noise from ore dumping is controlled by dumping underground to an ore pocket 400 feet below the surface. A 3600 foot conveyor belt carries the ore underground to the mill and is out of sight of the lake and the cottagers. The main objective to all our environmental efforts has been to preserve the natural beauty of the region. The mill is housed in a conventional metal-clad-siding building painted in esthetically pleasing colours. A single service building houses warehouse, dry storage and offices. The area surrounding the mill and service building is paved or grassed and drainage from this area is collected and pumped to the tailings area. Air intake silencers are installed on the compressors which are mounted at the back of the mill. Sound measurements taken on the lake indicate that noise suppression is excellent."

This paper presents the design concept using floating piles to support 2500Ton oil storage tanks on a very soft alluvial clayey soil of about 40m thick in Riau Province of Sumatra, Indonesia. The floating piles of various penetration lengths were designed to support seven numbers of such storage tanks seating on a 20m diameter and 500mm thick reinforced concrete (RC) circular raft. The pile points have been strategically located at the RC raft. Varying pile penetration lengths have been designed to minimize the angular distortion of the thin RC raft and the out-of-plane deflection at the tank edge. Vibrating wire strain gauges were installed at different levels inside the ø350mm prestressed reinforced concrete piles to measure the load transfer profile during the static load tests and water-loading test. The installation and interpretation of the instrumentation are described and discussed. Boreholes, in-situ tests like piezocones, vane shear tests and standard penetration tests, and laboratory testing were carried out to obtain geotechnical parameters for the pile designs. Static load tests were also carried out on the spun piles of varying lengths of 24m, 30m and 36m respectively. It has been demonstrated that the floating pile system can be a cost effective design to support heavy structures on very soft compressible deposits with satisfactory performance. Finally, the design concept validated with the results of instrumentation is discussed.

Mixed cobalt-nickel sulphides precipitated from ammoniacal process liquors derived from nickel sulphide concentrates, mattes, and reduced nickeliferous laterites have been characterized.The mixed sulphides are prone to oxidation on standing and are rapidly leached under relatively mild conditions. The kinetics of the leaching reactions are controlled principally by temperature and oxygen partial pressure. Although the samples have different CO:Ni ratios and have undergone varying degrees of oxidation, there is little difference in their leaching behaviour. The results suggest that a single plant would be able to process mixed sulphides of varying composition. Any copper and zinc present in the mixed sulphides as impurities also go into solution and must be removed prior to recovery of the cobalt and nickel in metallic form.

After some 50 years of worldwide research in relation to coal pillar mechanics and design as well as numerous workshops and technical papers related to these issues there is still some significant disagreement as to the approach one should adopt in the assessment and design of a coal pillar. Of course there are many different types of coal pillars that fulfil a wide range of roles at any particular mine and in this instance it is appropriate to have a 'tailored' approach for each pillar type in relation to the role it fulfils. However where it can become very difficult for the mine operators is when various researchers or consultants use or recommend significantly different approaches for the same type of pillar fulfilling the same role. By 1999 two pillar design techniques had been developed specifically for the Australian underground coal mining industry (ie The University of New South Wales Pillar Design Procedure, UNSW PDP and Analysis of Longwall Tailgate Serviceability, ALTS) and several other pillar design techniques were being practiced by individual consultants. The Australian industry hoped to resolve the issue of what technique to use for each pillar type and role, when it funded UNSW in 2000 to develop a 'Systems Approach to Pillar Design'. The findings of the abovementioned project were published in 2005 and while every attempt was made by UNSW to include the views of various local and overseas researchers and consultants it would be fair to say that a unified approach to pillar design in Australia was not adopted as a result of that project. This is the experience of one country where there has never been one central group solely undertaking such research in relation to pillar design (such as the Chamber of Mines in South Africa). This paper explores the Australian experience in terms of pillar research and what that experience may offer to researchers in Australia and other countries. At the First Australasian Ground Control in Mining Conference (2003) the first 'update' of the ALTS Design Methodology (ie ALTS II) was presented. In subsequent years the ALTS database was continually updated and significantly expanded such that it now includes detailed information in relation to both the tailgate (148 cases) and maingate belt road (58 cases). In addition to tailgate roof support and chain pillar design, the current version of ALTS (referred to as ALTS 2009) includes a maingate belt road roof support design module. This paper is also intended to update and summarise the development and application of the ALTS Design Methodology for longwall gateroad design over the last decade both directly and in the context of coal pillar research conducted in Australia over the last 15 years.

The small party of mining men who formed the original Mount Morgan Syndicate in 1882, commenced operations on the top of the mountain with what were practically nothing more than small hillside quarries, It was not until 1891 that underground stoping began, and open-cut mining therefore commenced with the commencement of operations. This hillside quarrying, however, seems to have been quite haphazard and unsystematic ; there is no trace or sign of any properly devised mining scheme. This can be seen plainly enough from an examination of old mine plans; for in less than five years after stoping was; adopted, the open-cut was down into the stoped-out ground. The following table, prepared from these old plans, shows the downward trend of the excavation in the past fiftyseven years:-

This inventory of the industrial mineral resources of the Pacific Northwest indicates that each of the States comprising this great region annually produces nonmetallic materials valued at mans million dollars. Commodities or their products that have a large, localized market predominate. These include Portland cement, sand and gravel, stone, clay, and lime. The region's output of magnesite, vermiculite, pumice, and diatomaceous earth is outstanding. The magnesite deposits of Stevens County, Wash., are the largest and most important in this country. Mast of the domestic vermiculite production is obtained from deposits in Lincoln County, Mont. Oregon and Idaho rank third and fourth, respectively, as domestic pumice producers. Production data for diatomaceous earth show Oregon second and Washington fourth among the producing States.

The Birmingham Coal and Coke – Knight Mine is a single seam coal mine in central Alabama. As pit development progressed in 2013, concerns over increasing vibration levels resulted in modifications to the blasting program that inhibited shot size and coal recovery. By January 2014, while still over 1,400 feet (427 m) from the regulatory seismograph, vibration levels climbed above 70% of the mine permit limit, even with triple decking of holes and reduced burden and spacing. At this time the decision was made to commit to the use of signature waveform analysis and precision programmable electronic detonators to minimize vibration and maximize the amount of coal that could be recovered before vibration levels reached permit limits.

? THE man is always greater than his work.? The training of the men who are to develop the mineral resources of the world is the most important problem connected with mining engineering. It becomes ever more important to civilization as the mineral wealth of the earth approaches exhaustion. I have therefore decided to consider a few of the more important problems arising in the training of the mining engineer, and especially those arising in America. THE PECULIAR NATURE OF MINERAL WEALTH. Mining and Agriculture are the two fundamental arts. Without the latter our existence would be precarious; without the former, our civilization impossible. Agriculture furnishes that regular supply of food and raiment which leads to the growth of large communities in which cultivated leisure first becomes possible; while raining furnishes the metallic thread from which is woven that complex fabric we call civilization. But in these two arts the conditions for success are widely different. Most of the crops that the farmer reaps may be harvested year after year, and the proper fertilizers being added, he may continue the annual harvest indefinitely, while, as a result of cultivation, his farm becomes yearly more valuable. But the crop the miner reaps can be harvested but once in the history of the race. Our mineral wealth has taken unknown ages to mature in the bosom of the earth. "While conducting investigations in connection with the helium program of the Bureau of Mines, the Cryogenic Laboratory has improved an apparatus for the rapid and accurate determination of the helium content of natural gas and gaseous mixtures derived from that source. The separation of helium is effected by the use of activated coconut charcoal which, when cooled to liquid-air temperatures, absorbs the nitrogen and other constituents of the gas, leaving the helium in a. spectroscopically pure state. This absorptive property of activated charcoal was discovered- by Dewar3/ in 1875. Several years later, while conducting their original researches on helium in natural gas, Cady and McFarland employed the charcoal method for the absorption and removal of the common constituents of natural gas and constructed an efficient apparatus in which this operation could be effected.4/ Shortly after initiating the government's helium activities during the World War period, the Bureau of Mines adopted, with Minor modifications, the Cady and McFarland apparatus and method of analysis. Seibel.5./ described this modified apparatus and method of procedure as part of a publication on helium-bearing natural gas. Subsequently, the Bureau's apparatus for helium analysis has been simplified and improved to facilitate more rapid and positive operation. The apparatus and method of procedure now being used by the Bureau of Mines Cryogenic Laboratory arc described in this paper.The personnel of the Bureau of Mines Cryogenic Laboratory has improved and brought the helium apparatus described herein to its present state of perfection. The writer's contributions have been-of minor importance, and he wishes to give the various members and former members of the laboratory staff full credit for the improvements they have made. He also desires to express his appreciation for suggestions and criticisms offered during the preparation of this paper to the following members of the Petroleum and Natural Gas Division, Bureau of Mines, which now includes the Amarillo Helium Plant and Cryogenic Laboratory: H. A. Cattell, chief engineer; C. W. Seibel, supervising engineer of the Amarillo Helium Plant; W. M. Deaton, chemist-in-charge of the Cryogenic Laboratory; and H. S. Kennedy.The quantitative determination of helium in a gaseous mixture is accomplished by the removal of the other constituents from the sample, either by chemical or physical Means, leaving only the helium which can be measured directly. Chemical methods, when applied to natural gas, require the burning of the hydrocarbons in oxygen, the, absorption of the resulting carbon dioxide in a caustic solution, the removal of the excess oxygen in a suitable solution such as an alkaline pyrogallate, and the elimination of nitrogen by sparking or by combination with hot calcium or magnesium.. Such procedures are very slow and tedious compared with the physical method which employs the absorptive property of activated charcoal to effect the separation of the other constituents from the helium."
