The Gulf Coast States ranging from South Texas to Alabama contain vast resources of lignite ranging in energy content from about 4000 to 7000 Btu/lb (as-received) with sulfur content ranging from about 0.5 to 2 percent. Currently, the strip mining rate is about 35 million tons per year in Texas and essentially zero in the other Gulf Coast states. Estimates of future mining rates are as high as 310 million tons per year by the year 2000 with 240 being in Texas. In this paper, we examine the life cycle of the surface mineable lignice based on the most recent estimates of surface mine recoverable resources with two scenarios. The first indicates that a 310 million tpy rate could be sustained for only 15 years while the second scenario suggests that the 310 million tpy could be sustained for 25 to 30 years. If lignite resources are required beyond those that are surface mineable, the deep basin lignite will be developed. Five strategies for developing deep basin lignite are discussed.

The US Bureau of Mines investigated rapid froth flotation through more efficient bubble-particle collisions that improved the overall flotation kinetics. An in-line static mixer efficiently mixed the bubbles, water and ore, selectively attaching these bubbles to the hydrophobic mineral's surface. As the mixture entered the flotation chamber, the hydrophobic mineral was already attached to the bubbles and was quickly floated away from the remaining ore pulp. The rapid flotation system was evaluated for beneficiation with a western porphyry copper ore containing 0.67% copper and with a phosphate-bearing amine flotation tailings sample containing 9.5% P2O5 in a quartz matrix. Over 88% of the copper was recovered from the ore in a rougher concentrate containing 5.9% copper at a rate seven times, faster than conventional flotation. Sixty percent of the quartz in the phosphate-bearing sample was floated at a rate four times faster than conventional flotation. The unfloated product retained 80% of the phosphate in a 16.9% P2O5 concentrate.

In conjunction with steady increases in production levels, longwall operators have applied greater quantities of ventilating air and spray water in an effort to control respirable dust and/or methane. Air velocities greater than 7.6 m/s (1,500 )fpm) have been measured on longwall faces. Operators have expressed concern over the potential entrainment of respirable dust at these high velocities. The greatest likelihood for entraining dust into the high-velocity airstream may occur as shields are advanced, allowing relatively dry particles to fall from the shield canopy directly into the airstream. Laboratory tests to simulate dust liberation during shield movement were conducted at the Pittsburgh Research Laboratory of NIOSH at velocities ranging from 2.0 to 8.2 m/s (400 to 1,600 fpm). Airborne dust samples were obtained with personal impactors to quantify the size distribution and concentration of the dust entrained at the various air velocities. Statistically significant increases in both total and respirable dust concentrations were measured as test air velocities were increased.

Nonliving waste biomass consisting of Aspergillus niger attached to wheat bran was used as a biosorbent for the removal of copper and zinc from aqueous solutions. Copper and zinc uptake by the biomass obeyed Langmuir isotherms. The binding capacity of the biomass for copper was found to be higher than that for zinc. The metal uptake, expressed in milligrams per grain of biomass, was found to be a function of: •the initial metal concentration (with the uptake decreasing with increasing initial concentration), •the biomass loading (with the uptake decreasing with increasing biomass loading) and •pH (with the uptake increasing with increasing pH in the range of L5 and 6.0). The metal uptake was significantly affected in the presence of a co-ion. The uptake of copper by the biomass decreased in the presence of zinc and vice versa. The decrease in metal uptake was dependent on the concentrations of metals in the two-component aqueous solutions. The effect of copper on zinc uptake was more pronounced than the effect of zinc on copper uptake.

This paper examines the economics of acquiring mineral exploration rights by royalty-rate bidding when the royalty basis does not provide for full cost recovery. Bidding takes place prior to exploration and the documentation of actual tonnage and grade. Consequently, it increases considerably the risk to exploration capital when the fraction of cost recovered is small and the product price exhibits large fluctuations. Price and grade risk are demonstrated on a 360-Mt (400-million-st) porphyry copper deposit by Monte Carlo simulation of discounted-cash-flow analysis. Copper price is modeled as a stochastic price process, and costs are based on US Bureau of Mines cost models. When both grade and price risk are considered, the probability for a negative NPV is 0.54, given a royalty rate of 5% applied to a basis that allows the recovery of costs up to 50% of product price. Investment risk could be considerably reduced by defining the royalty basis to allow greater cost recovery. Although such a basis would require society to share in the risk, society would benefit from greater resource development.

This study deals with carrier flotation of cerium dioxide, a surrogate of plutonium oxide, which is the major contaminant at the Nevada Test Site (NTS). The objective of this study was to determine the feasibility of using carrier flotation for remediation of the site. In this study, a - 200-mesh fraction of pure cerium dioxide was used. Oleic acid was used as the collector, while calcium carbonate was used as the carrier. Mechanical-cell tests were conducted to float the surrogate from a mixture containing uncontaminated NTS soil, both in the absence and presence of the carrier. It was found that the addition of the carrier drastically enhanced the flotation recovery of cerium dioxide. The flotation recovery of the surrogate increased from 34% to 65% by adding only 0.5% calcium carbonate (-150 mesh). The recovery further increased to 95% by adding 10% calcium carbonate. The flotation method utilizing a carrier of calcium carbonate seems to have a high potential for the remediation of the soil contaminated with radionuclides at the NTS.

Santa Rosa is a mid-Tertiary, volcanic-hosted, gold-silver deposit. Current proven and probable reserves are 8.9 Mt (9.8 million st) grading 1.5 g/t (0.044 oz/ st) gold, minable by open pit and amenable to heap leaching. It is the product of hydrothermal mineralization along an arcuate segment of a caldera collapse ring fault in a probable maar volcanic setting. This segment was later broken by radial faults. Gold at Santa Rosa occurs principally as electrum, finely disseminated through intermediate tuffs, and associated with pyrite. The nearby Alto de la Mina deposit displays stockwork silica-pyrite-gold in a tectonically and hydrothermally shattered andesite flow. Miocene epithermal mineralization was accompanied by central silicification and pyritization and more distal argillization. An andesite flow cap rock at Santa Rosa played a pivotal role as an upward permeability barrier. Highest gold grades and most intense alteration occur closest to the ring faults and immediately beneath the andesite flow. Supergene alteration effects on the gold distribution are minimal.

Water from the Forest Queen mine adit near Silverton, Colorado drains into a natural wetland. Because the pH of the water averages 5 and the iron concentration averages 18 mg/L, it was thought that the wetland might naturally treat the water. Of most concern with respect to the aquatic environment is zinc whose concentration averages 0.60 mg/L. Starting in October 1997, the surface waters, ground waters in the peat substrate, and the sediments in the wetland were sampled and analyzed four times over the course of four months. The adit water primarily remains as surface water where Fe, minor amounts of Al, and no Zn are removed. After the adit water enters the peat, then it is found that the pH rises to 5.8-6.5 and sulfate is reduced. The removal of Zn and A1 is caused by these two changes. However, Fe in its reduced state is quite soluble and may be remobilized in the reduced environment of the peat.

The Little Boulder Creek molybdenum deposit is in central Idaho, in the White Cloud Range about 3.2 km (2 miles) northeast of Castle Peak, the highest peak in the range. The elevation of the deposit is about 2591 m (8500 ft). The deposit is accessible only by helicopter or by a 12.9-km (8-mile) trail from the county road along the East Fork of the Salmon River. The nearest towns are Clayton [25.7 km (16 miles) northeast], Stanley [33.8 km (21 miles) northwest], and Ketchum [45 km (28 miles) south-southeast]. The principal known deposit at Little Boulder Creek is called the "North Zone." In this zone, the molybdenite occurs both in stock- work veinlets and disseminated through metamorphosed quartzite of Pennsylvanian age. Pyrite is ubiquitous, averaging perhaps 0.05%. Scheelite and/or powellite are present in trace amounts. An intrusive quartz monzonite stock, probably of Cretaceous age, bounds the deposit on the west. A steep fault which drops Tertiary age Challis volcanics into contact with the mineralization limits the deposit on the east.

The only previous attempt to use a tunnel boring machine in the rock formations encountered in New York City was unsuccessful. However, technology has been developed since then which made a new attempt a practical proposition. Nine thousand feet each of 8'6" and 11'0" diameter tunnels were driven in Manhattan schist using Jarva TBM's together with 1100 ft. of the smaller diameter driven conventionally in Inwood marble and earth. (1) The selection of tunneling method was largely based on the need to avoid community reaction and hazardous tunneling conditions where the larger diameter tunnel passed beneath residential structures in poor condition in seamy and blocky rock. Experimentation with cutters and cutter mountings indicate that good cutter life and ease of change are available. It was found practical to use unusually large muck cars for an efficient muck disposal system. Conventional tunneling was successfully executed beneath a subway station whose invert was less than seven feet above the crown of the tunnel. Attempts at chemical consolidation and dewatering were unsuccessful in the earth section which was completed under compressed air.

HAC®s have found commer­cial application in widely varying materials (including coal, refuse, coarse ores [-250 mm], hot clinker, municipal sludge, wood chips, gypsum, slag, excavated earth, various grains and RDF), at widely varying throughput rates from 0.27 to 4250 t/h. The conveying profiles have varied widely and elevating heights range from 3.66 m to 175 m. HAC®s have found application in coal, copper and iron mining, and preparation, in municipal waste treatment, rapid transit projects, pulp and paper mills, cement plants and in gold mining. While noting a wide variety of applications in general, the present writing focuses on Newmont Gold's HAC®, near Carlin, Nevada, which elevates very coarse gold ore to the screening plant. Additionally, upcoming HAC® applications in gold mining are discussed and a proposed multi-flight vertical HAC® system from a deep underground mine is described.

The role of bacterial oxidation in the mining industry is becoming more widely accepted. Western Australia has accepted the technology as a pretreatment for refractory gold concentrates more readily than most. The third of such plants has been completed at the Y ouanmi Gold Mine. This is situated approxi­mately 500 kilometres north east of Perth, in the Yilgarn mineral field. Y ouanmi concentrates are produced from underground ore and contain arsenopyrite and pyrite as the main sulphide miner­als. Refractory gold from this deposit is generally associated with the arsenopyrite portion of the material. Gold Mines of Australia Ltd ("GMA") initiated pilot scale testing at the BacTech premises in November 1993. The decision by GMA to use BacTech's technology was announced in February 1994. Design and construction commenced at this time. Bacterial growth on site was initiated in July 1994 and continuous opera­tion began in the October. Concentrate was added at 0.5 tonnes per hour and this has increased to 1 tonne per hour.

A concentrate biooxidation process was successfully demon­strated in the field in a remote part of northwestern Mexico. A 275 tonne (300 st) biooxidation heap was constructed using GeoBiotics' proprietary GEOCOAT™ coated concentrate process. The pyrite/chalcopyrite/sphalerite concentrate was bioox­idized in the heap for 60 days. Cyanide leach recovery of the con­centrate increased from 68% gold recovery at a cyanide consump­tion of 1.6 kg NaCN/g Au (llO lbs/oz) in the as-received concen­trate, to 94% gold recovery at a cyanide consumption of 0.37 kg NaCN/g Au (27 lbs/oz) in the biooxidized concentrate. The heap was constructed at a rate of7 tonnes (7.5 st) concentrate per hour, using typical heap leach equipment and easily scalable methods. Heap operations demonstrated that energy dissipation in the humid summer environment was easily controlled by low pressure aeration and management of solution chemistry and application. Observations of the demonstration heap appear to support the presence of reflux of moisture within the biooxidation heap.

INTRODUCTION Radcont is a program designed by the author of this paper for the industry to use as an instrument for radiation contamination evaluation and ventilation planning system. Radiation in mines are associated with the mining of gold and gold bearing minerals, as uranium and thorium is incorporated in the mining of these minerals. Radiation contamination in South African mines is not a new concept as it was investigated by the Chamber of Mines in the early 1960's and found not to be hazardous at the time. Since some of our mines export scrap metal to customers abroad, it came to light (1991) that some of the scrap metal was radioactive. The authority that oversees the nuclear aspects in South Africa is the Council for Nuclear Safety (CNS). They investigated these matters and found that the mines needed further information regarding radioactive material and the handling of these contaminated materials. As the various mines were licensed (with various conditions incorporated) thereafter, the mines had to do their own investigations as to what extent their properties (Surface and underground) were radioactively contaminated. Some mines were found to be highly contaminated over the years of operation and controlling conditions were installed and measures installed to reduce the contamination levels. One of the conditions when issuing a licence by the Council for Nuclear Safety (CNS), is that a screening survey be carried out to determine the radiation exposure levels and corrective action to be taken if necessary. These surveys must be done by a person trained in the required procedures for such a survey. The person must also measure the risk correctly and assess the results properly. In such a survey, the internal and external exposure levels must be determined to assess the total exposure of persons working in those conditions and take appropriate action if necessary. When doing such a survey, hundreds and more likely, thou- sands of data points are recorded. In order to assess the data recorded, various integrated and difficult calculations need to be made, and takes up enormous amounts of time. (This excludes the interpretation of the results ) The following explanation of the program shows the different parts of such a survey assessment calculations to be done. The paper details the program layout and the different sub- sections within the primary program. It must be stated that the program, as with any other program, is as accurate as the data inserted into the data base. The program and details thereof are given under the following headings: 1. TOTAL EFFECTIVE DOSAGE WITH REGARDS TO: • GME required gravimetric results obtained (mg/m3) • Thick layer or total contamination measured (Bq/m2) • Dry condition surveys with dust loads taken as a Standard l0mg/m3 • Wet conditions survey with dust loads taken as l mg/m3 • Airborne long lived alpha and beta activities as determined by analysis in Bg/m3 • LTD (Thermoluminescent Dosimeter). Results as obtained from the SABS (South African Buro of Standards) are recorded in this section for each month of the year for each individual worker. An average dose is then determined at the end of the year. • Bucket measurements as recorded. • Smear samples (Loose contamination). As determined by Electra or by analysis • Occupational factors for Metallurgical and Engineering occupations in and around the Metallurgical facilities of your mine. • All underground dosage determination and calculations. (Radon and Thoron) 2. INFORMATION REQUIRED WHEN PROGRAM IS INITIALISED: As the program is started, it opens up on the contents page. Here there are various options to choose from, but one is cautioned as a beginner in operating the program, not to perform any tasks before carefully reading these instructions. Firstly, one must go to the 'Information required" pushbutton. Press this button. In order to insert all the required information for the pro- gram to calculate the information required, one must proceed further by entering the area names surveyed in the spaces provided. INTRODUCTION The Chimney Creek Gold Mine (Gold Fields Operating Co. - Chimney Creek) is located 47 miles northeast of Winnemucca, Nevada, at the northern end of the Osgood Mountains. The operation is a wholly owned subsidiary of Gold Fields Mining Corporation, the North American branch of Consolidated Gold Fields PLC, London, England. The plant started up in November, 1987, less than three years after discovery of the orebody and three months ahead of schedule. Ore is mined in an open pit and is processed by combined dump leaching and milling techniques for gold and silver recovery. The mine is set to produce approximately 150.000 ounces of gold and 50,000 ounces of silver per year over a 12 year life at current reserve estimations. The mine was designed and constructed at a cost of $79.3 million with engineering and construction services provided by Davy McKee Corporation, San Ramon, California. Key Gold Fields operating staff were involved in the design of the facility from the start of the project: The Mine Manager, Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist were all involved full time on the project within 5 months of the first ore discovery. Emphasis was directed at optimizing operating efficiency and in particular minimizing labor costs in the plant. It was recognized that a high level of instrumentation and control would be required to achieve this. The risk associated with the instrumentation and control systems implemented was to be minimized by using equipment and systems that had been proven in industry while utilizing the most cost effective, state-of-the-art technology available. The reliability of the overall control system was considered to be critical in view of the cost of downtime associated with the gold extraction plant. BRIEF PROCESS DESCRIPTION The dump leaching process treats approximately 1.2 million tons per year of low grade ore at an average grade of 0.035 oz/ton. Run of mine material is dumped on a lined leach pad and weak cyanide solution is applied by drip irrigation. Pregnant solution run off is pumped to carbon columns in the milling plant for gold recovery and the barren solution returned to the dump leach circuit. Average gold recovery is 60%. This process has little instrumentation and control associated with it. The milling operation treats 700,000 tons annually of higher grade ore (0.200 oz/ton initially, dropping to an average of 0.135 oz/ton after first two years). Recovery is directly related to head grade (fixed tail assay effect) and currently averages 96%. A single pass through a jaw crusher reduces run of mine ore to minus 12 inches. The ore is stockpiled and reclaimed by loader for grinding in a two-stage milling circuit consisting of a SAG mill and ball mill, the latter in closed circuit with hydrocyclones. Cyanide and lime are added into the SAG mill to start dissolution of gold as early as possible in the circuit. The ground product leaves the milling circuit at approximately 78% minus 200 mesh and is fed to an unique "double thickener" leaching-recovery circuit. This circuit has been discussed in detail in a paper by J. G. Mansanti et a1 (1). Two thickeners are arranged in counter- current configuration with three leach tanks. Overflow solution from the first thickener is treated by carbon-in-columns (CIC) for gold recovery with 85% of the soluble gold recovered onto this carbon. Underflow slurry from this thickener is pumped to the leach tanks, with a total retention time of 12 hours, and then gravitates to the No. 2 thickener. Overflow solution from the second thickener is used as a wash in the first thickener. Underflow slurry from the second thickener is treated in a carbon-in- pulp (CIP) scavenging circuit to recover the remaining 15% dissolved gold. Gold-loaded carbon from both the dump leach and milling circuits is stripped in batches using the Zadra hot caustic- cyanide elution process. Gold (and silver) is recovered from the hot strip solution by precipitation with zinc dust and the product recovered on Funda pressure filters. The precipitate is retorted to remove any mercury and then smelted into buttons. The buttons (approximately 80% gold, 15% silver) are shipped to an independent refiner in Salt Lake City, Utah, for further treatment.

INTRODUCTION Probably the most important family of chemicals used in mineral processing today is a category of basic commodity chemicals loosely denoted as pH regulators. Typical chemicals which are referred to as pH regulators include lime, magnesium hydroxide, soda ash, caustic soda, ammonia, sulfuric acid, and hydrochloric acid. These chemicals are often used in very significant amounts in almost all of the major mineral processing operations such as flotation, hydrometallurgy, etc. (in dosages up to ten pounds per ton of feed ore treated). While cheaper in cost per unit weight of chemical than more specific chemicals such as collectors, frothers, extractents, etc., the overall cost to the mill operator is generally higher with pH regulators per ton of ore processed than with any other given processing chemical. For example, a rough rule of thumb in sulfide mineral flotation is that the cost of lime is double that of the collector(s) used. The symbol pH is used to designate hydrogen ion concentration. When acids, salts, and bases are dissolved in water, individual molecules are dissociated into their constituent radicals or ions. The strength of an acid or a base increases with the extent of such dissociation or ionization. An alkaline solution is one in which the number of Qydroxyl ions (OH ) exceeds the hydrogen ions (H ). In an acid solution, the hydrogen ions predominate. In either case, both ions are always present as water itself ionizes to a limited extent, that is: [ ] The pH scale is logarithmic and the pH value is the negative of the logarithm (base 10) of the molar concentration of hydrogen ions per liter of solution. For example, a pH of 5 means that the molar concentration of hydrogen ions per liter is 0.00001 (1 x 10-5). Likewise, a pH of 9 means that the molar concentration of hydrogen ions per liter is 1 x 10-9. Normally, the relationship between hydrogen ion and hydroxyl ion concentration is based on the relationship: Concentration of H ion x concentration of OH- ion = constant. Eq. (1) In dilute and/or moderately concentrated solutions that are normally used in mineral procygsing processes, the constant at 25°C is 10-14. On the pH scale, the value of pH equal to 7 represents the hydrogen ion concentration of a neutral solution. pH values lower than pH 7 indicate increasing acidity and higher values than 7 indicate alkalinity. Table 1 shows the nature of the pH scale at 25°C. Temperature affects the extent of ionization of dissolved acids, salts, bases, and water so that the hydrogen ion concentration (hence pH) of a solution is also affected by temperature. As a means of demonstrating this dependency, Table 2 shows the change of the exponent of the constant (base 10) in Eq. 1 and the pH value corresponding to neutrality as a function of temperature. It is also important, for example, that alkalinity or acidity expressed by pH not be confused with total alkalinity or total acidity. For example, total alkalinity is commonly determined by titration with a standard acid solution (usually HC1). pH is a measure of the hydroxyl ion concentration of an alkaline solution, whereas titration is a measure of an alkaline solution's acid neutralizing capacity. Thus, if one takes a series of various alkaline solutions prepared using different chemicals but all of exactly the same pH (and temperature) and then subsequently carries out a titration on each solution with a standard acid, it would be observed that the various alkaline solutions would neutralize entirely different amounts of acid. As an example, 0.08 grams of caustic (NaOH) , 6.32 grams of soda ash (Na2CO3), and 8.17 grams of ammonium hydroxide (NH4OH) all have a pH of 11.3 at 25°C. One liter of each of the above solutions neutralizes 0.073, 4.348 and 8.496 grams of HC1, respectively. Therefore, depending on the specific use of any given pH regulator, special tests need to be run by the mill operator to determine factors such as: the specific technical goals to be accomplished by

Gwiazda, it makes a highly technical approach to show that the µ factor used by designers of lemniscate-guided roof supports has never really been confirmed as a maximum and assumes that convergence is vertical. Also, the paper does not appear to take into account deflection of structures, which occurs when the lemniscate and base members are fully loaded to their maximum stress level, nor the front to back line of the support in relation to differential roof to floor movements caused by strata movements under pressure. It is not unusual for differential movements to be slightly diagonal to the line of the support, particularly in faulted areas and on gradient faces. The paper also does not take into account consolidation of fines immediately above and below the support. Generally speaking, any differential movement is from face to waste and under these conditions the µ of 0.3, which appears to be an international standard, has worked in practice. However, if the face end of the support is lower than the waste end, then the µ of 0.3 can be considerably increased, giving rise to the damage mentioned in the paper. The ideal design should aim for a slightly forward bias in the lemniscate guide so that the last increment of setting is toward the face, tending to close any fissures that may have developed during the support advance cycle. The support should also be fitted with positive set valves to ensure that a high setting load density is attained to minimize bed separation. As far as powered supports are concerned, convergence is irresistible and all powered supports converge at their rated yield load. A similar principle can be applied to the differential roof to floor movements to drastically reduce the very high forces that would otherwise be applied to the lemniscate structures and pins and that, in turn, are transferred to the base arrangement and floor loading. Any differential movements are usually catered for by the 0.3 µ factor or deflection of structures in the lemniscate guide arrangement and consolidation of the floor. The floor loading, due to differential movement, is in addition to the support convergence load and requires additional bearing area to avoid possible floor penetration. Some seven years ago, Fletcher Sutcliffe Wild Ltd. (FSW) introduced a lemniscate-guided shield support where the lemniscate linkage is connected to the roof bar through two horizontally converging rams to allow differential movement to take place above a given rated figure. This is a known force and can be guarded against, whereas with rigid connections the forces, as yet, are unconfirmed. By careful design, a horizontal force in excess of 6 MN (60 tons) opposes differential movements for a total ram loading of only 2.5 MN (25 tons), or 1.25 MN (12% tons) each. This principle can considerably reduce the length and weight of the support in comparison with a rigid pin-type structure ; also, the yield load rating can be increased without affecting the lemniscate forces. The graph shows the tensile and compressive forces in a lemniscate linkage of a support with and without hydrostore. These forces react into both the roof beam and base members and, as can be seen from the support height to linkage load graph, a considerable reduction in these reactions is gained by the use of the FSW patented hydrostore system. Floor loading is considerably reduced under maximum µ conditions, and by allowing the roof bar to move with the strata, some degree of improvement to strata control is achieved in line with the assumptions in the paper. In practice, these movements have only been in the region of a few millimeters, which, in turn, reflects on the improvements to strata control by the addition of positive set valves. Supports to this design of both 450- and 280-t (496-and 309-st) rating have been successfully used in the United Kingdom for several years, negotiating many faulted areas without one single reported need for repair or maintenance. This includes supports left unattended during the year-long strike, proving the reliability of the system.

Brace yourself-what used to be a 1 billion ton deposit is now a 1 Gt deposit. And that 1520-hp ball mill is now a 1.134-MW ball mill. Beginning with this issue, all engineering units and statistics in MINING ENGINEERING will be reported in SI units. The exception to this is the Technical Papers section, where units may still be reported by dual notation. For the past four years, ME has reported all units of measurement first in SI, followed in parentheses by the equivalent English value. This metrication policy, adopted by the SME-AIME Board of Directors in September 1975, was designed to aid magazine readers through a transitional period from English unit reporting to SI unit reporting. In October 1979, the SME-AIME Publications Board completed the English-to-SI transition by requesting the editorial staff, beginning February 1980, to report exclusively in SI. The Publications Board also requested the editors to prepare a chart of SI conversions useful to ME readers; this information follows on pages 156-157. The What and Wherefore of SI In 1960 the General Conference on Weights and Measures met in Sevres, France, and recommended that a new metric system-one that could uniformly cross all international borders-be adopted to replace all other metric systems. The outcome of this recommendation was the SI system of units, an abbreviation for le Systeme International d'Unites (the International System of Units). It replaces the more familiar cgs (centimeter-gram-second) system and the m/ksA (meter-kilogram-second-Ampere) system. SI consists of seven base units, two supplementary units, and a number of derived units. Other units, called allowable units, may be used even though they are not part of SI. The seven base units are: meter (length); second (time); kilogram (mass); mole (amount of substance); kelvin (temperature); ampere (electric current); and candela (luminous intensity). The two supplementary units are radian, a measurement of plane angle, and steradian, a measurement of solid angle. Supplementary units can be used in combination with SI units, e.g., radiant intensity is expressed in W/sr, watts per steradian. Derived units are combinations of base and supplementary units. Velocity is expressed as meters per second (m/s), and acceleration as m/s'. Using the relation established by Newton's second law of motion, force is expressed as kg-m/s2, more commonly known as the newton (N). Energy (work) is force times distance, expressed as kg-m/s2 and known as the joule (J). Power is work per unit time, expressed as kg, m2/s3 and known as the watt (W). Allowable units are the exception to the rule-they are not taken from base or supplementary units but, nevertheless, are used in the SI system. Volume units are normally expressed as the cubic measure of a length, such as cm 3. But a fluid volume of a cubic decimeter (dm3) is called a liter (L); the "L" is capitalized in another special SI rule to keep the lowercase "1" from being confused with a numeric "1". Other allowable units are degrees Celsius (°C) for temperature; and the minute (min), hour (h), day (d), and year (a) for time measurements. The prefixes in the table on the following page are used with SI units to express the magnitude of a measured quantity. A mill that processes 1000 tons of ore per day would be designated a 1 kt/d mill; a mine producing 10 million tons of ore per year would be called a 10 Mt/a mine. The rule here is to use prefixes that keep the value in a convenient range from 0.1 to 1000. In other words, it would be incorrect to write 25 000 kg-the prefix should be changed to indicate 25 Mt. One of the distinct advantages of SI is that it retains the decimal relation between multiples and submultiples of the base units for each physical quantity except for time. One more rule of SI syntax-numbers are separated into groups of three with a space between each group rather than a comma, e.g., 3,839,174 becomes 3 839 174. By the same token, a decimal number is also broken by spaces, e.g. 0.738153 is written as 0.738 153.

The Occidental Oil Shale mining and retorting system for the production of shale oil has many advantages over the conventional underground mine and surface retort systems. For example only a portion of the oil shale is mined and transported to the outside, where it blends with the existing shale talus found on most of the slopes in the immediate area. The retorted spent shale is retained underground so that it does not become a surface disposal problem. The process consumes only minor amounts of water which is produced in adequate amounts in the retorting to fulfill all mining operations needs without outside supplies. Noise and dust levels are kept to a minimum with most of the facilities located underground. The exception being the generating stations and facilities as required to monitor air and water qualities, and last but not least, more than four times as much oil is pro¬duced from a given acre than from conventional surface processing. With the increased thicknesses as available on the government monopoly area this number could be increased by a substantial amount.
