INTRODUCTION The impact of taxation differs substantially from state to state in a complex fashion that depends on both the physical characteristics of a mineral deposit and on the price of the mineral commodity relative to its costs of production. A comparative analysis of the tax structures of eight states (Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Wisconsin) showed wide variations in rates of return for any given type of mineral property, with no state having either the most burdensome or least burdensome tax structure under all circumstances. Three hypothetical mineral operations were analyzed: a producing open-pit copper property, a non-producing underground platinum operation, and a non-producing underground gold operation. None of them corresponds exactly to an existing property. Each of these property types is further defined to have ore feed grades at three different levels, leading to three potential profitability levels, referred to in this paper as "economic", "marginal" and "subeconomic". Thus the differential impact of state tax structures is measured for mineral properties of different types, as well as for different profitability levels. Montana is used as the base case. This study does not address the topic of corporate structures or tax consolidation. There are no costs assumed external to the operation of the deposit (e.g. exploration to locate additional deposits). Two types of analyses were performed for this study. The first calculates the total cumulative tax payments in each state using all applicable taxes (including U.S. federal income taxes and examines the resultant differences in discounted cash-flows rate of returns DCFROR's amoung the eight states. The second is a sensitivity analysis that examines each type of state tax separately (i.e. state income, property, and severance taxes) in order to isolate and examine the differences in tax payments that are due to the difference in rates and methods of computing specific types of taxes in each state. The results of this study serve to illustrate the complex nature of interactions among various taxes. For example, property tax is a deduction in calculating severance tax in some state. Changes in property-tax and severance-tax payments both enter into the calculation of state and federal income-tax liability. This, in turn, could change the timing and usage of tax-loss carry forward amounts and investment tax credits. Additionally, the physical characteristics of a property, the method and costs at which the mineral will be extracted, and the profitability level at which each property operates will affect tax treatment. Each mineral operation was evaluated at three different predetermined profitability levels, referred to using the terms economic, marginal and sub-economic. These three profitability levels are defined by the ore feed grades of the primary commodity that yield in constant terms, approximately an "economic" 18% DCFROR, "a marginal." 10% DCFROR, and a "sub-economic" 5% DCFROR, respectively, under the Montana tax structure. In the analyses, the mining and processing parameters for each of the three types of properties were assumed to be identical for each of the eight states. It was assumed that each operation produces at full operating capacity throughout its life. This implies the level of mineral commodity demand will support the inferred commodity price, such that each operation will be able to sell all its output. The analyses performed for this study were done using a comprehensive economic evaluation simulator that is used in the Bureau of Mines, Division of Minerals Availability MAS program to perform DCFROR analyses. All economic evaluations performed upon these data (see appendix 2) were in constant January 1981 dollars. "INTRODUCTION Tunnel is a closed space structure and it is necessary to ensure the sufficient time and route for safe evacuation for the tunnel users in case of a tunnel fire. In order to do so, damages and collapse of the tunnel linings and the secondary disasters can be avoided. Furthermore, the road tunnel is one of important infrastructural facilities and stopping its function for a long time for a tunnel fire could cause a great economic loss. Therefore, the tunnel structure shall be the one which can be repaired as soon as possible, and the fire protection methods need to be selected among those which enable the service to start as early as possible. The necessity of the fire protection works is evaluated for the tunnel structure with the consideration of the expensive tunnel construction cost and the economic effects of the tunnel service. Naturally, the fire protection works, which can protect the tunnel linings from the tunnel fire with small repairs, are inevitable. Design engineers of the fire protection works estimate the scale of fire from the degree of damages on the linings and its repair cost, the effect of fire extinguishers placed inside of the tunnel, the secondary disasters in accordance with the tunnel lining damages if any, and the ratio of fire protection cost calculated from tunnel operation cost. Based on this information, the engineers design the fire protection works according to the permissible limits Among the design cases of the tunnel fire protection in Japan, as shown in Table 1, there is no cases that used the fire temperature-time curve to design the fire protection works for large fire caused by vehicles catching fire. However, the most of cases used 30-60 minutes for fire duration based on the entry prohibition of dangerous goods carrying vehicles or the effect of early fire fighting. This paper will study the variation between different methods used for fire protection in road tunnel in Japan to evaluate them and try to found some recommendations. Especial l care will be attention to Polypropylenes (PP) which is starting to be applied lately."

In 1999, the Mineral Development Centre of CVRD (CDM) acquired a flotation device referred to as Mini Pilot Plant (MPP), which is able to run continuous flotation tests with drill core samples. Since then this equipment has been used to define the flotation circuit and process conditions during the pre-feasibility phase of CVRDÆs copper sulfide projects. Until now, the MPP results had not been validated for an industrial flotation operation. The present work consists of a comparison and correlation of the results from a flotation MPP and an industrial plant. In order to make this comparison, an industrial plant was completely sampled and the feed ore was tested on bench scale and on a MPP. The metallurgical and mass balances of each test were used for the comparison.

In previous research, the laminated overburden model from the LaModel program was effectively integrated with Analysis of Retreat Mining Pillar Stability (ARMPS) through ARMPS-like input to create a laboratory version of the new ?ARMPS-LAM? program. This program takes the basic ARMPS geometric input for defining the mining plan and loading condition, and then automatically develops, grids, runs, and analyzes a full LaModel analysis of the mining geometry to output the section stability factor (SF), all without further user input. The initial ARMPS-LAM results were encouraging with a case history classification accuracy of 55% to 71%; however, a few of the input variables that were nominally included in the SF calculation showed independent significance in the classification accuracy. Therefore, in order to further improve the accuracy of the ARMPS-LAM program, an investigation of the SFs calculated by the new ARMPS-LAM program and the ARMPS program is detailed in this paper. The initial results of a linear correlation between the ARMPS-LAM SF and the ARMPS SF showed a strong correlation (R2 = 0.88), with the ARMPS-LAM SF averaging about 8% higher. The difference in SFs between the programs were further investigated, and, ultimately, the results indicated that the laminated overburden model as implemented in ARMPS-LAM distributes relatively more load on the section pillars for depths less than about 1,000 ft and less load for depths more than 1,000 ft. The results of this research highlight the potential for improving the ARMPS-LAM program in the future by implementing a more accurate loading calculation on the section pillars.

After water leaching of an acid baked REE concentrate, impurities such as Fe, Al, Th, and Cu are removed by neutralization with different reagents such as NaOH, Mg(OH)2, MgCO3, CaO, and CaCO3. Among these chemicals, lime (CaO) and limestone (CaCO3) are the preferred reagents due to their low costs. However, because of calcium sulfate dihydrate (gypsum) precipitation, they are not so common in industry. One of the disadvantages of gypsum precipitation is the adsorption of REE to the precipitates, losing a fraction of REE to gypsum which is hard to recover. In this paper, batch and continuous conditions in the impurity removal process using limestone are investigated and the differences between these two processes are examined. Based on the experiments, REE uptake by gypsum significantly increases in continuous processes, and different gypsum morphologies are observed.

IN Chemical Phenomena of Iron Smelting, Mr. Bell gives the weight of materials required to fill furnaces of various sizes at the Clarence Works ; as this differs very much from the weight required for furnaces at Glendon, where anthracite and magnetic and brown iron-ores are used, a comparison is interesting. Taking furnaces at Glendon of 4800 and 11,900 cubic feet capacity and comparing them with the Clarence furnaces of 6000 cubic feet and 11,500 cubic feet, we find that the 4800 cubic feet at Glendon and the 6000 cubic feet at Clarence required respectively-

"Tunnels and galleries are the most important structures in coal mines. They are used for variety of purposes, such as transporting ore and people and for ventilation. A well-designed support system is necessary to stabilize structures and prevent collapse.Using rock bolts increases the strength of the rock in which tunnels are made. Rock bolts are used extensively in most underground mines today, and coal mines are no exception. Almost all galleries in a typical coal mine use some type of rock bolt, at least, as a means of partial or supplementary support.In this research, changing the support system from expensive methods to the use of rock bolts as the primary means of support is discussed, with the focus on a particular gallery in Hejdak coal mine. Visionary design methods, in conjunction with rock mass classification schedules, were used to determine an optimal rock bolt pattern. For this purpose, rock mass rating (RlVIR) and quality index (Q) classification systems were used. Several empirical methods were also used to design an optimal pattern for rock bolt installation in the particular tunnel under analysis.As such, the tunnel support system was designed using both finite element and empirical methods. Finally, the results obtained from both numerical and empirical methods were compared under different load conditions. The methodology prescribed in this paper, together with the comparison, can be a useful tool when selecting a support system. The results can also be used to design a support system in this and any other coal mine with similar conditions.INTRODUCTIONSince the advent of underground excavation techniques, one of the biggest challenges has been stabilizing tunnel walls and preventing roof collapse in tunnels and other underground openings, such as galleries. Loose rocks and layers drop into tunnels and galleries, except in very hard rock. Underground roof collapse and falling rocks can have devastating effects on the safety of operation personnel and equipment and can seriously affect production. When designing an underground coal mine, the stability of tunnels and galleries is an important parameter that should be studied carefully because it has an important role in the production process of the mine. Therefore, an appropriate and well-designed support system is necessary for preventing collapse and helping to stabilize the tunnels and galleries."

Many a deposit estimation has been carried out since geostatistical methods were first implemented. To date however few mining programs have totally been completed and even fewer comparisons can be drawn between estimated reserves and extracted ore tonnages. Aluminium Pechiney work a number of bauxite mines in Southern France. As from 1969 they modified their deposit estimation methods, giving up traditional approaches and opting for geostatistics. At that time, the authors of this paper were entrusted with the first geostatistical estimations and in particular, those concerning the deposits mentioned herein. Over the past decade a number of deposits have been worked out and we thought it interesting to report about comparative results. French bauxite deposits are of the karstic, as opposed to the lateritic, type. The bauxite, formed at some distance of the present-day deposit, was brought to and trapped in limestone karst pits. Subsequent physical and chemical alterations may have taken place : silica and carbonate drifts, recent karst slips. The morphology of these deposits is often rather complicated. The deposits are small from a few hundred thousand to a few million tons at the most. The overburden thickness usually precludes open mining. Mining investments and financial risks are often high, making it necessary to obtain optimal information on the deposit considered for mining. For the three cases brought up in this paper, deposit sizes, exploration methods and conclusions differ. They are brought up mainly to show the advantages inherent to a quality geostatistical study and the lessons drawn by Aluminium Pechiney.

For life-of-mine planning, as well as for short- and medium-term planning of grades and mine layouts, it is extremely important to have a clear understanding of the patterns followed by the distribution of gold and uranium within the mining area. This study is an attempt to reconcile the geostatistical approach to the determination of ore-shoot directions, via an analysis of the spatial distribution of gold and uranium values, with the sedimentological approach, which is based on the direct measurement of geological features. For the routine geostatistical estimation of ore reserves, the Hartebeestfontein gold mine was divided into 1I sections. In each of these sections, the ore-shoot directions were calculated for gold and uranium from the anisotropies disclosed by geostatistical variogram analyses. This study presents a comparison of these results with those obtained from direct geological measurements of paleo-current directions. The results suggest that geological and geostatistical studies could be of significant mutual benefit.

The applicability of Bieniawski and Hoek-Brown empirical strength criteria has been assessed for different groups of coal and various types of intact rocks by using a vast number of published triaxial test data from various places. Analysis of individual data sets revealed that the traditional forms of the criteria do not have a perfect agreement with the data. A strong negative correlation has been observed between B in Bieniawski's criterion and m in Hoek and Brown's criterion with uniaxial compressive strength of materials. Both criteria have been modified and empirical relationships have been introduced for coal as follows:m = 62.903 - 34.213 (log pc) 0.9772B = 10.152 - 4.709 (log pc )0.8889Similar relationships have been developed for different rock types as well.A comparison between the applicability of each of the above approaches with the conventional criteria reveals a very significant advantage for new approaches and a supremacy for the Bieniawski criterion in all cases particularly in the case of coal.The modified Bieniawski criterion fits coal as well as different types of rocks with excellent accuracy.The modified Hoek-Brown criterion gives a good result for rocks but does not fit coal data quite well. In other words, Hoek-Brown criterion is not an suitable one for coal.

A 20L ignition test chamber has been used to test suspensions of 7 UK and world traded coals in air and O2/CO2 mixtures typical of oxy-combustion conditions. The coals varied in rank from sub-bituminous to bituminous and were tested in varying concentrations from the ignition limit to 400g/m3. Following each successful test the combustion residue was collected, weighed and analysed within a thermogravimetric analyser, allowing Q factors to be estimated. The ignition limit varied slightly in air, but was mostly around the 200g/m3 level. With the exception of Coal C, which was much harder to ignite, it correlated roughly with coal rank. The ignition limit changed significantly with O2 concentration when in mixed O2/CO2 gases. Only a few high volatile coals ignited in 21% O2/CO2 v/v, and then only with a 2500 J, rather than a 1000J, igniter. An increase in O2/CO2 levels to 30 or 35% gave ignition patterns similar to those carried out in air with a further increase to 40% having little additional effect. In addition the minimum ignition concentration decreased with increase in O2. Heterogeneous combustion or gasification of the coal by CO2 appears to be confirmed by comparing weight loss results for air and O2/CO2 mixtures respectively for an equivalent peak pressure rise.

"INTRODUCTIONCrossrail will provide London and the South East of England with a world class, high-capacity railway to ease congestion on London’s public transport system and enable better access between business, residential and entertainment districts. At the heart of this £14.8bn scheme lies Farringdon Station, which will form a major interchange between Crossrail, Thameslink and London Underground. The £400m Farringdon Crossrail station was awarded to a joint venture of BAM Ferrovial Kier (BFK) in 2011, and comprises two ticket halls, two platform tunnels and a multitude of connecting tunnels all constructed using open face sprayed concrete linings (SCL). BFK appointed Dr. Sauer & Partners (DSP) as their specialist SCL designer. As the main contractor for both C300/C410, the Western Running Tunnels and Station Caverns, and also for C435 Farringdon Station, BFK were in a unique position to develop strategies to reduce cost, time and risk for the Client. One such innovation involved the continuation of the TBM drives for the running tunnels right through the length of the new Farringdon platform caverns. This created large diameter precast concrete pilot tunnels for the subsequent platform enlargement using SCL. The benefits of such an approach are described in detail by St.John et al 2015. BFK also introduced another alternative strategy to reduce cost, time and risk, by proposing to abandon the TBMs in the ground (“Turn & Bury”) permanently rather than recovering them through the ticket hall shafts. This de-risked the programme, enabling critical ticket hall construction to proceed unhindered. However, one consequence of this revised strategy was an area of increased underground congestion, with two SCL tunnels (RTE2 and ES2) and a bored tunnel (complete with abandoned TBM) in close proximity to a ticket hall excavation (see Figure 1) and a sensitive, listed railway structure. Faced with this complex geometry, and combined with challenging geotechnical conditions (Gakis et al 2015), the team chose to install enhanced monitoring to study the behavior of tunnel RTE2 and provide additional assurance that the tunnels were performing as predicted. Applying advanced 3D numerical modelling and taking into account the residual tensile strength of the SCL helped avoid unnecessary reinforcement installation in primary lining and/or early installation of a secondary lining in RTE2 prior to ES2 construction."

1.0 FRAMEWORK FOR COMPARISON This document describes the decision factors that bear on the selection of the modulation process for the wireless underground medium frequency (MF) communication system. The selected modulation process must satisfy the Bureau of Mines stated objective of improving general communications within an underground mine. The improvement being sought includes the development of a wireless communication technology of measurable benefit to both mine safety and mine productivity. The improvement will allow wireless communications paths to exist between roving miners. The wireless communication paths will also be made compatible with the existing underground telephone system to extend paging and voice communication throughout the underground mine. The new wireless equipment will include man-pack, vehicular, repeater, and base station transceivers. Repeaters and base stations will feature coupling networks for interfacing with the existing telephone circuits. Frequency modulation (FM) and single sideband (SSB) modulation processes are analyzed in view of the special conditions associated with underground mining. Of primary importance is the tremendous electrical noise generated in an operating mine that could adversely affect communications quality. High noise coupled with high attenuation rate of near field signals forces the communication system to be inherently short range. SEVERAL very interesting articles have been written on the caving system of mining, but most of these papers have dealt separately with the slusher system or the chute and grizzly system. In this paper, a comparison will be made of the two methods, both of which are being used at the Climax mine. The mine is on the Continental Divide, in central Colorado, at an altitude of approximately 11,500 ft. above sea level. The long, cold winters, characteristic of the high Rockies, create a number of operating problems not usually found in other mining areas. THE ORE BODY The Climax ore body is just east of the Mosquito fault. This structural deformation has brought the granite on the east against the sedimentary rocks on the west. The ore occurs in an intensely altered granite and schist around a silicified granite core. The ore is in a highly fractured zone of moderate silicification. The principal mineral, molybdenite, is found in these fractures. Barren dikes of granite porphyry cut through the ore body and core with no apparent regularity. The grade of the ore is fairly uniform and gradually decreases toward the footwall core and also into the hanging-wall granite. The footwall and hanging wall are determined entirely by assays. The ore body is roughly dome-shaped, with the apex truncated at the surface. It is covered to varying depths with talus. A horizontal section of the ore body on the Phillipson level appears as an annular ellipse surrounding the footwall core. The ring of ore varies in width from 300 ft. to as much as 800 ft. The north-south axis of the core is about 1200 ft. and the east-west axis is about 1800 ft. In the ore zone, the rock is sufficiently strong to maintain reasonably large openings, and openings larger than haulage drifts usually have to be supported. The ore is cut by a great many fractures and shears and breaks into rather large blocks when caved, necessitating considerable secondary blasting. The waste that overlies the ore body breaks relatively fine in comparison with the size of the blocks of the caved ore and tends to run through the broken ore in the cave, causing dilution unless the draw is carefully controlled. MINING SYSTEMS For several years the ore was mined by the chute and grizzly system, a system that differs from that used in other caving mines only in the size of openings and equipment. The compilation of the sampling nomogram is an essential tool in the optimization of a sampling protocol and allows the operator to track the change in relative variance of the sampling error (the Fundamental sampling error) during steps of comminution and mass reduction in the process of recovery of the aliquot for analysis. The data required for the compilation of the nomogram are centred on the sampling constant K and the exponent, alpha (a) of the nominal fragment size. Five methods for establishing K have been identified, but two of them, the duplicate sampling analysis method and the heterogeneity test method purport to provide such constant. The step by step procedure for each of these two methods was examined using broken ores from three mines, Mponeng mine, Kloof mine, and Lily mine. Two of these mines (Mponeng and Kloof) are typical Witwatersrand-type gold mines, and the third is an Archaean-type shear related gold deposit situated in the Barberton Greenstone belt. The results suggest that the factor K derived using the heterogeneity test is very accurate, but applies only to a single size fraction in the spectrum of comminuted materials. The calculation of gold grain sizes using this method appear to be too small and do not conform with the results from detailed mineralogical studies. The factors K and alpha derived using the duplicate series analysis are appropriate for use across a wide spectrum of comminution sizes and also provide realistic gold grain sizes, comparable with the equivalent circular diameter of gold grains identified in mineralogical studies of the ores.

"Nanocrystalline fluorine doped tin oxide (Sn02:F) thin films were produced by the spray pyrolysis technique (SP) on glass substrates at a substrate temperature T, = 450 ° C. The hydrated stannous chloride (SnClz.2H20) was used as a precursor and ammonium fluoride (NH4F) and hydrofluoric acid (HF) were used as the doping compounds. A comparison between the compositional, morphological and optical properties of the films obtained by using the two doping compounds was performed by using scanning electron microscope (SEM) observations, energy dispersive spectroscopy by X-rays (EDAX) and transmittance measurements. It is found that the films prepared by using HF have larger grain size, and higher fluorine content than the films prepared by using ~- In addition these films have higher transmittance and higher direct optical bandgap energy. These results are interesting for the use of Sn02:F as a forecontact in CdS/CdTe solar cells.IntroductionTin dioxide is an n-type, wide bandgap semiconductor (about 3.5 eV) and in the form of thin films, it is a transparent conducting material, characterized by high optical transmission (80- 90%) [l]. Sn02:F is the most widely used transparent-conducting oxide material. The transparent-conducting thin films of this oxide are used as electrodes in a variety of optoelectronic devices, as heat mirror coatings in 'smart windows' for buildings, in automobile and airplane windshields, in incandescent light bulbs, in flat-plate and concentrating solar collectors. Tin oxide and zinc oxide, in thin film configuration are technologically important materials because of their applications in photovoltaic cells [2].Among various dopants for Sn02, fluorine is often preferred, because fluorine doping results in films with high transparency and good conductivity [3]. By exploring the literatures, it was found that different sources of fluorine were used to produce Sn02:F thin fihns, among which are ammonium fluoride (NH4F) and hydrofluoric acid (HF) are the most used. Some researchers used~ [2, 4-7] and others used HF [3, 6-8] for doping Sn02 films. Gordillo et al.[7] used both of NH4F and HF and showed that the resistivity of thin films obtained by using HF was lower than that of similar films obtained by using NH4F by a factor of 2.2. They also found that the films obtained by using HF have more random orientations."

"SnO2:F/CdS:In structures were prepared by the spray pyrolysis technique on glass substrates at a substrate temperature Ts = 450°C. NH4F and HF were both tried as the sources of fluorine in the precursor solution of SnO2:F. A comparison between the properties of structures obtained by using the two doping compounds was performed. X-ray diffraction (XRD), scanning electron microscopy (SEM) and transmittance measurements were used to characterize the films. The structures prepared by using HF as a fluorine source were found to have more ordered crystal growth, larger grain size and sharper absorption edge. From the inspection of the first derivative of the absorbance it is expected that more interdiffusion on the SnO2:F/CdS:In interface takes place in the structures made by using HF. These results confirm that these films are better as forecontacts for CdS/CdTe solar cells.IntroductionThin film CdS/CdTe solar cells built in the superstrate geometry rely on transparent conducting oxides (TCOs) to make the front contact The investigation of combined CdS-TCO films has recently been developed owing to the great interest of better understanding the effect of these bilayers on the absorbers [1]. Usually SnO2 is utilized as a front contact for these solar cells. Optimizing the properties of the SnO2/CdS structures is an important step on the way to get high performance CdS/CdTe solar cells.There are different methods to prepare SnOz thin films, such as reactive sputtering [2], evaporation [3], chemical vapour deposition [3, 4], dip coating [5] and spray pyrolysis [6-9]. At the same time CdS thin films can be prepared by different techniques such as chemical bath deposition [10], thermal evaporation [11], screen printing [12] and spray pyrolysis [7, 13]. However, the spray pyrolysis technique is a very low cost and simple technique that enables intentional doping and getting large area and uniform thin films [14]. For these reasons it is choused to prepare SnOz and CdS thin films in this work. To improve the properties of these compound semiconductors, SnOz was doped with fluorine and CdS was doped with indium where such doping is well known for these compounds."

This paper presents a comparison between the simulations of a semi-empirical model and a theoretical model for the prediction of radial stress in rock. The results of the simulations were compared to the results of a field test. The comparison of the radial stress predictions shows that in the semi-empirical model use of the plane wave approximation as the basis for the prediction of the radial stress provides a much better result than the theoretical model. The theoretical model includes the correct elastic wave geometry and theory but fails twice, firstly by considering the charge as a point (unit) energy source therefore; and secondly by using a Delta function with a very sharp rise and decay time to simulate, with no distinction between non-linear and linear zones, the attenuation of the energy per unit volume at the shock wave front as the wave moves away from the borehole. The results of the semi-empirical model were within the same order of magnitude as the results from the field test whereas only one result from the theoretical model came close to the result of the field test. However, even this closer result for the theoretical should be taken with caution as there was no measurement in the field test made at this distance from the borehole. Finally, because of its potential portability, convenience, and cost-effectiveness the theoretical model can be a most valuable tool for mining and civil construction operators in the early design of blasting rounds and of the mining operation itself.

This Bureau of Mines study describes the development of a large-scale, three-dimensional, finite-element model of a deep-vein Coeur d?Alene District mine. The three-dimensional model was prepared from combined digitized mine maps and generated levels that may also be analyzed as independent two-dimensional models. A comparison of the stress changes and displacements was made following a simulated vein excavation in both the three-dimensional and two-dimensional models. A one-cut excavation was simulated with the two-dimensional model and a multiple-cut excavation was simulated with the three-dimensional model. The compared results from the two analyses are discussed in terms of the inherent differences between the models.
