INTRODUCTION The British mining industry comprises 228 nationalised coal mines producing some 113 million tonnes of deep mined coal and employing 242,600 persons of whom 185,200 work below ground. There are in addition 174 small privately-owned coal mines employing 1500 persons underground and producing 1.5 million tones of coal. In the non-coal sector there are 108 privately-owned mines producing some 20 different minerals, including tin, wolfram, fluorspar, potash, rock salt, china clay, ball clay and fireclay. There are currently 4,100 persons employed in these mines of whom 2,346 are employed below ground. One mine producing potash employs 870 persons of whom 465 are underground workers. Since 1975 all matters relating to the health and safety of persons at work and of the general public who are exposed to industrial hazards have come within the purview of the Health and Safety Executive (HSE). The Mines and Quarries Inspectorate (MQI) is a constituent part of that organisation and enforces legislation applicable to all mines and quarries. The National Radiological Protection Board (NRPB) is a statutory and independent body that was established in 1970 to advance knowledge and provide information and advice about radiological protection. The NRPB has an agency agreement with HSE to provide advice and services relating to radiological protection, including protection against exposure to radon decay products in mines. There are as yet no statutory requirements controlling exposure to this source of radiation in Britain. Investigations for the presence of radon in British coal mines were begun in the mid 195Os. The concentrations found were of low order, typically around 2 pCi/l (Duggan et al., 1968). This was not surprising since big coal mines are well ventilated to control methane and airborne dust and it is now generally accepted that radon and its decay products do not constitute a health hazard in British coal mines. At one or two small mines where igneous intrusions were in close proximity to the coal workings, slightly higher readings were recorded. The MQI then commissioned NRPB to make investigations at metalliferous mines and in these much higher readings were detected. It was later agreed that the NRPB should undertake a survey of all non-coal mines in Britain to establish the extent of the problem. This survey was conducted mainly in 1973, (Strong et al.,1975) and follow-up surveys at various mines have since been conducted by the MQI. These investigations revealed that radon readings could be high in mines producing tin, haematite and fluorspar. Some small mines working other minerals in the same localities also showed high readings. More recently owners have been making environmental measurements at mines where there was some cause for concern. LEGISLATION AND RADIATION STANDARDS As a result of the survey work for MQI the Board in 1975 recommended an occupational limit of 4 WLM in a year from radon decay products together with a programme of radiological supervision (Strong et al., 1975). The MQI accepted the recommendation and advised employers and employees that the 4 WLM limit should be adopted. The limit corresponds to a concentration of 0.3 WL, equivalent to 30 pCi/l of radon-222 in equilibrium with the decay products, and was in accordance with an earlier recommendation by the International Commission on Radiological Protection (ICRP, 1959). ICRP recommendations are usually endorsed in Britain. It was recognised that some years would probably be required to achieve general compliance, and this is proving to be the case. Some confusion has been caused in Britain by the conflict between successive Euratom Directives on this and other standards of safety. As relative newcomers to the Community, we were not affected by earlier Directives, but the situation is different now. In 1959, the Commission of the European Communities provisionally recommended a maximum permissible concentration for radon-222 and daughters of 3 x 10-7 µCi/cm3, which corresponds to 300 pCi/l (CEC, 1959). The number was affirmed in 1962 (CEC, 1962) and reaffirmed in 1966 (CEC, 1966) but without any specification of the state of equilibrium. In 1976, the CEC again recommended 300 pCi/l, but on this occasion, the daughters were assumed to be present in the same quantities as in unfiltered air (CEC, 1976): this implies 40 WLM a year in poorly-ventilated mines. The formula is repeated in the latest version of the Directive (CEC, 1980), but the value is now said to be an interim one because it might not ensure compliance with the appropriate dose limit. ICRP (1955) recommended 300 pCi/l in equilibrium with the decay products in 1955 and reduced this value to 30 pCi/l for unfiltered air in 1959 (ICRP, 1959), endorsed it for equilibrium conditions in 1976 (ICRP, 1976), and held to it until 1980: these values imply respectively 40 and 4 WLM a year. The recent recommendation of the ICRP (1980) that the annual limit of intake for the decay products should be 0.02 J in a year corresponds to 5 WLM, but there is a rider that reduction should be made for exposure to gamma rays and long-lived airborne radioactivity. "Top-down wall construction was selected to excavate the tunnel portal headwall areas of the ORB East End Crossing tunnel. Benefits included an expedited construction schedule realized by staging excavation and rock support with development of temporary construction access roads. Rock mass properties, proximity to right-of-way lines, and blasting impacts were considered to design suitable lift heights, intermediate bench locations, and permanent ground support systems to provide supported permanent excavations. Carbonate rock formations contained adverse subsurface geotechnical features including solution cavities, clay seams, weathered joints, pinnacled rock, and boulders, which were addressed by flexibility in design. The resulting over-break conditions and long-term water infiltration issues required economic design solutions. This paper discusses the unique considerations required during design of top-down tunnel portal headwalls excavated in carbonate rock formations including temporary excavation and permanent ground support systems which provided flexibility for unforeseen over-break, minimized construction delays, and provided long-term stability. PROJECT BACKGROUND The East End Crossing is an approximate 8-mile highway connection of the Louisville-Southern Indiana Ohio River Bridges East End Crossing (ORBEE) project. Currently under construction, this connection will link State Road 265 in Indiana with the Gene Snyder Freeway in Kentucky to form an outer loop bypassing the Louisville-Southern Indiana metropolitan area. This highway project features a 2,510-foot long, three-span cable-stayed bridge over the Ohio River, and a 1,680-foot long tunnel. The project, being managed by the Indiana Finance Authority and Indiana Department of Transportation, is scheduled to open to traffic by the end of 2016. The new twin three-lane tunnel under the historic Drumanard Estate requires steep cut excavations for approach and tunnel portal walls on the order of 60 feet deep through overburden soil and carbonate bedrock formations. This paper focuses on the design considerations for the permanent support of the top-down wall construction of the tunnel portal headwalls and approach retaining walls."

The Cananea porphyry copper-deposit is the site of the second largest mining operation in Mexico. Mineralization is related to quartz-monzonite Laramide stocks that intrude volcanic and volcaniclastic Mesozoic rocks. The ore deposit is a stockwork and breccia-pipes system with Cu-Mo sulfides and pervasive quartz-sericite hydrothermal alteration. A study was made of the arsenic distribution in the mine and the ore-dressing plants. The arsenic (As) in the mine is related to a feldspathic quartz-porphyry type rock associated mainly with the breccia pipe structures (100-700 ppm As in the Veta 7 Breccia). There is vertical zoning, with As decreasing in the deepest part of the breccias. This As mineralization corresponds to a later sulfide hydrothermal stage. The concentrates are made of Cu, Fe and Mo sulfides and some minor quantities of As minerals. The most important copper minerals are chalcocite-covellite, bornite and chalcopyrite. Some of these minerals have 390-880 ppm As. The main As mineral is enargite[ [Cu2.97Fe0.06(As0.90 Sb0.01Pb0 01 )0.92 S4 051 and there are traces of stibioluzonite-luzonite I Cu, .95(Aso.4vSbu.49)0.9rfS4.07-Cu2 93(Aso.H4Sba.10)0.94S4.13] and of another stibioluzonite mineral type with substitution of As by Bi[Cu,96(Ascr,,'Sb0ccrB'OJ3jI~6S] These minerals contribute 80% of the As in the concentrates.

The application of remote sensing for environmental measurements is already being utilized. Aircraft mounted imaging spectroscopy has been utilized to evaluate areas of historical mining operations as well as active mine sites. To the extent that remote sensing can provide more sensitive, cost effective, and timely monitoring potential, the technology is of interest to the industry. Questions remain about the application and validation of the data and the availability of the technology in the private sector. This presentation will discuss some of the potential uses, benefits, and concerns related to remote sensing and efforts to monitor the technology's development.

The implementation of autonomous technologies for production in surface mines demands changes in the existing monitoring and control systems. The present study deals with the concepts involved in the development of a decision support system (DSS) for the supervision of a combined fleet of manned and unmanned equipment operating in a surface mine. The project was carried out as part of an autonomous mining program that lasted from early 2006 until the end of 2008. The objective of the DSS was to achieve short-term planning goals while maintaining safe working conditions. Supervisory tasks become more complex when several autonomous vehicles operate simultaneously alongside manned equipment. The operation center where the DSS was installed allowed autonomous vehicle operations to be controlled while tracking technology reliability experiments performed on control display interfaces and interaction provided design parameters for more complex supervisory systems for autonomous mines. Molybdenum, the 42nd element in the periodic table, is now a very important metal in industry of the United States and the world. Chemically, it is a very complex element having valences of 0, +2, +3, +4, +5, and +6, and can exist as a mixture of these valences in many compounds. It was discovered and separated by Scheele in 1778. At the present time, molybdenite is the only important commercial source of molybdenum. Molybdenum occurs in some 12-14 different recognized minerals, but practically all of the production is molybde¬nite. As late as 1915, it was considered a rare metal. Germany made extensive use of it during the first world war, which resulted in the establishment of a molybdenum industry in the United States at Cli¬max, Colo., in 1917. It was not until the mid-1920s when its introduc¬tion to steelmaking developed for the US automobile industry that the metal gained important acceptance. The first notable example was the Willis-Saint Claire automobile introduced in 1921 by C. Harold Willis, formerly chief metallurgist for Ford Motor Co. Molybdenum has also been produced in the US from wulfenite (PbMoO4) from Arizona and Nevada, and a small amount of molyb¬denite was produced up to the early 1970s as a coproduct from two molybdenum-bismuth mines in Quebec, Canada. The first byproduct production of molybdenite from a copper con¬centrating operation was achieved at Cananea, Sonora, Mexico, and was followed shortly by the Utah division of Kennecott Copper Co. in the mid-1930s. This section of the Handbook is divided into four main subdivi¬sions: Chapter 2, which deals with the concentration and recovery of molybdenite from primary molybdenum ores; Chapter 3, which deals with the recovery and separation of molybdenite as a byproduct from copper production; Chapter 4, which deals with the conversion practices employed for converting molybdenite to the oxide or metal form; and Chapter 5, which covers the uses of molybdenum in steel¬making, chemicals, pigments, lubrication, catalysts, etc. The Free World molybdenum production, for the past eight years from all sources, is shown in Table 1. 2. Primary Molybdenite Ores General In 1978 there were four primary molybdenite recovery plants in operation: Climax, Endako, Quests, and Henderson. For over half a century the Climax mine has been by far the largest and most important source of molybdenum in the world. During the early 1970s a few primary molybdenite mines in British Columbia were shut down due to adverse economical conditions. The largest of these was British Columbia Molybdenum, formerly owned by Kennecott Copper Corp. The Climax plant and operations are described in detail and the opera¬tions of the other plants are summarized following a general discussion of recovering molybdenite from primarily molybdenite ores. Recovery of molybdenite as a byproduct will be taken up in Chapter 3. Geology Molybdenite production from mines in which it is the sole or preponderantly important mineral is confined to ore bodies in granites or igneous-type rocks or pegmatite dikes. More than one state of mineralization is sometimes present as at Climax, York, Hardy, and Questa. In the case of Climax, important byproduct recovery of tung¬sten, tin, pyrite, and monazite is also attained. The molybdenite is commonly disseminated very finely in the siliceous granitic gangue but does occur in stringers and blebs in silicified mineral solution channels. Treatment of Primary Molybdenum Ores All primary molybdenum ores are low in molybdenite, the content ranging from less than 0.20% MoS2 to a high of about 0.40% MoS2. A high resistance to grinding is a common ore characteristic combined with a habit of very fine dissemination of molybdenite in the siliceous portion of the ore. Because of low MoS2 content, high hardness, and fine dissemination of molybdenite in primary ores, it has been necessary to develop a special mill treatment which yields an accepta¬ble recovery at a reasonably low milling cost. Essentially, the treatment consists of intensive rougher flotation at a relatively coarse grind with production of a low grade rougher froth containing a substantial percentage of the molybdenite in the form of low grade middling particles, followed with multistage regrinding to liberate the locked molybdenite and several stages of flotation cleaning to produce a finished grade concentrate. Rougher flotation on pulp ground to ap¬proximately 35 mesh is common practice, even if complete liberation of molybdenite from siliceous gangue may require regrinding to 200 mesh. The flotation of middling particles with a very low content of molybdenite in the rougher flotation step has been made possible by the application of a combination of reagents first developed at the Climax mill and used with some modification in the treatment of all primary molybdenum ores. The Mission mine, located in southern Arizona near Tucson, is a recently developed open pit which produces 15,000 tons per day of copper ore. The mine lies on a wide and gently sloping bajada sweeping northeasterly from the Sierrita mountains. It derives its name from the nearby Mission San Xavier del Bac, built circa 1700. The ore body is everywhere covered by about 200 feet of alluvium, as are the adjacent Pima and Palo Verde mines. The geology of the Mission deposit is known principally through the study of diamond drill holes spaced 150 to 300 feet apart. The open pit is in an infant stage and has not yet revealed much of the deposit, although information obtained there by the operating staff, and from a few thousand feet of exploratory underground workings, has added significantly to the general fund of knowledge. Permission to publish was granted by the American Smelting and Refining Company. I am indebted to Kenyon Richard and J. H. This study presents the methodology and proposals for the restoration of an abandoned quarry in the Greek island of Milos. The local data (soil, vegetation etc.) of the island were collected, analysed and compiled into thematic maps using Geographical Information Systems. The restoration plan was based on the G.I.S. database and suggested the revegetation of the disturbed lands with herbaceous (grasses and legumes) or woody (shrubs and trees) plants. Plants should be indigenous or from other areas with the same vegetation type. Herbaceous plants establish and grow easily protecting the soil from surface erosion. The revegetation success depends on the seed quality, planting season and methods as well as local environmental conditions. Our proposals aim to restore the abandoned quarry with methods that follow the natural succession of vegetation, have minimal environmental impact, low cost and the expected result will be similar to the surrounding undisturbed land.

Pilot-scale tests indicate that effec¬tive concentration of fine gold from Colorado River sands can be achieved by flotation with the air-sparged hydrocyclone. The fine sands (55% minus 400 mesh and 0.01 opt*) from gravity concen¬tration were processed with a 5-cm air-sparged hydrocyclone (capacity -1.0 tph dry solids). Concentrate grades as high as 5.0 opt were produced in a single stage at a recovery of 75.0%. The separation efficiency was significantly better than that achieved in conventional batch flotation experiments.

Substantial progress has been made over the last ten years in the development of uniform national and international standards covering the definition, estimation and public reporting of mineral resources and mineral reserves. Agreement between the major participating countries has been reached, which include the requirement that a Competent Person prepares and approves publication of mineral resources and reserves. Most national regulatory organizations have accepted the new standards and have included them in the rules that must be followed by mining companies operating under their jurisdiction. These developments are the result of a concerted effort on the part of professional societies, national regulatory agencies, international organizations, and many dedicated individuals. The historical development of these standards is summarized in this paper. Accepted definitions of mineral resources and mineral reserves are discussed, as well as the definition and role of the Competent Person. Additional effort is needed before the international standards are fully understood, accepted and followed by mining companies, regulatory agencies, the investment community and the general public. Steps being taken toward development of a Mineral Reserves International Reporting Code Template (International Template) that will be available for all countries to use in deriving their specific country reporting codes, are outlined

Water conservation and compliance strategy can be cause for success or failure of a new or existing mining operation. Water accounting at outset, and pit and waste dump planning, may not fully consider total inflows, or sediment loads encountered during mine life. Environmental impact assessments, and permitting often dictates the rules, and these may change, to be more stringent, during course of mine development. This paper will identify techniques to control unprojected fresh water, or increased surface water flows in surface mine operations.

One of the rare consensual points among different resource-based economic analytical approaches refers to the strategic role of rent from mineral extraction, as a decisive tool to ensure that the temporary wealth generated in the present can turn into permanent income in the future. For this reason, evaluation, distribution and use of mining rent plays a central role in the sustainable development of mining cities. Brazilian legislation provides for this at the municipal level by means of participation in the financial results of mineral extraction accomplished in these municipalities, with the Financial Compensation for Mineral Exploration (CFEM). CFEM is a type of ad valorem royalty, which charges taxes of up to 3% of the net revenue of mineral production. However, legislation does not establish how these resources should be used. Therefore, there is wide variation in the use of CFEM income among Brazilian mining cities. A study from a sample of the 15 largest mining cities in eight Brazilian states made possible identification of two main patterns with regards to the use of CFEM which were labeled "sustained use" and " the pitfall of the single treasury." In that regard, this article discusses the pressuring factors that contribute to these patterns, as well as the institutional arrangements which may be more favorable to inducing more sustained use of CFEM.

Most recent work in the field of mine production scheduling has focused on either the computerization of the traditional methods or the development of sophisticated mathematical optimization models. Yet it is clear to all concerned that the optimizers need to be made more practical and the traditional approach needs to be made more optimal. This paper, along with another recent paper (Gershon, 85) open a middle ground between these two approaches. In that recent paper, a heuristic procedure for production scheduling was introduced. Here, a series of short term optimizations are used in a creative manner to approximate the true long term optimization. Since these small optimizations are aimed at blending to meet production quality specifications, this approach is most applicable to commodities where the blending function is very important such as coal, cement, phosphates or iron, to name a few. The traditional and the optimization approaches are so far apart that their' advocates have difficulty identifying with the other approach. This is especially true concerning the difficulty of understanding the optimization models for those not trained in the field of operations research. This paper takes the position that the pro- 120 per role of the operations researcher is to provide not only useful and advantageous approaches, but practical, understandable and implementable ones as well. This is the goal of the paper in describing a new approach, consistent with the traditional methods and aimed at approximating the results of the optimizers.

The flotation behavior of Florida phosphates was studied using statistical design of experiments to evaluate conditioning parameters and their effect on flotation performance. The solids loading, conditioning time and agitation speed during conditioning were identified as the important variables affecting the reagent coating onto particles. Flotation of the conditioned slurry was carried out at fixed collector dosage and flotation conditions. Phosphate recovery upon flotation was statistically modelled as a function of the conditioning variables. The results indicated that the conditioning variables had an interactive effect on the phosphate flotation performance. Statistical optimization revealed two conditioning regimes in which optimum flotation recovery was obtained. It was determined that optimal recovery can be obtained at lower conditioning energies.

INTRODUCTION This submission was made to the Royal Commission of Inquiry into uranium mining in British Columbia. It discusses the stability of waste rock piles that might be developed in conjunction with uranium mining and the control of leachates that might be generated within these waste rock piles over the short and the long term. Short term refers to the interval during which a waste rock pile undergoes either continuous, or alternatively intermittent development, and in general can be considered to extend over the operating life of the mine. Long term refers to the postmining period, i.e. after the ore-body has been exhausted, and mining operations have ceased. Two major classes of waste material are generated in the course of mining and milling operations. Tails, which are the solid waste materials produced by the milling operations commonly exit the mill in slurry form and are stored in tailing retention ponds. Management and control of these slurried wastes are the subject of other papers to the Commission and this conference. In the course of the mining operations, it may be necessary to remove rock materials that are below cut-off grade. That is, ore concentrations within some of the mined rock may be lower than the concentrations which on the basis of economic considerations justifies milling the material. Rock which is removed in the course of the mining operations, but which is below cut-off grade is referred to as waste rock. This waste rock is commonly consigned to a specific area for disposal where it is placed in a mound or pile, i.e. a waste rock pile. Ore concentrations within the waste rock may vary from zero to just below cut-off grade. Since an increase in the market value of uranium could at some time in future result in reduction of the cut-off grade, it follows that waste rock containing ore concentrations slightly below today's cut-off grade could become ore grade rock at some time in future. For this reason, the mine operators may deem it advisable to separate waste rock according to grade, and to consign the waste rock to two or more individual waste rock piles. For purposes of clarity and simplicity, this submission treats the stability of waste rock piles and leachate control in a manner which assumes that these potential problems are isolated and separate from other aspects of the mining and milling operations. For many site specific cases, the problem of potential leachate control might be integrated with the tailings management aspect of the project, thereby realizing economic benefits while at the same time reducing the potential for adverse environmental impact.

"INTRODUCTIONThe Laboratoire Souterrain de Modane (LSM) is an underground research laboratory located in the Western Alps on the French – Italian border. It is located in the middle of the 13km long Fréjus highway tunnel that links Modane (France) to Bardonecchia (Italy) in correspondence of the highest overburden of 1800m. The LSM current activity is mainly based on the investigations about the dark matter and requires very sensitive instrumentation which shall be protected from cosmic rays. To comply with the new legislation about safety in tunnels, the highway tunnels owners agreed in 2007 the construction of a parallel safety tunnel, at an average distance of 50m from the existing tunnel and the laboratory owner CNRS (Centre National de recherche scientifique) also decided to extend the existing laboratory with the construction of a new 17000 m3 cavern allowing the installation of wider and more powerful instruments that could increase chances of success of research. Preliminary studies stated that, considering both geological and functional issues, the most appropriate location for the new laboratory shall be in between the two tunnels and parallel to the existing laboratory (see Figure 1).Hence, the CNRS asked Systra, already in charge of the works supervision of the safety tunnel, to realize the design of the new cavern. The laboratory extension includes the construction of a 40 m long cavern with 300 m² cross section and two smaller tunnels connecting the safety tunnel and the existing laboratory to the new cavern. The minimum distance between the front face of the new LSM and the highway tunnel is about 25 m.The French and the Italian authorities, responsible of the exploitation of the Fréjus highway tunnel, asked the CNRS to develop an accurate study indicating that the construction of the laboratory extension would not have any negative impact on the existing structures of the highway tunnel. The main results of the developed study by Systra are summarized hereafter. The construction works should begin prior to the end of the construction works of the Fréjus safety tunnel in 2018."

Experiments were carried out on 76 mm laboratory heavy medium cyclone treating -2.0 t 0.5 mm coal and on two 600 mm industrial heavy medium cyclones treating coal in the size range -13.0 t 0.5 mm. The variables studied were spigot diameter and feed medium gravity. The generalised distribution curve for the separation of coal in these heavy medium cyclones has been defined by the equation [ ] The specific gravity of separation SG has been found to increase linearly with increase in feed medium, gravity (SGf). The relationship for SG of industrial cyclone is given as 50 SG = -6.801 t 6.463 SGf t 0.0327 Spig 50 -0.02625 SGf. Spig. Further, the probable error for the separation has been found to be linearly related to (SG50 - SGf ) according to the equation [ ] The model equations developed have been used to select appropriate levels of operating conditions to achieve an increase in the yield by about 2 to 4% without affecting the quality of the product.

This study was carried out in Ichadih to map the sulfide/gold mineralization using combined electrical resistivity tomography (ERT) and self-potential (SP) methods. No geophysical analysis has been carried out to delineate such ore deposits in the area. Thus, the study provides a different approach for approximate location and extension of the quartz reef associated with sulfide/gold mineralization. Rapidly rising gas and oil prices and the falling quality of coal is forcing energy users in many parts of the world to consider the application of low grade fuel, particularly coal, for steam raising and power generation. However, the use of such low grade coal is normally resisted by the consumer because of operational problems associated with high ash content, sulfur emission and, in some instances, slagging problems caused by low melting temperature constituents in the ash. Recently developed technology involving 'fluidized bed combustion' offers a potential solution to these operational problems. Much of the early work was conducted in Britain, where rig tests were commenced during the early 1960's. This has led on to the successful conversion and operation of a fluidized bed fired industrial boiler at the Renfrew works of Babcock & Wilcox Ltd. Orders for the first commercial boilers incorporating this technology have recently been announced. Significant development work on fluidized combustion is now being undertaken in various parts of the world, in particular North America, Germany and Japan, and the first large scale units are under construction or being commissioned. This paper concentrates on the development of the technology in Britain, outlines the reasons for applying fluidized bed combustion and de-scribes its application at atmospheric pressure for steam raising and at elevated pressure for power generation . Over the last three years there has been an increase in mining congress and conferences focusing on water management. Water in mining is a key concern for mine managers and operations, and we are now seeing this operational dilemma escalated to the level it deserves. According to Frost & Sullivan research, mining water and wastewater treatment and its related technologies will be a U$3.6 Billion global market in 2016, which translates the importance of this issue. Looking at the current mining trends, some factors increased the importance of water in mining operations, including: ? Future mining investments will be located in geographical locations where water is scarce (water stressed areas) ? A decline in grade will increase the intensity of mineral processes and therefore increase the use of the water ?
