The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.

Almost all of the world?s zirconium is mined in the form of zircon (ZrSiO4), the majority as a coproduct of titanium mining from heavy mineral sands deposits. These are placer type deposits, in which the dominant mineral is silica but which also contain a suite of ?valuable minerals,? often consisting of a mixture of titanium minerals, various alumino-silicates and zircon plus a range of other mineral species. The composition of the valuable minerals in such deposits is known as the mineral assemblage. There is no reasonable consistent geological relationship between zircon and titanium minerals. They can derive from separate igneous rock deposits that rarely occur together. The connection emanates once these separate rocks have been eroded by weather and water, often across a very long geological period. Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

Mine frictional resistance is one of the essential parameters of mine ventilation systems, and it is of considerable significance for the prevention and control of mine risks and accident hazards. Frictional resistance requires a lot of resources and time and has errors. To reduce the errors of frictional resistance, a regression model of frictional resistance is proposed based on the correlation analysis of the affecting factors. Through the comparative test analysis of seven regression methods, it is found that the classification and regression tree method for solving the proposed regression model has better performance than other methods. The least square error criterion is used to calculate and rank the importance of the factors affecting frictional resistance. The results show that the cross-sectional area of the tunnel, the support method, and the presence or absence of devices or pedestrian ladders have the most considerable influence on the prediction accuracy of frictional resistance. The support methods and cross-sectional areas are essential input variables. Through the combination test analysis of the influencing factors, the results show that the regression model does not have predictive ability when the number of input variables is less than 3 and the best predictive performance cannot be obtained using all the influencing factors. The best prediction model of resistance is to combine the shape of the tunnel, the support method, the presence or absence of devices or pedestrian ladders, and the cross-sectional area. The method proposed in this paper does not require a lot of resources and time investment, and the frictional resistance error is small. At the same time, it solves the problem of resistance prediction with incomplete data of influencing factors and provides a compelling new method for obtaining frictional resistance parameters.

Resin-grouted bolts serve as a crucial means of stabilizing yielded coal ribs in underground coal mines. A comprehensive investigation into their efficacy was undertaken by a collaborative effort between the National Institute for Occupational Safety and Health (NIOSH) and Missouri University of Science and Technology (MST). This study involved pull-out tests in multiple locations, including six coal mines and the NIOSH research mine. A total of seventy-three (73) tests were conducted, of wide range of anchorage lengths, ranging from a short encapsulation length of 0.305 m to a fully grouted encapsulation length of 1.524 m. The test findings indicate that when short encapsulation bolts are installed at high rotation speeds, their anchorage capacity is significantly reduced, leading to failure at the bolt-grout interface. Conversely, when these bolts are installed at lower rotation speeds, they exhibit greater capacity, with failure occurring at a higher anchorage load equivalent to the yield load of steel rebar. No matter what the rotational speeds were used during bolt installation in this study, the fully grouted bolts consistently experienced failure at the ultimate load of the steel rebar. Most of the tests carried out on partially grouted bolts with anchorage lengths of 0.610 - 0.914 m have shown behavior patterns like the fully grouted bolts, although exhibiting reduced stiffness. The outcomes of this research offer a profound insight into the ways in which resin-grouted bolts enhance the stability of coal mine ribs.

Abstract-Since 1982, the US Bureau of Mines has inves¬tigated improvements in protection for operators of thin seam shuttle cars. Due to working height restrictions in thin seam mines (<_1.22 m or 48 in.). Federal mine regulations require that canopy protection on shuttle cars he provided only in mines >_1.07 m (42 in.). However, court obtained variances are granted to mines <_1.22 m (48 in). This paper presents ongoing research to design and evaluate a uniquely positioned, ergonomic compartment for a shuttle car that provides the operator with full canopy protection in working heights of 1.02 m (40 in.).

Between 2005 and 2021, surface mining haul trucks were involved in 54 fatal incidents in the United States [1]. Collision warning and avoidance systems (CXS) can help haul truck operators navigate their route safely. The evaluation of CXS object detection performance for surface mining haul trucks relies on the positional accuracy of the ground truth instrument. As part of a holistic approach, researchers from the National Institute for Occupational Safety and Health (NIOSH) characterized the accuracy of a global navigation satellite system (GNSS) that serves as the ground truth instrument to determine object position and velocity in CXS object detection performance testing. We used precision surveying equipment to establish ground truth points for comparison with GNSS data collected for static positional measurements and reduced-scale straightline vehicle dynamic tests. We conducted these tests with real-time kinematics (RTK) and then satellite-based augmentation systems (SBAS). For the dynamic tests, we measured a distance error of 1.34 m (4.40 ft) using RTK and 1.50 m (4.92 ft) using an SBAS. This research will provide CXS manufacturers and CXS researchers a basis for evaluating the positional accuracy of CXS. Note that we did not evaluate any CXS in this experiment.

Engineers face significant challenges when determining what geometry provides the most profitable and safe stope for extraction. Several techniques and optimization algorithms have been developed in recent years, but most fail to find optimal solutions because they are heuristic or LP-based without efficient geometric constraints. This paper presents a two-dimensional binary linear programming (BLP) model for determining the optimal combination of blocks in a stope that maximizes the economic value of the layout of stopes for a sublevel deposit. The work draws from Queyranne and Wolsey’s (2017 & 2018) formulations of tight constraints for bounded up/down times in production planning problems to formulate novel and efficient geometric constraints along with geotechnical and grade constraints for the BLP stope layout optimization problem. Results from the model indicate that it is possible to formulate efficient shape constraints in LP-based approaches. The model used for the numerical example contained 144 valuable blocks out of 774 blocks, which translates into an economic value of $53.21M. The BLP model selected 60 valuable blocks and 13 waste blocks that met all constraints translating into a maximum economic value of $34.4M in 1.83 hours within a gap tolerance of 0.00%.

This National Institute for Occupational Safety and Health study was conducted to focus future research on the most significant electrical problems in the mining industry. Data from 1,926 mine electrical accidents (including 75 fatalities) that occurred between 1990 and 1999 were studied. Coal and metal-nonmetal operator- and contractor-reported data are presented. All data used in this analysis were MSHA closeout data, except 1999, which were preliminary data. Electricity was the 4th leading cause of death reported in mining despite being the 14th leading cause of injuries. Electrical shock, not electrical burns, caused 70 of the 75 electrical fatalities reported. About one-half of mine electrical accidents and fatalities occurred during electrical maintenance. Suggestions for mitigating electrical hazards are proposed.

What is the definition of a successful construction or development project? It could be described in many ways: a project that performs as designed; a project completed on time, a project completed within budget. The title of our talk today is, "The Advantages of Applying Design/Build -Construction Management to the Mining Industry." As our talk develops, you will see that rather than tell you how to apply this concept, we will discuss the advantages and details of Design/Build so that you can independently apply the concept. Design/Build is not new, and it cannot be universally applied. It has, however, within the past ten years, carved a specific and substantial place in the overall construction -development market. The reasons for its rather recent rise to considerable prominence as a concept is due, in part, to the increasing urgency of gaining productive access of a production facility and, in part, to the inherent advantages of the concept&apos;s economics--and they are considerable. If the Design/Build concept of contracting were fully understood, it would, without exception, be the favored way for private industry to contract for its new construction and development as well as renovation work. The basic advantages are: earliest possible access and completion at the lowest cost. Design/Build is often equated and compared to "fast track" or "turnkey" methods of construction. The Design/Build concept can, in fact, be both of these or neither. "Fast track", in and 6f itself, implies that the project will be phased construction, that is to say, it will be built quickly; whereas I "turnkey" is a measure of the completeness of the project, usually meaning essentially that the

Lidding over or tunneling existing transportation infrastructure is currently under review in several U.S. cities. The main reasons for this are the use of the created space for urban development, the reduction of noise and exhaust fumes for the residents, and, thus, a significant increase in the quality of life. The main aspects to be considered during the planning process are (1) total investment and operational costs, (2) impact of construction works on current traffic, (3) safety and fire protection, and (4) socio-environmental issues. The paper presents some basic planning principles, and experiences of recent urban highway coverages are shared.

On April 21, 1980 the Oil, Chemical and Atomic Workers Union (OCAW) submitted a petition urging the revision of the Mine Safety and Health Administration (MSHA) permissible exposure limit to radon daughters in underground mines. This petition asks for: 1. Annual worker exposure to be lowered from the current 4 WLM/year to 0.7 WLM/year; 2. Full economic protection for workers whose exposure exceeds the proposed 0.7 WLM/ year; and 3. The primary means of lowering workers&apos; radiation exposures shall be environmental controls. I will present the scientific rationale for the lower standard requested in our petition to the Department of Labor. [1. Radiation Exposures to Uranium Miners] Two types of radiation exposures are present in the environment of uranium mines: A. [External Exposure] to gamma sources which until 1978 was considered as negligible compared with internal alpha radiation. R. E. Utting (1), in an investigation of three Canadian uranium mines, found levels of exposures adding to an annual dose equivalent of 3 rems (30 mSv)/year. He concluded that gamma dosages may be a major fraction of the maximum permissible dose for many individual miners. The U.S. experience has shown that there is significant gamma exposure in U.S. uranium mines and, therefore, it could contribute to the total radiation exposure to the lungs in combination with internal alpha radiation. Before ventilation improvements in uranium mines, the contribution of external radiation to total lung dosage was relatively small. After improvements in ventilation, the reduction in internal radiation exposure appears to be in 1980 as low as 1/10 of the 1950 dosages. However, ventilation improvements do not affect external gamma radiation. Gamma radiation remains at the same 1950&apos;s level, and it represents today a higher proportion of the total radiation burden to the miner&apos;s lungs. MSHA regulations (57.5-47) state that if gamma exposure is below 2.0 milliroentgens per hour, then workers are not required to wear gamma dosimeters and cummulative gamma radiation records need not be kept. Assuming an exposure of 1.9 milliroentgens per hour per 173 hours/month for 12 months,a miner would accumulate a dose from external radiation of 3.9 rems/ year. This dosage would, of course, go unrecorded. MSHA, therefore, should consider a downward revision of the external radiation permissible exposure limit of 2.0 milliroentgens/hour. MSHA should make clear that this exposure level, when added to the internal exposure, does not make for sound health physics -even though the measured current levels do not approach 2.0 milliroentgens/hour. B. [Internal Exposure] to alpha radiation is still the larger contributor to lung irradiation in uranium miners. The target organ is still the lung. The parameters to be considered in determining the biological radiation load appear in Table I for radon daughters present in the upper respiratory tract (URT). The Montana Talc ore body was discovered in 1983 in Montana&apos;s Gravelly Range, about 40 km (25 miles) south of Ennis. Initial drilling indicated a 910-kt (1-million st) ore body of high purity talc. Preliminary analyses on ore cuttings included chemical analysis, brightness measurements, and microscopic evaluations of the structure of the talc. Results indicated it was similar to talc currently being marketed from Montana and it would probably have good commercial value. Based on the positive test results, a test pit was made and a 180-t (200-st) sample of ore was mined. A portion of the ore was ground to various particle sizes and evaluated to determine its strengths, weaknesses, and other characteristics. The deposit is located close to the Cyprus Yellowstone deposit. It was therefore believed that Montana Talc ore may possess many of the same characteristics. Testing and analyses showed the talc to have a high purity and an extremely large surface area, even for Montanatype tales. The ore was also situated in a massive deposit, indicating low cost mining. While the lab analyses were encouraging, the true evidence would be obtained from commercial tests in the marketplace. About 91 t (100 st) of ore were ground to product specifications for pitch control, paint filler, and plastics filler. Consumers were contacted and requested to evaluate the sample talc products. A major trial for the talc as a pitch control agent was arranged at a Northeast paper mill. The trial indicated the new Montana Talc product performed as well or better than the current standard in the industry. In fact, due to a minor modification in the compaction process to make the transport of the talc easier, the product had substantially less dust than the currently used product. The operating people at the paper mill requested that management purchase this talc. Trials were also run at paint plants for use as a pigment filler. And the talc was fabricated into a number of plastics compounds. The initial product tests were largely positive and provided encouragement to proceed with the project. Different grinding mills were used and their performance evaluated. Significant data were generated by the custom grinders. They indicated how the Montana Talc ore ground and the particle size distributions produced at different grinding settings. Encouraged by the positive marketing tests, a prefeasibility study was commissioned. A talc grinding plant and mine plans were designed and capital and operating costs estimated. Initial economics showed an attractive return. The operating costs were among the lowest in the industry. The positive economics, along with the excellent results by the products in the marketing tests to the paper, paint, and plastics industries, led to the recommendation to proceed with the project. Plant construction began in June of 1985. The Montana Talc Co. (MTC) analyzed the data from the commercial tests. Based on the product&apos;s outstanding performance and the uniqueness of its high purity and platy structure, a strategy was developed to position the company as a premium talc supplier.

DSI DYWI Rock Dust application is aiding in enhancing safety and productivity in underground coal mining. DSI DYWI Rock Dust combines wet dusting technology and polymers to allow for drying and lift characteristics for rock dusting. DSI DYWI Rock Dust typically dries within 24 to 48 hours depending upon the mine air velocity and humidity. The DSI DYWI Rock Dust Applicator Machine is a completely hydraulic unit. The DSI DYWI Rock Dust Applicator machine allows for batching of product and face spraying operations in permissible locations. The DSI DYWI Rock Dusting Applicator Machine fits in one half of a battery or diesel scoop bucket for ease of transport. It is completely hydraulically powered by the PTO circuit. The DSI DYWI Rock Dust Applicator unit requires a scoop operator, and a person to operate the spray wand, simple operation with two personnel. The first demonstration was at an underground continuous miner room and pillar coal mine which produced a pilot test period opportunity, which proved to be successful, and has now been in full launch mode with the US underground coal mining industry. A typical batch of operation allows for 250? of roof and rib (19? wide by 6? in height) coverage of DSI DYWI Rock Dust application. The DSI DYWI Rock Dust Applicator contains a hydraulic powered air compressor which allows for 30-50% more coverage per batch by improved dispersion of product via air assist spray nozzle. DSI DYWI Rock Dust will add approximately $0.02 to $0.04 per clean ton of coal cost to the mining operation over traditional rock dust cost depending upon mining height.

Grinding efficiency in a vertical stirred mill is affected by a wide range of process and mill configuration variables. Of these, the media fill, size, and intrinsic density have a significant effect on power draw and grinding performance. Media-related factors that influence grinding performance include, e.g.,a higher media filling providing additional particle breakage sites, or a lower bead density decreasing the running torque at a given media filling. It has been estimated that the grinding media can cause up to a 30% change in the specific energy required to grind. FLSmidth has generally recommended that the intrinsic density (specific gravity) of the grinding media be more than triple the slurry density. This density difference helps to ensure that sufficient stress intensity is generated in the mill to provide particle breakage. It also reduces the chance of media ?float? if there is a spike in either slurry density or slurry flow rate. The VXPmills have historically operated at slurry density values between 1.2 and 1.5 kg/L, which translates to nominal bead intrinsic density range between 3.6 and 4.5 kg/L. The current trend towards regrinding bulk flotation concentrates to even finer sizes, to improve recoveries of fine grained minerals, has provided motivation to consider closed-circuit operation of stirred media mills. The slurry density in this application is typically higher than in open-circuit operation due to the higher percent solids in cyclone underflows. An additional effect is that closed-circuit operation increases the potential for media float due to higher flow rates as slurry is recycled to the mill. The normal progression in extending the operating range of existing equipment is to carry out laboratory testing before pilot-scale and plant-scale trials. The results presented in this paper examine the media density to slurry density ratio and its effect on grinding performance.

The function of the mine surveyor is to (a) provide a network of points of accurately known position, covering the entire mine property, (b) obtain the required data for the preparation of useful maps and sections! (c) provide position and directional control for the guidance of the operations, (d) measure the progress of the work, (e) measure the movement of rock masses, and (f) make miscellaneous surveys as needed. Mining properties range from the very small to the extremely large, and from those which involve only surface operations to those involving extensive underground workings. Active mines undergo constant change, necessitating continual updating of the surveys. The differences in the character of the deposits, the scale of mining and the mining methods result in large differences in the surveyor&apos;s activities and techniques, but many of the problems involved are common to most mines. The surface work of the mine surveyor is very similar to that, of the plane surveyor in that control points are established by triangulation, trilateration and traversing. Detail is taken by direct measurement, by stadia and by aerial photography. The equipment used, the techniques and the methods of processing the resulting data are likewise very similar. However, the underground work is quite different : A. The lines of sight frequently must be carried through constricted openings, often involving short lines of sight and awkward setups. B. The lighting often is poor, requiring illumination of the backsights and foresights, and the crosshairs. C. The ambient conditions often are difficult, involving falling water, high tem- peratures, poor visibi &apos;kv and heavy traffic through the area being suneyed. D. The surrounding rock map be unstable, resulting in movement or loss of the surveying stations, as well as hazard to the surveyors. E. The points to be measured often are difficult or impossible to reach. F. Steep vertical sights often are necessary, requiring the use of special equipment. G. Many working levels commonly are involved, requiring the transfer of position and orientation to each with a high level of precision. This section therefore will concentrate on surveying problems peculiar to the mine surveyor, chiefly underground work. 22.1-THE MINE COORDINATE SYSTEM A system of coordinates is essential for all permanent mining operations It is very desirable that all mining operations in a ,given area b~ tied into the same system, as this minimizes problems of boundaries and connections Whenever possible this system should be tied into and made part of the state or regional grid system. It is desirable to orient the coordinate grid on a true-north line and to position the origin of the coordinates so that all of the work will be in the "northeast" quadrant, making the north and east coordinates always positive. This can be done by subtracting suitable constant values from the north and east coordinates of the regional system The residual values are of more convenient magnitude and can be used as the local mine coordinates. Uranium is an element incompatible with respect to the major rock-forming minerals crystallizing from granitic magma, entering in- stead trace minerals such as zircon. The relationship between the saturation limit (SL) for such a mineral and the bulk distribution coefficient (Do) for U is central to understanding the distribution of U and its availability to late- stage fluids which can form ore deposits directly, or labile U which can be remobilized later. Low SL values imply early crystallization of zircon, but in very small proportions, minimizing Do and maximizing the degree of enrichment of U in late-stage fluids. Thus, granitic rocks with low Zr contents (due to a low saturation limit for zircon) are most likely to evolve U- enriched differentiates; this will be reflected in a high U content of the zircons (but not necessarily high U abundances in whole-rocks). Thus, the ratio of the U content of zircon to the Zr content of the corresponding whole-rock is potentially a very useful parameter in identifying granitic rocks which are most likely to have U-enriched solutions associated with them. The granitic rocks associated with the U deposits of the Midnite Mine area, Washington, have geochemical characteristics which fit very well the model presented here. The rocks are very low in Zr (100 ppm) and contain zircons with extremely high U contents (3,000-4,000 ppm).

For many years, the combined efforts of machinery manufacturers and mine operators have endeavored to achieve greater productivity from the men involved and the machinery and capital invested, by developing methods to drill blast holes more effectively. Obviously, this means much more than simply developing a drill that will drill a single hole faster. Considerable attention over these years has also been given to methods of carrying and positioning the drilling machine on versatile jumbos, whereby the man&apos;s time can he better utilized by the faster drilling machines. Likewise, the art of blasting to utilize the holes that were drilled to achieve the maximum amount of fragmented ore and the methods of moving the broken ore have also progressed. But each phase of the production cycle just described must be made to balance with the other phases of the work. Obviously, major breakthroughs in only one phase don&apos;t always generate more "rock in the box" per manshift. Yet, through the persistent effort of the machinery developers and the researchers, the progressive attitudes of mine managers, backed by corporate capital investments, and battle after battle at the operating level, progress is made. Then, if the innovated system is good enough to "stick", in a few years it becomes the system that the newer method must replace, after the same repeated struggle. This is the situation that many mine operators find themselves in today, Looking at their production cycle, which is assumed to be efficient and balanced between drilling, blasting and materials moving capabilities, they tend to guard any visable disruption of the balance of that day&apos;s production, and many would prefer to maintain the status quo indefinitely. In this article, the cementation of major impurities from zinc sulphate leach solution by the addition of zinc dust was studied by considering different parameters including time, mesh size, and percentage of excess zinc dust. The output obtained from various experiments was utilized for the design of experiments. A multi-level categorical factorial design with a quadratic model was employed during this study. Results were predicted to minimize the concentration of impurity metals in the solution by altering the parameters. Furthermore, these predicted results were validated by performing another experiment. Successfully, it showed that the predicted and experimental data values were close to each other. The predicted optimized values were 40 min, 100% excess zinc dust, and 300 mesh size for copper; 42 min, 100% excess zinc dust, and 300 mesh size for cobalt; 37 min, 100% excess zinc dust, and 300 mesh size for cadmium; and 34 min, 100% excess zinc dust, and 300 mesh size zinc dust for nickel. At these optimized values, the experimental results showed 99.99%, 55.7%, 99.6%, and 76.6% cementation efficiencies for copper, cobalt, cadmium, and nickel respectively. The statistical design of experiments for the effective cementation of impurities corroborates the economic feasibility of optimizing parameters for the proposed process.

The generation of low cost power is but one phase of the TVA program for regional development. During the 36 years since TVA began, growth in its generation of electric power has necessitated a shift from a predominantly hydroelectric power system to a combination steam and hydroelectric system. The addition of steam-electric power plants to TVA&apos;s generating system was necessitated by the rapid increase in the traditional and defense demands for electric power in the 80,000-square-mile area served by TVA, the need to firm up the hydroelectric power, and the fact that all available sites for sizeable hydroelectric projects had been developed. At present TVA owns and operates 40 power plants--29 hydroelectric and 11 steam-electric plants. The total generating capacity of the hydroelectric plants is 3,105,430 kw, and the capacity of the steam plants is 13,951,135 kw. This provides a total generating capacity of 17,056,565 kw for the plants operated by TVA. Individual capacity of the 112 hydroelectric units ranges from 10,000 to 67,500 kw, and the individual capacity of the steam-electric units now in operation ranges from 60,000 to 950,000 kw. In addition to this generating capacity, TVA distributes the power from 6 U. S. Army Corps of Engineers hydroelectric plants on the Cumberland River. These plants contribute an additional 725,000 kw. Also, under an agreement with the Aluminum Company of America, TVA directs the stream flows and generation of their 423,715-kw system on Tennessee River tributaries and shares with Alcoa in the increased generation resulting from this coordinated operation.
