The topics include: single-phase and multiple- phase flow theory, formation productivity or injectivity improvement by artificial fracturing, and mass transport associated with fracture acidizing. Possible extension and application of such ideas to in situ mining in fractured rocks are presented.

"The Wilshire Grand redevelopment project in downtown Los Angeles includes construction of a new 73-story tower. Construction required excavation up to 93 feet deep (28 m). The south side of the excavation, up to 57 feet deep (17 m), required placement of shoring within about 6 to 10 feet (1.8 to 3.0 m) horizontally away from a 400-foot-long (122 m) section of one of the existing Los Angeles Metro Red Line twin subway tunnels. These tunnels were constructed using a 22-foot-diameter (6.7 m) digger shield, and were initially supported with expanded, precast concrete segments, with final cast-in-place reinforced concrete lining. The temporary shoring system for the deep excavation consisted of soldier piles generally spaced at 8 feet (2.4 m) on center with multiple levels of tieback anchors extending above the subway tunnels. The lowest level of bracing consisted of rakers supporting walers attached to the soldier beams because installation of tieback anchors at that level would conflict with the tunnels. Numerical analyses were performed to predict tunnel movement caused by the excavation and its effects on the train operations. This paper describes the numerical modeling, tunnel and geotechnical instrumentation and monitoring program, and comparison of the computed and observed tunnel responses to the deep excavation and tower construction. With increasing urban redevelopment in major cities, the project is a valuable case history for excavation adjacent to existing tunnels. INTRODUCTION The Wilshire Grand redevelopment project includes the demolition of a 16-story hotel built in the early 1950s and the construction of a new 73-story tower in downtown Los Angeles (LA) that will be the tallest building in the western United States. The project site is situated on approximately 2.7 acres (1.1 Ha) of land bounded by Figueroa Street to the east, Wilshire Boulevard to the north, Francisco Street to the west, and 7th Street to the south (see Figure 1a). The new tower is being constructed by Turner Construction for Hanjin International Corporation. Construction of the basement and foundation of the new tower required excavation up to 93 feet (28 m) deep. Shoring was designed by Cefali & Associates and installed by Malcolm Drilling Company. Along 7th Street, an excavation up to 57 feet (17 m) deep required shoring to be installed within about 6 to 10 feet (1.8 to 3.0 m) horizontally from an existing 400-foot long (122 m) section of one of the LA Metro Red Line subway tunnels (see Figure 1b). The tunnels, extending from the 7th/Metro Station to the Westlake-MacArthur Station, were constructed in the late 1980s and early 1990s with an excavated diameter of approximately 22 feet (6.7 m). They were initially supported with expanded, precast concrete segments with a final cast-in-place reinforced concrete lining. The existing hotel was demolished in 2012 and 2013, with shoring installation and excavation for the new basement occurring as the demolition occurred. At the time of writing, January 2016, the structure of the building adjacent to the tunnels is largely complete."

Longwall coal mining in southern Illinois occurs beneath some of the best agricultural land in the U.S. This region is characterized by highly productive, nearly level, and somewhat poorly drained soils. Subsidence from longwall mining causes changes in surface topography which alters surface and subsurface hydrology. These changes can adversely affect agricultural land by creating wet or ponded areas that can be deleterious to crop production. While most subsided areas show little impact from subsidence, some areas experience total crop failure. Coal companies are required by law to mitigate subsidence damage to cropland. The objective of this study was to test the effectiveness of mitigation in restoring grain yields to their pre-mined levels. The research was conducted on sites selected to represent conventional mitigation techniques on the predominate soils in the area. Corn (Zea mays L.) and soybean [Glycine max.(L.) Merr] yields in 1988, 1989, 1990, and 1991 from mitigated areas were compared to yields from nearby undisturbed areas. There was no significant (a=0.05) difference in soybean yields averaged over the four years. Average corn yields, however, were significantly lower than reference areas. The impact of subsidence and mitigation is variable and site specific. Results were also related to weather. In wet years, yields in mitigated areas tended to be depressed. This research demonstrated that mitigation of subsidence damage can be successful.

Public-private partnerships (PPP) are gaining in popularity at the federal, state and local levels as the public sector seeks private capital to finance infrastructure and other projects that traditionally have been funded with public funds. In general, a PPP involves a development agreement between a public owner and a private sector concessionaire. Under the development agreement, the concessionaire is responsible for financing, designing, constructing and typically operating and maintaining the completed project for a concession period (often multi-decades in duration). The concessionaire typically enters into an agreement ? the design-build agreement ? with a design-builder to design and construct the project. The concessionaire may secure financing from banks, investors or from a combination of these and other sources (collectively the financier). While the PPP experience in the United States has been modest to date, an increasing number of projects involving tunneling or other significant subsurface work are already being delivered in the PPP mode. Public owners have significant options to address risk allocation for subsurface conditions on PPP projects. The same sound and fundamental principles of fairness in risk allocation that apply in other major subsurface projects should be applied and adopted in the PPP context

Solution mining projects are conducted through one or more boreholes which penetrate en ore body. Proper drilling, completion and maintenance of the boreholes, therefore, is essential to the success of any solution mining operation. Wells drilled for solution mining encounter problems quite similar to problems encountered by the petroleum industry in drilling, completing and maintaining wells for the production of oil, gas or water. Many of the services developed and much of the experience gained by the petroleum industry is applicable to solution mining wells. As in the petroleum industry, each individual wellbore and ore body in a solution mining project provides its own problems. These vary greatly from well to well, and it is not possible to set down data or outline programs that will apply to all wells. Instead, the design of the drilling, completion, production and maintenance programs should be worked out for each individual well. The purpose of this paper, then, is to generally describe materials, equipment and techniques available for these programs and to discuss the purpose and sequence of their use.

A subsequent spin off of the energy shortage is the new life for barite. Over 90% of the barite produced in the world is used as a weighting material in oil well drilling muds. Business is booming; the price of barite has risen; scarcity is imminent, and exploration is going full steam ahead. New barite-producing companies are being formed and many of the barite consumers are considering becoming producers. Prospectors have found a new "love," smaller deposits are being explored, and old deposits, previously rejected, are getting a reappraisal. Even barite tailing piles are being resampled.

Tunnel project contract documents often present groundwater infiltration requirements for components of the underground portions of the project. All too often these documents require quantifiable target inflows for these components, but only refer to them in subjective terms such as “dry,” “manageable,” etc. The Contractor’s definition of these terms will inevitably differ from the Engineer’s definition of these terms. The purpose of this paper is to look at common subjective terms used in documents and provide suggestions for reasonable quantifiable language. Additionally, the paper will provide information and recommendations on relative levels of cost and effort increase needed to provide increasing levels of water cutoff (i.e., achieve “dryness”?).

INTRODUCTION In order to understand the transport and deposition of radon daughters in mine atmospheres, it is necessary to know the variation in the attachment of the daughter atoms to particles as a function of particle size, composition, number density, relative humidity, temperature, and radon concentration, the free gaseous diffusion coefficients of the daughters, and the variation in the mass transfer of the activity, both free and attached to particles, to mine surfaces as a function of particle size distribution, surface roughness of the mine walls, and the flow conditions. If all of these parameters are known in a model system, it should be possible to understand the transport and fate of the airborne radioactivity in real mines under certain well-defined flow conditions. There have been a number of recent investigations of the attachment of radon decay products to particles 1-4, but there are still a number of unanswered questions regarding the process. However, it is clear that for most real mine atmospheres, the vast majority of the activity is attached to particles. The size distributions for the activity-bearing airborne particles have been studied 5,6, and it has been found that most of the activity resides on particles with diameters in the range of 0.05 µm to 0.3 µm with an average mass median diameter between 0.1 and 0.2 µm. The behavior of the unattached radon daughter species has also been recently studied[ 7], and many of the previous problems regarding the value of the diffusion coefficient for Po-218 have been resolved. A major problem in the understanding of the airborne transport of radioactivity in mines is the lack of detailed knowledge of mass tranfer to and fluid flow over rough walls under fully developed turbulent flow conditions. This paper will report the progress on a project that is designed to obtained that information. MATHEMATICAL MODEL DEVELOPMENT Deposition of particles on smooth surfaces in turbulent flow has been extensively studied. A comprehensive review of these results has been prepared by Sehmel 8. There has not been such a comprehensive study of particle deposition on rough walls under such flow conditions. In recent years, only a single model has been proposed to explain such deposition 9,10 and in both of these papers the flow structure in the rough walled pipe was not taken fully into account. As part of the work being conducted on this project, a more complete model was outlined in a previous report [11]. The basic theory will be reviewed to provide a context for the flow measurements to be reported. The flux of particle deposited on the walls of a pipe in a turbulent flow is derived from the one dimensional form of Fick's law as given by [N = Dpdpp/dr (1) where N is the flux of particles deposited per unit area per unit time, D is the total eddy diffusivity of the particles, p is the airborne concentration of particles, and pr is the distance measured from the center of the pipe. The rate of deposition is best expressed by a deposition velocity Vp = NIP pb (2) where P b is the mean particle concentration in the sulk flow. The shear radius, V/ut and the shear velocity, u , are used to calculate a nondimensional distance, and velocity, respectively, where v is the kinematic viscosity of the fluid. The nondimensional form of equation 1 is given by Vd = DP dpp(3) V dr+ where Pp = Pp/ Ppb(4) By integrating equation 3 from the rough wall stopping distance, S , to the center of the pipe, the deposition velocity can be obtained. In order to make this calculation, it is necessary to have accurate descriptions for the particle eddy diffusivity, stopping distance, and shear velocity in order to insure that the influence of the flow structure has been properly accounted for. INTRODUCTION Shaft sinking represents a relatively small proportion of the activities involved in mine development. Because of this limited utilization, shaft sinking has been one of the most difficult functions to mechanize. Although shaft machines (muckers) were introduced more than 30 years ago, the first machines were low-capacity units, and machines of this type did not gain wide acceptance by the mining industry until the late 1950s. However, the increasing depth of underground mines and the es¬calating costs of labor have increased the benefits obtain¬able from high-speed shaft sinking. The result has been a growing need for high-capacity shaft machines. Most of the machines available at the present time have been developed by modifying existing equipment to increase the payload capacity and performance. AVAILABLE SHAFT MACHINES In general, shaft machines may be classified accord¬ing to the types of digging mechanisms and the mecha¬nisms of operation. The available digging mechanisms include clamshells, cactus grabs, front-end buckets, and backhoes. The mechanisms of operation can be classified as either pneumatic or hydraulic. Selection Criteria For efficient operation, the primary consideration in selecting a shaft machine is its capacity. The minimum capacity of the machine should match the capacity of the hoisting system at the ultimate depth of the shaft. In many cases, two machines may be needed to obtain a sufficient mucking capacity. The shaft dimensions and configuration often dictate the type of machine that may be utilized; for example, an overshot loader does not work well in a circular shaft that has a diameter of less than 5.5 m (18 ft). Similarly, a single Cryderman mucker is not suitable for a large-diameter shaft, nor is it applicable where very high sinking buckets are to be used. Other factors for consideration include the degree of material fragmentation, the abrasiveness of the rock, and the amount of ground water that is inter¬sected. Machine Descriptions Riddell Mucker: The Riddell mucker, illustrated in Fig. 1, was first introduced in 1948. This is one of the most common shaft machines in the medium-capacity range. The Riddell mucker consists of a hoisting and traveling mechanism that operates a clamshell suspended on cables. The early machines operated with a 0.3 m3 (10 cu ft) clamshell and had an hourly capacity of approximately 27 t (30 st). This type of shaft machine has gained wide acceptance throughout North America. Essentially, the Riddell mucker consists of standard components, such as the pneumatic tugger hoists that operate the clamshell. The carriage is suspended on rails that also serve as the blasting set, located immediately below the shaft timbers. To effectively position the clam¬shell in the shaft, the operator controls the carriage travel by means of wheels that are driven by a pneu¬matic motor. The Riddell mucker most commonly is used in rec¬tangular timbered shafts. However, some units have been installed with circular rails, allowing them to work in circular concrete-lined shafts. A popular practice with many Riddell muckers is to increase the capacity through the use of larger clamshells, often ranging up to 0.76 m3 (1.0 cu yd), in conjunction with more powerful tugger hoists. In some large rectangular shafts, two Riddell units have been used side by side to achieve a sufficient capacity. Cryderman Mucker: The Cryderman mucker, illus¬trated in Fig. 2, is another common shaft machine in the low- to medium-capacity range. Developed in the early 1950s, it also has gained wide acceptance throughout North America. Equipped with a 0.3 m3 (10 cu ft) bucket, the Cryderman mucker has an hourly capacity of approximately 23 t (25 st). The Cryderman mucker is operated entirely by means of pneumatic cylinders and a pneumatic telescopic boom. The boom is suspended from a sectional frame¬work that is usually located at one end of the shaft. I feel very privileged to be added to the distinguished group that has received this award since the first recipient, Reno Sales, received it in 1954. If my research is correct, the last geologist to be honored was Bill Callahan in 1982. Perhaps the Awards Committee decided it was about time to select a geologist, and I became the beneficiary. Regarding the discovery of the Carlin ore body, it was the culmination of several studies - one going back as far as 1939 when a US Bureau of Mines engineer named W.O. Vanderberg recognized an unusual type of gold mineralization in sediments in northern Nevada. What was unusual was the fact that the gold was so fine that it would not concentrate in a pan. This, plus the study of the Roberts Mountain thrust by Ralph Roberts (1960) and conversations with Harry Bishop, manager of the Gold Acres Mine, pointed Alan Coope and me in the direction of the Lynn Window and, eventually, the Carlin discovery. There has been a great deal written about this discovery. I thought it would be interesting to discuss the evolution of Carlin gold exploration in Nevada since this time and to discuss the changes in perception of this unique type of mineralization. The method used by Coope and me in following up on Roberts' work was to map geologically the Roberts Mountain thrust and conduct geochemical sampling of favorable outcrops and float. Coope was highly experienced in geochemical exploration, as he had graduated from the Royal School of Mines in London, studying under John S. Webb, one of the pioneers of geochemistry as applied to mineral exploration. We first considered using pathfinder elements, but finally concentrated on gold analyses alone, even though the sensitivity of fire assays used at that time was only about one-half part per million. According to the spatial relationship of the mineralization to the Roberts Mountain thrust, as pointed out by Roberts (1960), we were looking for mineralization within the thrust itself. Our models were the known Gold Acres and Getchell mines, which contained reserves on the order of 0.9 to 1.8 mt (1 to 2 million st). These were not of substantial size, but I had hoped we might find more than one of these tributary to a mill that would justify an operation for our employer, Newmont Mining Corp. What we ended up with was the type of deposit we were looking for - an open pit deposit of micron gold, which the old timers had missed because the gold was not capable of being panned. But never in our wildest dreams did we think there was a chance of finding a body containing 10 mt (11 million st) of ore at 0.30 oz/st (10.3 g/t).The deposit was not in the thrust proper but was found in a favorable horizon of Roberts Mountain siltstone that was below the thrust. This is the first example of how a model should not be followed blindly. Newmont was successful in keeping this discovery quiet for some time. After a considerable amount of drilling, a rumor circulated that they had discovered a large low-grade ore body of around 1.7 to 2.1 g/t (0.05 to 0.06 oz/st), which of course would not have been economic with gold at $1.13/g ($35/oz), which was the fixed price at that time. The company, for obvious reasons, did not discourage the rumor. When, however, the true results came out there was a lot of feverish activity. Because of this new type of so-called "invisible gold," which could have been missed by the old timers, the thought was that other deposits would be discovered very soon. The Carlin and other smaller deposits, including Bootstrap, Blue Star and Gold Quarry, were in windows where the lower plate of the Roberts Mountain formation (below the thrust) had been exposed by erosion. Public Service Company of Oklahoma began burning sub-bituminous coal in December, 1979. Initially PSO had a single source coal supply from Jacobs Ranch Mine, and in 1982 added deliveries from Clovis Point mine. Both are Powder River Basin (Wyoming) coal mines. In 1986 PSO began burning Oklahoma coal to meet Oklahoma's 10% native use law. PSO experienced random s lagging during certain blends of these coals. PSO installed a boiler performance system to help control the slagging problems from the various coal blends, to improve boiler efficiency, and increase total coal consumption.

"INTRODUCTION Mining activities must be safe and profitable. These two requirements influence each other. The purchase and implementation of safety improvements costs money. Injuries and illnesses at mines stop or delay production and may result in additional costs or a loss of profit. Other effects of injuries and illnesses include the negative influence on employee morale, corporate reputation and conflicts with contract partners. Based on this researchers asked the question: are mines with lower rates of injuries and illnesses more profitable than mines with a higher frequencies? One aspect of this research is the evaluation of the safety situation and the measurement of benefits of safety improvements in the German mining industry. In the following paper, this part of the research will be examined. The main aim is the evaluation of injury rates in different German mining sectors and regions in Germany. SELECTION OF GERMAN MINING OPERATIONS The research team decided to focus the study on the salt and potash and the aggregate and industrial minerals mining industries in Germany. These two mining industries are different in the number and size of operators, structure of the industry, pricing and markets. The selection of two different industries adds to the clarity of the evaluation. Salt and potash mining industry The German salt and potash industry is primarily located central Germany. All salt and potash mines in Germany are underground operations. In 2015, the German potash industry employed 8,100 employees and generated a total revenue of 2 billion Euros. German potash reserves include magnesium compounds like kieserite (MgSO4·H2O), in addition to sylvite (KCl) and carnallite (KMgCl3·6(H2O)). The German salt industry employed 2,300 people in 2015 and generated revenue of 800 million Euros (Krueger, 2015) There are seven mining companies with salt and potash operations: esco-european salt company GmbH & Co. KG, K + S Kali GmbH, Saline Luisenhall GmbH, GSES Glückauf Sondershausen Entwicklungs- und Sicherungs-gesellschaft GmbH, Südwestdeutsche Salzwerke AG, Wacker Chemie AG and Südsalz GmbH. In this way, esco – european salt company GmbH & Co. KG is an affiliated company. Esco was founded as a joint venture of K + S and Solvay in 2002, since 2004 K + S is the sole holder (esco - european salt company GmbH & Co. KG, 2016). Likewise, the Südwestdeutsche Salzwerke AG has a controlling interest in Südsalz GmbH (Südsalz GmbH, 2016). Aggregate and industrial minerals mining industry The aggregate mining industry in Germany is comprised of many small mining operations and relevant companies. According to the German Department of Economics (BMWi, 2015), the following industrial materials are classified as aggregates: fluorite, barite, kaolin, quartz and quartz sand, quartzite, silica, loamy and foundry sand, pegmatite sand, shale, clay, bentonite, schistose, limestone and dolomite, gypsum and anhydrite, basaltic lava and lava sand, gravel and split, pebble and silicic sand and peat."

Economic concentrations of potassium are essentially limited to thick, stratigraphic sections of marine evaporites. These deposits were precipitated through the evaporation of sea water in restricted epicontinental seas or in grabens related to continental margin rift systems. Following deposition the deposits were subjected to diagenesis and varying degrees of metasomatism and structural deformation. The origin and characteristics of potash deposits are easier to study and interpret than those of most ore deposits because the phase chemistry of the salt systems is known and the approximate composition of the ore-forming fluid (sea water) can be inferred with confidence. It is particularly helpful that the temperature and pressure of deposition approximated that of present earth surface conditions and the pertinent mineral assemblages can readily be duplicated in the laboratory. The study of these comparatively simple salt deposits provides examples of the practical advantages of understanding the genesis of an ore deposit. These observations, in turn, illustrate the importance of pursuing research on the more complicated magmatic, hydrothermal, and ground-water systems as a means to the more successful exploration for and exploitation of the deposits they have produced. It is the purpose of this paper, therefore, to discuss certain aspects of salt deposit geology as they contribute to exploration and mining through some understanding of ore formation. References to field examples and chemical relations in the salt systems are brief. All examples are more fully discussed, however, in the references cited.

The Los Angeles, California JWPCP effluent outfall tunnel will transport secondary-treated effluent from the Joint Water Pollution Control Plant in Carson to the White Point Manifold. Upon completion, through ground conditions ranging from soils to hard rock, the tunnel will be approx. 7 miles (11 km) long with a finished internal diameter of 18-ft (5.5 m). This paper will present the Tunneling Condition Assessment Report (TCAR) and Tunnel Operation Plan (TOP) developed prior to construction, as well as the actual TBM performances achieved along the northern portion of the alignment in soft ground, shallow cover, and beneath a densely urbanized area.

This paper is a brief review of the recent history, and the present status of, of the program designed to develop practical new processes for producing pipeline quality gas from coal. Clean synthetic pipeline-quality gas from coal became a major objective during 1971. Agreement was reached with the American Gas Association, Inc., to cosponsor a $120 million, 4-year program to be funded $80 million by Government and $40 million by American Gas Association. The program was first announced by President Nixon in his Energy Message on June 4, 1971, and a portion of the additional funds needed for the program was approved by the Congress in the December 1971 supplemental budget action. A natural gas shortage has developed in the United States and every indication is that it will worsen. Many transmission and distribution companies have already been forced to curtail sales because of the shortage. Large sums are being committed to systems needed to bring liquefied natural gas from abroad and to plants to manufacture synthetic natural gas from petroleum--also largely imported. On the other hand, there is sufficient domestic coal to supply all of the needed gas through the next century. This accelerated program is designed to provide processes for making gas from coal at costs, including security costs, below the imported alternates. As outlined in the President's Energy Message, OCR and A.G.A. have accelerated the coal gasification program to make it possible to construct and operate a "demonstration plant" (semicommercial size) after 1975. Several processes, in various stages of development as will be described later, are being supported. Concurrently, the overall program will be constantly monitored and evaluated with the assistance of an independent, unbiased contractor. C F Braun of Alhambra, California, was selected for this task and has been actively engaged in it for the last several months. The situation of The Consolidated Mining and Smelting Company of Canada Limited, or Cominco, may be somewhat unique in that the Company is not only a manufacturer of ammonium nitrate, but as a mining company is a major user of its own product. This situation has resulted in highly successful application of ammonium nitrate-oil explosives. Several noteworthy techniques have been developed and others have been improved. Use of this material in the mining industry has led ammonium nitrate producers to adopt the term nitro-carbo-nitrate or INN for ammonium nitrate-oil blends. A small blending plant at Cominco's largest mining property, the Sullivan Mine, at Kimberley, B.C., is producing more than 80% of all the explosive used at the Sullivan, and is supplying two other Cominco mines. Application has required intensive research to determine the best forms of ammonium nitrate for use in small holes drilled for development and long-hole stoping. It has led not only to experiments to determine the best blending oil, but also to development of loading techniques to the point where NCN is being moved through loading tubes over 700 feet. It has required research into mining practices such as hole arrangement and blasting of development cuts. It has resulted in the development of a special product for secondary breaking. All this has been accompanied by the recognition of the importance of insuring safe practices at every stage.

One of the few innovations in hydrometallurgy in recent years has been the utilization of the chemistry of basic iron sulfates called jarosites. These have been used to make iron-zinc separations in the processing of zinc concentrates and are a very important factor in both the Duval and Cymet copper chloride processes as a means of preventing iron build-up in the closed leaching circuits. Copper oxychlorides are kindred compounds in that they are insoluble basic salts that form at low pH (1.5 to 3) and precipitate selectively from many base metal solutions. They have been reported in the chemical literature as far back as 1860, and a few of them are known in their mineralogical forms (particularly atacamite) usually as nuisance minerals because of their chloride content. Several patents describe their synthesis and use as fungicides and insecticides, and papers have discussed their formation as corrosion pro¬ducts on copper and brass piping (14).

"A commercially available Through-the-Earth (TTE) communications system was evaluated at an active underground longwall mine in West Virginia. This TTE system uses electric field (E-field) sensing to send text based communications using two separate antenna arrays connected in parallel. Each antenna array is composed of interconnected, grounded metallic rods or other such structures. Two-way communication between subsurface locations was investigated in this study using various antenna configurations. This field study was conducted as a part of a larger multi-site evaluation of available TTE systems in an effort to determine their operational sensitivity. INTRODUCTION Wireless, Through-the-Earth (TTE) communication technology is designed to achieve point to point communication through solid strata using very low frequency (VLF) and ultra-low frequency (ULF) electromagnetic waves. This ability allows TTE communication to function without the need for intermediary communications infrastructure, such as repeaters. As a result, such communication systems have the potential to provide reliable, robust communications between surface and underground personnel. Exploration into the use of TTE technology for this purpose dates back to the 1920s (Jakosky and Zellers 1924; Pittman, Church and McLendon 1985), but U.S. permissibility requirements slowed the development of TTE equipment for widespread implementation (Durkin 1980; Pittman, Church and McLendon 1985). One of the primary challenges in producing wireless TTE communications is the counteraction of signal attenuation when propagating through solid strata (Barkand, Damiano and Shumaker 2006; Wadley 1949). The long wavelengths of TTE transmissions make them well-suited for reducing the rate of attenuation. However, even when operating within the VLF to ULF range, the performance of TTE systems is still affected by geologic and anthropogenic factors (Geyer 1973; Geyer and Keller 1976; Geyer, Keller and Ohya 1974; Jakosky and Zellers 1924; Large, Ball and Farstad 1973). Although commercially developed TTE systems have demonstrated the ability to communicate through a variety of conditions, their range and performance have been highly varied (Barkand, Damiano and Shumaker 2006; Geyer and Keller 1976; Geyer, Keller and Ohya 1974; Ilsley, Freeman and Zellers 1928; Jakosky and Zellers 1924; Yenchek et al. 2012)."

Mexico's mineral wealth has long been recognised and indeed has played a historically significant role on a world scale. The dynamics of the Mexican mineral industry have experienced a dramatic transformation especially over the last two decades. This transformation has mainly been instigated by the high growth rates and industrialisation of the Mexican economy since the 1960's. This paper focuses on the base metals sector of the industry which represents one of the major contributors to this transformation. The objective is to present a brief base metals review and to discuss some recent occurrences which pertain to this sector of the industry. This is followed by a discussion of mining's relevance in the current economic situation in Mexico. With this overview as background, the investment climate, primarily from a domestic investor's perspective and secondly in terms of foreign investment, is discussed. Finally, some recent government initiatives, including tax and accounting changes, are outlined. Any one of the sections of this paper can easily be developed into an extensive and indepth analysis; however, the intention of this paper is to provide the reader with a broad overview of the topics discussed.
