INTRODUCTION The concern of occupational exposure to diesel exhaust pollutants is an important workplace issue for the mining industry. During the last three decades of diesel operations at Inco, a significant amount of research and improvement has been made in the area of work environment, and effective diesel operation. This paper will review the experience gained by Inco's Ontario Division from the implementation and the use of modern engines, improved fuel quality, and the exhaust control technology, coupled with adherence to proper maintenance and ventilation design and practices. Past monitoring practices and the current occupational monitoring program at lnco are outlined. A major new research initiative involving multi-stake holders in diesel performance is described. MINING IN THE SUDBURY AREA The discovery of nickel-copper ore in the Sudbury area dates back to the year 1856. The existence of this orebody was noticed when a strong compass deflection was observed by a provincial surveyor. This discovery, even though documented in official re- ports, failed to arouse any public attention at that time. In 1884, a rock-cut was blasted through a small hill near the village of Sudbury to permit laying track for the Canadian Pacific Railway (Boldt 1967). The rock-cut uncovered a body of massive sulfides with a copper content of over nine percent. The mineralization is concentrated along the outer margin of the Sudbury Basin, an oval-shaped structure having a dimension of 55 x 95 kilometres. The ore extends down-dip to to at least 3000 metres below the surface. The mining methods at lnco can be divided into two categories: "filled-stope" and 'bulk" mining. This division, in the broad sense, may also reflect the environmental conditions of the mine. In the past, the selection of a mining method was based on the size, shape, grade and the strength of the ore and its surroundings. The recent development of improved technology and mining equipment permitted wider application of low cost bulk mining methods. UNDERGROUND DIESEL EQUIPMENT The first diesel-powered machine, a 145-horsepower scooptram, was put into operation in March 1966, in a cut-and-fill stoping complex at Frood Mine. The number of diesel machines underground in the Inco, Ontario Division, mines was increased to 360 units by 1971,550 in 1977 (Rutherford 1978), and over 830 diesel-powered units in 1995. The following list indicates current mobile diesel equipment. LHD 194 Loaders 81 Trucks 28 Jumbo Drills 78 Personnel Carrier 101 Service Equipment 155 Locomotives 50 Bolters 30 Scissor Lift 113 About 20 percent of the LHD and truck units are equipped with electronic fuel controlled engines. COMPOSITION OF DIESEL EXHAUST Diesel exhaust contains hundreds of pollutants (Watts 19921, including components of unburned fuel and lubricating oil and products of incomplete combustion of the fuel and oil. These pollutants are emitted either as gases or as particles. Gaseous pollutants include carbon monoxide, nitrogen oxides, and sulfur ox- ides, as well as a variety of organic compounds, such as hydro- carbons, aldehydes, and polynuclear aromatic hydrocarbons. The particle phase, also known as diesel particulate matter (DPM), is the filterable portion of diesel exhaust. Figure 1 depicts the trimodal particle size distribution that arises from different mechanisms of aerosol generation (Cantrell and Rubow 1992). Primary combustion aerosols, including diesel exhaust aerosol, are formed as very small particles (in the 0.001 to 0.08 micrometre range), but physical mechanisms such as condensation and coagulation quickly transfer the aerosol mass from the nuclei mode to the accumulation mode. These processes result in a mass median diameter of approximately 0.2 micrometres for diesel particulate matter, and 90% of the particles are less than 1.0 micrometre in size. These particles have a high surface area, permitting the adsorption of different substances produced during combustion. Mechanically generated aerosols, on the other hand, typically contain particles greater than 1 micrometre in diameter. The particle phases of diesel exhaust contain three components (Bagley, et al, 1996) shown by Figure 2, namely: a carbon- aceous fraction composed mainly of solid-carbon particles, a sulfate fraction containing small hydrated sulfate particles, and a soluble fraction that contains compounds that are soluble in organic solvents and are adsorbed or condensed onto carbon core particles. These compounds consist primarily of higher molecular weight hydrocarbons and PAH's and may contribute 15% to 45% of the weight of the total particulate matter (Schuetzle, 1983). The control of these pollutants is necessary to ensure a healthy work environment. Foundry sands used to make molds and cores have been very important to foundrymen since metal casting began hundreds of years ago. They are now used in two basic ways, either in an uncured green state, grain-bonded with clay, or in a set cured state achieved with sand that, mixed with resins or oils, is cured by baking or by chemical reaction. The term sand, as generally used in foundry applications, may best be defined as material composed of granular particles of mineral matter, ranging in size from 0.5 to 2 mm in diameter. The particulate nature of the material may be the result of natural disaggregation or result from crushing and screening of rock or ceramic materials; crushed and screened products are sometimes referred to as "manufactured sand." Based on their origin, the raw materials for foundry sands will vary in grain shape, grain composition, relative surface, grain size, and grain distribution patterns. These properties, in addition to their chemical analyses, sintering point and expansion characteristics play an important part in the choice of sands used as the base molding or core aggregate in metal casting. Sands with different origins may be blended to produce specific compositions and grain size distributions. Early raw material requirements based on silica sand were simple, but as sand/core/mold technology became more sophisticated and binder technology continued to be developed, the physical properties of foundry sands became more critical. Silica sand is composed of quartz, along with, in most cases, small amounts of feldspar, mica, clay, and other common minerals. Although silica sand is still by far the most widely used base material in production of molds and cores used in metal casting, other natural mineral sands have their own unique characteristics and fill an important niche in special applications. As a result, the term sand, as applied to raw materials used in metal casting, has been logically extended to include granular materials composed of a group of minerals other than quartz. With increased use in advanced foundry technology, natural sands composed predominantly of zircon, chromite, staurolite, or aluminum silicate minerals and of granularized chromite or olivine, have become more than just alternate materials and are now commonly classified as sands when the grains are sand-sized. Foundry sand may therefore be considered under two categories: silica sands and non-silica sands.

The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. Pebble phosphate deposits of Florida have been established from south of Hardee County to north of the Georgia state line or a distance of over 200 miles and mining has been carried out in an ever-increasing scale since 1885. Deposits that can be mined on the economical standards of today, however, are confined in a roughly circular area about 30 miles in diameter, generally within Polk and Hillsborough Counties, in the central part of the State. The phosphate deposit, which is in the Bone Valley formation of the Pliocene age, is covered by Pleistocene terrace deposits of unconsolidated quartz sand. The matrix is composed of approximately 1/3 clay slimes, 1/3 silica sand and 1/3 phosphate pebbles. The phosphate occurs usually as rounded pebbles, ranging in size from about 1 inch down to approximately 400 mesh. The phosphate may vary from well- defined hard pebbles to soft weathered rock. The color and character of the phosphate will range from smooth buff pebbles to black and white or "salt and pepper rock." The screen size distribution varies considerably between locations and the recoverable phosphate varies may extend down to the 400 mesh size in some areas, while in others the phosphate may cut off sharply at about 35 mesh.

Rheinbraun AG, Germany, is the management company of the mining and raw materials division of RWE AG. Rheinbraun's core business and major functional area is opencast lignite mining in the Rhineland. The characteristic feature of opencast mining is continuous operation using bucket-wheel excavators, belt conveyors, and spreaders. The report gives a survey of the conveyor systems used. In addition to the general performance data of these belt conveyors, this report will deal in particular with major components, such as drive stations and individual mechanical components (e.g., conveyor belts, pulleys, gears, couplings, brakes, scrapers), as well as monitoring systems. Finally, an assessment of the conveyor systems, together with future developments, will be given.

Coleman Quartz Inc. has a long history as the sole U.S. producer of lascas for the cultured quartz growing industry based on its unique deposits in Arkansas. Since 1989 the company has also been producing metallurgical grade silica for the ferrosilicon industry from a deposit of unusually pure Arkansas novaculite. This paper chronicles Coleman's trans-formation of an abandoned railroad ballast quarry into a generator of $1.5 million in annual sales to a nontraditional novaculite market. Potential additional applications for this high quality silica rock will also be mentioned.

The major role of financial institutions in the free world in the development of mineral resources is to provide the necessary capital in the form of loans to underwrite the development of these resources by the industry on a stable and continuous basis. This capital provided by the depositors to the bank must be invested in sound projects where the degree of risk is relatively small, the return on the investment is reasonable and the time to retire the loan is of short duration. Money is, therefore, one of the important ingredients along with technology, manpower and an exploitable resource that will provide a sound economic base in this region of development. Canadian banks are similar to banks of other western nations, although each country has some differences in their banking systems. The basic difference between the American and Canadian systems is that the former employs unit banking while the Canadian utilizes the more mobile branch system, which is prohibited or restricted in the United States and some other countries. Canadian banks are the subject of this paper, so, subsequent material will relate to Canadian banks unless indicated otherwise. It will be realized by everyone that the mineral industry is only one area of the economy in which the banks are interested and to cover the subject matter in the time allowed, the topic is restricted to mineral resource development. In Canada this is a vital sector of our economy and before we outline some of the details of financing and services involved in various aspects of mineral development, a review of the Canadian mineral industry is a necessary part of the sequence of presentation. The writer presents this material as a resource engineer advising a major bank in mineral matters, so the presentation may relate more to the financial problems of the developer

The paper in based on laboratory and pilot plant investigations which led to the development of a series of processes for production of high purity metals from nickel-copper-cobalt mattes of a wide range of composition. The selection of ammonia pressure leaching or acid pressure leaching for various mattes is discussed. This is followed by discussion of various methods for leach solution purification and metal separation. The metals of high purity are produced by reduction with hydrogen from purified solutions. Examples are given of complete flowsheets for a number of mattes. Drawing upon those examples, general principles for the selection of the most suitable treatment process for particular material are outlined. Under certain circumstances, those processes may replace part of the pyrometallurgical treatment and all of the electrolytic refining steps which are customary in the treatment of nickel-copper-cobalt mattes.

Much as the Mining transportation Executives right have wished for coal and other mineral deposits to be found along navigable rivers, where railroads have for years been competing with the very aggressive Army Corps of Engineers and the inland waterway operators, the mineable reserves are more often that not located in the arid west far from these "free" waterways. The rivers cannot go to the mines but the railroads could, did, and continue to invest it new lines to reach new mines. The mining industry and the railroad industry have good reason to rely upon each other. The former Northern Pacific Railway, the Great Northern Railway, the Chicago, Burlington and Quincy Railroad and the Spokane, Portland and Seattle Railway merged in 1970 to form the Burlington Northern Railroad, with Lou Menk as its first President. As unofficial spokesman for the industry, be had, for years, conducted a tireless effort to educate shippers, lawmakers and the general public of the single most critical problem confronting the railroad industry, the strangle bold of government regulator.]

The history of the Australian coal industry is almost as old as the history of Australia after new settlement. The first cargo of coal was exported from Newcastle to India in 1799. Although coal has been mined in Australia for almost two centuries, there are indications that the first coal was processed in 1877 in the New-castle area, nearly a half-century after the first coal processing in Europe. Processing on any significant scale began only in 1944 at the Newcastle Steel Works. In Queensland, however, coal processing did not begin until the second quarter of this century. The well-known dramatic growth of mining and processing of Australian coal since the mid-sixties has primarily been due to the expansion of the export market in Japan and other Asian and European countries. Black coal occurs in most of the major sedimentary basins in Australia. The better known deposits of commercial importance are in Sydney, Bowen, Oakland and Gailiee Basins (Figure 1). Apart from Collie Basin in Western Australia, other coal deposits of the Arckinga Basin in South Australia, the Bonaparte Basin in Northern Territory and Tasmania Basin, Tasmania, are basically unexploited. Sydney Basin of New South Wales and Bowen Basin of Queensland remain the major producers of black coal in Australia.

Introduction The grinding of coal-water slurries has received increasing industrial attention during the last decade. In particular, there is long-term interest in the use of pulverized coal-water slurries to replace oil in combustion equipment and in the development of coal gasification/liquefaction processes that require coal-water slurries as feed. More specifically, the use of coal-water slurries in gasification requires grinding a high-density slurry containing the smallest amount of water consistent with slurry pumping and spraying. As part of a fundamental engineering research support program aimed at the industrial implementation of dense coal-water slurry grinding, this author has published several papers on how specific rates of breakage vary as a function of slurry rheology (Klimpel, 1982,1982/83). These papers demonstrated that there is a consistent pattern of change in specific rates of breakage of coal in dense slurries with controlled variation in slurry rheology. By matching rheological data with laboratory grinding results, it was possible to identify directly slurry conditions that correspond to: 1) slowing down of breakage rates, 2) the occasional acceleration of breakage of some sizes, and 3) conditions where chemical additives will increase rates of breakage. In brief, these conditions were analyzed using two different criteria: a) the net production rate of material less than some specified size (e.g. kg/min of minus 325 mesh) in a standard batch laboratory mill test as a function of controlled changes in grinding conditions, and b) the use of the one-size-fraction feed method, which consists of following the disappearance of this largest size over grinding time in a batch laboratory mill to arrive at well-known specific rates of breakage (Austin et al., 1984). Detailed references to the methodology used as well as the conclusions are available (Klimpel, 1982, 1982/83) and will not be repeated here. The purpose of this paper is to further demonstrate several additional characteristics of dense coal-water slurry grinding that were shown in a simplified sense in the earlier publications of the author but which have clearly demonstrated themselves as being very important in the industrial simulation and scale-up of such coal-water grinding systems. In particular, this includes the clear and unambiguous demonstration of how the simultaneous acceleration of breakage of some size fractions and slowing down of the breakage of other size fractions is occurring as a function of changes in coal-water slurry density. In the earlier publications (e.g. Klimpel, 1982), it was shown by specially designed experiments that the addition of fine material and/or the use of a chemical thickening agent accelerated the specific rates of breakage of coals of coarser size fractions using the one-size-fraction method. There were also numerous examples given of non first-order breakage (the slowing down of coal breakage rates) using also the one-size-fraction method due to the presence of excessive amounts of fines which corresponded to the development of a rheological yield value. The problem with the simulation and scale-up of any laboratory and/or pilot-scale mill data to an industrial scale using the mechanistic modelling approach involving specific rates of breakage and breakage distribution parameters (e.g. Austin et al., 1984) is the number of assumptions involved in translating the smaller mill breakage parameters to the predicted larger mill breakage parameters. It is apparent, at least to this author, that to accurately simulate and predict larger scale equipment performance from smaller scale data (given that the larger scale data performance is known and hence predictions can be thoroughly checked) requires a better knowledge of breakage parameters than is currently available. More specifically, it was felt that one of the chief problems was the inability of the one-size-fraction method of determining breakage parameters to sufficiently represent the actual magnitude and sometimes even the directions of. the complicated interactions involved with slurry density changes in coal-water slurry grinding. Thus, a special set of experiments was conducted in a somewhat larger batch ball mill (0.457 m diam x 0.610 m length) than the 0.203-m-diam mill used in the original rheology characterization paper (Klimpel, 1982) so as to minimize any unusual effects due to wall-ball interactions (2.54-cm-diam balls used in both mills). More importantly, the measurements of specific rates of breakage were done using a proprietary tracer method on a portion of a given size fraction, which was then remixed into a natural feed size distribution before grinding. The experimental procedure and analysis of subsequent data was done in exactly the same manner as the radioactive tracer technique on coals as originally developed by Gardner (1962). The advantage of such an approach is that it makes no assumptions such as the independence of the specific rate of breakage of any size on the absolute sizes and amounts of other sizes present (both larger and smaller) in the mix of natural feed material. It will be shown that the measured rates of breakage using the direct tracer technique and the one-size fraction method on the same coal are indeed different. In fact, an accurate assessment of what is happening to the rates of breakage as a function of changing slurry density can only he made by measuring particle breakage under grinding conditions approximating the size distributions actually being produced in practice. Experiment procedures and results The pilot mill used was 44 cm diam x 60 cm long with a volume of 91,250 cm3 and was fitted with six 0.5-in. lifter bars.

The Missouri River Intake Screen Structure and Tunnel (MRISST) is one phase of the Red River Valley Water Supply Project (RRVWSP), a vital piece of infrastructure in the state of North Dakota to transport water to drought-laden communities in the eastern half of the state. The scope of work consists of constructing a cofferdam in the Missouri River, mining a 1,600-foot by 74-inch tunnel from a secant pile shaft near the riverbank into a cofferdam, and erecting a 40-foot Y-shaped vertical pipe structure in the cofferdam to support the intake screens. Construction personnel worked in the river through the North Dakota winter to construct the cofferdam and contended with high hydrostatic pressures and raveling sands, gravels, cobbles and boulders while mining the tunnel. Diligent planning and meticulous execution were essential to overcoming the challenges encountered below the Missouri River.

Epigenetic ore deposits in Nevada and Utah occur in clusters or belts in a variety of tectonic settings. Many are concentrated in the western half of Nevada in a region containing numerous, relatively large intrusive bodies. Throughout Nevada and Utah, they tend to be clustered in elongate zones or belts. Some of these belts are well defined by the distribution of mineral deposits, patterns of igneous rocks, alinements of faults, and aeromagnetic anomalies, whereas others are equivocal. The Pioche belt in eastern Nevada and western Utah, the Eureka belt in central Nevada, and the Manhattan belt in western Nevada exemplify the general characteristics of these belts, the close relation of some belts to geologic structure, and the lack of a clear correspondence in other belts. Some of these belts are characterized by alined or en echelon faults that disrupt the north-trending Basin ranges, by belts of Cretaceous and Tertiary granitoid and porphyry intrusive rocks near which the ore deposits occur, and by alined magnetic anomalies generally related to the Cretaceous and Tertiary intrusive rocks. All the mineral belts have produced precious and base metals and tungsten; the Manhattan belt in addition has produced magnesite and brucite; and the Pioche belt, uranium, fluorspar, and alunite. The belts in Nevada and Utah may be related to a variety of factors, such as zones of structural weakness in Precambrian rocks, transverse zones of lateral faulting, localized areas of igneous activity, or a combination of these and other factors. Specific types of ore deposits in Nevada and Utah seem related compositionally to the intrusive bodies with which they are associated. Iron deposits, for example, are associated with mafic intrusive rocks such as diorite or gabbro, whereas copper deposits generally and tungsten deposits almost exclusively are associated with granitic intrusive rocks such as quartz monzonltc and granodiorite.

[Duquesne Light Company's three power plants in western Pennsylvania are now receiving high BTU clean coal from a new coal preparation plant. When burning coal from this plant, particulate emissions are greatly reduced and the sulfur content of stack ace descend. The cleaner coal also leads to more effecting overall operating of the power plants because of less bulk handling of fuel and ash. Environmental improvement is an important benefit of the cleaner, more complete combustion.]

The Bay Park Conveyance Project was one of the largest microtunneling and rehab projects in the United States at the time of completion. The completed project conveys treated water from the South Shore Water Reclamation Facility located in Nassau County, New York, which currently discharges an average of 50 million gallons per day (MGD) of treated water into Reynolds Channel, to the Cedar Creek Water Pollution Control Plant (WPCP) ocean outfall pipe. The pipe carrying treated wastewater was installed approximately 20–60 feet below the surface. The treated wastewater is conveyed via microtunnel construction of a 2-mile long force main from the South Shore Water Reclamation Facility to an existing aqueduct under the Sunrise Highway, the rehabilitation of an 7.3-mile stretch of the aqueduct via sliplining, and construction via microtunnel of a 1.6-mile-long force main to connect the rehabilitated aqueduct to the existing Cedar Creek Water Pollution Control Plant (WPCP) outfall, which discharges and diffuses treated water three miles offshore in the Atlantic Ocean. This paper will review the Design-Build requirements, the chosen innovative solutions during planning for the micro tunneling portion of the project and review the microtunnel construction on the project.

The U.S. Department of Energy is charged, by federal law, with the responsibility for developing and implementing programs for long- term storage and terminal disposal of high- level radioactive wastes from both commercial and defense nuclear operations. Approximately 288,000 cubic meters of defense high-level wastes are currently in storage at the government's Hanford Reservation in the State of Washington, the Savannah River Plant in South Carolina, and the Idaho Chemical Processing Plant in Idaho (U.S. Department of Energy, 1980a). High-level wastes from commercial nuclear power production are stored in water pools or basins at various power plant sites. At the end of 1980, approximately 7.460 metric tons of uranium, contained within 28,300 fuel assemblies was in storage at various reactor basins. Although the present inventory of defense wastes are many times larger in volume and in total level of radioactivity than the commercial wastes, in the future, the latter will constitute a substantial quantity of wastes that will have to be disposed of. The present electric generating capactiy of nuclear power plants in the United States is 56.5 Gigawatts-electric (GWe). The amount of spent fuel that would be discharged and accumulated by the year 2000 from these operating reactors would be 38,000 metric tons. With a projected growth of the nuclear industry to 180 GWe in the year 2000, the amount of spent fuel accumulated at the turn of the century could reach 89,000 metric tons of uranium or approximately 318,000 assemblies. In any case, whether one postulates a no growth pattern or one where nuclear power provides its share in the country's electric generating capacity in the next two decades, a means for safe and environmentally accept- able disposal of high-level nuclear wastes must be found. Storage of commercial wastes in water basins, either at reactor (AR) sites or at away from reactor (AFR) sites, and storage of reprocessed defense wastes in surface or near surface tanks is a temporary solution and is not an alternative for permanent disposal.

It has been suggested that we at the University of Arizona present a paper covering the origin, philosophy, and results of the College of Mines program in the field of computers and operations research. I have worked with the program since its beginning, and I will try to outline the developments as they have taken place. The formal development of the educational and research program in the field of Operations Research and Computer Applications at the College of Mines, University of Arizona, began in early 1957. During the year, the University offered its first formal instruction in computer programming. This was my first introduction to computers, and it did not take long to realize that this new tool had a potential that could be profitably utilized by the mining industry. In March 6f 1957, the University Computing Center began operations with its IBM 650 computer. This machine was the only computer of this size in the local area at this time, The first programming effort was in machine language and the programming cost could only be justified for repetitive-type of problems. The progress in the computer field moved very rapidly and with the development of the many compiler and assembly programs and the addition of sub routines to the computer library, the scope of problems that could profitably be investigated by computers expanded rapidly.

The intimate association of iron formation and massive sulfide deposits has been documented by many investigators (McAllister, 1960; Hutchinson, 1972). In a classic example of such an association four distinct facies (oxide, carbonate, silicate, and sulfide) were identified in an Algoma type iron formation occurring in Paleozoic rocks, but exhibiting physical features (banding) and chemical composition (SiO2 + A1203 + Fe2O3) typical of Precambrian iron formations. The geochemical variation of the iron formation was studied by analyzing 62 samples for Si, Al, Fe, P, S, and CO2. Following a model proposed by James (1954), the geochemical and mineralogical variation of the iron formation can be used as an excellent tool for the exploration of massive sulfide deposits.

The Piney Branch CSO 049 Storage Tunnel (PBST) will be the last major project for the DC Clean Rivers Program. The project includes construction of a 2,200-foot-long, 18-foot-internal-diameter storage tunnel; two connections to combined sewer infrastructure; and two shafts. Major challenges include excavation underneath an existing live outfall that must remain in service; excavation of the tunnel through several areas of low rock cover and mixed-face conditions; and negotiations with a variety of federal, regional, and local stakeholders to address project impacts. This paper describes the overall project scope; geotechnical conditions along the alignment; design and construction challenges; and construction procurement.

The Port of Conneaut, the largest bulk material handling and storage facility on the Great Lakes, is using the latest electronic and visual testing devices to augment and enhance its well established computerized preventive maintenance system. The results of this comprehensive program have been impressive. The remaining life of components can be accurately forcast, and replacement can be programmed around operations, resulting in a significant improvement in system availability and reduced costs for the dock operator and its customers.
