At one time explosives were the only economical means of rock tunnel excavation. Except in relatively long tunnels in the right rock explosives are still the cheapest means of rock excavation where they can be used. Today the most economical means of rock tunnel excavation is increasingly not the choice of the contractor. A good part of our work is for public agencies in urban areas and the public today is increasingly less tolerant of the disruption caused by our efforts. Owners in many cases have to direct their engineers to write specifications which severely restrict noise and vibration levels during construction. Sometimes specifications allow drill-and-shoot for starter tunnels only or even eliminate powder by fiat. Recent advances in the use of explosives such as sequential firing have made blasting more palatable to the public but are not enough in all situations. Thus the roadheaders on construction projects. In recent work I have seen the Alpine Miners, a Paurant Miner and the Robbins Mobile Miners used in several rock formations and now believe this type of equipment has a place in the tunnel constructor's choice of equipment. Rudy and I have not attempted to present a formula for choosing the best alternative excavation method in any given case because, of course, of the variables involved. We have simply tried to describe our experiences on a particular project and hope our observations will be of some value to tunnel constructors.

Seven legendary figures of American mining will be enshrined in the National Mining Hall of Fame in ceremonies on Saturday, Sept. 7 at the Little America Hotel in Salt Lake City, UT. The 15th annual induction banquet will begin with a reception at 6 pm, followed at 7 pm by the dinner and the program. Of the seven inductees, one is living. He is Alexander Murray (Bud) Wilson, 80, of Los Altos, CA. Wilson led Utah Construction (later Utah International) to become one of the world’s most diversified and successful mining companies in the 1960s and 1970s. It was acquired by General Electric in 1976.

Annual requirements of uranium to fuel the 441 currently operating nuclear reactors in the world is 170 million pounds U3O8 (65,385 tonnes U). 2005 global production was 108 million pounds (41,595 t U), of which only 2.7 million pounds U3O8 (1,039 t U), was produced from US uranium deposits. US nuclear utilities represent 26% of the global nuclear capacity but only obtain 2.5% of their supply from US uranium mines. Since 2002 annual global production increased from 93 million pounds U3O8, a 15% increase and the US production increased from 2.3 million pounds to 2.7 million pounds, a 17% increase. Reasonably Assured Resources (RAR) of 12,332 million pounds U3O8 (4.7 million t U) are reported from a wide variety of countries and types of uranium deposits. This RAR suggests that there are significant global uranium resources potentially producible at a price of $50 per pound U3O8 ($130 per kg U). Table 1 shows the distribution of global uranium resources. This table, prepared from historic data maintained by the World Nuclear Association, does not include some areas of the world that are currently considered to contain significant resources of uranium such as Mongolia. Table 1 suggests that the United States contains the fourth largest uranium resource in the world with 890 million pounds U3O8, behind Australia, Kazakhstan and Canada in resources that are producible at a price of $50 per pound U3O8 ($130 per kg U). Within the US, the states that demonstrate the greatest amount of uranium resource are Wyoming, New Mexico, Texas and the Four Corners Area of Arizona, Colorado and Utah.

The Mokelumne Aqueducts Resiliency Project (MARP) involves construction of a 16.5-mile tunnel across the Sacramento-San Joaquin Delta (Delta) to replace the existing surface aqueduct pipelines with more resilient conveyance. The tunnel will be bored in Pleistocene-age alluvium at elevations between 100 to 10 feet below mean sea level. At this depth ground conditions are signicantly stiffer and denser than surcial soils and will mitigate potential seismic harards related to liquefaction ground shaking and cooding that could arise from potentially damaged levees. The heterogeneous soil deposits at tunnel depth consist of interbedded layers of stiff to very stiff clay and silt, and dense to very dense clean sand and silty sand.

Stationary air pollutant sources established prior to the New Source Performance Standard (NSPS) are not, at present, subject to federal emissions regulations. However, proposed legislation could require many existing stationary sources to reduce emissions. This paper will report upon the laboratory work undertaken to date by B&W to commercialize a limestone system for sulfur capture both in pulverized coal and cyclone coal-fired utility boilers. Updates will be provided on the US EPA/State of Ohio/Ohio Edison/B&W sponsored pulverized coal full-scale limestone injection demonstration, and on the EPRI/Baltimore Gas 8 Electric, Atlantic Electric/B&W sponsored laboratory-scale cyclone coal limestone injection investigations.

The 2,250-MW, coal-fired Navajo Generating Station located in Page, AZ draws water from Lake Powell using submersible pumps installed in five inclined shafts. Drought threatens to lower the reservoir to below the existing intakes. A system of new steel-lined intake shafts located on the same site was required for uninterrupted plant operation. The small size of the site, and the need to keep the existing system in operation, required detailed designs and placed significant limitations on construction equipment and activities. The Navajo Sandstone that forms the near vertical shoreline of the reservoir is 98 percent very fine grained quartz, highly abrasive and contains highly fractured intervals that presented numerous challenges to drilling the new 152-m (500-ft) deep, 109-cm (43-in.) diameter intake shafts inclined 23° to 26° from vertical. Spatial constraints, submersible pump design and operational criteria required that each shaft have a unique inclination and orientation and hit a small breakout target located 76 m (250 ft) under water. Sophisticated drilling equipment and techniques as well as state of the practice downhole survey technology and methods were used to make adjustments and maintain drilling accuracy with less than 1 percent deviation. Environmental requirements mandated water as the drilling fluid and grout was not allowed in to the lake under any circumstances. The shafts were videotaped and the breakout locations were examined using an underwater remotely operated vehicle (ROV) to verify shaft locations and rock conditions, and to guide placement of pneumatic packers to ensure grout did not transmit to the lake during the steel liner installation. In anticipation of the invasion of quagga mussels, the shaft design included an allowance for a chemical dosing system and a copper-rich alloy at the exposed portions of the steel liner.

Most of us are aware of the relationship between the golden-yellow resin spots on Upper Cretaceous Wasatch Plateau coals and fossil tree resins (?amber?). Nevertheless, confusion remains about the exact chemical composition and structure of commercial coal resin preparations as well as their observed heterogeneity. In order to arrive at a more detailed chemical description we need to distinguish between micropetrographic, organic geochemical and process technological definitions of coal resins, which may include substantial quantities of constituents unrelated to fossil tree resins. New information on composition and origin obtained by Curie-point pyrolysis/evaporation in combination with isobutane chemical ionization mass spectrometry, as presented in this paper, points to the presence of four more or less distinct resin components: (1) a sesquiterpenoid polymer; (2) sesqui-and triterpenoid monomers and dimers; (3) a suite of triterpenoid alcohols, ketones and acids; and (4) a series of increasingly aromatized hydrocarbons with naphthalene and picene type skeletons. Moreover, a strong similarity is found between the composition of recent Dammar resin and fossil Wasatch Plateau coal resins. Some of the technological implications of these findings and the consequent need for a more precise chemical definition and nomenclature are discussed.

The Rock Mass Rating (RMR) system is an internationally recognized classification system that can be used for preliminary ground control design. The RMR system assigns quantifiable values to predefined classified parameters of a rock mass. Assigning a single value rather than a range to each parameter is a source of uncertainty, however, assigning a single value can be useful for further studies related to RMR ratings. Fuzzy systems are being used in an increasing number of application areas where linguistic rules are used to describe the system. In past decades, fuzzy systems have been successfully used in geotechnical and mining engineering problems to cope with uncertain data as well as with vagueness. In such scenarios, linguistic rules and rating-based classification of rock masses have always been questionable. The objective of this study is to apply fuzzy set theory to the RMR classification system. The fuzzy system proposed in this study is specified for weak and very weak rock masses (RMR<50) based on data collected from Nevada gold mines where 68% of RMR data is in the ?poor? and ?very poor? classes. In this approach, a Mamdani fuzzy algorithm has been constructed to evaluate basic RMR89 rating for the ?wet condition.? Comparison between basic RMR89 and fuzzy RMR shows the fuzzy RMR system is valid to predict RMR from the discrete rating of each input parameter.

Lime addition to acid mine drainage waters (AMD), possibly accompanied by aeration, has been the basis for their remediation by precipitation of predominantly metal hydroxides. An efficient novel alternative technique causes precipitation of double M(II)-M(III) hydroxy sulfates which readily precipitate and are easily dewatered. When the Fe(II)/Fe(III) + Al(III) ratio of the AMD is appropriate, the Green Precipitate (GP) Process provides a more effective alternative to normal liming/aeration. The process can be adapted to give a continuous in-line treatment by the choice of suitable computer-controlled reactors designed to improve the liming efficiency, reduce scaling and control the rate of treatment. The processes are described in terms of the chemistry involved.

Introduction Syncrude Canada Ltd. is the operating company for a consortium of industry and government participants that produce synthetic crude oil from their leases in the Athabasca Oil Sands. Production from the $2.3 billion (1978) integrated mining, extraction, and bitumen upgrading and utility complex started in September 1978. Production is currently about 6.4 Mm3/a (40 million bbl per year) of high quality synthetic crude oil. This is done by upgrading the extracted bitumen from the oil sands mined. Plans are to increase the production to 8 Mm3/a (50 million bbl pier year) by 1989. At that time, the mining operation will be required to deliver 100 Mt/a (110 million stpy) of oil sand (ore) to the extraction plants, and handle quantities of waste ranging from 50 to 75 Mt/a (55 to 83 million stpy). The Syncrude plant is located at Mildred Lake, 40 km (25 miles) north of Fort McMurray and 480 km (300 miles) north of Edmonton, Alberta. Climate, particularly winter, is therefore a major factor affecting the design and operation of all the Syncrude production facilities. Bitumen production, consisting of overburden removal, oil/sand mining, bitumen extraction, and tailings disposal, account for about half the total SCO production costs. Considerable research and development, therefore, continues to be applied to improve both material handling and bitumen recovery methods. Potential applications for feeder breakers were identified in the material handling aspects of both overburden and oil sand mining to reduce cost and to attain planned production increments. Overburden removal Overburden materials on the leases comprise thin Pleistocene sands, gravel and fill, and sands, silts and clays of the thicker Clearwater Formation with the silt to clay components predominating. The latter contains multiple leases of hard siltstone with unconfined compressive strengths up to 148 MPa and thicknesses up 0.1 to 0.9 m (1 to 3ft). Characteristics of the overburden as well as the climatic environment and scale of operation present unique problems for the efficient removal of the material. In a bucketwheel/conveyor system, the weak silty clay formations require relatively flat working slopes for safe operation, while the siltstone lenses and frozen overburden require blasting or selective removal by other equipment. These factors, combined with the normal bucketwheel/conveyor design parameters, lead to high capital investment and relatively inefficient use of that capital. "It is safe to say that the coal industry, in the United States and globally, is currently suffering through one of the hardest times in its history.A perfect storm of competition, changing energy demands, politics and public perceptions have collided, inflicting significant harm to the industry that many say is irreparable. This, in turn, has led to massive job losses in some regions, heavy cuts in production and even bankruptcy filings from two of the largest coal mining companies in the nation.Cheaper natural gas can certainly take a large share of the blame for the struggle of coal, as utility companies switch from coal to natural gas for power generation. According to the U.S. Energy Information Administration (EIA) the amount of coal used for electricity generation in the United States is at a 45-year low.November 2015 marked the fifth consecutive month that natural gas was the leading source of power generation in the United States. EIA said generators produced 101,866 thousand megawatt hours (MWh) of electricity with gas in November versus just 87,789 thousand MWh with coal, the lowest monthly level since May 1980 when monthly coal use was 84,884 thousand MWh.According to Robert Godby, director of the Center for Energy Economics and Public Policy at the University of Wyoming, there are a number of factors playing a role in the decline of coal, but he points to the advances in fracking as the tipping point.“A lot of people will argue that regulation is the cause of the decline, and it has played a part, for sure, but the story of the recent past is more about what competition has done to the energy market,” Godby told Mining Engineering. “The war on coal was originally declared by natural gas in 2008.”The price of natural gas, which was at $13 per million Btu before the gas fracking boom, has fallen to as low as $1.68 in December 2015. Likewise, Godby said the cost of wind generation is now lower than the cost of generation from coal and the cost of solar generation is coming down as well. In addition to that, the demand for energy has changed in the past five years with more efficiencies in everything from building design to lightbulbs."

In 1958, the coal industry, through Bituminous Coal Research, Inc., and the electric utility industry, through the Edison Electric Institute and the Association of Edison Illuminating Companies, initiated a joint program to study coal pyrite and its removal as a means of lowering the sulfur content of steam coals. It was assumed that significant amounts of pyrite often remained in washed steam coal not because available systems for coal cleaning were inadequate, but because the pyrite was small and widely disseminated, During the first two years, samples of coal were examined petrographically to determine the size, association, and mode of occurrence of the pyrite in the raw coal and in the products of laboratory separation, Samples of coal were also pulverized in different equipment to determine how effectively pyrite was released by pulverization and if the mode of pulverization affected the liberation of pyrite. From these studies, the following tentative conclusions were made (1 ): 1. Much of the coal pyrite is within a 250-70 micron size range, and therefore is too small to be removed by conventional coal cleaning, but relatively large when compared to the size of coal as pulverized for combustion in large boilers. 2. The degree of pyrite liberation is mainly determined by the size of the product and not by the type of crusher. 3. For improved pyrite removal, the coal should be cleaned during or after pulverization at the power station.

Micromodels simulate individual mine operations for equipment selection and mine planning. Macromodels simulate all operations in the complete mine for economic evaluation of reserves. A cash flow analysis model makes a complete discounted cash flow analysis to deter-mine a required coal sales price or return on investment for evaluation of any mining project.

The propensity of coal spontaneous combustion can be evaluated using various laboratory testing methods, such as R70 adiabatic tests, thermal gravimetric analyzer (TGA) tests and critical self-heating temperature (CSHT) methods. Each of the methods has its unique characteristics and index for classifying the propensity of self-ignition of coals. Accountable relationships among the propensity indices of different methods should be established. Using the newly established R70 and TGA testing setups in our ventilation laboratory, samples from U.S. coal mines have been collected and tested. The TGA is a relatively new quantitative method. A test can be conducted in a relatively short time, within about one and a half hours, compared to the adiabatic tests. The temperature and weight of the sample can be measured with high precision and then used to determine the activation energy of the coal, which is a good indicator of the potential for self-heating. Under a specific experimental design, the TGA technique could perform the proximate analysis for determining coal quality parameters (e.g., moisture, volatile matter, fixed carbon and ash content). These parameters can be used in an empirical equation for assessing the potential for coal self-ignition. The trend of activation energies determined using TGA techniques is reasonably consistent with the trend of activation energies determined using adiabatic tests. As a case study, a comparative analysis of these two methods for determining activation energy was made on coal samples collected from Indiana. The kinetics of the spontaneous combustion mechanism has been explained. If the functional groups of a coal such as hydroxyl (-OH), carboxyl (-COOH), methyl (-CH3), etc., activate more easily with a small amount of activation energy at a relatively low temperature, the coal will have a higher potential for self-heating. With the kinetic and coal quality parameters determined by the TGA setup, it has been found that the coal with a low potential for self-ignition has low self-heating rate, a high activation energy and a high minimum self-heating temperature.

"Edge effect is a condition widely observed in High Pressure Grinding Roll (HPGR) operations that gives rise to reduced comminution at the edges of the roll surfaces. This effect is caused by a reduction in the local crushing pressure at the edges of the rolls resulting from the sliding friction between the static cheek plates and HPGR feed material. Practically, this has an impact on equipment sizing, as the edge effect leads to coarser particles reporting to downstream equipment in open-circuit operations and increased circulating load and diminished HPGR circuit capacity in closed-circuit operations.To address this, Metso's HRC™ HPGR incorporates an Arch-frame to maintain a parallel relationship between the rolls and allow for the use of a flanged roll design. We conducted a series of pilot-plant tests with a 750 mm by 400 mm HRC HPGR to compare the performance of the flanged roll design against that of a traditional cheek plate arrangement under similar operating conditions. The edge effect was found to be significantly reduced with the flanged roll design. Based on the pilot-plant results, the implications for circuit design, energy efficiency and overall plant performance in a full-scale application were investigated and discussed.IntroductionGlobal trends such as lower ore grades and rising operating costs are driving the market toward more energy-efficient mineral processing solutions, most notably in comminution circuit design. High pressure grinding rolls (HPGRs) have been recognized as an energy-efficient solution relative to more conventional circuit designs. The basic operating principle of HPGRs, in which a fairly uniform pressure is applied to a bed of material in the compression zone, lends itself to this improved energy efficiency (Morley, 2006). Studies have estimated that savings of 10-15 percent are possible when comparing an HPGR circuit with a traditional SABC circuit (Rosario and Hall, 2008). While HPGRs offer a more energy-efficient solution than tumbling mills, there is still room for improvement in many aspects of the design. Edge effect, in particular, is one such aspect that limits the effectiveness of the machines. Edge effect is the impaired performance at the edge of the rolls due to a reduction in crushing pressure (Morley, 2010; van der Meer, 2010). As described in our prior work (Knorr, Herman and Whalen, 2013), edge effect is caused by the interaction between the ore entering the crusher and the relatively static cheek plates positioned at the edges of the rolls. As the material is drawn into the crushing zone, the sliding friction between the ore and the cheek plates inhibits the ability of material to be effectively drawn into the compression zone at the edges of the rolls. This reduces the crushing force in those edge regions relative to the center of the roll where material is being drawn into the compression zone at a higher rate. In addition, the cheek plates of a traditional HPGR design are held in place by spring-loaded brackets that are adjustable to manage the clearance. This spring-loaded cheek plate design prevents full compression of the material in the edge regions of the roll as there is relief at the outer edges."

To improve the pumping capacity and engineering efficiency of fresh thickened tailings slurry, a high charge density superplasticizer was developed to improve the rheological properties of tailings slurry. The effects of superplasticizer content, the concentration and fineness of tailings, the proportion and type of cementitious materials, temperature, and hydration time on the rheological properties of unclassified tailings slurry and backfill materials were studied. The variation characteristics of the slurry yield stress, plastic viscosity, and thixotropy with different factors were measured by a Brookfield R/S-SST plus rheometer. The experimental results of fresh thickened tailings illustrated that the higher the concentration of the slurry and the finer the tailings, the worse the rheological properties of the slurry. The results of cemented paste backfill materials indicated that the rheological parameters increased as binder content and time increased. The rheological parameters decreased as the temperature increased. The addition of a superplasticizer reduced the rheological parameters and improved the rheological behavior of the fresh thickened tailings and cemented paste backfill materials, which was beneficial to the slurry’s pipeline transportation. This paper can provide technical guidance for slurry transportation in the backfill system and provide a reference for designing the superplasticizer used in tailings.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee&apos;s mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. In the mid-I 970s the rallying cry sent out by the aggregate trade associations to aggregate operators was to come to Washington and help design national legislation mandating reclamation of pits and quarries. This collective effort paid off in that aggregate operators were able to assist in the design of "livable" legislation; however, the coal mining industry took some very hard hits. A principal argument used by the aggregate industry was that relatively small parcels of land are impacted, the operations are located in or near urban areas to serve in the development of that immediate area, and are of many years duration; whereas, coal strip mines disturb many acres, are of short duration, and whose products may have world or nationwide utilization. Historically, developments in reclamation are tied closely to the regulatory systems that have been created to control environmental effects of mining. Since reclamation generally results in a cost incurred after the stone, sand and gravel has been mined and does not add to the inherent value of the mineral, there was little incentive in the past for mine operators to reclaim the land. In 1977, the Surface Mining Control and Reclamation Act (SMCRA) became the law for coal mine operators. The law states that, among other provisions, reclamation must "restore the land affected to a condition capable of supporting the uses which it was capable of supporting prior to any mining, or higher or better uses". It is of interest to note that years before the initiation of legislation leading to SMCRA twenty-eight states already had reclamation regulations that covered virtually all minerals. The scope of performance standards found in the state reclamation regulations included slope stabilization, grading, revegetation, neutralization of toxic materials, visual screening, waste disposal, control of drainage, and other sources of pollution and erosion. Environmental legislation and the consequent regulations came about because the public perceived that private industry did not properly value environmental quality and as a result the government became the policeman.

Semi Autogenous Grinding (SAG) circuit is the most common grinding circuit to day. In Europe and South Africa fully autogenous (AG) circuits are also popular. SAG circuit has a lower capital cost and simple operation. SAG circuit requires the use of grinding balls, which increases operating costs and decreases availability. An AG circuit may produce a higher Net Present Value to the investment. The AG circuit is more complex to design and operate. However, operating experience from AG circuits illustrates that an AG circuit can be as trouble free as a SAG circuit with the benefit of lower operating cost.

Building on earlier work, an analysis relevant to international (Australasian) minerals trade is developed which accounts for both the impetus of globalization and national reaction or protection. At the firm level, integrated multinationals are contrasted with trade service providers. At the industry level tariff and, particularly, such barriers as quotas, standards, labor and environmental issues are explored. Specific areas examined include: location of both inventories and processing, sources of finance and currency risk, shipping availability and terms as related to processing level, residuals management or environmental controls, and “fair” labor standards. Intraregional rather than global trade is currently most likely.
