Historical mining operations in Colorado and other western states have resulted in thousands of remnant mine openings. Many are sources of metals loading and acid water generation in surface and ground waters. It is estimated that more than 965 km (600 miles) of streams in Colorado have been impacted by past mining activities. The Animas River watershed in southwestern Colorado is one of the most heavily affected areas in the state. Abandoned mine features pose significant safety hazards to those who enter them. These hazards can include bad air, unstable rock or falls into open shafts, stopes and winzes. Backcountry skiers and snowmobile enthusiasts are particularly vulnerable to falls into snow covered mine openings.

The first order of business this morning is remarks by the Honorable Russell Train, Under Secretary of the Department of Interior. Mr. Train. MR. TRAIN: Thank you, Mr. Rigg. Lest you think that Hollis Dole is not interested in this symposium, let me just say that fie is flying back from Australia just to be here. He is heading up a United States delegation in Australia meeting on resource problems in the Pacific. And I believe he will be here about noon.

It is often necessary for a mining company to extract coal from a seam underlying a previously mined coal seam. The impact of the overlying mine workings on the stress distribution within the underlying mine workings is very difficult to assess without the use of numerical modeling techniques. This paper demonstrates the usefulness of applying numerical modeling to evaluate alternate startup-room locations for a longwall panel considering the effects of multiple seam interaction. MULSIMIPC, a code adapted by the former U. S. Bureau of Mines, was used to compare stress patterns in two proposed startup-room locations. These model results were not only compared to each other, but also to results from a model with no overlying mine workings to provide baseline criteria for evaluation of the two proposed startup-room locations. The numerical modeling study was successful in providing useful information to the coal company and the regulatory agency (MSHA), resulting in a mine design that was both safe and efficient, and prevented the sterilization of a large volume of coal reserves.

The practice of using partly depleted oil reservoirs for gas-storage operations is proving successful. Moreover, this practice provides a method of secondary oil recovery when gas is cycled at full-storage reservoir pressure. Because of the relative newness of this operation, a study was undertaken to assist engineers in developing improved gas-injection and production procedures and in calculating the amount of gas needed for completely repressuring reservoirs. This paper is the third in a series reporting the progress of a study by the Federal Bureau of Mines of reservoir performance during complete gas repressuring and gas cycling. A procedure for estimating secondary oil recovery by this method is also under study. One report (7)3/ describes the laboratory equipment. The other report (8) gives (1) data on the New York City field, Clay County, Tex., which has been converted to gas-storage operations; (2) laboratory data from research with a model oil reservoir, in which primary production, complete gas repressuring, and gas cycling for the New York City field were simulated; and (3) theory to explain reservoir performance during gas repressuring.

This paper describing the mining practices at the Chino mines at Santa Rita, Grant County, N. Mex., is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Nevada Consolidated Copper Co., Chino mine's, operates an open-cut copper mine at Santa Rita, Central mining district, Grant County, N. Mex. This mine is located about 16 miles east and slightly north of Silver City, the county seat. The ore is-transported in standard railroad cars by the Atchison, Topeka & Santa Fe Railway Co., approximately 10 miles to Hurley where it is milled. The concentrated are shipped approximately l'70 miles over the same railroad to the smelter of the American Smelting and Refining Co., at El Paso, Tex. (fig. 1)

M-30, Madrid’s inner ring, covers 42 sq km of the city centre where one million people reside. It was constructed in several phases during the sixties and the eighties. The design criteria applied to those phases were different and were not always homogeneous with urban roads with lighting regulation as well as speedways. These areas had a heavy concentration of access and exits and there had been made many changes on the number of traffic lanes which has caused heavy traffic congestions and high accident rates. The environmental impact and noise pollution in residential areas are also consequences of M-30. The Madrid Major took a decision at the beginning of the present legislation, based on socio economic and environmental evaluation; rebuild the M-30 with the following sustainable mobility principles: Underground transfer of a considerable portion of the main ring and some of its links replacing some parts of the surface with new green areas in order to reduce the environmental impact. Increase the traffic capacity, improving the traffic continuity and fluidity and eliminating the lighting regulation areas, which is one of the main congestion problems currently. Increase the traffic safety with clear signalling information panels and avoiding difficult maneuvering. Redesign the links with the high capacity radial highways and other connecting lanes of the city. The project is worth 3.7 billion Euros. In 2007, when the construction is completed, it is expected will save 14 million of journey hours that represent 4.5 million Euros saved in fuel consumption per annum, There will be a very significant reduction of 35,000 tons of CO2 in terms of pollution and 400 less car accidents. Those values will increase even more in the following years. The areas beside Manzanares River, running parallel to the M-30 on the western side of Madrid, will be highly enhanced. Better water quality and the recovering of the green areas existing in old times will also return for the citizen’s enjoyment. TUNNEL CROSS SECTION OF CALLE 30 SOUTH BY PASS One of the major challenges of the new Calle 30 is actually not only the related to the main road but also to the link with the A-3, with highway to Valencia. This link is currently the most congested area and has one of the highest traffic densities of Spanish roads, with more than 250,000 vehicles/day. The remodelling of this area is the principle objective of the South by-pass. The tunnel is the only answer for this by-pass as the road alignment will go among buildings. Three drilled foundations for an elevated water-tank were instrumented, tested and monitored during construction and the first two years in service. One shaft was load tested by the Osterberg method. A void was detected in one shaft by cross-hole sonic logging, pulse-echo logging and concrete coring. The void was instrumented, hydrostatically tested and pressure grouted. The shaft was ?abandoned? and replaced by two smaller shafts with a straddle beam cap. One of the replacement shafts and the cap were instrumented. The strain that appeared in the abandoned shaft, the replacement shaft and the cap were monitored during the remainder of the construction, through the commissioning test and the first two years of service. The results demonstrate the precision and sensitivity of the vibrating wire strain gage.

A tractor-integrated version of an explosive ripping system was developed for mining application. This system utilizes diesel fuel and a tractor-mounted blower supplying 30 psig compressed air to a two-stage combustion chamber to produce a high pressure (600 psia) gas charge. The charge is rapidly released into the rock formation near the tip of the ripper. The system, mounted on a D9 tractor, was tested at several quarry and mining operations to investigate rock fracturing effectiveness. Although the results of comparative ripping passes conclusively demonstrated that the system increases rock fracture, performance of the system is strongly dependent on rock morphology and properties as well as basic performance of the tractor-ripper. The theory of conventional and explosive ripping modes is described and existing correlations of seismic velocity and ripper performance are shown to be in error.

Surface deformation monitoring is required all over the mining industry. For example oil and gas companies need this information to support exploration and production activities and to detect impacts from surface subsidence of existing hydrocarbon fields. Also opencast mines require large area information of subsidence due to dewatering of the overburden. Because of this, a lot of surface deformations measurements with GPS or traditional geodetic measurement techniques have been conduced during the last decades. This paper presents the actual capabilities to analyze GPS data using the state of the art Bernese GPS Software for GPS post processing. A new way of monitoring subsidence is a combination of GPS and satellite InSAR data. Considering this it is hoped that a combined strategy will permit receiving overall more information by integrating high point density of InSAR and accuracy of GPS. DMT is one of the leading actors on GPS services especially for monitoring surface movements from underground activities e.g. mining, water pumping or oil and gas exploitation. The paper will discuss preferences and problems of this approach on results of a current project of DMT.

In the year 1581, the counselors of King Philip of Spain suggested to that monarch that a canal across the Isthmus of Darien would open the west coast of the South American continent to Spanish miners and explorers, enlarging and expanding the flow of precious metals then just beginning to trickle across the path cut by Spanish Conquistadors, from old Panama to Puerto Bello on the east coast. The King sent out a party of surveyors and explorers under the command of a young engineer, Savadaerro, who returned after two years, reporting upon a location for a canal which was virtually adopted by the French engineers employed by De Lesseps, who in 1877 commenced the work of constructing the Panama Canal-296 years after Sava- daerro's first survey was begun. The suggestion for an Isthmian canal, made to the king at a time when Spain was a proud, virile nation and when that country was contending with England in the fields of discovery and conquest, represents a measure of vision that has never failed to intrigue the imagination. That the young Spanish engineer recommended an undertaking so gigantic in conception that it took three and one-third centuries for its completion from the time it was first visioned matters little. Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor -- will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

The Falconbridge Matte Leach Process yields high-purity nickel chloride by selectively dissolving nickel from copper-nickel converter matte with hydrochloric acid , purifying the solution by solvent extraction and crystallizing NiCl2 4H2O by further acidifying the purified leach liquor. In the Kristiansand Matte Leach Plant, a granular oxide is produced by high-temperature hydrolysis of the nickel chloride for subsequent reduction to a high-purity granular metal product, designated NICKEL 98. This paper describes the investigation of on alternate route to processing nickel chloride in which high-quality cathode nickel is produced by electrowinning from all- chloride electrolyte. The investigation was made in a pilot circuit containing two production-size electrowinning tanks operated in conjunction with the commercial-scale leach plant.

It is with great pleasure that we announce the availability of this fourth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment. On behalf of the members and leaders of the IPMI, we hope you will find value in this new publication.

Amongst those whose task it is to design tumbling mills and other comminution machines there is an almost religious divide between devotees of the Bond method and devotees of other methods developed in more recent times. For a decade or so the issue was between the Bond power-based methods and the JKMRC (JK) simulation based approach. The newest method to challenge the status quo is power-based and was developed by Steve Morrell. As the title suggests, this paper will take some liberty at concluding that Fred Bond and Steve Morrell may be separated by history, but not by their approaches to their individual contributions to the science of comminution. Another driver for the paper is that although it is good to have diversity of thought, the existing divisions are problematic for those of us signing public disclosure documents. If alternative design methods produce materially different outcomes for the mill duty, then at least one of them is wrong or being used incorrectly. At some point the unsustainable argument may need to be put in a court of law that we metallurgists have two or more materially different design methods, each of which is correct! Therefore, perhaps a resolution is needed before this occurs?The works of both Fred Bond and Steve Morrell are each directly related to their contemporary grinding mill design and operational environments. Both their approaches are empirical, borne of observing and measuring real world situations. Both worked with theories that preceded them, gathered their own data and then each saw shortfalls in the status quo.Fred Bond was an escapee from revolution, a victim of The Great Depression, and had several near death experiences during his early site-based career. Perhaps he was fortuitously rescued from himself when asked by Allis Chalmers (A-C) to set up its rock testing laboratory in Milwaukie in 1930. Fred’s testing led him to conclude that neither the Kick nor the Von Rittinger theories explained his measurements. His writings on the failings of these old theories caused a divide between devotees of the old and new methods at that time. After many years, and much thought and plotting of data (the old way!), he came up with his now-famous equations (and his Third Theory) which have stood the test of time, certainly in the world of Bond-era machines.Coming from England via several African diamond mines, Steve Morrell immersed himself into the comminution world of the JK in Brisbane about a decade after Fred passed on. The JK had developed its semi-autogenous grinding (SAG) simulation framework using its own pendulum breakage tester, itself a derivative of the twin pendulum impact device invented by Bond decades earlier. At the JK Steve developed his authoritative Tumbling Mill Power equations and was involved in real world analysis of comminution problems on the global stage. Steve’s JK experience coincided with the demise of the rod mill, the rise of autogenous grinding (AG) and SAG milling and a rapid expansion in concentrator capacity.Morrell left the JK to pursue his own interests, which included ongoing consulting work, now demanded by the comminution world. He then turned to investigating a growing list of discrepancies between the opinions of designers and theoreticians, and the factual outcomes. The Morrell Method of design arose from this re-examination of ore testing, real world operating data and these glaring and expensive discrepancies between design and outcome. Phase designs are the foundation upon which all open pit mine sequence optimizations and budgets should be built. Unfortunately, at times, mine engineers skip the step of developing realistic pit phase designs - designs that include access ramps and mineable widths. Without mineable phase designs, their optimized schedules are based on theoretical pit shells or ?quick-and-dirty? plans with no ramps. The output from such optimizations is almost always overly optimistic. Without mineable designs, the production estimates are misleading, because they overestimate ore, and underestimate waste stripping requirements. Worse yet, when plans are not based on realistic phase designs, they can point to exactly the wrong decision in feasibility studies (i.e. ?go? when it should be ?no-go?). This paper discusses the importance and features of good pit phase design, and demonstrates the pitfalls of relying on optimized production sequences that are not based on properly designed pit phases.

The U.S. Bureau of Mines has designed and evaluated total mill ventilation systems at two different mineral processing operations. Both systems have proven very effective at reducing respirable dust levels throughout the mill in a cost-effective manner. A 25,500-cfm system installed at a clay processing mill provided approximately 10 air changes per hour. This system reduced respirable dust concentrations by approximately 40 pct throughout the mill building. The second evaluation was performed at a silica sand operation. Tests were performed with 50,000 and 100,000 cfm of ventilation to the mill building, corresponding to 17 and 34 air changes per hour. Average mill-wide respirable dust reductions were 36 and 64 pct, respectively. Not only did these systems reduce respirable dust concentrations and increase visibility throughout the mills, they were also easy to install and required minimal maintenance. A total mill ventilation system provides a general purging of the mill air; the system should be viewed as a supplemental technique to assist other dust control systems in operation.

Australian mining and engineering companies have increasingly been investing in the mining industry in Brazil. It is a country of enormous mineral and agricultural wealth, with a well-established mining sector. Some Brazilian mining companies and personnel have been journeying in the opposite direction. There are significant differences in the approaches to engineering between the Australian and Brazilian industries that can cause confusion for companies operating in the other country. These range from differing expectations during the various stages of feasibility studies to style of plant and contracting strategies during the construction phase of projects. Some of the differences are driven by tax regimes, labour costs, or different settlement patterns. Others are the result of different histories and pressures on the industries in the two nations.This paper describes some of the differences in approach found in the two countries and some of the reasons for them.

Retreat or pillar recovery mining redistributes the overburden weight onto the adjacent coal pillars in a room-and-pillar section. The additional stress and the resultant energy stored in the remaining pillars can become so great that pillars may bump or violently fail. An investigation at the Gary No.2 Mine was conducted to examine the effectiveness of the thin pillar mining method for mitigating bump occurrences. Field observations were made and instruments were installed to monitor pillar behavior during extraction. Stress monitoring instruments and roof-to-floor convergence stations were installed in pillars and entries and crosscuts, respectively. Results indicated that high pillar stress concentrations occurred in these bump-prone geologic conditions. The thin pillar mechanism, the creation and progressive outby movement of an expanded yield zone, was also monitored through the instruments. The expanded yield zone, a result of using thin pillars in a highly stressed pillar line area, mitigates bump risk.

"Global Positioning Satellite (GPS) based positioning and navigation systems have been recently developed and implemented by AQUILA Mining Systems Ltd. on blast hole drills and electric cable shovels in Canadian open pit coal and iron ore mines. These systems enable the location of the drill bit or the shovel tracks to be accurately determined in three dimensions. The position of the drill or shovel is displayed to the operator via a real-time, Moving Map Display (MMD) on an LCD-VGA screen. The MMD allows the operator to accurately navigate the drill from blast hole to blast hole or maintain a desired shovel grade or face position, with respect to displayed bench features. The maps for the MMD are downloaded from the mine office via laptop or radio link as required or as mining plans change.To obtain reliable, accurate and real-time3D positions of mobile mining equipment, proven GPS technology has to be utilized. The GPS components need to operate reliably under the severe environmental conditions that exist on board mobile mining equipment. In addition, they have to contend with varying pit geometry’s and satellite configurations, with little or no performance degradation. These issues were initially examined in December1993 during a feasibility project between AQUILA and Gregg River Resources Ltd., in relation to implementing GPS systems on blast-hole drills.To achieve certain design objectives, AQUILA Mining Systems Ltd. has developed navigation systems for cable shovels and blast-hole drills based around off-the-shelf, high precision GPS components. These systems utilize the AQUILA Advanced Monitoring Platform (AMP), to display graphically, via the MMD, shovel grade and drill position to the operator to within ±12 inches of design coordinates. Production prototypes have been installed on a Marion 301 cable shovel and a Bucyrus-Erie49-R Series III drill at the Fording River Mine in August, 1995, at the Wabush Mine on a Bucyrus Erie 190-B shovel in June, 1995, and on a GD120 drill at Gregg River Resources Ltd. in January, 1996. All these systems have undergone field trials to test system components and functionality’s under actual production conditions. This paper will discuss these GPS-based positioning and navigation systems in subsequent sections."

"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted the Bureau's Mount 'Weather Testing Adit,Mount Weather, The author acknowledges the assistance and cooperation of Wing G.
